The Bureau of Mines, in its efforts to insure the continued viability of the domestic minerals economy, has been engaged for several years in research on the extraction of alumina from domestic, nonbauxitic resources. Hydrochloric acid leaching of kaolin is one of the more promising technologies being studied for recovering alumina for feedstock to existing aluminum smelting capacity; 93 pct of this feedstock is currently imported either as bauxite or alumina. Organics contamination of pregnant leach liquor, originating during solvent extraction for removal of iron from aluminum chloride solution formed during hydrochloric acid leaching, causes rapid deterioration of the semihard rubber lining of process equipment. These organics were removed by a skimming tank-coalescer-activated carbon adsorption system. Organic levels of less than 10 ppm from the coalescer and less than 0.5 ppm from carbon adsorption were achieved. Analytical methods employing CC14 extraction and infrared spectrophotometry were developed to determine the organic content of both the liquor and the carbon. Mass transfer zones delineated in the carbon columns provide adsorption data for the design of larger systems.

Mining machine cabs were built to comfortably fit 90 percent of adult American males, and have controls that allow fast natural reactions during emergencies. These cabs and controls also fit 40 percent of the adult female population in the United States. The operators are also positioned for good visibility and for protection from roofing and ribbing hazards. Two basic designs were developed, one for seam heights on the order of 4 feet I and the second for seam heights near 8 feet. The sitting position of the largest person within the sample size group (termed a "95th percentile man") determined the basic cab shapes. The size of different parts of the human body and how they work together I established other design features of the cab. Areas of visibility, limits of operator movement, comfortable seating angles, etc., were carefully identified for the largest and the smallest persons within the sample size group. Placement of controls was based on these findings. The controls are designed and placed to allow operation with minimum physical strain and fatigue. See chart on other side of sheet.

Various alternating current (ac) methods can localize faults in mining power cables. Several methods considered by the Bureau of Mines in this report are the Murray loop for short circuits, wherein a bridge provides proportional distance to the fault; capacitance measurements for open conductors; inductance measurements for shorted conductors; phase comparison, high speed recordings of voltage and current in the faulted state are compared with normal voltage and current with the difference being a function of impedance change and impedance change being a function of fault location; and standing wave measurements, detecting the resonance of the length of cable to a fault (either short or open). Portable capacitance bridges are presently available for the second method, and the fourth method is well developed for use on large power distribution systems. Because it utilizes pulses rather than ac, the time domain reflectometer (TDR) method of fault locating was not included in this investigation. However, a comparative evaluation between this versatile method and the Murray loop might prove advantageous in locating high resistance faults.

Heat content values were experimentally determined for yttrium metal between temperatures of 400° and 1,300° K and for iron pentacarbonyl between 301° and 380° K. The drop technique was used; that is, a sample of material sealed in a protective capsule was heated to 3 desired temperature in a furnace and then dropped into an ice calorimeter. A revised technique for determining heat content values from calorimetric data is described. Heat content and corresponding entropy-increment data above a reference temperature of 298.15° K are presented in tabular form. Equations for heat content and heat capacity as functions of temperature were derived for each substance. In 1972, the Bureau of Mines developed a direct-method test for measuring the gas content of virgin coal core samples for coal mine health and safety considerations. Since that time, approximately 1,500 coal samples from more than 250 coalbeds in 17 States have been collected for gas content determination. The gas content data, when combined with geologic and engineering studies, can be used as a basis for a preliminary estimate of mine ventilation requirements, and to determine if methane drainage in advance of mining should be considered. The data are also critical in delineating coalbed methane resources and in utilization feasibility studies. This report makes the Bureau's extensive data base of gas content data more readily available to the coal and gas industries. The data are presented in tabular form, alphabetically by coalbed name and by State. The components of the total gas content (lost, desorbed, and residual gas) are given, Location (State and county), sample depth, coalbed or formation name, and coal rank are included for geographic and geologic identification.

The REL of 1 mg/m3 for respirable coal mine dust does not assure a zero risk for the development of occupational respiratory diseases among all miners exposed during a full working lifetime. Consequently, a medical screening and surveillance program that includes initial and periodic chest X-rays and spirometric examinations is important for the early detection of disease and the prevention of "material impairment of health or functional capacity" [30 USC 8 11(a)(6)(A)]. The medical screening and surveillance program is also useful for disease surveillance, which includes the tracking trends, the setting of prevention and intervention priorities, and the assessment of prevention and intervention efforts. NIOSH encourages both underground and surface coal miners to participate in the medical screening and surveillance program.

This report deals with the efforts to develop a portable device suitable for underground use for the purpose of measuring the frequency of vibration of the horizontal chords of Birmingham roof trusses. Four devices are investigated and evaluated. An approximate emperical expression developed from a mathematical analysis provides a means of converting the frequency into tension. The method appears to be effective in mines with shale roof but requires some modification for other roofs.

