The Federal Coal Mine Health and Safety Act of 1969 requires coal mine operators to sample accurately the amount of respirable dust in the mine atmosphere. A technique approved for such sampling employs a 10 mm nylon cyclone followed by a membrane filter (nominal pore size ????= 5 µm) and a pump. The pump is required to provide a flow rate of 2.0 ± 0.1 liters per minute. Calibrations have yielded a range of flow rates (1.4 to 2.8 1pm) at which the cyclone should be operated to remove the non-respirable portion of the dust. The purpose of this project was to evaluate the performance of the 10 mm nylon cyclone at flow rates of 1.8 and 2.0 1pm using a polydisperse coal dust aerosol. The penetration characteristics of the cyclone were to be compared to the United States Atomic Energy Commission's respirable dust standard. The effect of relative humidity on cyclone penetration characteristics was also to be observed.

Bureau of Mines Information Circular 7516, Bibliography of Investment and Operating Costs for Chemical and Petroleum Plants, was published in October 1949 to aid in estimating investment and operating costs of processes for manufacturing synthetic liquid fuels. Development of such processes by the Bureau of Mines was authorized by Public Law 290, 78th Congress. This bibliography included references to and abstracts of publications appearing from. 1930 to September 1948 on all processes in general use in the petroleum refining and chemical industries. Bureau of Mines Information Circular 7705, Supplemental Bibliography on Investment and Operating Costs for Chemical and Petroleum Plants, was prepared to cover the area from September 1948 through June 1952.

The Bureau of Mines investigated the availability of manganese from known domestic occurrences. Eight of these deposits were found to have demonstrated resources totaling 420 million metric tons with an average grade of 10 percent contained manganese. They were found to be submarginally subeconomic. Economic evaluations of the eight deposits resulted in incentive prices ranging from $8 to almost $35 per long ton unit (22.4 pounds) of contained manganese. Comparing these prices with the current market value of $1.70 per long ton unit of manganese clearly illustrates the submarginal nature of the domestic ores analyzed. These domestic resources would probably not be developed except in the case of an extreme national emergency. Production from the eight deposits would take 3 to 6 years to develop, and the final product would be manganese ore concentrate, which could be used in the production of ferromanganese. If preproduction development began in 1981, annual production would peak in 1987 with 900,000 metric tons of recoverable manganese. Thereafter, production would see a steady decline unless additional resources were located or technologic improvements were made to allow processing of lower grade material, or unless mining and processing of ocean manganese nodules began to take place.

Real gross national product3 (GNP) grew at a seasonally adjusted annual rate of 4.2% in the fourth quarter compared with a revised 4.3% rate in the third quarter, according to the most recent estimates released by the U.S. Department of Commerce (table 1). Expanding inventories, Government purchases of goods and services, residential fixed investment, and a narrowing of the trade deficit fueled the growth. Significantly reduced consumer demand led to the heavy inventory growth. Almost half of the buildup in inventories consisted of automobiles because consumers reduced purchases when Detroit ceased most incentive programs in late summer. Reduced consumer demand also affected imports, however, and the narrowing of the trade deficit resumed after widening in the third quarter. Nonresi- [ ] dential fixed investment also declined after a strong gain in the third quarter. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 2.9%, the same as that of 1986. However, on a fourth-quarter-to-fourth-quarter basis, the real growth reached 3.8%, the highest growth since 19M, and exceeded the Reagan Administration's estimate of 3.4%. Rising merchandise exports accounted for about one-third of the growth in GNP for all of 1987 and are expected to continue to grow as domestic manufactures benefit from the lower value of the dollar vis-a-vis other major trading country currencies. Consumer demand became a less important factor of economic growth, but employment continued to grow (table 2), and civilian unemployment declined by 0.9 percentage points (December to December) as the industrial sector geared up to increase exports. Inflation, as measured by the fixed-weighted GNP price index, remained low at 3.4%.

"ObjectiveDevelop a portable emissions measurement apparatus to sample and measure tailpipe concentrations of diesel particulate matter (DPM), carbon monoxide (CO), carbon dioxide (COJ, nitric oxide (NO), and nitrogen dioxide (NOJ under steady-state engine load and speed conditions during a 1-minute test.BackgroundThe U.S. Bureau of Mines (USBM) has a comprehensive research program to develop ways to reduce exposure of miners to diesel exhaust pollutants. Engine maintenance has been shown to have important effects on such exposure.Accurate measurements of tailpipe emissions are becoming an essential part of a good maintenance program for underground mines that use diesel-powered vehicles. Past studies of particulates in U.S. underground coal mines have shown that DPM alone may be present at concentrations greater than 1 milligram per cubic meter (mg/m3), half the 2-mg/m3 limit for respirable coal mine dust. A poorly tuned (smoking) diesel engine may be the sole cause for respirable dust concentrations exceeding the limit. Although there is currently no standard specifically for DPM in U.S. mines, regulatory steps are underway, and significant reductions of DPM levels in both coal and metal mines will most likely be required.Tailpipe emission measurements can provide diagnostic information to identify engine malfunctions such as clogged air cleaners, faulty injectors, or incorrect injection timing. In some cases, mine vehicle tailpipe DPM concentrations have been reduced up to 50 percent by engine maintenance and adjustments.An accurate measuring instrument would also be useful for determining the effects of exhaust control devices on tailpipe emissions. Little information is currently available about the overall effectiveness of exhaust controls after long-term use. Raw exhaust concentrations with and without the control device can be measured in underground mines, and from these data a control efficiency can be calculated. Knowledge of the effectiveness of exhaust control devices over time is needed to make intelligent decisions on bow to use and maintain these devices, and when to replace them."

