Reviewer: P.R. Janisch The progress of mining and metallurgy in Australia and their contribution to that nation's economy closely parallel those of South Africa. Australia's was the second of the three great gold rushes of the nineteenth century. It was centred on Bendigo and Ballarat in Victoria, and occurred in the 1850's, a few years after California's forty-niners. The California goldfield also gave birth to the now common term for a tabular gold bearing deposit-a 'reef'. Amongst the fortune-seekers were sailors who had jumped ship on hearing of the riches to be found on land. When the gold ran out, and with it the money, the sailors found themselves stuck on a reef'. But others, more canny, had accumulated the means to move on, and some came to the Transvaal on the news of the Barberton discoveries. One of them was George Harrison.

The prediction of the mechanical behaviour of South African coal on the basis of current proximate and other chemical parameters gives rise to problems, and the use of ultimate analyses and inferred maceral and rank analyses, although it has improved the situation to some extent, is still not satisfactory. In an attempt to reach a new level of understanding, this paper gives an in-depth review of the fundamental petrographic characteristics of coal and compares these parameters with the main types of mechanical performance. A two-tiered system of primary and secondary parameters is proposed for the prediction of coal behaviour. The primary or inherent parameters include rank and organic composition. The secondary or extraneous factors include such parameters as mineral mater, cracks or cleats, degree of oxidation, and size. In addition, an explanation is offered of several anomalous behavioural conditions in some South African coals.

Outotec?s direct leaching process is an atmospheric leaching process for sulphidic zinc concentrates. The direct leaching process, based on special leaching reactors developed by Outokumpu, is the most economical way to produce electrolytic zinc. The production scale applications of the process realized so far are in use at Boliden?s Kokkola and Odda zinc plants. A new full-scale application of Outotec?s direct leaching process will be started in 2008 in China. The process is integrated into the existing production plant, replacing part of the old production facilities by modern technology. Besides high zinc extraction the plant expansion and modernization offers also indium recovery, iron precipitation and solution purification processes. The process equipment includes tailor-made reactors designed on the basis of the work and experience of Outotec research centre. The classic technique to remove impurities in a cobalt stream is selective precipitation. This is usually followed by re-leaching to produce an advanced electrolyte for cobalt electrowinning. Although this technique ensures an adequate cobalt concentration in the electrowinning circuit, some of the consequences include unwanted losses through the numerous selective precipitation steps resulting in lower recoveries. One plant that currently utilizes selective precipitation is the Luilu Metallurgical Plant (Luilu) in the Democratic Republic of the Congo. This paper evaluates the benefits of using solvent extraction technology as a purification step in the Luilu Process with the aim of further increasing the overall cobalt recovery and to ensure that a suitable cobalt concentration in the advanced electrolyte is achieved. The implementation of a solvent extraction-electrowinning process is found to be beneficial in terms of achieving improved recoveries and cobalt cathode quality, however there are many other factors that impact the success of converting from the classic precipitation process used at Luilu.

