The smoke problem means different things in different places . In the neighborhood of industrial plants , especially smelting plants and cement plants , the term " smoke " is applied to material discharged from these plants , consisting of a mixture of solid particles ( dust ) , fume which has condensed from vapors , and gases of various kinds that are produced in the operations . In the ordinary use of the word , however , " smoke" refers to the visible material which escapes from the burning of coal . White smoke usually owes its color to small drops of water which have condensed from the water vapor that it formed in the burning of coal . When smoke is black, the color is due to unconsumed particles of carbon and usually when the smoke problem is spoken of , it is this black smoke produced in the burning of coal that is referred to , Many inquiries in regard to smoke are addressed to the Bureau of Mines , and the following brief summary has been prepared as covering the usual questions . For references to the smoke problem in England , I am indebted to a recent interesting paper on this topic by David Brownlie .

Cost data are given for five methods of secondary backfilling of strip mines previously partially backfilled. The operations were conducted in north-central Pennsylvania; an average of 600 linear feet of highwall were backfilled in each trial. Major obstacles and the relative merits of the methods are discussed.

The Bureau of Mines studied two Pennsylvania anthracites using low-temperature carbon dioxide adsorption. A modified form of the Brunauer-Emmett-Teller equation was used to calculate specific surface areas. Two mesh sizes of each anthracite were used to determine how gamma irradiation at 106 and 108 rads, both in vacuum and in the presence of air, affected the carbon dioxide surface areas. Results show that anthracites have a system of pores that are essentially all interconnected rather than isolated; that anthracites differ from one another in specific surface, which may correlate with density; and that irradiation in vacuum has no discernible effect on specific surface of anthracite, but irradiation in air does produce changes in specific surface.

Increase the safety of operators of front-end loaders by providing a means of monitoring the machine's stability. Approach Through a research contract, the Bureau of Mines developed a front-end loader stability indicator which provides the machine operator with a reliable, easily interpreted display assessing the stability of the machine. How It Works Statistics show that front-end loader accidents are the largest single category of machinery-related accidents in the surface mining industry. Many of the fatalities resulting from these accidents occur when front-end loaders rollover and either crush the operator who is trapped within the cab or strike the operator who is trying to jump to safety. Although rollover protective structures (ROPS) are required by law on front-end loaders to protect operators in the case of a rollover, these do not prevent the actual rollover from occurring. In fact, the operator has no way of evaluating the stability of the machine except by using personal judgment. The Bureau of Mines responded to this problem by developing a front-end loader stability indicator whose primary function is to Indicate to the operator when the machine is approaching an unstable situation which may trigger a rollover. The device bases Its interpretation on measurement of the normal loads on the machine's wheels. Strain gage instrumentation located on the machine is used to monitor the magnitude and change of forces acting normal to the front-end loader's wheels. These forces are direct indicators of the machine's center of gravity relative to its position on the ground. The strain gages are connected to electronic circuitry which amplifies and processes the signals. Stability or instability of the loader is relayed to the operator through a display of green, amber and red lights.

The U.S. Bureau of Mines conducted research to develop an accurate, real-time, position monitoring and warning system for the vehicles used in surface mining. The product of this research will be technology to reduce accidents and injuries associated with the operation of surface mining haulage equipment. The position monitoring system should reduce accidents related to vehicle position and also increase the efficiency of haulage operations. This research was conducted in preparation for development of an accurate, real-time position monitoring and warning system, which notifies equipment operators when they deviate from a known safe course and are approaching a fixed hazard. A radar positioning system designed for marine applications was evaluated and a series of tests was run to determine the accuracy of the radar positioning system when used in a land vehicle. The radar position determination was compared to surveyed values. Both static and dynamic (moving vehicle) tests were conducted. The static test results were marginal and the dynamic test results were not accurate enough for the position monitoring and warning system. Although a promising technology, the system tested needs to be modified to meet the accuracy requirements of mobile mine equipment.

