INTRODUCTION The extraction of gold and silver from ores, concentrates, and various metallurgical products can be achieved by a number of hydrometallurgical techniques. The solvation properties of alkali cyanide solutions on gold and silver were recognized 200 years ago. A cyanidation process for leaching gold from its ore was patented in 1887 and 1889 by MacArthur and Forrest. The solvent action of thiosulfate on gold and silver was observed over 100 years ago. Recently, several patents have been issued for processes using ammonium thiosulfate as lixiviant for precious metals, Berezowsky, et. al (1978) and Kerley (1981). Tozawa and and coworkers also examined the dissolution of gold in ammoniacal thiosulfate solution. Thiourea leaching of gold and silver initially discussed by Plaksin and Kozhukhova in 1941 but has received only limited attention since that early work. Use of thiourea as an alternative to cyanide was the topic of several papers presented at the 1981 AIME annual meeting In Chicago, Illinois. Hiskey provided a review of the fundamental chemistry of the dissolution of gold and silver in acidic thiourea solutions. Pyper and Hendrix reported on the leaching of a finely disseminated gold ore using thiourea as a lixiviant. The review article(6) previously presented was fairly comprehensive covering Important contributions to the chemistry of thiourea and the processing of gold and silver with acidic thiourea solutions. A search of the technical literature was made to determine recent (since 1981) progress and developments in applying thiourea to the processing of gold and silver. This review reveals that Soviet and Eastern European scientists are continuing to make major contributions to our understanding of thiourea/precious metal systems.

INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA's National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.

In 1988 a major exploration program was undertaken to determine the characteristics of the rock and soil for a 7.6 m diameter sea outfall tunnel beneath Boston Harbor out into Massachusetts Bay. The diffuser discharge location had been mandated by the EPA to a 10 sq. km area of seafloor connected to the proposed Deer Island Treatment Facility by a 14.5 km tunnel corridor. Geophysical surveys, deep rock borings, and laboratory testing, provided the information for the conceptual design. The program identified the range in material types and parameters to prove feasibility of a TBM driven tunnel and to locate the optimum alignment and depth.

Quartz is the second most widely used electronic material, with approximately 3,000 t (3,300 st) of single crystals used each year. Most of the quartz used in electronics is synthetic and is manufactured using a technique called hydrothermal growth. This paper reviews the basics of hydrothermal growth, the feedstocks used for these crystals and the challenges to improving the growth process. This paper also reviews the processing of these crystals, the markets and applications where they are used, and the global outlook for these markets.

Innovative geotechnical construction techniques were used to construct three pedestrian tunnels under a building slab-on-grade to allow utilization of basement space for manufacturing. Tunnels were constructed using mining techniques through granular fill soils less than three feet below on-going sensitive manufacturing operations. Project design consisted of jet grout underpinning of exterior foundation walls and an arch of drilled-in grouted horizontal dowels for soil pre-support to limit ground movements during excavation. Permanent tunnel lining consisted of arched steel rib sets and invert struts supported on precast footings encased in cast-in-place concrete slab and side walls and a gunite arch.

A technique has been developed that analyzes routine mill operating data to determine the key operating parameters responsible for gold losses to tails. These parameters represent the prime operating variables having a dominant effect on gold recovery. The technique quantifies these effects for the specific plant being analyzed, providing a tool to optimize recovery and costs and so enhance the mine?s cash flow. The quantitative relationships generated will be different for each ore and plant: every case is site-specific and has to be treated on its merits. Examples are provided to illustrate the considerable metallurgical and financial benefits which can be realized from optimization. The examples are taken from case studies of mills in four major gold mining districts of the world.

The underground voids that result from mining provide opportunities for deep geologic waste disposal (DGWD). Such disposal could solve many environmental problems. DGWD takes careful planning, technology transfer and true partnership between waste generators and mine/repository operators. The US government is now planning on using specially mined excavations to dispose of radiotoxic and mixed waste. Using the experience gained from the domestic projects that are now in preparation and from foreign repositories that are now in operation, US mines can claim their rightful share of the growing market for DGWD.