PRESIDENTIAL ADDRESS Given by Mr J. K. E. DOUGLAS, M.Se. (Eng.) (Rand) SYNOPSIS Lime is the most widely used and the cheapest chemical alkali known to man and virtually every product we use or eat has required lime in some phase of its manufacture. Its use goes back to the earliest days of man and many ancient buildings and writings bear testimony to this. The manufacture of lime involves quarrying, crushing and screening of limestone and the burning of the sized stone in kilns of which there are several types. The earliest kilns were of very crude design and only in comparatively recent times have large capacity, automated and scientifically controlled kilns been developed. The history of the South African lime industry is largely that of the three main lime companies and their story is briefly told. No other material used in industry has a greater diversity of uses or more varied functions and lime has applications in most South African industries. The main applications are in the production of gold and uranium, iron, steel and ferrochrome, carbide, sugar and paper and for water treatment, agriculture and building. The Republic is well endowed with high quality limestone and the conclusion is drawn that many other minerals will have been exhausted before we run out of limestone with which to process them. The expansion of the lime industry has in the past kept pace with the requirements of industry and the future demand is expected to grow in parallel with the growth of these industries. Since the war this growth has been phenomenal and with our expanding populations and abundance of raw materials it should continue in the years ahead. Limiting factors are the shortage of skilled labour and the distance from export markets. Confidence is expressed that the challenges of the future will be met and that the lime industry will continue to make an important contribution to the growth and prosperity of South Africa. INTRODUCTION Lime, gentlemen, is known to all of you. Like myself, most of you have undoubtedly found it to be, on the appropriate occasion, a most pleasant flavouring for gin. But this lime, or rather its juice, was in earlier days more than just a flavouring. In the days of sail it was vital to the health of sailors as a deterrant against the scourge of all sea-going men-scurvy. It thus played a small but important role in the opening-up of trade routes around the world on which was based the original wealth of many of today's more advanced nations. I propose to address you on the subject of lime this evening, not the citrus variety I have just mentioned, but the most widely-used and cheapest alkali known to man, which, largely unsung, plays an even more vital part in modern industry than did its namesake in the development of inter-continental trade. In the time at my disposal, I propose to tell you something of the history, geology and technology of lime manufacture. Then I will briefly sketch for you the development of this industry in South Africa and indicate the role it plays in supplying the requirements of many of our important industries. Finally we will attempt to look into the future. The importance of this chemical alkali to our modern civilization is seldom fully appreciated-virtually every product we use or eat has required lime in some phase of its manufacture, either directly or indirectly. It is one of those basic materials, along with iron, coal, sulphur, salt and petroleum without which industry and, in fact, our modern way of living could not exist. Fortunately, nature has endowed the world with a plentiful supply of the limestone from which lime is derived and most countries have deposits adequate for their requirements. As a result, not only has there been little trade in lime products between countries but in the past the widespread occurrences of limestone have set a pattern of numerous small plants each serving a limited area. These plants were generally crude affairs incapable of producing a quality product. It is not surprising that, in an industry comprised of small producers with limited financial resources and in fierce competition with each other, there was little interchange of information. Technological development was therefore slow and the industry tended to be regarded as a backyard operation. Its popularity was not enhanced by the fact that lime is difficult and unpleasant to handle if proper facilities are not provided. In recent years the lime industry has undergone very radical changes to meet the more exacting requirements of today's more sophisticated consumers. Only since the war have the larger companies emerged with proper management, highly mechanized plants and a scientific approach. HISTORY Lime was one of the first chemical reagents used by man and consequently lime burning is one of the oldest of the chemical industries. The use of limestone dates back to the stone age when primitive man used limestone to build fireplaces, construct shelters and make crude tools and weapons. It is probable that lime was first discovered by him when the stone in these fireplaces disintegrated to a white powder which he could use for decorative purposes. The first recorded use of limestone was when huge blocks of limestone were used to build the pyramids of Egypt in 4,000 to 2,000 RC. It was not long after this that the beauty of marble, which is in fact a limestone, came to be appreciated and it found wide application in sculpturing and for decorative wall construction. Originally lime, mixed with sand, was used mainly as a mortar for building purposes, the earliest record of its use for chemical purposes being in 350 B.C. in a report of the wreck near Marseilles of a ship carrying a cargo of linen and lime 'for its bleaching'1. Cato mentioned the burning of lime kilns in 184 B.C. and the Romans made extensive use of both limestone and lime for highway construction. Short-term plans must meet the long-term goals while accounting for shovel selectivity, operational space, and scheduling restrictions. There are several approaches that deal with these issues to deliver a feasible short-term schedule. This paper compares two approaches based on mathematical programming to address the short-term mining cut definition and scheduling in an integrated way. They work by scheduling extraction to comply with long-term production goals, but they differ in how mining cuts are modelled. The first approach schedules Selective Mining Units (SMUs) but aggregates them around predefined locations. The second approach does not work on SMUs; it decides directly what mining cuts are to be used from a pre-defined set of shapes. It assigns a destination and schedules the extraction for the selected mining cuts. We applied both approaches in a real case study to compare their results in terms of profit, mining cut design, expertise needed, profit, and optimisation performance.

