The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

Three-dimensional velocity tomograms were generated to image the stress redistribution around an underground coal longwall panel to produce a better understanding of the mechanisms that lead to ground failure, especially rockbursts. Mining-induced microseismic events provided passive sources for the three-dimensional velocity tomography. Surface-mounted geophones monitored microseismic activity for 18 days. Eighteen tomograms were generated and high-velocity regions correlated with high abutment stresses predicted by numerical modeling. Additionally, the high-velocity regions were observed to redistribute as the longwall face retreated, indicating that velocity tomography may be an appropriate technology for monitoring stress redistribution in underground mines.

This Bureau of Mines publication consists of an overview of the mine waste management research currently being conducted by the Bureau. The following papers, given at a Technology Transfer Workshop, emphasize the increasing importance of research related to the safety and environmental considerations of mine waste disposal In recent years. Current work related to legislation passed in the last 10 years and their subsequent standards includes the development of adequate monitoring systems, development of stability and seepage prediction and control techniques, control of runoff water, and control of leaching solutions. Selected topics are included here that cover coal mine waste disposal, embankment slope stability monitoring, flow failures of mine tailings impoundments, and controlled burnout of abandoned coal mine fires. The projects described provide a current documentation of problems being addressed.

"INTRODUCTION This paper is the seventh of a series of yearly reviews started in 1921 and pre¬sents information gathered in a cooperative investigation undertaken by the United States Bureau of Mines and the University of Utah. It is the purpose of this report to make available flotation—reagent consumption data and other milling information in such a manner as to be of value to the milling industry and to the manufacturer of flotation reagents.These data have been compiled from a survey of about 300 concentration plants in the United States. Much additional information has been obtained from the various offices of the United States Bureau of Mines. Many of the plants covered in the survey made complete reports of their operations, but others were apparently unable to supply this information in sufficient detail to meet the requirements of this report. As a result, some sections of the report are more complete than others. In general, however, the mill reports were much more complete than in previous years, and for the first time it has been possible to calculate average mill recoveries in the treatment of certain classes of ores. As in the past, every effort has been made to conceal individual plant operations.ACKNOWLEDGMENTSIt is realized that the publication of this information is possible only through the assistance of the mill operators, and the authors wish to express their appreciation of this cooperation. The Mine Safety and Health Administration (MSHA), U.S. Department of Labor, did a linear analysis for a new underground coal mine in Grant County, WV, through the interpretation of LANDSAT imagery and high-altitude, color-infrared aerial photography, to identify areas of potentially unstable roof in advance of mining. The Bureau of Mines included this mine in its ongoing study of the correlation between geologic features and linears. Three years after the analysis, after mining had progressed through the plotted linears, a cooperative Bureau-MSHA study evaluated the effectiveness of the linear plot in predicting areas of unstable roof and defined the geology associated with the linears. Adverse roof conditions at this mine include roof falls, potted-out roof, water inflow, and local areas requiring supplemental support. At the time of this study, 34 pct of the mine workings were within 200 ft of a plotted linear. Fifty percent of the adverse roof area in the mine occurred within this area. The primary geologic anomaly associated with the linears is an increased frequency of jointing. The majority of the plotted linears coincide with the prominent joint orientations. Additional features observed in the linear zones include roof rolls and a sandstone channel that cuts into the coal seam.

Copper-Nickel ores in northeastern Minnesota could establish a new industry in a region where underground mining has not been active. This study reviews geotechnical data relevant to the selection and design of underground mines in this region and by numerical structural analysis evaluates the importance of some geotechnical parameters to mine method selection. Because of the rapid development of computer modeling many new techniques have become available for modeling rock mass behavior in recent years. An overview of these methods is presented and their applicability to mine design reviewed. Methods included in this summary were the differential continuum models, such as finite Pint and finite difference, integral continuum models, such as boundary element, displacement discontinuity and boundary integral equation methods, and discontinuum methods such as the distinct block model. The displacement discontinuity method was used to evaluate the influence of geotechnical parameters on some aspects of mine design. Three problems; room stability, pillar stability on a weak inclined contact and sill pillar thickness influence on sill pillar stability, were analyzed to evaluate the relative importance of insitu stress field and joint properties on design. It was concluded that for stability analysis the initial horizontal stress is of most importance in all aspects of design. The position, orientation, persistence and strength of joints is also of primary concern. In a more general sense, however, it was concluded that detailed geotechnical parameters have much less influence on mine method selection than more general factors such as rock quality, initial stress state, orebody shape and economics.

Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA) accepted written comments until July 23, 1976, and held an informal hearing on August 24, 1976, to receive oral testimony regarding an economic and inflation impact statement prepared by OSHA on the proposed standard for occupational exposure to inorganic arsenic. These written and oral submissions were to be used in conjunction with information supplied at 1975 hearings to promulgate emission standards. An in-depth study for the Environmental Protection Agency (EPA) assembled and interpreted comprehensive information on arsenic and its compounds and the effects of these substances on people, animals, and plants.2 Another study for EPA assessed the role of arsenic and its compounds in the environment and in the economy of the United States and evaluated the need for and the projected effect of controlling its production, use, dissipation, and emission.3

"This repot continues the series of papers being prepared at the Southwest Experiment Station of the Bureau of Mines in cooperation with the department of mining and metallurgy, University of Arizona, on factors involved in the leaching of ores. A list of previous publications is given in the bibliography at the end of this paper.Four factors are essential to the leaching of any copper-bearing ore: (1) A solution that will attack the copper minerals must get into the body of the ore particles; (2) the copper minerals must be dissolved by the solution; (3) the solution containing the dissolved copper must find its way out of the voids of the rocks into the main solution; and (4) the copper in solution must be recovered by some means of precipitation.This paper considers the third step -- the extraction of the water-soluble copper. From leached ores. The usual commercial practice in leaching copper ores consists of: (1) Crushing the ore to pass through a screen with approximately one-quarter or one-third inch openings; (2) charging the crushed ore into a fat; (3) adding, usually by upward percolation, a solution that will attack the copper minerals; and (4) washing the copper-laden solutions out of the ore with solutions weaker in copper than the pregnant solution, and finally with water. A countercurrent system of leaching and washing is usually employed. In some plants the solutions are circulated during leaching and washing, and in others they are not. In some plants the wash solutions are added by upward percolation, while at Chuquicamata the so-called ""piston-displacement"" method of washing is employed.The following condensed resume of the leaching cycle of the plant of the Inspiration Consolidated Copper Co. is given to present to the reader a picture of the steps involved in a typical leaching cycle. This plant was recently described in detail.4 The ore, crushed to pass openings 11/2 inches in diameter, passes over a screen with ¼-inch openings. The undersize from the screen goes to a Dorr howl classifier that removes the primary slime from the circuit. The overflow from the classifier is treated in a slime-leaching plant. The oversize of the ¼-inch screen passes through rolls, where it is crushed to pass a 3/8-inchscreen. The undersize from the 3/8-inch screen join with the coarse material from the classifier, and the combined products become the feed to the leaching vats. There are 13 concrete lead-lined leaching vats. The complete leaching cycle is 13 days. Eight tanks are under acid-iron content at all times; three are being washed, one tank is being filled, and the one is being excavated. The electrolyzed solution from the tank house, to which amount of new acid has been added, is put on the oldest tank of ore under need This solution travels from tank to tank and finally emerges from the newest ore"

