This paper addresses the state and federal permit- ting requirements and regulatory constraints associated with the development of new "grass roots" surface coal mines in the Western United States. Since a major portion of new coal development in the West will be on federally leased coal in Wyoming, my comments are directed towards that geographical area. This will give the reader some insight into the current regulatory framework within which western mining companies must operate-i.e., the major applicable state and federal laws and regulations, the more important state and federal regulatory agencies, and the major construction and operating permits that are required. Before discussing the impact of the regulations on our business, I would like to tell you something of my company and then briefly discuss Exxon's forecast of the long range outlook for coal. Carter Mining is an Won affiliated surface coal mining company. Exxon became interested in the coal business in the mid 1960's with the recognition of the future need for alternative fuel sources. Since that time, it has acquired coal reserves located in Wyoming, Montana, North Dakota, Arkansas, Texas, Illinois and West Virginia. Carter's first surface mine, the Rawhide Mine, located north of Gillette, Wyoming began production in August, 1977. Our second surface mine, Caballo, located just south of Gillette, began operating last October. We have a third block of federally leased coal just east of Gillette. By 1985 we anticipate Carter's western surface mines will be producing at an annual rate of 30 million tons, subject, of course, to successful market development efforts and regulatory considerations. Rawhide will ultimately have a permitted capacity of 24 MM tons per year. The coal at Rawhide is in two seams; one 80 feet in thickness and the other 20 feet (including a 6 to 10 foot parting). A large shovel is used to remove the overburden, and a similar shovel and dragline are used to mine the coal. Caballo has a 75 foot seam; otherwise it is similar in design and operation to the Rawhide Mine.

