The effects of the enzyme, peroxidase, on the sedimentation and consolidation characteristics of Florida phosphate slimes were investigated. Results indicate that pretreatment with the enzyme was beneficial for slime dewatering and consolidation. Biological activity, resulting from slime pretreatment with the enzyme, induced higher mechanical binding between slime particles.

The Environmental Protection Agency (EPA) is in the early stages of developing a national mining waste program. Our goal is to develop a mining waste program that will be state implemented, multimedia in nature, flexible, utilize and enhance existing state programs, and protect the environment. The Agency appreciates the cooperation the mining industry is providing through its participation in the Policy Dialogue committee on Mining and by providing the Agency with technical data. The following is a discussion of what led to the development of a national mining waste program, the agenda initiative to evaluate Toxic Substances Control Act authority in phosphate manufacturing, and the important steps being taken through the Policy Dialogue process to frame and discuss issues. EXTRACTION AND BENEFICIATION OF ORES The Resource Conservation and Recovery Act of 1976 (RCRA) and subsequent amendments created a framework for the regulation of hazardous wastes under Subtitle C and nonhazardous waste under Subtitle D. In 1978, initial regulations were proposed for hazardous waste management units under RCRA. These identified a universe of special wastes that were large volume, low hazard and less amenable to Subtitle C control techniques. EPA noted that waste materials from the "extraction, beneficiation and processing of ores and minerals m fit these criteria. In October 1980, Section 3001 of RCRA was amended. This Bevill amendment excluded solid waste from the extraction, beneficiation and processing of ores and minerals from regulatory control under RCRA's hazardous waste Subtitle C. This was done pending a report to Congress and a regulatory determination regarding the Subtitle C status of these wastes. Thus in November 1980, EPA published an interim final amendment to the RCRA Subtitle C regulations to reflect the Bevill amendment. RCRA requires EPA to perform studies and make reports to Congress regarding the management methods and potential hazards of managing waste. RCRA also calls for a regulatory determination regarding whether Subtitle C (hazardous) or D (non- hazardous) controls are warranted for these wastes. In December 1985, EPA submitted a report to congress entitled, “Wastes from the Extraction and Beneficiation of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale." In that report, EPA found that some mining wastes exhibit hazardous characteristics, that the range of risk from mining waste is broad, and that waste management practices have caused environmental damage. In July 1986, EPA published a regulatory determination based on information gathered in the 1985 report to Congress and comments from interested parties. In the report, EPA concluded that RCRA Subtitle C regulation of extraction and beneficiation wastes was unwarranted because mining wastes tend to be disposed of in arid climates, waste volumes are high, and facilities and wastes are located in sparsely

Microtunneling has successfully completed both horizontal and vertical curves. This paper covers the historical development of curved microtunneling and a description of one microtunneling project. The completed microtunnel is used for electrical transmission in Japan. The crossing had several concerns including right of way, social disruption, obstructions, the cost of intermediate shafts, and political restrains. In order for this drive to meet all of the imposed restrictions, four horizontal curves and one vertical curve were planned and executed in accordance with the design. Iseki Poly-Tech of Tokyo, Japan designed and built the microtunneling machine to meet the project requirements. Curved microtunneling has been successfully used on fourteen projects in Japan. The reason for a curve has been that the project could not be rerouted, short straight drives could not be used to negotiate the curve, or the project’s social and environmental conditions required a curved tunnel. The following table (Table 1) includes summary information on 14 curved microtunnling projects that have been successfully completed in Japan. The first column is a reference number. Columns two through four include basic project information. The fifth column is the total project distance completed by microtunneling. The sixth column is the project’s microtunneling duration. The seventh column is the machine type and size. All of the machines listed are manufactured by Iseki Poly-Tech of Tokyo, Japan. The size is the internal concrete pipe diameter; all of the projects listed were completed with Japanese standard concrete pipe. The eighth column contains a general description of the soil. The soil type and blow counts are approximately equal to ASTM D 2487 standards. The ninth column lists the radius of the curve and the span distance or the distance microtunneled that included the curve. The radius of a vertical curve is denoted with a “VR”, a span with both a left and right hand curve is denoted with a “S”. Other significant first events are also noted in this column. The first curved microtunneling project was completed in 1982 using a conventional microtunneling machine with standard Japanese concrete pipe and a very long radius curve while maintaining grade for the gravity