The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

HIGH SPEED RAILWAY NETWORK Spain is a very adequate country to develop the high speed railway network thank to its geographical feature which has a 600km long radius, from Madrid- the capital that covers mostly the whole country. Therefore, the railway is a major competitor of the airline. In Spain, the new access to the north and northwest is nowadays the most important railway project which will allow a significant saving of time in the near future to the central plateau and the northern territories. Time savings as well as strict environmental considerations have been the main objective of various studies during the last decade leading to Guadarrama and Pajares tunnels as ones of the optimum solutions. Cordoba-Malaga high speed railway, the extension of the present Madrid—Sevilleline, through the Abdalajis range and the rail project to cross oriental Pyrenees between Spain and France are another two samples of large tunnels currently underway. In these four projects, the ground already encountered and to be soon encountered is highly variable, from very hard granite and gneiss in Guadarrama and Pertus to very poor argillite in Abdalajis, shale in Pajares and schist in Pertus. A number of faults are also expected. Hence, double shield hard rock TBM has been chosen. Figure 1 shows a general scheme in four projects. These four projects represent a total of 2 × 68 km of which 87 km are under DRAGADOS contracts. PROJECTS UNDERTAKEN BY DRAGADOS Guadarrama Tunnels This project is the longest twin tunnel with 28.377km, in Spain and considered one of the longest in Europe. The operating speed will be 300 km/h. This tunnel will link Madrid and the north territories through Guadarrama range. (Figure 2). The south portal is placed at el. 997.8m above the sea level. The tunnel starts with an inclination of 3‰, increasing until 15‰. After 6,620m length, the tunnel passes under the Morcuera ridge with an overburden of 960m. After 13,400m length, the elevation is 1,024m which is the highest point, and then the tunnel declines with a slope of 9.5‰, 2‰ and 19‰ until the north portal in Segovia province. Sustainability of energy supplies has been an issue of general interest for a long time. Whilst in the past the continuous productive use of natural commodities was in the fore, its compatibility with the environment and climate and ultimately also social aspects have recently gained more and more attention. Today many discussions focus on the climate compatibility of individual options to act. Fossil fuels, in particular coal and lignite, are generally challenged because coal use makes a significant contribution to global man-made CO2 emissions. The drastic increase in the consumption of fossil fuels is not explained by the fact that coal utilisation technologies are not or cannot be sustainable but rather by the growing world population and the endeavours numerous national economies trying to catch up economically. Coal is the world’s No. 1 fuel and, in the view of many experts, will keep this position also in the foreseeable future. The access to its deposits plays a significant role for the economies of the emerging countries. Consequently the aspects of energy security and economic efficiency need to be considered at eye level with climate compatibility. In Germany, however, the public acceptance of fossil fuels and of large industrial projects is in the focus of attention.

To achieve compliance with 2015 EPA Tier 4 Final regulations, which permit only around 10% of Tier 3 particulate matter (PM) and NOx emissions, a number of technologies are being implemented. Use of a fuel borne nanoparticle combustion catalyst reduces the level of PM and unburned hydrocarbons exiting the combustion chamber, alleviating the burden on downstream exhaust after-treatment systems. The impact of an iron-ceria combustion catalyst (GO2) on carbon oxidation kinetics and on diesel engine emissions is presented. The iron-ceria nanoparticles catalyze carbon oxidation at lower temperatures and increase the oxidation rate by a factor of 18 at 400 °C. Engine tests on a generator powered by a John Deere Model engine and field tests on a Cummins ISC 330 tractor truck and CAT 3508B propulsion engines are presented. Use of GO2 resulted in a reduction in PM10 (particulate matter under 10 um) emissions of up to 26% and a hydrocarbon emission reduction of up to 41%. NOx emissions did not increase in these trials and the amount of change depended on engine type. Application of this fuel borne technology for emissions reductions in mining equipment offers significant benefits.

