The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores. Mineral extraction from sulfide ore deposits usually leads to the combined action of oxygen and water on the newly exposed ore. The result is acid mine drainage, a low pH solution of various metal sulfate salts and sulfuric acid. Paradoxically, the valuable metals dissolved in acid mine water are a liability because they are too toxic for discharge but too dilute to recover economically. The expense of compliance with water quality release standards has reduced the profitability of many mining operations. Solid phase extraction (SPE) columns have been developed to extract metals from acid mine water. These columns are designed to remove the toxic elements from water and recover the metals as purified fractions. This article describes the results of a Phase 1 bench-scale project to test the performance of the SPE columns. The tests were conducted with water collected from the abandoned Berkeley Pit copper mine in Butte, MT.

The standard test methods used to determine the pyrite content of coal and mineral wastes, and their propensity to release acidic drainage, are critically reviewed. In addition to analysis of total sulfur by combustion, test methods using selective oxidation of pyrite by HNO3 and H2O2 are available. The oxidation kinetics of pyrite vary appreciably from sample to sample, and it is difficult to ascertain whether complete dissolution has occurred in heterogeneous materials. The reliability, reproducibility and suitability of different standard test methods were studied, using well characterized ore and coal pyrite samples. The kinetics of pyrite dissolution were also investigated. The results are discussed in terms of the fundamental chemical and physical characteristics of each sample, and the implications for waste characterization are considered.

Coeur d'Alene Mines Corporation's newest precious metals property is located in the old Rochester Mining District approximately twenty-five miles northeast of Lovelock, Nevada. Built at an elevation in excess of 6 000 feet, the Coeur-Rochester gold silver heap leach property encountered cold weather operational problems typical of most northern Nevada heap leach properties, soon after the start-up of operations last fall. Due to the size of the heap area under leach at Rochester, it was decided that 1 the usual practice of spraying to an "ice field" and waiting for the spring thaw was impractical. Further, the delivery schedule for a solution heating system of the size required was unacceptable. Accordingly, Rochester personnel embarked on a program to seek out a leach solution distribution system that would enable an operation through the winter and yet be cost effective. The findings of this program were rather dramatic and, as a result, the whole perception of heap leach solution application at Rochester has changed forever.

An experimental hole-to-hole seismic probe system has been developed for use in coal measure geology as a means of determining the structural conditions of coal seams. The source probe produces a 500-joule electric arc discharge whose seismic wavelet has a spectrum in the 200 to 2,000 Hz frequency range. Low compliance hydrophones contained in the source probe as well as in a separate seismic detector probe are matched to the frequency range of the source. Both probes are constructed with 5-72 cm diameter housings. The transducers in the probes are equipped with fluid-inflatable boots to permit operation in either wet or dry boreholes. Preliminary tests in vertical boreholes drilled 213 m apart in sedimentary rock formations show reliable operation and useful seismic propagation measurements along horizontal and oblique paths up to 232 m in length. Because the seismic wave- let has an accurately repeatable waveshape, multiple shots and signal averaging techniques can be used to enhance the signal-to-noise ratio and extend the transmission distances.

