At 6,898 ft below surface, the historic No. 9 shaft at Resolution Copper near Superior, AZ is now the second deepest single lift mine shaft in the United States and connects to the deepest single lift mine shaft in the U.S., Resolution Copper’s No. 10 Shaft (6,989 feet). The shafts serve as ventilation and access for future underground development of what could one day become one of the most significant copper mines in the United States. It is from the base of No. 9 and No. 10 shafts that hundreds of employees of Resolution Copper, a joint venture of Rio Tinto and BHP, hope will soon be given the go ahead to begin driving lateral tunnels to reach a copper deposit that is estimated to contain 28 Mt or 40 billion pounds of copper. Copper was recently added to the U.S. Geological Survey’s (UGGS) critical minerals list, in large part because of increasing demand. A study by S&P Global Energy & Market Intelligence “Copper in the age of AI: Challenges of electrification” released on Jan. 8, 2025, “identifies a transformative trajectory for copper demand, projecting a surge from 28 Mt (31 million st) in 2025 to 42 Mt (46.3 million st) by 2040 – a 50 percent increase that underscores the metal's pivotal role in multiple technological and economic domains.” The surge in demand is driven in large part by the global energy transition, electrification of vehicles, growth of artificial intelligence and data centers, and most recently robotics. Meanwhile, geopolitical tensions have increased the focus on the need for the United States to secure more of its own mineral supply chain. S&P Global’s report is one of many warnings that while copper demand has accelerated rapidly, future supply is being held back. Resolution Copper stands out as one example of a known mineral deposit remaining locked in the United States’ complex and lengthy permitting slog.

The 150 MWe circulating fluidized bed (CFB) power plant described in this paper is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The inherent ability of CFB boilers to burn low grade fuels makes it possible to also burn low ranking coals or coal wastes, including anthracite culm, coal mine rejects, and coal wash plant waste slurry. The impact of fuel characteristics on plant design is addressed. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements.

In the USA many highway tunnels were built during the 1930s through 1960s. This indicates that these tunnels have exceeded their intended design service life. Based on the initial tunnel inventory conducted jointly by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), more than 526 highway tunnels have been identified in the USA. For understanding the condition of the tunnels and risks associated with deteriorating conditions, comprehensive condition assessments are necessary to mitigate risk and remediate works as required. Monitoring the condition and rate of deterioration of tunnels is vital for timely tunnel maintenance and rehabilitation to avoid sudden tunnel collapse. This session will explain the necessary steps for tunnel inspection and review some of the state of the practice information on tunnel inspection techniques.

The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. In the upgrading of finely-disseminated iron ores, selective desliming is the critical step which must be controlled in order to achieve efficient flotation. A prerequisite for selective desliming is a properly-dispersed pulp; sodium silicate is commonly used as a dispersant. The mechanism by which sodium silicate acts as a dispersant in the presence of calcium ions was examined by streaming potential measurements, settling tests, abstraction density determinations, selective flocculation tests and scanning electron microscope observations. The study established that calcium silicate precipitates on the mineral surfaces dispersed the pulp. Although sodium silicate was a nonselective dispersant, the addition of corn starch aided the flocculation of goethite over quartz at low silicate additions, but became ineffective at higher silicate levels. A model is presented to explain the dispersant mechanism of sodium silicate in the presence of calcium ion for selective flocculation of iron ores.

The Bureau of Mines' Tuscaloosa Research Center has developed a field test unit (FTU) which dewaters mine and/or mineral processing by-product slurries. The feed material (by-product slurry) is mixed with a known quantity and specific type of synthetic polymer (usually a polyacrylamide) to induce flocculation in a continuous operation. The flocculated material passes over a specific number and size of slotted stationary screens which separates the flocculated solid material from the "clean" water. The "static screens" are positioned at a fixed angle to maximize flow capacity and capture of the solids content. An investigation was conducted at an industrial crushed stone operation located near Birmingham, AL, to determine if the Bureau's FTU could successfully dewater the waste slurry generated during grinding and sizing operations at this facility. The investigation showed that waste slurries could be dewatered to 50 pct solids, at a polymer cost of approximately $0.85/ton of dry solids treated, and resulted in approximately 85 to 95 pct solids recovery. The dewatered material continued to consolidate and reached 69 pct solids in 24 h. Presently, the waste slurry generated at this facility is discarded into impoundments. However, this research has identified the recovered waste as an economically marketable product.

