If the primary purpose of a control system is to assure a fixed-quality product at maximum yield, the real issue involved in control of the fine coal cleaning circuit in a plant is to demonstrate that control is technically feasible and economically beneficial . This paper suggests that it is not easy to do so in most cases. Fine coal, defined here as the 28 mesh x 0 fraction of the plant feed, is generally cleaned using a combination of hydrocyclones and flotation. Both of these processes are relatively insensitive to changes in operating variables. Further, the fines fraction general 1 y forms no more than 20% of the plant feed and, at times, is as low as 10%. The instruments to measure flow rates, densities, and product qua1ity (ash, sulfur, etc.) are not sufficiently accurate to allow effective responses to changing state variables and product quality. It is sufficient to run the fine coal circuits at maximum recovery, and the control of product quality and optimization of yield should be achieved by controlling the coarse coal circuits and measuring the quality of the entire clean coal leaving the plant. This contention is made with particular reference to U.S. plants cleaning coal for the utility industry and should be viewed in this context only. It is explicitly admitted that this strategy is mathematically non-optimal in the sense that all size fractions are not necessarily cleaned at equal elementary ash, and would result in a loss of yield. However, under the conditions of conventional coal cleaning practice, this is a sensible approach.

Core Laboratories, a division of Western Atlas International, maintains laboratories in all energy-producing areas of the United States, as well as in many foreign countries. Central to laboratory operations has been the incorporation of computers and computer software. Core has developed a mu1tiuser Laboratory Information Management System (LIMS) , which is currently installed in numerous company sites in the U.S., and is now undergoing installation in Canada. In addition, Core has provided custom soft ware to contract laboratories which Core operates on behalf of mining firms. The software development was done under the direction of the author in Denver, Colorado, and Casper, Wyoming. The intent of this paper is to pass some of the practical experience gained by our efforts on to those who wish to utilize computers more fully in the laboratory setting. The product of analytical laboratories is numbers. Nothing else comes from our work. We deal in information about samples. It is then reasonable to assume that the computer would be central to a laboratory operation. The hard part is to initially define what kind of computer the lab operation needs. The choices today can be very complex, and almost every hardware salesman is full of bad advice. Even the people in your own information services department may hold divided opinions. Since the advent of the personal computer, we have lived with a polarized data processing community. The PC boys consider their machines equal to any challenge, while the "save the mainframe" crowd view the PCs as limited toys that are only good for the things that clutter up a real computer. Management tends to lean toward whatever costs the least.

One function of mining is to supply oil shale of the required grade and characteristics to surface retorts. The mining methods must he safe, efficient, and environmentally acceptable. Although the Bureau of Mines no longer conducts research on methods of mining fossil fuels, including oil shale, its many years of activity in that field resulted in a significant body of findings. This article summarizes some of these findings, with respect to oil shale mining. The large areal extent of Green River formation oil shales and the diversity of geologic, hydrologic, topographic, and other conditions, preclude the use of any one single mining and waste management technique. Instead, in most instances, methods and equipment will be chosen to meet site-specific conditions. Such methods include conventional surface mining (open-pit and strip), underground mining (room-and-pillar, sublevel stoping, caving) and in situ extraction (true in situ from surface drill holes and modified in situ from underground retorts containing rubblized oil shale). Combination or hybrid systems may prove suitable. Both surface and underground backfilling of spent shale waste may be practiced. Tremendous amounts of oil shale must be mined, processed, and the waste shale properly disposed of in order to meet projected industry production goals. For example, about 1.4 tons of oil shale averaging 117 L of shale oil per ton are required to produce one bbl of oil. A plant with a daily production of 8 dam' (50 000 bbl) of oil would thus require some 68 kt of raw shale daily. This is more than the average daily production from any underground mining operation.