This report, which updates and supersedes the Office of Surface Mining's 10-year progress report published in 1987, deals with the accomplishments of the regulatory and abandoned mine land reclamation programs during the first 15 years of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Part 1 is an illustrated description of on-the-ground accomplishments; Part 2 presents statistical information for the 15-year period. The data in this statistical report are organized in two sections: national statistics and state statistics. The national statistics provide an overview of coal mining and the implementation of SMCRA since 1977. The information reported for the states presents a brief description of the coal reserves in each area, accompanied by detailed statistics and graphs that relate each state to the nation as a whole. The statistics compiled in this report are from the Office of Surface Mining's files, computer data systems, and annual reports. During the early years of the program, many of the data categories were evolving and changing; therefore, data reported over the 15-year period are not complete for all states for all years, and where data was unavailable or zero, a dash (-) is shown for that item. The data sources used to compile the tables and graphs are listed and described in detail on page 76. Due to the number of requests for this information in the past, statistical information about coal mining and its regulation will be available each year as an appendix to the Office of Surface Mining's Annual Report to Congress. """Hazard"" is the general expression used by safety engineers to denote risk, or the danger to property or human beings from the contingencies peculiar to different industries. Where a business, family, or individual is subjected to possible financial loss from any particular hazard, it is customary and is considered good practice to insure for reimbursement of possible loss. Accordingly, we take out insurance for earthquakes, for fire, for accidents, etc., and are charged a different premium for each. The premium rate is based on our relative exposure to the hazard in comparison to the total loss to our particular class of business in our geographical location over a given period.Insurance, then, must be considered as the experience of a group rather than of an individual, and any individual may be fortunate or unfortunate over stated periods. Through the law of averages, the probability of loss because of exposure to hazard is becoming more accurately measured as experience is accumulated and data are analyzed.Lion human life came to have a financial value in the eyes of the law, and employers were held liable for losses through accidents to employees while on duty, insurance companies began to underwrite the accident risks of the different employers and divided them into classes based on the amount of risk involved. Premiums for compensation insurance are based on relative exposure, which is measured by pay roll. The premium is rated in proportion to the severity of losses established by statistical studies.' It soon became evident that the accident experience of employers in the some industry varied widely; that is, there were good and bad risked in the same line of business. This resulted in ""experience rating"" of premiums, meaning thereby that an employer with experience in accident cost was premium rated in proportion to his losses over a stated period (usually three or more years)."

Aluminum alloys are used in two broad classifications: wrought and cast. Wrought alloy products, which are formed into final shape by rolling, forging, extruding. etc., contain low percentages of alloying elements; whereas cast aluminum products, which generally are not worked before use, may contain higher percentages and a somewhat different selection of alloying elements. For example, wrought aluminum alloys usually contain less than one percent silicon and cast alloys contain as much as 18 per-cent silicon. While there are good techniques available for separating aluminum alloys from mixed scrap, there are no efficient ways to separate wrought aluminum from cast aluminum. The high levels of silicon, iron) copper, and zinc from the cast alloys make wrought-cast mixtures unacceptable for wrought alloy production. Consequently, separated wrought aluminum scrap commands a premium price on the market. Since increasing amounts of mixed aluminum alloys are being recovered from automobile scrap, this separation is important for efficient recycling of these alloys. Approach The difference in thermo-mechanical properties between the two classes of aluminum alloys is used as the basis for the separation process. Casting alloys lose their ductility within a certain temperature range while wrought alloys remain ductile. As temperature increases, aluminum alloys gradually become weaker, and at a certain temperature, each alloy loses strength and ductility due to incipient melting in localized areas. For casting alloys that temperature generally lies between 520° to 560° C, but it is above 600° C for most wrought alloys. Mild crushing, therefore, in the proper temperature range will result in complete fragmentation of the casting alloys but only plastic deformation of the wrought alloys. A simple screening step then is used to separate the oversize wrought pieces from the fragmented cast alloys.

