In situ mining and extraction is one of the Frontier Technologies that is destined to play an increasingly important role in the recovery of metals and minerals in the future. This premise is based on increasing costs of labor and energy, increasing awareness of environmental considerations and decreasing ore grades in the United States. Up to now, in situ mining has been successfully applied to a few favorable situations for the extraction of some evaporites, copper and uranium. However, because of its unique technical, environmental and economic advantages, this versa tile technology will find broader applications for the recovery of above commodities as well as for others which are currently extracted by hydrometallurgical means. This paper traces the development of in situ mining and extraction; stresses its dependence on interdisciplinary science and engineering; discusses its theoretical, practical and economic aspects; and finally presents potential applications of this Frontier Technology.

Knowledge of the amount of time material spends in a continuous mill in a closed grinding circuit is essential for circuit performance analysis and scale-up design. A convenient method for acquiring this information involves the use of pulse tracers in residence time distribution (RTD) experiments. In typical grinding circuit experiments, RTD measurements are done by injecting a pulse tracer into the mill inlet and detecting it in the circuit exit. In this article, an easy mathematical method for calculating mean residence time and the degree of mixing of material in a mill present in a closed grinding circuit is developed. There are no restrictions on the location of the tracer injection or detection points with this method. Any convenient location in the circuit can be chosen without affecting the residence time distribution measured. The analysis of impulse response data obtained from several commercial grinding circuits using this method is presented.

In the real world of coal mining, the bottom line for almost every support project decision is economic (i.e., what is it going to cost?). Up to this point, I have discussed the methods to improve the performance of typical support projects by better installation, materials, and techniques, thus lowering the impact of the bottom line cost. In this chapter, 1 shall explore what costs are relevant in mining construction, and how these costs are developed. The chapter centers around two major discussions: (I) developing cost accounting techniques, and (2) cost-estimating procedures for support construction. Each focuses on the fundamentals of practical cost considerations necessary for decisions on construction projects underground. Since cost accounting, economics, and investment planning are all subjects which warrant complete discussions on their own, this chapter will focus on distilling the important concepts required by a planning engineer into an easily understandable presentation.

Over the past two decades, declining ore body grades and increased operating and construction costs have provided an incentive for the development of progressively larger flotation machines. As a result, the 1.7-2.8 m3 (60-100 cu ft) flotation machine of the 1950's and 1960's is being rapidly replaced by large volume machines. The result has been improved flotation machine specific capacity (tph processed per sq ft of floor space); specific power (hp per tph processed); and process control simplicity. The recent development and satisfactory plant evaluation of the 28 m3 (1000 cu ft) flotation machine allows economic and operating advantages in high tonnage mill applications. Some principles of mechanically induced air flotation and the development of the large 28.3 m3 (1000 cu ft) flotation machine are reviewed here. Performance evaluation in beneficiating metalliferous ores-copper, zinc, and iron-is also given and recently completed plant results provided. Mining lower grade ore bodies results in the need to process increased tonnage in the concentrator. This greater tonnage requires more individual flotation machines, unless individual machine capacity, or cell volume, is increased. As the ore processing rate of the concentrator increases, the benefits of progressively larger individual cells in the flotation section become more significant. The accompanying figure illustrates the advantages of a larger flotation machine. In the figure, the number of machines in the rougher-scavenger section is related to the plant tonnage for three sizes of flotation machine: 8.5 m3 (300 cu ft), 14.2 m3 (500 cu ft), 28.3 m3 (1000 cu ft). The 28.3 m3 (1000 cu ft) flotation machine results in 95 fewer machines, compared to the 8.5 m3 (300 cu ft) machine at 45.4 kt/d (50,000 stpd) feed. The flotation cell reduction is, of course, doubled at a plant production rate of 90.7 kt/d (100,000 stpd). Using fewer flotation machines saves floor space. The 14.2 m3 (500 cu ft) and the 28.3 m3 (1000 cu ft) machines result in a floor area reduction, relative to the 8.5 (300 cu ft) machine requirements, of 134.7 and 418.1 m2 (1450 and 4500 sq ft), respectively, for the 45.4 kt/d (50,000 stpd) rate and 269.4 and 836.1 m2 (2900 and 9000 sq ft), respectively, for the 90.7 kt/d (100,000 stpd) rate. In addition, flotation practice has shown that the "specific power intensity"-power per