"One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

During 1986, the Government continued with efforts to ease the country's almost total reliance on coffee exports for trade revenues by allocating 45% of the Government's budget to commerce and industrial projects. The collapse in coffee prices in 1985 continued to exacerbate the country's growing trade deficit, weakened currency, and dwindling reserves of foreign exchange in 1986. Amoco Burundi Petroleum Corp., a subsidiary of Amoco International Oil Co., continued with plans to drill at least two exploration wells in Lake Tanganyika in 1987. Both offshore and onshore drilling exploration was planned by Amoco Burundi. Any oil or gas finds were expected to have substantial impact on the Burundian economy, as a major portion of the country's trade deficit was directly attributable to petroleum and gas imports.

The 350,000-barrel-per-day Bahamas Oil Refining Co remained closed throughout 1986. Financially troubled Charter Oil Co., joint owner of the refinery with Chevron Oil Bahamas Ltd., agreed in principle to have Chevron assume full ownership in return for canceling debts owed Chevron. Finalization of the agreement was pending at yearend. Burmah Oil Ltd. took more than a $30 million loss on the sale of its interest in South Riding Point Grand Bahama Transshipment Terminal to South Riding Point Terminal Holding Ltd.

Volume II The purpose of this study is to explain reasons for the productivity differences in mining crews. The literature on group productivity is examined. Then a new approach to estimating productivity differences is proposed and estimated across seven different mines. The results indicate a fairly robust model in terms of explanatory power. Recommendations on how the model can be used as a managerial tool are presented.

THE ABRASIVES INDUSTRY throughout the world enjoyed a profitable year. With the exception of tripoli, the quantity of each kind of abrasive produced in the United States was greater than for any of the past 5 years and value of each was greater than for many years. Production of silicon carbide both in the United States and in Canada was the largest since 1960. Abrasive machining, which offers great potential for the increased Use of aluminum oxide, contributed to increased industrial productivity. Diamonds from the sea off the coast of South-West Africa attracted wide interest. Much of the production from this source has been gem diamond, and there is little likelihood of significant quantities of industrial diamond from that source. Manufactured diamond from all free-world sources was sold in the United States in 1964.

This report reviews the current state of the art of remote control techniques for underground continuous miners. A delineation of aspects requiring additional data is presented. Also a summary and delineation are presented in overview form for the related section functions: roof control, haulage, ventilation, power supply and rock dusting. The automated remotely controlled continuous miner project is a long-range research effort. However, the program has been divided into intermediate steps resulting in incremental production increases throughout the program. Data are developed relating the impact of our proposed research and development accomplishments to potential productivity impact.

Dusts can be filtered out of air streams onto polymer surfaces by electrostatic trapping resulting from the spontaneous transfer of electrons upon contact between dust particles and the polymer surfaces. Such spontaneous contact electrification has been studied quantitatively in this contract with the aid of modern semiconductor charge-sensors with the aim of determining what basic principles govern the sign and magnitude of contact electrification. Information obtained by capacitance-voltage measurements of thin polymer films on silicon showed that charges as large as 4 x 1012 electrons per cm2 develop spontaneously, and that such a charge gives adhesional forces of 165 pounds per square inch (11 atmospheres). Direct measurement of dust polymer contact electrification, using silicon surface channel conductance sensors, also showed spontaneous charges of more than 1012 electrons per cm2. Some polymers can either donate or accept electrons. These included chlorinated polyethylene, chlorinated polypropylene, polyethylmethacrylate, and a copolymer of maleic anhydride with n-octadecylvinylether. Other polymers never accepted electrons but could donate electrons; these included polystyrene, pulychlorostyrune, polyvinylchloride, polyvinylacetate, a polycarbonate (Lexan), and cellulose tributyrate. Contact electrification studies were made with dusts (coal dust, a channel black, or a silica powder) contacting thin films of various polymers solvent-cast onto the semiconductor charge-sensor. Sometimes charging was instantaneous and sometimes slower, but in all but one case (coal dust on a copolymer of maleic anhydride with n-octadecylvinyl ether) the charge trunsfer was a donation of electrons by the polymer to the dust. Shales in the Appalachian Region of Kentucky and Tennessee were sampled and tested to determine their use as raw materials for the manufacture of lightweight aggregate by the rotary-kiln method. Nine samples were obtained from eastern Kentucky and 143 samples were obtained from eastern Tennessee. As a result of preliminary testing of these samples, two sources in eastern Kentucky and 11 sources in eastern Tennessee were resampled for rotary-kiln tests. The rotary-kiln tests showed the two sources in Kentucky and seven sources in Tennessee contained shale that would produce satisfactory aggregate. Lightweight aggregate processed from these nine sources was tested in concrete shapes and was found to be suitable for use in structural concrete.

