This review summarizes three sets of ongoing studies which we are performing in collaboration with a number of researchers associated with the Dept. of Interior - Generic Mineral Technology Center for the Study of Respirable Dusts, concerning surfactant-particle interactions studied using this surrogate surfactant. These topics are: (A) the suppression of mineral particle cytotoxic potential by DPL adsorption and the persistence of this effect under conditions of enzymatic digestion; (B) surfactant suppression of organic particle cytotoxicity by DPL adsorption and the effect on subsequent expression of genotoxic potential; (C) potential effects of surfactant on heterogeneous structured complex respirable particles. The references list some of our reports which can provide additional information on these studies. Further, those reports provide references to the literature of the field and to the works of others on these topics. Deep lung airspaces, the pulmonary alveoli and respiratory bronchioles, are coated with a hypophase which is rich in surfactant biomolecules secreted by the alveolar type II epithelial cells. The surfactant is known to be critical to maintaining stable low surface tensions on the inner surfaces of the alveoli by forming a surfactant layer on the airliquid interface of the alveolar hypophase. Upon deposition in the acinar regions of the lung a respired particle's initial contact will be with this surfactant coating over pulmonary tissue. A primary component of this surfactant is the phospholipid diacyl glycerophosphorylcholine, commonly called lecithin. A surface layer of dipalmitoly lecithin on saline will act much as full pulmonary surfactant in decreasing surface tension and producing a hysteresis in surface tension behavior with surface area. We have used dipalmitoyl glycerophosphorylcholine, or dipalmitoyl lecithin (DPL), a major component of that surfactant, dispersed in physiologic saline as a surrogate for studying interactions of both mineral and organic respirable particles with pulmonary surfactant and consequent effects on particle toxic behavior. A. DUST CYTOTOXICITY AND LECITHIN SURFACTANT ADSORPTION Respirable quartz and kaolin clay particles are found to be comparably cytotoxic in a number of in vitro bioassays including lavaged rat pulmonary macrophage release of cytosolic and lysosomal enzymes, and red blood cell hemolysis as a measure of dust membranolytic potential. These direct and prompt cytotoxic activities do not account for the distinctly greater potential for quartz to induce pulmonary disease. When respirable quartz and kaolin are incubated with a dispersion of DPL in saline at 37C it is found that the prompt cytotoxicity of both dusts is fully suppressed as measured in vitro by pulmonary macrophage release of lactate dehydrogenase, beta-N-

After location and verification of exploitable mineral resources, mineral development re- quires capital goods, labor, and energy to extract the deposit. In addition, a growing social awareness of the need for a healthy environment re- quires inclusion of environmental burdens to the total costs incurred. This is because mineral development is detrimental to the environment in a number of ways. All mining .operations involve the separation of valuable minerals from the surrounding waste rock, which in turn re- quires permanent disposal of unwanted or un- used materials. Mine overburden, wastes, and tailings are often transferred to peripheral areas where they remain as unsightly features in the natural landscape. Some mine spoils contain harmful or contaminating substances as heavy metal salts or acid forming materials which subsequently are released to the environment. Many types of mining operations handle significant quantities of water during extraction or beneficiation processes. When discharged, the quality of such water often is unsuitable for residential, agricultural, or recreational use. Since mining activity disturbs the natural vegetation in the project area, water may be allowed to transport soil materials into streams, causing erosion and siltation. In particular, surface mining operations disturb the top layers of soils, resulting in losses of productivity for long periods of time. Excavation, transportation, and further processing of large volumes of both ores and waste materials generate substantial quantities of particulate and gaseous emissions, some of which contain metal dusts or compounds of sulfur. Such fugitive and point source emissions can be transported beyond the confines of mineral operations to cause annoyance and damage at more distant locations. Environmental degredation or pollution can be viewed as the alteration of the environment by man through the introduction of materials which represent potential or real hazards to hu- man health, disruption to living resources and ecological systems, impairment to structures or amenity, or interference with socially desired uses of the environment. The significance of environmental degradation is reflected in its effects on a range of receptors, including humans as well as the resources and ecological systems upon which we depend. Pollution also is judged in the social context of damage to environmental structures and amenities. The demand for restoration and maintenance