Estimates are given for the distance from a seismometer at which a miner can probably be detected. The procedure in making these estimates was to first establish the natural noise levels at the output of a surface seismometer for the 25 to 100 Hz frequency passband. The noise levels give the range of values which may be expected in areas with no man-made noise. For each noise level, we give the detection threshold which, when exceeded, indicates that a signal has been received. Based on the signals recorded by Westinghouse, curves are given which show the peak signal amplitude as a function of source- to-receiver distance (slant range). Curves are given for the Westinghouse seismic thumper, a 50-pound timber, and a sledge. For a given type of source, the receive signal strength depends more strongly on slant range than on any other factor. However, there is approximately a five-to-one scatter in the amplitudes. Thus, further study of factors affecting the signal amplitude might allow better estimates to be made for any particular geological setting. Combining the signal amplitude with the detection thresholds for the different noise conditions gives the distances at which a miner should be detected. These are given in Table l* below. [ ] The text also gives the increase in detection ranges which should occur if steps are taken to increase S/N by 10 dB. We feel that 10 dB is a conservative estimate of the improvement possible. Comprehensive ventilation surveys are made to review the adequacy of the mine system with regard to both statutory requirements and/or company policy, to evaluate improvements to the current ventilation system and to plan for £stun expansion. If computer simulation is to be used for these purposes, accurate quantity and pressure measurements become an absolute necessity since the validity of the computer generated output is heavily dependent on the accuracy of the input data. Consequently ventilation surveys that are run to generate input data for computer simu¬lation must use the best data collection procedures to guarantee as accurate results as are possible. These requirements have led to modifications in procedures that are used for routine ventilation surveying. McElroy and Kingery (1957) have recommended that pressures be measured independent of quantities since minor changes in mine conditions have a greater effect on absolute pressure measurements than on quantity measure¬ments. They estimate that, for large mines, a pressure survey may take only 1 to 3 days while the corresponding quantity survey would require 1 to 3 weeks. Although this procedure would undoubtedly lead to more ac¬curate pressure measurements, its use for the development of computer input data is not recommended for the following reasons. Atkinson's equation, H = RQ2, is used in computer oriented analysis to develop the airway resistance, R, based on quantity and pressure loss measure¬ments. It can easily be seen that since R a 1/Q2 and R a H, the effect of errors in quantity measurement is, in fact, more significant than those in pressure measurement. HELIUM shipments in 1963 exceeded the volume shipped during the previous year for the 14th successive time. Shipments from Bureau of Mines plants were 627.3 million cubic feet, an increase of 5 percent over the volume shipped in 1962. Production from Bureau of Mines plants totaled 774.2 million cubic feet. The Bureau purchased 1,420 million cubic feet of helium in the helium conservation program and stored it underground for future use. Each of the five plants, financed and built by private industry for helium conservation, made deliveries during the year. Helium continued to playa key role in space, atomic energy, defense, and other research programs. Additional capacity for liquefying helium became available, and the first civilian helium-cooled nuclear-powered reactor in the United States began pre-operation testing.

The object of this program was to design and build a self-contained system for remote monitoring of the atmosphere in mines. The system developed uses the mine pager phone line as the primary communication channel and also has the capability of using 208 Hz in the ELF band for wireless transmission through the earth. The depth for through-the-earth trans- mission is expected to be about 80 to 90 meters in high conductivity soil and is limited by the noise level in the ELF band-pass filters. The underground components of the TEM System are energized by mine power through a battery charger - storage battery power supply. In the event of mine power failure the battery capacity is more than sufficient for one week's operation with interrogations every four hours.

Surface mining operations use large off-road haul trucks extensively to move material at mining properties. Past research, using the United States Environmental Protection Agency’s (EPA) emissions factors for unpaved haul roads, has shown that haul trucks generate the majority of dust emissions from surface mining sites, accounting for approximately 78%-97% of total dust emissions. Observations of dust emissions from haul trucks show that if the dust emissions are uncontrolled, they can be a safety hazard by impairing the operator’s visibility. This increases the probability for haul truck accidents (See photos above). However, the greatest long-term health hazard of dust generated from hauling operations is due to inhalation of the respirable dust [median diameter <4 micrometers (µm)] and tho­racic dust, which is equivalent to the EPA’s definition of PM10 [particulate matter with a median diameter <10 µm]. Exposure to respirable dust has long been considered a health hazard at surface mining operations, especially if silica dust is present. There are two legislative acts that regulate the air quality for mining operations: the Federal Coal Mine Health and Safety Act of 1969 and the Clean Air Act of 1970. The Federal Coal Mine Health and Safety Act of 1969 established the limits for dust in the work place for health and safety pur­poses. The Clean Air Act of 1970 regulates air emissions from facilities from an envi­ronmental perspective.