GENERAL DESCRIPTION At the Star mine, Hecla Mining Co., located in Burke, Shoshone County, ID, the mining method is horizontal slicing (timbered or untimbered) cut-and-fill using hydraulic sand backfill. Back stoping as well as breast stoping is used; see Fig. 1. The annual produc¬tion from all cut-and-fill mining is 259 816 t (286,400 st). The average depth ranges from 366 to 2408 m (1200 to 7900 ft). A majority of the tonnage comes from an average depth of 2240 m (7350 ft). Average travel time to the stope is 1 hr. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size and Ground Conditions The ore body is 610 to 1219 m (2000 to 4000 ft) along the strike and 2408 m (7900 ft) on the dip, with an average vein width of 2.6 m (8.5 ft). The dip is essentially vertical. The ore body is heavily sheared and broken on the main fault structures; it is more competent on the wall veins but everywhere subject to rock bursting at depth. The hanging and footwalls are strongly fractured on the main fault structures, again more competent but still fractured on the wall veins. All host rock is Revett quartzite. Value and Production Requirements The ore value is $56 per ton. Production require¬ments are 1089 t/ d (1200 stpd), five days per week. Why Cut-and-Fill? The slusher extraction method is the most satisfac¬tory and practical for narrow vertical veins with sheared walls. The method must be quite selective to be com¬mercial. The veins are too narrow for rubber-tired ex¬traction and the grade is not high enough to make resuing practical. DETAILED DESCRIPTION Development Access to the main shaft is by the 3.2-km (2-mile) main haulage tunnel. The level intervals in the vertical timbered shafts are 61 m (200 ft). Vein development is by crosscut and laterals located 30.5 m (100 ft) into the vein wall. Vein crosscuts are on ±61 m (200 ft) centers. Access to the vein is by raises carried up with the stope. The raises are equipped with four wood¬cribbed chutes (two orepasses reinforced with angle irons, one manway, and one timber slide, Figs. 2-6). The initial cut is located 6.7 m (22 ft) above the main level (Fig. 1). Stoping Cycle Detail Sampling: Grab samples are taken from the mine cars. Channel sampling of the faces and backs is done when necessary. Drilling: For stope drilling, Ingersoll-Rand 300M percussion drills are used, with Ingersoll-Rand 300M and Gardner-Denver RB83M stopers, used for back stoping. Breasting down is done with Gardner-Denver S83FM jacklegs. The back stoping rounds are 0.9 to 1.8 m (3 to 6 ft) and the breast stoping rounds 1.5 to 3m (5 to 10 ft). Blasting: For stope blasting DuPont Tovex 100 watergel with fuses and igniter cord is used primarily. Approximately 60% of the blasting is done with am¬monium nitrate-fuel oil (ANFO). For development headings and shaft sinking, DuPont Drivex watergel with Ensign Bickford Nonel Primadet primers is is used. Mucking: Broken ore is removed entirely by slusher in the stopes. These are mostly 3.7-7.5-kW (5-10-hp) Ingersoll-Rand air-powered or 7.5-37.3-kW (10-50-hp) Ingersoll-Rand electric-powered. In the horizontal de¬velopment headings Eimco 12B and 21 and Atlas Copco LM-56 overshot mucking machines and a 0.76 (1 cu yd) hydroelectric Wagner HST-1 LHD (load-haul-dump) unit are used. Rockway for Extraction: The cribbed chutes (Fig. 7) are nearly vertical and hexagonal in shape and are made of spaced 152 x 203-mm (6 x 8-in.) timber, reinforced with varying weights and sizes of angle iron, depending on wear requirements. Rectangular cribbed chutes are used where ground pressure is not a problem. Cribbing is added in 2.4 or 3-m (8 or 10-ft) extensions accord¬ing to the floor height (whether timbered or untimbered). See Figs. 8 and 9. Backfilling: Backfilling is done with hydraulic sand consisting of classified mill tailings at 65% solids. The fill contains approximately 20% 325-mesh fines. The tailings are pumped 3353 m (11,000 ft) at 50-55% solids 22.7 dry t/h (25 dry stph) with a duplex piston pump. Cycloning increases the tailings density to 65% solids. On average, one to two fatalities occur every year when a miner is struck or pinned by a continuous mining machine (CMM). Proximity detection systems offer an effective means to prevent these types of injuries and fatalities by sensing the presence of a miner and automatically disabling machine motion. The Mine Safety and Health Administration (MSHA) is expected to finalize a regulation that would require the use of proximity detection systems on all CMMs. Approximately one-fourth of all CMMs in use in the United States are already equipped with such a system. The use of these systems will save lives, not only by automatically preventing accidents but also by acting as a tool for educating miners and reinforcing safe work practices. Researchers at the Office of Mine Safety and Health Research (OMSHR) have conducted a series of field evaluations to quantify the performance of these systems in an underground coal environment. These field evaluations measured the distance at which the warning and stop zones were activated. The technology provided consistent activation of the warning and stop zones under many of the conditions tested. However, some performance inconsistencies were observed which present opportunities to improve the reliability of proximity detection system technology. Some of the notable variables that caused significant changes in performance and should be considered in the design, implementation, and use of proximity detection systems include interaction with the trailing cable, performance changes during tramming, and orientation of the miner-worn component.

Entry-type mining methods, such as cut and fill method, play a significant role in underground mining, and they are still suitable methods for extracting deposits with irregular shapes and with weak host rocks. In these mining methods, the stability of the open spans is important for improving worker safety and increasing ore recovery. This study focuses on the application of six data mining classification methods, namely multinomial logistic regression (MLR), classification and regression trees (CART), logistic model tree (LMT), decision tree (J48), multivariate adaptive regression spline (MARS), and gene expression programming (GEP), in order to develop predictive models for stability assessment of underground entry-type excavations. For this purpose, a database containing 399 case histories of entry-type excavations from seven Canada underground mines was used. These models predict the stability status of entry-type excavations based on two input parameters, dimensions of the span and rock mass rating (RMR). The performance of developed models was evaluated using six performance metrics namely accuracy (ACC), sensitivity (SE), precision (PR), Matthew’s correlation coefficient (MCC), area under the receiver operating characteristic (ROC) curve (AUC), and performance index (PI). The results showed that all developed models can be used to predict the excavation stability, but the comparison of models indicated that the J48 model provides the highest performance with ACC = 0.900, SE = 0.869, PR = 0.922, MCC = 0.835, AUC = 0.891, and PI = 4.417. Thus, the proposed J48 model can be applied to identify the susceptibility of span instability in the entry-type mining, and if instability has been predicted, the necessary measures, including the use of suitable support systems, can be considered to reduce the casualties resulting from span instability.