of environmental quality presents the mineral industry with a challenge to successfully man- age discharges and returns to the environment in order to avoid undesirable and harmful consequences. INTRODUCTION The continuous mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners which were designed for increased productivity have also increased the concentration of respirable dust in mines. Inhalation of this respirable dust by miners causes the Coal Worker's Pneumoconiosis (CWP). Concern for CWP increased in the United States following a 1963-65 survey that showed definite x-ray evidence of CWP in 9.8 percent of working miners and in 18.2 percent of nonworking miners in the Appalachian bituminous coal region (Breslin and Niewiadomski, 1982). One of the major objectives of the Federal Coal Mine Health and Safety Act of 1969 was the prevention of CUP. This law initially limited the daily average exposure of coal miners to 3 mg/m3 of respirable dust. However, following the results of a probabilistic model developed by Jacobsen, et. al. in 1971, the limit was reduced to a mass concentration of 2 mg/m3 unless quartz content exceeds 5 percent, a rare occurrence in mines. Based on x-ray categorization prior to death it is believed that the mass concentration in the respirable fraction is a parameter of primary interest for hygenic evaluation of dust exposure. Elorgan, Burgess and Jacobson (1973) suggested that the quantity of inhaled dust, although influential is not the only aspect of exposure which is significant in producing CWP. Miners working in higher rank coal (anthracite) mines are more susceptible to CWP (Morgan, Burgess and Jacobson, 1973). This also confirms the findings of the British (Bennett, Dick and Kaplan, 1979 and Hurley, et. al., 1979) and Germany (Reisner and Rubock, 1977). Based on the cy to toxicological evidence Reisner and Rubock (1979) suggested that when coal properties are similar, increasing quartz and mineral content increases toxicity. David, Ottery and Le ?oux (1975) examined that as the severity of the CWP increased the retention of the coal dust content in the pulmonary region remained the same, while that of quartz content increased significantly . Leiteritz, Baur and Bruckman (1971) studied the various components of coal dust and showed that coal particles comprised a smaller fraction of the mass of fine dust than did particles , of quartz and minerals. It is ironic that quartz and mineral matter both comprise smaller fractions of the higher rank coal dust (Dodgson, et. al., 1971 and Dwiggins, 1981). INTRODUCTION My first major involvement on a rock mine slope stability project was in 1966 after I had become a principal of Golder Brawner & Associates in Vancouver, Canada. I received a request from Kennecott to evaluate two serious rock slope failures adjacent to the concentrator on their British Columbia molybdenum property near Alice Arm, BC, which was under construction. A rock slope up to 200 ft* high had been excavated at a design angle of 700. The inspection indicated that several large blocks of about 1000 cu yd each had failed on steeply inclined joint surfaces. Stability was reduced by extensive seepage caused by heavy rainfall. In addition, considerable overbreak had occurred, indicating excessive blasting had been used to excavate the slope. A program was developed to rock bolt potentially unstable blocks that could slide on dipping discontinuities. Some rock was scaled back to the inclined joints, and drain holes were drilled to reduce water pressures. The project was completed successfully and within reasonable economics. As a result of this success, enquiries were received regarding other mining projects. This indicated the potential demand for rock slope engineering. As a result, I took one month off to meet and discuss rock mechanics and slope stability with various people internationally. These included D. Coates in Canada, E. Hoek in England, K. John and L. Mueller in Germany, M. Rocha in Portugal, and the US Bureau of Mines in Denver, CO. Early misconceptions Based on involvement in projects during the next few years, it was concluded that there were a considerable number of misconceptions that existed among some geologists and mining engineers dealing with surface rock mechanics. Some of these included: • Water is a lubricant. This is incorrect. Water reduces the shear strength along discontinuities due to buoyancy, which reduces frictional strength. It also reduces the cohesion of clayey-type rocks. • The optimum pit slope angle in rock is 45°. The optimum slope angle for safety and economics is variable and is influenced particularly by structural geology, water pressures, mine blasting practices, and the depth and degree of weathering. • The flattest angle for slope stability is dictated by the angle of repose of broken rock, about 370. Where clayey-type rocks or clayey infill in discontinuities exists, failure can occur at much flatter angles, requiring flatter slopes or artificial stabilization. • Uniaxial and triaxial tests provide the necessary shear strength parameters to design rock slopes. Most failures in rock slopes are controlled by directional discontinuities. Therefore, the direct shear test is the correct test to evaluate strength parameters for most problems.