The Annacis Island Outfall Project includes two TBM bored tunnels with face pressures above 3.5 bar, with an internal diameter of 4.2 metres. This paper discusses the innovative approach to TBM tunnelling and TBM design at the Annacis Outfall Project. The TBM custom design includes a 3.6 m OD core machine manufactured by Herrenknecht and a 5.0 m add-on by the Contractor (Bessac), acting as an extension kit, with optimized gantry design to accommodate for short tunnel drives and quicker launches. This novel design approach produced safety improvement, cost and schedule savings while streamlining logistics of TBM retrieval.

A total transportation system providing for delivery of finished products to customers and raw materials to the plant is one of the key elements contributing to Dravo Lime Co.'s success. Dravo Lime operates one of the largest noncaptive lime and limestone plants in the US at Maysville, KY, where products produced can cost as much to deliver as they do to manufacture, depending on the product itself, its destination, and mode of transportation. With delivery costs comprising a significant portion of total costs for its products, Dravo Lime has made total transportation services an integral part of its business strategy. Prices for most products produced at Maysville are quoted f.o.b. destination. In short, Dravo Lime's Distribution Department relies on the approach that says to customers: "Leave the delivery to us." The 0.9-Mt/a (1-million stpy) Maysville facility, located about 121 km (75 miles) east of Cincinnati, OH, on the Ohio River, primarily produces sulfur-absorbing Thiosorbic lime used by coal-fired electric utilities as a scrubber reagent to remove SO2 from stack gases. The product is currently supplied to eight power plants in the Ohio River valley region which extends through portions of Kentucky, Indiana, Ohio, West Virginia, and Pennsylvania. The plant ships approximately 907 kt (1 million st) of lime and a comparable amount of limestone fines each year. In addition, it arranges for delivery of about 181 kt (200,000 st) of coal to the plant. Lime is transported by covered hopper barges, covered rail cars, covered dump trucks, and pneumatic trucks. It is transferred from barges to storage silos and trucks at a terminal on the Ohio River near Marietta, OH. At another terminal near Aliquippa, PA, lime is transferred from barges to silos, trucks, and rail cars. Future plans call for rail-truck transfer terminals. To produce lime from limestone at the Maysville plant, about 181 kt (200,000 st) of coal is burned annually in three coal-fired kilns. In transporting this coal from the mine to Maysville, Dravo takes maximum advantage of opportunities for reloading carriers with limestone for outbound backhaul movement. Coal, shipped from southeastern Kentucky mines in rail cars, is transferred to barges at a river terminal in West Virginia. After it is unloaded at Maysville, the barges are cleaned with a front-end loader and then reloaded with limestone. Limestone also is backhauled in connection with truck deliveries of coal. The economics of using backhaul shipments has permitted Dravo to enter into markets in which Maysville limestone otherwise would not be competitive. The company plans to backhaul limestone in empty open hopper cars in the future. As part of its ongoing assessment of the distribution system that supports the Maysville operation, Dravo Lime recognizes that a new environment has developed between shippers and carriers because of regulatory changes in the railroad and trucking industries. Although dry bulk shipments by barge to and from Maysville have always been unregulated, other forms of transportation have not. With railroads and motor carriers now approaching varying degrees of deregulation, contracts and agreements are replacing tariffs, and rate negotiations are becoming a daily activity. Dravo Lime plans to take advantage of these transportation changes, all of which may be beneficial to both its plant and its customers.