Cleaning of low-rank coals can have several meanings, depending upon the definitions of the terms "low rank" and "cleaning." In general, low-rank coals would be lignite or subbituminous according to the ASTM classification. For the purposes of this summary, cleaning is defined to be any process which materially reduces the proportion of inert material in the coal. For low-rank coals, this often means a reduction in moisture content since moisture is the major inert component in these coals. A brief discussion of conventional cleaning processes is included, as is an extensive reference list.

The dissociation (ionisation) constant of hydrogen cyanide, pKa(HCN), has been measured by high precision glass electrode potentiometric titrations in saline solutions containing up to 5 mol/L sodium chloride. The dissociation constant of water that is necessary for the calculation of pKa(HCN) has also been measured. In saline solution, and in contrast to literature values, pKa(HCN) changes considerably at both high and low ionic strengths as a result of changes in activity coefficients. In addition an equation is presented, using literature data, that describes the variation of pKa(HCN) with temperature up to 150°C. The significance of the changes in pKa(HCN) for optimising the pH of alkaline cyanide gold recovery streams is briefly discussed.

Attempts were made to improve the recovery of coarse phosphate particles by adding selected frothers or precoated fine particles. A number of frothers for floating, specifically coarse coal and metallic minerals, were examined. Two of the frothers increased the flotation recovery of coarse phosphate by 3% on bench scale. Plant evaluation yielded improvements in overall phosphate recovery in the presence of these frothers. Addition of fine particles was also found to enhance coarse flotation under given conditions. Size, amount, and hydrophobicity of the fines added was determined to have a major influence on the coarse flotation efficiency. The grade of the product with and without frothers and particulate additives remained the same. Change in froth stability and viscosity are believed to be the primary reasons for enhanced recovery of coarse phosphate particles.

Rapid coal extraction techniques in gassy mines may strain a ventilation system if a degasification approach is not utilized. Design of mine ventilation systems requires estimates of gas emission rates from unmined coal into the existing mine workings. A degasification system for a specific property can be properly engineered to improve mining economics if the proper geologic and reservoir information is collected. This paper describes methods to determine the degasification rates for horizontal boreholes and vertical (stimulated and unstimulated) wells and the rate of gas emissions into the mine workings. The methodology is demonstrated by a specific example. Horizontal boreholes drilled in advance of mining are demonstrated to be the most effective means of coal seam degasification and reduction of gas emissions into mine workings. The significance of the paper is that few published methods for these estimates are available

Personnel from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health integrated the results of studies from a seismic tomographic survey, a finite-difference analysis, laboratory measurements of compression wave (ultrasonic) velocities in rock cores, and site geology to evaluate the use of seismic tomography for identifying induced pressures in an underground pillar at the Edgar Mine, Idaho Springs, CO. The key findings were that (1) the seismic tomograms showed that seismic velocities in rock adjacent to mine openings were low, (2) a difference tomogram in which in situ stresses on the east and west sides of the slot were compared showed that velocities increased west of the slot but decreased east of the slot, (3) geologic features (rock types and a fault) identified through geologic mapping were recognizable in the seismic tomograms, (4) ultrasonic velocity measurements on the rock cores agreed with seismic velocity measurements in the tomograms, and (5) results from a finite-difference analysis compared well to the seismic tomograms west of the slot but not east of the slot. The significance of this research is that seismic tomography is a useful tool for determining relative stress in underground pillars.