The study investigates SO2 leaching of low-grade ferruginous manganese ores to selectively recover manganese as MnSO4 and produce battery-grade electrolytic manganese dioxide (EMD). The effects of leaching parameters (duration, temperature, SO2 flow rate) on Mn recovery were studied. Under optimum conditions, 97.9% Mn recovery was achieved. The MnSO4 leach liquor was purified and used for electrowinning EMD with 88.01% purity and battery-active γ structure.

A 25-mm diameter dense-medium cyclone was tested to investigate the effects of geometry and operating conditions on cyclone performance when processing -150 I'm coal. The emphasis was on examining those variables (e.g., flow rate and inlet velocity) which impact the separation kinetics (specifically the number of g's and the mean retention time) and the occurrence of apparent bypass. Apparent bypass, indicated by partition curve "tails", results from the short circuiting of the feed coal to one or both of the product streams and represents a loss and/or contamination of the clean coal. This paper presents the results for this series of tests.

China?s remarkable levels of economic growth during the past three decades have lifted almost 300 million people out of poverty. This amazing achievement has placed an increasing demand on energy and minerals, especially coal, which supplies 68.7 percent of China?s energy (June 2011). It is estimated that China mined more than 3 Gt (3.3 billion st) of coal in 2010, three times as much when compared to merely 10 years earlier. Such an impressive achievement does not come without major costs ?? including concerns with mine safety and an increasing number of occupational illnesses due to fast growth. This article reports on one of the major safety concerns in China?s coal mining, dust and dust control practices, and known cases of caol worker?s pneumoconiosis affiliated with prolonged exposure to excessive coal dusts. The exact size of China?s mining industry is not known, but it is estimated the coal industry is at least five-million people strong, and the metal and nonmetals industry probably employs another three million people. To meet increasing energy demand, China mined more than 3.1 Gt (3.4 billion st) of coal in 2010 from its 15,000 plus coal operations1, most of which are small- to medium-sized operations with annual coal productions ranging from a few thousand tons to 300 kt (330,000 st). These small coal operations are typically in remote areas, inadequately engineered, poorly ventilated and still using rudimentary drilling and blasting mining methods employing antiquated mining equipment and, presenting safety concerns, i.e., methane and dust explosions.

An important operational and environ-mental concern associated with in situ leaching activity is the balance between solution injection and recovery. Solution balance is an important indicator of the capability of a particular in situ hydrologic design to efficiently and effectively control and distribute leach solution within the target ore zone. The Bureau of Mines is investigating the factors that affect solution balance in an unsaturated ore deposit, as part of ongoing in situ leaching hydrologic investigations at the Cyprus Casa Grande Mine. Flow conditions in 58 injection and recovery wells at the Casa Grande In Situ Leaching Test Facility were monitored daily over an 18 month period. Changes in the balance between injection and recovery occurring during this period were evaluated using analytical and statistical methods. The results permit estimation of solution distribution and the volume of solution stored in microfractures and interstitial pore spaces within the deposit following 18 months of leaching. Approximately half of the difference between well injection and well recovery can be accounted for by solution movement through macrofractures into nearby drifts. Estimates of solution storage within the ore deposit at the end of 18 months of leaching range from 3.5 to 6.9 pet. of injected solution. These results also suggest that 13 to 26 pet. of the fracture/interstitial pore space in the deposit was saturated with solution after 18 months of leaching.