The practice of Countertrade and all of its variations has increased dramatically during the last five years in great part due to the worsening world economic situation and the Third World's increasing debt problems. Conventional wisdom has held that the goods finding their way into countertrade will tend to be manufactured goods of ever increasing value added. It is my contention that this has not been the case. The continued depression of most metals and minerals prices has conspired to keep a great number of metals and raw materials in the forefront of countertrade negotiations. The concept that if a country needs hard currency it will simply sell metals into world markets for cash has been significantly modified by countertrade which encourages subsidies for raw materials which are in turn funded by higher prices for the manufactured goods which the country must import. Countertrade is a term that is relatively new to most of us who have been involved in the international trade of metals and minerals, but it is one that we will continue to hear more of in the future. Countertrade as it is generally known today had its beginnings after the Second World War in Eastern Europe. As the shattered economies of Europe struggled to right themselves, a "cashless" system of trade developed. This system included such ancient concepts as barter as well as more modern ones like bilateral clearing agreements. For over 30 years countertrade was confined mainly to the COMECON nations and their various trade protocols with Third World nations. If metals and minerals were involved, there was little disruption of world markets by such examples as Cuba shipping ferronickel and sugar cane to the U.S.S.R. for a host of manufactured goods and oil. As the world's economy began to slow in the late 70's and the debt crisis began in earnest in the early 801s, this all began to change. As more and more nations which had previously been almost totally dependent upon their mineral wealth over-extended themselves in an attempt to industralize, they concurrently found their income from minerals falling, due to the decreased demand and subsequently lower prices available in the marketplace. At first these nations attempted to balance their payments by promoting the sales of their high value-added manufactured goods. We have all heard numerous examples of U.S. companies going to sell their high technology products in Rumania or Yugoslavia and being confronted with counterpurchase requirements for machine tools, shoes or drill bits. When faced with these demands, a number of companies chose not to sell into those markets while others merrily signed up the obligations without much intent to carry them out. The Performance Bonds required were generally minimal, especially when considered in light of the high margin inherent in high tech items; and the penalty clauses were equally small or nonexistent. A third group of companies actually tried to buy the machine tools or drill bits either for their own internal use or resale but found that due to poor quality and high prices, they were faced with a difficult if not impossible task. This is not to say that no one was able to fulfill a countertrade requirement, but the success ratio on these transactions was incredibly low. This was one of the major contributing factors to the reputation that countertrade has gained as a discipline ... "that it is mostly talk and very little action." Semiautogenous milling was the subject of 18 papers presented at the SME Fall Meeting in Albuquerque, NM. The process design and scale-up of SAG mills was discussed in several papers. These included a review of testing methods for the sizing of SAG mills by Barrett and Allan. Austin et al. presented an improved simulation model for SAG mill grinding, with model validity demonstrated against pilot plant SAG mill test results. Rogovin et al. presented some pilot plant results relating to the charge motion, hold-up, and particle size segregation in SAG mills. A number of papers described improvements achieved in operating SAG mill circuits. These included presentations by Dailey concerning mills at the National Steel Pellet Co., by Brown and Pipke concerning the Island Copper grinding circuit, by Lovering of Afton Mines Ltd., and by Bartrum et al. of Kidston Gold Mines Ltd. Bush and Hegerle of Amax also discussed SAG mill operations at the company's Henderson mill. They addressed the topics of SAG mill grinding economics. Other papers addressed the topics of SAG mill control (Vanderbeek et al. and Pennington), grinding media (Meulendyke et al.), liners (Kjos), and fabrication (Carr and Utley). The 1985 AIME Annual Meeting in New York featured four technical sessions concerning size reduction technology and practice. Papers involving fundamentals included one by Hinde describing simulation model usage for quantifying the classification and concentration of heavy minerals in grinding circuits. Another, by Rogers et al., discussed simulation models that were used as a design aid in evaluating screens versus hydrocyclones for fine grinding circuits. Arbiter discussed dimensional considerations in grinding mill design, and Schwechten and Schonert proposed the use of a high pressure roll mill as a means for reducing energy requirements in fine grinding. Internal classification in tumbling mills was the subject of a paper by Hogg and Rogovin. The mechanism of internal classification were identified and their effects illustrated. Simulation for the process design of ball mills was exemplified in a paper by Rogers, Austin, and Brame concerning phosphate grinding in laboratory to large diameter mills. The incorporation of liberation into size reduction models was the subject of papers by Austin et al., Herbst et al., and Choi et al. Gupta used simulations models to further investigate zero order fines production in ball and rod mills. Of the published literature, many articles on size reduction were published in various publications in 1985. Articles concerning ball mill grinding included an analysis of interstitial gas effects in dry grinding by Cottaar et al., an analysis of mill grinding noise by Watson, studies of factors affecting breakage rates in dry milling by Gupta et al., and in wet milling by Tangsathitkuchai and Austin. Austin and Klimpel presented two papers concerning ball wear and ball size distribution effects. Koka et al., and Gotsis et al., described recent developments concerning the Szego mill. A model for hammer milling circuits was described in papers by Gotsis et al. and Gotsis and Austin. Heim et al. reported on wet grinding in Perl mills, and Kuga et al. presented findings concerning pulverizing in a screen mill. Studies of grinding effects on particle surfaces were published by Meloy and Hofmann et al., and Scieszka proposed a technique to investigate pulverizing properties of coals. Austin and Rogers discussed factors of powder technology of significance in industrial size reduction in mills and crushers. (Space limitations preclude listing of references. The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for con¬tinued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. . The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950; the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. Rich iron ore deposits were discovered during the 1960's in the mountain range of Serra dos Carajas, State of Para, Brazil, near the headwaters of the Tocantins River some 400 miles southwest from the state capital of Belem. (See Fig. 1 and 2). The key to the successful exploitation of this deposit was the development of an efficient an economical transportation system. The rugged terrain, and the dense tropical vegetation of the Amazonian jungle and the irregular coastline with its high tidal range presented severe obstacles to the planning and building of such system. Starting in 1972 extensive surveys and studies were carried out by Soros Associates on behalf of CVRD to determine the optimum way of transporting the ore from the mine site to the markets, most of which are located overseas. Overland transportation to the coast, loading into seagoing vessels and the ocean voyage to the ports of destination was treated as an integrated system in these studies.

