Synopsis This is a summary of investigations in the field of pressure leaching carried out at the Institute for Extractive Metallurgy of the Technical University of Berlin-West during the last seven years. The efficient dispersion of gas in a liquid and its dissolutions as well as the events at the phase boundary when leaching ZnS are reported. At the end two examples are given for the use of pressure leaching in the processing of smelter by-products. INTRODUCTION About 20 years ago, experiments were independently started in Canada and in Berlin on the subject of dissolving sulfidic ores without preliminary treatment by means of leaching under increased oxygen pressure. In Canada ammoniacal solutions were mainly employed, and F. A. Forward and his co-workers were successful in applying this process on a large industrial scale1, 2. This process is used in Fort Saskatchewan to produce about 15,000 tons of Ni per year. In Berlin, investigations were started on leaching with acid solutions3, 4. This process had also been used on a large industrial scale in the D.S.A., but the choice of unfavourable working conditions led to great difficulties, and to giving up this process for industrial use. Later on in Berlin work was carried out especially on the kinetics of pressure leaching 5, 6, 7, 8, 9 and its applications to the processing of smelter by-products, in particular of mattes and speisses10, 11, 12, 13, 14. The dissolution of ores and by-products can be subdivided into four steps: 1. the efficient dispersion of the gas, so that its dissolution occurs over as great a surface area as possible, since only the dissolved oxygen reacts with the solid, 2. the suspension of the solid, so that the entire surface can take part in the reaction, 3. the phase boundary reaction, 4. the removal of the reaction products. The first two steps belong to the field of process engineering and will be discussed from this point of view. The aim of these experiments15 was to find out first of all the limits of efficiency of self-sucking stirrers in solutions of low viscosity with regard to the mass transfer. In addition, the effect of ultrasonics in the same reaction system was studied. The experiments were carried out in a lucite container as shown in Fig. 1. Four baffles of 0.1 d width were in the stirring vessel. The height of these baffles was adjustable. For every experiment one litre of liquid was used. An infinitely variable direct current motor, which was fixed with a hollow shaft, served as the driving power for the stirrer.

INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. (1) The following section is hereby substituted for section 16 of the principal Act: 16. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. In terms of the authority granted such certificates must certify that: (i) the taxpayer concerned has practised his profession for not less than three years; (ii) the expenditure was incurred by the taxpayer during the year of assessment indicated in the certificate; (iii) the expenditure was incurred by the taxpayer in respect of the attendance by him of a post-graduate study course approved by the Associated Scientific and Technical Societies of South Africa or Die Suid-Afrikaanse Akademie vir Wetenskap en Kuns, as the case may be, to improve his qualifications for carrying on his profession in South Africa; (iv) the taxpayer is the holder of a degree in engineering or allied technology or natural sciences, which degree was awarded by a recognized university,

The influence of Harold Hotelling?s work in the field of mineral economics is both unusual and outstanding. In the 66 years since its development, theory surrounding the economics of exhaustible resources has only been significantly researched since the early 1970s. At that time a wave of research into the economics of exhaustible resources arose from the threat of global resource scarcity and continued into the late 1990s. Current East Asian and global demand for natural resources as well as mineral and metal commodities, has stimulated interest in the optimal and sustainable exploitation of exhaustible resources to the point that the subject is worthy of review. Hotelling?s theory and the assumptions that he made in establishing a model for the optimal exploitation of mineral resources at the industry level and at the level of the individual mine owner, are examined. He showed that the rate of increase inexhaustible resource prices should be equivalent to the market rate of interest and that in a market with rising prices the rate of extraction should be constant. In markets where demand is stable optimal exploitation requires that the rate of extraction should decline over time, while in a monopoly market he showed that the rate of extraction is retarded. In addition, the effects of cumulative production on costs and prices, the uncertainty associated with estimates of the resource stock, the impact of exploration and issues of intergenerational equity are examined. An analysis of the optimal price path, extraction costs and mineral rents at an industry level is presented as a model. An analysis of the rates of production and optimal benefits at the individual mine level including total, average and marginal costs on the optimal rate of production, is considered. Optimal extraction rates for a mine with a clearly defined concave positive cost equation vary according to the position on the marginal cost curve. The influence of discount rates and the size of the ore reserves on the rates of mineral extraction are also examined and could define the frontier of usefulness for the ?economics of exhaustible resources?.