INTRODUCTION The theory of mineral demand often is slighted in the study of mineral economics. The supply side of the mineral industries usually commands a great deal more attention and effort by mineral economists than the demand side does because the study of mineral supply includes topics such as exploration, resource availability, and exhaustion theory that are generally considered unique to the mineral industries. Mineral demand, on the other hand, is thought of as being more general in nature and therefore of less concern to mineral industries specialists since it is similar to the demand for other inputs of production. This similarity with other inputs of production, however, does not negate the importance of a thorough understanding of mineral demand. It is the interaction of supply and demand that determines market behavior and not supply alone. Mineral demand is a key component among the factors that influence mineral production; there- fore, a good understanding of mineral demand can give one better insights into the industry behavior and trends than one would otherwise have. A strong working knowledge of the demand side of the mineral industries is a powerful tool for analyzing and predicting mineral market behavior. The material presented in this chapter does not depend on any special background in economics and should be accessible to all interested readers. The chapter is organized so as to permit an orderly progression of the basic topics of the theory of mineral demand while allowing digressions on related issues of special interest. The first section of the chapter is on the determinates of mineral demand. The discussion be- gins with the introduction of consumer demand and some of the necessary terminology of economics and proceeds to the particular case of the derived demand for an input of production such as minerals and the characteristics of such demand. The second section of the chapter is on the response of mineral demand to changes in economic variables like price and aggregate income. This second section of the chapter be- gins with a general presentation of elasticity of demand and continues with the particular case of the price responsiveness of mineral demand and its nature in the short and long-runs. A brief look at the response of mineral demand to price changes for other products is also included. The chapter concludes with a discussion on the effect of aggregate income changes on mineral demand and its nature in the short and long-runs.

THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. In these cases the contractor often makes a claim for extra compensation based on the difference between the actual rock encountered

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. Of the 155 developing countries in the world, approximately half produce minerals other than common building materials, and only 32 account for more than five percent of world pro-

Zeolites are crystalline, hydrated aluminosilicates of the alkali and alkaline-earth metals. Their crystalline framework is based on a three dimensional network of SiO4 tetrahedra with all four oxygens shared by adjacent tetrahedra. The alkali and alkaline-earth cations are loosely bound within this framework structure and may be exchanged, to varying degrees, with other cations or molecular water. Most zeolites can be reversibly dehydrated. At present, close to 40 natural zeolite minerals have been identified and over 100 zeolites have been synthesized. Zeolites are a family of hydrous aluminosilicate minerals whose physical properties provide unique features for a wide variety of practical applications. Zeolites have been known for more than 200 years, but it was not until the middle of this century that their economic potential and widespread occurrence in sedimentary rocks were known. Since 1950, literally thousands of articles and patents have appeared in technical literature, and commercial pro¬duction of natural zeolites may now exceed 1 Mt worldwide an¬nually. In the past 40 years, the zeolite mineral group has changed from that of a museum curiosity to one of an established industrial mineral commodity. According to Breck (1974), zeolites are characterized by the following properties: 1) High degree of hydration, 2) Low density and large void volume when dehydrated, 3) Stability of the crystal structure of many zeolites when dehydrated, 4) Cation exchange properties, 5) Uniform molecular-sized channels in the dehydrated crys¬tals, 6) Ability to adsorb gases and vapors, 7) Catalytic properties. All zeolites are molecular sieves, but not all molecular sieves are zeolites. Activated carbon, activated clays, alumina powder, and silica gels are also molecular sieves. Molecular sieves are materials that can selectively adsorb molecules on the basis of their size, shape, or electrical charge (Clifton, 1987). Commercial application of zeolites is based on the following physical properties: molecular sieving, ion exchange, adsorption, and catalysis. Potential commercial utilization includes hundreds of possible applications. The principal uses at this time, however, are as fol¬lows: -Ammonium-ion removal in waste stream treatment, sewage treat¬ment, pet litter, and aquaculture, -Odor control, -Heavy metal ion removal from nuclear, mine and industrial wastes, -Agricultural use, such as soil conditioner and animal feed supplement. An estimated 800 kt to 1 Mt of natural zeolites were produced and consumed worldwide in 1991. Eight small operators reported collective production and consumption of an estimated 18 kt of natural zeolites in the United States during 1991, mostly for feed additives and for odor control, aquacultural, agricultural, catalytic, and ion exchange applications (Eyde, 1992).