unit cell volume-is less for increased cell size. This results in a power draw reduction, for the rougher-scavenger circuit, of between 552 and 686 kW (740 and 920 hp) for the 14.2 and 28.3 m3 (500 and 1000 cu ft) machines, respectively, when processing 90.7 kt/d (100,000 stpd). Fewer cells improve machine control and simplify maintenance needs while reducing floor space and power requirements. These are tangible incentives for the development of large flotation machines for high tonnage applications. Flotation Principles The accompanying figure shows how key hydrodynamic regions influence the performance of a mechanically induced air flotation machine. Air is induced into the fluid from the top of the cell, due to the mechanical action of a rotating impeller. The impeller circulates the liquid, or pulp, from the bottom of the cell. The result of these dual flow paths is the mixing of the two fluids and one solid phase in the highly agitated region where physical contact between the air bubbles, and the solid particles to be floated, is accomplished. Gold Fields Mining Corporation started processing ore from it's Chimney Creek operation in northern Nevada in November, 1987. Since that time production has averaged about 200,000 ounces per year from the milling and dump leaching circuits combined. The events that led up to commissioning of the plant started in January of 1985 when the Gold Fields exploration team drilled their first hole in an area now known as Discovery Hill. The major orebody was located later in the year in what is currently the major focus of activity, the North Pit. Subsequent drilling since plant startup has found another 14 million tons of ore two miles south of the original orebody. This South Pit orebody is currently being stripped and metallurgical testing is underway. Engineering Engineering on the Chimney Creek plant started in earnest in May, 1986. Davy McKee Corporation from San Ramon, California, did both the engineering and the construction management. Before engineering began the entire senior staff of the Plant Department was hired and assigned to the project. Senior staff included the Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist. Gold Fields does not employ an internal central engineering staff to design their plants. We feel that the people who design the plant should be the ones who will be required to run it once it has been commissioned. This philosophy affords a continuous accountability from start of design through commissioning and operations. All four of the senior staff spent the most critical phase of the engineering stage at Davy McKee, so the plant is truly a reflection of all four disciplines. In bringing on the Maintenance General Foreman from the start, there was a focus placed on ease of maintaining the plant. Another philosophy that was adopted from the start was that the plant be easy to work in and maintain for both operators and maintenance personnel. Numerous design criteria were given to Davy McKee to ensure this. For example, we required that every piece of equipment could be reached easily with a crane or fork lift. All conveyors were required to have walkways on both sides for ease of maintenance and a minimum of 30 inches of clearance under them for ease of cleanup. Visibility for operators was considered very important and the control rooms and general plant layout were designed with this in mind. A list of about 100 general rules were given to Davy McKee during the early layout meetings and these were held as the general design criteria throughout engineering and construction. While engineering was progressing in San Ramon, California, dump leach test work was being done at the site. Three 6 foot diameter fiberglass columns were constructed and filled to a 20 foot height with low grade ore. Leaching characteristics were determined and the dump leach design was based on information collected from these columns. Construction The major contractors on the project were The Industrial Company for the bulk of the piping and structural, EMKO on the electrical/ instrumentation and Hunewill for most of the earth work and leach pad construction. All plant operating and maintenance personnel were employed eight weeks before startup for intensive training. Instructors were Gold Fields personnel, including foremen, and Davy McKee engineers. On occasion, selected suppliers representatives were brought in to discuss major pieces of equipment. Project completion was targeted for January, 1988 at a projected cost of 78.9 million dollars. Actual startup was about 1 1/2 months ahead of schedule and slightly under budget. Full design capacity was achieved the first full month of operation. Crushing Run of mine ore is delivered to the crusher and dumped into a 90 ton hopper which is topped with a 30" X 30" opening stationary grizzly. Data from many case histories reporting tunnel boring machine penetration rates in rock with unconfined compressive strengths greater than 70 MPa (10,000psi) are summarized. The case history data are useful for comparing estimated penetration rates with historic performance in similar rock types, particularly in granitic and metamorphic rocks. TBM exhibit higher penetration rates in sedimentary rocks than in granitic and metamorphic rocks. Data for the two groups of rocks are summarized separately.

