Exploration activity for diamonds in Canada has recently experienced a dramatic increase. Disclosure of a diamond discovery exhibiting features of a potentially economic deposit contained in a kimberlite pipe in the Lac de Gras area of Canada's Northwest Territories has sparked substantial interest in-Canada and abroad and has triggered the largest staking rush in terms of area in the history of Canadian exploration. In this paper, we report on the nature and extent of current exploration activity in Canada for diamonds (with special attention to Arctic regions), the results of this activity to date, and the context in terms of current world markets for diamonds.

This chapter describes the development of a computer code which rapidly estimates the cost of producing coal from either surface or underground mining situations. The computer code, termed the coal production cost (CPC) code, was developed under an NUS corporate research grant and was based on the findings of several coal mining and cost research analyses performed by NUS over a three-year period. The studies which served as the primary basis for the CPC code were the coal mining cost models developed by NUS for the Electric Power Research Institute. These models were designed for use in manual analyses and have been published by EPRI (Toth, 1977; and Stinnett, 1977).

In 1998, a group called Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903± hm2 (22,000± acres) on Black Mountain, which contains the state's highest point, as unsuitable for mining. A fast track legislative process was triggered that could have "taken" 91 Mt (100 million st) of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed

Quartz-limestone feed mixtures were ground in a laboratory-size, choke-fed, high- pressure roll mill. As compared to individually ground minerals, the harder component (quartz) in the product mixture is coarser, and the softer component (limestone) is finer. An energy split index is introduced for quantifying the disproportionate split of the mill energy between the feed constituents. This index is incorporated into a grinding kinetic model for simulation of the product size distributions of the mineral components as a function of energy input to the mill. The self-similar character of the size distributions is analyzed and an energy-size reduction relationship for the roll mill is highlighted.

Six types of amines were evaluated in the cleaning step of the rougher concentrate for the Crago “Double Float” process in terms of relative selectivity. Selectivity of these amines was ranked based on both batch and locked cycle flotation tests. Two parameters were used for selectivity ranking, the Selectivity Index, SI, and the ratio of insol rejection to the tailings weight percentage, R*. The comparison of the flotation results of the batch tests of the cleaning step of the Crago process for an unsized amine feed generated the following ranking from the most selective to the least selective mine: Quaternary > Primary [ ]Tertiary [ ] Condensate > Ether > Secondary(?).

This paper presents recent experimental results in wet ultra-fine grinding and classification of industrial minerals carbonates and kaolin clays using a stirred ball mill and a high performance centrifuge. The studies have been focused on the effect of beads (size, density and load) on the grinding efficiency. The use of chemical additives for the control of slurry rheology in the stirred ball milling is presented. The role of pre-crushing with a high-pressure roller mill on subsequent ultra-fine grinding is discussed for energy saving and size reduction. The use of a disc-stack nozzle centrifuge for ultra-fine classification duties at high solids contents is presented.

Caterpillar has led the way for sound reduction in off highway trucks (OHT) used for mining. In 2000 Caterpillar introduced the 793CXQ sound reduction OHT (Figure 4) to meet local noise level demands in the Hunter Valley near Sydney, Australia. The sound level of the mining equipment in the Hunter Valley is being reduced to pre-serve the quality of life for the residents of the area. To meet the levels established required a major redesign of the 793C, as a result the sound power level was reduced by 9 dB (A), which is a less than 1/8the original sound level.

In a recent National survey, Seattle topped the list for having the worst daily traffic congestion. To address this problem, Sound Transit is planning to build 40km (24 miles) of light rail, including ten kilometers (six miles) of twin tunnels with four subway stations 40 m (130 ft.) to 65 m (210 ft.) deep. The overall schedule is very aggressive and Sound Transit is preparing four separate heavy civil construction contracts for simultaneous underground construction. Three of these contracts are being considered for design-build. Final design will start in March2000 and all underground construction must be completed by the end of 2005.

Accurate engineering predictions of energy needs for pollution control equipment used in surface mining operations is critically important to sound management selection of control alternatives. This paper will describe a procedure for evaluating two control alternatives with different energy needs. Three steps are involved: an analysis of the pertinent regulations, a determination of the size distribution of the particles being emitted, a calculation of the energy needs and costs of the candidate control systems as a function of these regulations and emission characteristics. The principal air pollutant to be controlled in surface mining operations is particulates, or dust, some of which is already on the material introduced into the primary crusher and other dust which is generated by the various steps in the subsequent processes. The requirement for control stems both from regulations concerning workers at the operating site, and the community surrounding the operations. In order to speak quantitatively about the need for control we will use regulations that pertain in Pennsylvania although it must be borne in mind that such regulations vary according to juristiction.