Ground control failures are one of the main causes of accidents in the underground stone mining industry. Some of the fundamental tools for rockfall hazard identification are related to rock mass characterization and geotechnical discontinuity mapping. Recent technological advances in these methods are related to remote sensing techniques and pointcloud processing software for automated discontinuity mapping. Remote sensing techniques, such as LiDAR and photogrammetry, generate multimillion-point clouds with millimetric precision, capturing the structure of the rock mass. The automated point-cloud processing tools offer alternative algorithm-based methods to characterize and map these discontinuities. However, their applicability is constrained by multiple factors, such as site-specific conditions of the rock mass and the parameters used within the mapping algorithms. This paper evaluates the performance of automated discontinuity extraction software compared with manual virtual discontinuity mapping. Sampling windows from laser-scanned sections in an underground limestone mine are defined and mapped using the Discontinuity Set Extractor (DSE) opensource software. Results from the virtual discontinuity software are compared with manually extracted fractures from I-Site based on reviewing orientation, trace length, spacing, number of extracted discontinuities, and processing time.

This paper develops the procedure for simulating the special locked-cycle Work Index laboratory test using the kinetic parameters obtained by conducting standard size-mass balance (SMB) grinding tests and presents the results for three materials - quartz, a taconite iron ore and a bituminous coal. It was found that the WI could be determined by simulation; however, if a material breaks abnormally, a full description of its abnormal breakage is necessary. It was also found that the sensitivity of the WI test procedure to the sieving process and the estimating of the 80% passing size of the sieve undersize is sufficient to question the practice of quoting a WI to two or more decimal places. Finally, if a material grinds abnormally in the Work Index mill, then the WI test should not be conducted.

The Society for Mining, Metallurgy & Exploration’s annual conference and expo, MINEXCHANGE 2026, will take place Feb. 22–25, 2026, at the Salt Palace Convention Center in Salt Lake City, UT. Over four days, attendees will take part in short courses, technical sessions, field trips and networking events that highlight the advancement of the mining industry. The conference’s keynote session, titled “Regaining America’s Mineral Dominance,” will start at 8:30 a.m. on Feb. 23 in the Grand Ballroom E–J. The speaker will address the sweeping policy actions now shaping the nation’s mineral future, following a series of executive orders issued by the Trump administration designed to bolster domestic mineral production and energy security. These directives, including Immediate Measures to Increase Domestic Mineral Production (EO 14241) and Establishing the National Energy Dominance Council (EO 14213), have set in motion a coordinated effort across the Departments of Interior, Energy, Defense and Commerce to enhance the United States’ position as a global leader in critical minerals. The invited speakers include Utah Governor Spencer J. Cox and Nate Foster, managing director of Rio Tinto Kennecott, who will examine how policy and industry are converging to meet surging demand for minerals essential to modern technology. Governor Cox is expected to highlight Utah’s long-standing role in American mining, from the early development of Kennecott Copper to its current position as a producer of 40 of the nation’s 50 identified critical minerals. In mineral processing practice, flocculation is largely established as an engineering technique of waste water treatment and the study of parameters increasing the settling velocity of particles is still of great importance to improve the process. Further investigations were made using quartz (Q89) and fluorite samples (F91) which included 58.8% and 65.8% of -2.3 µm particles respectively. In all the experiments the flocculation phenomena were observed varying the pH value of the aqueous suspension. In contrast to quartz particles (Q89) which did not flocculate for all pH values, it was, noticed that fluorite particles (F91) flocculated in the alkaline range of pH over 11. With an aqueous suspension containing equal quantities of Q89 and F91, a hetero-flocculation of particles was observed at a range of pH below 10. In this case, the maximum floc size of the hetero-flocculation was 37.0-26.2 µm This size was about three times larger than when quartz (Q84) and fluorite particles (F85) were used with 32.4% and 40.4% of -2.31 µm particles respectively. Besides, in the experiments using Q89 and F91, the maximum size of hetero-flocculated single particles was found to be 6.54 µm instead of 3.27 µm as obtained with Q84 and F85.