This research was part of an effort to investigate means of reestablishing non¬polluted hydrological systems in areas where surface mining directly impacts shallow ground-water resources. Chemically undesirable overburden material was selectively backfilled with the intent that it would be below the future root zone, be above the reestablished aquifer, and would not be leached as a result of deep percolation. After 2 years the buried material remains above the spoil aquifer and below the maximum rooting depth. Unsaturated water flow from the land surface to the buried material occurred during wet climatological periods. No significant leaching of buried material was observed, however. Overburden sample contamination from drill stem joint grease with Pb, Zn, and Cu additives caused substantial error regarding DTPA extractable trace metals. A grease with teflon and talc additives was recommended for use in future sampling programs. DTPA extractable trace elements in overburden material had no statistical relationship to post-mine ground-water quality. Overburden columns leached with water produced leachates comparable to overburden and spoil ground-water trace metal quality. A depositional model described the Rosebud Coal overburden as a fluvial system with distinct units of sand, silt, and clay, with distinct chemical properties. Physical and chemical characteristics of the model were comparable to the in situ geochemical system, a relationship which may aid in locating overburden materials unsuitable for reclamation.

This paper discusses 105 production runs at Boulder City, Nev., in which titanium metal was made in 200-pound batches. It describes the equipment and techniques used in preparing raw material, the reduction process, and the removal of the reaction mass from the reaction vessel. Also, some data on man-hour requirements are presented. The main emphasis was on producing ductile-grade titanium and developing a standard procedure for obtaining a consistently pure product. Some departures from techniques used before were found to be desirable. The most important of these was the use of a sealed room with a controlled dry atmosphere in which the reaction vessel was opened and the reaction mass removed. This minimized the moisture taken up by the magnesium chloride in the reaction mass, and it could be purified successfully by vacuum distillation. Using the dry room also made it possible to leave al-inch shell of the reaction material on the walls of the vessel, which lowered the iron contamination and eliminated the labor and time-consuming job of cleaning the vessel after each reduction. Another change was lowering of the temperature during reduction to 750° C. instead of 850° C. This was found to give good results more consistently. The first poke to break the crust during reduction was eliminated, as it was found to be unnecessary and only added more work and was another possible way of introducing air. A rotating feed arm was installed in the reaction vessel to distribute the titanium tetrachloride over a larger area and, thus, prevent local overheating. The process, conducted in a batchwise manner as described and followed by good purification and fusion, produces a metal adequate in quality for nearly all purposes.