Ground water inflow into a mine and the re¬sultant impact on district hydrology can be pre¬dicted on a site specific basis once the ground water flow systems at the site are sufficiently well under¬stood so that a valid conceptual model can be de¬veloped. Ground water flow systems are controlled by the hydrogeologic properties of the materials at the, site, including hydraulic continuity along flow paths, and boundary conditions. Preliminary delin¬eation of hydrostratigraphic units for conceptual models frequently can be based on surface water data; specifically, spring locations and the gain-loss reaches of streams. Quantitative predictions of mine water inflow and its impact on regional hydrology require col¬lection and analysis of numerous types of data. Hydraulic conductivity must be defined quantita¬tively both parallel and perpendicular to bedding as well as areally for each hydrostratigraphic unit. The characteristics of the Davis shale in case his¬tory number 2 illustrate this concept very well. The storage characteristics also must be determined for each hydrostratigraphic unit and the potential or hydrostatic head should be quantified vertically and areally for each unit. The potentiometric measure¬ments in the Bonneterre Formation as discussed in case history number 2 illustrate this point. The data collection and data analysis techniques constitute the weak link in the analysis of mine inflow and district impact. The technology for char¬acterizing a mine site in the field has lagged behind the technology for mathematical simulation; we at¬tribute this development to the fact that computer modeling is relatively inexpensive compared to field data collection and analysis. On-site tests provide the best means of quan¬tifying hydraulic conductivity parallel to bedding and the storage characteristics of the unit. Pump tests with multiple observation wells provide the best information from on site tests. Hydrogeologie boundaries can be located from such multiple well tests. Multiport piezometers provide a means for determining the vertical potential in a single borehole. Borehole geophysics can facilitate the def¬inition of hydrostratigraphic units. Vertical hy¬draulic conductivity is difficult but not impossible to quantify with existing field test methods; labo¬ratory tests of cores fail to give a value represent¬ative of the field situation. The storage characteristics of a confined (artesian) hydro¬stratigraphic unit can be difficult to quantify when pumping changes the confined unit to an uncon¬fined (water table) case after depressurization and dewatering. Transmissivity and storage coefficient can be approximated to some extent for given field con¬ditions by computer modeling if enough is known about hydrogeologic boundaries. Modeling can be used in a trial-and-error approach to match transmissivity and storage coefficients to existing water level data corresponding to estimated discharge rates. A solution can also be obtained using a tech¬nique referred to as the inverse method. Unfortu¬nately, such a solution is seldom unique. Fracture flow models exist but practicality usu¬ally necessitates reversion to a basic Darcy flow model. Data requirements for fracture flow models could be difficult to fulfill where fracture aperture, spacing, orientation, and length are required. Ob¬taining such data at depth prior to mining would be impossible for any mine simulation in fractured media. We are of the opinion that most fractured media simulations can be accomplished using con¬ventional Darcy flow models by viewing the field problem on a macroscopic scale. The real challenge is to delineate hydrostratigraphic units properly in the field. The question of whether a broken-up fault zone is an aquifer or a barrier boundary is seldom simple. The fractures usually can be treated as an equivalent porous medium in either case. Only a few techniques exist for predicting un¬derground mine water inflow. These techniques fre¬quently are designed to evaluate shaft or tunnel inflow under steady-state head conditions in a sin¬gle layer rather than in multiple hydrostratigraphic units. Silica in the form of sand and sandstone is one of the most common, and at the same time, unique industrial minerals. Found in every rock type of every geologic age and virtually everywhere in the world, silica is used in products that touch just about every aspect of daily life. Imagine a world in the 1990s without computer chips, fiber optics, or glass, and you have just begun to understand how important silica is to the quality of life we enjoy. The elements silicon (Si) and oxygen (0) comprise roughly 60% of the earth's lithosphere to a depth of about 16 km. The crystal structure of silicon dioxide consists of one atom of silicon bonded to four surrounding atoms of oxygen to form a three-dimensional network of SiO, tetrahedra. This network makes up the mineral quartz (Murphy and Henderson, 1983), the most common detrital mineral in most sandstones. Quartz is also a major constituent of many igneous and metamorphic rocks and is widespread as a siliceous cementing agent in various rock types. Although quartz is common, sandstones, quartzites, and pegmatites and the unconsolidated sediments derived from them that have a silica content high enough and pure enough to meet today's market demands for quality and consistency are not common. USES AND SPECIFICATIONS Silica sand that is mined and processed for industrial uses must conform to the chemical and physical specifications set by customers. In the United States almost half of the silica sand produced is used in the manufacture of glass. Other important products include foundry sand, ground silica, blasting sand, and fracturing sand. Glass Sand Silica is the principal glass-forming oxide in a glass batch. Glass manufacturers develop model specifications for each source of silica sand used. These specifications broadly define the limits and ranges for chemical and physical properties of the sand and are used by the manufacturer in calculating the desired batch mix or formula. Some specifications may be critical to a glassmaker and require very stringent limits on the quantity of impurities in the sand. For example, the total iron oxide content of a batch is extremely crucial when making white or flint glasses (Mills, 1983). Iron is present in almost every raw material used in a glass batch and must be carefully controlled in order to obtain a consistent color in the finished product. It is difficult, however, for a raw material supplier to tightly control the chemistry of a naturally occurring material such as silica sand. To a great extent the commercial quality of a sand is determined by its geologic history. Realizing this, glass producers tailor their model specifications to each source of approved material. In general, a glass company is concerned most about the consistency of raw materials on a day-to-day basis. Soda-lime-silica glass was the earliest type of manmade glass (Baker-Can, 1967) and still accounts for most of the glass manufactured for commercial use today (Mills, 1983). It is relatively easy to melt and shape and is less expensive per ton to produce than most other types of glass (Baker-Can, 1967). Soda-lime-silica glass is used in fabricating containers, flat glass products, incandescent and fluorescent lamps, glass fiber, and many other products. Heavy minerals such as ilmenite, leucoxene, kyanite, and zircon are impurities on which strict limits are placed for a glass batch. Because of their refractory nature they either do not melt or only partially melt, which results in stones or feathers in finished glass. Aluminosilicates such as kyanite also contribute unwanted alumina to the batch as they partially melt. Limits are especially rigid for refractory mineral grains coarser than 0.60 to 0.425 mm (30 to 40 mesh). [Tables 1 and 2] present typical specifications for silica sand used in flat glass and container glass products. The percentages shown represent an average of many companies7 specifications.

