The socio economic risks of mining in South Africa have been emerging for some time now, and have been brought into sharp relief by recent events in the platinum sector. The slow pace of social upliftment in the country has lead to widespread social unrest with consequent calls for different forms of resource nationalism. Fundamentally, the key stakeholders are not fully aligned, and are not engaging productively. This poses significant above-the-ground risk to mining companies. Measuring social impact, deploying inclusive solutions and engaging effectively with stakeholders are three ways in which mining companies can mitigate this risk.

The FlashPhos process aims to recover white phosphorus (P4) from sewage sludge by drying, flash combustion/gasification, and carbothermic refining steps. This study evaluates the material behaviour of sewage sludge ash melting and reduction in a refining furnace for the novel FlashPhos process. Thermodynamic modelling in FactSage 8.2 is combined with experiments from a tube furnace to determine the possible phosphorus recovery and minor element behaviour. For the two studied sludges, a yield of 40% and 75% white phosphorus is achieved after 1 hour at 1600°C, corresponding with a 60% and 25% loss to the metal phase. This is slightly above the calculated equilibrium yield of 28%–73%, which depends mainly on the Fe/P ratio of the sludge. Temperature is found to have a significant influence on the final phosphorus yield when leading to incomplete melting of the ash. A clean slag is produced in the process free of heavy metals making it suitable to be used as a cement-like binder material. The main heavy metals that co-evaporate with the phosphorus are Zn, Pb, As, Sb, and Sn. Additional processing steps will be required to remove these to produce a pure P4 product. The metal alloy consists of mostly Fe and P with smaller amounts of other components such as Mo, Cr, Cu, Mn, Sn, Sb, and V. The final slag consists of CaO, SiO2, MgO, and Al2O3 with virtually complete removal of P and heavy metals.

The properties and deterioration in strength of cemented tailings backfill (CTB )in the underground acidic environment under oxidizing conditions were studied. X-ray diffraction analysis and scanning electron microscopy of the surface of the CTB was carried out, and the sulphuric acid corrosion mechanism elucidated. The properties tested included compressive strength, elastic modulus, cohesion, internal friction angle, variation in the hydrogen ion concentration, and stress-strain relationship in different corrosion periods. The damage model of the CTB was established considering the effects of parameters such as corrosion time and strain on the damage evolution. It was found that the compressive strength, elastic modulus, cohesion (binder effect), and internal friction angle increased at first and then decreased with exposure time. In the long term, the peak stress decreased with corrosion time while the peak strain increased; elastic modulus, and deformation modulus also decreased. The damage caused by corrosion and by load were related by means of a mathematical model, which revealed the relationships between sulphuric attack, load, and damage to backfill in complex underground environments. During corrosion, the expansion of gypsum and ettringite caused microfractures in the CTB. With increasing corrosion time, micro-cracks developed and proliferated. The mechanism of corrosion damage was found to be the dissolution of hydrogen ions and a sulphate ion reaction that produces an expansive substance, resulting in deterioration of the strength of CTB.

In extracting base metals from ore bodies, sulphide as well as oxide, the main environmental concern is sulphur, whether in the form of sulphurous gases or sulphate in liquid form. Generally sulphur is in over supply in developed countries mainly because of strict legislation to capture it. In developing countries on the other hand there is usually a shortage of sulphur because of less strict environmental legislation. Africa falls in this second category and the African continent imports substantial amounts of sulphur despite the fact that large quantities of sulphur is emitted by smelters, thermal power stations, coal mines, fertilizer manufacturers and others. Other than making acid from gaseous emissions, existing methods to capture sulphur from gaseous and liquid effluents are uneconomical and it ends up in the environment either as ammonium sulphate (from gaseous effluents) or as gypsum (from liquid effluents). The CSIR?s Environmentek and Pyroserv has developed a process whereby gaseous sulphur emissions and sulphates in liquid effluents can be economically captured and converted into elemental sulphur and metal carbonates. The elemental sulphur is of high purity as it is precipitated from a gas stream and is readily marketable. The metal carbonates (barium or calcium) can be recycled back to the process or marketed. The only harmful byproduct of the process is carbon dioxide. Should natural gas or methane be available the carbon dioxide could be reduced by about one third. Should solar, wind or hydro energy be available to generate hydrogen the carbon dioxide emissions would be zero. Employing this technology could make Africa independent of sulphur imports and furthermore reduce the impact of acid rain and seepage of sulfate from gypsum and other waste dumps into the environment.