"Observation of the use of trailing cables in ""mines shows that the chief limiting factor in the life of the cables and their safe use is the smashing or crushing of the cables in service, together with the effects of consequent splicing.Trailing cables are crushed when run over by cars, mining machines; and locomotives or when hit by falls of roof. Crushing damages the insulation and may cause failure at once or in later use. Failure may be either by short circuit between the conductors or by grounding to the track. The failure of a live cable causes electric arcs capable of igniting explosive mixtures of methane and air. Every cable failure in a gassy or dusty mine is, therefore, a real or potential hazard.Some mine operators do not allow the splicing of trailing cables for use in gassy mines, bet require that a damaged cable be immediately replaced and if repaired that it be used only in nongassy mines. Other operators allow the making of temporary splices to permit completion of the shift but require that such splices be remade and vulcanized before the cable is used again.Still other operators allow the continued use of temporary splices, which in general means that a cable is used until the splices give trouble in reeling, or overheat, or pull apart. Then the spliced sections are either cut out or the whole cable is replaced.Splices often determine the useful life of a cable. A splice poorly made may pull apart ueder mechanical strain and cause arcing that burn* the surrounding cable or ignites as or coal-dust. If it has lower conductivity a splice is the first part of the cable to heat; it may become so hot under load that it will burn apart and damage other parts of the cable, or, if it be a soldered splice, the solder may melt and allow parting of the cable. A poorly made splice often has insufficient insulation which may alloy short-circuiting between conductors or permit external contacts capable of giving an electric shock to one handling the cable. The splice is sometimes bulky from too much insulation and takes up too much room on the reel, causing uneven reeling; also by catching on the spooling device the oversized splice may receive expressive pulls and wear. Splicing is therefore a very important factor in the use of trailing cables."

Direct mass spectrometric determination of alcohols in the presence of hydrocarbons has not been possible because of the similarity of hydrocarbon and alcohol mass spectra. Experiments have demonstrated that by converting the alcohols to their trimethylsilyl derivatives, characteristic mass spectra are obtained free of interference from hydrocarbon ion fragmentation. Hexa- methyldisilazane is the reagent selected for the conversion, An improved method of preparing the reagent is given, Mass spectrometric determination of alcohols as trimethylsilyl ethers now is not only possible without prior separation from other materials, but the range of the room-temperature mass spectrometer is also extended to include the C10 alcohol region. Water does not interfere because it is converted to hexamethyldisiloxane, which has its own distinctive mass spectral peak, Experience indicates that other compounds such as glycols, amines, and phenols probably could also be determined by mass spectrometry of their trimethylsilyl ethers. Studies on the similar detemination of phenols in coal oils have been started, When mass spectrometry is not available, gas-liquid chromatography of alcohols before and after their conversion to the trimethylsilyl derivatives probably could be performed. The preparation and properties of the trimethylsilyl derivatives of 23 alcohols, 2 glycols, 3 amines, and 1 mercaptan are detailed. INRODUCTION During investigations by the Bureau of Mines at the Pittsburgh Coal Research Center relative to the development of Fischer-Tropsch processes, complications were encountered in the mass spectrometric analysis of alcohols in hydrocarbon oils. This report is one of a series published by the Bureau of Mines describing methods and practices at various mines throughout the United States. A previous program, conducted from 1928 to 1939, was well received by the mining industry and technical institutions and provided much source material for engineering textbooks and technical handbooks. The stringent wartime demands on the mining industry, the rapidly changing postwar economic situation, and greatly accelerated technologic growth have combined to render many of the previous data obsolete. The objective of the present program is to assemble reliable technical information on mining methods and practices throughout the country and present it for the use of the mining industry, technical schools, textbook authors, and other interested persons. This report deals with the design and development of the Berkeley open- pit mine at Butte, Mont., owned and operated by The Anaconda Company. The Berkeley pit is but one facet of a well-organized and integrated copper-mining operation involving the entire Butte district. Vein-type mining, important for 75 years, is still in progress at depths from 600 feet to nearly 1 mile; on intermediate levels, low-grade ore left untouched by earlier vein-type mines is being extracted by block caving entire ore zones,3/ and secondarily enriched but lower grade near-surface portions of the same ore zones are being mined by open-pit operations (fig. 1). The Berkeley pit itself is named for the Berkeley mine, one of the old mines that extracted copper ore from high-grade veins in the area that now will be mined by open-pit methods.

Deposits of gray hematite occur in two districts in Talladega County, Ala., the Emauhee-Tallasechatch and Weewoka, both in the; vicinity of Wintorboro, 50 miles east of Birmingham. The deposits were investigated by the Bureau of Mines in 1945 and 1944. Approximately 15,000 feet of diamond drilling was done and 6,000 linear feet of trenches excavated and sampled.