An analytical solution to the best choice of cutoff grade for a mine is deduced for an assumed model of selective mining. It is found that this choice is determined by the constancy of a special function, the Hamiltonian, over the life of the mine. It is suggested that the appropriate constant value for this function should be determined by the expected long-term average of the paylimit. In that case, the optimum profile can be calculated at each point in time according to the prevailing working cost and product price. In particular, a decision can be made between operation at the true paylimit or at the subsidized paylimit implied by either the lease and tax formulas or the assistance formula for gold mines. It is also shown how the basic formulation can be extended for 'use in the determination of the optimum joint paylimit for two products over the life of the mine.

First of al, it should be emphasized that the object of the paper is not to address the validity of ERR as a tool for the assessment of seismic events or rockbursts, but to determine an in situ modulus for the rockmass with the aid of backfil measurements. The mine production scheduling problem (MPSP) has been studied since the 1960s, and remains an active area of computational research. In extending the concepts of the MPSP, the automated mine may now be regarded as a hierarchical intelligent agent in which the bottom layer consists of distributed robotic equipment, while strategic functionality occupies the higher layers. Here we present a disambiguation of artificial intelligence, machine learning, computational optimization, and automation within the mining context. Specifically, the Q-learning algorithm has been adapted to generate the initial solutions for a high-performing strategic mine planning algorithm, originally developed by Lamghari, Dimitrakopoulos and Ferland, based on the variable neighbourhood descent (VND) metaheuristic. The hierarchical intelligent agent is presented as an integrative conceptual platform, defining the interaction between our new Q-learning adaptation and Lamghari’s VND, and potentially other hierarchically controlled components of an artificially intelligent mine, having various degrees of automation. Sample computations involving Q-learning and VND are presented.

This paper deals with an experimental programme carried out with a gold analyser in the period June to September 1979 at Loraine Gold Mines. The results were found to be reproducible, with no overall or conditional bias when the measurements were compared with those obtained from chip samples. The standard error of estimation of a 3 m reef exposure, which was the sampling interval, can be reduced by a factor of 2,5 if the complete stretch is scanned, rather than the taking of one chip sample in its centre. Complete statistical and computational procedures were developed for the fitting of the normal-Iognormal model to observed analyser data and for the determination of the most likely gold grade for a particular analyser measurement. (This corection procedure is necessary since a significant number of negative analyser measurements can be observed.) Panel averages of uncorrected scans showed a small conditional bias relative to those of corrected scans. However, uncorrected panel averages can be used for on-the-spot decisions regarding whole panels. For standard calculations of ore reserves, use should be made of corrected scans. Under reasonable assumptions, the use of the detector in the selective mining of low-grade narrow reefs such as the Basal Reef at Loraine Gold Mines, when compared with the conventional chip-sampling method, can result in a saving of as high as R40 million in present-money terms over the life of a project. The difference could be even larger in a highly variable reef like the B Reef at Loraine Gold Mines.

"Underground coal gasification (UCG) is a fast-emerging, in situ mining technology that provides access to low-cost energy through the utilization of coal reserves that are currently not technically or economically exploitable by conventional mining methods.Groundwater monitoring for conventional coal mining in South Africa is well established, with SANS, ASTM, and ISO standards for the specific environment, location, and purposes. South Africa’s groundwater is a critical resource that provides environmental benefits and contributes to the well-being of the citizens and economic growth. Groundwater supplies the drinking water needs of large portions of the population, and in some rural areas it represents the only source of water for domestic use. Implementation of, and adherence to, groundwater monitoring standards are thus non-negotiable.The groundwater quality management mission, according to the Department of Water and Sanitation in South Africa, is set in the context of the water resources mission and reads as follows:‘To manage groundwater quality in an integrated and sustainable manner within the context of the NationalWater Resource Strategy and thereby to provide anadequate level of protection to groundwater resources and secure the supply of water of acceptable quality.’ (SABS, 2016).In this paper we propose fit-for-purpose groundwater monitoring standards for a commercial UCG operation. It is important to proactively prevent or minimize potential impacts on groundwater through long-term protection and monitoring plans. Scope of study / standard proposal The purpose of this paper is to set out a National Standard Proposal to emphasize groundwater monitoring as one of the five strategies of the ‘Policy and Strategy for Groundwater Quality Management in South Africa’ (Department of Water Affairs and Forestry, 2000) and to align it with the National Water Act, Act no. 36 of 1998 (Republic of South Africa, 1998).The focus of this standard is directed solely towards groundwater monitoring during underground coal gasification (UCG). Groundwater in this context refers to water as sampled from dedicated monitoring wells around the targeted site, which will include the shallow aquifer referred to as groundwater, and water flow at the level of the underground gasifier, referred to as ‘coal water’."