In the mining industry and particularly in the processing plants, we use some large and unusual equipment. Understanding what it is and what it does is important to good operations, but how do you teach a new employee. When I started out in this field, the information on the processing equipment was easy to come by. Equipment manufacturers readily supplied it; their salesmen, often engineers themselves, knew how important the availability of this information was. Old engineers used their notebooks to train the new engineers. Over time this has changed. Equipment manufacturers have changed hands or gone out of business, and often the older engineers are gone. As a start in reversing this, this presentation will be an introduction to sizing, selecting, and operation of some of this equipment, in particular gravity separating equipment. St. Marys Cement Company operates two cement plants in Southern Ontario, Canada. The original plant, located at St. Marys, a town 20 miles north of London, Ontario, began operations in 1912. A second plant, located at Bowmanville, Ontario, 40 miles north east of Toronto, began operations in 1967. In June 1973, St. Marys Cement began feasibility studies of modernizing their wet process plant at St. Marys. Over its 61 year life, this plant had been expanded from 335 m. tons per day (375 s. tons per day) to 2000 tpd (2200 s. tons per day), with all the original equipment retired several years ago. The objectives of the feasibility study were to develop a conceptual plan for a dry process plant and to de-, fine the appropriate process method and equipment. This study proceded along four fundamental fronts: a) How could the clay raw material, a glacial till with up to 20% boulder content, be processed in dry form and beneficiated? b) Were the raw materials suitable for the most efficient form of dry process kiln, the 4-stage preheater? If a 4-stage preheater kiln is selected should it utilize a precalciner? c) What type of clinker cooler should be used? d) What environmental constraints would be imposed on this plant and how can they be reconciled with capital and operating limitations? During the feasibility stage, pilot plant work was done on two possible solutions to the clay problem, operating plants in Europe were visited and discussions held with kiln and mill vendors.

By utilizing collapsed gangue to create gob ribs, roof cutting and roadway maintenance (RCRM) technology enables coal pillar-free mining, presenting a novel approach. Due to their inherent structure, faults, which are common geological formations, can lead to various hazards, including fault sliding and significant deformation of roadways. In this study, a selfdesigned underground engineering simulation test device is utilized to imitate the cross-fault mining of the 11,101 working face in the Qipanjing Coal Mine (East). The objective is to examine the behavior of the surrounding rock and stress evolution. Generally, the experimental findings demonstrate that compared to the return air roadway, the RCRM roadway experiences a 3.3% decrease in maximum coal rib stress. This suggests that the implementation of this technique can effectively alleviate the stress on the surrounding rock of the roadway. The maximum coal rib stress, lateral pressure of the gob rib, and maximum deformation of the roof near the fault of the RCRM roadway are 11.3%, 25.6%, and 86.1% greater than those of the conventional geological conditions, respectively. The roadway deformation is negatively impacted by the fault structure. Based on experimental data and field measurements, a discrepancy in the maximum roof deformation between the test and field monitoring results under typical geological conditions is 8%. This indicates a favorable alignment between the test results and the real-life scenario. In conclusion, the proposed targeted control technique is implemented in the field by integrating the mining invariant equation and gangue volume expansion equation. This not only validates the effectiveness of the technology but also offers valuable insights for the future utilization of RCRM technology under comparable circumstances.

The combination of high-resolution X-ray microtomography (HRXMT) image analysis and Lattice-Boltzmann Method (LBM) simulations has demonstrated the ability to describe real multiphase flow problems in fine coal filtration. The single component multiphase flow He-Chen-Zhang LBM model was used to simulate filtration with actual HRXMT images of pore network structures produced in filtration experiments. The analysis performed on coal, silica, and glass bead filter cakes showed that particle shape and wettability are two of the most important factors in the retention of moisture during filtration.