Since the early 1970s research has been ongoing to develop a cost-effective way of continuously mining the narrow reef, hard rock, typical of South African gold and platinum mines. In the late1980s it was shown that impact ripping was a practical solution for the deep gold mines. In March2001 Lonmin and Sandvik agreed to co-operate in an endeavour to design and manufacture a prototype narrow reef mining machine with the ultimate aim of producing such a machine on a commercial basis that would enable Lonmin to create a safer and more productive environment within its mines and for Sandvik to enhance its leading position as a supplier of a new generation hard rock cutting machine. This paper describes the developed technology, the current progress of the delivery of the required objectives and the optimum mining layout for the roll-out of the mining method.

'Increased underground extraction of coal' was the theme selected for the 1981 mining vacation school, which was held at the University of the Witwatersrand in January and February. The response of the industry to the invitation to register was so good that three separate schools of one week each were arranged between 26th January and 13th February. In terms of the total number of delegates, some 225 actually attending, the school can be described as the most successful ever organized by the Institute.

An often-overlooked parameter of flotation processing is the impact of surface chemistry. Flotation processing, being a heterogenous process is largely reliant upon the chemistry occurring at the interfaces between solid-liquid phases. Development of analytical techniques such as Auger electron spectroscopy, X-Ray photoelectron spectroscopy (XPS) and low energy electron diffractions (LEEDS) has allowed for a dynamic view characterizing surface composition and structures. The advent of ‘static’ systems, capable of measuring ultra-thin layers on surfaces at low concentrations, was the next step in surface analytical developments. In general, it is the low concentrations and fragmentation patterns which limit the analysis of certain chemical species at plant concentration ranges. At present, analysis of inorganic and organic surface modifiers by time of flight mass spectrometers with a variety of ionization techniques has become a common analytical method to measure chemical species on the outermost surface of mineral particles. By studying the relationship between surface analysis results with metallurgical outcomes, the implications of the presence of surface species can be determined. The presence of flotation activators or depressants can be established using Laser Ionization Mass Spectrometry (LIMS) and Resonant Ionization Mass Spectrometry (RIMS) which are highly versatile surface sensitive analytical techniques. A case study applied to sphalerite flotation in the Neves Corvo Cu-Pb-Zn concentrator and the implication inorganic surface modifiers have is presented. By determining the relative concentrations of Cu, Pb, oxidation products, Ca and other surface species in floated and rejected mineral particles, rationale for improving recovery and selectivity is elucidated. Rock Engineers are required to design safe cost effective support systems and stoping layouts for their respective mines. As each stope has its own unique environment, continual re evaluation is required in all stopes to maximize extraction and achieve value from the support standard. This paper presents numerical modelling used to plan early mining within the shaft pillar and a reevaluation of an existing stope support standard.