"Co-Directors, Generic Mineral Technology Center for Respirable DustEarly in the 1980s, the U.S. Bureau of Mines initiated the concept of the Generic Center, incorporating it into its mining research program, and in 1983, the Generic Mineral Technology Center for Respirable Dust was established. The Generic Center concept was first envisioned by the U.S. Bureau of Mines as a way to bring together the various different scientific, engineering and medical research interests in the respirable dust area to effect a coordinated and efficient organization for advancing knowledge in that field. The result was a combination of the collective talents and skills of more than 100 scientists, engineers, medical personnel and graduate students, through the formation of a consortium of five major research universities, including medical facilities, to perform respirable dust research. The Generic Mineral Technology Center for Respirable Dust consortium comprises The Pennsylvania State University (with its Hershey Medical Center) and West Virginia University (with its Medical Center) as the lead universities and the University of Minnesota, Massachusetts Institute of Technology and Michigan Technological University as affiliates.Although respirable dust-related disease remains the nation's worst industrial hazard, the fundamental understanding of all aspects of respirable dust associated with the mining and milling industries, including the interaction of dust and lungs, has grown significantly over the past near-decade toward the larger effort to reduce the incidence and severity of disease caused by respirable dust. Continued progress toward making the mine work environment cleaner and healthier remains the immediate objective of the Respirable Dust Center.The Respirable Dust Center's research program and technology transfer activities, described in this paper, exemplify the Generic Center concept first envisioned by the U.S. Bureau of Mines. Interdisciplinary and interactive studies continue to result in significant progress toward making mine atmospheres cleaner and healthier."