The Kidston gold discoveries were originally made about 1907, and by 1934, 1.76 Mg (62,000 oz) of gold had been produced from placer and lode mining of higher grade, most¬ly oxidized gold ore. As mining in the lode ore penetrated deeper, costs increased and the world gold price stagnated. The lode or underground production averaged close to 6.9 g/t (0.2 oz per ton) Au for the 201 kt mined. No mining or development took place from 1934 until 1965. Kidston's high grade ores were exhausted by 1934. From 1965 to 1976, exploration had developed 3 Mt of about 3 g/t (0.88 oz per ton) Au. Placer Pacific acquired rights to the property in 1976 and began a geologic and engineering study of the district. It was clear that the deposit had the potential for becom¬ing a large-tonnage, low-grade producer. However, explora¬tion had to discover the tonnage and grade and engineering needed to solve the obstacles of production costs. Bulk material handling problems were addressed by Placer's wide experience in open pit mining, and the increase in work index accompanying deeper ores was handled by Placer's metallurgists. The matter of power for the operation was solved by engineering studies. These showed that power could be generated and brought in economically. The price of gold also increased after 1976, and this helped in the economic analysis. The Kidston discovery since 1976 is really a combination of good exploration geology and careful engineering plan¬ning that overcame the obstacles presented by ore characteris¬tics and the location of the deposit. This paper presents an overview of some of the basic issues related to tunnel construction in the presence of flammable and toxic strata gases. Gas properties and possible sources are outlined for the various gases that are commonly encountered underground. Assessment of potential gas hazards prior to construction is discussed. Measures for mitigating the problem during construction are summarized. Little faith can be placed in a coal resource estimate without a clear understanding of the estimate's accuracy. Different types of coal resource estimates require different levels of accuracy. Prospecting surveys typically are done with widely spaced boreholes, while a much higher level of accuracy is required for mine design. Either way, a measure of the accuracy clearly indicates the level of confidence that can be placed in the results of the estimate. Geographic information systems (GIs) are becoming a commonly used tool for resource estimation because they not only provide a database management platform but also the graphical capabilities to visualize resource characteristics. interpolation methods used commonly in these resource studies do not typically provide a quantitative answer to the question: "How accurate is the estimate?" By comparing localized measurements at multiple locations to the interpolated thickness distribution used in a resource estimate, a quantitative analysis of accuracy can be obtained. The technique is demonstrated with a case study from Central Appalachia.

A high effective method using a hammer mill, a column pneumatic separator and an electrostatic separator was studied for recycling copper from waste printed circuit board. The factors influencing the copper liberation degree and following separations were discussed. Two different physical separating methods were compared and discussed. Experiment results show that a well-controlled impact action can produce a satisfactory degree of copper liberation at a relatively coarse particle size. Around 90% copper recovery from printed circuit board for coarse particle size can be achieved by using a combination of electrostatic separation and pneumatic separation.

Applied statistics provides scores of powerful tests and techniques that are widely used and abused in science and engineering. The variance is the basic measure for variability, precision and risk. The formulas for the variances of the arithmetic mean and the weighted average are derived from the variance of a general function, as defined in probability theory. The requirement of functional or mathematical independence in probability theory translates into the concept of degrees of freedom in applied statistics. Geostatistics is the only variant of statistics in which functional dependence and degrees of freedom are irrelevant. This paper examines whether such basic elements of probability and statistics can be ignored with impunity.

The leaching of heaps or sub-marginal waste ore dumps as it is practiced throughout the Southwest as well as other parts of the world, is the major method of secondary recovery of copper. In 1970, twenty percent of all domestic copper was produced by dump leaching operations (l). In recent years, this method has been successfully extended on a limited scale, for the recovery of uranium from low-grade ores (2). It is inevitable that this technique will be increasingly employed in metal production to satisfy the insatiable demand of our mineral based society. Although dump and heap leaching has been used effectively for some time (3) , its application has been more of an art than a science. Therefore, it is essential that we learn about the important factors and parameters affecting this versatile process so that we may make increasing use of this technique in the future. The dump or heap leaching process encompasses the preparation of ore for-subsequent inplace leaching, the flow of solutions and ionic species through porous rock masses, the leaching of minerals with inexpensive and, if possible, regenerable lixiviants under prevailing conditions of the inplace environment, and the recovery of metals from the pregnant liquors. It is evident that this comprehensive scope of dump or heap leaching falls under the realm of interdisciplinary science and engineering requiring the application of the principles of physics, mineral engineering, hydrology, computer modeling, operations research, economics, and allied disciplines. American Barrick Resources Corp. has come farther, faster in the last 11 years than any mining company in recent memory. Acquisition of Lac Minerals Ltd. in August 1994 now makes Barrick the largest gold producer in the world outside South Africa. In terms of market capitalization, the company is the world's most valued gold producer. American Barrick's 28.3-km2 (7000acre) Goldstrike property on Nevada's Carlin Trend, the primary engine for past growth, was purchased in 1987 for $62 million. Regarded as an attractive exploration target, Goldstrike instead propelled American Barrick to the front rank of world gold producers. In 1993, the company produced 50.75 t (1,631,988 oz), 44.78 t (1,439,929 oz) from Goldstrike. Reserves on the property totaled 905 t (29.1 million oz) at the end of 1993, the largest in North America.