Oil, coal, and gas account for approximately 80% of global primary energy, but only a portion of total airborne CO2 eq (approx. 35% at GWP20 to 65% at GWP100), even though they account for 95% of total measured CO2 emissions. The benefits of these energy sources, as well as their related costs, are not all incorporated in current energy policy discussions. Global greenhouse gas policies must include documented changes in measured airborne CO2 eq to avoid spending large amounts of public funds on ineffective or sub-optimal policies. The authors examined airborne CO2, which is less than half of emitted CO2, as well as reported CH4 emissions and the global warming potential of CH4 as published by the IPCC for coal and natural gas. The surprising conclusion is that surfaced-mined coal appears ‘better for the climate’ than the average natural gas, and all coal appears beneficial over LNG. Therefore, current CO2-only reduction policies and CO2 taxes are leading to unintended consequences and the switch from coal to natural gas, especially LNG, will not have the desired impact of reducing predicted future global warming; in fact, quite the contrary. A large portion of anthropogenic global warming is attributed by the IPCC and IEA to CH4, but it must be noted that CH4 emissions from natural sources and from agriculture account for approximately 40% and 25% of annual global CH4 emissions respectively. Energy accounts for about 20% of documented CH4 emissions. CO2 contributes only approximately 35% of annual airborne anthropogenic GHG emissions after accounting for CH4, over a 20-year horizon. At a 100-year horizon, the contribution of CO2 increases to approximately 60%. Energy policies that do not consider all GHG emissions along the entire value chain will lead to undesired economic and environmental distortions. All carbon taxation and CO2 pricing schemes are incorrect and need to be revised. At IPCC’s GWP20 an approximately 2%1 higher loss of CH4 across the value chain prior to combustion of natural gas versus coal will lead to ‘climate parity’ of coal with natural gas. According to public data, natural gas value chains have high CH4 and undocumented CO2 losses. On a global average, using only IEA-documented CH4 data, natural gas emits approximately 15% more CO2 eq than surface-mined coal, over a 20-year horizon. This difference will increase as the use of shale gas and LNG expands. Investors should support all energy systems in a manner that avoids an energy crisis, including intermittent renewable energy systems where they make sense. If CO2 emissions need to be reduced, one of the most effective ways would be to install ultra-supercritical power plants with CCUS technology. However, the undisputed benefits of increased CO2 concentrations in the atmosphere because of its promotion of photosynthesis and plant growth effects (fertilization) need to be considered in energy policy decisions as well. The authors suggest that future research and development should concentrate on reducing net emissions from fossil fuel power plants and providing cost-effective and reliable new conventional power generation capacity, utilizing clean coal and clean natural gas technology.

Certain degrees of safety, economic, and financial risk are implicit in any mining operation. At Thabazimbi Mine, slope stability was one of the major sources of risk, largely due to data uncertainties. Consequently, a risk-based approach in slope design was followed. On 6 June 2015, a slope failure occurred in Thabazimbi Mine’s Kumba pit, involving approximately 65 million tonnes of rock failing into the pit and the valley below. Although the failed mass moved rapidly and resulted in a run-out distance of approximately 900 m, controls had been put in place to successfully evacuate all personnel. Risk assessment during the onset of failure supported the decision to not compromise the safety of personnel in any way, leading to unavoidable equipment loss. This contribution presents the failure as a case study in the context of a risk-based approach to slope design as well as the importance of implementing geotechnical controls to effectively manage slope instability risk. Furthermore, a comprehensive back-analysis was performed, on a fully constrained 3D model, utilising 3DEC software, to gain insights into the failure mechanism. In conclusion, lessons from the Thabazimbi slope failure are valuable as they demonstrate the importance of following a risk-based approach in slope design to effectively manage safety and financial risk in open pit mines.

The ?AMIRA Metal Accounting Project? had its origin in a workshop held in Cape Town on 1 August 2001, with the title ?Challenges in Metal Accounting and Information Management?, which was organised by the Western Cape Branch of the South African Institute of Mining and Metallurgy. This workshop identified the lack of an accepted set of standard procedures for metallurgical accounting as an industry-wide problem. Discussions which followed this workshop led to the initiation of the AMIRA Project P754, ?Improving Metal Accounting?, in 2003. The primary objective of the project was to provide tools for improving the auditability and transparency of metal accounting from mine to product and to facilitate good corporate governance. The planned deliverables of the project were a series of research projects into aspects of metal balancing in different types of metallurgical operations, a Code of Practice on Metal Accounting, and a textbook on the subject which could serve as a guide for metal accounting practitioners and students studying the topic. An additional planned deliverable was the provision of a new variety of professional experts in metal accounting, through successful completion of the research projects. Researchers were engaged at the Universities of Cape Town, Queensland and Stellenbosch and the project was sponsored by five mining companies, including three of the largest global mining groups. Research Program Eight research projects were undertaken as part of the P754 project and these are described briefly here to indicate the scope of the project. University of Cape Town ?Development of a methodology for measurement network design for metallurgical accounting at Namakwa Sands?. This project was based on the Namakwa Sands Separation Plant, with a data rich environment, and involved the investigation of measurement network design through the use of heuristics and the analysis of complex processing circuits. An industry-wide survey of current practice to facilitate the development of an expert system for plant accounting measurements was carried out. ?Metallurgical accounting design at the Waterval UG-2 Concentrator?. The objective of this project is to develop a model for predicting metal recoveries from the different components of a blended ore feed to a plant. ?Optimal measurement network design for metallurgical accounting at Zincor?. This project provided a hydrometallurgical test case for the design and evaluation of a semi-automated optimal measurement network. Underground mines are inherently dangerous due to potential hazards such as fires, explosions, and caving of rock. Although these events are rare, once they occur a speedy and safe egress of mineworkers is critical to survival. Static evacuation systems use exit signs or directional lines but can get obstructed or be hardly visible in smoky or dusty conditions. This paper presents the investigation of the effectiveness of a smart evacuation technology in underground mining, where a real-time guidance system leads individuals on an optimised path to the egress while avoiding danger zones, compared to conventional practices. Participants simulated an evacuation from a virtual reality mine, using the conventional system and the smart evacuation system with real-time guidance. The highest reduction in evacuation time using the smart method amounted to nearly 40% on average. Moreover, 83% of participants preferred the smart guidance system, and agreed that it could enhance safety.

