This Bureau of Mines report presents information on the origin, collection, movement, and consumption of iron and steel scrap in California and Nevada. As far as practicable, information is presented on a grade basis. The iron and steel scrap industry in California is important from the standpoint of employment, economic essentiality, and dollar value. About 16,000 persons are either directly or indirectly employed on a full- or part- time basis in the collection, preparation, and sale of iron and steel scrap in California; in 1957 about 70 percent of the tonnage of products of California steel mills, valued at $271 million, was derived from scrap; the value of scrap in 1957 ($117 million) is about $10 million greater than the value of portland cement produced in California that year. The iron and steel scrap industry in Nevada is small.

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. As part of safety and stability studies at three underground mines in the United States, researchers installed earth pressure cells and embedment strain gauges in cemented rockfill to measure stress and strain changes as mining progressed and the rockfill was loaded. Data from these instruments were used to calculate the in situ modulus of the rockfill for two of the mines. A three-dimensional numerical model of a cemented rockfill cap was validated with data from extensometers anchored in the mine roof and sill; this model was then used to estimate deformation modulus at the third mine because the earth pressure cells and embedment strain gauges recorded negligible changes. Rockfill binder used at these mines ranged from 4 to 8 per cent of the dry components by weight, the water-to-cement ratio was from 0.42 to1.0, and the largest aggregate size in the three mixes ranged from 5 to12 cm (2 to 4.7 in). The range of the calculated in situ deformation modulus values was large, but as expected, it was bracketed by modulus values for cemented tailings and roller-compacted concrete with similar cement contents and water-to-cement ratios. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) recently conducted full-scale explosion experiments; these experiments evaluated the strength characteristics of various seal designs used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests were conducted within the multiple entry section of PRL’s Lake Lynn Experimental Mine (LLEM) employing the only currently accepted test method endorsed by the Mine Safety and Health Administration (MSHA) for seal design in American mines. These explosion tests are labor-intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. Therefore, the PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in-situ testing of seals in an operating mine. Two chambers within LLEM and one within the Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from tests in these chambers compare favorably with those from the large-scale explosion tests in the multiple entries. Preliminary size-scaling relationships for predicting the strength of standard seal designs as a function of entry size is also presented. In addition to testing seal designs at the required 20 psi static pressure level, the new facilities also allow for the determination of the seal’s ultimate failure pressure. This new approach shows promise as an alternative evaluation method for improving mine sealing technologies which, in turn, will enhance the safety of the underground personnel.

This study examines the patterns and trends in noise exposure documented in data collected by Mine Safety and Health Administration inspectors at U.S. coal mines from 1987 through 2004. During this period, MSHA issued a new regulation on occupational noise exposure that changed the regulatory requirements and enforcement policies. The data were examined to identify potential impacts from these changes. The overall annual median noise dose declined 67% for surface coal mining and 24% for underground coal mining, and the reduction in each group accelerated after promulgation of the new noise rule. However, not all mining occupations experienced a decrease. The exposure reduction was accompanied by an increase of shift length as represented by dosimeter sample duration. For coal miners exposed above the permissible exposure level, use of hearing protection devices increased from 61% to 89% during this period. Participation of miners exposed at or above the action level in hearing conservation programs rapidly reached 86% following the effective date of the noise rule. Based on inspection data, the occupational noise regulation appears to be having a strong positive impact on hearing conservation by reducing exposures and increasing the use of hearing protection devices and medical surveillance. However the increase in shift duration and resulting reduction in recovery time may mitigate the gains somewhat.