sewer. The second curved microtunneling project included multiple radii curves, all in the same direction, on a single drive. In 1989, on the fifth curved microtunneling project, a “S” curve was successfully negotiated. On the seventh curved microtunneling project, completed in1995, a tight radius curve was negotiated. In 1996, the eighth project included a vertical curve. The thirteenth curved microtunneling project, completed in 1997, was the first project to utilize a microtunneling machine specifically designed to negotiate curves. Georgius Agricola in 1556 wrote De Re Metallica, one of the first and probably the most famous of mining reference works. In Book 1 he reflects rather elegantly on mining and miners. "Many persons hold the opinion that the metal industries are fortuitous and that the occupation is one of sordid toil, and altogether a kind of business requiring not so much skill as labour. But as for myself, when I reflect carefully upon its special points one by one, it appears to be far otherwise. For a miner must have the greatest skill in his work, that he may know first of all what mountain or hill, what valley or plain, can be prospected most profitably, or what he should leave alone; moreover, he must understand the veins, stringers, and seams in the rocks. Then he must be thoroughly familiar with the many and varied species of earths, juices, gems, stones, marbles, rocks, metals, and compounds. He must also have a complete knowledge of the method of making all underground works. Lastly, there are the various systems of assaying substances and of preparing them for smelting; and here again there are many altogether diverse methods. ... "Furthermore, there are many arts and sciences of which a miner should not be ignorant. First there is Philosophy, that he may discern the origin, cause, and nature of subterranean things; for then he will be able to dig out the veins easily and advantageously, and to obtain more abundant results from his mining. Secondly, there is Medicine, that he may be able to look after his diggers and other workmen, that they do not meet with those diseases to which they are more liable than work- men in other occupations, or if they do meet with them, that he himself may be able to heal them or may see that the doctors do so. Thirdly follows Astronomy, that he may know the divisions of the heavens and from them judge the direction of the veins. Fourthly, there is the science of Surveying that he may be able to estimate how deep a shaft should be sunk to reach the tunnel which is being driven to it, and to determine the limits and boundaries in these workings, especially in depth. Fifthly, his knowledge of Arithmetical Science should be such that he may calculate the cost to be incurred in the machinery and the working of the mine. The US Bureau of Mines has funded several research and development projects in computerized mine monitoring and control. Hardware and software components have been sufficiently developed so that mine operators have been provided with an efficient means to comply with federal regulations and increase mine safety. Several cost benefits have been realized as well, particularly with increased conveyor belt haulage availability. Western Fuels-Utah Inc. approached the Bureau to assist in planning, installing, and evaluating a computerized mine monitoring and control system because of the agency's research experience in this area. The installation was planned for Western Fuel's Deserado mine, located in Rangely, CO. Since a large, complex, underground mine producing about 2.4 Mt/a (2.7 million stpy) of coal was projected, the company anticipated significant benefits in safety and efficiency through a computerized monitoring and control system. A major part of the cooperative program was to document and evaluate the system design, installation, and operation. This will assist others to adequately design, specify, install, and operate future systems. Mine description The Deserado mine plan and layout have important impacts on the monitoring system requirements. Long range plans are to produce 2.4 Mt (2.7 million st) of clean coal annually from two longwall sections and four continuous sections. Presently, two continuous miner sections operate under 213 m (700 ft) of overburden in the 2.3 to 2.5 m (7.5 to 8.5 ft) thick D seam to develop main, submain, and panel entries have developed for a longwall. These began operation in December 1986. Belt conveyors haul the coal from the mining sections to a 1.4-m (54-in.) belt located in the upper compartment of the slope. The lower compartment contains a hoist for men and material transport. From the slope, the coal moves to two 9 kt (10,000 st) raw coal storage silos, then to a 680-t/h (750-stph) preparation plant. After cleaning, a 5.5-km (3.5-mile) overland conveyor carries the coal to a clean coal slot storage and rail load-out facility. An electric locomotive then transports the coal to the Bonanza Power Plant in Utah. Allen-Bradley monitoring and control hardware and software controls the preparation plant, with two PLC-3 programmable controllers and a Process Control Industries D-1200 color graphics interface. The system operator uses three "smart" color video display units and an alarm printer for hard copy records. Originally, it also monitored and controlled the conveyors from the bottom of the slope to the top of the raw coal silos, the preparation plant, the overland conveyors, the main mine ventilation fan, and the hoist. Some of these features, though, were later transferred to the mine system.