"Initiated as a part of the Bureau of Mines program for development of strategic minerals for national defense, various mines in the Poughkeepsie Gulch and Mineral Point mining districts were examined by C. R. Wilfley, W. R. Hamilton, .and N. E. Wvvlwy, Jr., Bureau Of 'Mines engineers, in July and August 1943, July 1944, and September 1945. In a subsequent report a proposal was made to evaluate this isolated area 'of some 15 square miles located in Ouray and San Juan Counties, Colo.Reconnaissance work in the area was begun in June 1946. Mapping and sampling were begun in July and was completed in Pougkeepsie Gulch and extended westward to include the Hendrick Gulch area of the east side of Ironton Park. Project work was recessed for the winter on October 15, 1946 after approximately 6 square miles of the Poughkeepsie Gulch,district been mapped and 801 samples had been taken.In this report the physical features, climate, and ore deposits districts are described, and a brief history of mining and production lead, zinc; and silver is given.The individual mines and prospects in, the area are described in detail.A list of patented claims and ownerships is given in appendix I, and analyses of samples are tabulated in appendix II.The San Juan preliminary project was directed by Paul T. Allsman, chief, Salt Lake City Branch, Mining Division and was supervised by William M. Traver, Jr., supervising engineer, Colorado Field. "During the mining process, the insitu material is broken into different size ranges, from very, large pieces to very fine particles. Some of the fine particles become airborne. In underground coal mining, airborne respirable. dust is associated with health and safety of the miners: The amount and size distributions of airborne dust are important parameters to effective dust control measures. The design of underground mine experiments, including sampling procedures and sample analyses methods to determine these parameters are presented in this paper.. A total of fifteen continuous miner cuts were sampled. The amount of dust generated during the cutting process and the relationship between total and respirable airborne dust concentrations and amounts are examined.The amount of respirable dust airborne is on the average only. 0.016% of the respirable dust generated. On the average, 61% of the total .airborne dust measured is in the respirable size range. The amount of respirable airborne' is on the average 36% of the respirable size fraction in the total airborne dust. For equal proportion of rock and coal material cut, rock contributes about twice as much fines (<0.22 mm) as coal. Additional fundamental research is necessary to further the understanding of 'the airborne propensity of respirable dusts in mine atmospheres.INTRODUCTIONMining is a sequential process of breaking, gathering, loading, and transporting the in-situ .materials.' In underground coal mines, duet in both the non-respirable and respirable size ranges is generated and entrained in every phase of the process. Even though large amounts of dust particles' adhere to run-of-mine coals, part of the dust generated becomes airborne (Cheng and Zukovich, 1973). Studies have shown that bit type affects the amount of dust generated'(Evans and Pomeroy, 1966; Kurth et al., 1975; Roepke et al., 1976; Stecklein et al., 1982; and Khair and 'Reddy, 1986). Deep cutting can reduce airborne dust generation (Black and Schmidt, 1977 arid, Black et 1978). Mechanical properties of. coal seams are also important factors in dust generation. Laboratory studies have shown that Hardgrove Grindability Index (HGI) of the coal has a relationship with the amount of respirable. dust generated (Beafi and Ramani, 1979; Moore and Bise, 1984; and Moore, 1986). However, these relationships have not yet been validated with' data from the mines. The amount of dust airborne depends on a number of factors. Suppression of the airborne propensity of dust by water sprays is'widely practiced and is very effective. Water flow rate; pressure and configuration of water sprays have been identified as major factors affecting dust capture by sprays (Courtney and Cheng, 1977; Courtney et al., 1978; and Kissell et al., 1979). Ventilation is a very important means of controlling the dust level at the coal face (Jayaraman, 1977). According to a National Academy of Sciences study (1980), the mechanism of dust generation and the process by which the generated dust becomes airborne are complex and not yet completely understood coal seams are also important factors in dust generation. This information circular is one of a series describing mining methods and costs, being published by the Bureau of Mines. The Sunbright mine of the Foote Mineral Co. at Sunbright, Va., is the southernmost underground limestone mine in the State. It is a comparatively recent operation, and a description of its rapid development to production stage may have particular interest for the limestone-mining industry. As part of a project to automate coal extraction, computer control of a continuous mining machine test bed has been developed and tested by the Bureau of Mines. A computer system and control software were developed for accurate positioning of the conveyor elevation and swing, stabilizer jack, gathering head, and shear elevation. Tramming actions are also controlled by the computer. The computer system was designed to access data from sensors installed on a continuous miner and to interface with the existing control circuits of the miner. Testing in free space was used to characterize the operation of the machine. From this information, control algorithms were written and stored in the computer. The ability to control each function of the continuous miner with a high degree of accuracy and stability was successfully demonstrated in a series of tests in free space and in mining a block of simulated coal. In the mining of simulated coal, the cutting drum was instructed to position the shearer at the top of the block and shear down to the bottom under closed loop control. The cutting drum came within 0.27 in of the top and within 0.49 in of the bottom of the block for this shearing test.

On March 6, 1924, the Bureau of Mines approved the ""M.S.A. self-rescuer’ manufactured by the Mine Safety Appliances Co., Pittsburgh, Pa., after the M.S.A- self-rescuer bad passed all the tests and requirements of the Bureau's Schedule 14A4.The purpose of the self-rescuer is to help miners to escape from mines in which fires are burning or explosions have occurred, by providing protection from carbon monoxide for at least one half-hour. The self-rescuer can be used similarly by workers above ground who may through accident become surrounded or entrapped by atmospheres containing carbon monoxide.no hazards threaten the miner, who escapes serious injury by fire or violence in a large mine fire namely, ( 1) asphyxiation by poisonous carbon monoxide gas; and (2) suffocation by insufficient oxygen to support life. In order to save himself, the miner must either erect a barrica4e5 against afterdamp and wait restoration of ventilation and rescue or take a long chance at getting out of the mine through entries not permeated by afterdamp.. The self-rescuer removes the hazard of carbon monoxide poisoning for one half-hour or more, and accordingly greatly increases the miner's chance of saving his life.This paper describes the construction and details of the M.S.A. self-rescuer as approved by the Bureau of Mines, and discusses its performance under test condition"

In this report, a description of mine practices, the preparation of roof bolts for laboratory experiments, the results of tensile-strength determinations, and a discussion of results of these tests are presented. Certain restrictions are recommended for roof bolts subjected to repeated bending, and two methods of complying with these limitations imposed by the restrictions are presented. The practice of bending steel roof bolts for installation in areas where the height of the opening was less than the length of the bolts required to support the immediate roof adequately has been adopted recently in several coal mines in lieu of sectional rods designed for that purpose. In addition, a few of these same mines have been reclaiming the bent rods and reusing them numerous times. The purpose of this study was to determine if these practices decreased the strength of such bolts and thus jeopardized the safety of the men working in these mines.

