The Construction Institute of the American Society of Civil Engineers recently published the second edition of a 1997 publication on geotechnical baseline reports. The new publication, called Geotechnical Baseline Reports for Construction, Suggested Guidelines, represents a 2-year effort that adds three new chapters to the original publication, as well as capturing practitioner commentary through two industry workshop sessions. The paper will overview the contents of the new publication, particularly the three new chapters.

The mining industry has waited a long time for the resurgence in commodity prices and demand for its products that it is now experiencing. Base and precious metals prices have reached levels not seen before. Coal prices have also shot up. And there are encouraging signs in the uranium market. China’s nearly out-of-control economic growth is said to be the leading driver for much of this resurgence. But demand for energy, metals and building materials in the United States and elsewhere are also major factors. The result is that expansions and new mines for nearly every commodity are in the works.

The paper shares programs that presently use the CDC PLATO System to train individuals in industry. A short history of PLATO development; as a training system is presented with reflection on the major training trends being used to improve training effectiveness. A discussion is offered to describe the benefits of using a system for individualizing instruction. An introduction; is offered showing how one can recognize' individual differences, with an explanation of how the strengths of a computer are used to deliver and manage the training. Simulations of hazardous processes are shown to be one of the most effective uses of the computer for training.

Introduction The South African Witwatersrand is the world's largest gold-bearing province and gold producing district. But the production capacity of the very big mines (Vaal Reef, Driefontein Cons., Western Holdings, Western Deep Levels, and others) is not as large as that of the Soviet Union's Muruntau gold mine. The Muruntau gold-bearing ore body was discovered in 1956-57, and has been in operation since that time. In the early 1970s, this mine produced 70 to 80 t/a (2.3 to 2.6 million oz per year) of gold. Within the last few years it has become the world's largest producing gold mine. Russian authors do not publish ore reserve or rate of production data. But it is very likely that the Muruntau mining complex, which involves several ore bodies, is currently producing about 143 t/a (4.6 million oz per year) of gold. It is well known that manganiferous silver ores containing manganese intimately associated with silver are not amenable to conventional extraction methods. The segregation process has been applied primarily for recovering copper from oxidized and oxide-sulfide ores. A new alternative process combining segregation roasting followed by flotation to recover silver from refractory manganiferous silver ores, was studied using a 23 factorial experimental design. Laboratory investigations have been conducted on a manganiferous silver ore analyzing 0.02% copper, 0.09% lead, 0.33% zinc, 12.55% manganese and 187 g/ton silver to study the effects of additives salt, coke and copper oxide on silver recovery. Results indicate that 79.3% silver recovery can be attained in the absence of copper oxide and 88.4% when the copper oxide content is 1.5% at '750°C, 2% salt and 1% coke and 30 minutes of roasting time. It was concluded that doping with copper oxide improves silver recovery.

This paper describes the application of a cyclonic flotation column (CFC) for coal cleaning. A CFC makes use of centrifugal force to create a density gradient in a column to augment the froth flotation process. In a CFC, a series of angular helical inserts is attached to the wall of a conventional column and coal slurry is mixed with a series of impellers attached to a central shaft. The hydrophobic froth concentrates near the center shaft and moves upward, while the relatively heavy hydrophilic particles concentrate near the wall and are guided downward by the helical inserts. Results of pyritic sulfur removal from an Upper Freeport coal during CFC flotation are discussed in this paper.

To accommodate growth in air service and to follow the Master Plan for long-term airport development, the Metropolitan Washington Airports Authority established thed2 Development Program at Washington Dulles International Airport. A sub-surface Automated People Mover (APM) System is under construction to replace the Mobile Lounges as the primary people mover system at Dulles. To minimize disruption to airport operations the majority of the APM System’s crossings of Taxi lanes will be undertaken using Tunnel Boring Machines (TBM) or the New Austrian Tunneling Method (NATM). This paper explores the planning and design of these shallow tunnel segments for future generation aircraft loads, within the constraints of minimal construction access under post 9/11 security requirements and the context of the overall airport expansion program.

