The integration of safety-related tasks into the overall structure of entrepreneurial tasks is an inalienable requirement for the sustainable achievement of positive effects. Investments into technical and personnel occupational safety that are tied in a streamlined organizational structure guarantee the improvement of defined indicators. The labor force is of central importance. Its added value ought to be ensured. It is necessary to move away from the employees‘ hazard awareness towards a safety awareness including many other aspects in order to save costs in the long run.

The Russia Wharf segment of the Silver Line Phase II Project for the MBTA incorporated ground freezing and underpinning during New Austrian Tunneling Method(NATM) tunneling through timber pile foundations, urban fill, and abandoned wharf structures beneath two historic 7-story buildings with steel frames and masonry facades. During construction, the project team implemented an extensive program to monitor, evaluate, and mitigate the ground and building movements caused by the various construction activities. Mitigation included freeze cycling and building raising/lowering to compensate for ground movements and safely maintain the serviceability and occupancy of the buildings. In this paper, we present the history of the freeze, tunnel construction, and thaw-related movements that occurred and the building response that we observed.

In a highly collaborative research and development project with mining and university partners, sensors and data-analysis tools are being developed for rock-mass characterization and real-time measurement of mineral content. Determining mineralogy prior to mucking in an open-pit mine is important for routing the material to the appropriate processing stream. A possible alternative to lab assay of dust and cuttings obtained from drill holes is continuous on-line sampling and real-time x-ray fluorescence (XRF) spectroscopy. Results presented demonstrate that statistical analyses combined with XRF data can be employed to identify minerals and, possibly, different rock types. The objective is to create a detailed three-dimensional mineralogical map in real time that would improve downstream process efficiency.

Groundwater inflow into hard rock tunnels is strongly affected by recharge and drawdown of the water table. Previous analytical and empirical methods for estimating inflow have generally not accounted for these factors in an accurate or systematic way, resulting is wrong conclusions about inflow and the effects of the tunnel on the surrounding environment. This paper discusses these issues and provides some simple analytical equations to estimate inflow and water table drawdown around the tunnel. Examples from tunnels in the Atlanta area are provided.

Introduction The mining of aggregates underground has grown steadily over the last 25 years. Growth has come in both production volume and in the importance this segment of the industry is playing in the continuing supply of construction aggregate. Underground aggregate mines will continue to grow in both number of operations and complexity, as the replacement of zoned reserves in metropolitan areas becomes crucial. This growth will result in a shortage of qualified mine managers, possibly limiting the success of these facilities. The aggregate industry will have to modify current practices in order to meet the growing demand for this specialized skill. Segment Growth Underground mining for aggregates is not a new idea. Martin Marietta has been operating underground mines since 1969, and currently operates 16 underground mines ranging in size from 250,000 tpy to 2,500,000 tpy. These mines represent less than 4% of the total number of operating locations, but contributed 9% of the annual production in 2004. Though they range in size and production capacity, the importance is evident. The 2000 United States Census revealed several trends that are of interest to the aggregate mining industry. For the period 1990-2000 the U.S. population grew by 33 million or 13%. There were nine major metropolitan areas with a population of five million or more. These nine areas accounted for 30% of the total U.S. population. More significant was the fact that the population growth in these nine metro areas was 25% of the growth for the entire country. These statistics tell us that the population is expanding in these major metropolitan areas at a staggering rate. The same thing is happening to some degree in every population center. Population growth increases the demand for local aggregate while reducing the available area to mine that aggregate. The need for an economical supply of aggregate to support community expansion is a problem that will grow as older quarries are mined out and closed. This will be an issue that communities of all sizes will have to deal with. A reliable and cost effective supply of quality aggregate is crucial to support community expansion.

What a difference a year makes. One year ago, the iron mining industry and the steelmaking industry in the United States were in trouble. Many companies were in bankruptcy, and talk of plant and mine shutdowns was rampant. At that time, it seemed difficult, if not impossible, to remain competitive with imported steel. In addition, the World Trade Organization declared as illegal the tariffs placed on imported steel. And many questioned the viability of the ironmining and steel industry in the United States. At that time, global economic conditions were the main contributors to the industry’s problems. However, since last year’s meeting, changes in global economics have actually helped the steel industry in the United States. Heavy global demand for steel has caused raw-material shortages worldwide. Much of the increased demand is a result of the economic boom in China. In addition, because of a weak U.S. dollar and higher international freight rates, steel imports into the United States have been reduced to about 50 percent of recent levels. These factors have contributed to a rebirth of the U.S. iron mining and steel industries.