The ability to accurately predict the sound field is essential for the estimation of probable worker noise exposure. For this reason, the U.S. Bureau of Mines is researching computer- based analytical techniques specifically geared to calculate the spatial variation of sound pressure levels within common mining environments. Initial modelling efforts describing the user interface, the simulation of energy acoustics, and the graphical representation of sound pressure levels are presented in this paper.

A physical model for the diffusion and flow of gases through porous solids, which accounts for the random nature of individual gas molecules moving through a solid of definite structure, has been formulated. The model was solved using' the Monte-Carlo technique. It was then used to evaluate specific constants related to the dusty gas model and to describe the gas-porous solid diffusion phenomena. Experimental results were used to validate the stochastic model.

This paper describes improvements in SAG and AG mill liner designs and their cumulative effect on wear life and mill availability. Routine procedures used by many SAG and AG mill operators to improve liner life are reviewed. Guidelines are provided for estimating the time required to replace worn liners along with practical methods to reduce downtime for liner replacement. Finally, the effects of mill operating conditions on liner wear life and breakage are considered.

The occurence of primary stratiform and vein gold deposits in the Precambrian rocks of Northeastern Brazil is discussed. The stratiform deposits are related to clastic sediments (quartzites and conglomerates). The veins are associated with quartz and sulfides and are structurally controlled by shear zones. The gold was recovered for a long time by small miners. Developmental programmes for large scale mining are now envisaged. The recovery problems and gold economics are also discussed.

The objective of this research was to investigate the possible application of integrated circuits to the concentration of talc from the Valmalenco mine, located in northern Italy. The investigation was aimed at producing a high-grade product (low in impurities such as iron and carbonate) that would be suitable for industrial applications. Because of the presence of accessory minerals, the talc concentrate from this ore is not, at the present time, suitable for industrial applications.

Introduction An earth science teacher at the junior high school level has the potential of working with 450 students per year. And these young people are at an age where they can be properly informed about the importance and necessity of a viable, domestic minerals industry. It was with this philosophy that a course was developed at Eastern Washington University for science teachers entitled, "The Minerals Industry of the Pacific Northwest." The two-week course is sponsored by the Northwest Mining Association and the Idaho Mining Association. It was first taught during the summer of 1971 and will be taught during the summer of 1986 for the sixteenth straight year. It is a two-week mini-version of the very successful six-week course taught at the Colorado School of Mines. In 1971, Russ Chadwick was President of the Northwest Mining Association. He suggested that such a course should be developed and offered at Eastern. It was determined that tuition scholarships would be necessary. This would ensure that a reasonable number of teachers would register for the course. Say a teacher has five classes a day, with 30 students in each class. Some 150 students come into contact with that teacher each term. With three terms a year, an instructor works with about 450 students per year. So, with 20 teachers in the course, it was possible that 9000 students a year could learn from our informed teachers. And now, after 15 years, more than one million students have learned about the minerals industry from teachers who have completed the course. The course is designed to take the teachers through all aspects of the minerals industry. Most of the lectures are given by the working geologists and engineers who talk about their jobs in the industry. This is extremely important for the credibility of the course. The teachers realize that the lecturing professionals really believe in what they profess. Industry fundamentals The course begins with a lecture on the need for minerals in a modern society. Most of the teachers do not realize how critical minerals are to every aspect of our daily lives. The lecture is followed by the US Bureau of Mines movie, "Minerals Challenge." The Mining Foundation of the Southwest (MFSW), located in Tucson, AZ, will hold its 16th annual American Mining Hall of Fame Awards Banquet Saturday, Dec. 5,1998. The Hall of Fame recognizes outstanding contributions to the mining industry by selected individuals and industry partners. Each year, one living award recipient and up to two mining history honorees are chosen by the , Hall of Fame Committee and the Board of Governors of the Mining Foundation. In 1989, the Mining Foundation initiated a Medal of Merit to recognize outstanding individual, technical and professional contributions to the mineral industry. In 1995, an award was created to recognize contributions made by companies and organizations in partnership with the mining industry. This year's inductee, guest of honor and featured speaker will be Charles G. Preble, president and chief executive officer of Southern Peru Copper Corp. He is being recognized for outstanding performance as an executive of an American company operating under difficult circumstances in a foreign country. The Hall of Fame will induct H. Myles Jacob, former chairman and CEO of Inspiration Copper Co., for innovation and farsightedness in matters pivotal to the cop- per industry of his time. In addition, John Cromwell Lincoln, former president and chairman of Bagdad Mining Co., will be inducted for his