The MTA in conjunction with LIRR, are in the process of expanding one of the largest commuter railroads in the country, with over 260,000 passengers a day. The LIRR, which provides 700 passenger trains every 24 hours, can?t continue on the present growth course as a joint tenant in Penn Station with Amtrak and NJT. For this reason, in conjunction with the fact that over 53% of LIRR?s current riders into Penn Station are ultimately bound for the East Side of Manhattan opening, have created the need for the expansion of the LIRR. The complete expansion will cost approximately 6.3 billion dollars and all of the contracts are to be completed by 2013.

Most of us are aware of the ever increasing use of underground space. At the Advisory Conference on tunneling in Washington, D. C. in June of 1970, the demand for construction oriented tunneling during the 1970s was estimated at some 21,000 Km of length with an excavation volume of 675 million cubic meters. Of this total, 11 million cubic meters were forecast for underground parking. Though this is a small portion of the total, it is significant to note it represents a 280% increase over the previous decade. Other areas of unusual increase were railroad tunnels, 150%, and rapid transit tunnels, 160% (1). Faced with this increasing demand, the need for improved excavating efficiency is obvious. Great strides have been made. In Japan, for example, several new long tunnels have been driven parallel to old existing ones at costs as much as 50; under those of the original tunnels (1). This is an impressive achievement. I am certain, however, that we would all agree that even greater improvement is required. Great emphasis is being placed upon sophisticated systems which include among others, mechanical borers, thermal fracturing, and various methods of rock weakening and softening. However, in hard rock excavation the fact remains that the drill-blast method continues to be the most widely used system. Undoubtedly it will continue to be one of the most important techniques in the forseeable future.

The Eskay Creek Mine, a high-grade gold and silver underground mine in northwestern British Columbia started operations in late 1994. For the first three years of operation, ore was crushed to minus 2 inch; blended to satisfy smelter terms and direct shipped to smelters in Japan and Canada. Before commencing the above operations, preliminary evaluations had indicated that an extremely complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. Subsequently markets for raw ore were identified and underground mining and ore transportation operations, at a nominal production rate of 300 tonnes per day, were commenced. Exploration diamond drilling in 1995 and 1996 discovered additional lower grade mineralised zones, which are less economic or uneconomic as direct shipping ore. Test work demonstrated that these lower grade zones could be upgraded to marketable concentrates in a simple flotation mill. The mill was built in 1997 and has been in operation since late 1997. The mining rate now has increased to 400 tonnes per day including 250 tonnes per day of the direct shipping ore and 150tonnes per day of the mill ore. Prime Resources Group Inc. wholly owns the Eskay Creek Mine. Homestake Canada Inc. owns 50.6% of Prime’s shares and manages and operates the mine on Prime’s behalf. This paper discusses the mining and milling operations as well as ore shipment and smelter contracts' administration.