"This paper offers an introduction to and strategic context for the other papers included in this special UCG edition of the Journal of the Southern African Institute of Mining and Metallurgy. South Africa is facing long-term energy security challenges, brought about by a myriad of factors that are somewhat unique or exacerbated in the global context. Underground coal gasification (UCG) is a process used to produce synthesis gas from coal in situ, that is, in the coal seam. UCG is an emerging, advanced clean coal technology that offers a potential solution for these challenges, as it can cost-effectively and cleanly liberate vast coal resources in the country that currently cannot be economically exploited using traditional mining technologies. One of the tasks of the South African Underground Coal Gasification Association (SAUCGA) is to advance the development of UCG in South Africa by compiling a technology roadmap. This paper presents the initial findings of the SAUCGA Roadmap (Draft), and contextualizes the technology opportunities and challenges, stakeholders, and provides a basis from which to progress further plans for technology development. Firm development plans and deadlines are not yet possible due to the reliance of the UCG Roadmap on the higher level South African energy policy and regulatory framework. However, the draft roadmap has taken the first step of identifying these policies and stakeholders, and should be seen as the seed from which this embryonic technology and industry can be further developed. IntroductionSouth Africa’s long-term energy security challenges include energy access and affordability, dwindling reserves of accessible bulk primary energy, mounting environmental concerns with all forms of energy generation (especially coal and nuclear), balancing the electricity grid by incorporating an increasing proportion of non-despatchable renewable energy sources, mounting environmental liabilities regarding defunct mining operations, and lastly but by no means less important, fluctuating exchange rates and energy commodity prices.Correctly managed underground coal gasification (UCG) is an emerging, advanced clean coal technology that offers a potential solution for these challenges, as it has been shown to have the potential to cost-effectively and cleanly liberate vast coal resources in the country that currently cannot be economically exploited using traditional mining technologies."

Selected members of the slag system were reduced in graphite crucibles in an argon atmosphere, and the physicochemical properties of the reduced derivatives of the slags were determined in inert crucibles. It was found that slags having magnesium aluminium titanate as the primary phase before reduction underwent an increase in liquidus temperature, accompanied by a change in the primary phase. No analogous behaviour could be detected for the slags having perovskite as the initial primary crystallization product. In most instances, the viscosity of the melt passed through an initial minimum, followed by an increase as the reduction time was extended. Increased MgO/CaO ratio. basicity, titania content, and reduction temperature all served to accelerate thickening. During reduction, the electrical conductivity of the slags tended to rise relative to the value for the unreduced melt.

Some of the factors that govern the choice of a nuclear fuel are briefly discussed, special reference being made to the introduction of advanced carbide fuels into fast-breeder programmes. One of these factors, i.e. the compatibility of carbide fuels with stainless-steel cladding, is discussed in depth. A very sensitive technique for the study of compatibility interactions between fuel and cladding is described in respect to the effects of particle size, specific surface area and surface oxidation of the fuel,and microstructure of the cladding on the compatibility behaviour of the cladding with the fuels. Finally, the need for the development of modified or stabilized uranium carbide fuels is discussed, and some results are presented to show the effects of small amounts of sulphur in these fuels on their compatibility with stainless-steel cladding materials.

P-wave velocity measurements were carried out on 22 large limestone blocks in a stone processing plant. In the laboratory, P-wave velocity of core samples was measured to obtain intact rock velocity. The square root of the ratio of the velocity of the large stone block to the velocity of the core specimen was called the velocity ratio index (VRI) and a quality classification for large building stones was suggested. In addition, the applicability of the established classification to stone cutting with gang saws was checked. It was concluded that the quality classification and estimation of slab production efficiency of the building stones can easily be made by ultrasonic measurements. However, the study was carried out only in limestone. Further study must be conducted to check the validity of the obtained results for the other rock types.

Computer programs which rely on the assumption of linear, elastic rockmass behaviour have been used routinely for many years in the South African mining industry to determine the stresses arising in the vicinity of mining excavations. A description is given of the theoretical background and novel solution techniques used in the recently developed MINSIM-D boundary element program. Features of the program include the ability to analyse multiple interacting reef planes at arbitrary orientation to one another, slippage on fault planes and the effects of backfill placement in mined areas. Incremental mining sequences can be modelled, and digitizer and front-end routines have been written to assist in the capture of mining outlines and general problem specifications. A brief indication is given of design problems for which MINSIM-D is appropriate, as well as some future extensions of the system.