"In underground metal/nonmetal mines, repeated short-term exposure to high levels of airborne contaminants can become a serious health issue. Currently there are no common mechanisms to control or mitigate these localized short-term high exposures to contaminants. To improve miners’ health and safety, the National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SMRD) is developing a Smart Monitoring and Control (SMAC) system for real-time monitoring of mine air quality, with integrated countermeasures to reduce these high concentrations of airborne contaminants in localized sections of mines. To develop and test a SMAC system that could be implemented in an underground mine, researchers at SMRD built a test apparatus incorporating a fan, louver, ducting, and sensors combined with atmospheric monitoring and control software. This system will institute effective countermeasures to reduce contaminant levels, improving miner safety and health. INTRODUCTION Underground metal/nonmetal mines continue to expand production by employing large equipment in greater numbers and by mining into hotter and more challenging environments which are typically further away from fresh air sources. This challenges the ventilation system to provide adequate quantities of fresh air to the workplace and increases the potential for air contamination that could result in immediate and long-term health and safety issues to miners. Currently, airflow and contaminant concentration in mines are typically based on full-shift sampling which may not identify repeated short-term exposures to high levels of airborne contaminants such as NO2, CO, diesel particulate matter (DPM), and dust with high silica contents. Repeated short-term exposure to these high levels of airborne contaminants over long periods can lead to serious health issues which are documented in several studies [1-3]. Based on data from ventilation surveys and contaminant measurements, mines often attempt to minimize exposures by sending more fresh air to the working areas where contaminant concentrations are found to be high. Real-time monitoring and control allows mines the option to monitor contaminants and implement controls in real-time. Real-time monitoring and control of the underground mine atmosphere has been a subject of research since its beginning in Finland at Outokumpu’s Pyhäsalmi Mine in 1969 [4]. More recently, the real-time monitoring and control problem has been addressed using ventilation on demand (VOD) systems [5, 6]. A VOD system attempts to deal with this issue on a global level by controlling fans, louvers, and doors to increase airflow to active work areas and reduce contamination. However, a VOD system only controls the distribution of airflow and may not be helpful in mines where the airflow is at maximum capacity. Researchers at SMRD are developing a SMAC system for real-time monitoring of mine air quality with an integrated ability to trigger countermeasures to reduce high concentrations of airborne contaminants in localized sections of mines. The SMAC system will be designed, tested, and refined in the laboratory environment before being demonstrated in an underground mine. This system will not only try to minimize the gaseous contaminants by regulating the airflow locally, but will also potentially employ a filtration system to reduce the airborne contaminants in case the maximum airflow capacity is reached. This paper presents development of the test apparatus for the SMAC system."