Compagnie Miniere Esperance (CME), a mining company based in French Guyana, operates a gold primary ore body in open pit. The ore is processed through crushing, grinding and gravity separation. Tailings are stored in a ?fine? pond. Analyses of the fine ponds proved a residual gold grade sufficient for a chemical treatment. However, direct cyanidation would require a too large installation, regarding the local conditions (accessibility, supplying and rainforest meteorological conditions). It has been then decided to test the feasibility of a pre-concentration using flotation. Lab tests have been carried out by SGS Lakefield (Canada) in March 2007, which proves the technical feasibility. Therefore, CME asked Caspeo to: ? Carry out an on-site flotation pilot campaign. ? Design an industrial flotation circuit. The tailings reprocessing will contribute to a better tailings management and a dry up of the gold resource, limiting the risk of illegal mining after remediation of the CME site. CME MINE The Esperance gold mine is located in French Guyana, in the vicinity of several gold deposits as Omaï, Rosebel or Camp Caïman, holded by Iamgold and Newmont. These main gold deposits are located on the figure 1. Esperance was put into operation in the early 90?s. The first years were devoted to the mining of alluvial gold in the gravel of the Esperance Creek. Since then, operation was led in the primary gold deposit. Annual production is on average 254kg for a total production in fifteen years of 4300kg. Geology Esperance deposit is located in the greenstone belt of the Guyana Shield. Mineralization is in tectonic contact between sedimentary basin of Maroni and a granitic massif. Clastic series, composed of conglomerate and lamina sandstone, overlie a volcano-sedimentary basement (series called "Paramaca"). The area is strongly folded by shear movements, resulting from granite deposit. Gold is in interlacing quartz veins intersecting the clastic series. Gold is present in association with pyrite. Other elements, as silver or arsenic, are in negligible quantity. Exploitation The Maroni River is the only access to the Esperance mine. Only the saprolite and a part of the transition rock are extracted in the open pit. Excavation works are done using shovels Hyundai 450 (4 units) and haulage works using articulated dumpers Terex TA35 (4 units). These two sorts of equipments are presented figure 2. Mill The mill is composed of crushing and grinding processing plants. After gravity concentration, both plants produce tailings that are stored in two ponds: the first pond contains coarse product which segregates the particles crushed to 2mm upstream and settled clays downstream; the second pond contains the fine product made of particles ground to 200µm. These two ponds, bordered by dams and diversion canals, are located on former alluvial sites of Esperance Creek (see figure 3). [ ] The CME mill is currently producing gold concentrate, with a global recovery of about 67%. The ore is crushed by one jaw crusher and two hammer crushers. Adverse ground behavior events, such as convergence and falls of ground, are some of the most significant challenges and hazards in underground mines. Our goal is to work toward mine-wide, digital, and real-time three-dimensional geotechnical situational awareness and predictive capabilities in complex underground mining operations. This will benefit operators, engineers, and management by enabling them to develop a more proactive approach to ground control. To this end, and inspired by research in the field of remote sensing and autonomous robotics, this paper assesses the potential of mobile light detection and ranging (LiDAR) data acquisition for high-frequency, high-accuracy monitoring tasks in Global Navigation Satellite Systems (GNSS) deprived underground mines. Limitations of current monitoring practices are reviewed. Relevant academic and commercial developments in the fields of indoor mobile mapping systems (MMSs) and simultaneous localization and mapping (SLAM), robust autonomous robotic platforms, and automated remote sensing data processing are highlighted, and their current shortfalls are evaluated. To conclude, the ramifications of this work for the development of future autonomous underground mine monitoring solutions are discussed.

The extraction of lignite in open-cast mines has a severe impact on the landscape. Proper landscaping after the shut-down of the mines has always been the statutory responsibility of the mine operator. The large area of the land used for open-cast lignite mining requires special regional planning procedures well in advance of the permitting procedure stipulated in the mining law. The lignite plan determines, among other things, the objectives of land reclamation. These objectives will then be outlined in more detail in the mine operation plans and implemented accordingly. Apart from the actual mining laws and regulations, a large number of environmental laws also determine the process of land reclamation. The success achieved in the field of land reclamation in all mining regions during the recent decades has shown that the lignite mining industry creates new landscapes that do not leave any scars in the countryside and merge very well with it.

