Introduction Metals exploration activity is moderately intense in the US despite the 1981-82 recession in the mining industry. Although exploration expenditures are significantly less than the 1981 peak, quality and goal orientation of current exploration are high. Major foreign and domestic mining companies as well as nonmetal companies had been attracted to invest in minerals in the US. Its capital markets, political stability, and open-door policy are attractive for hard mineral explo¬ration, particularly in the West. The approach was to either acquire fully or partially developed ore bodies through merger and acquisition, or to fund large scale exploration programs in search of bulk-tonnage deposits. The acquisition avenue has not proved the panacea envisioned for overcoming lack of substantive mineral development. Nor has the decentralized approach to exploration that was adopted proven cost-effective. The emphasis on gold, to the exclusion of all other commodities, raises questions regarding the direction of exploration in the US for the rest of the 1980s. Overview More than 300 companies are active in metals exploration in the US. These range from established, well-known domestic and foreign corporations to hurriedly incorporated, unknown companies financed by having promoted mineral prospects or occurrences of questionable quality. Junior companies tend to be oriented toward property entrepreneurship, rather than the development of minerals resources. These companies have helped maintain mineral lands from prospect to production by holding blocks of property intact during periods of exploration inactivity. This was done through promotional efforts, even though few properties that attracted major venturers proved to have real merit. Exploration objectives of senior and junior exploration companies currently embrace only a few commodities. Arranged in approximate descending order of priority, these are: precious metals; base metals in monometallic or polymetallic deposits; strategic metals, such as tungsten, tantalum, and tin; unconventional commodities, such as diamonds; ferrous metals; and commodities such as beryl, zeolites, and barite. Prospectors are important in searching for these targets. In the US, where they have been financed by major and junior companies, prospectors have proven a useful and low-cost means of locating gold prospects (e.g. the Alligator Ridge property in Nevada). The tenacity and persistence of independent prospectors have been factors in discovering properties rejected or overlooked by professional geologists (e.g. Lornex mine in British Columbia). This has been realized by the provincial government that grubstakes bona fide prospectors. Exploration interest in commodities has always been cyclic with price. Gold is one of the few metals that has experienced a price increase of such magnitude to warrant attention. The potential for realizing adequate operating margins for the Nevada open-pit "no-see-um" gold deposits is great. The present declining gold price, however, may indicate that this emphasis on gold, to the exclusion of other commodities, is shortsighted. Mining companies have been the last to react to price increases, opening new mines based on unrealistic market expectations. A scenario could develop where plummeting gold prices bring recession to the gold industry, as lately occurred in uranium, molybdenum, and copper. Outokumpu flash smelting of copper concentrates was introduced in 1949 and flash smelting of nickel concentrates in 1959, both at Harjavalta in southwest Finland. The first flash smelter outside Finland was started up in 1956 in Ashio, Japan. Between 1956 and the present about 25 flash smelters for copper, and nickel concentrates have been put into operation in different parts of the world. Outokumpu"s research organization has been highly involved in the development of flash smelting. For example, a direct blister flash smelting process was developed in 1975 and introduced in Glogów, Poland, in 1978, and another has been designed for Zaire. This straight metal process is based on low iron content of the concentrate, which reduces the amount of recycling slag copper. Additionally, the concentrates are rather low in impurities.

The paper under discussion provides an excellent and concise study of compartment ergonomics for thin seam equipment. However, in accomplishing this, some very important operational aspects were ignored. Since these are likely to be determinant, the authors' response is solicited. The novel shuttle car with its cross-car, end-mounted compartment is operationally very different from the current one. The latter can be considered a highly mobile extension of the continuous miner or loader, with a pass-through conveyor, dump boom, and extra storage. As such, the vehicle's kinematics are the simple "I," or shuttle pattern, bent for going around pillars, with an intermediate stop at the "change-out point" (Adler, 1986). The action of the cable reel adjusts well to this pattern. The proposed shuttle car's motion either superimposes a "Y," time is lost (5 seconds) for each cycle, space is needed, line of sight is compromised, and a cable anchor is probably required at the dump. A chute is almost prohibitive in construction time and cost. The lack of a dump boom further curtails flexibility in the proposal. The value of a standard hand and opposite standard hand configuration also needs consideration. Many front-end loaders have a rocker (overshot) capability that is designed to achieve an "I" pattern. And crawler loaders sometimes use a side dumping bucket variant for the same purpose. These examples indicate the pattern's importance. For underground, thin seam application, the ram car has become popular. This is an articulated truck, battery-powered, and with an ejector dump. Its operational patterns would be similar to the novel shuttle car, except without the loading flexibility provided by a conveyor. Since the cab location of the proposed shuttle car largely obviates some of the major advantages of the present shuttle car, the question arises whether this configuration could be adapted to the current ram car and scoop.