My qualification to speak on the globalization of the the mining industry comes from having worked in the industry in Europe, North and South America, Africa and Australasia in positions ranging from exploration geologist to chief executive. For about a third of my career I have lived and worked in the Southern Hemisphere. And for much of the rest of my career I have been involved in or responsible for activities in the Southern Hemisphere. This has given me the opportunity to experience globalization from the sharp end, as it were. This means speaking English with an Australian accent, Spanish with a Chilean accent, French with a West African accent and Dutch with an English accent. My topic is globalization, especially of the mining industry from a Southern Hemisphere perspective and specifically the experience and history of Gencor in that context. First, I will say a little about what globalization means to the southern part of the world: How and why the South differs from the North and how the challenge of globalization affects a south-based company differently than a northern one. I will also detail how Gencor has made significant progress in globalizing through the acquisition of mining assets from Shell. As Fig. 1 shows, I have divided up the world into northern and southern components, rather than hemispheres. The southern world comprises mainly countries that have emerged from the status of economic - if not political - colonies of nations such as England, Spain, Portugal, France, the Netherlands and, surprisingly, Italy and Germany. I have not considered the Indochinese and Arabian peninsulas in my southern world. The emergence of the. former is still in its early stages while the latter is clearly a part of the northern economic system. Large parts of Africa and South America are geometrically in the Northern Hemisphere but economically in the southern world. The reverse is the case for the IndoPersian peninsula. With the distinguished exception of Australia and South Africa, most of these countries nationalized their mining industries and mineral patrimony after attaining political independence. A major element of the globalization of the mining industry is related to the privatization of the mining industry in these countries and to the opening up of their min¬eral patrimony to non-national exploitation. The Southern Hemisphere is the watery part of the world. It is almost three quarters ocean as against a slight preponderance of land in the north. Economically, ocean areas have only a fraction of the productivity of land, except in a few oil-rich areas like the Gulf of Mexico and the North Sea. The consequence is that even on an economically level playing field we would expect the south to generate only about one third of the world's economic product.