In the past several years, there have been a number of blasting-related carbon monoxide migration incidents. In each case, there have been some common factors that appear to be related to carbon monoxide migration. Geology, heavy confinement of the blast, close proximity to the affected structure, and open pathways into the affected structure are just a few. Prince William County, VA is an area undergoing a boom in suburban development. In the year 2001, more than 4,050 new homes were constructed within the county.1 In the new housing development located in Bristow,VA, trench blasting was utilized to excavate proposed sewage and utility lines. On November 8, 2002, a trench blast was conducted for the installation of utility lines. Later that evening a carbon monoxide detector alarmed in a nearby house. The gas company and fire department sampled for carbon monoxide and measured 100 ppm and more than 200 ppm on the first floor and in the basement respectively. Subsequent efforts to prevent migration of CO into the nearby homes met with mixed results. The only reliable technique for protecting neighbors from CO appears to be the placement of CO monitors in the homes. The events are presented and discussed.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying methods to prevent workers from being entangled in machinery used at mining operations. An analysis of mining accidents in the United States that resulted in a fatality or permanent disability from 2000 through 2005 showed 438 severe incidents that involved contact with machinery or equipment, an average of 73 per year. Researchers determined that the most common machinery involved in these severe accidents was conveyors. Also, a significant portion of the accidents occurred during machine maintenance and repair. Researchers are focusing on improved methods to prevent unintentional machine startup during maintenance activity and methods to detect workers near moving machine components. One new technology that shows promise for this application is intelligent video. Popular in the surveillance and security industries, these systems use cameras and computerized video analysis techniques to automatically detect the presence of people in preset zones within the camera?s field of view. A preliminary study has been initiated to determine if this technology could reliably detect the presence of workers in hazardous locations near machinery. Possible advantages of the use of this technology include improved detection zone demarcation and improved ability to distinguish between hazardous and non-hazardous proximity, compared to conventional proximity sensor techniques. Initial tests to detect a person near a conveyor system in daylight conditions showed promising results. A description of the technology, test procedures and results, implementation challenges, and future research needs are discussed.

The Bureau of Mines evaluated all previously approved gas masks to determine their ability to provide respiratory protection against each of the following six selected amines: ethylenediamine, diethylamine, n-butylamine, ethylamine, methylamine, and hydrazine. Minimum requirements were a 24-minute service life at a flow rate of 64 liters per minute (32 liters per minute for hydrazine) and an amine concentration of 1.0 volume-percent (0.5 volume-percent for hydrazine). The three masks meeting these requirements were the LG4, Willson Products Division, The Electric Storage Battery Co.; the GMD-SS, Mine Safety Appliances Co.; and the 084-PHOV-R, Acme Protection Equipment Co.

"Fire fighting in metal mines under the best of conditions is a dangerous, a slow, and a difficult task. Certain gases generated from combustible material burning in restricted areas are poisonous, even in small quantities, and can not be breathed without serious and often fatal results. In addition to poisonous gases, smoke is given off which obscures the vision of the fire fighter and frequently prevents him from gaining access to the fire area. Many fire-fighting crews have had to turn back because their vision was so impaired by the dense smoke that the fire area could not be located and there was danger of them becoming lost in the mine.In mines having mechanically controlled ventilation - that is, mines not dependent entirely upon natural air currents - the gas and smoke can be forced ahead of the fire-fighting crews, thereby facilitating exploration of the mine and saving the time, energy and oxygen of the mine rescue apparatus crews.Where currents of fresh air can be circulated up to points near the fire without danger of seriously spreading the fire, fresh air bases can be established in the immediate vicinity, and a more intelligent campaign for fighting or controlling the fire can be mapped out.Positive air currents through forced ventilation may also result in saving the lives of miners who otherwise might have been trapped in smoke and poisonous gases.It is generally known that comparatively few metal mines have attempted to regulate or control air currents, with the result that when a fire occurs underground, the normal ventilation may be reversed, short circuited, or the air current may be in one direction one minute and in the opposite direction the next; or, generally speaking, the ventilation can not be depended upon, and smoke and poisonous gases may accumulate in any part of the mine or ""drift"" on the fire-fighters or on the miners endeavoring to escape."