Naica consists of at least 10 mantos and 40 chimneys that have produced over 15 million tens of ore with 10% Zn, 13% Pb and 13 oz/ton Ag. The ore occurs in thick-bedded, folded Cretaceous limestone. Fractures and 26 Ma old felsite dikes with an initial strontium isotopic ratio of 0.708 localize the mineralization. The mantos follow the dikes and have abundant early skarn with manganohedenbergite, calcic garnet, idocrase, quartz, calcite, wollastonite, schellite and later sulfides. The chimneys arise from the mantos and change from silicate-rich to silicate-free sulfide limestone replacements. Carbon, oxygen and sulfur isotope data on carbonates, silicates, sulfides and sulfates are compatible with a single evolving (magmatic?) fluid.

Investigation of the costs of industrial accidents dates back to the 1920s. The Bureau of Mines was one of the pioneers in accident cost investigation with numerous studies published between 1928 and 1933. The bulk of these early investigations dealt only with costs which appeared as payouts on company books; that is, the direct cost of insurance premiums and the costs of medical expenses which resulted from industrial accidents. These early investigations, especially the Bureau's study of accident costs in Pennsylvania and Indiana coal mines provided the first real evidence that promotion of industrial safety pays back in dollars as well as in human life and wellbeing. In the 30s and 40s, investigations began to accumulate evidence that industrial accidents impacted more than just the direct operating expenses of a company (i.e., higher insurance premiums). The work of Heinrich pioneered these investigations, and produced strong evidence that the un¬insured costs of accidents far outweighed those costs covered by insurance. Heinrich developed and published a ratio of insured to uninsured costs of 1.4. Despite his cautionary statements about blanket application of this ratio it is used even today to estimate total costs of accidents. Simonds, in the late 40s and early 50s, extended the definitions of uninsured or indirect accident costs and developed what is now regarded as the principal method for estimating the total economic impact of industrial accidents. Simonds' method served as the basis for development of the logic of the Accident Cost Indicator Model (ACIM). However, several departures from Simonds' method were made to satisfy certain requirements imposed by the Bureau of Mines, and because information gathered during the course of our investigation justified a departure. High value materials, such as gold, platinum and other precious metals are subject to loss through unauthorized removal from mines, smelters, refiners, and other places where such materials are processed. A study published in 20011 determined that between 1994 and 1998 an average of 603 kilograms of gold per year was stolen from South African miners and subsequently recovered. This does not include the gold that was stolen but not recovered. At 2011 prices, 603 kilograms of gold would be worth approximately $33 million. Mine security personnel believe that the unrecovered stolen gold far exceeds what is recovered2. Traditionally, metal detectors have been used to screen personnel leaving secure areas to discourage such unauthorized removal. However, with the current near-record prices of gold, platinum, and other precious metals, it has become worthwhile for people exiting a facility to walk out with quantities of product that are too small for ordinary metal detectors to register, resulting in substantial financial losses.