The key to productive computer usage is system software integration with full compatibility among individual components. The majority of software developers in our industry are still in the process of perfecting individual components. As a result, exchange and validation of data between disciplines becomes an arduous process. We at Morrison Knudsen Engineers, Inc. (MKE) have integrated an entire system, allowing exploration, geology, modeling, mine planning, and operation modules to work as a single, complete system with direct exchange and validation of data. The importance of integration to both developers and users of today's mining soft- ware is becoming increasingly apparent as we, an industry, move toward growth and enhancement of the technology of ore reserve acquisition, evaluation, and management. It is also important to understand the present state of integration and where it is leading US. Not long ago, another industry passed through the same stages we are now setting up for the mining industry. The stereo industry began with a few individual components, the record player, tape recorder, and radio. People were able to play records, listen to the radio and record conversations and music only through microphones on their tape recorders. Soon, one enterprising individual discovered he could tape sound directly from the radio or record player by capturing audio output from the speaker wires. Interfaces and patch cords were developed, providing a means to transfer audio information between components with not only little loss of sound quality, but also the elimination of back- ground noise. The industry took another step forward with the introduction of "integrated" stereo, where the components were packaged in one cabinet with shared resources. This reduced overall cost which paved the way for better quality. Today's stereos are now so well integrated that many of the components share data and resources from the same manufacturer, designed to work together for almost perfect data transfer between any of the components. The result is better sound, convenience, and reduced cost. This is the ultimate goal for integration. Any system development passes through these same steps on the road to total interaction. Initially, the components are designed, tested, and marketed individually, often by separate companies. As the users become familiar with the components, the need arises for an automatic interface between the components. This is necessary to cut down on error during data transfer and to eliminate the redundant work required to enter results from one component into the next component in the system. As a result, interfaces must then be developed to aid in this data transfer. After data transfer is accomplished, the next step is resource sharing. Resource sharing is careful design and engineering by either cooperative, individual manufacturers or one firm taking on the task to produce a single package product. Design and resource sharing leads to lower overall cost, while still providing component capability with options to grow as the user grows. The mining software industry has been working to develop some very high quality component software and has indeed accomplished this task in every aspect of the mining industry. However, realizing the importance of integration, some companies with limited individual resources have started working together to interface their individual components. Other firms have undertaken the project of developing complete, integrated systems.

Introduction Pure alunite (KAl3 (SO4 )3 (OH)6 ) contains 37% A1203. In the alunite ore found on Milos Island, Greece, opal is the principal gangue while some aluminum, iron, and titanium oxides are also present. Processing of alunite ore leads to the recovery of potassium sulfate, alusil (alumina-silica mixture), and sulfur dioxide. An interesting process has been developed in Greece (Svoronos, 1977) consisting mainly of roasting the alunite ore mixed with KCl to disrupt the mineral lattice in preparation for separating its components. The thermal decomposition of alunite at approximately 600°C occurs by the reaction: KAl3 (SO4)3 (OH)6 + nSiO2 + 6KC1 - 4 K2SO4 + 3 A1203 . nSiO2 + 6 HCl + 3H20 According to the process pure alunite mixed with 543 kg KCl, 840 kg K2SO4, 370 kg alusil, 264 kg HCl, and 65 kg H2O are produced. The roasted calcine is leached in hot water. The potassium sulfate leach slurry is then thickened and washed to obtain a solid residue (alusil) plus a solution rich in potassium sulfate. Assuming the alunite ore feed consists of 50% to 60% alunite, the solid residue might consist of approximately 22% to 27% A1203, silica, iron, and titanium oxides. This leach residue could be digested in a hot sodium hydroxide solution to dissolve alumina. An amount of the alumina (approximately 10%) would not dissolve. In addition, part of the silica would dissolve requiring removal from the solution in a subsequent desilication operation. The same leach residue could be attacked by mineral acids such as a diluted hydrochloric acid to extract aluminum chloride (Sawyer et al., 1983). Alumina and aluminum are presently produced from bauxite of which Greece has important reserves. If this aluminous material (alusil) could be beneficiated by any physical process, then