This paper is one of a series of digests of foreign minim legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the minim lams of Ceylon has been prey tired from the best available information in Washington and is released subject to amplification and correction, if necessary, by United States foreign-service officers. INTRODUCTION Ceylon has no basic mining law; the general rules governing the granting of mineral concessions and affecting legal titles of concessionaires are laid down in Ceylon Government ordinances or are found in the authorized forms for licenses and leases. "The spatial distribution of airborne dusts, deposition of dust in the airway, as well as the effect of airflow velocity and particle density on dust behavior in mine airways were studied in a set of experiments performed in a mine airway under controlled conditions. Considerable deposition of dust near the source was indicated. Pronounced effects due to velocity were observed in ambient dust concentration and deposition along the mine airway, both in the respirable and the total size ranges. Cross-sectional concentration measurements indicate an increase in concentration from the roof to the floor. The average cross-sectional concentration is about 75% of the concentration in the center of the airway.IntroductionA number of studies have been performed since the early 1950s on the behavior of dust in mine air (Bradshaw and Godbert, 1954; Dawes and Slack, 1954; Bradshaw et al., 1954; Hall, 1955-56; Reinhardt, 1971; Ford, 1971; Courtney et al., 1982). While the experimental data available from these studies are indeed useful in understanding dust cloud behavior in a specific situation, no generalized conclusions can be drawn because of the lack of data on parameters such as flow velocity, size distribution of the source dust, and particle density. These change from mine to mine or even within the same mine. The present study is aimed at providing a better understanding of the temporal and spatial behavior of dust particles in underground' mine airways (National Academy of Sciences, 1980). The characteristics studied encompassed airborne concentrations and floor depositions over the entire size range as well as the respirable size range. The experimental results in this paper are intended to complement a mathematical model developed to predict ambient concentration and deposition of airborne dust in mine airways (Bhaskar and Ramani, 1986)."

The U.S. Bureau of Mines evaluated water-jet-assisted longwall shearers in full-scale laboratory tests and underground. Both test programs showed that use of high-pressure water did little to reduce the shearer motor energy required to maintain a given cutting rate. However, three other major benefits were achieved with the use of water-jet-assisted cutting. At a pressure of 1,800 psi, respirable dust levels were reduced about 80 pct compared with the dust levels of the conventional water spray system operating at 340 psi. Operating at higher pressures required for water-jet assist also resulted in an increase in the average size of coal cut, which translates into a decrease in product fines. Finally, although no controlled measurements of bit wear as a function of water pressure were made, mine personnel reported that the shearer bits lasted longer when water-jet-assisted cutting was used.

This Bureau of Mines report tabulates data on nitrogen-gas reservoirs and isolated occurrences of inert gases in several Williston basin oilfields. Recoverable reserves of nitrogen gas in the Minnelusa nitrogen interval within the areas of five oilfields on the Nesson anticline in North Dakota are estimated at about 1.27 trillion standard cubic feet, based on computer analyses of logs from over 300 wells. This volume of nitrogen represents a large source of high-pressure inert gas and warrants consideration of possible application in oil-production operations. Drill-stem tests made in two of the fields indicated that nitrogen can be produced at rates up to 28 million cubic feet per day.

This volume summarizes the contract work performed over a nine-month period by Westinghouse Electric Corporation on a Cost Plus Fixed Fee Contract for the Department of Interior's Bureau of Mines. The contract has been extended primarily to carry out improvements recommended for equipment produced under the contract for communicating with and locating trapped miners. These improvements will enhance the performance and utility of this equipment for operational use in actual mine emergencies. An additional complete set of the equipment will also he furnished to the Bureau under this extension. The work of the basic contract was to design, produce and test hardware in accordance with the Westinghouse response to a Bureau of Mines Request for Proposal which was based technically on recommendations of a study performed for the Bureau by the National Academy of Engineering (NAE). The NAE study made suggestions for new equipment in three areas of need:

Based on laboratory tests and preliminary field tests of off-the-shelf steel toed rubber boots, a molded sole design was developed to provide increased traction over conventional calendared sole miners' boots. The pattern provided sharp edges perpendicular to both lateral and fore-aft slip vectors. The sole was designed to reduce mud caking. An instep lace-up capability was added to better secure the foot inside the boot. A five month field evaluation compared the prototype boots to the boots the participants usually wear. Although objective slip and fall data showed no significant advantage for the prototype, subjective evaluations made by the participants indicated increased traction for the prototype boots. Approximately 75 percent preferred the prototype to their own boot. Approximately one-third used the lace-up capability. It was concluded that molded soles provide better traction than calendared soles for the underground mining environment.