outstanding contributions to the American mining industry. These contributions include metallurgical research and development of the Bagdad Mine as well as pioneering innovation in the electrical industry. Medals of Merit will be awarded to David N. Skillings, editor and publisher of Skillings Mining Re- view, for his dedication and support of mining interests. J. Ruben Velasco Rodriguez will also receive a Medal of Merit. He is economic geologist, professor and former secretary of the board of directors and secretary general of Compania Minera de Cananea. His medal is for fostering excellent relations between Mexico and the , United States in mining geology and management and for advancing the professional development of others in the field of earth science. An Industry Partnership Award will be presented to Stephen Bechtel and the Bechtel Corp. in recognition of Bechtel's 100th anniversary and the company's outstanding service to the mining industry. INTRODUCTION Concentration of radon 222Rn and its decay products occuring in the Polish mines of metal-ores call for the necessity of systematic radiation control /Do8la/ both of the working environment and of the miners' personal exposure. The attempts at introducing a system of radiological protection in mines, similar to the ones existing in X-ray or isotope laboratories, took several years and consisted of development of the methods for control of concentration of radon and its progeny in the air, as well as the methods for measuring individual exposure. It was accepted that the assessment of both transient concentration in the air and of personal exposure are basic elements of the control system, which should be implemented independently of each other. Concentration measurement serves to detect and to determine those areas in mines where there is intensive radon emanation, and where current control of the effectiveness of technology introduced to deacrease the concentrations is necessary; personal dosimetry results in the assessment of the actual exposure of miners to radiation. PRINCIPLES OF THE SYSTEM The assessment of working environment is based on concentration measurements of the potential radiation energy of radon alpha decay products. Decentralized assessment is carried out by the special dosimetric service operating in each mine. Dosimetrists are equipped with portable radiometers, type RGR-11, made by the institute of Nuclear Research, Warsaw. The radiometer is presented in Fig. 1. Measurement of filter activity is performed automatically according to Markov's method /Ma62/ or any other method. Simultaneously to potential energy measurement the dosimetrists are measuring the dust concentration in the air and ventilation rate. Ventilation service looks for correlation between those indices and the concentration of radon daughters in the air. Derived Air Concentration /DAC/ for concentration assessment was accepted to be 6.25 10-6 Jm-3 /0.3 WL/ according to ICRP recommendation /Publication No. 24/ /ICRP77/. If environmental measurements reveal potential energy concentration exceeding the value of 0.3 DAC at working places, the miners employed there are subject to individual control of personal exposure. Individual exposure measurement is carried out centrally by the Institute of Occupational Medicine in [Lodz] for all metal-ore mines. Reclaimed mine sites have been evaluated so that the public, industry, and land planners may recognize there are innovative designs available for consideration and use. People tend to see cropland, range, and road cuts as a necessary part of their everyday life, not as disturbed areas despite their high visibility. Mining also generates a disturbed landscape, unfortunately one that many consider waste until reclaimed by human beings. The development of mining provides an economic base and use of a natural resource to improve the quality of human life. Equally important is a sensitivity to the geologic origin and natural pattern of the land. Wisely shaping our environment requires a design plan and product that responds to a site's physiography, ecology, function, artistic form, and public perception. An examination of selected sites for their landscape design suggested nine approaches for mining reclamation. The oldest design approach around is nature itself. Humans may sometimes do more damage going into an area in the attempt to repair it. Given enough geologic time, a small-site area, and stable adjacent ecosystems, disturbed areas recover without mankind's input. Visual screens and buffer zones conceal the facility in a camouflage approach. Typically, earth berms, fences, and plantings are used to disguise the mining facility. Restoration approaches the best land use as restoring to its original condition. Rehabilitation targets social or economic benefits by reusing the site for public amenities, most often in urban centers with large populations. A mitigation approach attempts to protect the environment and return mined areas to use with scientific input. The reuse of cement, building rubble, and macadam meets only about 10% of the demand for aggregate. Recognizing the limited supply of mineral resources and encouraging recycling efforts are steps in a renewable resource approach. An educative design approach effectively communicates mining information through outreach, land stewardship, and community service. Mine sites used for art show a celebration of beauty and experience-abstract geology. The last design approach combines art and science in a human-nature ecosystem termed integration. With environmental concerns, an operating or reclaimed mine site can no longer be considered isolated from its surroundings. Site analysis of mine works needs to go beyond site-specific information and relate to the regional context of the greater landscape. Understanding design approach can turn undesirable features (mines and pits) into something perceived as desirable by the public.