Summitville is an old mining district located south of Wolf Creek Pass in the southern San Juan Mountains of Colorado at an elevation higher than 3500 m (11,500 ft). The Summitville mine site is about 40 km (25 miles) southwest of Del Norte. The current mine, developed by Galactic Resources Ltd. and its subsidiaries in the mid-1980s, is on the north facing side of South Mountain. The area is drained by Cropsy Creek to the east and Wightman Fork to the north, both tributaries to the Alamosa River. Mining in the Summitville area began in 1870 when James Wightman discovered placer gold on what is now known as Wightman Fork of the Alamosa River. The first vein-type deposits were located in 1873 on South Mountain near the current Summitville Mine. Mining began in the district in 1875 and continued sporadically through 1942. Major mining episodes occurred from 1875 to 1894 and from 1926 to 1942. Total gold production from the mining district through 1949 totaled 7.5 t (240,000 oz). An additional 7.7 t (249,000 oz) were produced during Galactic's tenure. Natural degradation of the outcropping sulfide-rich veins in the area and the early mining activity, including development of the Reynolds, Dexter and Iowa drainage tunnels in the late 1890s, have polluted the streams draining the area with heavy metals and acidic water. Names of the various tributaries to Wightman Fork, such as Iron, Alum and Bitter Creek, testify to this natural pollution. This degradation has reduced, or killed, aquatic life in several area creeks, including Wightman Fork, for many years before recent mining activity.

Overview In 1992, US coal supply and demand were shaped more by weather conditions and the export market than by the economic recovery. Preliminary data compiled by the Energy Information Administration (EIA) (Table I) show that coal production declined slightly to 902 Mt (994 million st). Consumption, though, rose by about 1 % to 811 Mt (894 million st), trailing the 2.1 %growth in Gross Domestic Product. Contributing to the decrease were a sizable drop in coal exports and some coal stock withdrawals. Consumption increased largely because electric utilities turned to coal to offset a shortfall in hydroelectric generation caused by a drought in the Northwest. Apart from this, the demand for coal-fired generation was dampened by a mild winter in the northwestern and northcentral United States, and a cool summer in the central and eastern parts of the Nation. Coal use by other consumers was about the same as in 1991. The average delivered prices of coal to all consuming sectors decreased slightly in 1992, reflecting soft coal markets (Fig. 1). US coal exporters experienced a set-back in 1992 mostly because of losses in the European market. Total coal exports fell by 6% to 93 Mt (103 million st), the first decline since 1987. Coal stockpiles at the end of 1992 were about 1.8 Mt (2 million st) below 1991, despite stock buildups by some electric utilities in the East. Stocks were built up as a hedge against possible coal miners' strikes after the Feb. 1, 1993, expiration of the contract between the United Mine Workers of America and the Bituminous Coal Operators' Association.

The disposal and reintroduction into recycling of residues produced by today's industrial society is not only a problem of much public debate in the countries concerned but also an increasingly prominent topic in science and research. In the treatment of most types of waste, ecological as well as economic considerations are important factors. In view of this, not only will future expenditures for treatment and processing become more significant but also, on the other hand, the savings and profits resulting from recycling. The situation described above reflects the inherent problems in the treatment of solid residues produced by waste incineration plants. The incineration of municipal waste produced approx. 2.7 - 2.8 million tonnes of solid residues in 1993 in the Federal Republic of Germany, which in part included still considerable amounts of organic and inorganic pollutants that could potentially be released into the environment. The most significant of these in terms of volume is incinerator ash at approx. 2.4 million tonnes. Through the use of innovative processing techniques, attempts are being made to convert the residues into a form that remains environmentally neutral over the longest period of time possible. One such group of techniques includes smelting technologies. After it has undergone specialised treatment, mineral incinerator ash is converted into environmentally neutral and reusable glass (vitrification) since, besides a reduction in the volume of the residues by approx. 90%, the main goal is a complete immobilisation and destruction of inorganic and organic pollutants respectively. These glasses, after they have been reshaped, are resold as commercial products such as damming or form glass.