As mining operations progress toward tele-mining and autonomous procedures, the need for machine performance monitoring increases. Presently, through a combination of vision, sound, and other subjective observations, an operator attempts to optimize the mechanical excavator’s operation. As the operator is moved away from the face in the case of tele-mining or completely removed for autonomous operation, the qualitative sensory input is lost. This lost information must be replaced with quantifiable sensory input. Chip formation detection may be a suitable replacement sensory input. Chip formation can be predicted with high confidence (>80%) through the analysis of the load waveform associated with the bit/rock interface.

The mining industry continues to experience a skills shortage and this is having an impact on the ability of mining companies to operate sustainably. Apart from a few exceptions, there is a dearth of geologists, mining engineers, metallurgists as well as environmental scientists and other professionals in the global mining industry. This relates to both quantity and quality. It makes good business sense for mining companies to employ local professionals rather than expensive expatriate staff. In some cases a mining company could employ more than 10 local mining engineers for the cost of one expatriate. However, in many countries local professionals are not always equipped professionally to work on mine sites. The result is that many companies are not operated optimally due to human resources gaps. In some cases, particularly in key areas such as mine planning, this threatens the sustainability of the operation or at the very least results in sub-optimal resource utilisation. This paper briefly presents some of the issues and strategies being implemented and that might be implemented to maintain a sustainable supply of quality minerals graduates to the industry in 2011 and beyond.

INTRODUCTION The entire scope of new facilities for Lake Mead Intake No. 3 includes a sub-merged intake structure, a deep tunnel beneath Lake Mead, a tunnel access shaft, Intake Pumping Station No. 3, and connections to an existing intake and water treat-ment facility, as shown in Figure 1. In March 2008 Vegas Tunnel Constructors (VTC), a joint venture of Impregilo SpA and SA Healy were awarded a $447m Design-Build contract by SNWA for a section of this work (Contract 070F 01 C1), including the 185 m deep tunnel access shaft, the 4.7 km long, 6.1 m diameter tunnel and the submerged intake. Arup, supported by Brierley Associates, is the Design Engineer for VTC. The scope of the work is shown in Figure 2. This paper will describe the design and construction on this contract, with a focus on the access shaft which is the most complete section of the work. The shaft is being sunk using drill-and-blast methods with the finallining placed as excavation proceeds. The shaft passes through a major fault zone, and extensive pre-excavation grouting for water control is required for much of the depth of the shaft.

Since 2008, the Portuguese Task Group for the Extension of the Continental Shelf has been operating the ROV "Luso" (rated for 6000m depth) for geological sampling of the deep North Atlantic seabed, performing surveys on, e.g., seamounts and hydrothermal vent fields. Amongst other sensors, the ROV is equipped with a full HD video camera with which still images of the deep ocean floor are recorded. Fixed on the ROV’s frame are two underwater "line" lasers, each generating a sharp green line (532nm) over the seabed. The two lasers are paralleled and calibrated at a set distance. Provided that the camera’s angle of view is known, numerical values for seabed surface area may be calculated using direct measurements taken from the pictures containing the laser lines. We present the corresponding main mathematical formulas, which are derived from simple geometrical considerations, and discuss how to generalize these results for an arbitrary camera tilt or pan. We present an example of application of our method by estimating values for percent coverage of rock substrate versus sediment. Our results are also relevant for determining seabed polymetallic nodule abundances from still images obtained during ROV surveys.

To preserve Washington Group International's quality of service in the mine operations area, the company has established a Supervisor Training Program to provide all levels of supervision with the required skills to meet objectives and guarantee consistent, excellent performance for each of our projects. A need developed to establish this training program internationally. The first international training session was held at the APEX San Cristóbal Mine in Bolivia. This paper discusses the program’s development, execution, results, and lessons learned with an emphasis on multicultural environments.

Starting in 1980, a committee of the National Research Council studied the question of why some underground coal mines are safer than others and what could be done to improve the ones with poorer performance. The results indicated that safety is improved by management commitment to safety, by cooperation between labor and management on safety matters, and by quality training of employees and managers. Younger miners have higher accident frequencies, but are less likely to be killed or permanently disabled by a lost-time accident. Methods for improving safety performance are proposed.

