A series of diesel fuel fire experiments were conducted in the Pittsburgh Research Center's Safety Research Coal Mine (SRCM) to determine products-of combustion (POC) spread rates along a single entry under zero imposed airflow conditions. Six experiments with an average fire intensity of 330 kW and three experiments with an average fire intensity of 30 kW were con- ducted in a 180 m long entry which had an average 2 m height and 4 m width. POC spread rates were measured by the response time of diffusion type CO detectors, positioned at 30 m intervals, to CO concentrations 5 ppm above ambient. For the 330 kW fires, average POC spread rates of 0.22, 0.1 3, and 0.06 m/s were determined at 30, 60, and 90 m distances from the fire. For the 30 kW fires these average spread rates were reduced to 0.08, 0.04, and 0.04 m/s. The measured maximum roof layer temperature 30 m from two of the 330 kW fire was 30 and 36"C, which is less than the 57°C alarm point of a typical mine thermal sensor. It was determined that smoke detectors can be more effective for mine fire detection than CO detectors. The experimentally determined POC spread rates can be used to provide guidance for specification of sensor spacing to improve early fire detection at zero or very low air flows.

Short-hole horizontal degasification systems have been utilized in Island Creek's Virginia Division mines since 1986. These systems remove methane from the coal seam in advance of longwall mining. Without an in-seam methane drainage program, methane liberation rates from the longwall faces may exceed 0.47 cu m/s (1,000 cfrn), requiring 47 cu m/s (100,000 cfm) of air for adequate dilution capability. Optimization of the degas systems has enabled methane liberation levels and the associated ventilation requirements on the longwall faces to be reduced by 50 to 80 percent. Since the inception of the first degas system at the Virginia Pocahontas No. 6 Mine, Island Creek has developed an overall methane drainage program designed to maximize gas production and minimize ventilation requirements for methane dilution. Gas production from the degas systems is affected by four main design criteria: (1) hole location, (2) hole length and spacing, (3) collection system capacity, and (4) time available for drainage. Drilling equipment and materials for the gas collection system are selected to meet the necessary criteria while minimizing manpower requirements. Benefits gained from reducing methane liberation rates from the longwall faces are fourfold: (1) improved safety due to lower methane concentrations in the face area, (2) fewer production delays caused by excessive methane concentrations, (3) lower fan operating costs resulting from reduced air requirements, and (4) enhanced worker comfort resulting from lower air velocities and less dust generation.

Cost-effective underground mine configurations have been designed in highly fractured rock masses where the stone possesses a high material strength. A limestone mine in the eastern United States is used to demonstrate procedures for the geotechnical design of one such operation. The mine discussed is located in both limbs and the axis of a recumbent fold that fractured the rock mass. In a highly fractured rock mass, where the host rock has high strength, a design can be developed to alleviate intact rock failure. This is possible because in most cases as the stress levels needed for intact failures are approached, the stresses are quickly dissipated due to movement along discontinuities, which represent planes of weakness. As a result most underground failures in highly fractured rock are due to sliding or toppling. Even when intact rock fails in a highly fractured rock mass, it is the movement along an existing joint or other weakness plane that often initiates or causes this failure. It is therefore important to obtain the characteristics of weakness planes that are the discontinuities within the mass. The required information on weakness planes, geology, and strength of materials is discussed and recommendations for obtaining this information are presented. A discussion is provided on failure modes and the use of developed information for their evaluation. The impact on geotechnical design is demonstrated through pillar sizing procedures; however, this approach can also be applied to mine roof and pillar foundations.