Introduction In 1967, Tenneco acquired Kern County Land Co. The primary reason for the acquisition was to obtain Kern's agricultural, manufacturing, and oil interests. Included in the Kern portfolio were the core of Tenneco's present sodium leases in Sweetwater County, WY. This lease base has been ex¬panded and now consists of 62 km2 (24 sq miles). Beneath this property lies more than 500 Mt (550 million st) of economic trona ore. Following the Kern acquisition, Tenneco continued exploration and feasibility studies concerning the trona leases. The effort was accelerated in 1976. Tenneco was attracted to trona because of the favorable lease position it held, the growth rate of the Wyoming industry during the 1960s and 1970s, and the prospects for a long-term, stable business enterprise. The reserve picture was certainly attractive to a company long accustomed to the never-ending struggle to replace oil and gas reserves. In 1978, Wyoming was a boom area that had experienced rapid growth for a number of years. Unemployment was very low and vacant housing nonexistent. The prospects for soda ash were somewhat different in the 1970s than now. But it was recognized even then that a new producer would have a challenging task to compete in this business. Tenneco knew the capital burden required to build a grassroots facility during inflationary time, would have to be offset elsewhere Since labor and energy are the dominant direct costs in mining trona and producing soda ash these factors have always received a great deal of attention. Contracting and permits Environmental monitoring on the site began in late 1977. With the already mentioned considerations in mind, engineering began by mid-1978. Brown & Root Inc. was selected as the general contractor for the project. S. A. Scott & Co. was the engineering subcontractor for the mine shafts, hoists, ventilation system, and miscellaneous mine facilities. Frontier-Kemper was awarded the contract for sinking the two mine shafts. Acquisition of numerous federal, state, and local permits occupied all of 1978 and 1979. The Wyoming Industrial Siting Permit, which addresses socioeconomic issues, drew the most public interest. Siting issues were all satisfactorily resolved by negotiating reasonable stipulations with various local governmental units, school districts, and the like. Site location The Green River project location is not truly remote. It is located within 5 km (3 miles) of Interstate 80 and only about 32 km (20 miles) west of the city of Green River. Nevertheless, a substantial investment had to be made in communication and utility links to the site. These included: • A 14-km (8.5-mile) rail spur connecting with the Union Pacific Railroad at Bryan, WY. This spur has four bridge structures including one crossing Interstate 80. Most soda ash is shipped by rail, and coal is received over this line as well. • A paved 5-km (3-mile) roadway connecting to Interstate 80. • A powerline extension of about 27 km (16.5 miles), along with two new substations. • A 24-km (15-mile) waterline connecting the plant to a pump station on the Green River. The site is located on gently sloping terrain at an elevation of about 2.1 km (6800 ft). Ground conditions are good for construction. Weathered bedrock lies near the surface in most places. INTRODUCTION The radon problem concerns the radiation exposure from inhaled short-lived radon daughters and the associated risk for the induction or promotion of lung cancer. In several groups of miners which were exposed in the past to relative high radon levels during their underground work, an excess lung cancer frequency has been observed. On the basis of these findings it has to be stated that the inhalation of radon daughters is the most important radiation hazard in mining. Involved in this radon problem in mines are the difficulties to measure the individual radon daughter exposure of miners and to estimate the dose to critical cells and target tissues in the lung from inhaled radon daughters. And finally the reduction of radon levels in mines confronts us with special technical problems which are difficult to solve. Thus the setting of annual limits for the radon daughter exposure of miners alone is not sufficient to guarantee an appropriate standard of radiation safety. Of same importance are the improvement of air monitoring and the optimization of technical protection measures in mines. This has to be kept in mind for the following considerations on exposure limits. The ICRP has recommended in 1959 for the first time a maximum permissible concentration (MPC) for the occupational exposure to radon and its short-lived daughters (ICRP, 1959). This MPC in air was derived from a maximum permissible dose equivalent of 0.15 Sv (15 rem) per year to the epithelium of the large bronchi which was regarded as the "critical tissue". This old MPC-value was derived using a simplified lung model which paid main attention to the dose contribution from the inhalation of unattached 218Po(RaA) atoms. Since this time more realistic dosimetric models for radon daughters have been developed; some of these models will be presented in special papers on this conference. Furthermore in the last 10 - 20 years substantial epidemiological information on the lung cancer risk among several groups of