"The petroleum division of the Bureau of Mines in its laboratory investigations, has had occasions to develop a number of types of electrical heating equipment. It was found that electric heaters could be used to particular advantage in the standard distillation test for gasoline. (Dean, E.W., Motor Gasoline, Properties, Laboratory Methods of Testing and Practical Specifications, Bureau of Mines Technical raper 214, 1919, 33 pages.) In order to assist in rendering this type of heater available for general use, a description of the apparatus developed by the Bureau was published. (Dean, E.W., A convenient electric heater for use in the analytical distillation of gasoline,. Jour. Ind, and Eng. Chem., Vol.10, 1918, page 823.) Shortly after the article was printed a chemical supply house undertook the manufacture of an electric heater suitable for gasoline distillation. A preliminary model was examined and tested by the Bureau and modifications were suggested that were incorporated in the type of heater that was finally marketed.Description of the Bureau of Mines-heater: The electric heater developed by the Bureau has an inverted conical resistance Plament surrounded by a layer of heat-insulating material and mounted in a metal case having a top of hard asbestos (Transite) board. The resistance element is a helix of nickel-chromium alloy wire held by a molded core of alundum. The Bureau heaters are generally of about 330 watts capacity and are used with stock types of regulating rheostats capable of reducing the effective wattage to about 43 the full-load maximum."

Research was conducted by the Bureau of Mines to determine the effectiveness of various types of crushers for use with the Bureau-developed pneumatic concentration technique for mica. Three types of crushers were investigated in this study, a roll crusher, a jaw crusher, and a hammer mill. All the mica concentrates produced contained over 82 percent mica, but recoveries varied considerably. The roll crusher gave the lowest recovery of 46 percent of the mica followed by the jaw crusher with a recovery of 50 percent of the mica. The hammer mill proved the most effective, producing four concentrates with recoveries of at least 70 percent.

Under its program of advancing minerals technology, the Federal Bureau of Mines has invented a laboratory apparatus for continuous separation of minerals based on differences in dielectric properties. The separator consists of a rotating drum electrode and a wire screen electrode positioned 3 mm apart. A high voltage applied across the electrodes that are immersed in a dielectric fluid produces a high-gradient electric field. The high-dielectric-constant (K) minerals are attracted to and conveyed through the separator by the rotating drum electrode, while the low K minerals settle through the screen electrode. Several design and operating parameters, such as electrode configurations, the dielectric liquid and its dielectric constant, electrical voltage and frequencies, feed rates, and particle sizes were studied. In addition, 28 different mineral mixtures were tested with the dielectric separator. In typical tests, a sample of rutile and quartz gangue containing 10-percent rutile was concentrated to 62-percent rutile with 94-percent rutile recovery. A second-stage dielectric separation of the rutile concentrate produced a 92-percent-rutile concentrate. The overall rutile recovery for the two-stage dielectric separation was 86 percent.

Develop a new method for coal mint pillar stability evaluation and design based on pillar load measurements. Approach A novel approach to chain pillar stability evaluation and design for longwall coal mining panels has been developed by the Bureau of Mines. The evaluation approach uses an INTEGRITY FACTOR as the criterion for stability. Hydraulic borehole pressure cells developed by the Bureau are used to measure stresses in a pillar for stability evaluation. The results are used to improve the pillar design.