Faster, simpler, cheaper and more accurate cyanide ex­tractable gold procedures are now available for grade control assay. Cyanide 'bulk leach extractable gold' or BLEG assays have previously been seen as desirable, due to the large sample size that can be treated, but not in common use due to the 24hr total assay time required. Sample sizes from 50g to several kilos can now be accurately assayed in less than 4 hours total time with the larger sample size increasing accuracy, without loss of precision, while greatly reducing the 'nugget effect' or coarse gold bias. Typical assay size is 200g, equivalent to 4 x 50g Fire Assays or 10 x 20g Aqua Regia Assays. Ongoing modifications and refinement of the procedures and reagents used also indicate applicability to the treatment of coarse gravity gold where substantial savings in both capital and operating costs for these circuits are possible. The successful use of this cyanide assay at the Bannockburn and Windine Well operations are cited to-gether with a compre­hensive comparative testwork program by Newcrest. Testwork at Gidgee and Lynas Gold operations is currently being initiated. Other operations using the method include Red Dome and Kidston; with Placer(Granny Smith) and PMA's Palm Springs operations to commence shortly.

Discussion by J.L. Weeks Discussion I wish to comment on Kissell and Sacks's paper "Inaccuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines." It is well established in industrial hygiene that area sampling is not an accurate measure of personal exposure. To measure personal exposure, one must use a personal sampler. Kissell and Sacks, using data from coal mining, reached the same conclusion. This is the right answer but it is the wrong question. This issue arises because the machine-mounted respirable dust continuous monitor (MMRDCM) is being considered to monitor coal-miners' exposure to respirable dust. This device may be mounted on a continuous mining machine, and it would take a modified area sample. I refer to it as "modified" because a mining machine is not really a fixed location, as is the typical area sample. The concern with whether this machine would provide an accurate estimate of the machine-operator's exposure, however, overlooks important features of the MMRDCM. Specifically, it displays dust concentration as it occurs and at the place where it is needed, not 10 days later, as is the case with the current system. Used in this way, it allows for timely intervention to control exposure to dust and it leads to greater first-hand knowledge of specific conditions and mining practices that result in excess exposure. If one knows the dust level is excessive at the time the dust is being generated, it is possible to use known and effective methods of dust control to reduce exposure. By measuring again, one can determine whether control methods have worked. This is a generic procedure followed in any industrial process: measure, adjust and measure again. It leads to more effective and more efficient dust control and is preferred to taking a sample, waiting 10 days for the results and then trying to apply that information to a situation that no longer exists. The MMRDCM also records the dust level automatically, and it runs continuously, making it harder to tamper with. Dust monitoring in underground coal mines has been corrupted by some operators having submitted fraudulent samples (and being convicted on criminal charges because of it), weakening the credibility of the current system. The MMRDCM is, in part, a response to this corruption, and an effort to focus attention on dust levels and dust controls rather than on the perpetrators of fraud. Use of the MMRDCM is an evolutionary change from the current system. With the current system, one takes a personal sample of exposure of the "designated occupation" (DO, defined at 30 CFR 70.2 (f)), the occupation regularly exposed to the highest level of dust on a section. Typically, on sections using continuous mining machines, this is the mining-machine operator. The rationale behind DO sampling rests on some of the findings that Kissell and Sacks report. They reviewed several studies that showed that dust concentration varies with location on a mining section and that there is a concentration gradient with the highest concentration occurring closest to the face. The logic behind DO sampling strategy is that if the dust concentration at the place where it is highest is below the exposure limit, then concentration elsewhere on the section is also below the limit. In this way, one will have achieved the objective or keeping dust concentration below the exposure limit for all miners on the section by measuring the exposure of only one miner. The