An expert process operation advisor system can increase plant efficiency, even in a complex, natural environment where not all elements of the production process can be measured directly. This system, develaped and tested in a Frasch process sulphur mine, monitors key process variables with extended qualitative pattern processing and provides on-line advise to the operators of sulphur production wells. An expert system framework captured common sense rules generated from years of experience obtained in the operation of a sulphur well monitoring system. The existent operating procedures were enhanced by process analysis using a qualitative modeling approach which provided extended rules for on-line classification of a well operational status and an expert alarm system. The methodology for development and implementation of the process advisor is presented in this report. Qualitative process modeling, statistical process control and heuristics were incorpomted into the process advisor resulting in a more efficient use of heat, an extended well operational life and the resulting cost savings. The computer process advisor also allowed the operator to concentrate his attention on the weak wells or wells in trouble. A process management system improved plant operation by automatically storing well data into a commercial database for operator validation. The enhanced relational data base system provided valuable and timely information for planning and decision making. The synergistic combination of on-line process analysis tools, expert control systems and database technology is shown to facilitate the flow of materials, energy and infomation in a modern plant.

Mining activities have recently been taken place in Vourinos mountain, northern Greece, exploiting the so-called ?olivinite?. A representative sample was collected from this mining area. Mineralogical analysis was conducted using X-Ray powder Diffraction (XRD). A thin section was prepared and analyzed under optical microscope. X-Ray Fluorescence (XRF) was employed for the chemical analyses of major, mi-nor and trace elements. Environmental Scanning Electron Microscopy coupled with energy dispersive x-ray analysis system (ESEM-EDX) was also applied for the characterization of the sample. Forsterite (Mg-rich olivine) and enstatite (Mg-rich orthopyroxene) were the main mineral phases determined by XRD, with a 56% and 44% content respectively. Trace amounts of chromite spinels were also determined. Based on this characterization, the industrial rock proved to be a hartzburgite (a type of peridotite in petrological terms). Optical microscopy and ESEM-EDX provided similar observations and confirmed the above-mentioned results. XRF revealed a composition of 43.31 MgO, 44.25 SiO2, 9.98 Fe2O3, 1.40 CaO, 0.67 Al2O3, 0.22 MnO, 0.01 TiO2 and negligible amount of LOI (<0.1%). Trace elements with high concentrations were Cr (2678 ppm) and Ni (2044 ppm). The comprehensive characterization of this mining product suggested the suitability for various uses, such as refractories, foundry and slag conditioner. Additional experiments are being carried out for environmental applications, e.g. wastewater treatment.

A short course, held during the SME Annual Meeting in Phoenix, AZ in February, focused on software for surface and underground mine modeling. The objectives of the short course were to review techniques for surface and underground mine planning. Mine planning software vendors were invited to demonstrate how their software runs, given a standard data set. Six vendors of mining-specific software participated in the workshop. They were Exploration Computer Services (MINEX 3D), GEMCOM Services, Inc. (PC-MINE), KJRA Systems (VULCAN), Mine Development Associates (SURPAC), Micromine and MINEsoft (TECHBASE). Data set A data set was created to challenge the capabilities of each vendor&apos;s software. The criteria used for the data set selection were: • a minimum of 300 drill holes; • the data must include topography, drill hole survey, assay and formation contacts; • the deposit was multimetallic; and • there was the potential to be mined by surface and underground methods. The data set used was an actual, complex copper ore body with a small amount of gold. The ore body was close enough to the surface to be mined by surface techniques. Part of it, though, was also amenable to underground mining. To further complicate the problem, a river ran across the area of the ore body. This presented mine planners with the problem of either moving the river or mining around or below it. The ore body had not been mined, so no data was available for the tons and grade actually produced. Data for the mine planning problem was distributed to each vendor about two months before the short course. They had the opportunity to load the data into their systems, build an ore body model and perform preliminary work. During the first day of the workshop, the vendors received problems concerning the ore body. They went to work on their machines, attempting to show short course participants how their software could help solve the problem.