"A renewed interest in nuclear power around the world in order to reduce greenhouse gas emissions is going to increase demand for uranium as fuel. This will result in more uranium being mined, which will in turn increase associated environmental pressures, such as fresh water use. A move to lower quality waters containing impurities such as chloride would help alleviate these pressures. In this work, we determined the uptake characteristics of weakly basic anion exchange resin Ps-EDA towards uranium from saline solutions in a dynamic flow column. Breakthrough curves were produced, with suppression of uptake being observed for chloride concentrations above 5 g L-1. Calculated resin saturation capacities at zero and 5 g L-1 chloride are comparable with literature values for strong-base anion exchange resins, and exceed those published for weak-base resins up to 20 g L-1 chloride. Data has been fitted to multiple breakthrough models, with the modified dose-response model most effectively predicting uranium recovery. The results show that the ethylenediamine functionality could be suitable for use in future uranium processing flow sheets where a high-saline lixiviant is used. IntroductionIon exchange (IX) is a key technology in the uranium mining industry and is well established for the extraction of uranium from both acidic and alkaline leach liquors (Edwards and Oliver, 2000). It was first employed in 1952 at the West Rand mine in South Africa (Ford, 1993; Taylor, 2016). H2SO4 and Na2CO3 are the most commonly employed lixiviants used to solubilize uranium in acidic and alkaline leach conditions respectively. The chemistry of these systems causes uranium to form anionic sulphate or carbonate complexes, which can be taken advantage of by anion exchange resins.Another major technology for the extraction and purification of uranium from leach liquors is solvent extraction (SX). This technique involves the extraction of uranium from the aqueous phase into an immiscible organic layer. Although this is a commonly used method, there are major drawbacks to it, including the use of large volumes of flammable solvents, solvent loss, phase disengagement, third phase formation, and the production of problematic degradation products (Veliscek-Carolan, 2016). These problems can be circumvented through the use of IX resins."

The prototype and test results of the instrument for quick determination of incombustible content in deposited dust as a protection against coal dust explosion propagation are presented. Presently existing methods do not permit to obtain quick information about incombustible content, needed for the proper protection of workings. As the operating principle for the e instrument the dependence of reflection of infrared radiation intensity on incombustible content in the sample is chosen. The construction is based on the modern electronics. The measurement will be done at the sampling site. The range of the instrument is 0-100% of incombustible, direct reading, autonomous supply, weight no more than 0.5 kg, and is intrinsically safe according to EN Standards. During the Conference the instrument will be commercialized.

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

Geological, tectonic, geochemical and geophysical data were utilized for the mineral resource assessment of the Biga Peninsula in NW Turkey. During the deductive phase of the project multivariate statistical methods were applied to accentuate characteristic parameters which sufficiently describe the different types of Pb - Zn mineralization. The parameters most likely to be indicative of mineral occurrences were determined. In the following prognostic phase these parameters were further statistically treated to determine favourability indexes for the occurrence of a deposit within each cell of the training area. Preliminary results of probabilistic, univariate and multivariate methods are presented.