Introduction There has been much publicity of the boom and bust in oil and gas well drilling in the US, and many comments on oil and gas gluts. Despite this, the drilling industry remains the largest consumer of functional industrial minerals. The boom years of 1981 and 1982, compared with the bust year of 1983, show a sharp reduction in the consumption of industrial minerals-1981, 7.4Mt (8.2 million st); 1982, 6.3 Mt (7 million st); and 1983, 4.4 Mt (4.9 million st). Industrial mineral use rebounded in 1984 to 4.7 Mt (5.2 million st). This was the second highest year in history in terms of wells drilled and third highest in footage drilled. Table 1 shows the history of drilling activity and mineral consumption from 1971 to 1984. The uses of functional industrial minerals in oil and gas well drilling were detailed by Miles and Blair (ME, 1983, October, pp. 1397-1400). As an update, this article addresses only the changes that have occurred in the industry in the past two-and-a-half years. It will be directed to mineral use and new products introduced to the industry. Drilling practices A partial explanation of where wells are being drilled with lower quantities of minerals consumed is: • In the boom year of 1981, there was a proliferation of number of suppliers chasing the same business. This resulted in multiple sourcing, multiple warehousing, and a huge increase in inventory that became surplus in the following years. The bust year, 1983, caused a severe shakeout in the number of suppliers of minerals and associated drilling fluids. • In 1981 and 1982, the wild speculation in the oil and gas industry led to drilling of speculative deep gas wells. Oil wells were drilled on a wildcat basis - in areas of unproven productivity. • Presently, the oil and gas well drilling industry is very active. But drilling is directed toward proven areas of production and working over old wells for increased production. This means a large number of wells are being drilled with lower average foot-

I. INTRODUCTION During the past few years, the state of the art of disposal of solid and liquid waste products from uranium mining and milling operations has experienced some rather interesting and significant changes. Some of these changes have resulted from technological advances in the milling operations and in the engineering aspects of the actual design and construction of the disposal facilities. However, the most significant changes, at least those which have had the greatest impact on the comparative cost and economics of modern disposal systems, have been environmental requirements and regulatory controls, which have become increasingly stringent in recent years. Without delving into the details of the myriad of new laws and regulations which now control the uranium industry, it can be stated with reasonable confidence that one of the principal purposes of more rigid state and federal controls over this industry is the basic desire to promote safer, more reliable and longer term means of effectively controlling and disposing of the potentially objectionable waste products resulting from uranium mining and milling operations. It is difficult to take issue with these basic goals because their need was spawned by past lack of awareness and inattention on the parts of both government and industry to the long term environmental problems and potentially hazardous conditions which can be created by limited planning and ill-conceived or poorly controlled and executed disposal practices. On the other hand, despite the good intentions of those who developed and those who are administering the regulatory controls now in effect, the basic danger exists that overgeneralization of the approach to disposal problems and overrestriction of the potentially acceptable solutions for uranium mine and mill waste disposal could have a significant, adverse economic impact on the mining industry and the ultimate consumers of their products. The regulatory pendulum, which perhaps swung too far toward lack of controls over uranium mill waste disposal in the 1940's, could now well be headed too far in the opposite direction, that is toward over-regulation in the form of restrictions based on technically unrealistic or weakly supportable

"Construction of underground structures in urban areas is a very challenging work. There are generally two methods of construction, an open cut-and-cover and underground method. To eliminate the subsurface and surface disturbance and street traffic problems, underground method is preferred. The stress redistribution caused by underground excavation induces movements and deformation in the earth mass and ultimately at the ground surface. This is more pronounced in large space excavations. Generally pre-supporting system is used to control ground deformation and thus enhance its stability. In this paper an innovative pre-supporting system is presented. Concrete Arch Pre-supporting System (CAPS) is introduced in Tehran Metro in 2002. This method has roots in construction method of an Old Iranian small water tunnels, called Quanat. CAPS is an efficient method for stabilizing large span underground spaces constructed in shallow and soft ground. In this technique underground reinforced concrete elements are constructed around the proposed underground space prior to main excavation. This method is used successfully in over 50 large span underground structures in Tehran Metro stations and road tunnel intersections. CAPS has potential to be used to pre-support the large span underground spaces at any weak ground condition in an urban area.1. INTRODUCTION Underground subway stations can be constructed either by open cut-and-cover or underground construction. Due to the presence of subsurface utilities and street traffics in urban areas, underground construction is preferred to eliminate relocation of the subsurface utilities, and other urban disturbance. Underground construction in an urban area is a very challenging effort. The complexity of the work is more pronounced in a weak and shallow ground. The stress redistribution caused by underground excavation induces deformations in the earth mass and ultimately at the ground surface causing damage to adjacent structures. The need to control ground surface settlements in urban area is widely recognized and new construction methods are continuously developed. Settlements induced by underground excavation may cause serious damages to nearby structures and subsurface underground utilities, (Sekimoto et. al. 2001). In order to improve stability of underground excavation and reduce settlements, various ground treatment techniques are presented, Johnson, et.al., (1983), Carrieri, et.al. (2002), and Ocak (2008)."