INTRODUCTION The report of the workshop on Alternate Energy Strategies estimated that the world&apos;s reserve of uranium oxide is about 700,000 tonnes. In order to extract these reserves, it is estimated that between 100 and 200 million tonnes of solid waste and of the order of 1 billion cubic meters of liquid waste will be generated. In addition, radium within tailing will continue to generate radon gas as it decays for many years after closure. Hence, the handling, storage and possible use of uranium mine waste is a matter which deserves serious consideration and planning. Since the properties of the waste will largely dictate the method of handling and storage or use of the waste, the properties of the waste should be determined, to the degree possible, prior to the design and subsequent operation of the mine. Uranium mine waste has both solid and fluid constituents. The solids include soil and rock removed during site preparation, similar material removed during development of the mine and uranium tailing generated by the mill. Soils can be stockpiled for reuse during reclamation or used as earth materials for construction of fills, roads, dams and soil linings. Rock can be stockpiled, used as mine backfill or can be used for earth construction in fills, roads and dams. The tailing is usually placed in a tailing storage area. The fluid constituents are both liquid and gaseous. The liquid waste is generally composed of the mill water; however, additional waste water can be generated by dewatering processes and diversion of surface runoff. The gaseous constituent of the uranium mine waste is radon generated by the radioactive decay of radium in the ore tailing. DEFINITION OF PROPERTIES The following presents a brief definition of some of the more important properties discussed later. The definitions are not intended to be comprehensive, but are useful as a basis for understanding.

"INTRODUCTION Tunneling and underground excavation is related to handling of uncertainties, risks associated with geological conditions are significant and ‘unexpected geological conditions’ often claimed. This fact was brought to the table long ago, and ITA (the International Tunnelling and Underground Space Association) published its 25 Recommendations on Contractual Sharing of Risks in 1988 (Ref. 1). This public-cation constitutes an important asset to the tunneling industry in terms of being a guideline for those working with contractual issues, even today almost 30 years after being published. A more recent document is the ITIG code of practice for risk management of tunnel works from 2015 (Ref. 9). Various countries or geographical regions have their own view and tradition on risk sharing and tunnel contracts. In Scandinavia unit rates contracts are most commonly used with bid-build model, it shares risk between owner and contractor, owner retains the risk for geological conditions while contractor carries risk for performance efficiency. Rock strengthening is determined assessing rock mass quality encountered at tunnel face. Grouting is applied to stem water. Actual quantities may differ from the contract’s BoQ but a flexible contract with remuneration is installed to enable adjustment of actual quantities. Variations of quantities involve a clause to adjust construction time. Unit price contracts deals with expected and foreseen still ‘unexpected geological conditions’, if the ‘unexpected’ element results in variations in quantities. Work activities have quantities and ‘standard capacities’ for regulation of construction time. Variations in quantities are expected in tunnelling and hardly deserve the term ‘unexpected’. If truly unforeseen geological features necessitate work not included in the BoQ, then the contract must be supplemented and can be said to be inappropriate. Fixed price contracts may not provide the intended predictable cost and is as such also inappropriate in the view of a risk sharing principle, once the geological baseline proves to be incorrect. ‘Adjustable fixed price’ contracts, combining unit rate and fixed price, may prove suitable."

Bacterial degasification of methane and conventional methane drainage for generation of power have become accepted practice. Comparative economies of both the techniques have been described. Authors have discussed an alternative technique, involving complete methane biocycle. The first stage of the entire process involves gasification of coal using a consortia of bacteria to generate methane. The generated methane has been proposed to be pumped,as in conventional methane drainage. Technique described is basically similar to underground coal gasification, with the difference that in place of coal combustion, degradation of coal to lower molecular weight compounds by one set of bacteria and then methanogenesis by methanogens, producing methane have been described. Brief account of communities of bacteria that may be employed have been dealt with. Three arguments in favour of proposed technology as an alternative to conventional coal mining are: 1.Total elimination of hazardous operation. 2.Availability of power plants based on methane drainage, assuring comparative economies. 3.Possibility of utilisation of fuel cell technology for power generation giving higher efficiency. All the three phases of complete blocycle viz (1) methane generation from coal (ii) conversion of methane to hydrogen and oxygen (iii) conversion of products so obtained to methane, thereby completing the cycle have been discussed. INTRODUCTION Drainage of methane by conventional pumping process (Boxho,et.al.,1980) not only is helpful in maintaining safe extraction of coal, but with utilisation of extracted gas for power generation, also helps in over all economy of coal mining. This is gradually becoming standard practice for mining of coal in highly gassy mines. An alternative technique (Thakur et. al., 1991) of bacterial degasification of coal seams is also gradually gaining ground. The bye products of this process that is carbondioxide and water, do not contribute towards economy of coal extraction process. However the technique has its own advantage particularly in goaf area for avoiding fire hazard and drainage of methane from coal seams prior to initiation of mining operation. Either of these techniques could be applied in specific situations with success.