Exploration targets and results in the mining industry are commonly summarized in terms of tonnage and grade. Business appraisals require, as additional information, the expected profit or loss implied by the physical summary. The early incorporation of knowledge gained through financial analysis computations can provide a means for economically resolving many common exploration and development problems. Examples of such applications from the activities of exploration planning, reconnaissance, land acquisition, and development planning are presented in this paper.

Outokumpu Tara Mines located near Dublin, Ireland is Europe's largest producer of lead and zinc concentrates. To reduce dewatering costs and to improve environmental and working conditions, elimination of the lead concentrate thermal dryer was required. This paper describes the development and implementation of the pressure ceramic technology at Tara to replace a conventional vacuum filter/oil-fired dryer system. In 1996 the pressure ceramic filter dewatered 66,600tonnes of lead concentrate, producing a cake at 6 % moisture. Substantial operating cost savings have been realized. Commissioning of a second pressure ceramic filter to handle over 300,000 tonnes/year of zinc concentrates is scheduled for the first quarter of 1997.

Novel chemicals that can be used for increasing the efficiency of fine coal dewatering were developed at Virginia Tech. Reagent A was tested on three different coal samples in laboratory vacuum filtration tests. These included flotation products from Middle Fork plant, Elkview Mining Company, and CONSOL, Inc. The tests conducted with the Middle Fork coal sample (100 mesh x 0) showed that cake moisture can be reduced by more than 10% beyond what can be achieved without using dewatering aid. This improvement was achieved at 1 lb/ton of Reagent A and 0.1 inch cake thickness. At 0.5 inches of cake thickness, the improvement was limited to 8% at the same reagent dosage. The results obtained with the Elkview coal (28 mesh x 0) showed similar advantages in using the novel dewatering aid. Depending on the reagent dosage, cake thickness, drying cycle time and temperature, it was possible to reduce the cake moisture to 12 to 14% range. In addition to achieving lower cake moisture, the use of Reagent A substantially decreased the cake formation time, indicating that the reagent improves the kinetics of dewatering. The test results obtained with CON SOL coal were not as good as with the other coals tested in the present work, which may be attributed to possible oxidation and/or contamination.