Reduce permanent hearing losses to bulldozer operators. Approach Two types of noise control packages have been developed, that can be readily fabricated and installed into bulldozers by mine personnel. How It Works Both of the noise control packages reduce the noise exposure of the operator by two techniques, blocking the noise paths or absorbing the sound before it reaches the operator. Both airborne noise paths and noise paths through the machine are blocked. One noise control package is designed for bulldozers having ROPS (Roll Over Protection System), but no cab. The Federal Bureau of Mines performed laboratory tests using direct current to dewater and densify fine-grained coal sludge in order to alleviate disposal problems and lead to recovery of high energy value often present in this waste. The laboratory tests described in the main body of the report were performed on thickened underflow (no flucculant added) from a northern Appalachian coal preparation plant. Solids in this slurry was very fine with 65 percent of the particles less than 0.1 mm in diameter. A variety of application procedures tested is exemplified by a test in which a soupy slurry (55 percent dry-weight moisture content) was converted into a firm dense material with a 20-percent dry-weight moisture content. These results were achieved in 3 hours with current density of 3.7 amp/ft2 and a power expenditure of 35 kwhr/yd3. The treated material has an average heating value of 10,400 Btu/lb. Varying current density, electrode configuration, and placement depth makes application of the treatment flexible. Two other types of sludge were tested briefly--thickener underflow from a southern Appalachian coal preparation plant with flocculant added, and sludge from an acid mine drainage treatment plant. The underflow responded well to the treatment, but response of the sludge from the acid mine drainage treatment plant was poor.

The Bureau of Mines monitored surface subsidence and water level fluctuations in 10 shallow observation wells above a series of four adjacent longwall panels in southwestern Pennsylvania, for about 4 yr. This study attempted to correlate the changes in the water levels within the observation wells to the measured vertical and horizontal ground movements associated with subsidence. Results of this study indicate that the fluctuation of the water levels appears to be a function of the well location relative to the mine layout and the proximity of mining. Wells are generally unaffected by mining of a preceding panel unless they are located within the angle of draw for that panel. Wells located at the centerline of a longwall panel exhibit the greatest fluctuation and head loss. This relationship may be related to the strain developed by the advancing longwall face. The water levels in the wells monitored fell at the greatest rate when the ground surrounding the well was in tension. The rate of the decline decreased as the dynamic development of the strains was changing from tension to compression. The water levels were found to be near the premining level before the ground was subject to maximum compressive strain. Nine of the ten wells investigated recovered to their premining water level after mining was completed.

"INTRODUCTION The Pennsylvania anthracite industry produced 53 million net tons of anthracite during 1945. Fifty-one million tons was prepared for the commercial market (3), 3/ and 2 million tons (consisting of fine sizes) was used for colliery power consumption. Of the number of tons prepared for market, 17 million tons (33 1/3 percent) was prepared by the use of acid mine water treated with lime.Mine water from underground workings is pumped, drained, and stored in huge quantities. The mine-drainage systems in the anthracite region handle over 200 billion gallons of water annually, of which 150 billion gallons is pumped to the surface. More than 69 billion gallons of water is impounded in underground pools (1). Much of this water is employed for breaker use, dust-control installations; hydraulic backfilling, combatting mine fires; and aiding in the transportation of anthracite in gently dipping places where sheet iron is used Roos(4) estimates that 1,100 gallons of mine water is utilized in the preparation of anthracite mined."

This study summarizes and amalgamates much information collected, compiled, and utilized by the Bureau of Mines numerous country specialists and branch chiefs for inclusion in their country and regional reports that comprise the five other volumes of the international studies of the Minerals Yearbook. Because of the plethora of sources used in preparing these regional studies, it is impossible to cite all sources of information used in preparing this summary, but some recognition seems due. Generally speaking, the preparation of this study, and its related detailed studies on countries and areas, would be impossible without the efforts of the personnel of our counterpart agencies throughout the world. Information that they collect, compile, and then publish, either in their own volumes or in publications of central statistical agencies in their countries, are the foundations upon which this work rests. Thus, we must begin by expressing our appreciation to the multitude of persons employed by these agencies for their contributions.

The U.S. Bureau of Mines evaluated the self-contained self-rescuer (SCSR) donning proficiency of 243 miners. These workers were from eight underground coal mines in the eastern United States. The objectives of the study were (1) to gather information on skill levels, since all miners in the study had prior instruction and opportunity to practice donning the apparatus, and (2) to summarize a quality control procedure useful in conducting periodic evaluations of donning proficiency. The sampling procedure used proved to be both reasonable and efficient in gathering information on training effectiveness. It also provided a good statistical base for making informed site-specific decisions regarding SCSR training needs. Results from the observed samples at each of the eight mines indicate a wide variability across sites. The rate at which miners failed to isolate their lungs varied from 3.3 to 40.0 pet. Concomitantly, proficiency rates (miners either performing adequately or demonstrating a perfect 3 + 3 sequence) ranged from 13.3 to 63.3 pet.