This paper , which describes mining methods and practices at the Mineral Hill copper mine , is one of a series being prepared by the Division of Minerals of the Bureau of Mines on mining methods , practices , and costs in various mining districts. of the United States . The Mineral Hill mine is situated on the northeastern piedmont of the Sierrita Mountains at an altitude of 3,650 feet in sec . 35 , T. 16 S. , R. 12 E. , and sec . 2 , T. 17 S. , R. 12 E. , Pima mining district , Pima County , Ariz . ( fig . 1 ) . The claims (figs . 2 and 3) are in a gently rolling area with only scant desert vegetation . The average annual precipitation is about 11 inches . The nearest surface water is the Santa Cruz River , an intermittent stream 8 miles east of the mine . The property is owned by the Banner Mining Co. , a Nevada corporation . This report presents a brief history of the mine , describes the geology of the area and the ore deposits , outlines methods of prospecting and exploration , and gives methods of sampling and the estimation of ore reserves and values . Development and stoping methods are explained , and methods of underground transportation , ventilation , mine drainage , and safety measures are described . The concluding section of the paper is a section on milling . The Mineral Hill mine is an old mine that was reopened in 1951 after having been closed for 30 years .

"During the coming winter, it is probable that many householders who have habitually been users of anthracite coal will be obliged to turn to some other fuel for heating purposes, because of the limited supply of anthracite. The next best fuel, from a standpoint of cleanliness and ease of operation, is coke, but here again the supply is inadequate and the householder will have to fall back on bituminous coal. Though bituminous coal has the dis¬advantage of being dirty to handle, requiring more care in firing, and of giving off considerable smoke, it will be more generally available, costs less, and in the better grades which will naturally find their way to the domestic market, is higher in heat value, and contains less ash than anthracite.Choice of CoalThere a variety of bituminous coals are available, the householder should choose a low volatile coal, such as New River, Pocahontas, or some other ""smokeless"" coal, or the British coal now being offered in the markets along the Atlantic seaboard. Though not necessary to have the coal sized, as is the case with anthracite, it will be found cleaner to use coal from which the fine dirt has been screened. If it is found that excessive dust is caused when firing the coal, this can be reduced by slightly wetting the coal at the front of the bin, as it is being used.Method of Firingusing bituminous coal instead of anthracite in the domestic furnace, it will be necessary to use an entirely different method of fir Instead of leveling the fuel bed and putting on fresh coal in an even layer over the entire fire box, the coked and partly burned coal remaining from the previous firing should be pushed as much as possible to one side of the box, and the fresh coal thrown into the empty side so as to leave some burning coal exposed. In this way the green coal is heated slowly, the volatile gases are given off gradually, and are ignited by the burninggoing to waste up the chimney unburned."

Steel liner plates, which are bolted together to form a shell, are commonly used to provide temporary protective linings in the tunneling industry to ensure the stability of the tunnel and safety of the workers until more permanent ground reinforcement can be installed. As the ground deforms to try and close the opening, the liner plate is radially stressed, and by deforming redistributes these loads back to the surrounding insitu earth. Grouting behind the plates is done to fill any voids and ensure uniform contact to the strata around the back of the plates. Another function of the liner plate in some applications is to act as a platform or structure for the mining machine to react against in order to develop the necessary forward thrust to be able to excavate the face. In this case, the liner plates are loaded axially as a horizontal column of bolted liner plate rings, creating a jacking force against the liner plate assembly. In general, the buckling strength of the plate sections determines the jacking force capacity. Historically, the jacking force capacity of tunnel liner plates has been theoretically determined by some simplistic equations developed from tests of single liner plates. Recently, full-scale tests on a complete circular section of bolted liner plate ring segments have been conducted in the NIOSH Safety Structures Testing Laboratory using the unique Mine Roof Simulator to apply controlled loading in a manner that simulates the real world environment. Due to the unique size and capacity of the Mine Roof Simulator, these are believed to be the first full-scale tests conducted on the jacking force capability of tunnel liner plate rings. These tests indicate that the previously used theoretical equations tend to over predict the jacking force capacity of these tunnel liner plates. Unanticipated deformations in the field have been observed at loads below these theoretical design loads, therefore, a more accurate determination of the jacking force capability was needed. This report summarizes the full-scale test results, examines design parameters that impact the jacking force capability, and develops new mathematical models to improve the prediction of design loads.