INTRODUCTION Solid-liquid separation is an important and many times a critical step (or steps) in a mineral or coal processing plant. Some examples of typical critical separations are as follows: 1. Operating a seven to eight stage CCD thickening circuit to re¬cover almost all of the caustic and alumina trihydrate values in an alumina plant. This must be accomplished with highly scaling slurries, starting temperatures of over 100°C and operate on a closed circuit system. 2. Making a filter step operate to produce a proper moisture for the balling step so that the pellet furnace can produce a proper product. Bentonite addition must be minimized and a good quality filtrate must be maintained to prevent abrasion of the internal parts of the filter. 3. Operating a closed water system in a coal washing plant so that reclaimed water containing less than one percent suspended solids is produced for reuse to maintain beneficiation ef¬ficiency. Refuse solids must also be thickened so that they can be effectively dewatered to meet state disposal requirements. 4. Recovering phosphoric acid values from a slurry containing gypsum and other gangue solids at an elevated temperature. This must be done while minimizing wash water and maximizing P2O5 re¬covery while simultaneously minimizing scale problems. While solid-liquid separations are important to overall performance in the processing plant flowsheet, it is also a significant factor in plant costs. Capital and operating costs for all the solid-liquid separation steps (includ¬ing water reclamation for reuse) in such plants are probably between 10 and 20%. Energy consumption can also be important in these separations. For example, in the copper concentrator, it is the third largest category in energy consumption, after comminution and flotation. Obviously, solid-liquid separation steps in a plant demand proper atten¬tion in design in order to achieve both optimum performance and cost. Simultaneously, knowledge of funda¬mentals are important to improve results in existing plants.

Gravity concentration - the separation of minerals according to their relative density - is one of the oldest forms of mineral processing. Even though modern technology has developed a range of other processes, gravity concentration remains as one of the most important methods employed for mineral separation. The range of minerals recovered covers a wide spectrum, from andelusite to zircon, from coal to diamond, from gold to industrial mineral. The long history of gravity concen¬tration, along with a still imperfect understanding of the various mechanisms involved has resulted in a series of ingenious engineers developing, some¬times perfecting and sometimes rejecting, a wide range of equipment, suited for a variety of different duties. &apos;Selection&apos; in the context of gravity separation, is primarily the choice of the right type of equipment for the separation in hand; &apos;sizing&apos; of the correctly chosen unit is, more often than not, determining the appropriate number of units required to suit the throughput. The accent of this chapter will, therefore be &apos;selection&apos;. A brief description of the major types of gravity concentration equipment will follow a discussion of the factors which determine the selection of the correct unit. CLASSIFICATION OF GRAVITY CONCENTRATION EQUIPMENT All concentration equipment has a primary function and a secondary function. The primary function is the efficient separation of the constituent minerals into two or more discrete phases; the secondary function is to effectively cause the discharge of these discrete phases into separate compartments (Aplan 1975). For maximum efficiency of operation, the forces which effect the primary function should not also result in the secondary function occurring; in such cases optimum operating conditions required for the primary function, separation, may have to be compromised to ensure reasonably efficient operation of the secondary function, product discharge. With gravity concentration, the primary function is effected by the relative movement of minerals of different density in response to gravity and one or more other forces, the latter often including the