"In 1912 bauxite was discovered in the Andersonville district, which lies in the 28th and 29th land districts of Georgia and comprises parts of Sumter, Macon, and Schley Counties. Mining was begun in May 1914 by the Republic Mining & Manufacturing Co. Considerable ore has been produced in this region since that time by individual interests and by the American Cyanamid & Chemical Corp., which acquired the property formerly owned by the Republic Co.The area was examined in the fall of 1941 by representatives of the Bureau of Mines and the Geological Survey, after which a prospecting program was begun by the Bureau. Drilling was started on December 26, 1941, and continued until November 18, 1943. A total of 1,192 holes was drilled in the district, and 3,679 samples were taken and analyzed.Mineral exploration agreements were signed by 146 property owners covering 42,128 acres. Holes were drilled on 121 of these properties, which have a total area of 38,778 acres.Drilling under this project disclosed several new deposits, of which four have been completely delimited. Previous prospecting in this area by mining companies did not find bauxite, as it lies under heavy overburden. Work by the Bureau indicates 14,412,000 long tons of ore containing 30 percent or more alumina. The total tonnage is divided as follows:Georgia State Highway Routes 26 and 4-9 traverse the district. The Central of Georgia Railroad passes through the center of the entire district (see fig. 1).The project was initiated by J. R. Thoenen, supervising engineer, Non-metals Mining Section, Mining Division, Bureau of Mines. It was under his general supervision until July 1942, after which it was under the general supervision of E. J. Lintner and Rowe McCrae, district engineers for Georgia, South Carolina, and Flordia, respectively.John C. Feeley, Jr., was project engineer from December 1941 to April 1942. Other engineers who assisted in the work on the project are R. E. Babcock, T. M. Romslo, Don M. Coulter, and Walter T. Lewiecki.Acknowledgment is due the metallurgical staffs at College Park, Md., and Tuscaloosa, Ala., for analyses of samples and beneficiation tests.Acknowledgment is also expressed to Alfred D. Zapp, M. W. Harris, Elmer Kneedler,and Parke D. Important quantities of gold, silver, platinum-group metals, selenium, tellurium, and arsenic are recovered in the processing of copper concentrates. The objective of this Bureau of Mines study was to determine the occurrence of these elements in copper ores and to trace their distribution during subsequent processing steps. The study describes the important areas supplying concentrates, precipitates, and unrefined copper to the copper smelting and refining industry in a composite of the years 1971-74. The relative importance of these areas as a source of the respective byproducts is assessed. The lack of certain quantitative and assay data, recycling of dusts and slags, and the addition of scrap to the feed often complicates calculations and estimations of the byproducts in the smelter-refinery throughputs. Such volatile or low-boiling point elements as arsenic, selenium, and tellurium may be lost in gaseous and other emissions in various processing stages, or they may be concentrated in slags and residues for which samples were not available. The effects of antipollution legislation to improve control of sulfurous and other emissions that may affect recovery of certain byproducts was noted. A section on newer technology illustrating hydro-metallurgical techniques that may affect the recovery of minor metals is included.

The goal of this program was to produce a set of baseline health and safety training materials that could be used by the metal/nonmetal mining industry to reduce injuries and to comply with federal training requirements. The materials developed are arranged in a two level outline format. The first level provides the title, course goals, background and topical outline while the second level provides a detailed outline of the course content. Visuals, designed to portray miners in a positive, attractive fashion, were done in simple line drawing so they would reproduce for handouts without loss of quality. Each of the required units in the Baseline Guides have one or more self-checks. These are designed to be suggestive of evaluation techniques the users can develop for themselves. An instructors guide and a mining terms glossary are included. In a second phase the program developed performance based training guides for Annual Retraining and Experienced New Hires in the Underground Salt Industry.

To help maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines developed a mathematical model that describes acidic ferric sulfate leaching of copper from sulfide ores. The leaching model can aid in maximizing minerals and metals recovery from primary sources by giving operators and management a better understanding of the copper leaching process. This will aid in improving dump leaching operations. The model is based on a steady-state approximation of the continuity equation for diffusion of ferric ions in the rock pores and the intrinsic leaching kinetics of the various sulfide mineral particles. Ore characteristics included in the model were ore particle-size distribution, particle shape, grade, mineral content, mineral particle size, porosity, and tortuosity. The continuity equation was used with ferric ion concentration gradients and a fixed value for the diffusion coefficient. Except for effective diffusivity, each of these factors was either measured experimentally or estimated from theoretical considerations. The effective diffusivities were determined by fitting calculated leaching curves with experimental leaching data. Vertical variations in leach solution composition and temperature within a dump are not considered in this model. The model accurately predicted copper extractions for several large-scale tests during nearly 500 days of leaching.