The estimated value of world crude mineral production in 1989 was nearly $1,420 billion in terms of current dollars or more than $1,168 billion in terms of constant 1983 dollars. This latter figure was almost 4.7% above the 1988 level but did not attain the historic high of $1,207.1 billion 1983 dollars set in 1980. The accompanying tabulation provides the latest available revised time series for the value of world crude mineral production in terms of both constant 1983 dollars and current dollars. It also provides one of the two statistical bases for the estimation, this being the data on the value of production of a group of key commodities that was compiled for and published in the authoritative French language mineral industry periodical Annales des Mines for years up to 1983.l It should be stressed that the values just discussed and those presented in the tabulation are for crude minerals only and by no means reflect adequately the role of the entire mineral industry in the world economy. These figures represent only the value of mineral materials as they are mined or otherwise extracted from the earth. They do not reflect the value added to these materials through downstream processing within the facilities commonly accepted as mineral industry plants. That is, value added through beneficiation of ores, smelting, refining, and similar processing is not included in these figures. Comprehensive world data on the value added by such processing are not available; however, a conservative estimate of [ ] the total value of processed output from mineral industry plants derived wholly from primary (newly mined) materials would be on the order of about $2,800 billion constant 1983 dollars or $3,400 billion in terms of 1989 dollars.

Experimental data are presented on the autoignition temperature (AIT) characteristics of the hydrocarbon jet fuel, JP-6, in various oxygen-nitrogen atmospheres under conditions of constant volume and constant pressure. AIT's of this fuel in air varied little with fuel injection pressure but increased greatly with decreasing fuel content at low fuel-air-ratios. They also increased with decreasing oxygen content of the fuel vapor-oxidant atmosphere. Consistent with thermal ignition theory, the ignition temperatures increased with decreasing initial pressure, ignition delay, and vessel radius; expressions are given which define the observed variation of AIT with these variables for JP-6 fuel vapor-air mixtures. The significance of autoignition temperature data obtained using various ignition criteria is discussed to show the usefulness of such data in evaluating fire and explosion hazards. In addition, data are presented on the extent of oxidation that occurs prior to autoignition of this fuel in air at various temperatures.

"The increase in tunneling operations that requires working under pressures greater than that of ordinary atmosphere has raised the question of the use and possible limitations of respiratory protective devices under such unusual conditions. As little, if any, information is available, there is need for a comprehensive study of this subject before specific recommendations can be made. In the absence of such data it seems desirable to make a few preliminary observations regarding the problems associated with wearing respiratory protective devices under increased air pressures.Two distinct problems must be considered--the mechanics of the apparatus used under such conditions and the physiological effects of increased pressures on wearers of respiratory apparatus. The U.S. Bureau of Mines (USBM) has tested a personal dosimeter for measuring radon decay products that is manufactured by Tom Scurry Associates. The tests were made to determine the accuracy of the dosimeter system for record keeping of radiation exposures to radon decay products encountered in mining. The radioactivity-detecting head is based on a design developed by the USBM, and the associated air pump was developed by the manufacturer. The dosimeter system was tested in the USBM radon chamber. The detecting head uses CaF:Dy thermoluminescent phosphors and is mounted on a self-regulating air pump. Batteries supply power sufficient for an 8-h shift. The dosimeter system is worn on the miner's belt. Dosimeter calibration tests were performed by the USBM. In addition, the pumps were tested and evaluated under continuous flow conditions. The results of these tests indicate that the Tom Scurry Associates Model DOSI600 dosimeter is suitable for general use in mines where record keeping for natural radiation exposure is required.