Earl C. Herkenhoff Publication of the article "The Flotation Behavior of Digested Asphalt Ridge Tar Sands" by R.J. Smith and J.D. Miller has confirmed and again spotlighted a most significant and important development in the field of tar sand and heavy oil mining. This is the ability to recover 95 % of the bitumen in dry tar sands by a hot water process. The initial investigation by Miller and Sepulveda in early 1978, "Separation of Bitumen from Dry Tar Sands," was the first blockbuter. It is disappointing that there has been so little scientific and industry ackowledgement that the authors laid to rest the long entrenched belief that the sand grains had to be "water wetted" for a hot water process to be applicable. Dr. Miller and his researchers at the University of Utah used slightly different mineral dressing terminology in describing their process but it is essentially the old, established technique of high solids attrition scrubbing at elevated temperatures with a conditioner or modifier, followed by dilution and froth flotation. Similar techniques were described in detail for other nonmetallic minerals in the mid-1940s by Stuart Falconer of American Cyanamid Co. The authors used a 15-minute "scrub" period (or in their terminology "digester step") at 73% solids and 95°C (203°F) in a 0.3 m solution of sodium carbonate -about 4 kg/t (8 lb per st) of tar sand. Flotation was at 10% solids. Obviously, the scrub is an expensive step with respect to energy input but the high recovery of bitumen appears to justify it. Two basic questions then arise: • What are the effects of shorter scrubbing time, lower temperature, and less sodium carbonate? • Would a two-stage approach be advantageous? That is, could you get the major proportion of the bitumen with a mild scrub and apply the high power and temperature only to the refractory portion? These variables should be evaluated. Apparently, all results were only for rougher flotation. What would the grade and recovery of bitumen be if multiple cleaner flotation steps were employed? We must concede that a 60-62% grade of bitumen leaves considerable room for upgrading. Finally, it should be noted by all executives who approve funds for heavy oil recovery schemes, most of which are variations of in-situ methods, that mining can yield a 95% recovery of bitumen. That is correct, 95%. Imagine what that does to the total barrels recovered from a heavy oil resource compared with the scrawny 30-35% maximum recovery we are getting now. Miller We, too, share Mr. Herkenhoff s enthusiasm for the mining of tar sands-heavy oil and continue the development of related processing technology. Specifically, it will be noted that by appropriate control of bitumen viscosity in the feed (probably the most important variable for successful separation) the recovery can be accomplished at low digestion temperature and low addition of alkali. A 91 t/d (100 stpd) pilot plant based on our technology is now being operated by Enercor in Salt Lake City (Hatfield, Oblad, and Miller, 1982). In these same pilot facilities, rougher concentrates containing more than 80% bitumen on a dry basis are being produced from Asphalt Ridge Feed. However, the processing of certain other tar sands results in incomplete digestion of bitumen/sand aggregates as discussed elsewhere (Miller and Misra, 1982). Such undigested aggregates are shown in Fig. 1. In this regard, it is intended that a recycle stream will be installed in the pilot plant to provide for redigestion of middling products. Botswana is a mining-dominated sub-Saharan country. Workforces are characterised by poorly educated operators and front line supervisors, with equipment and management to 1st World standards. Poor communication, ignorance of business objectives, inability to meet targets, and lack of problem-solving capacity are the norm. Training leads to high expectations and is of concern to management as a source of dissatisfaction, despite the long-term benefits higher skills have for mine viability. The aims of a technical training programme are presented with various models and approaches being implemented at operations in Botswana. These are used to construct a series of guidelines for technical training initiatives.

A methodology is presented for finding feasible or locally optimal designs in the class of homogeneous, countercurrent, processing networks performing two-component non-sharp separations. The advantage of the methodology developed here is that given a set of independent performance criteria (specifications such as network separation factor, beneficiation ratio or recovery), a feasible or locally optimal countercurrent network design meeting those criteria can be found in one step. In the methodology, graph-theory was used to explicitly obtain the exact network responses of specific countercurrent networks. These responses were used to formulate the linear recursion equations whose solution gives the expressions for the countercurrent network responses which are a function of the stage transfer functions for two-component, non-sharp separations. These expressions are also functions of the network variables n and c. These expressions, together with the set of independent design criteria, were solved simultaneously for n and c using the Levenberg-Marquardt algorithm for systems of constrained, non-linear equations. The network variables n and c embody the coded network design information which is used to find the feasible network design which satisfies the set of independent performance criteria.

"The United States coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history and regulatory impact. Trends since 1994Each year, U.S. coal mines are required to submit data on a variety of categories to the U.S. Mine Safety and Health Administration (MSHA) and the U.S. Energy Information Administration (EIA). This data include administrative records, production values and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the figures included in this article. There are several items to note regarding this data:1. The EIA reports from 2016 and 2017 were not released at the time of writing this report.2. The MSHA data set is actively maintained as information is provided. This means the data for 2016 is from June 27, 2016 and data for 2017 is from Aug 24, 2017. All other points represent the end of-year values.3. Each of the figures only includes data pertaining to active mines. EIA defines active mines as both active and temporarily idled mines, and inactive mines as nonproducing and abandoned mines. MSHA separates all four into separate categories, though this paper combines the MSHA values according to the EIA definition for the purpose of comparison."

The understanding of public debates over mineral exploration and mining largely originates from exceptional situations such as mining accidents of conflicts. Less is known about how mining is portrayed and understood under more conventional settings. What storylines dominate the local day-to-day public debate? This article presents results from a comparative case study focusing on newspaper coverage of mineral exploration and mining in three European countries representing different geological and socio-economic contexts. Newspaper articles from the Geyer-Erzgebirge region in Germany, the Andalusia region in Spain, and Northern Finland are studied. The sample looks into the period between September 2018 and February 2020 and shows that regional newspapers report about mining issues relatively intensively even in the absence of major accidents or other media events causing peaks of attention. The tone of the articles is generally neutral to positive towards mining activities, reflecting the specific local settings, historical experiences, and future expectations. Despite the different contexts of the three countries, there were considerable similarities to the topics highlighted, including common themes of mining revival, mining events and social interaction, history of mining, and damages related to mining. Past, present, and future employment opportunities related directly or indirectly to the mining sector are key storylines. Another recurrent underlying theme is the need to balance environment and safety risks and socio-economic prosperity, typically covered through ordinary disputes among the mining sector, public authorities, regional non-governmental organizations, and local initiatives.