Large is the applicable adjective here. The largest hydraulic shovel in the world, the largest copper mine in the world, the largest copper producing company in the world. The O&K RH 300 hydraulic excavator has been put into service to move overburden and mine ore at the Chuquicamata open pit mine of the Chilean state copper mining company, Corporation Nacional de Corbre de Chile (Codelco). A large shovel: Equipped with a 26-m3 (34-yd') rock shovel, the RH 300 is able to fill a 170-t (187-st) truck in three passes with cycle times of 30 seconds. A large mine: At present, the Chuquicamata pit is 4 km (2.5 miles) long, 2 km (1.2 miles) wide, and 520 m (1700 ft) deep from rim to bottom bench. The current 450 kt/d (496,000 stpd) of material mined will increase to 600 kt/d (661,000 stpd) when the expanded production rate is reached in 1989. (Chuqui Expansion details, p. 20). A large mining company: Codelco's total output from its two open pit and three underground copper mines is more than 1.1 Mt/a (1.2 million stpy) of copper. This makes Codelco by far the largest copper producer in the world. It accounts for about 15% of the Western World's copper requirements. Chuquicamata is located in the hot and arid Atacama desert of northern Chile. The mine is located 240 km (150 miles) northeast of the port city of Antofagasta. Mine elevation is 2700 m (8850 ft). Chuquicamata's known reserves of oxide and sulfide ores amount to more than 450 Mt (496 million st) of contained copper. There are also reserves of more then 1.4 Mt (1.5 million st) of contained molybdenum. Originally, Chuquicamata was a rail pit. The shovels loaded rail cars hauled by locis on tracks along the benches. During the 1970s, the rail transport was replaced by truck haulage. Crushing and conveying rock waste in the pit is the latest step in the continuing evolution of more productive and economical methods of materials movement. In 1990, the in-pit crushing plant will be in operation. The waste will be mainly transported out of the pit on belt conveyors rather than trucks. The system will incorporate a 9.6-kt/h (10,600-stph) semi-portable crushing station, a 14-km (8.7-mile) conveyor using 1.8 m (6 ft) wide heavy duty belts, and a tripper-spreader to stack the waste dumps. Since Chuqui went into production in 1915, more than 2.5 Gt (2.8 billion st) of material has been excavated. This includes nearly 1.7 Gt (1.9 billion st) of ore from which some 16.4 Mt (18 million st) of copper has been recovered. The Chuquicamata porphyry type ore body is an altered and fractured intrusive granodiorite or quartz-monzonite porphyry that carries the mineralization. The action of ground water on primary sulfide minerals in geo¬logic time has created oxide ores and a zone of secondary enrich¬ment. The oxides occur above the sulfide zone and are also mixed with the upper parts of the latter. At Chuquicamata, the current grade of 1.5% copper is expected to decline to about 1% by 1995. To maintain metal production at cur¬rent levels, it will be necessary to increase ore production rates by about 50%, as mentioned, to 153

"In the application of the BIOX® technology, high tailings grade (2-16 g/t) may be generated with a decrease in overall gold recovery, which sometimes make it economically unattractive. This paper investigated the causes of the high tailings grade by using samples from the Bogoso BIOX plant. Partial chemical analysis, diagnostic tests and cyanidation optimisation studies were conducted to invoke understanding into the high tailings grades. Diagnostic study on the tailings showed 48.34% of gold in carbonaceous matter, 17.12% in quartz, 13.40% as liberated gold, 11.51% imbedded in sulphides and the remaining 9.65% in carbonates. Optimum cyanidation recovery of 90.4% was established for the BIOX concentrate at 7 kg/t NaCN, 40-50 g/L activated carbon and residence time of 40 hours. The recovery was sensitive to carbon and cyanide concentrations but additional cyanide was not economical. High preg-robbing indices of 72.7% and 64.4% were recorded for the BIOX product and the flotation concentrate respectively. This confirms the inability of the BIOX process to deactivate carbonaceous matter, which remains a serious precursor for low overall gold recoveries and high CIL tailings. INTRODUCTION Gold ores may be broadly classified as refractory and non-refractory. Non-refractory ores are easy to treat but refractory materials require complicated flowsheets for metal extraction (Hausen and Bucknam, 1985; Schmitz et al, 2001; Marsden and House, 2006). As near surface non-refractory gold deposits are getting depleted, the increasing price of gold and increasing demand for gold, have encouraged many gold producing companies to treat refractory ores for gold recovery. The refractory behaviour of these ores may be due to the presence of sulphides, tellurides, cyanicides and/or carbonaceous matter. Refractory ores do not respond well to conventional cyanidation as the gold is either occluded by or in solid solution in sulphides, or is in association with cyanicides (Marsden and House, 2006). Further, carbonaceous matter preg-robs gold during leaching (Osseo-Asare et al, 1984; Hausen and Bucknam, 1985; Schmitz et al, 2001). The two major causes of refractoriness are the presence of sulphides and carbonaceous matter, and these render the ore double refractory (Nyavor and Egiebor, 1992). Oxidative pre-treatment processes such as high pressure leaching/oxidation; biological oxidation, ultra-fine grinding and roasting are required to render refractory ores amenable to conventional cyanidation (Marsden and House, 2006). Biological oxidation, however, has become the preferred pre-treatment route because it is more environmentally friendly and convenient even where only partial oxidation is required. Comparative tests have demonstrated that bioleaching can achieve the same or better results than roasting or pressure leaching in terms of gold recovery (Yannopoulos, 1991; Brierley, 1997). Further, biological treatment processes are more cost-effective, environmentally friendly and safer."

The selective depression of pyrite obtained from Kentucky No.9 seam in coal flotation with various kinds of inorganic and organic chemicals was systematically examined. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates has been explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta potential measurements. It was shown that pyrophosphate reacts strongly with iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

The case study assessed submicron aerosols at a continuous miner (CM) section, diesel aerosol concentrations at the longwall (LW) section, and elemental carbon (EC) and total carbon (TC) exposures. Aerosols at CM sections were a mix of freshly generated and those from main drifts. Low ambient concentrations and personal exposures suggest effective control strategies, with further reductions possible by curbing emissions from high-emitting light-duty vehicles.