This paper presents the development of a new grinding circuit steady-state modeling system. It is fundamentally based on the “functional performance equation”, which has now been used to improve the performance of numerous grinding circuits. This equation characterizes the two distinct efficiencies that are at work in a ball milling circuit, and how these relate to overall circuit productivity. It does so based on the particle size chosen to distinguish between coarse and fine (product size) material. Now, by applying it to all the material size classes, a simple yet reliable ball mill model was created. Combined with cyclone recoveries, the complete, detailed grinding circuit performance can be exactly reproduced mathematically by the computer program. It can then be used with separate process equipment application engineering methods to systematically engineer grinding circuit improvements. The development, features, uses and limitations of the system are described.

In this paper, uniaxial compression tests were conducted on intact rocks and broken rocks that were reinforced by grouting, and the effects of grouting on the strength of broken rocks were analyzed. The results show that after grouting reinforcement, the bearing capacity of broken rocks with different lithologies increased, and their uniaxial compressive strength recovered by approximately 6%–16%. The results indicated that the stronger the rock, the smaller the strength recovery of the consolidated body formed after grouting. At the same time, using borehole camera observation and deep overburden strata separations, the fracture development characteristics of surrounding rocks of the gob-side retained entry were analyzed and divided into different regions. On this basis, a guided grouting method was proposed; that is, shallow hole grouting was first used in the plastic zone of the broken surrounding rocks to form the isolation layer, and then deep grouting holes were arranged in the elastic-plastic zone of the transition zone to guide the slurry flow to the shallow unfilled zone. Therefore, the broken surrounding rocks were reinforced into an integrated body and selfbearing capacity improved.

The Nutley Quarry Trunk Sewer Project is a good example of a tunnel that went through difficult and complex ground. The 2 m (7ft.) diameter and 840 m (2,750 ft.)long tunnel passed through soft ground, mixed face, and hard sandstone. The soft ground and mixed face tunneling provided several challenges. During excavation of the tunnel, the Contractor encountered a number of unanticipated large boulders. In addition, the length of the mixed face portion of the tunnel increased by 100%. The Contractor tried various construction techniques to overcome the difficult ground conditions and complete the project. The tunneling progress was slower than expected. The Contractor claimed extra costs for differing site conditions. Through discussions and negotiations between the Contractor, Engineer, and Owner, all of the changed condition claims were settled before the construction of the project was completed. This paper addresses the difficult ground conditions, claims evaluation, and how they were resolved by cooperative efforts between the Contractor and the Owner/Engineer.