The Gebo Mining District (District) is located in the Bighorn Basin of Wyoming. Commercial underground coal mining began in 1906 with the arrival of the railroad in Thermopolis, which is located approximately 11 miles to the south. Mining in the District ceased by the early 1970’s. In Fall of 1999, Lidstone and Associates, Inc. (LA) and their subcontractors were retained by the Wyoming Abandoned Mine Land Division (WyAML) to perform an inventory of over 500 abandoned mine sites across Wyoming. During the summer of 2000 field inventory, a 30-foot deep headcut (Figure 1) and sink-hole were noted in the West Fork of Sand Draw (WFSD), immediately west of the Town of Gebo. The headcut and sink-hole were located at the culvert outfall associated with a stream crossing of a relatively well traveled county road. Upon further investigation, it appeared that underground mine workings had been exposed at this location. This resulted in a condition whereby water would be conveyed directly into the mine workings during a runoff event. The exposed mine workings as well as stream capture created a very hazardous condition. The WyAML implemented mitigation measures in the summer of 2000 by constructing a temporary stream crossing upstream of the existing failed crossing. To address this hazardous situation as well as a number of other hazards identified in the District during the field inventory, the WyAML retained PHC Reclamation, Inc. (PHC). PHC was directed to perform a field investigation and develop a Reclamation Plan to address all existing abandoned mine hazards in the District. Federal, state, and private parties own lands within the District. Hazards identified during the investigation included an underground mine fire, open adits, open shafts, subsidence, drainage problems, and coal slack. A Report of Investigation (ROI) was submitted to various regulatory agencies that documented the existing conditions and conceptual reclamation plans to remediate the hazardous conditions. After review of the ROI by the US Department of Interior - Bureau of Land Management (BLM) an on-site meeting was conducted. BLM Cultural Resource personnel declined to approve a District reclamation project until a historical overview of the entire District was prepared. Due to the hazardous situation associated with the WFSD stream crossing, Hot Springs County Road and Bridge Department convinced various state and federal regulatory agencies to allow reclamation of the stream crossing to occur. A decision was made to allow reclamation on privately owned lands within the WFSD drainage. This decision limited the amount of channel that could be subjected to reclamation upstream of the crossing to privately owned lands. PHC contracted LA to perform a geologic, geomorphic, hydrologic, and hydraulic investigation of the drainage to assist in the development of a WFSD reclamation plan. LA’s investigation consisted of four parts: Delineate the extent of mine workings in the area; Identify all drainage structures that required mitigation; Survey a series of channel cross-sections and a longitudinal profile of the impacted channel; and, Develop basin hydrology to assist in the design of a stable reclaimed stream channel.

Reflected light microscopy was used to study the mineralogy and textures of experimental reactions of a nickel concentrate with a slag. Such an interaction is an important step in the bath smelting of nickel sulfide concentrate. Concentrate particles in the central portions of the pellets are rounded and develop vermicular SO2 gas porosity. In the outer portions of the pellets, the original minerals of the concentrate, pyrrhotite, pentlandite, pyrite, chalcopyrite, and violarite have agglomerated and reacted to form two intergrown phases: 1) pyrrhotite solid solution (Fe0.75Ni0.18Cu0.01S) and pentlandite solid solution (Fe0.58Ni0.51Cu0.03S). Magnetite formed euhedral crystals, skeletal crystals, and dendrites at the margins of the matte. Prismatic ferrohypersthene and octahedral Mg-Al-Fe spinel crystals and dendrites are present in the glassy slag.

A special type of shotcrete is used to improve the performance of open-type TBM in difficult situations. The Hakamagoshi and Johana tunnels are expressway evacuation tunnels of 3.2 km and 5.1 km in length, respectively (total 9.1 km) that were excavated by one open-type TBM. The geological conditions at the sites were estimated to be good before excavation. However, 95% of the rock turned out to be two ranking orders worse than the estimated classes. Therefore, we used a special shotcrete for bad rock conditions, and succeeded in excavating the tunnel at an average rate of 270 m/month.

Several common ratios used for determining spontaneous combustion activity rely on comparing the amount of various products of oxidation with the amount of oxygen consumed to produce these products. As coal gets hotter, oxidation reactions become more efficient meaning more products produced for less oxygen consumed. There are many problems associated with accurately determining the true amount of oxygen used. These problems relate to the monitoring technique (and its associated uncertainties) used to generate the results, deficiencies in the established equations utilized in calculations, dilution with other gases and other sources of oxygen depletion. Typically the oxygen deficiency is over estimated, resulting in the under estimation of the indicating ratio. For this reason the use of ?one off? calculations to determine the status of the underground environment is not recommended. Instead trends of these ratios should be used to identify increases which indicate an increase in oxidation intensity. This paper outlines problems associated with the monitoring techniques and equations used to determine the oxygen deficiency.