A number of interesting and. important phenomena were revealed during a study of the response of beryl to sulfonate flotation (1). Perhaps the most important observation is the effect of various cations on flotation response. Experiments showed that in the vicinity of pH = 3. 0, about three ppm Fe.+++ increased recovery of leached beryl from about 60 to 100 per cent, whereas about four ppm Ca++ reduced the recovery from 60 to 2 per cent. With the exception of ferric iron, all of the other cations investigated reduced flotation recoveries drastically at this pH. As postulated in the paper "Sulfonate Flotation of Beryl", (1) even with low concentrations of polyvalent cations and sulfonate (on the order of one ppm), cation¬ sulfonates are precipitated immediately in solution. That is, blueish-white clouds .were noted to form after given additions of salts to. known solutions of sulfonate. Furthermore, it was also shown that one-hundred-fold more ferric iron than necessary to form the precipitated cloud had to be added to effect complete flotation. In other words, some form of solid ferric sulfonate was found to function as the collector in these systems. The form of the compound was suggested to be Fe (RSC3)2OH and that bonding to the surface occurs through the hydrogen of the hydroxyl. As the form of this compound was shown to be dependent on the extent of hydrolysis of ferric iron, it is to be expected that ferric iron will be unique in some pH region. Further, if the presence of hydroxyl in the neutral precipitated compound is of primary importance, then other cations should function similarly but at different values of pH, since they will hydrolyze at different concentrations of hydroxyl ion. To determine whether the premise of hydrolysis is correct, the study was extended to quartz systems lit the presence of various cations at various values of pH.

Methods to determine frother functions, control of bubble size and froth properties, are now widely used. Some collectors also exhibit frother functions which are less understood. Using a water-air system in a mini-mechanical flotation cell setup, this paper determines bubble size and water overflow rate for three amine collectors: one primary amine (dodecylamine, DDA) and two commercial ether amines (Flotigam® EDA and Flotigam® 2835-2L) and their combination with two common frothers, MIBC (methyl isobutyl carbinol) and PPG 425 (polypropylene glycol, molecule weight 425). Compared to the frothers, the amines were less effective in reducing bubble size, giving larger minimum size and the two commercial amines showed evidence of coalescence at low concentration. In blends, at fixed frother dosage, frother eliminated the coalescence but as amine concentration increased the amines dominated bubble size. Water overflow was a strong function of reagent type. For fixed 1-cm froth depth, PPG 425, Flotigam® 2835-2L and to a lesser extent DDA produced overflow while MIBC and Flotigam® EDA did not. In blends with frother overflow increased except with Flotigam® EDA. Mechanisms are briefly explored. The principal benefit of blending identified is the elimination of coalescence if residual concentration of the two commercial amines is below ca. 10 ppm.

Processing bauxite and clay ores to reduce Iron content to levels low enough for the ores to be suitable raw materials for such products as refractories and abrasives has long been regarded as a diffi9ult problem. Standard magnetic separation processing of the untreated ore has been attempted by previous investigators with only limited success due to the finely divided state and weak magnetic susceptibility of the iron minerals (hematite, geothite, etc.) present in these ores. The new process described in this paper consists of calcining the finely crushed ore at 500 to 800 C and then reducing (with hydrogen, carbon monoxide, etc.) the iron oxides present to magnetite or elemental Iron. The magnetic susceptibility of iron in these forms is enhanced 40-to 100-fold over that of hematitie and is readily removed by simple magnetic separation. Starting with a 2.7% Fe20s Alabama bauxite ore, a 1.5% Fe20s product was produced in one pass through a Davis tube magnetic separator with 95 + % recovery of the iron-free bauxite fraction and a 20% Fe20a magnetic product. These findings suggest that with the addition of light calcination, reduction and magnetic separation steps to the conventional refractory grain production process, the large U.S. reserves of high-iron bauxites could be used.

A novel methodology to estimate gold recovery by gravity is presented. The methodology makes use of a population balance model which represents gold liberation, breakage and classification behaviour and applies pre-concentration and recovery performance curves to gravity-recoverable gold to predict overall recovery. Derivation of the necessary parameters is explained and demonstrated using data from an actual gravity circuit and one projected application. The methodology makes it possible to estimate the performance of circuits with large gold circulating loads and relatively low unit recoveries (e.g. jigs), or with high recoveries on a bleed of the circulating load (e.g. Knelson concentrators).