Introduction The need for water is fundamental to every minerals processing operation. Though this may sound rather elementary, it is one area that cannot be over- looked. Frank C. Quinn in his paper entitled "Water Is Water Is Water" (1967) said, "but it isn't as simple as that. Very often research is slowed down and production is hampered because of a lack of appreciation for the behavior of water." The quantity of water needed for any operation is determined from bench and pilot plant testing. The quality required by the process for both fresh and reuse water is also established during these two testing phases. Quinn's statements are true whether the process involves the paper industry, the minerals industry, or any other industry. It is not the author's intent to cover water quality, quantity, or re- cycle in specific terms, but to provide the reader with a general outline of the topic with reference to several valuable sources of information. The first part of the chapter will cover several of the areas that have been de- tailed by others and also provide a list of reference sources. The references at the end of the chapter are not all inclusive but will provide a good starting point. In the second part of the chapter, a detailed description, with flowsheet illustrations, is pro- vided on the evolution of the reclaim (reuse) water system at the Tilden concentrator. Mineral Industry Water Needs Beresford and Edler (1978) surmnarized the minerals industry's need for water this way: "minerals are necessary to a modern complex technological society. The minerals industry, while its water needs are relatively minor compared to large users such as agriculture, nevertheless requires a large quantity of water to carry out daily operations from mining to final product refining." In 1973 total water use in the United States was estimated at 15.14 billion cubic meters (4 trillion gallons) for the minerals industry. Of this, about 69% was recirculated within the system. In 1982 Watt and Horton stated that the percent of recycled water in the minerals industry had improved to 73%, showing the minerals industry is an efficient user of water and that steady improvement in water recycling is something the minerals industry can look to with pride. The percent of water needed by the United States' minerals industry was estimated in 1962 to be about 2% of the total water required by industry

Introduction Samarco Mineracao S.A. is a Brazilian corporation jointly owned by S.A. Mineracao da Trindade (SAMITRI) and Utah International Inc., with 51% and 49% interests respectively. Headquartered in Belo Horizonte in the state of Minas Gerais, Samarco owns and operates an open-pit mine capable of producing 10 Mt/a (11 million stpy) of iron ore; a concentrator rated at 7 Mt (7.7 million st); a 12-Mt (13.2-million st) capacity pipeline transportation system; a 7 Mt (7.7 million st) filtering and pelletizing plant; and a harbor facility. The mine, concentrator, and initial pipeline pump station are located at Germano, near the town of Mariana, about 300 km (186 mi) north of Rio de Janeiro by air. The pipeline terminal, pellet plant, and harbor are at Point Ubu, 70 km (43 mi) south of Vitória the capital city of Espirito Santo State, and about 300 km (186 mi) by air east of the mine. The 396-km (246-mi) pipeline uses 508-mm (20-in.) pipe except for a 53-km (33-mi) section where 457-mm (18-in.) pipe is used to absorb and control slack flow through increased velocity in one of the areas along the route. Iron Ore Slurry The hematite iron ore concentrate produced at the Germano plant is processed by grinding the average 53% run-of-mine itabirite iron ore to -150 µm (100 mesh) for gangue liberation. It is treated further by cyclones to remove the 10 µm (1250 mesh) slimes to prepare the ore for flotation. During the multistage cationic flotation operation, the silica is reduced to make low silica (-0.9%) concentrate for the direct reduction (DR) iron-making process or to make normal silica (-3.5% +2.5%) concentrate for the blast furnace (BF) iron-making process. The concentrate then is reground further to meet the particle size requirements for pelletizing. The reground hematite concentrate is screened in closed circuit with the regrind mills for close control of the maximum particle size, not to exceed 3.5% +75 µm (200 mesh) for pipeline wear protection. Thickened concentrates at 70% solids are pumped to four 5-kt (5,510-st)(dry) agitated slurry storage tanks that hold the feed before it goes to the first pipeline system pumping station. Pipeline Capacity The pipeline system was designed to transport 12 Mt/a (13.2 million stpy) at 65% solids with an average minimum safe operating velocity of 1.5 m/s (5 fps). The pipeline will transport 5 Mt (5.5 million st) in 1982. The system, therefore, is moving the slurry in 13-kt (14,330-st) batches, dispatched at intervals to move 20 kt/d (22,050 stpd). In operation, the