BACKGROUND OF TARP The first settlement in Chicago in the 1830's was only 0.61 m (2 ft) above the level of Lake Michigan. The area was flat and swampy with local streams and rivers generally flowing to Lake Michigan. Repeated outbreaks of cholera and typhoid fever in the middle and late 1800's led to the reversal of the river system (away from Lake Michigan to the Mississippi River). As a result of this reversal, the Chicagoland area has had to restrict water withdrawals from Lake Michigan and has had to develop and implement water management programs in compliance with orders set down by the Supreme Court of the United States. In order to comply with restricted lake diversion requirements and to compensate for a natural setting which was essentially hostile to human habitation, it has been necessary to embark on the construction of massive public works which include the world's largest water filtration plants, the world's largest wastewater treatment plants and finally the construction of TARP. The rivers and streams in the Chicago area are the headwaters of the Illinois waterway system. These headwaters are heavily polluted from combined sewer overflows of the area. Present pollution control laws require that combined sewer overflows be eliminated so that the rivers and streams can be used by the citizens of Cook, Du Page and Will Counties and other downstream communities. Fifty-three of the older most densely populated communities including the City of Chicago, covering an area of 971 sq km (375 sq miles), are served by combined sewers. INTRODUCTION The Keystone Tunnel project consists of widening an existing 7.3 m-wide (24 ft) highway tunnel to a width of 13.7 m (45 ft) to provide a three-lane, two-directional highway tunnel. The 13.7 m-wide tunnel was excavated in a staged drill-and-blast sequence through foliated schist, and was supported using pattern rock reinforcement and shotcrete. Notable project features are: the low vertical cover over the tunnel is less than the span of the opening; the project is the second instance where the Federal Highway Administration (FHWA) has accepted rock reinforcement as a permanent support element; and the project is the first instance where the FHWA is accepting shotcrete as the final interior surface of the tunnel. This paper covers the design and construction phases of the project. PROJECT DESCRIPTION The South Dakota Department of Transportation (SDDOT) retained Woodward-Clyde Consultants (WCC) to evaluate the feasibility, prepare construction plans and specifications, and provide construction management services for the widening of the Keystone Tunnel. The tunnel is located in the Black Hills National Forest area of South Dakota near the southwest corner of the state. The Keystone Tunnel is on U.S. Highway 16A, about 0.8 km (1/2 mile) north of Keystone which is approximately 32 km (20 miles) south of Rapid City (Figure 1). Highway 16A serves as an important transportation link between Rapid City and the Mount Rushmore National Monument which is located about 2 miles west of Keystone. Paste backfill is a pumpable, flowable, non-Newtonian fluid consisting generally of mine tailings and cement. Paste is prepared from dilute slurries of tailings. This is done by dewatering the slurries with conventional thickening or filtering. Backfill with a paste consistency is prepared by mixing dewatered tailings with cement and water to obtain the desired consistency of medium slump concrete. The paste is pumped with concrete pumps over relatively long (1 km or 0.6 mile) horizontal distances. More commonly, though, it flows by gravity down a mine shaft and then horizontally to the void being filled. Alternatively, cement can be added near the end of the pipeline. A certain proportion of fine particles <20 µm (<625 mesh) must be present in pastes but particles of aggregate can be added without significantly affecting the flow characteristics. Detailed testwork is necessary to design a system to prepare and place paste backfill. Testwork must determine dewatering characteristics, strength of mixes and friction in pipelines. Plants must be well engineered and controlled with PLCs because high quality control is necessary to prevent plugged pipelines and excessive pressures. Relatively small amounts of cement (3% to 5%) produce stiff backfill material 1.5 to 3.5 MPa (217 to 507 psi). The advantages of paste backfill in a mining operation include reduced mine dewatering, labor and materials savings, reduced tailings impoundment requirements, good support properties and reduced spills underground. In certain cases where more than 30% of the weight of the ore is sold as a product, the entire tailings stream can be placed underground. Paste technology can he used for surface or underground placement of tailings.