In September of 1988, the United States Environmental Protection Agency (US EPA) published final regulations that effect owners and operators of underground storage tanks (USTs). These regulation include stringent technical requirements for owners and operators of USTs containing petroleum and certain hazardous substances. The technical requirements effect both new (those installed after December 1988) and existing USTs and include notification; performance and operating standards; release detection, reporting, investigation; release response and corrective action; and closure requirements for out-of-service USTs. The USEPA also published final regulations regarding financial responsibility requirements for owners or operators of petroleum USTs in October of 1988. These regulations require owners or operators of petroleum USTs to demonstrate financial responsibility for the costs of corrective action and compensating third parties for bodily injury or property damage caused by releases from petroleum USTs. Like thousands of other industries, the mining industry must become thoroughly familiar with these new regulations in order to properly manage their UST systems, ensure compliance, and understand other ramifications imposed by these regulations.

DEFINITION OF BAUXITE The term "bauxite" (1) dates back to 1821, when it was assigned to a deposit of red earthy material outcropping near the village of Les Baux in Southern France. Chemical analysis indicated the presence of aluminium oxide, iron oxide and water. Deposits of bauxite are widespread throughout the world although the major developments occur within 30 degrees of the Equator. Essentially bauxite is the product of weathering and leaching of a variety of sediments or rocks, generally in a high-rainfall tropical or sub-tropical climate, resulting in the enrichment of the aluminium oxide content. It is characterised by the presence of one or more of the minerals, gibbsite, boehmite, and diaspore. The other constituents are usually clay, (typically kaolin), hematite and/or goethite (iron-oxides), anatase (titanium oxide), and possibly silica as quartz. A variety of minor elements may be present, such as calcium, magnesium, phosphorus, vanadium, gallium, manganese, and many others in very small quantities. Organic compounds are normally present from development in association with a soil horizon where vegetation may be encouraged by the high rainfall necessary for bauxitisition. The physical form depends upon the geological history of the deposit and correlation also exists with the mineralogy. Older deposits which have been subject to burial are invariably hard and compact with the alumina predominantly occurring as boehmite or diaspore, while the more recent, surface deposits are frequently less compacted and gibbsite is the dominant alumina mineral. In these later deposits, the physical form can vary from the fine red soil (terra rosa) of Jamaica to the Weipa pisolites to the cemented Arkansas type. The presence of concretionary structures is an important aid in identification in the field.

Investment decision for large mining projects imply an enormous financial risk and therefore, require a more complex risk evaluation methodology taking into account all sources of uncertainty from each process in the project value chain. Generally, the main sources of risk are those related to uncertainty on grade and other techical variables of the orebody. In this study, conditional simulation is applied to develop a risk management model to quantify and to manage financial risk associated to uncertainty on the grade of the orebody. The model was validated in case study on a real porphyry copper orebody in Chile.

The U.S. Department of Energy (DOE) has entered into a $l.5 million Cooperative Agreement with Alpine Equipment Corporation/Astro International Corporation ("Alpine") of State College, Pennsylvania, for the evaluation of water-jet-assisted (WJA) mechanical cutting of oil shale under actual mining conditions. A commercial-sized, heavy WJA mechanical miner is being assembled based upon the successful "factory testing" of a smaller prototype miner utilizing standard tungsten-carbide and Polycrystalline Diamond Composite (POC) bits in large oil shale boulders. Actual field testing of the machine will be conducted in an oil shale mine located in the Piceance Basin of Western Colorado. In-mine logistical support is being provided by several oil shale companies through the Colorado Mining Association (CMA) and the U.S. Bureau of Mines (USBM).

Improvements in computer technology and associated software have allowed the improvement and development of more advanced ventilation modeling software packages including those that have the ability to simulate the effects of a mine fire on the ventilation system in terms of heat, smoke and gas distribution. This ability has real applications for the mining industry in terms of emergency planning, training and response. The primary focus of this paper will be the benefits to training programs that this type of software can provide to all types of training for various personnel, from the newly hired inexperienced miner, mine rescue, atmospheric monitoring personnel and emergency evacuation drills. The results of the simulations can then be used to give miner?s more detailed information on what types of conditions they may face based on the type and location of the fire and the program itself can be used to manipulate the ventilation system in a way that emergency response personnel may (i.e. tear down stoppings to reduce airflow to the fire area) and see the effects in real-time.