Researchers at Montana Tech are investigating the potential for developing trees tolerable to degraded un-reclaimed mine site tailings and soils as a solution to re-establishing long-term tree growth on those sites. This project involves growing tree seedlings from seeds planted in the degraded mine tailings and soils in which they will eventually be planted. The outcome of the project is expected to lead to a successful solution for re-establishing tree growth in degraded tailings and soils in Butte, Montana with minimal post-planting human intervention. Work conducted on the project to date has shown successful growth of seedlings in degraded tailings and soils. INTRODUCTION In an effort to improve Butte Area One natural resources, this research project is working to help restore tree growth in the Butte Priority Soils Operable Unit Boundary (BPSOU) (Opoku-Ware, et al 2018). Research by Blicker, et al (2003) found that, the BPSOU, which is part of the Silver Bow Creek/Butte Area National Priorities List (Superfund) Site within and near Butte, Montana has multiple historic mining sites situated entirely within the urban setting of Butte. Mine wastes and mill tailings, accumulated from over 100 years of gold, silver, and especially copper mining are dispersed throughout Butte, posing health risks to human and environmental receptors. Stabilization of tailings sites is needed to control fugitive dust, prevent run-off of toxic material resulting in subsequent sediment deposition in streams, reducing the volume of water seepage through acidic and heavy metal contaminated material, and improving land productivity and aesthetic values (Watkin and Watkin, 1982). If successful, the project will help restore water quality and maintain stream flow in Silver Bow Creek where it flows through Butte Area One. Trees native to Butte are being grown to seedlings in a greenhouse located on Montana Tech’s campus which will be planted in degraded soils located within the BPSOU. Growing trees is expected to help restore vegetative ground cover within the watershed contributing to stream flow in Silver Bow Creek. The trees will prevent soil and tailings from eroding and being deposited in Silver Bow Creek where they could degrade water quality and choke stream flow. The project combines research with tree seedling growth to provide a resource for Butte that could produce thousands of tree seedlings each year adapted to the harsh climate, soil, and tailings conditions that exist in the BPSOU where they will grow. It is anticipated that the trees developed by the project will have the capability for long-term survival and growth because they will be germinated and grown into seedlings in the degraded soils and tailings collected from the BPSOU where they will be planted. Soils and tailings collected for the project have been evaluated to determine if they lack nutrients or contain substances potentially toxic to the long-term growth and survival of the trees. Toxic levels of metals, high concentrations of soluble salts, extremes in pH, nutrient deficiencies and imbalances, surface crusting, high bulk density, low infiltration rates, high surface temperatures, low cation exchange capacity, restricted microbial activity, low water retention, harsh climatic conditions and surface particle movement are some of the traits of mine tailings sites that restrict revegetation efforts (Barth, 1986).

"PT Freeport Indonesia is preparing the Deep Mill Level Zone (DMLZ) mine to be the successor of the currently operating Deep Ore Zone (DOZ) mine. The DMLZ is block cave mine situated 500 m below the DOZ mine and approximately 1600 m depth from surface. Both of the block caving mines require draw point construction in the extraction level to extract the ore from caved area above. Learning from the experience in DOZ, the construction & maintenance of draw points in the production panels is a significant challenge in supporting consistent production.The average DOZ draw point construction duration is approximately 46 shifts per draw point. The time frame for construction is dependent on several variables; availability of the conventional forming system, material availability, and development tolerances. The repair of concrete floors and lintel sets causes production downtime. Reviewing the old DOZ draw point design, there is an opportunity to increase constructability, durability, and reliability of DMLZ draw points. This paper discusses how the DMLZ has improved draw point construction productivity and is on track to significantly reduce costs whilst increasing the quality by using the Six Sigma Improvement Method.Introduction The DMLZ Mine is part of the PT. Freeport Indonesia (PTFI) future Expansion to its underground mining complexes. It is the fourth vertical lift in the East Ertsberg Skarn System (EESS) deposit (Figure 1).Currently, it is under development phase.The DMLZ mine will be a block cave mine using an advanced undercutting method. The DMLZ extraction level will be approximately 1,600 meters below the surface on the 2570 level with column heights of roughly 500 m. The Undercut is on 2590 level, some 20 meters above the extraction level."

The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and response of mine personnel in mine emergency situations. The MERD program simulates problems that may be encountered in underground mine fires, underground mine explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, Industry, Labor and State Government Personnel. The program is extremely versatile and is easily adapted to suit various training requirements. It gives the participants the opportunity to experience some of the emotions, frustrations and successes of a mine emergency in a controlled environment without having to be involved in one. Past participants have indicated that this training has better prepared them in actual emergency situations through increased awareness and advanced preparation of plans and resources. In 1992, a Mine Simulation Laboratory, which simulates a coal mine and metal/nonmetal mine, was built to improve training for mine emergencies and prevention and fighting of mine fires. This facility has been included in the MERD Program to provide realistic and practical training for mine rescue teams and MERD participants in advanced mine emergency operations. This paper presents an overview of the MERD program.