Feasibility studies being conducted to investigate the use of electromagnetic methods for insitu volumetric heating of oil shales will be discussed. A two dimensional numerical model which describes eletromagnetic heating of oil shales is outlines. The model includes equations for temperature, pressure, saturations, chemical reactions, mass conservation, and source terms. The gases are all assumed to form one bulk species and the oil is assumed to remain in liquid form. The chemical reactions include pryolysis of kerogen and char, release of bound water, coking, and decomposition if carbonates. Porosity and permeability are dynamic functions of the organic materials. Calibration of the model is accomplished by comparison of the model results with experimental data obtained by IITRI. Nonlinear relationships for viscosity, thermal properties, and source terms and used as inputs to the model. A finite difference approximation to the differential equations is derived and solved using Newton's iteration technique. For the cases studied the solutions are quite stable. Numerical resultes are included and a preliminary study of the optimization of the heating process is presented.

The Massachusetts Water Resources Authority is currently improving its primary water supply system for the Boston Metropolitan area. The improvements planned by the Authority, which provides water for 46 communities and over 2.5 million people in eastern Massachusetts, include the MetroWest Water Supply Tunnel (MWWST) to provide redundancy in the transmission system, a large capacity water treatment plant and extensive covered storage facilities. The 28.3 km (17.6 miles) long, mostly 4.3 m (14 ft.) I.D. MetroWest Water Supply Tunnel will allow repair of the aging Hultman Aqueduct, which for 56 years has served as the transmission main from the water supply reservoirs to Boston. On completion of the tunnel, the old pipeline aqueduct will be repaired and brought back into service as a parallel, redundant transmission main. This paper describes design considerations and the design process for pressure tunnels in general and the MWWST in particular. It provides an overview of how the design of pressure tunnel and shaft components progresses.

The recent developments in refractory precious metal ore processing (Bio-oxidation, Autoclaving), and the revitalization of the more traditional roasting processes have attracted great attention in recent years and are indeed the focus of todays symposium. It must always be remembered, however, that the term refractory ore by definition means that the material 'must be capable of being treated at a profit". Given the high cost of the refractory processes, the requirement to be treated at a profit requires very close scrutiny during the evaluation phase of the property development. The M.G.M. film company has the latin motto Ars Gratia Artis meaning Art for Arts Sake. Ingeniatore Gratia Ingeniatoris (a very crude attempt at saying Engineering for Engineerings Sake) should not be the motto for mining companies intent on exploiting refractory gold deposits, but rather the wittily tilted heading for this paper "Take the money and run like a thief". The following hypothetical case studies show that the high technology solution is not always the best financial solution.