The current global economic climate has adversely affected the resources industry in general. For the gold mining industry, even though the gold price has been stable as compared to other resources, there is still a need to cut costs even further in order to be profitable and sustainable. Of all the costs that are associated with mining, comminution of ore accounts for the majority. Comminution costs constitute mainly electricity, grinding balls and liners. Of these three components, grinding balls form the major portion of the consumable costs, and can be as high as 40%?45% of the total. As a result, proper grinding ball selection is a key consideration towards reducing mining costs. This paper discusses quality control procedures that can be conducted in order to select the best grinding balls for a particular application. Bauxite residue known as red mud (RM) is a by-product produced in massive quantities during alumina production by the Bayer process with a utilisation rate of less than 5%. A large amount of RM accumulated and produced continuously has had a seriously adverse impact on the surrounding ecological environment. The application of RM in building materials is considered to be the most effective and thorough way to make RM harmless and recycle resources for the reason that adding RM to concrete as a mineral admixture could not only consume a lot of RM, but also save cement and other energy-consuming industrial products. In this paper, the adaptability to cement and aggregate of RM was studied. The results showed that the compressive strength and flexural strength of concrete using ordinary Portland cement, slag Portland cement or fly ash Portland cement as cementing material showed different trends with the increase of the amount of RM. The influence rules of RM on the compressive strength of Portland cement, slag Portland cement and fly ash Portland cement concrete were similar, whether for silicate aggregate or carbonate aggregate. RM has a negative correlation to the flexural strength of silicate aggregate-ordinary Portland cement concrete, but a positive correlation to silicate aggregate-slag Portland cement, silicate aggregate-fly ash Portland Cement. RM promoted the formation of calcium carbonate crystals and inhibited the formation of ettringite and calcium hydroxide crystals in the matrix while ordinary Portland cement, Portland cement and fly ash Portland cement were used as cementing materials. This study provided support for the use of RM in concrete, the reduction of solid waste storage, and the saving of high energy consumption cement as well. The demand for rare earth elements (REE) is increasing rapidly owing to the emergence of new cleanenergy and defense-related technologies. China’s dominates the world production of REE. In this paper, we review the ore characteristics of four typical REE deposits in China and discuss the conventional beneficiation techniques, including gravity and magnetic separation, flotation, and hydrometallurgical processing of these ores. Some of the latest laboratory findings and industrial applications, as well as the development of novel reagents for REE processing in China are presented. The REE beneficiation technologies developed and employed in China could constitute a good case study for many other emerging projects being explored around the world.

This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

The Proceedings of the above Symposium have been edited and published by the Symposium Committee. The Symposium was sponsored by the Australian Coal Association, the Joint Coal Board, and the United Nations Economic Commission for Europe. The Symposium was very well attended, with presentations from fourteen countries, including all the major coal-producing countries of the world. The Proceedings are presented in two parts: the Symposium Part and the Workshop Part. The Symposium Part deals basically with the theoretical aspects of outbursts and high-gas emissions in mines, while the Workshop Part is more practically oriented and describes case studies, and the management systems, and drilling technologies used in underground mines.