The integration of various highly sophisticated IT applications has been implemented at Bafokeng Rasimone Platinum Mine, a new platinum mine in the Anglo Platinum Group. This system is required to assist with compiling the necessary geological and grade information together with safety, environmental, ventilation, rock engineering and logistical constraints, to allow the design of the appropriate mining layout, to schedule this design, provide the necessary output for technical review and costing as well as budgeting to allow medium- and long-term business planning. In addition the production management and short-term planning needs must be met. This includes the plotting of all underground and surface infrastructure and excavations, giving the necessary mining and best cut instructions, daily production management, ore reserve and grade management as well as assisting with budgetary management. In addition all safety, health, environment and risk assessment requirements and legal requirements have to be met. The system at Bafokeng Rasimone Platinum Mine has met these criteria. There are factors distinct from the mode of mechanical extraction that may have considerable influence on its prospects for extensive adoption; the rockburst factor is one of these. REPLY BY H.H. HAASE AND R.G.B PICKERING We agree with Professor O'Connor that, in conventional gold-mining operations, a disproportionate number of seismic events occur in the period immediately following a blast; rockburst activity follows the same pattern, and it has been calculated that, if the rockburst peak were spread evenly across the day, the rockburst exposure of stope workers would nearly double.

The Kriel Colliery is an Anglo Coal mine which is contracted with Eskom to produce No. 4 seam for Kriel power station. The mine previously found it uneconomical to mine No. 5 seam due to the low qualities and tonnages of the seam, both at the opencast and underground sections. An area has been encountered for the first time at Kriel Colliery opencast pit 5, where the tonnage and qualities of No. 5 seam warrant further investigation. The primary reason for the investi¬gation of No. 5 seam by Kriel Colliery is because of the advantage of the high selling price (R450/t) that the market is currently prepared to pay for the No. 5 seam. The aim of this project is to mine No. 5 seam economically without interrupting No. 4 seam mining operations. The problem is that the equipments that are currently being used at the mine belong to Eskom and are dedicated to mining No. 4 seam only, not No. 5 seam. Through geology investigation, it is found that the whole No. 5 seam (No. 5 seam upper and lower) has an average thickness of 1.8 m. It also contains a parting of carbonaceous shale which divides the seam into two parts. No. 5 seam upper contains less tonnage compared to No. 5 seam lower. The calorific value and ash content of No. 5 seam lower is far better than No. 5 seam upper, but would still require washing the coal. This makes No. 5 seam lower the preferred seam to mine because it meets the requirements of the customer which is Highveld Steel. It is a coincidence that the area containing No. 5 seam under investigation encounters high overburden problems. The problem of drilling to No. 4 seam was going to be encountered because the thickness of the overburden ranges from 35 to 39 m. The Gardner Denver at the mine can drill blastholes only to a depth of 34.5 m, meaning the full overburden will not be drilled at once. This means the mining of No. 5 seam will do favours for Eskom because the overburden thickness will be minimized. This then led to an agreement between Anglo Coal and Eskom to mine No. 5 seam because both companies benefit from the project. In order to identify a suitable mining method for No. 5 seam lower, literature studies took place. It is found that San Juan mine from the USA has similar geological features to Kriel Colliery's No. 5 seam. Through comparisons, it is found that truck and shovel mining would suit the geology of Kriel Colliery's No. 5 seam since San Juan mine is using it. The sequence of mining No. 5 seam lower allows for a clearance of two cuts between the truck and shovel operation and the dragline. The mining sequence of No. 5 and 4 seam will be in the order of top soil removal; soft overburden pre-stripping; pre-strip drilling; pre-strip hard overburden; No. 5 seam lower coaling; interburden drilling and blasting; interburden stripping and No. 4 seam coaling. Financial evaluation of the project shows that a contractor will charge Kriel Colliery (Anglo Coal) approximately R 102.2 million to mine No. 5 seam successfully. The sales of No. 5 seam lower will provide a profit of R99.4 million at a yield of 70% from the washing plant. The project is beneficial to both Eskom and Anglo Coal because Eskom will have eliminated the problem of pre-stripping and Anglo Coal will generate additional profit. Through investigation and analyses of the project, it is proven to be viable and should take place. This is after looking at the advantages that the project has for Anglo Coal and Eskom.