This report describes an instrument designed by the Bureau of Mines for quantitatively identifying texture of rock surfaces produced by grinding or extremely rough surfaces beyond the range of commercial surface measuring instruments. The transducer for the instrument is a linear variable differential transformer that converts mechanical motion caused by surface roughness, waviness, and lay to an electrical output. The electrical output is recorded graphically as an X-Y plot of the line traversed on the rock surface. Details of the synthesized device and its calibration are given. The sensitivity of the unit is 2 percent of the scale setting of the amplifier. The horizontal scale is adaptable from ¼ inch to 15 inches of specimen length with a sensitivity of 0.01 inch if a 10 to 1 magnification is used and 0.1 inch if a 1 to 1 magnification is used.

The United States produces all of the fuller's earth used for re- fining petroleum within its borders. On the other hand, most of the fuller's earth used in bleaching edible oils has been imported from England. Recently a few of the refiners of cottonseed oil have begun to utilize domestic fuller's earth, whereas others have been unable to substitute it successfully for English earth in their practice. Many samples of American earth distinctly superior in bleaching power to the English earth have come to the attention of the Bureau of Mines. For these reasons an investigation of the mining, preparation, and use of fuller's earth in this country, especially in its application to edible oils, was conducted in order to ascertain why our own raw material has been deemed inapplicable to our needs. During the calendar year 1912, according to figures of the United States Geological Survey," there were imported into the United States 1,970 tons of unground fuller's earth, valued at $11,619, and 17,139 tons of ground fuller's earth, valued at $133,718, these values being based on the wholesale market price at the port of origin. The addition of transportation charges, commissions, etc., make the price to the American refiner $14.50 to $16 per ton. Accord- ing to the latest figures compiled by the United States Geological Survey, the United States in 1912 produced 32,715 tons of fuller's earth, valued at $305,522, or $9.34 per ton, at the mine. Most of this domestic production was from three plants in Florida and one in southwestern Georgia and was used almost wholly for decolorizing petroleum. A small amount from other localities was used in the refining of edible oils. No figures definitely differentiating fuller's earth from other clays are kept in regard to our exports, but it is certain that several thousand tons of domestic earth was exported to Germany, and it is also true that German refiners of edible oils have

The investigation of the zirconium-gadolinium equilibrium diagram was part of a program to investigate rare:earth alloys for use as nuclear reactor control materials. Investigation of the zirconium-gadolinium equilibrium diagram revealed a eutectic system with limited terminal solubilities and one peritectoid reaction. The eutectic composition occurs at about 82 percent gadolinium, and the eutectic isotherm, which occurs at 1,220 ±5° C., extends from about 12 to 99+ percent gadolinium. A peritectoid isotherm occurs at 890 ±5° C. and extends from about 2 to 99+ percent gadolinium. The solubility of gadolinium in beta zirconium decreases from about 12 percent at 1,220 ±5° C. to about 2 percent at 890 ±5° C. The solubility of gadolinium in alpha zirconium decreases from approximately 5 percent at 890 ±5° C. to between 2 and 3 percent at 600° C. Vary little solubility of zirconium in gadolinium was indicated. An allotropic transformation of gadolinium was observed at 1,260 ±5° C. A change of the gadolinium transformation temperature on alloying with zirconium was not observed.

In 1990, the aggregate value of world international export trade in mineral commodities was estimated at more than $64 billion in current (1990) dollars, about 8.4% higher than that in 1989, but still 8.7% below the record high set in 1980. Table 8 provides a data series for the estimated value of world export trade in all mineral commodities from 1979 through 1990, as well as a breakdown of this total into fuel and nonfuel commodities. It is noteworthy that for this 1990 edition, trade data for the year of review were available in time for inclusion, whereas in previous editions, the latest available global trade data were for the year prior to the year of review. Hence, as regards trade, this edition of Minerals in the World Economy updates the 1989 edition by 2 years rather than by only 1. For this reason, it is appropriate to note that the 1989 global total value for inter-national export trade in mineral commodities was almost $596 billion, 11.1 % above the revised 1988 level of more than $536 billion, both figures expressed in current dollars for the appropriate year. Despite the considerable increase in the dollar value of mineral commodity exports, their share of total export merchandise trade declined to 19.1 % in 1990 from 19.7% in 1989. At 19.1%, this share was very near the recent year record low of 19.0% reached in 1988. The year 1990 was the fourth in a row in which the total value of world mineral commodity export trade increased.