Anyone who scans the modern literature will realize that concepts of leadership have changed during the past few years. And like change in so many areas of our culture, change has been rapid in the perception of leadership. Many traditional leadership traits are still highly regarded and many of the longstanding personal qualities that improve leadership abilities continue to be effective. In the past, though, leaders could rely on dominance, intimidation and fear to accomplish their goals through the actions of others. In contrast, effective leaders today build relationships, provide vision and guidance, and strive for communication, cooperation, trust and employee satisfaction. Earnest leadership involves moral issues like honesty, integrity, fairness, empathy and respect. Modern leaders guide, facilitate and coach, rather than command and direct. But how well equipped are managers in the mining industry to meet the leadership challenges that lie ahead? More importantly, is he or she becoming a better leader? This article outlines steps to becoming a more effective leader. Management consultants stress that the changes that lie ahead will demand swift organizational adjustments and managers who are equipped to lead during times of change (Boyett and Conn, 1991; Hesselbein et al., 1996; White et al., 1996 and Kotter, 1997). Becoming a better leader begins with self-assessment and a commitment to unify all who depend on one&apos;s leadership abilities. Simply defined, leadership is leading others. Contrary to common practice, leadership is not about advancing one&apos;s own career but about bringing out the best in others. The beauty of modern leadership, however, is that the path of serving others creates synergies. They benefit everyone, including the leader, those the leader manages, upper management and company shareholders.

1. INTRODUCTION Roadheaders have a shadowy origin - probably in Eastern Europe - but were introduced to Europe and the West by the importation of a Russian PK3 machine by the National Coal Board in 1961. A number of features rendered this type of machine an attractive tool for coal mine operators: its flexibility of operation, its combined cutting and loading ability, the opportunity it provided of making any shape of roadway, as well as its ability to cut some rocks. Encouraged and sponsored by the National Coal Board, the development of roadheaders was taken up in Great Britain, notably by Anderson Strathclyde and Dosco; in Europe, predominantly in numerical terms by Voest Alpine and Paurat. Over the 24 years since the importation of the first PK3, evolutionary development has taken place to the extent that machines are now available in many forms up to 120 tons in weight. Machine design has altered, partly as a result of increased power requirements and partly in line with the use of a ripping or a co-axial head. However, the basic concept remains: a boom containing a motor and transmission gear, with a driven cutting head at its extremity and capable of universal movement urged by hydraulic rams mounted on the boom turret and on the machine deck. Generally, the turret, hydraulic powerpack and all other necessary equipment are mounted on a chassis, which contains a discharge conveyor, the whole being carried on caterpillar tracks so that a complete machine entity is provided. Data is now appearing in literature that indicates many current paste fill systems in Canada suffer from plugged lines and severe wear rates. Both of these conditions suggest: design problems with the pipe distribution system, backfill composed of poorly graded material and/or possibly poor operator practices. Problems that can be prevented in the design stage, but still may be readily solvable with current technology. However, if left untreated will lead to an increasing frequency of down time. The compatibility of the distribution system with the paste fill rheology is fundamental and essential for the reliable delivery of fill. Either many mine operators are not familiar enough with the technology to provide a critical review that could foresee problems down the road, prior to construction and or North American designers are not clarifying their designs to their customers. The objective of this paper is to highlight key concepts to mine operators with the purpose of better enabling a critical review of contractor&apos;s/consultant&apos;s designs. There is a great deal of understanding about the rheology of backfill over a range of pulp densities from hydraulic slurry to dense to paste. However, outside of deep mines (especially in South Africa) neither hydraulic or dense fill distribution systems have suffered the problems of paste fill. Paste fill is fundamentally different from hydraulic fill principally in its transportation characteristics. These differences have a direct impact on the design of the distribution system. By understanding the practical implications of these differences the operator can play a more active role in their design while better appreciating how to best operate their own system.