Despite the apparently unflattering term filler, this group of industrial materials has become an essential component of many industrial products with varying degrees of sophistication. Mineral fillers are, by definition, inert materials included in a composition for some useful purpose. Included in this broad category are asbestos, barite, bentonite, natural calcium carbonates (limestone), clays, diatomite, feldspar, micas, silica, talc, and other industrial minerals. Also included in this category are synthetic mineral- derived materials such as aluminum hydrate, precipitated calcium carbonate, and pyrogenic and precipitated silicas and silicates. Mineral fillers are included in compounds to accomplish a variety of final results. Inclusion of fillers modifies physical characteristics such as hardness, brittleness, impact strength, compressive strength, surface texture, fire resistance, softening point, and electrical conductivity. Depending upon the performance characteristics of the particular filler used and the quantity of the usage (i.e., percentage added), these materials can enhance the physical and optical properties, price-performance, and appearance of the finished products. These enhancements in properties of the finished compounds are the result of properties of the fillers including chemical activity, purity, hardness, particle size, particle shape, particle size distribution, surface structure, color, density, and refractive index. This chapter will review the general usage of fillers, the rationale for their use, trends, and economic factors influencing those trends. Major using industries will be examined in detail with extensive discussion of major fillers used in those industries. The reader is referred to the appropriate commodity chapter for specific information on deposits and processing for industrial minerals. All of these same filler materials have additional significant uses based on their chemical composition or other characteristics. Cross-references for these will be found in other use chapters and summarized in commodity chapters. The chart in Table 1, updated from the 5th edition of Industrial Minerals and Rocks, illustrates the major mineral fillers (both natural and synthetic) and their more important end uses.

11.1 INTRODUCTION This chapter outlines some of the selection and design considerations for leach pads and liners. Leach pads and liners are generally chosen to provide the required or desired levels of low permeability and foundation conditions at minimum cost. The selection and design of a particular liner depends upon its anticipated use and performance, and what materials may be available. A leach pad is the firm base for a heap. When geomembrane liners are used, the pad is the firm, compacted foundation upon which the liner is placed. In the case of a clay liner, the clay liner is usually also the pad. It is important to consider the design of a pad or liner in terms of a system. The "leach pad system" consists of the prepared foundation, bedding layer (if used), liner (s), seepage collection or detection layer (if used), and cover layer. Foundation preparation is necessary to ensure a stable base for the rest of the leach pad system. A bedding layer is used to protect a liner from being punctured by large angular fragments in the foundation material. A seepage collection or detection layer, consisting of well-drained material and (sometimes) pipes draining to a collection sump, is included when a double liner is used. A cover layer on top of the liner can serve the following purposes (van Zyl and Strachan, 1986): • Preventing of ultraviolet light exposure to sensitive geomembranes; • Limiting evaporation from compacted clay liners and thereby eliminating cracking of such liners; • More efficient collecting of leachate; and • Protecting the liner from damage during heap construction. Economic evaluations of alternative liners for a project must include the overall system. For example, a geomembrane liner may require different foundation preparation and cover material selection and placement than a clay liner. Liners can be made of compacted clay onsite, amended soil, or geomembranes. INTRODUCTION This chapter will discuss, both from fundamental and practical points of view, the flotation of non-sulfide min- eral s. The flotation characteristics of silicates, salt-type minerals, oxides and coal will be reviewed. Dup- lication of the thorough and excellent presentations by many authors is not intended and a comprehensive list of references is included. GENERAL PRINCIPLES Collectors for Non-Sulfide Minerals : All minerals, with only a few exceptions are readily wetted by water, that is, they are said to be hydrophilic. The purpose of a collector is to coat the mineral surface and render it hydrophobic, preferring an environment of air over an environment of water. Relative to sulphide minerals, the non- sulfides are more naturally hydrophilic and therefore, require a collector with a greater chain length. This is accomplished by using a collector which has a proportionally longer hydrocarbon chain. Both anionic and cationic flotation collectors are used in non- sulfide flotation. Anionic Collectors. These are collectors which ionize in solution to give a negatively charged radical. They have the general structure R-A, where R is a hydrocarbon having 8 or more carbon atoms and A is a hydrogen or an alkali metal. The most common collectors in this group are fatty acids which could have saturated or unsaturated hydrocarbon chains. Such chains may be straight or branched. The configuration of the chains affects their solubility in water and their adsorption characteristics. In general, as the chain length increases the adsorption and the collecting power increases. However, it should be noted that the solubility decreases. The solubility of unsaturated chains is greater than that of saturated fatty acids because double or triple bonds are polar and thus attract water molecules. Solubility data for collector metal salts, even though important for a proper understanding of flotation are not available for all collector systems. Solubilities and structures of different fatty acids are reported by Fuerstenau (1982). Values for the solubility products of fatty acid salts selected from a paper by Du Rietz (1958) are given in Table 1.