Impervious zones in copper waste heaps create a problem in contacting the rock with leaching solutions. These zones are normally associated with compacted layers .formed on the surface of each lift by dump truck traffic and by disintegration of the rock exposed to atmospheric conditions. These layers are usually only a few feet in depth--but, nevertheless, act as barriers to vertical flow causing the leach solution to perch in the heap, Consequently, much of the rock remains untouched and the leach solution breaks out the side of the heap instead of continuing downward to bedrock. One solution to this problem is breaking the hard pans with explosive charges. However, to use explosives means adopting new explosive materials and methods. To use this process successfully requires finding answers to operating conditions inherent to waste heaps. Foremost among these are: (1) type and size of casing that can be used because of limitations brought about by drilling problems, caving and, corrosive conditions; (2) perforating the casing at required levels; (3) an explosive capable of being pumped; (4) obtaining detonation of the, main charges through, the wail of the casing; (5) an explosive with the ability to propagate through the voids of the rubble and one which is not affected by water, acidic solutions, or back pressure conditions from hydrostatic heads; (6) to heave and rupture the compacted zones without chambering or recompressing the waste material.

As a consequence of the oil crisis of the 70?s, the commercial value of coal increased very sharply and an upward trend in coal prices although now less pronounced, continues today. The graph shown in figure 1 illustrates the trend in the F.O.B. price of U.S. metallurgical coal. This trend occurs during a time when mechanized mining is firmly established as a means of production throughout the coal mining world. With modem methods of mining, mechanical cleaning is a necessity and quality control is no longer entirely dependant upon coal face practice. The efficiency of fine coal recovery is of vital economic importance to present day operations and good practice in this field contributes significantly to improving profitability. Numerous processes are available for the duty and this paper discusses one such system, namely the practice of froth flotation.

Society's growing concern over the number of deaths and serious injuries occurring in coal mines, coupled with a growing sentiment to develop and promulgate improved mandatory health or safety standards, was no doubt the basis for passage by Congress of the Federal Coal Mine Health and Safety Act of 1969, being Public Law 91-173 approved December 30, 1969. Even prior to passage of the Act, strong reaction was quick to arise concerning the effect of such legislation upon the coal mining industry. Initial response varied from mild forms of criticism to' the expressed fear of complete suspension of operations and mine closings. Primarily responsible for these early forms of skepticism were speculative or fanciful cost estimates which led operators to contemplate a less than prosperous existence. However, in spite of this unfavorable outlook, the majority of the operators have faced up to the situation and have been striving to comply with the Act and the regulations issued thereunder. While encouraging strides have been made toward implementation of the Act, it must be recognized that noticeable results have been attained only through many months of determined effort and, as anticipated, at quite heavy expense to the operator.

We are currently doing work on three ways to improve the performance of our froth flotation systems. One development is the use of a cationic flocculent added to the feed of the froth cells. This does give some improvement in ash of the product particularly in a situation where there is a good bit of clay present. Difficulty is usually experienced with clay carrying over with the water contained in the froth product and also adhering to the coal surfaces. Addition of the flocculent to the flotation feed preferentially flocculates the clay causing it to drop into the tails. The results of some laboratory test work on Pittsburgh 88 Seam coal in Eastern Ohio is shown in Table 1. [ ]

A great potential market for the high BTU midwestern thermal coal exists if the coal is desulfurized and prepared to meet the environmental restrictions and the utility customer specifications. Because the midwestern coal is very high in pyritic sulfur, it can be adequately desulfurized by removing the pyrite with the help of such coal cleaning techniques as the froth flotation. Froth flotation cells are now commonly employed in modern coal preparation plants for recovering the fines but they are not utilized for desulfurizing the coal probably due to a lack of system operating data for such applications. A research project recently conducted at Southern Illinois University shows that the total sulfur in the midwestern coals can be successfully reduced from as high as 5.3 percent to less than 1.4 percent by single stage froth flotation. The results obtained on ten different samples of high sulfur coal obtained from different areas in the Illinois Basin are presented and discussed.

Powered dust-filtering helmets (dust helmets) have become increasingly prevalent in the underground mine environment in recent years. Many longwall operations use dust helmets to reduce the respirable dust exposures of miners required to work downwind of crusher, roof support and shearer operations. While continuous mining sections are usually less dusty, use of diesel equipment represents a new potential health problem. The U.S. Bureau of Mines recently conducted a study to determine the efficiency of a dust helmet on diesel-size particulate. Two underground evaluations were conducted on continuous mining sections that were using diesel haulage vehicles. Model No. AH21 Racal airstream helmets equipped with AS22-3 prefilters, AS23-3 main filters and AS60476 tyvek full-face seals were tested. Helmets were placed on mannequin heads and mounted in the ram car cabs. Andersen Model 298 (eight-stage) personal cascade impactors were used to sample air inside and outside of the helmet. Impactor stages 8 and the final filters were analyzed to determine submicrometer (0 - 0.93 µm) particle concentrations. Results from this study showed that the dust helmet was 94% (± 3% at 95% confidence level) efficient on submicrometer particles. Typically, very little coal dust is observed in the submicrometer size range, therefore, these particles were assumed to be from diesel exhaust. Results from this study indicate that proper use of the dust helmet on continuous mining sections that are using diesel haulage vehicles may be beneficial to the health of miners.