INTRODUCTION The following papers describe the extraction of nickel in the form of ferronickel from the Dominican laterites. The Falconbridge process was developed initially in the Falconbridge Metallurgical Laboratories and subsequently in several successive stages of pilot plant operation in the Dominican Republic. In the course of this work we came to believe that there is advantage in piloting on site. Mining, metallurgical and geo-political considerations all have major impact and that belief has been borne out by commercial plant experience. Lateritic nickel ores differ substantially, even within the same orebody, in their amenability to extraction methods. The Falconbridge process takes account of the heterogeneous nature of the deposit. Three years of geological field exploration led to ten years of process development after it was realised that the then known metallurgical processes would not give economical extraction from the Dominican ores. In addition to establishing the viability of a novel pyrometallurgical approach, it was necessary to verify design parameters for a very considerable scale-up to prototype commercial operation. The plant was eventually constructed within the original estimates of time and cost. Unique features contributing to the technical and commercial success of the project are described. Additionally, some bold extrapolation based on pilot plant work, eventually proved to be quite conservative. The mine is not a conventional open pit operation, but is perhaps better characterised as an earth moving job. Novel application of mobile equipment led to great flexibility in the mine, where operation of several mining fronts is essential to maintaining uniformity of ore feed to the plant. Experiments have been conducted on a 76¬mm water-only cyclone treating cowl below 2 mm size having different proportion of -0.075 mm fines. The effect of cone angle of the cyclone (compound cone) has been analyzed on water split, separation of -0.075 mm fines, separation of coarse solids, and on separation behavior of individual size ructions of the feed. It has been noted from the results that there exists a linear relationship between the flow rate of water in the feed and flow rate of water reporting to overflow stream. This relationship is independent of the cone angle and, with changes in the fines content in the feed, only the intercept of the straight varies, keeping the slope constant. Further, it has also been found that the percentage of fines below 0.075 mm reporting to the overflow is directly proportional to the percentage of feed wafer reporting to the overflow. This relationship is found to be independent of the cone angle and the fines in the feed. The performance of the water-only cyclone has been analyzed by plotting partition curves for different experimental conditions. In addition to this, the Rosin-Rammler equation has been fitted to the partition curves of the hulk feed and individual size-fractions. Tile analysis of the results has revealed that the specific gravity of separation increases with increase in the cone angle of the cyclone while it decreases with increase in percent fines present in the feed. Mathematical relationships have been developed to relate the variation in SG50 with cone angle and percent fines in the feed.

Three water-spray ventilation systems were tested to determine their effectiveness in diluting methane at a room and pillar coal mine face. These systems were: the shrouded nozzle, the spray fan, and the conventional nozzle system that is normally supplied with continuous miners. The testing was carried out in two stages. The air-moving capacities of the nozzles were first evaluated in a duct. The duct tests showed that: (1) the volume of air moved by the nozzle is controlled by the type of nozzle, the space around it, and its location relative to the duct wall; (2) the spray fan nozzles or the shrouded nozzles are both capable of moving air quantities up to 6400 cfm (3.02 m3/s); and (3) when the shroud was removed from around the shrouded nozzle, its bare nozzle moved between 9 and 65 percent more air. In the second stage of testing, a full-scale evaluation of the three systems was conducted. The three spray systems were mounted on a continuous miner which was positioned in an aboveground simulated mine entry. The simulated face tests gave the following results: (1) the standard nozzle system, which is mounted on the front end of the miner, is inadequate for diluting methane; (2) under the best testing conditions (lowest methane emission rate, highest primary ventilation airflow, and closest brattice set back), the slight improvement given by either the shrouded system or the spray fan is the same; and (3) under the worst testing conditions (highest methane emission rate, least primary ventilation airflow, and farthest brattice set back), the spray fan gave superior performance.

The Automated Minerals Information System (AMIS) is an integrated data base system being developed to support the Bureau of Mines minerals information collection and analysis activities. The system facilitates cross-referencing and integration of domestic and foreign information from a variety of sources. The AMIS provides a central source of minerals information that is versatile and responsive to the needs of problem and policy analysts as well as supporting the needs of those involved in data collection and interpretation. As the AMIS becomes fully implemented, it will become an important tool in forecasting and assessing the impact of policy decisions that affect the supply and demand for minerals. The Bureau of Mines has long been the Federal Government&apos;s principal source of worldwide information on non-fuel minerals. Emphasis is placed on the analysis of mineral problems and policies as they affect the world&apos;s nonfuel mineral resources. To facilitate timely and accurate analysis, comprehensive data on 87 commodities are collected by various Bureau programs. Minerals information is made available through a number of periodic publications including the annual Minerals Yearbook and monthly Mineral Industry Surveys. These data collection and analysis activities have traditionally been supported by over 200 separate information processing systems. The Bureau of Mines has begun to implement a broad information strategy to provide a better response to the mineral problems and issues of the 1980&apos;s. The cornerstone of the Bureau of Mines information strategy is the development of the Automated Minerals Information System. When fully operational, we believe that the AMIS will provide the Bureau of Mines with the most comprehensive source of minerals information available anywhere in the world.