Objective To develop safety training tools for mine health and safety trainers that fill gaps in currently available materials and help capture the wisdom and knowledge of “expert miners.” Background NIOSH began a series of stakeholder meetings in 1998 to determine what research was needed to improve miner health and safety. One of the more common concerns among stakeholders was a critical lack of appropriate training materials applicable to metal/nonmetal mining. Participants provided many insights into what effective training materials should include and how materials could best reach both new and experienced miners. The most important factors were that any materials be realistic and interesting and that some way must be found to capture the wisdom of expert miners before they retired. Approach NIOSH researchers chose videos as the best means of achieving these training goals. Over the past 3 years, NIOSH has produced three training videos that present information on safe work practices in underground mines: handling explosives, recognizing roof hazards and using proper scaling techniques, and installing ground supports. The last two videos, “Rock Falls—Preventing Rock Fall Injuries in Underground Mines” and “Miner Mike Saves the Day—or—Ground Support…It’s Important,” have won Alice Hamilton awards, NIOSH’s highest recognition of Excellence in Occupational Safety and Health, in the Educational Materials category. Two new videos are now being released. Both of these videos were shot completely in operating underground hard-rock mines and used expert miners to tell the story. Hazards In Motion The first, “Hazards in Motion,” deals with the dangers of working around mobile equipment in an underground mine. Ben, a new trainee, refuses to pay attention in his 40-hour New Miner Training class, and when the class takes its first trip underground, he wanders off and finds himself in many dangerous situations. He encounters many experienced miners who both chew him out for his unsafe attitude and give him advice and information on how to survive around mobile equipment. Many common pieces of equipment are shown, including haulage trucks, LHD=s, tracks and trains, slushers, skips and hoists, and air doors. The dangers of ignoring signals and of horseplay are also included. After nearly losing his life numerous times, Ben learns his lesson with the help of the Safety Angel, an experienced miner who looks suspiciously like his safety trainer. Ben’s Safety Angel saves his life repeatedly, teaches him how to work safely around these common conveyances, and introduces him to experts who have specific safety tips. Ben learns the error of his ways and vows to be the safest miner in the mine. “Hazards in Motion” is approximately 30 minutes long. Hidden Scars The second video is the first in the NIOSH “Expert Miner” series. “Hidden Scars” is a narrative interview with Don Capparelli, a miner and supervisor at the Sunshine Mine in north Idaho. This video captures the story of a fatal rock burst in May 1994, when Don was seriously injured and his long-time partner, Jimmy Findley, was killed. “Hidden Scars” is a very powerful story. Don Capparelli shares the physical and emotional pain he lives with daily as he relates the events leading up to the rock burst that took the life of his best friend and partner. This video is an excellent reminder of the human cost of uncontrolled accidents and the hidden scars that survivors must deal with for the rest of their lives. It runs approximately 25 minutes.

The Federal Bureau of Mines investigated the absorption of radium and thorium from waste uranium leach liquor by clays and other materials. This work was conducted in support of the Bureau's goal of minimizing the environ¬mental conflicts, impacts, and occupational hazards Associated with mining and mineral processing operations. Tailings and soil samples from Wyoming and Utah were contacted with tailings liquors to determine the degree of absorp¬tion. Absorption ranged from 0 to 99 percent for radium and from 0 to 31 per¬cent for thorium. Some samples, which readily absorbed radium, were contacted with various salt solutions that could be present in tailings solutions to determine their effectiveness as desorbents. The desorption of radium ranged from 0.06 to 100 percent. An alpha-spectrometric method was used to determine the radium and thorium, concentrations in the solutions and the solids.

A survey was conducted relating to the current practices for the classification of hazardous locations in coal preparation plants. Several plants processing bituminous, anthracite and lignite coal in Pennsylvania, West Virginia, North Dakota, Colorado, Montana and Wyoming were visited. Coal preparation plant operations and designers as well as MESA inspectors were interviewed. The National Electrical Code was discussed with selected members of the NFPA committee and electrical equipment manufacturers. Data provided by MESA on fire and explosion accidents in coal preparation plants were examined. The requirements of the pertinent Federal Regulations, National Electrical Code, National Electrical Manufacturers Association and Underwriters' Laboratories were compared and evaluated. This report consists of two parts. Part I: "Analysis and Review" provides a summary of the findings. Part II: "Recommended Guidelines" consists of recommended uniform guidelines that may be used for interpreting the National Electrical Code as it applies to the classification of hazardous areas in coal preparation plants.