Simulated weathering tests are used to estimate leachate quality of rocks containing varying concentrations of pyrite and carbonates at mines. This study reports the inter-laboratory results from the third phase of a three part effort to develop a standardized, reproducible simulated weathering test for coal mine overburden. Initial development in phases I and II included evaluation of different test apparatus, effects of particle size, gas composition, leaching frequency and other variables. Phases I and II results are reported by Brady et al (2004) and Hornberger et al (2004). In Phase III, a standard column leaching protocol was used by eight commercial, government and university labs to test five rocks of different lithology, pyrite and carbonate content. Ideally, a simulated weathering test should have three characteristics to be useful in mine drainage studies. These include the capability to produce repeatable results, accuracy in simulating field conditions, and a concise test protocol of weeks to a few months. Simulated weathering, or kinetic testing, produces an effluent that simulates mine drainage composition. This can be beneficial for predicting mine drainage quality in comparison to whole rock analyses. The effluent may be tested for the same water quality parameters as the drainage produced during mining, such as pH, acidity, alkalinity, sulfate, iron, manganese, aluminum or other parameters. If the physical, chemical, and biological conditions of the kinetic tests are representative of those found in the mine environment, leachate composition may be used to estimate the water quality parameter concentrations produced during mining. Hornberger and Brady (1998), and Geidel et al (2000), compiled comprehensive chapters on kinetic tests for mine drainage prediction. These sources included: (1) a chronology and synopsis of scientific literature on these kinetic tests as they have developed over approximately 50 years, (2) discussion of the influence of physical, chemical, and biological processes, and (3) general guidelines for test procedures, data interpretation, and recommendations for further research to develop standard methods. Most of the kinetic test methods in use today were substantially developed and applied more than 40 or 50 years ago, including leaching columns (Braley, 1949), humidity cells (Hanna and Brant, 1962), Soxhlet reactors (Pedro, 1961), and field scale tests (Glover and Kenyon, 1962). . The most commonly used kinetic tests for mine drainage prediction are leaching columns and humidity cells. While these kinetic test methods and others have been used in hundreds of mine drainage studies as shown in Hornberger and Brady (1998) and other references (e.g. Sorini, 1997), they have rarely been used in coal mine permitting by either regulatory agencies or the mining industry. The major impediment to routine use of kinetic test methods is the variation in the design and operation of these kinetic tests, and lack of a standardized, accepted (e.g. by EPA or ASTM) test method. Interpretation and data comparison from different studies can be difficult. METHODS Five rocks of varying lithology, mineralogy, carbonate and pyrite content were collected in bulk from Pennsylvanian age coal measures in Pennsylvania, West Virginia and Indiana. Mineralogical composition of the samples was characterized in detail by Hammerstrom et al (in press) using optical, X-ray diffraction, scanning electron microscopy and electron microprobe methods. Acid Base Accounting (Sobek et al 1978; Skousen et al, 1997, Kania, 1998) was performed on bulk samples for % total sulfur (%S) as a measure of pyrite and potential acid generation, and Neutralization Potential (NP) as an index of carbonate content. A modified NP test, following the procedure suggested by Skousen et al, 1997 was also conducted for four of the five samples. The modified NP test accounts for initial acid consumption, Fe oxidation, and subsequent Fe hydrolysis by the iron carbonate mineral siderite. Siderite, even though it is a carbonate gives zero net alkalinity. Lithologic, Acid Base Accounting and general mineral composition data for the five rocks are shown in table 1 (see Appendix). Whole rock elemental analysis for major and trace elements was conducted on a sub-sample of each rock type. One laboratory was contracted to mix, homogenize, and size the bulk samples and prepare sub-samples for all the participating labs. Splits were sent to eight labs, and each organization was provided a detailed set of instructions for column assembly and leaching procedure. The protocol was developed based on results from phases 1and 2 of this study. The principal features of the column assembly are: a specific composition of particle size by weight (table 2), weekly leaching cycles, and incubation under humidified air containing 10% CO2. Figure 1 shows the column construction. [ ] The particle size distribution of the crushed rock sample is largely an artifact of the crushing process, rather than a natural systems process like the particle size distribution of a soil or an unconsolidated sedimentary deposit. The standardized particle size distribution, shown in Table 2, promotes operational consistency of the weathering test procedure, and provides better control over reaction kinetics. Large amounts of fine particles within specific zones of the leaching columns have been found to impede uniform fluid flow and/or gas flow (Hornberger and Brady, 1998). Regarding reaction kinetics, the importance of surface area to volume ratios has been described in a previous phase of this study (Brady et al., 2004), and significant differences in crushed particle size distributions and effective surface areas were found among the lithologic units. This paper analyzes the opinion in Bragg v. Robertson, 72 F.Supp. 2d 642 (S.D. W.Va. 1999), a case which threatens the future of surface mining in West Virginia and which will almost certainly result in new policies or rules that will affect surface mining everywhere. This paper addresses: (1) the jurisdictional bases of the action which relies on the federal surface mining laws to enforce a state mining program; (2) settlement agreements reached in the case that threaten to alter federal policies beyond West Virginia borders; (3) a programmatic environmental impact statement on mountaintop mining being undertaken by the federal government; and (4) an opinion by the Court outlawing excess spoil disposal in intermittent and perennial streams.

Low-rank coal (LRC) drying processes are generally categorized by operating temperature, drying environment and type of feed (either sized or ground coal). Within these broad categories, drying processes differ according to the type of drying equipment and methods of quenching and stabilizing the dried products. This paper focuses on the produce quality of various LRC drying processes including conventional low and high temperature evaporative drying and non-evaporative, hydrothermal drying. The former may be preferred if the dried product can be utilized immediately, but moisture reabsorption, spontaneous heating and fines production during handling are problems associated with longer term storage, transportation and utilization. Methods for reducing these problems are discussed. Hydrothermal processing is an advanced technology featuring high pressure, non-evaporative drying, which solves stability problems by producing a liquid feel.

The last decade has seen an enormous increase in the use of contractors right across the Australian mining industry. So much so that contractors now operate 33 of the 68 underground metalliferous mines around Australia and are making significant inroads into iron ore in the west and coal in the east. Safety used to be a low priority for many contractors. The picture has changed dramatically in recent years as most contractors take a far more professional approach to safety management. This paper examines the changes that have occurred and the requirements for effectively managing safety in a contracting environment.
