The economy of Belize continued to show a very slight but still positive growth during 1986. The gross domestic product (GDP) was estimated to have been about $164 million,2 almost the same as those of 1984 and 1985. Foreign investors looked favorably on Belize because it had remained isolated from the sometimes turbulent political and social strife elsewhere in Central America. Reportedly, in late 1986, Guatemala had decided not to pursue its claim to Belizean territory and to give full recognition to that country. Discussions were to be held regarding any matters of mutual concern. New investment possibilities were oriented toward agriculture or manufacturing endeavors. Except for some interest in petroleum exploration, the minerals sector remained limited to the quarrying of construction-related materials.

The U.S. Bureau of Mines (USBM) has developed a computerized commodity flow model for strategic and critical materials This flow model is generic and applicable to most commodities and amenable to updating supply, demand, and/or production data change. The original model, with slight modifications, was used to track the flow of chromium. This report follows the flow of chromium through its metallurgical, chemical, and refractory applications, and highlights areas where significant losses occur because of downgrading, export, or disposal. The study indicates that materials containing 451,769 mt of chromium were consumed, including 99,221 mt of chromium from recycling, Chromium losses from all causes in 1989 were estimated to be 345,347 mt from a variety of areas. These areas and their chromium losses are as follows: processing losses, 38,825 mt; processing-downgraded scrap, 18,227 mt; manufacturing losses, 18,128 mt; manufacturing-downgraded scrap, 56,595 mt; prompt scrap exported, 1,531 mt; obsolete scrap exported, 43,443 mt; recovery losses, 155,529 mt; and recycling losses, 13,069 mt. Recycled chromium-containing material accounted for 22 pct of the apparent consumption of chromium in 1989.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer. In an effort to facilitate the rapid dissemination of information and publications produced by the U.S. Bureau of Mine, an electronic document dissemination system is now available for use. MINES FaxBack is a simple-to-operate automated fax response system that operates 24 hours a day, seven days a week. All a user needs is access to a fax machine with a touch-tone telephone. "INTRODUCTION The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heat¬ing value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the fusing temperature of ash and the free-swelling index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions./ issued by the Bureau; the samples are analyzed in the Bureau's laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made.Analyses of the delivered coal and ""tipple"" samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. Moreover, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.The Government purchased approximately 5-1/2 million tons of coal in fiscal year 1951. In connection with these purchases, the Bureau analyzed 10,700 samples. These are published for the use of Government officials and the public. A series of publications s been completed on coal analyses by States, or, where production is small in any State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications contain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. STATISTICS of injuries in the quarrying and related industries in the United States first became available when the Bureau of Mines collected reports from the operating companies for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1952, is the 33d publication containing statistical data on injuries at quarries and related plants, and it is the first to be published since 1944. The last publication was Bulletin 458, Quarry Accidents in the United States during the Calendar Year 1942. The unpublished statistics for 1942-51 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries at quarries, but there is no Federal law that compels operators to supply such data, and the reports received from operators are voluntary responses to the Bureau's requests for information. Although the figures presented herein may not be complete for the entire industry, every effort has been exerted to make them so, and the figures given are believed to be thoroughly representative of the hazards to which quarry workers are exposed. Moreover, the figures are com¬parable as between States -which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or to comprehend the relative importance of the various causes of injuries in the industry as a whole.

1962 was the second year of recovery from the mild 1960-61 recession. The year-to-year gain in constant dollar gross national product, our most comprehensive measure of the country's economic performance, was 6.0 percent (from $447.7 billion in 1961 to $474.8 billion in 1962). The unemployment rate declined from 6.7 percent to 5.6 percent. Although it was a good year, there were still unused resources of labor and capital which implied that the economy was operating below its potential. The year-to-year change in the Federal Reserve Board (FRB) index of industrial production of 7.6 percent masked the fact that more than one-third of the growth took place within 196L The monthly index rose only 4.8 percent during 1962, from 114.3 in January to 117.8 in September. The fact that the economy as shown by the industrial index, rose rapidly in the first half of the year only to remain on a plateau of 119-120 during the second half, led some people to fear an imminent downward turn. This did not occur. Neither production nor consumption of mineral fuels advanced as fast as the total economy. But consumption showed more gain than production, 5 percent compared with somewhat less than 4 percent. Production of both crude oil and natural gas reached new highs while bituminous coal production was the highest in 5 years.