This paper is not focused on the project itself, however, the emphasis is on experiences gained from the project. Iron ore is essential in steel making; however, high-grade ores have diminished, making low-grade ores inevitable. These lowgrade iron ores need further beneficiation to upgrade the iron content. Currently, traditional physical and chemical methods are utilized and are not environmentally friendly. Bio-beneficiation techniques have emerged as a sustainable alternative for mineral recovery. This review delves into recent bio-beneficiation advancements for enhanced low-grade iron ore recovery using microbes. Research has revealed that bio-beneficiation methods such as bio-leaching, bio-flotation, and bio-flocculation have proven successful in iron recovery from ores. The bio-beneficiation process occurs in mild conditions using bio-reagents derived from microbes and offers a reduction of chemicals used in processing. Bio-beneficiation of iron ore potentially offers a relatively energy-efficient, cost-effective, and environmentally friendly method of maximum iron ore recovery. However, this review has identified a scaling-up difficulty in which a future approach for industrial-use applications is offered following a thorough sustainability assessment. Bio-beneficiation, using microbial processes, provides a viable avenue for maximizing iron ore recovery while tackling the constraints of dwindling high-grade iron ore resources and environmental sustainability.

The percentage depletion deduction on Federal Income Tax Returns under the provisions of the 1939 Internal Revenue Code and of Sections 611 to Section 615, inclusive, of the revenue act of 1954, have created innumerable administrative difficulties, and a new interpretation of "gross income from the property" in that the Courts have expanded the ideas of what constitutes "gross income from the property" to a degree unheard of and unthought of prior to the enactment of these two codes. Originally, under the Revenue Acts of 1917, 1918, and 1920 depletion was allowable, based upon mine valuations as of March 1, 1913; if the mine was owned prior to March 1, 1913; upon cost, as of the date of acquisition if purchased subsequent to March 1, 1913; and upon a "discovery" basis if the mine was discovered after March 1, 1913, The "jab" for mine valuations as of March 1, 1913 and for discovery valuations and depletion was not as bad as it has been made out to be. Thousands of valuations and estimates of reserves were made and agreed upon between taxpayers and Internal Revenue Service engineers and as the years went on the answers have been found to be "reasonable." However, human nature being what it is each case was a battle of wits - of a sort - and many resulted in severe differences of opinion and litigation. As tax rates increased the situation was not bettered. I could talk for several hours on this phase of depletion but it is all past now andwould not give any real service or better understanding of the matter.

In Minnesota, reclamation of active aggregate mining sites is primarily regulated through local permits issued at the county, township, or municipality. However, for abandoned or depleted aggregate mining sites, a responsible party for reclamation is often no longer available. Since 1995, the Minnesota Department of Natural Resources has reclaimed several abandoned aggregate sites using innovative public/private partnerships and emphasizing native plant materials. The purpose of these projects is to demonstrate cost effective reclamation methods that can be utilized by both aggregate operators and local government and to promote mine planning and resource identification as it relates to reclamation.

Coal production and coal use for electric power generation are diminishing worldwide. Germany will phase out lignite mining as well as lignite and hard coal-powered electricity generation by 2038. In the United States, coal production has dropped by more than 50% since 2006, including in key coal production states like West Virginia and Wyoming (EIA 2021). Closing mines and power plants across entire mining regions has significant socio-economic impacts. Existing industries must be focused on the post-mining economy by attracting new industries, and implementing job retraining programs for displaced workers, as former mining regions transition towards agricultural, industrial and recreational use. This paper examines the German “exit from coal” under the 17 UN Sustainability Goals and illustrates the complex procedures, interrelationships, risks, and rewards of the transition towards renewable energy sources, including wind, solar, hydrogen, and bioresources.