Zinc smelting is frequently termed a backward art. The term is hardly true, for great progress has been made in recent years in the design and in the thermal efficiency of the retort furnace, in the quality of retorts, in the recovery of zinc, and in the ability to treat more impure and complex ores. The fact remains, however, that the peculiar physical and chemical properties of zinc have delayed such immense advances-large smelting units, high recovery, low-unit costs, and ability to treat low-grade ores-as have been made in the metallurgy of lead and copper. In current retort-smelting practice, the ores, if carbonates, are calcined to remove carbon dioxide; or, if sulphides, are roasted to remove sulphur. The sulphur must be eliminated as completely as possible, usually to less than 1 per cent. This means that the roast must be continued for a long time at a high temperature, with resulting high cost and small capacity per furnace. The roasted ore is mixed with about 50 per cent of its weight of reducer, which may be fine coke, anthracite, or nonbituminous coal. This mixture is charged into horizontal fire-clay retorts. The retorts used in this country are about 8 inches in internal diameter by 4 feet in length and hold 50 or 60 pounds of ore. The diameter of the retort is limited by the time required for the heat to penetrate to the center of the charge; the length by the strength of the retort, which at the high temperature employed can not support the weight of the charge if the span is more than about 50 inches. The retorts are heated externally by coal, natural gas, or producer gas to a temperature of 1,200° C. or more. The zinc oxide is reduced to zinc, which is volatile at this temperature, and passes into a conical fire-clay condenser attached to one end of the retort, where it condenses to liquid zinc and is removed. Twenty-four hours are required for distillation, and because of the low heat conductivity of the retort walls and of the ore charge itself, the heat efficiency even of the most modern regenerative furnaces is only about 12 per cent. One aspect of a program to improve the chances of survival following coal mine disasters is the development of a communications sys tem which will allow surviving miners to make their circumstances known to rescue teams. At present, it appears that an electromagnetic system may be most practical. The development and design of an effective electromagnetic communications link for signalling between mine workings and the surface requires knowledge of pertinent physical properties of the rocks overlying the mine workings and the characteristics of the ambient noise against which a communications signal must be recognized. Knowledge of the overburden electrical transmission properties is useful not only for determining a practical operating transmitter frequency at a given mine, but also for ensuring the best possible electromagnetic coupling for routine or emergency communication purposes. Field studies of the electrical transmission properties of the overburden of coal mines in Colorado, Illinois, and Pennsylvania generally show that a relatively uniform and unimodal electrical conductivity distribution exists provided that the region has not been subject to considerable structural or metamorphic deformation such as that observed in the Gary District of West Virginia. Measurement s of ambient surf ace electromagnetic noise levels at several mines in Colorado, Illinois, and West Virginia were taken and analyzed and are presented in the form of amplitude histogram plots both as a function of frequency and time of day. These amplitude histograms may be used in conjunction with overburden resistivity data in implementing an uplink communications beacon system which will yield a specified signal- to-noise ratio at the surf ace. Numerous C .W. field transmission tests were made in various coal mining environments with use made of either a buried vertical-axis transmitting loop or a short insulated grounded current line. These transmission tests were made from 20 Hz to 20,000 Hz in frequency and at several geographic surface receiving sites. The results of these field measurements show, in general, good agreement with theoretically calculated results. Since the produced surf ace magnetic field from a buried vertical-axis loop source or the produced surface horizontal electric field from a buried horizontal current line show better agreement with theoretical results, they could be used for beacon location system. One criterion would be in detecting the equatorial and polar null lines of the horizontal electric field component which is normal to the direction of emplacement of a buried transmitting line current source. A second criterion would be in the surface mapping of the maximum in the vertical magnetic field directly over a vertical-axis loop transmitter and the associated null is the vertical magnetic field at a horizontal offset distance which is about 1.4 times the depth of burial of the transmitter. Finally, a third criterion would lie in the surface mapping of the null in the horizontal magnetic field directly over the vertical-axis beacon and the associated maximum in the horizontal magnetic field at an offset distance from the transmitter axis of half the depth of burial of the loop transmitter. In mapping the vertical magnetic field over a buried vertical-axis loop transmitter, the size effect of the transmitter loop must be taken Into account when the separation distances between the transmitter and receiving sensor are less than ten times the effective radius of the source loop; increasing the size of the transmitting source relative to the source-receiver separation distance shifts the null in the vertical magnetic field to greater offsets. In mapping either the vertical or horizontal magnetic field over a buried vertical-axis loop transmitter, care should be exercised in ascertaining that measured nulls and maxima are along radials through the axis of the buried source loop. For the main part, coupling experiments show that ambient electromagnetic noise in coal mining districts is less of a problem above 1000 Hertz. But secondary and perhaps undesirable maxima and null phenomena (as well as penetration problems) would occur in many coal mine provinces in the behavior of the surface horizontal magnetic field (over a buried vertical-axis loop transmitter) if transmission frequencies as high as 10 kHertz were used.

"INTRODUCTION In accordance with the outline of investigation described in a previous report 5 of the Bureau of Mines dealing with the use of acrolein for detecting leakage of methyl chloride from unit--type refrigerating systems, the work has been extended to include an investigation of its use in a multiple system, This report gives the results of analysis of samples of the gas from representative units of a multiple system charged with methyl chloride containing approximately 0.9 per cent acrolein by volume, The results furnish a basis for estimating the Warning that would be given in event of leakage.