"INTRODUCTIONMine ventilation planning is an engineering design process requiring a substantial amount of qualitative knowledge obtained through experience. A concept for a knowledge-based ventilation expert system was developed by Ramani and Prasad (1987).1 11 An expert system based on the above scheme was conceived with the motivation of providing a tool to facilitate decision making for ventilation engineers in the context of computer assisted ventilation planning. Options for the implementation of the system were then examined and several commercial, personal computer (PC) based shells assessed toward this end. The options considered, the evaluation criteria and procedure arc discussed in Prasad ·and Ramani, (1989).Cll Following the above study, a scheme was developed to represent the components of the expert system.<3> Evaluation of several commercial shells indicated that there was none available which permitted interfacing with a large external algorithmic program. It was therefore decided to develop the KBS in LISP and custom build the necessary interfacing routines to ""hook out• to the network analysis program (NAP). Due to this choice of development strategy, the computer implementation aspects of the KBS arc important as all the interfacing components had to be developed with the basic tools offered by LISP.In this paper, the implementation of the knowledge based system (KBS), in terms of its component, the interfaces among the various components of the KBS and between the KBS and the user arc described. The ventilation KBS consists of an AES (analysis expert system), an IES (interpretation expert system)' and an algorithmic NAP (network analy5is program). The AES analyzes the input to the NAP considering the legal 5tipulations governing the various mine ventilation network parameters and principles of good ventilation, helping the ventilation engineer develop and represent represent the problem for solution by the NAP. The IES diagnoses the output from the NAP in terms of the critical parameters in the context of the given problem. Thi5 loop is continued till a satisfactory salution is obtained. The implementational details of the AES, the IES and the approaches to the validation of the expert system arc also discussed."

The Bureau of Mines has designed and built a controlled-environment test chamber specifically for instrument evaluation in simulated work atmospheres. The atmosphere inside the 300-liter stainless steel chamber can be controlled at any selected temperature and relative humidity in the range of 2° to 93° C and 20 to 95 percent, respectively. Instruments placed inside the test chamber are subjected to an atmosphere at a preset temperature and humidity containing various concentrations of toxic gases such as CO, C02, NO, NO2, S02, and H2S. Toxic gas losses resulting from wall reactions, monitoring instruments, and instruments under evaluation are compensated by the use of a dynamic gas blending system.

Reduce the cost and incidence of low-back pain in underground coal mines through redesign of materials-handling tasks. Background Approximately 25 pct of all injuries in mining involve trauma to the hack. These injuries account for at least 30-40 pct of worker compensation payments made by the industry, are the leading cause of lost work days in mining, and have been estimated to cost the industry $50 million annually. It is clear that the traditional approach to reduce back injuries (i.e., training) has been largely ineffective. Thus, new approaches are necessary to control this problem. This document briefly describes methods that can be used to redesign hazardous materials-handling tasks to reduce the threat of worker injury. Approach A model for redesigning materials-handling tasks is shown in figure 1. The model outlines the sequence of steps that should be followed (and questions that should be asked) when developing new strategies for handling materials in underground coal mines. A critical examination of the current supply-handling system is the first step to developing safer materials-handling procedures. The purpose is to identify hazardous tasks that can be modified to reduce injury risk. Accident analysis (a review of past accident records) and task analy¬sis (usually a videotaped analysis of hazardous jobs or tasks) arc effective methods of distinguishing areas where job redesign is needed.

This paper describing the mining practices at the Engels mine is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Engels Copper Mining Co. operates two mines about 3 miles apart in Plumas County. Calif. Both mines send ore to the same mill, and the methods of the larger, or Engels mine, are described in this paper. Between 800 and 1,000 tons of 1-3/4 to 2-1/2 per cent copper ore are mined daily from this mine by a shrinkage method. Connection is made with the Western Pacific Railroad at Paxton by the Indian Valley Railroad, which is 22 miles long and operates a daily mixed train to the mine.

The Secretary of the Interior acting through the Bureau of Mines and the Geological Survey is authorized by the Strategic Materials (Public No. 117 - 76th Cong., Chapter 190 1st Sess.) to make investigation concerning essential minerals of which the quantities or grades obtainable from known domestic sources are inadequate. The Bureau of Mines, in carrying out its part of this program, may investigate deposits of such minerals in whatever manner may be necessary, in order to determine (1) the extent and quality of the are, (2) the most suitable method of mining and beneficiating it, and (3) the cost at which it may be produced. The essential objective in doing these things is to determine where and how supplies of minerals and metals of which domestic production is usually inadequate might be obtained in a national emergency, even though at higher cost than usual.