it would be considered as a raw material for the production of fire-clay refractories instead of an alternate source of alumina. Experimental procedure Extensive laboratory work (mineralogical and chemical analyses) indicates that alusil is a mixture of liberated (mostly) alumina and silica particles, not a natural silicate mineral. Table 1 shows the chemical assays of two alusil samples that were obtained from a roasted alunite ore leaching pilot plant. The samples used for the experiments were a very fine alusil powder (K80 = 400 mesh, 38 µm). These were pulped in tap water. Desliming of the pulp before each flotation test was ineffective. Flotation tests were performed in a 2000 ml Denver cell. A standard 500-g sample was first conditioned at a pulp density 50% solids for 5 min with hydrofluoric (HF) acid solution (40%). The temperature of the conditioned pulp was measured and kept nearly constant at 50°C. The pH of the conditioned pulp was also regulated to 2.5-3 with HF solution. They have no choice, because the dynamic and competitive nature of the mineral business dictates that survival and/or prosperity of the company depends on being a low cost producer. Progressive mineral companies realize that market downturns will occur, and they must continuously strive for lower unit production costs rather than be satisfied with the status quo. Mineral companies generally tend to reduce costs during market downturns. This short-term solution is achieved by high grading of ores, and cut-backs In waste stripping, exploration, and capital expenditures.(1) However, to remain a low-cost producer in the long term, companies must enhance revenue and reduce cost simultaneously. This Involves continuous evaluation of technologies and reagents, periodic audits to locate revenue losses; and gathering and analyzing statistical plant data to clearly understand the Impact of process variables on efficiency. Mineral companies are caught in a Catch-22. They need resources to accomplish the objectives outlined above. Most mill stuffs have been cut to the minimum level necessary to maintain production. FLOTATION SYSTEM The flotation process is the most widely wed concentration process In the world today. The number of variables that can affect the flotation results Is very large, maybe over 100. These variables can be divided Into three main groups: (2) (1) ore and mineral properties; (2) reagent treatment; and (3) flotation machine characteristics. Some of these variables can be controlled while others have to be accepted. Recently, Investigators (3,4) have attempted to describe the flotation process as an engineering system which includes chemistry, equipment and operating variables. Though some of the variables are Independent, most are co-dependent. thus making it difficult to develop simple cause and effect relationships. For example, it is easy to understand the effect of reagent change on recovery and grade In the rougher circuit, but very difficult to quantify Its impact on filtration downstream. Plant audits on a periodic basis are necessary to develop an understanding of the Interactive nature of the system. Auditing provides comparisons of plant operating performance before and after variable changes. OVERVIEW OF PLANT AUDITING An audit Is a formal, thorough and periodic examination of a system. There are various types of audits (i.e., geological, environmental, metallurgical. economic, etc.), and each serves a different purpose. (5) The discussion here is related to plant and/or metallurgical audits. Neale and Flintoff note that two key factors governing changes In an operation are: (1) the opportunity must be recognized; and (2) the justification for change must exist. (6) Both factors emphasize the critical role of successful plant auditing. Without plant audits. many opportunities for improvement must go unrecognized. On the other hand, when a situation ripe for improvement Is recognized. the hard data from a plant audit can reveal the expected impact of an operating change.

Introduction Though temporarily shutdown due to the depressed economy, the Henderson mine is a large underground molybdenite producer, using a continuous panel-caving mining system. The location of the ore body requires access from the surface through three shafts, the collars of which are located about 3.15 km (10,350 ft) above sea level. At this altitude, normal temperatures are such that heat must be added to intake-ventilation air for about half of each year. This prevents ice from building up in the intake shafts, waterlines from freezing underground, employee discomfort, and equipment-related problems such as pneumatic rock drill icing and cold starting of diesel engines. Because of topographic and environmental constraints, the Henderson mill and concentrator are located 24 km (15 miles) from the mine, on the west side of the Continental Divide. All ore from the mine is transported to the mill by an electrified rail haulage system, with 15.4 km (9.6 miles) of the trip being underground through a double-track tunnel. A shaft at the midpoint of the tunnel exhausts air drawn from the mine and from the portal that is at an elevation of 2.7 km (8,950 ft). Intake air at the portal must be heated for part of the year to prevent ice buildup. Mine Ventilation System The mine ventilation system uses three sources of fresh air and two exhausts. The primary freshair intake is No. 3 shaft. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 698 m (2,291 ft). An airflow of 755 m3/s (1.6 mil¬lion cfm) is supplied to this shaft by two vane-axial 932-kW (1,250-hp) fans on the surface. The air is distributed within the mine by means of fresh-air distribution levels connected to production and development levels by raises. A secondary source of fresh air to the mine is provided by No. 2 shaft, the primary man and material access. This shaft is concrete lined to a diameter of 8.5 m (28 ft) for a total depth of 946 m (3,105 ft). Downcast airflow is induced by a pressure differential produced by the fans in the system such that net intake and exhaust volumes are equal. The No. 2 shaft flow of 165 m3/s (350,000 cfm) enters the mine network from the production and haulage levels. Exhaust air is moved from the various working levels through connecting raises to exhaust col¬lection levels that return it to No. 1 shaft. No. 1 shaft is the primary mine exhaust. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 788 m (2,584 ft). Three vane-axial 932-kW (1,250-hp) exhaust fans are located at the collar of No. 1 shaft, producing a flow of 850 m3/s (1.8 million cfm). In addition, an airflow of 71 m3/s (150,000 cfm) from the intake distribution level is exhausted via the haulage tunnel, by means of No. 4 shaft located midway in the tunnel. The main features of the mine ventilation network are summarized in Fig. 1. INTRODUCTION Coal mine entry intersections are high-risk areas for roof falls due to inherently wide roof spans, excessive stress, and variable intersection shapes resulting from breakthrough misalignments. Statistics from underground coal mines reveal that a high percentage of injuries occurs from roof and rib falls in entry intersections (Peng, 1980). The U.S. Department of the Interior, Bureau of Mines, is conducting a field research project to investigate failure modes surrounding underground coal mine entry intersections. The research objectives are to (1) develop a method to determine failure modes and stress-displacement relations around coal mine intersections and (2) develop engineering guidelines and empirical relationships for use in designing safer coal mine entry intersections. The basic approach to achieve the objectives is to instrument and monitor intersections before, during, and after intersection development in order to determine contributing parameters, such as in situ stresses, stress changes, strata movement, geology, physical properties, and mining sequence, that may influence the short- and long-term stability of the intersection and adjacent entries. This paper describes a rock mechanics instrumentation program, data analyses, and a comparison of two case studies conducted at two underground mines, designated as "A" and "B", in the Illinois Coal Basin. The instrumentation plans and data collected during development and long-term monitoring of four-way intersections and adjoining entries are presented. Data analyses of pre- and post-mining roof stress, pillar loading, strata movement, roof bolt loading, and geologic features are included. INTERSECTION FAILURE MECHANISM The region surrounding an entry intersection is characterized by different failure criteria than the region surrounding a single entry. Stresses induced during intersection development may result in a high incidence of roof and rib failures. Various numerical modeling techniques have been used to evaluate the failure modes surrounding intersections (Gercek, 1982; Chugh et al., 1975). Numerical modeling techniques include problems associated with the analysis of post-failure behavior, provision for different horizontal stresses (i.e., 01 f 021, and determination of inputs required for any non-elastic behavior. It seems likely that more sophisticated failure criteria, based on actual field data, are needed. The Bureau of Mines has conducted an extensive instrumentation program to investigate actual intersection failure mechanisms and to provide an improved understanding of stresses and deflections using beam and plate theories. Beam theory is not applicable to analyzing intersections (Wright et al., 1964); however, it can be used to explain roof deflection and failure (shear and flexure) of adjacent entries and to provide an improved understanding of stress changes and displacements as the entries, crosscuts, and intersection are developed (Hanna et al., 1985). Beam theory may be used for entries when the roof length is twice the width. When the length is less than twice the width (as in intersections), the roof must be analyzed as a three-dimensional problem, and stress and deflection calculations are based on flat plate theory (Adler and Sun, 1976). The confined-core theory (Wilson, 1972) hypothesizes that within a typical pillar, two regions exist: a confined-core region where the horizontal confining pressure is uniform and approximately equal to the overburden pressure, and a yield zone where the vertical pressure increases from nearly zero at the rib to a pressure peak at the boundary of the yield zone. The strength of coal in the yield zone ranges from nearly zero at the rib to nearly full strength at the confined core.