Rock deformational structures in a deep mine were analyzed by petrofabric techniques to learn (1) the relative magnitude and direction of the principal stresses involved in tectonic deformations prior to mining, (2) the preferred orientation of rock planar discontinuities which define rock anistropy prior to mining, and (3) the relationship of mining-induced rock failure to inherent rock stresses and inherent rock anisotropy. Rock fabric elements used for petrofabric analysis consisted of bedding planes, faults, joints, fractures, foliation, sericite plane (001), quartz axis [0001], quartz deformation lamellae, and microfractures. Structures and structural symmetries from different areas within the mine and from different scales of observation were compared to learn the nature of rock anisotropy and the orientation of the principal stresses defined by rock deformations. Analysis of such fabric as regional and macroscopic faults, b-c joints, quartz [0001], sericite (001), and microfractures, indicate that during the epochs of tectonic deformation, the maximum and minimum principal stresses were horizontally oriented and acted along northwest and northeast axes, respectively. This condition of regional stress appears to have continued during folding and the associated period of faulting. The most recent tectonic deformation represents a rotation of the minimum principal stresses into a vertical position, as shown by the development of a tensile joint system, quartz deformation lamellae, and microfractures. Good interscale correlation and statistical homogeneity of tectonic fabric indicate a stress field homogeneity in this area during tectonic deformation. Rock physical anisotropy is genetically associated with tectonic fabric and consists of preferentially oriented planar discontinuities intersecting along a nearly vertical axis. The mining-induced deformations were correlated with the inherent rock anisotropy which either directly controls or greatly affects their development. This phase of rock deformation shows a greater degree of stress field heterogeneity than was the case with tectonic deformations This is explained as a result of nonconfinement afforded by underground openings and the increase in ground stresses due to mining activity"

Total sales of diesel fuel in the United States continue to Increase. This growth is due primarily to two causes: More conversion to diesel units by the rail-roads In recent years, and the greater use of diesel engines in trucks, busses, and tractors. Following are some figures on the distribution of the fuel computed from data issued by the Bureau of Mines.2/ [ ] Deliveries of diesel type fuel from refineries totaled 91,522,000 barrels during the first six months of 1955,3/ corresponding figure for 1954 was 91,170,000 barrels. Information on the properties of this engine fuel is very important to the petroleum industry, engine manufacturers, and consumers. To supply such information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under cooperative agreement, are conducting annual surveys of diesel fuel oil produced in refineries in this country.

Research was conducted to investigate how ventilation of a mining face is affected when scrubber flow is greater or less than intake flow. Tests were conducted in a full-scale surface test gallery built to simulate a mining entry with a continuous mining ma- chine at the face. Methane gas was released at constant flow at the mining face. Gas measurements taken at six locations near the face were used to evaluate how well the face was being ventilated. Increasing scrubber flow resulted in lower methane levels even when scrubber flow was much greater than intake flow.

This work examined the feasibility of in-mine coal preparation in two phases. Phase I included a survey of previous investigations and a preliminary analysis of the economic and technical feasibility on a selection of representative sites and degrees of cleaning. The contract was terminated at the end of Phase I. The preliminary analysis determined that in-mine preparation systems can be applied using currently available technology. The most likely mines for application will have shaft or slope access and be deeper than 500 feet. The refuse disposal systems technically feasible are (1) pneumatic placement of coarse refuse in room and pillar panels or longwall faces, (2) mechanical placement of coarse and fine fractions in room and pillar panels, and (3) hydraulic placement of fine fractions in room and pillar panels. The economic feasibility is much more dependent on the refuse disposal-system than on the preparation system. It is estimated that the capital cost of an in-mine preparation and disposal system would be $6.00 per clean ton and the operating cost would be $1.24 per clean ton for a 1 million clean ton per year mine.