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. Each year at least one and in some years several explosions are reported as having resulted from firing of mudcapped shots in coal mines; undoubtedly a number of small or local explosions occur that are not reported; in addition there are numerous accidents, some of them fatal, attributable to this reprehensible blasting practice. It is surprising that so few explosions and other accidents from this cause occur since the practice of firing mudcapped, Even in gassy "adobe," "dobe," "sand blast," or "bulldozed" shots is widespread. mines where general blasting is safeguarded by being done with permissible explo- sives, rocks or bowlders frequently are blasted with mudcapped shots of dynamite; even if permissible explosives are used, this type of shooting is dangerous. The usual method of preparing a mudcapped shot is to place the explosive, either in loose or cartridge form, with the detonator or "cap" on top of a piece of rock or coal and cover it with several handfuls of moist clay, loam, sand, or When the shot is road dust; in many cases there is no covering of any kind. fired a dense cloud of dust, together with an intensively hot fleme, are thrown into suspension, and if the dust is explosive or ignitable an explosion or igni- tion is likely to result practically simultaneously. The presence of gas greatly increases the explosibility of the dust, as well as the probability of an ignition. "The ordinance of March 27, 1919, contains provisions relative to the exploration for, Ind the exploitations of bauxite in the Colony of Surinam in Dutch Guiana.Permission to explore is limited to: Netherlanders; inhabitants of the Netherlands; inhabitants of Surinam; companies established in Netherlands, and companies established in Surinam.Holders of concessions for the exploitation of bauxite are limited to companies established in the Netherlands, or in Surinam, and these must reside in the Colony or must be represented the constantly.A permission or concession lapses: (a) when the holder ceases to have the required qualifications; (b) on the death of the holder where the assigns fail within one year to prove the required qualifications.Any dispute concerning the required qualifications must be decided by the Judge in the manner to be regulated by colonial ordinance.The Governor may, after consultation with the Privy-Council reserve tracts of land for the exploration and exploitation of Bauxite, either for the Government directly, or for concession under special provisions. These provisions shall be fixed by virtue of the colonial ordinances.Application for permission to explore shall be made in accordance with existing laws. Simultaneous applications, those made on the same day, must be decided by drawing lots; but an application for the concession for exploitation has preference ovor that for permission for exploration. Accidents occur when least expected, from sources that we rarely anticipate and with outcomes that can vary greatly. Anyone who has ever been involved in an automobile accident knows, the transition from driving comfortably and safely down a highway to being involved in a potentially life-threatening situation can occur in a heartbeat. Accidents on the job are no different. The mining industry has a relatively small number of electrical injuries, compared to industries such as construction or agriculture, due to the small total employment in mining. Mining does, however, have one of the highest occupational electrocution rates of any U.S. industry, at 2.8 for every 100,000 workers per year. This is approximately four times the average for all industries. Data from the Mine Safety and Health Administration (MSHA) shows that 75 electrical fatalities occurred in the mining industry between 1990 and 1999. Of these, at least 17% involved high-reaching mobile equipment that contacted overhead power lines.

Condensate waters from the Bureau of Mines Synthane process for coal gasification have been investigated by mass spectrometric methods to determine the organic contaminants. Waters from the gasification of six coals were extracted with methylene chloride, yielding 0.6 to 2.4 weight-percent extractable material. Using high-resolution mass spectrometry (HRMS), combined gas chromatography-mass spectrometry (GC-MS), and low-voltage mass spectrometry, 60 to 80 percent of the extract was found to be phenolic. About 20 organic contaminants have been identified and are present in the condensate waters from each coal gasified. The relative distribution of contaminants in the condensate water was nearly the same for the six coals gasified under various conditions; phenolic compounds were the most abundant in all cases.