pipeline has exceeded its 93% availability design factor. Pipeline Facilities Pump station No. 1 is located at the Germano minesite 1 km (3,330 ft) above sea level. It has the following principal equipment: • four 5 kt (5,510-st) (dry) agitate slurry storage tanks; • two centrifugal charge pumps (one stand-by); • a 217-m (712-ft) safety loop; • seven mainline positive displacement triplex plunger pumps (189 m3/h, or 832 gpm, at 14.9 MPa, or 2,162 psi, maximum output pressure); • four corrosion-erosion spools; • a control and command center. INTRODUCTION The gathering arm loader was patented by Joseph Joy in 1916. This unique machine motion became the standard of the industry and is used on underground loaders and continuous miners throughout the world. Figs. 1 and 2 show two types of gathering arm loaders. The gathering arm loader is a crawler-mounted ma¬chine primarily used for loading coal in a conventional mining system. Other uses also have been found for this machine in noncoal mines and other industries. MECHANICAL ASSEMBLIES The front or loading end of the machine, commonly called the head, consists of a tapered structural frame, hinged at the rear to the chassis and riding the ground at the front. Two bevel-gear cases are mounted in the head. They are connected by a timing shaft, which also acts as a conveyor drive shaft on most models. An eccentric disk attached to each gear case drives the gathering arms. The rear of the arms are attached to a swivel assembly. The motion derived from this arrange¬ment gathers loose material from the ground directly in front of the machine and loads it into the conveyor. Power for this drive is provided by two electric motors mounted under the gathering head. A speed reducer attached to each motor provides a gathering arm speed of approximately 5.2 rad/s (50 rpm). A torque limiting clutch is provided on each reducer to guard the system against sudden impact loading and continual overloading of the motors. The conveyor consists of an open box section through which a universal-type chain carries the ma¬terial to the rear of the machine, where it is discharged into the haulage vehicle. The chain is driven by a sprocket located on the timing shaft between the two gathering-head bevel-gear cases. On some large loader designs, primarily for noncoal applications, the chain is driven by a separate gear motor at the discharge end of the conveyor. However, the system driven by the timing shaft is used most widely. The conveyor frame is hinged just to the rear of the gathering head. It can be raised or lowered by hydraulic cylinders to the desired discharge height. The conveyor frame also is designed to pivot 0.79 rad (45°) either side of the center, just to the rear of the chassis. This feature increases the maneuverability of the ma¬chine and makes it possible to discharge material into the haulage system when in tight quarters such as when turning a crosscut. This function also is controlled by a hydraulic cylinder. The chassis of the loader consists of two crawler frames and cross members, holding the frames in position. The frames are either welded or cast as¬semblies. Replaceable wear runners are provided on the frames to take the wear generated by the crawler chain. An adjustable take-up idler keeps the crawler chain in proper adjustment for maximum life. The drive system for the crawler chains varies with the manufacturer, but it generally is one of two basic designs. One system provides a traction motor for each side of the machine, coupled to a speed reducer. A spur and bevel-gear train transfers power to the sprocket, which drives the crawler chain. The studies conducted by Laplante and coworkers (1983,1984) with flotation of galena and quartz, showed that the rate of flotation reaches a maximum value for a certain intermediate value of the air flow rate. A similar, though less pronounced, effect of the air flow rate on the selectivity was also observed. Luttrell and coworkers (1985) showed that the size of air bubbles has a significant effect on both rate and selectivity of coal flotation. These two studies used flotation tests in which no froth layer was formed. This note describes effects of the air flow rate and bubble size on the rate constant and selectivity of coal flotation, using a mechanical laboratory machine with a froth layer allowed to form. Experimental A raw, dry ground Illinois coal was used in flotation tests. Tap water with a natural pH of 7.0 to 7.8 was used throughout the tests. No other reagents were used. The starting concentration of coal in the pulp was 86 g/L. A standard flotation machine with the pulp volume of 5 L was used in experiments. Three different air flow rates were employed, resulting in three air escape velocity values of 14, 30, and 70 cm/min. The air escape velocity (AEV) was calculated as the ratio of air flow rate (Qa) to the slurry surface (Ss) in the machine. For a comparison, the upper