St. Peter sandstone is very different from the minerals and rocks that have been studied extensively in mining. On the one hand, it is brittle as characterized by an unusually high friction angle and steeply curved failure envelopes. On the other hand, it is friable, possessing extremely low, and in most cases zero cohesion. The scarcity of the ground control techniques for this particular mining environment has created many difficulties for the mine operators. In order to resolve these problems, the geotechnical properties of the St. Peter sandstones were investigated through a comprehensive research program, which included uniaxial test, triaxial test, porosity test, thin section, X-ray diffraction (XRD), and scanning electron microscope (SEM). The specimens used for the uniaxial and triaxial tests were specially prepared because of the highly friable nature of the St. Peter sandstone. Thin section, XRD and SEM were utilized to examine the effect of the microstructure of the St. Peter sandstones on its strength characteristics.

This article revisits global projections made in 1981of eight metallic and fertilizer minerals for the year 2000. The objectives here are to quantify the differences between the projected and observed levels of consumption for the year 2000 for eight of the 26 nonfuel minerals covered in the earlier study. An attempt is then made to attribute these (often) large differences to the major determinants of minerals demand — income, technological, regulatory and other policy changes, and changes in the recycling rates of the metallic minerals. The eight minerals covered are aluminum, copper, iron, mercury, nickel, phosphate rock, potash and tin. This summary article presents the actual population, gross domestic product (GDP) and per capita GDP changes from 1970 to 2000, compared with the projected rates for these important determinants of mineral use, along with the observed growth rates of minerals consumption for the eight nonfuel minerals included in this study. When the projections are compared with the observed global consumption levels for the year 2000, the differences range from +43 percent for nickel to +229 percent for potash.

"The benthic environmental impact experiment addresses environmental impacts at a specific site related to deep-sea mineral resource development. For such a purpose, since 2010 we have carried out essential environmental research at both the BIS and a preservation site. We have acquired several tens multi- or box core samples at 32 sites within the BIS especially between 2011 and 2013, aiming to examine the basic properties of surficial deep-sea sediment as the potential source for deep-water plumes.In this study, we present physical the properties such as water content, shear strength and also geochemical properties such as major elements, rare earth elements (REEs), heavy metal contents at the BIS. Such proxies vary distinctly according to the Facies association. The lithology of all core sediments in the BIS corresponds to both Association Ib (Unit I/Unit II) and Association IIIb (Unit I/Unit III) on the basis of the KORDI classification (KORDI, 2004); Unit I is watery mud and dark grayish brown (10YR4/2) to dark brown (10YR4/3). Unit II is highly bioturbated mud and brownish yellow (10YR6/6). Unit III is very dark brown (10YR3/2) to black (10YR2/1) mud. Physical properties of these sediment types show that Association Ib is distinct from Association IIIb. The vertical profile of water content changed more sharply in Association IIIb probably due to compaction; water contents varied from 230 to 300% in Association Ib and changed from 200 to 250% in Association IIIb. The vertical profiles of shear strength are also quite different between Associations; the profile curve in Association IIb is much more gentle due to bioturbation."

"The Netherlands has major resources of sand, gravel and clay, exploited mainly for construction works and the building materials industry. As in most western countries, mineral extraction meets with considerable societal resistance. To this end, Dutch minerals policy aims to prevent extraction by promoting economical use of materials, and the use of alternative (secondary or renewable) materials. Up till recently, it also included a system of production planning to sustain supplies of regionally scarce materials. Dutch policy development is reviewed and discussed in terms of pitfalls and possibilities for mineral planning in general. Promoting secondary substitution has been quite successful, and presents an example. In contrast, the production planning system has been controversial from the start and ineffective as a result, mainly because it attempted to solve supply problems without properly addressing the underlying resistance.