The Moab Uranium Mill Tailings Remedial Action (UMTRA) Project Site (Site) is a former uranium-ore processing facility near Moab, Utah, where production ended in 1984. The United States Department of Energy Office of Environmental Management (DOE-EM) is responsible for remediating the site to meet 40 Code of Federal Regulations (CFR) 192 standards promulgated by the United States Environmental Protection Agency under the authority of the Nuclear Regulatory Commission (NRC). Tailings from the former mill were stored in an unlined impoundment (tailings pile), totaling 16 million tons of waste material. Surface cleanup has been ongoing since 2009 and consists of removal and transport of tailings via rail to an off-site disposal facility in Crescent Junction, Utah, with an estimated completion date around 2029. Gravity-driven migration of tailings fluids and recharge through the tailings pile and former on-site ore storage areas in the northeastern part of the site led to contamination of site soil and groundwater. The primary contaminant of concern is ammonia, which was present in fluids used in the milling process (DOE 2003). Uranium is a contaminant of potential concern. An interim groundwater remedy is currently in place that utilizes a system of extraction and injection wells to limit discharge of contaminated groundwater into the nearby Colorado River. Exceedance of surface water standards for ammonia are a principal concern due to potential endangered species fish habitat areas along the Colorado River adjacent to the Site. When necessary, surface water diversion is used to lower surface water ammonia concentrations when suitable habitats develop for endangered young-of-year fish. Once surface cleanup concludes and the tailings pile is removed, a formal groundwater remedy must be selected and documented in a Groundwater Compliance Action Plan (GCAP). Under Title 1 of the Uranium Mill Tailings Radiation Control Act, natural flushing (i.e., monitored natural attenuation), may be selected as the groundwater remedy if it can be demonstrated that the remedy will achieve groundwater standards within 100 years. The 40 CFR 192 groundwater standard for uranium is 44 micrograms per liter (μg/L), and the target groundwater concentration of ammonia based on adverse effects on local fish species is 3 milligrams per liter (mg/L). A collaboration with Geosyntec Consultants, Inc. (Geosyntec), the Moab UMTRA Project team, the DOE Office of Legacy Management, the DOE-EM, and the Network of National Laboratories for Environmental Management and Stewardship was held in 2022 with the goal to generate actionable recommendations to develop a GCAP for the Site. The primary recommendation was development of a groundwater fate and transport model to predict the remedial timeframe under various groundwater remedies. This paper presents the results of soil and groundwater sampling, geochemical modelling, and laboratory column and batch reactor testing that will be used to parameterize a numerical model for estimating the remedial timeframe under various scenarios, including natural flushing.

Editor&apos;s Note: For purposes of uniformity throughout this book, Coal Preparation, 5th Edition, the editors have advocated the use of the U.S.A. Sieve Series of testing sieves (see Table 6-2) as the testing sieves of modem choice. The adoption and use of the U.S.A. Sieve Series and its forerunner, the Tyler Standard Screen Scale, has for over seventy-five years introduced uniformity into reports; has simplified the comparison of results; and has provided control for operation of modem coal preparation circuits. While a full explanation of the differences, and more importantly the similarities of these two measuring systems cannot be stated here, it is felt that a brief clarification of terms is in order. The difference between the U.S.A. Sieve Series and the Tyler Standard Screen Scale Sieve Series is the identification method. Tyler Screen Scale sieves are identified by mesh designation with the width of opening varying by the square root of two, or 1.414 times the width of opening in the previous sieve. The U.S.A. Sieves are identified by openings in millimeters or microns and also arbitrary numbers which do not necessarily mean the mesh count; this series uses width of opening variations in the order of approximately the ratio of the fourth root of two, or 1.189. Tyler Standard Screen Scale and U.S.A. Sieves can be used interchangeably, and to avoid confusion the nameplate of all Tyler Screen Scale sieves show the U.S.A. Number, while all U.S.A. INTRODUCTION Sizing is the process of separating mixed mineral particles into groups of particles all of the same size, or into groups in which all particles range between definite maximum and minimum sizes. This chapter applies the modem mechanical screen and the liquid-solid cyclone (hydrocyclone) to the process of sizing solid particles as applied to coal preparation. Screening is a mechanical process that separates particles by size. Modem coal preparation is made possible by efficient sizing. Sizing of coal is defined in terms of the opening through which an individual particle will or will not pass, or as two openings, the larger of which passes the particle and the smaller of which retains the particle. Screening accomplishes sizing by passing coal of a wide range of sizes through a series of screens, each of a decreasing size. The individual screen discharges are then directed into different screen products for subsequent sale or processing. Screening in modem preparation plants is done for the following reasons: 1. Removal of fine coal before a size reduction step. 2. Size separation of the coal into a coarse and fine fraction for sized products or for processing in coarse and fine coal circuits. 3. Recovery of heavy media from heavy media coal cleaning circuits.