limit of air escape velocity values used in commercial size flotation machines is between 70 and 100 cm/min (WEMCO, 1983). A machine consisting of a generator of fine bubbles and a separatory column, described elsewhere (Szatkowski and Freyberger, 1985), was used for some tests where bubble size lower than that generated in the standard machines was required. Prior to a flotation test, a batch of coal was mixed with water in the flotation cell for at least 10 minutes to ensure that all coal was thoroughly wet. Then the specified amount of fuel oil was added and the pulp was conditioned for five minutes. The specified amount of MIBC was added 15 seconds before the end of conditioning. After air flow was opened, flotation products were collected for 0 to 30, 30 to 60, and 60 to 120 second intervals. Content of the combustible material in samples was determined by subtracting the ash content from 100%. A photographic technique was used to determine initial distributions of bubble size generated by the flotation machines. Bubbles generated in water containing the prescribed amount of the frother but no solids were photographed against a black background. The average diameter and standard deviation were then calculated for each set of flotation conditions. The method gives results reproducible within k 5% of the average bubble size. Table 1 contains information about the measured bubble size distributions expressed by the average bubble diameter (Db) and the standard deviation ( SD ) . Although fraught with problems of completeness and comparability, statistical measures of mineral exploration in the United States point downward for 1985 and 1986. Exploration expenditures in the US domestic and Canadian companies have dropped steadily from a 1981 peak of about $400 million to about $190 million in 1985, according to a recent survey of exploration statistics by the Society of Economic Geologists (SEG). These totals have been adjusted to account for differences in the estimated coverage of exploration activity by each year's SEG survey. This survey is now supported by the US Bureau of Mines and the US Geological Survey (USGS). The drop in current dollar amounts does not take into account the effects of inflation, which would make the decline even more substantial. Metals Economics Group of Boulder, CO reported in its Mine Development Bimonthly that announced exploration budgets for 1986 indicated an even larger drop for the past year. Worldwide expenditures for companies covered by the report dropped from about $800 million to $750 million from 1984 to 1985 and plummeted to about $600 million in 1986. Exploration activity has been declining since about 1981. This has been due in large part to low prices for base and ferrous metals. Exploration budgets of mining subsidiaries of oil companies have plunged as parent companies try to conserve cash in the face of the sharpest decline in oil prices in nearly 40 years. Mining subsidiaries of petroleum firms that were either liquidated or divested recently include Anaconda (Arco), Getty Mining (Texaco), and Cyprus Minerals (Amoco). Exploration expenditures in Canada increased in 1984 in regions where gold is a traditional target. But there was little change in 1985, based on preliminary statistics from a federal government report (Energy, Mines and Resources Mineral Bulletin MR 211, 1986). Claim staking in Canada dropped 23% from 1983 to 1984 and declined slightly in 1985. Diamond drilling increased in 1984 to the record levels of 1980 and 1981. The ratio of exploration to development expenditures in Canada, however, fell from a 1981 peak of 0.9 to about 0.5 in 1984. The report also indicated that, since 1981, there has been a massive write-off of reserves with high production costs. Reserve levels of all major metals were down since 1981. Precious metals exploration accounts for an increasing share of total mineral exploration. For example, the SEG data show that 90% of 1985 US exploration expenses by domestic mining companies were devoted to base and precious metals, compared with only 51% in 1980. The restructuring of the mining industry has been accompanied by a decrease in response to the last two SEG annual surveys, but the trend towards precious metals was already established in earlier years. Trade journal reports suggest that the reduction of long-term interest rates has encouraged the mining industry to make cost-reducing capital investments in existing mines to maintain competitiveness. This is consistent with the observations that metals explorations in 1986 was characterized not by announcements of "grassroots" discoveries, but by on-property exploration on identified mines or prospects. In an effort to cut costs, gold mining companies have been following up on low cost production opportunities in their prospect inventories. Short-term, low risk, heap leach operations that can produce rapid returns on investment have been pursued.