The systems contributing to the cost analysis, and the flow of data input and output related to these systems, are brought into focus in Figure 6. The various sub-systems of the Master Design Simulator provide the raw operating data basic to the cost model which, operating independently, accumulates the raw input, assigns costs to this data by standard or modified costing procedures, manipulates the costs into standard formats and outputs the data for managerial evaluation. Cost Modeling Direct costing methods are not complex in the sense that elemen¬tary arithmetic is employed using the same basic relations for each cost category. The basic cost model relations described above are illustrated in Figure 7. The greatest difficulty encountered in the transition from a dy¬namic systems simulation model to a costing model is the time frame of the input and output data. Dynamic simulation models utilize a small time increment, on the order of seconds or fractions of seconds, to analyze system operations and interactions. On the other hand, for cost computation and reporting, the smallest relevant time unit is the shift, with reporting periods expanding to days, weeks, months, and years. Complications arise in the accumulation of data for the various report periods due to the use of the Gregorian calendar by modern so¬ciety. The potential for simulation for the life of the mine, possibly in excess of 50 years, increases the complexity of the costing process

The National Institute for Occupational Safety and Health (NIOSH) is conducting research with the objective of preventing hearing loss in the mining industry. Longwall mining is one sector that has received considerable attention. Studies involving the monitoring of worker noise exposures, characterizing equipment sound levels and dominant noise sources, evaluating engineering noise controls, analyzing hearing protection device (HPD) effectiveness, and testing of improved sound level monitoring techniques specifically for longwall mining systems, are being conducted. The research efforts revealed that stageloader operators are the most exposed longwall workers, with the discharge end being the noisiest location along the stageloader. In addition, the studies have shown that using stationary dosimeters, coupled with observational data of the cutting cycle and worker habits, has the potential for improved monitoring of the effectiveness of engineering noise controls. To address the ineffective use of soft foam earplugs, a simplified 3-step method was developed for inserting soft foam earplugs. Results indicate a 9 dB greater attenuation after training subjects on the 3-step method. Finally, muff type HPDs are being evaluated for effects of speech intelligibility in noise. The combined results of these studies illustrates that much can and has been done to prevent noise-induced hearing loss (NIHL) in the mining industry, especially with respect to longwall mining workers. This paper presents an overview of ongoing studies, a progress report of results, and the implications for reducing worker noise exposures and preventing NIHL in longwall mining workers.

"INTRODUCTION In carbothermic processes for the production of magnesium, magnesium oxide is reduced by carbon according to the following equation:(1) MgO + C = Mg(g) + CO.The reaction is virtually complete at temperatures above 2,000° C. but reverses rapidly at somewhat lower temperatures. To produce magnesium by this reaction, therefore, it is necessary to cool the gas very rapidly to a temperature at which the rate of the reverse reaction becomes negligible. Several media for quenching the gas have been proposed, among which are hydrogen, natural gas, liquid hydrocarbons, and molten metals of low melting point.The results of a preliminary investigation on the use of molten lead as the quenching medium are summarized in this report. The work was done in 1941, when the threat of war made it imperative to investigate every process that offered possibilities for rapid expansion of domestic production of magnesium. Although the results were encouraging, other processes appeared to offer better prospects for immediate wartime development, so the work was not continued. Shortly before the investigation was completed, several patents on the use of low-melting metals for absorption of magnesium vapors appeared, 4/"

This paper introduces a method for teaching workers to communicate necessary information when giving or receiving emergency warning messages. Research has shown that when an emergency occurs, people may not get the information they need to take appropriate action. Interviews conducted with 48 underground coal miners who had escaped mine fires revealed that the warning information provided was inadequate. In some cases, sufficient information was not provided to the endangered miners. At other times, miners failed to ask for information they needed to plan and execute effective escapes. Researchers from the NIOSH Pittsburgh Research Laboratory have been studying the content of emergency warning messages and have developed an emergency communication protocol. A training intervention that presents the protocol and related mental cues is being evaluated for effectiveness in improving the content of emergency messages. In this paper the protocol is presented and the training package described. The evaluation procedures and a summary of the analyses conducted to-date are also provided. The training package was developed for use with underground coal miners, but could easily be modified for emergency communications training in other settings.

The U.S. Bureau of Mimes is investigating Fourier transform infrared (FTIR) spectroscopy for on- filter quartz analysis of respirable dust. A custom accessory is described for full-face examination of filters utilizing a large-diameter infrared (IR) beam. The accessory positions samples to match diameters with that of the diverging analytical beam. Sample absorbance is then measured. With nonuniform deposition of dust on collection filters being a major issue for such analyses, this approach is the most direct way to accomplish sample area averaging. The approach is unconventional since it utilizes large-beam geometries instead of the usually desired minimized beam dimensions. The issues and problems involved in the analysis of quartz on a filter matrix are discussed. Absorption bands chosen, light-scattering effects, curved baselines, random noise, interference fringes, and possible solutions to technical difficulties are the topics covered. The more significant findings include a 20-pg detection limit for quartz when the custom accessory is used and minimal occurrence of light-scattering effects at low wavenumbers. The custom accessory performance was satisfactory and merits further work. With continued research, an on-filter method for quartz analysis of respirable dusts seems achievable.