It is not often that the Interior Department&apos;s Bureau of Land Management, Office of the Solicitor, and Interior Board of Land Appeals (IBLA) jointly act to do the mining industry a good turn. That happened, however, in the recent decision, Schlosser v. Pierce, 92 IBLA 109 (1986). It was ruled that the theorized "independent mine requirement" was not a part of the discovery standard for mining claim validity under the 1872 Mining Law. The phrase "independent mine requirement" would require the mineral reserves within the boundaries of each individual mining claim in a claim group to support an independent economic mining operation. This, without regard to the fact that reserves on adjacent claims could be mined in a group operation, resulting in greatly reduced mining and marketing costs per ton of ore. Such a rule would render invalid under the 1872 Mining Law mining claims for almost all low-grade, high-tonnage, commercially valuable mineral deposits. Until the Schlosser case, no judicial or administrative decision had addressed the issue of the independent mine requirement. Nonetheless, a series of Interior decisions in the 1970s implied such a rule. Even the Rocky Mountain Mineral Law Foundation reluctantly concluded in 1984 that, "each claim to be valid must be capable of being operated at a profit independently of any other claim," the Foundation did criticize the rule as "excessively stringent" and urged the adoption of a "more realistic rule." Fortunately, the IBLA did just that in Schlosser when it ruled that the "application of a requirement that each claim be independently capable of being mined and marketed at a profit is rejected," 92 IBLA at 134. Now, a year after the 1986 decision, there remains some unwarranted confusion over the issue resolved in, and the meaning of, the Schlosser decision. There is no need for this confusion. The Interior Department&apos;s decision is a clear and legally sound victory for the mining industry. Grazing rights vs. mining claims The Schlosser case was an unusual mining claim contest. A private contest was brought before the Interior Department. Schlosser was a federal grazing lessee and surface owner. He filed against Pierce, the locator of a group of mining claims for bentonite over the same lands. At a hearing before interior&apos;s administrative law judge (alj), Schlosser&apos;s counsel began laying the foundation for the independent mine requirement. Counsel asked the mining claimant&apos;s expert whether he would go through the permitting procedure, road building, and reclamation just to mine the amount of bentonite on any one claim in the group. Schlosser&apos;s counsel proceeded with this line of questioning for each of the 16 claims in the group. Pierce&apos;s mining expert testified that the tonnages of mineral on any individual claim could not be mined, processed, and marketed at a profit if only one individual claim was considered. However, if the claims in the group were operated jointly, all the mineral could be mined, processed, and marketed at a profit.