Surface fracture trace density, changes in roof rock type, and topographic unloading due to drainage were mapped for the mining areas located in the Blacksville-Osage, W. Va., quadrangles to investigate their influence on mine roof falls. Using these factors, a technique was developed to predict probable roof fall areas ahead of projected mining operations. As a feasibility test of this proposed technique, areas were delineated where one, two, and all three of these factors were operating to formulate a "potential hazard map" for comparison with roof fall observations that were made. The limited evidence suggests that in combination these factors are reliable predictors of where roof falls are likely to occur. This technique promises to be a useful tool in planning mining operations.

Recent advances in the metallurgy of chromium have enabled this metal to begin to take its place among the refractory metals. Considerable work is being done on the development of high-temperature alloys containing high percentages of chromium.1/2/ In spite of the relatively large amount of work done on these alloys, little is known of the properties of the pure metal. Information in the literature concerning the tensile properties of pure chromium metal is quite scant. This deficiency maybe explained by the great difficulty of preparing test specimens from such a brittle material, resulting in many losses in each phase of the specimen preparation and testing procedure.

The Bureau of Mines began a comprehensive investigation of the old lead diggings in the Wisconsin portion of the Upper Mississippi lead-zinc field in September 1947 to determine whether enough lead was present in shallow deposits to justify exploitation by modern open-pit methods. Because of the large number of areas of surface diggings, it was necessary to limit the investigation to only a few representative areas. Initial studies, therefore, included test pitting and hand auger-drill sampling at two sites n Grant County and one site in Lafayette County to determine whether further extensive sampling in that area was warranted. Results indicated that certain portions of the area contained substantial amounts of lead and, zinc; accordingly, more detailed sampling was undertaken, and the results will be described in a later report. Another phase of the general investigation was drilling and test pitting at the Nigger Jim Lafayette County. This 10 the third of the series and summarizes the work on the White property to develop the western extension of the Big Dick ere body, where four churn-drill holes totaling 679 feet were drilled. Inclusion of the White property in the study was justified because old reports indicated (1) production of ore from mines in the vicinity disclosed a high ratio of lead to zinc, (2) ore was present in the west heading of the Big Dick mine when it closed, and the attitude of the Big Dick ore body was such that a vertical hole would encounter ore that might be present.

Develop a machine which can accurately simulate both the breathing and metabolic functions of a human being. The advantages of such a machine over a human being for testing of respiratory protective devices lie in its ability to quantify metabolic input, its repeatability, and the lack of a need to deal with the vagaries of human subjects. Breathing simulation has been widely achieved throughout the world but metabolic simulation has not. Approach Utilize the latest computer technology and place the complex portion of the system in software, leaving the mechanical portion as simple as possible. How It Works The concept for the automated breathing and metabolic simulator (ABMS) was developed through a research contract with the Pennsylvania State University. The ABMS utilizes a continuous removal/replacement concept to simulate metabolic functions, with breathing and metabolic functions being controlled by a computer. The mechanical portion of the machine is simple; the complexity of the system lies in its computer software which is not subject to maintenance problems.

To determine the copper and nickel content of reported ore occurrences in the Chippewa mine near Rockmont, Douglas County, Wis., the Bureau of Mines reopened and sampled the old shaft and workings during the summer and fall of 1953. Occurrences of native copper near Rockmont and others near Gordon, also in Douglas County, Wis., are in lava flows, which extend from the Keweenaw Peninsula of Upper Michigan southwest across Wisconsin and into Minnesota. Sporadic attempts have been made to find additional economic copper deposits in these flows since profitable mines were developed in Upper Michigan nearly 100 years ago. The Rockmont and Gordon areas were explored extensively more than 50 years ago. More recently, from August 1944 to duly 1945, an occurrence near Gordon was investigated by the Bureau.2/

Background information pertaining to previous use of leaky feeder technology is discussed along with the survey methodology. A review of some pertinent facts concerning propagation in tunnels and specific reference to mine tunnel propagation is presented. A summary of the characteristics of each mine visited is presented in tabular form, and methods of procurement and maintenance are discussed. The role of user training in efficient system use is presented. Seven sites representing eight mines are included in the survey. Economic and technical topics are considered.