Rn-exposed miners has become available. Taking into account these epidemiological and new dosimetric findings the ICRP has adopted in March this year new recommendations on occupational limits for inhalation of 222Rn, 22ORn and theirshort-lived daughters. This report will be published this year as ICRP Publication 32 (ICRP 1981). The recommended limits for radon daughters were derived from the basic dose and risk limits as they were proposed by ICRP in its new basic recommendations (ICRP Publ. 26, 1977). In the following this basic system of dose limitation is shortly outlined before the special recommendations for radon daughters are described. [BASIC CONCEPTS AND LIMITS] The new basic recommendation of ICRP (Publ. 26, 1977) proceed from the assumption that in the dose range which is relevant for radiation protection, the risk RT of so-called stochastic radiation effects (carcinogenic and genetic effects) in a target tissue T increases proportionally with the mean dose equivalent HT in this tissue: RT = aT HT. If several target tissues are irradiated the total individual (stochastic) risk is given by the sum of risks in these tissues: [R = ?TRT = ? T aT HT]. Thus this concept of individual health detriment takes into account the risk contribution from each relevant tissue. It replaces the old concept of the critical tissue, which neglected the exposure of other tissues. Applying this new concept a dose quantity can be defined which is proportional to the total individual radiation risk from stochastic effects. This so-called "effective dose equivalent (HE)" is given by the sum of the weighted dose equivalents in the relevant tissues: [HE = E wT HT with E wT = 1 T '1] The weighting factor wT of each tissues follows to wT = aT/awB, where awB is the total stochastic risk coefficient for a uniform irradiation of the whole body. For the lung as a single organ comprising several target tissues, the ICRP recommends a total weighting factor w = 0.12 (ICRP 1977/79). This concept of risk or detriment, respectively, has important consequences. To meet the objectives of radiation protection the new ICRP-system of dose limitation is based on the following three principles: 1) The justification of practices involving radiation exposures; no pratice shall be adopted unless it produces a net benefit. 2) The ALARA-principle that all exposures shall be kept as low as reasonably achievable; this requires the optimization of the level of protection. 3) The limitation of individual exposure (annual dose limits). It is important to note that the dose limits for individuals are only one part of this system of dose limitation. Furthermore, these limits cannot be regarded as a boundary between safe and unsafe. They have to be interpreted as the lower boundary of an unacceptable exposure region. This means that in addition to the observance of these basic dose limits it is demanded to optimize the level of protection. Silver minerals are known to have slow leaching rates and low overall extraction and require a high concentration of cyanide and a long retention time to maximize leach extraction. Their response to cyanidation is considered mild to moderately refractory, largely due to complex mineralogical compositions. New research on improving the dissolution of silver minerals in cyanide was performed using high-purity minerals, as well as a high-grade ore sample from the Kupol property, owned 75% by Kinross Gold. The high-purity silver minerals studied in the leach investigations included acanthite, stephanite and pyrargyrite, which were also the predominant silver minerals in the Kupol ore sample. Dissolution of silver from acanthite produced only 37% extraction in 48 hours of leaching with 500 ppm NaCN. Analysis of the leached acanthite surface showed appreciable formation of polysulfide species, which can interfere with silver leaching. Adding lead nitrate into a pretreatment stage increased the acanthite silver extraction to 86.2%. No polysulfide species were formed with the addition of lead nitrate from the surface analysis. Cyanidation of stephanite and pyrargyrite produced very low dissolutions of silver, only 12.6% and 10.4%, respectively, in the absence of lead nitrate. Silver extraction from stephanite improved to 98% by adding lead nitrate directly to the leaching stage, whereas pyrargyrite required a pretreatment with lead nitrate to extract 83.2% Ag. With the addition of lead nitrate, the mineral surfaces had a PbO species and minor amounts of Pb(OH)2 and antimony was oxidized on the stephanite and pyrargyrite surfaces during leaching. There was a much greater concentration of Sb(V) on stephanite relative to pyrargyrite. Therefore, lead forms a redox couple on silver mineral grains and favors the oxidation of silver minerals. The high-grade Kupol sample assayed 22.6 g/t Au and 359.3 g/t Ag following treatment by gravity separation. Gold and silver extractions from the Kupol sample were 94.5% and 82.9%, respectively, using 500 ppm NaCN and 250 g/t lead nitrate. The findings to improve the extraction of silver from the ore sample with lead nitrate addition were congruent with those to improve the extraction of silver from the individual high purity minerals. Pretreatment did not, however, improve gold or silver extraction significantly with the ore sample.