This paper investigates the effect of chemical and physical operational parameters on the reverse flotation of Timbopeba itabirite iron ore in a pilot-scale pneumatic flotation cell. Operational parameters include collector and depressant dosages, feed rate, superficial gas velocity and solids concentration. Results show that increasing collector dosage results in an increase in quartz recovery, particularly for the coarser quartz where recovery increases by nearly 30%. Increasing depressant dosage results in a decrease in both quartz recovery and hematite loss, for the coarser hematite particles. Increasing the feed rate has no effect on quartz recovery or hematite loss, suggesting that the pneumatic flotation cell is not residence time constrained. Increasing the superficial gas velocity results in an increase in quartz recovery to an optimum at a Jg of around 0.6 cm/s after which it decreases significantly, particularly for the coarser particles where recovery decreases by as much as 50%. Decreasing the solids concentration does not affect quartz recovery but results in significant decreases in hematite loss. Here, fine and coarse hematite loss decreases from around 25% to 12% and 10% to 2% respectively. Superficial gas velocity and solids concentration are operating parameters which have the largest effect on the flotation performance of the pneumatic flotation cell. Results suggest that this flotation cell should be operated at relatively low superficial gas velocities and solids concentrations. However, these are pilot-scale findings and would need to be tested at an industrial-scale where different operating conditions may be optimal. To have been invited to deliver this second CMMI lecture is an honour that I deeply appreciate. But, when I contrast my qualifications for delivering it, with those of Sir Alistair Framet, who delivered the inaugural lecturet in the series, or with those of other members of the Council, I feel rather an imposter. Far from having been a miner al my life, I have been associated with the mining industry on a part-time basis for a mere eight years. However, I encourage myself with two recollections. The first is the admission of the great Sherlock Holmes that he was often guided to the truth by the erroneous opinions expressed to him by Dr Watson. I may be able to perform a similar service for you. Secondly, I recall that, when I was a member of the Diplomatic Service, I was quite often asked to address representative gatherings of such professional people as the police, architects, dress designers, teachers, doctors, funeral directors, bird fanciers, and so on. Since it would have been pointless to pretend that I was expert in any of their businesses, I used to resort to the technique of announcing as my theme' A diplomat looks at the police' or whatever profession it was. They fortunately took it as a compliment that their profession was apparently one that diplomats spent a lot of time brooding over. They could also afford to laugh of any criticism that I might make because it could be ascribed to ignorance rather than informed malice. I hope that you will do the same.

Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, the National Institute for Occupational Safety and Health (NIOSH) at the Spokane Research Laboratory is developing, modifying, and testing equipment to replace the necessity of doing lifting tasks manually. To reduce single-event lift injuries, equipment having mechanical automatic weight sensing and balancing control was investigated. The Coleman manipulator was selected for testing. Modifications to the Coleman manipulator to make it more suitable for underground mine use included mobilization, self-containment, all-purpose gripper attachment, and support jacks. To reduce or eliminate the need to clean off manually the materials that commonly plug grizzly openings (timbers, wire mesh, roof bolts, and other debris), a track-guided pincher arm device was developed. The TGPA attaches to an impact hammer head, and the pincher arms are controlled by the operator of the hammer. Oversized rock can be broken with the pincher arms in the up position; the arms can then be lowered to grab and remove debris. Sweeping action to remove cohesive fines bridging grizzly openings is also greatly improved. This device is especially useful in recessed grizzlies. An industrial gun was tested to evaluate its effectiveness in breaking oversized rock. Boulders up to 76 cm in diameter were successfully broken to minus 33 cm. Although methods to control flyrock need to be developed, an industrial gun may be a safe and inexpensive alternative to breaking oversized rock in certain underground mining situations. SYNOPSIS Changes in the national productivity (gross national product per head of the population) have been assessed in order to derive a target figure for the required annual increase. The conclusion reached IS compared with the targets of the economic development programme of the Republic. Productivity and management structure in the gold mining industry is then analyzed together with investment in plant, machinery and equipment for rock handling purposes. The conclusion is drawn that productivity improvement does not appear to have accorded with the massive expenditures in plant and equipment, and in augmented management. The productivity of the manufacturing and construction sectors of the economy has been examined. The principal difficulty is that the main avenue of approach is the value of product divided by the total labour force. This introduces inflationary questions, and the use of a suitable deflator becomes of prime importance. Severa1 different methods of assessing the productivity improvement in the industrial sector have been used with what is regarded as a comparatively high degree of compatibility. Improvements in productivity in the manufacturing industry up to 1966 appear, from the information available, to have substantially exceeded comparable figures for the mining industry. There is however evidence that thereafter productivity of the manufacturing industry has not maintained this satisfactory rate of increase. If the economy is to achieve the planned rate of expansion, there is no doubt that greater attention to this aspect will be required in the future than has been accorded to it in the past.