Timely and rapid intervention to underground combustion events (fires, explosions, and spontaneous combustion) is the key to the successful control of the mine atmosphere and restoring of a coal mine to production. The focus of this paper is the utilization of a GAG 3A jet engine system to combat either large out-of-control fires or to render an entire mine inert when access to problem areas is difficult or impossible. This system is based upon a Soviet designed agricultural jet engine which consumes aviation fuel with oxygen (O2) from the intake air and exhausts combustion gases, primarily carbon dioxide (CO2) and water (H2O), along with the nitrogen (N2) from the air and small amounts of carbon monoxide (CO) and hydrogen (H2). The system is designed to approach stoichiometric combustion (ideally, pure burning that scavenges all the oxygen from the intake air). Therefore, these exhaust gases are almost entirely “inert gases”- i.e., gases which do not contribute to, and in fact, can suppress the combustion process due to the lack of oxygen. Other methods to inert mine areas have been used in the US and internationally, but these methods usually use low flow inertisation equipment or methods. Use of these low-flow inertisation equipment and methods has been successful in proactively rendering gob areas inert and has the ability to inert the entire mine workings. Mine seals can he remotely constructed in underground coal mines through vertical boreholes when direct access to a fire is impossible or considered to he too dangerous. This method has great merit because the boreholes can be drilled to specific mine areas, and the seals can be positioned close to a fire zone. The technology however can be largely ineffective if the constructed seals do not provide of effective barriers to airflow or if they cannot he used to impound water and other inert materials. Unfortunately, no viable alternatives exists to sealing the entire mine to the ground surface. Full-scale remote mine seal construction research is being conducted at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL). Under this effort. Howard Concrete Pumping Company and GAI Consultants Inc. have joined forces to evaluate a potentially significant improvement to the current state of the art. This paper covers the development o f novel technology or rewrote mine seal construction, the evaluation of rite materials used, the construction practice and the Fellow-up testing.

The Portland beryl-mica district, Middlesex County, Conn., comprises three deposits investigated by the Bureau of Mines in 1943. The Gotta-Walden deposit is in a pegmatite dike 4 to 20 feet thick, which cuts gneiss and schist. In general, the hanging wall is rich in mica and beryl with some feldspar, quartz, and garnet. The central core is usually high in quartz and feldspar, with relatively little mica and beryl. The footwall comprises quartz and feldspar, with varying amounts of mica and some beryl. The beryl crystals range in color from green to almost golden and have a maximum diameter of inches. Results of surface trenches indicate a beryl content of 0.81 percent for the pegmatite. A small production of beryl, feldspar, and scrap mica has been made from the deposit.

Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the shock initiation of hydrogen peroxide not destined for publication elsewhere. Ground fault and overcurrent protection criteria for coal mine a.c. distribution systems were examined under a Bureau of Mines funded investigation. The report begins with a literature review which discusses relaying topics including instrument transformers, ground-fault pickup methods, static relaying, and comparison of relaying techniques. A chapter on ground-fault relaying provides recommendations for maximum and minimum pickup levels as a function of maximum ground current and power system line-to-ground capacitance. Research in the area of phase overcurrent protection has resulted in a complete set of procedural recommendations for the selection and setting of overcurrent relays and current transformers, molded-case circuit breakers, and distribution system fuses in coal mine power systems. The final chapter, which discusses relay system maintenance, introduces a unique test set which was developed by KETRON and used to test the performance of relaying systems in coal mines.

Coal bumps are brittle, violent failures associated with high stresses and competent host strata. To study bump mechanisms, conditions in the vicinity of a deep longwall mining face in bump-prone strata were monitored using three discrete systems. First, a microseismic monitoring network recorded mining-induced seismic events throughout the mine and surrounding strata. Second, pressure variations and distributions on the longwall shield legs across the face were recorded. Last, tomography surveys imaged seismic transmission properties ahead of the face. Results from the three systems were correlated in an effort to increase understanding of mining-induced stress redistribution and bump potential. An initial, one-week study showed that the correlation between averaged tomogram values and seismically active areas had a coefficient of correlation (R) of 0.89. Further results of these studies demonstrate that the tomography system is capable of imaging heavy shield-leg loading and bump-prone conditions prior to them disrupting the face operations.