The population of the Rhondda underwent a spectacular rise as energy requirements increased in the mid-nineteenth century. The rapid expansion in the demand for coal transformed the population from a few hundred sheep farmers in the eighteenth century, into a thriving coal-based economy of some 168,000 inhabitants in 1924. Cochrane (1958) put forward the idea that the differential migration of more healthy men from the Rhondda Fach during the period since the peak of population in 1924, had resulted in a respiratorily-impaired residual population. This idea was used to explain the reduced survival of miners & ex-miners aged 55-64 years from this valley as compared with a similar group from Leigh in England. Using the proportional hazards regression model of Cox (1972), a comparison is presented of the exact twenty-year mortality of migrant and non-migrant miners & ex-miners and non-miners from the Rhondda Fach. The analysis makes allowance for the pattern of migration throughout the twenty-year period and adjusts for the confounding influence of variables such as age, occupation, and category of Simple Pneumoconiosis. The results indicate that contrary to expectation, any effect of migration upon mortality is manifest only at higher ages. Furthermore, for these men, the migrants have worse survival than the non-migrants. Also, contrary to expectation in the light of work by the British Coal Board (Soutar et al, 1982) there is no evidence of increased mortality amongst men with category I simple pneumoconiosis. INTRODUCTION [The Background] In September 1950, the Medical Research Council's Pneumoconiosis Research Unit at Penarth in South Wales initiated a study of lung disease in the smaller of the two Rhondda Valleys - the Rhondda Fach. At that time, the primary interest was in assessing the possible role of pulmonary tuberculosis in the aetiology of the serious (complicated) form of coal-workers' pneumoconiosis, i.e. Progressive Massive Fibrosis. The Rhondda Fach is situated in South Wales, some 25 km north-west of Cardiff. It is a narrow winding river valley about 12 km long, and approximately 1 km wide. The name means Little Rhondda; there is a corresponding Big Rhondda - the Rhondda Fawr. Together, these valleys make-up most of the Rhondda Municipal Borough. Following the initial survey in 1950-51, there have been several follow-up studies of this population. In addition, amongst numerous other investigations to unravel the aetiology of coal-workers' pneumoconiosis, Medical Research Council teams studied various other (sample) population groups, particularly in the industrial areas of the adjacent Aberdare Valley, and in Staveley and Leigh in England. The agricultural areas of the Vale of Glamorgan in South Wales, and Annandale in Scotland were also studied.

Industrial-mineral mining started early in the history of the State when salt was extensively mined for use in processing gold and silver ores, and borates were produced to meet most of the world's needs. After this start, industrial-mineral production grew slowly until World War II, mostly because of the remoteness of the State and the small population. Nevada now has a large and varied industrial-mineral industry. In 1983, 14 principal commodities were produced from 48 deposits; the total value of these materials was 168 million dollars. Nevada ranks first in domestic production of barite and magnesite; second in diatomite, gem stones, and lithium; third in fluorspar; and sixth in gypsum. Other materials produced are carbonate rocks, cement, clays, decorative and crushed stone, light- weight aggregate, perlite, pyritic soil additive, salt, sand and gravel, and silica. From 1978 through 1982 barite was the most important commodity; in 1983 diatomite surpassed barite in value of production. Most of the Nevada production consists of high-value commodities that are consumed out of the State. Approximately 430 significant deposits with 20 principal commodities are present in Nevada. This abundance can be attributed to the numerous and diverse geologic processes that have been operative. Seven major modes of origin have been identified: hydrothermal activity, sedimentation, combined hydrothermal activity-sedimentation, evaporative precipitation, brine formation, extrusion of igneous rocks, and alteration by ground water. The hydrothermal type accounted for 39 percent of the deposits, the combined hydrothermal-sedimentary type for 28 percent, and the sedimentary type for 13 percent. Nevada diatomite production is about 200,000 short tons/year valued at 30 million dollars. In 1984 three companies operated in Nevada producing diatomite from six open pits and processing it at four plants - one plant producing filter-grade materials and the others adsorbents and fillers. The diatomite occurs in about 60 areas, almost all in the western one-third of the State. The diatomites were deposited in long-lasting, fresh-water lakes in topographically closed valleys formed by basin-and-range faulting. About 85 percent of the barite mined in the United States is produced in Nevada. In 1981 the high point of production,-2.5 million short tons of bedded barite was produced from about 30 open-pit mines. About 120 significant bedded-barite deposits are known in Nevada; 38 of these have had past production of more than 25,000 short tons. The deposits are associated with marine siliceous rocks of Cambrian through Devonian age and occur in a zone about 300 miles long and 60 miles wide. Abundant evidence supports the theory that the bedded barite is of exhalative sedimentary origin.