INTRODUCTION It is now 21 years since Wiegel and Li published their paper on a random version of Gaudin&apos;s model for the mineral liberation phenomenon (Wiegel and Li, 1967). This paper was to revitalise interest in North America in one of the most fascinating, difficult and important problems in the field of theoretical mineral processing. Gaudin had many years previously (Gaudin, 1939) already presented a penetrating analysis of the problem and Wiegel and Li based their analysis very closely on the Gaudin model but they realised that the indeterminate geometrical structure of mineralogical materials demanded that only probabilistic models could provide the necessary quantitative information when working with real materials. They proposed and solved a randomised version of the Gaudin model but retained the essential geometrical simplicity of cubic mineral grains and a cubic fracture pattern. Although their model met with some limited success it was to be superseded in due course. During the 1940&apos;s and 1950&apos;s the classical field of geometrical probability spawned the mathematical discipline of integral geometry and as early as 1965, Bodziony (1965, a,b) showed that the techniques of integral geometry could accommodate the problems associated with the indeterminate nature of the geometrical mineralogical structure, provided that these were couched in probabilistic terms. In particular he showed that the quantitative description of the comminution process and that of liberation could be decoupled with the resulting economy of effort. This idea has profoundly influenced the course of research in liberation theory and has greatly facilitated its application and the measurement of liberation in a practical way. Geotechnical theory is reasonably well developed to evaluate the stability of rock slopes for surface mining projects. It is recognized widely that structural geology, groundwater pressures and seepage, and blasting are key factors that influence the stability of such slopes. However, our capabilities to model the structural geology, to determine rock strength along discontinuities and to model groundwater pressures and profiles are still very approximate. Plus, practical experience of the rock mechanics engineer is one of the most important inputs to the design of open pit mine slopes. To emphasize the use of practical experience, a number of case examples are reviewed here to illustrate key factors that must be evaluated. These case examples comprise a continuation of other examples presented in the Jackling lecture to the SME in 1986 by the author (Brawner, 1986). Example no. 1 In situations where the orientation of geologic discontinuities will not influence rock slope stability, extremely steep slopes can be developed, providing blasting and groundwater are controlled adequately. An excellent example of this condition is the Republic Pit of Cleveland Cliffs in Michigan. The rock slope in Fig. 1 isover400fthigh with a face angle of approximately 80". The rock is hard and massive, and blasting was carefully controlled. The original design of this slope was at45", a standard design angle at that time. The competency of the rock and the lack of critical geologic structure subsequently was recognized, and the much steeper slope angle was developed successfully. The rock proved to be so competent and the slope sufficiently stable that an underground crusher station was developed with entrance and exit tunnels excavated at the toe of the steep wall.

The western coast of South Africa hosts a significant diamond resource within gravels associated with paleo-shorelines, channels and transgressive lag deposits. Diamonds were transported from the Kaapvaal Craton to the coast largely during the late Cretaceous via the paleo-Orange river systems. On shore and near shore environments are underlain by Proterozoic metamorphic and granitic rocks which provide gully and pot hole-type traps associated with paleo-channels, basins, bays and beaches. Inner and mid-shelf environments are covered by diamondiferous, poorly lithified upper Cretaceous and Tertiary sediments. The upper Cretaceous gravels were reworked along the sediment-starved coast during much of the Tertiary. Reworking was mainly achieved during marine flooding events which produced lag gravels along the paleo-shorelines. The Tower Kill is a vertical "stirred" ball/pebble mill recently introduced in the Western Hemisphere. This device offers a significant power savings on wet fine grinding applications when compared to conventional tumbling mills. This paper describes the laboratory application of this mill wet grinding hydrated alumina to products of 50 percent passing 2 to 6 microns.