Ammonia and nitrate in metallurgical operations arise from several sources: (1) the use of ammonium nitrate based explosives, e.g. ANFO; (2) the use of cyanide for gold extraction which is degraded to ammonia by most cyanide destruction techniques; and (3) the use of nitrogenous reagents in the mill for neutralisation, flotation and extraction. The concentrations of ammonia and nitrate in effluents vary from 10-50 ppm and 25-300 ppm respectjvely. A number of environmental problems are associated with both ammonia and nitrate. Both of these forms of nitrogen can contribute to the eutrophication of receiving waters. Ammonia and organic nitrogen can also cause high dissolved oxygen demands in receiving waters. Ammonia is also toxic to fish, particularly at elevated pH values. Several methods are in use for the removal of ammonia and nitrate from municipal wastewater, industrial effluents and agricultural runoff. To date, no treatment systems have been developed specifically for the removal of nitrogen from mine and mill effluents. This paper will report on some removal techniques that have been tested using actual and synthetic mine effluents.

This paper addresses the question ?What constitutes the right level of investment in community goodwill?? Mining companies are still grappling with this subject even though the business case for community investment has been accepted at a general level, as a strategy for competitive differentiation, risk mitigation and a desire to deliver - and to be seen to deliver - a ?net benefit? to affected communities. Gaining senior management commitment to long term social projects, by definition characterized by uncertainty and complexity, is made easier if projects are shown to benefit the site?s strategic goals. Case study research amongst mining companies, including interviews with social investment decision-makers, has assisted in developing a SI-DAT (Social Investment Decision Analysis Tool), a decision model for evaluating social projects in order to create value for both the company and community. Multi-criteria decision analysis techniques integrating business planning processes with social impact assessment have proved useful in assisting mining companies think beyond seeking access to required lands and peaceful relations, to how they can meet their business goals and contribute to regional development.

A computational procedure has been developed to determine the lung volume function for the upper airways of the human respiratory system. This analytical procedure computes a person's partial lung volume from an experimental two-microphone acoustic measurement of the upper airway passages obtained through a molded tubular mouthpiece. The theoretical transfer function for the two microphone signals as well as the related acoustic impedance and reflection coefficient for the upper airways are calculated using two-channel spectrum analysis techniques. An inverse spectrum analysis scheme then converts the reflection coefficient to an impulse response from which the airway area function is extracted using an area recovery algorithm. Numerical integration of the upper airway area function yields the lung volume function for the upper airways of the human respiratory sysytem. A software program to accomplish this computation of human upper airway volumes will be described in this paper. Application of this computational procedure to the measured tracheal acoustic impedances of 15 human subjects will illustrate the program's capability toward early detection of lung dysfunction using a prototype clinical facility.

Conversion of coal into high-value gases via gasification offers significant pollution reduction and efficiency improvement benefits associated with controlled combustion of clean gases for power generation. However, current gasification-based electricity production technologies, such as IGCC do not address carbon dioxide emissions. The focus of the study is CO2 capture on CaO prior to combustion of coal-derived gases. To overcome kinetic and stability limitations associated with its utilization, CaO is distributed on high-surface area -Al2O3 and supported on a ceramic honey-comb monolith. The proposed method allows for efficient capture of CO2 from a gas mixture, as studied in a flow-through reactor system. This novel method of CO2 capture is used here to argue for pre-combustion capture of CO2 in coal gasification-based power plants. When CaO is present during the steam reforming of coal gasification gases, continuous withdrawal of CO2 from the system provides for higher yields of reforming products (hydrogen gas) by influencing the thermodynamic equilibrium of the entire system.

The application of Kirchoff's laws to two adjoining mine ventilation network meshes containing fans results in the construction of two general quadratic equations. These equations may be solved to give the resultant airflows and hence fan duties within the system for given network parameters and fan characteristics. This technique has a wide application for calculating the duties of fans in various combinations within a mine ventilation system. Recent difficulties in economically maintaining environ- mentally safe conditions in underground working areas distant from main ventilation fans has led to increasing interest in the use of controlled partial recirculation of ventilation. This paper develops a recirculation model which can be solved directly using mathematical techniques obviating the need for iterative techniques such as the Hardy-Cross method. The advantage of a direct mathematical analysis is that mathematical algorithms may be constructed to completely describe the ventilation system under a wide range of operating conditions. This technique is applied to controlled partial recirculation ventilation systems to demonstrate its advantages for mine ventilation planning.

Scale-up and simulation of flotation columns requires construction of mathematical models which employ, as a minimum, rate constants for quantifying particle recovery in the collection zone as well as split factors for quantifying froth zone performance. To date, measurement of these rate parameters has proven to be difficult, due to the interdependent nature of the collection and froth zones. This paper describes a technique for making these measurements. The method requires recovery data from two modes of operation: countercurrent and cocurrent. In cocurrent flow slurry is fed at the bottom of the column and tailings are withdrawn a short distance below the froth interface. Countercurrent mode is conventional operation. The critical difference is that particles which are dropped out of the froth in cocurrent mode are immediately lost to tailings, while in countercurrent mode the particles are subjected to recollection. Fitting of the measured recoveries to the equations that describe flotation in the two modes yields rate constant or recovery values for both the collection and the froth zones.