A longwall coal mine in southwestern Virginia mining the Pocahontas #3 Coal Seam experienced a history of mining-related seismic events. The events were never large enough to cause concern until three major events occurred recording 3.4, 4.3, and 3.4 ML in 2005, 2006, and 2007 respectively. Two of the seismic events generated an air blast which damaged stoppings which fueled a mine fire in 2005 and 2007. The mine responded to the events by narrowing the longwall widths, changing ventilation controls, installing a 7-sensor seismic system around the active panel, and creating a mining hazard map to avoid similar geology in the future. All of the actions taken have prevented seismic activity from impacting mining operations, but it did not prevent other large seismic events from occurring (Van Dyke et al., 2018). In 2016, another large seismic event, measured at 3.7 ML, occurred in the gob that was reported by the local media and recorded by the United States Geological Survey (USGS). While the event did not directly impact mining operations, mine management wanted to know where and under what conditions could large seismic events occur in the future. The National Institute for Occupational Safety and Health (NIOSH) became involved to help understand what conditions precipitated these events so that future mine design could more accurately assess seismic hazards and reduce the risk to mine worker safety. Researchers at NIOSH and mine management created a seismic forecasting map that combined three factors: (1) overburden thickness, (2) sandstone thickness, and (3) the expected caving height of the gob. The criteria were developed based on the geologic data the mine collected from core drilling, e-log analysis, and fiberscope observations. The forecast map was able to provide an accuracy of 72%–85% of events 1.5 ML or greater and 100% accuracy of events that were 3.0 ML or greater based on historical data. The seismic forecasting map was applied to the entire future mining area to show areas where seismic potential could be the greatest based on current mine design planning, ultimately improving the ability of the mine operator to assess the seismic hazards surrounding active and future mining areas (Van Dyke et al. 2018). Following this research, the seismic forecasting map was implemented into the mine’s hazard recognition program and is continuously updated and evaluated prior to mining each longwall panel. This paper will cover in more detail how the seismic and lithologic data was processed and how the mine implemented a new seismic mitigation program based on the forecasting results.

"Proper soil conditioning is critical for effective earth pressure balance (EPB) TBM tunneling. Chamber pressures can reach 3-5 bar yet the vast majority of testing is performed under atmospheric conditions. This paper illustrates how pressure influences foam stability and conditioned soil behavior, and how atmospheric test results must be viewed in the context of expected chamber pressures. Torsional shear strength, compressibility and abrasivity of foam conditioned sand were found to be ideal when the void ratio was above the ASTM-determined maximum void ratio, achieved by sufficiently expanding the soil grain structure with foam, herein when the foam injection ratio at pressure exceeded 45%. Otherwise, the engineering properties of foam conditioned sand were not ideal, i.e., appreciable torque and abrasivity, low compressibility. INTRODUCTION Proper soil conditioning is critical for effective earth pressure balance (EPB) TBM tunneling. The formation soil at the cutterhead must be transformed into a highly compressible, low shear strength and low permeability medium within the excavation chamber to allow effective EPB performance. This behavior must be maintained for a certain residency time while the soil is in the chamber and screw conveyor. The vast majority of published studies on conditioned soil behavior have been performed under atmospheric conditions (Quebaud et al., 1998; Bezuijen et al., 1999; Psomas and Houlsby, 2002; Vinai et al. 2008; Thewes et al., 2012; Peila, 2014); however, the desired soil behavior must occur under chamber pressures that can reach 5-7 bar. The influence of pressure on conditioned soil is significant and is dramatically different than behavior under atmospheric pressure (Williamson et al., 1999; Mori et al., 2015). This paper illustrates how pressure influences conditioned soil behavior and how atmospheric test results must be viewed in the context of expected chamber pressures. The influence of pressure on foam bubble size (including with time) is shown through digital image analysis. The influence of pressure on foam half-life is also investigated. The compressibility, shear strength, and abrasivity of conditioned soil under pressure is presented and explained in terms of density, soil and air compressibility and porosity."