Many minerals processing operations result in crushed rock being mixed with a liquid. Sometimes, the rock particles have to be dried before the next process begins and there may be a considerable distance between the equipment carrying out these processes. Bateman Engineered Technologies (BET) developed, patented and commercialized a method of simultaneous pneumatic conveying and drying. A joint project to assist with optimizing the process is under-way. Part of it is a numerical simulation of the process. The simulation is done using a dedicated program written in MATLAB, (commercial software which is widely used in engineering). It accounts for heat and mass transfer as well as particle transport. The main part of the program consists of a loop containing a series of equations which are evaluated sequentially. During any particular iteration, the properties are changed one at a time. Since the properties are changing relatively slowly, this method gives good results. The outputs of the simulation are consistent with the operational experience of BET’s engineers. The output is very comprehensive and all numerical. Since the program is currently being used for research purposes, flexibility is very important. Thus the output is converted into a spreadsheet file. Variations in the output quantities are displayed graphically using MS Excel. Some simulation could have been done using computational fluid dynamics (CFD) software. The advantages and disadvantages (technical, financial and skills requirements) of the two approaches for this particular type of simulation are compared briefly. Over the past few decades the commercial application of heap bioleaching technology for the extraction of base metals has become increasingly important, due mainly to the depletion of high-grade ore reserves. Heap bioleaching is widely used for the extraction of copper from secondary copper sulphide ores. The design and engineering aspects of the process have received considerable attention, but issues related to the microbiology of the process have been subjected to less rigorous scrutiny. The major role of micro-organisms in bioleaching processes is to catalyse the regeneration of ferric iron and protons, from ferrous iron and by sulphur oxidation respectively. It is accepted that even the most carefully engineered heaps are heterogeneous in terms of temperature, pH, the presence of anaerobic pockets, irrigation efficiency, and dissolved solutes. Since interactions between solution chemistry, mineralogy, and microbial populations exist in heaps, a better understanding of the correlation between microbial numbers and types with changes in these chemical and physical profiles with time would be beneficial during process design and operation of heaps, and could result in faster start-up times and higher metal recoveries. This paper reviews the role of microbiology in heap bioleaching processes. Aspects such as microbial diversity, identification and monitoring of cultures, inoculation strategies, colonization behaviour, and tolerance to metals and salts are discussed, and the potential contribution of the knowledge to the improvement of the operation and design of heap bioleach processes assessed. Conclusions are drawn with respect to the role of genetic engineering, heap inoculation practises, and remaining areas for future heap bioleaching research and development.

Environmental impact assessment (EIA) in South Africa is administered by the Department of Minerals and Energy (DME) for the mining industry, and the Department of Environmental Affairs and Tourism (DEAT) for all other sectors. Thus far, EIA research has focused on the process under the auspices of DEAT but none has focused on the EIA process that has been mandatory in the South African mining industry since 2004. Using the Lee and Colley(Lee et al.13) review package as a basis, a review model specifically tailored to the needs of the mining industry was applied to review the quality of a sample of 20 environmental impact reports (EIRs)approved by the DME. Results reveal that 85% of the EIRs are of a satisfactory quality. Presentational and descriptive components generally achieved higher quality grades than the analytical components such as impact magnitude and alternatives. The results show that in spite of some areas of weakness, and in spite of being conducted in terms of different legislation, EIR quality in the mining sectors appears to conform to the overall standard of quality of EIRs in other sectors in South Africa, and is also on a par with quality abroad. Hence, despite the criticism that DME is usurping the role of DEAT, it is concluded that EIRs of comparable standard are being produced, and that the quality of EIRs in the mining sector do not provide supporting evidence for this criticism. However, EIR quality is only a single aspect of EIA effectiveness, others including action and implementation of EIA proposals and mitigation measures.

Although the De Beers group has a long history of placer mining on land, the group only became actively involved in deep water marine diamond exploration and mining in1983 with the formation of De Beers Marine. Full-scale commercial mining commenced around 1991. Since then, the group marine mining capability has grown into a formidable fleet of 8 large deep water (>70 m) mining vessels, as well as other special purpose geo-survey platforms. Marine diamond production by the group is expected to be just short of 1 million carats in 2006. DeBeers operates across the entire value-chain spectrum from geology and geo-survey, through sampling to mining, and finally ore processing into high value concentrate. Supporting these operations involves significant service activities such as maintenance, security, logistics and environmental management. Specific challenges exist in terms of developing or acquiring appropriate technology for marine mining. These challenges have resulted in DeBeers operating extensive in-house R&D and projects departments, as well as drawing extensively from technology partners. An array of computational and test facilities are also available to support R&D and projects activities. Hydro transport in various guises is key to the current approaches to marine mining and ore processing. Use is made of airlift and centrifugal pumping for hydraulic hoisting of very coarse gravel, while splitters, launders, dewatering, elutriators, jet-pumps, centrifugal pumps, dense medium circuits, pipeline systems, and instrumentation for coarse abrasive particles are used extensively in the ore processing plant.