The Bureau of Mines, in its investigations of respiratory apparatus for use in mines and allied industries; tests equipment that is voluntarily submitted by manufacturers in accordance with published schedules of tests. These tests are designed to insure that the equipment has the minimum requirements for safety in use. Approval certificates are issued for apperatus that meets the bureau's specifications, and the manufacturer is permitted to mark his equiment with a seal showing that it has been approved as "Permissible." A complete list of per- missible self-contained oxygen breathing apparatus, gas masks, and hose masks tested prior to January 1, 1930, was published in Bureau of Mines Information Circular 62309. The present list includes all equipment tested and approved prior to July 1, 1930.

Cement copper was flash roasted in a vertical tube furnace to convert the copper to acid-soluble oxides as part of a postulated process for refining cement copper by oxidation roasting, acid leaching, and electrowinning. The results of the study showed that the oxidation was a linear function of oxygen concentration between 0 and 20 percent, but above 20 percent oxygen there was no further increase in oxidation. Therefore, air was the optimum oxidizing atmosphere in this flash roasting system. The oxidation followed a parabolic rate law as the roasting temperature was increased from 400° to 800° C. Extrapolation of the data, based on the parabolic law, indicated that at 400°, 500°,600°,700°, and 800° C, the roasting times required for complete conversion to soluble oxides were 75, 37, 21, 7.7, and 4.6 seconds, respectively. Cyclic-roasting test results did not substantiate the predictions obtained through data extrapolation.

The mining law of the Belgian Congo does not cover the Province of Katanga nor the District of Kivu (in Eastern Province). Regulations of the Comité Spécial du K tanga are in force in Katanga and those of the Comité National du Kivu in Kivu. The three laws differ only in detail, and grants made by the Comité Spécial du Katanga or by the Comité National du Kivu must be approved by the Ministry of Colonies. The following résumé is designed to coordinate the three sets of regulations.

The Bureau of Mines has improved a mine dust incombustibles analyzer originally developed at the Bartlesville Energy Research Center (BERC). This analyzer provides quick, accurate analysis of the percentage of incombustible material present in dust samples taken from mine ribs, roof, and floor so that costly overdusting may be eliminated while still maintaining a proper level of incombustibles. The changes being effected on the present design of the BERC model IV rock dust analyzer should simplify its operation and calibration procedures, resulting in increased accuracy.

A mineral survey of 8,300 acres of the 24,980-acre Burnt Creek Wilderness Study Area (ID 45-12), was conducted by the U.S. Bureau of Mines in 1985 at the request of the Bureau of Land Management. The study area is located in Custer County, ID, 90 miles northwest of Idaho Falls. No mines, claims, or prospects are in the study area. The northern half of the study area and adjacent lands to the north, northeast, and east are or were recently under oil and gas lease, Basalt and latite-andesite of the Challis Volcanics predominate in the study area. Several hundred feet east of the study area is a quarry in talus of Mississippian-age limestone that was used for sized 100-pound rock fill in the Old Dry Creek Reservoir dam. Two samples, one taken at the quarry and the other at a limestone outcrop on East Fork Burnt Creek, have CaC03 content in the range of 90 to 95 percent, and is suitable as the limestone component of Portland cement, However, limestone outside the study area could supply foreseeable demand. Lead- silver mineralization has been observed in Paleozoic carbonate rocks elsewhere in the Lost River Range, but these rocks do not occur in the study area.

The coal and metal mines of the United States furnish this country with a large part of the fuel and material necessary to support our industries and thus make possible the welfare and prosperity of our people and even the continuance of our present-day scale of civilization. Mining companies furnish material to industry with one general purpose in mind -- the making of a profit on their work. Efforts are being made successfully and continually to reduce operating costs, to increase production per man, and to perform work as far as possible mechanically and with more efficiency. These efforts are made primarily to reduce costs, to increase production, or to do both - in other words to make more profits or more certain profits. In the endeavor to reduce expense companies are considering more and more the factors which enter into costs of production, among them the factor of accidents and their cost. This paper endeavors to estimate the approximate cost of accidents to the mining industry in order to present the saving possible through accident reduction or elimination.