Most miners know that Latin America's major mineral areas are in the mountains of Mexico and down the backbone of the Andes in South America. These areas comprise some of the more rugged and challenging parts of the world's geography, and the risks of doing business in these areas are just as difficult as the impressive task of extracting and processing ores. However, Latin America does contain mineral deposits, some untouched and many to be discovered, that convince venturesome people that the tremendous effort required to mine them will be worthwhile. The rewards have often been adequate in the past. Hopefully, they will be in the future. Background The safest statement that can be made about Latin America is that the "ballgame is constantly changing." Here are some examples: Chile. Under President Frei in the 1960s, Chile welcomed foreign mining interests, even though the government was acquiring significant ownership interests in the big copper properties. Then, under Allende in the 1970s, the big mines were taken over and compensation was denied on various grounds including the allegation that extraordinary profits had been made that should have been taxed. After Allende, an about-face was made in policy; former owners of the expropriated mines received some compensation and new foreign investment was seriously welcomed. This article deals with the extensive geotechnical soil and bedrock mapping system maintained in the Geotechnical Office of the City of Helsinki since 1955.Soil maps have been prepared to scales of 1:500,1:2000 and 1:10 000, and most recently in 1978 a new type of bedrock map was printed to a scale of 1:10 000, which covers the whole city area and particularly serves rock tunnel construction. A map showing the types of foundation building in the central city area, which will also serve underground construction activities, is currently being prepared. Since the geotechnical mapping system has been well received in Helsinki and the drawing of similar maps has also been undertaken in other Finnish towns, this mapping method is believed to be of interest to foundation engineers and tunnel constructors elsewhere too. THE GEOTECHNICAL CONDITIONS IN HELSINKI The geological structure of Helsinki, and of all Finland, presents two types clearly differing in character and age; bedrock and soil. The solid bedrock is Precambrian, while the soil dates from the Pleistocene Age and has mainly been deposited during and after the Ice Age. Thus the history of Helsinki only displays very old and very young formations, but nothing in between. The ground level in Helsinki is +62 at its highest and the sea bottom close to shore is -15 at its deepest. The deepest rockhead has been found to lie at the -70 level.

Mine ventilation systems mostly are ventilation networks with fixed-quantity branches. The solution to the problem of ventilation networks with fixed-quantity branches is obtained by choosing the fixed quantity branches as chords and using Hardy Cross iteration method. The solution usually is feasible but may be not economical. This paper takes minimal annual ventilation electricity cost as an object, considering the power of main fans and boosters, natural ventilation pressures and resistances of regulators, and builds up a nonlinear programming model. A set of initial values of the nonlinear programming can be obtained by using Hardy Cross method, The MAP technique then used to find a set of local optimal solution The running procedure with a simple example is dicussed. In the networks, air quantity of branches are generaly regulated by increasing branch resistance or air pressure. A comon approch to the of the networks with fixed quantity branches is to formulate it based on Kirchhoff's current and voltage laws and the solution is obtained by Hardy Cross iterative technique. The solution usualy is feasible but may be not economical. The optimal plan of air quntities regulation of mine ventilation network should be to make the solution satisfy both required quantity of work places and minimal ventilation operating cost. It is the purpose of this paper to introduce a new approch and computational experience of nonlinear programming of the optimal problem.

Methane gas is an ever-present problem facing the underground coal mining industry. Mine operators are mandated by law to maintain safe concentrations of methane gas within the mine environment. Ventilation is the method of choice used by all mine operators to reduce gas concentrations. When gas emissions are such that ventilation alone cannot control the gas, methane drainage methods must be applied. In the 1970’s, there was a concern that unprecedented gas emissions would be experienced as mine operators began new developments in the deep and gassy Blue Creek and Pocahontas No. 3 Coalbeds. Such concern was well founded as significant gas volumes are being emitted as these mining operations mature. In 1971, the U.S. Bureau of Mines began to tabulate and track the change in mine emissions. These data were extracted from the underground coal mine quarterly air quality-quantity inspections performed by the Mine Safety and Health Administration. At that time, approximately 6560 Mm3/d (231.7 MMcfd) of gas were emitted from 430 underground coal mines.