The STG integrated method of grouting can be divided into the several phases as outlined in preceding chapters. For convenience in describing technical procedures, they can be grouped as: 1. Investigations in non-geotechnical, exploration bore¬holes. 2. Drilling the holes necessary for geotechnical investiga¬tions and for grouting. 3. Conducting appropriate hydrogeologic tests in those holes and consequent calculations. 4. The preparation of a clay mortar. 5. The preparation of a clay-cement grout with additives. 6. The injection of the grout. 7. Checking the quality of the grout curtain. Items 2, 4, 5 and 6 are discussed below. These activities contain the procedural aspects of grouting. 7.1 DRILLING GROUT HOLES Grout holes belong to a very select class of drillholes. The necessary drilling equipment must enable the operator to drill the holes in inclined, twisting directions. In addi¬tion, the equipment must permit drilling under structurally and hydrogeologically complex conditions. The equipment must permit the operator to conduct specific testing activi¬ties in the drillholes. These activities include hydrodynamic analyses, flowmetric analysis, and the installation and re¬moval of deflectors, packers, grouting plugs, casings, lin¬ers, pumping facilities and other work. As explained in Chapters 5 and 6, the grouting of sat¬urated rock is conducted both through holes drilled from the surface and through holes drilled from the face of a shaft, drift, or tunnel. The drilling of grout holes from the surface can be carried out by an aggregate of equipment that can be the same equipment used for drilling exploration boreholes. Depending on the projected depth of the holes, the STG ZIF- 1200MR and ZIF-650 drilling rigs (or modifications of them) are used. The SKB-4, SKB-5 and SKB-7 high-output drilling rigs (workover rigs) have been used in recent years. The STG BMP-24 drilling rigs are used for carrying out the descent-lifting operations for drilling holes from the sur¬face. In a number of cases, the UKB-500C, URB-3AM and URB-2A power-fed drilling equipment is used for drilling holes from the surface. It should be noted that the drilling of grout holes usually requires an electric drive assembly. Drilling with diesel drive assemblies would be used only to preclude the possi¬bility of losing electric power during drilling operations. Turbine drilling would be used only for appropriate techni¬cal-economic reasons. The selection of the grout hole design is determined by the hydrogeological and structural geological conditions at the site as interpreted in Chapters 2 and 3. The design of grout holes must be as simple as possible in order to min¬imize costs. Hole design guidelines can be adopted as a basis for this purpose, unless site-specific conditions require otherwise. The mouth of the drillhole must be outfitted with a guide-pipe having a length of at least 2 m and an outside diameter from 219 to 234 mm. The upper part of the hole must be attached by a jig consisting of borehole casing that has a diameter ranging from 108 to 146 mm. The length of the jig h is determined by the equation [ ] where k = 1.1 to 1.2 is the load factor; P,, is the injection pressure of the grout into the mouth of the drillhole; D is the external diameter of the jig pipe; m = 0.6 to 0.7 is the work condition factor; T[ ].1 MPa is the bonding value of the rock cemented to the jig. The grout hole is drilled from the jig shoe to the de¬signed depth using a rock-crushing bit with a diameter of 93 mm or more. However in complex hydrogeological condi¬tions when the shaft intersects unstable rock, other hole designs can be used. The diameter of grout holes must permit an aggregate of investigations to be conducted in them using down-hole borehole geophysical and flowmetric logging instruments. It is necessary to cement the casing strings reliably in the grout holes, thereby permitting the injection of the grout under high pressure through the pres¬sure tight mouth of the borehole. Technological details for drilling grout holes such as the rotational rate of the drill bit, the axial load on the rock¬crushing bit, and the drilling fluid flow rate are optimized for the specific rock-hydrogeological conditions largely by experience. The hole diameter and type of rock crushing bit are important variables in these details of drilling. It is advisable to drill holes using water as the drilling fluid. However in those cases where the hole walls are unstable or under very high ground water pressure, the use of a well¬ engineered drilling mud should not be precluded. Unfortu¬nately, drilling mud can influence test results. When steeply dipping fractures with inclination angles of more than 60 to 70° are encountered, it is necessary to drill guided, inclined grout holes. Equipment which will reliably produce high velocity water jets for use in rock excavation is now available. This report reviews some cases where water jets were used in excavating low to medium strength sandstone in Colorado and Utah. The primary discussion is of water jet assisted rotary drilling for blast and bolt holes in tunnels, shafts, and chambers. The subjects include drilling performance, effects on work environment, safety, and controlled blasting results. Information is also presented concerning trench excavation utilizing water jets.