In This Chapter [Designing bleeder systems Examining and maintaining bleeder systems Evaluating bleeder system effectiveness] INTRODUCTION Bleeder systems are that part of the mine ventilation network used to ventilate pillared areas in underground coal mines. Pillared areas are those in which pillars have been wholly or partially removed, including the areas where coal has been extracted by longwall mining. Bleeder systems protect miners from the hazards associated with methane and other gases, dusts and fumes, and oxygen deficiency that may occur in these mined-out areas. Effective bleeder systems control the air passing through the area and continuously dilute and move any methane-air mixtures and other gases, dusts, and fumes from the worked-out area away from active workings and into a return air course or to the surface of the mine. A bleeder system includes the pillared area (including the internal airflow paths), bleeder entries, bleeder connections, and all associated ventilation control devices that control the air passing through the pillared area. Bleeder entries are special air courses designed and maintained as part of the mine ventilation system. [This chapter focuses on the design, examination, maintenance, and evaluation of bleeder systems in underground coal mines.] The history of coal mine explosions in the United States is a reminder of the importance of adequate ventilation. Some of those disasters were the result of inadequately ventilated pillared areas. The importance of developing bleeder systems to ventilate these pillared areas and evaluating the bleeder system’s effectiveness is reflected in present-day federal regulations. A prototype portable hyperspectral imager that operates in the visible and near-infrared ranges of the electromagnetic spectrum was field tested at an open-pit mine. The tests were sponsored by the Spokane Research Laboratory, National Institute for Occupational Safety and Health, as part of an investigation of remote sensing technologies for use in detecting and monitoring conditions in surface mines that could lead to catastrophic slope failure. The spectro-polarimetric imager, built at the Carnegie Mellon Research Institute, employs an acousto-optical tunable filter (AOTF) to control wavelength, a phase retarder to measure polarization signatures, and a digital camera and computer to capture data. The spectral range of the instrument is 450 to 1000 nm at 10-nm intervals. High-resolution hyperspectral images of highwalls, outcrops, hand samples, and drill core were collected in the field. Spectra from the images closely matched those of specific minerals present and were used to classify the images. The field tests were designed to examine the feasibility of using spectral imaging to assist in compiling objective geologic maps of mine highwalls and other hazardous slopes. Results illustrate the capability of the method to discriminate materials within the image, validating the concept of simplified spectral imaging. A contributing factor in many slope failures is the presence and distribution of mechanically incompetent, clay-rich altered rock in slope faces. Spectral features of clays and other minerals are more distinctive in the short-wave and mid-infrared part of the spectrum; the capabilities of the instrument need to be extended into this range to apply the AOTF-based technology to common geologic materials. A field-portable hyperspectral imager could find broad application in remotely identifying diverse materials from solids and coatings to gases.

In this report, the use of Penn State Ventilation Simulator (PSU/MVS) for planning and evaluating new coal mine ventilation systems is demonstrated. The simulator's application to evaluate the ventilation system of a coal mine currently under development is discussed. The ventilation system is evaluated for representing development of the mine at the end of 12, 24 and 36 months after mining has begun. The report describes the necessary steps of data input preparation, ventilation network development, analysis of results, modifications to the network, and methods to expand the computer program for networks larger than 550 branches.

The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate, improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Since wood is the second most abundant fuel available during a coal mine fire, it was decided that series of large-scale wood crib fire tests were needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.

INJURY experience and related employment information are presented in the chapter for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1964. No attempt has been made to combine these data and present injury-frequency rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. All rates in the text are calculated separately on data before rounding, hence component rates may not add to the total rates shown in the tables. Tabulations showing the trend of injuries and employment for all mineral industries are presented in Volume III. COAL Injury experience of the coal mining industry was improved in 1964, as measured by the declines of 1 and 14 percent, respectively, in the frequency and severity rates. Although the total number of injuries increased in 1964, a slightly greater proportional increase in man-hours worked caused the frequency rate to drop to 44.65 per million man-hours. The injury-severity rate in 1964 was 7,832 days lost per million man-hours of exposure. Employment and injury data for 1964 are based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines. Fatality experience improved significantly with a record low number of 240 deaths in 1964. This total was 44 less than in 1963. The Nation's coal mines during 1964 were free of major disasters (a single accident resulting in the death of five men or more) for the first time since 1956. The

To provide insights and assistances for the optimization of ventilation systems for U. S. under-ground coal mines facing both methane control and spontaneous combustion issues, a computational fluid dynamics (CFD) study is being conducted to investigate the effect of the ventilation scheme on the prevention of spontaneous combustion in longwall gob areas. This report focuses on the flow patterns within the gob under three different ventilation systems; one-entry and two-entry bleederless systems as well as a three-entry bleeder system. The gas flow in the caved gob area is simulated as a laminar flow through porous media while the gas flow in ventilation airways is simulated as a fully developed turbulent flow. The air flow patterns are visualized using flow path lines. Air velocity contours and vector data are also obtained. The possible location of critical velocity zones where the gob is most liable to spontaneous heating is discussed.

The development of commercial natural-gas reserves in the Michigan stray sandstone horizon of central Michigan during the past few years has resulted in expansion of the natural-gas industry in that State. The location of the natural-gas reserves of Michigan in the general vicinity of domestic and industrial markets is of economic importance, and in supplying these markets with natural gas a reasonable knowledge of, the extent and availability of the reserves is needed in formulating regulations for drilling gas wells and producing natural gas in analyzing the feasibility of projects to construct natural-gas transmission lines, in promoting and developing markets for the domestic and industrial consumption of natural gas, and in solving many engineering and economic problems common to the natural-gas industry. The development of the natural-gas industry in Michigan has been related closely to the development of oil production. The potential oil production of Michigan is comparable with that in most of the eastern oil-producing States. The development of oil production probably will continue, especially in the central Michigan Basin area; and as wells are drilled to deep horizons in the search for oil, more knowledge will be obtained of the gas reserves in formations above the oil-bearing horizons.
