"INTRODUCTION This report gives preliminary results of field and laboratory investigations made at the request of the War Production Board relative to causes that have occurred during the last 8 months in acetylene-generat72,r plants in shipyards on the Pacific coast.Six acetylene-generator explosions have occurred in four shipyards. These explosions killed five operators, injured six others, and extensive damage to the plants involved and curtailmnent of vital defense Although the occurrence of acetyiene-generator explosions in other section of the United States is not known, it appears, at least, that if such have occurred, they have caused only minor damage and no loss of lives.The use of acetylene in shipyards on the west coast has expanded tremendously during the past 2 years. These shipbuilding, companies erected aletylene-generatcr equipment, which was soon found to be entirely inadequate to meet the needs of their expanding acetylene requirements for welding, cutting, shrinking, and other purposes, and instances found it necessary to operate their equipment at rates greater than deemed consistent with safe operating practice."

The National Institute for Occupational Safety and Health designed and conducted a study in an underground metal mine to assess the effects of selected diesel emissions control technologies on the concentrations of diesel particulate matter and gases in underground mine air. The control technologies studied included diesel particulate filter (DPF) systems, filtration system with disposable filter elements, diesel oxidation catalytic converter, and biodiesel blends. Each technology was tested on a mining vehicle operated in an isolated area of an underground mine supplied with fresh air. These isolated zone tests allowed for the operation of vehicles under conditions and over duty cycles that closely mimic actual duty cycles of production equipment. The DPF systems reduced the elemental carbon (EC) concentrations in mine air between 88% and 99%. The same systems reduced total particulate matter (TPM) concentrations in mine air by approximately 75%. The biodiesel blends B20 and B50 caused a reduction in the EC concentrations of 26% and 48%, respectively. Those blends also reduced TPM concentrations by 9% and 24%, respectively. The use of #1 diesel fuel reduced EC concentration by 13% compared to #2 diesel fuel. An increase in nitrogen dioxide concentration of up to two times was seen when platinum-catalyzed DPF systems were tested.

A modified factorial experiment was used to determine the effect of operating factors in hydraulic mining of anthracite. Seven basic factors at various levels were considered. The significant factors were found to be pressure-volume, pattern, and jet traverse speed. Mining data were programed for computer, and a prediction equation was determined from printout information based on the hydraulic "jumbo" operating parameters and characteristics of anthracite, The source of error is discussed. The prediction equation is general in nature and might be useful in delineating performance characteristics in the design of equipment and/or more effective utilization in a medium with characteristics similar to those of anthracite.

"The literature on flotation of oxidized ores except for patents (especially for reagents) is very sparse. The Bureau of Mines in 1936, published a circular on the subject, by Ralston and Allen. The treatment of oxides by flotation was then in its infancy, but several of the most important mining companies in the Western United States and Mexico are now operating flotation plants for treating oxidized ores. The purpose of this present circular is to review the progress made and bring the subject up to date. One of the writers of the 1916 report (Mr. Allen) has been associated with some of the most important mining companies who have put into practical operation the process of flotation of oxidized ores; among these companies are the Shhttuck Arizona Copper Co., Bisbee, Arizona (now the Shattuck Denn Co.) and the San Francisco Mines of Mexico, Ltd., San Francisco Del Oro, Chihuahua, Mexico. His experience and other sources of information have been freely drawn on in pre-paring this paper. Mr. Ralston, assistant chief metallurgist of the Bureau of Mines, contributed many valuable suggestions and criticisms.Sulphidizing Reagents for Oxidize Ores.The various reagents and methods that might possibly be used for sulphidizing were summarized by Ralston and Allen as follows:""Sulphidizing (1) by the use of hydrogen sulphide on either the dry or the wet crushed ore, (2) by the use of solutions of the various sulphides and sulpho-compounds of sodium, (3) by the use of solutions of the various sulphides and sulpho-compounds of calcium, (4) by the use of sulphur vapor, (5) by the use of a sulphureted oil, (6) with colloidal sulphur."

THIS PUBLICATION is the third to be prepared as a result of a cooperative project by the Bureau of Ships and the Bureau of Mines for accumulating literature published on zirconium and hafnium. The undertaking also resulted in the establishment of an information center on zirconium and hafnium at the Bureau of Mines station at Albany, Oreg., for the use of research organizations and others. The present bibliography consists of references (with abstracts) to pertinent literature on zirconium. The first publication in this series was Information Circular 7771, Bibliography of Zirconium, published in April 1957. It consists of 969 abstracted reports and 645 U.S. and foreign patents. The second publication, called a supplement to Information Circular 7771, is numbered Information Circular 7830 and consists of 844 abstracted reports and 62 U.S. and foreign patents. It was published in October 1958.

The Bureau of Mines estimated the potential availability of tungsten from 57 mines and deposits in 19 market economy countries. The tungsten resources of China and the U.S.S.R. were also estimated. This resulted from an evaluation of tonnage-cost relationships indicating the quantity of tungsten available as ammonium paratungstate (APT), artificial and natural scheelite, and ferrotungsten at various average total costs of production including 0- and 15-pct rates of return on invested capital. The evaluated deposits contain 1.2 million metric tons (t) of recoverable WO3, of which approximately 52,000 t of AEYT can be produced at the January 1983 market price of $5.37/lb, 89,000 t of natural and artificial scheelite at a market price of $3.63/lb, and 1,700 t of ferrotungsten at $5.61/lb of tungsten. An annual availability analysis indicates that by the early 1990's new deposit discoveries, development of known prospects, or expansions of producing mines will be necessary to meet projected tungsten demand.

The U.S. Bureau of Mines and the State of Indiana cooperated with AMAX Coal Co. and its consultants to determine the effects of coal mine overburden blasting on nearby pipelines. Five pressurized 76-m pipeline sections were installed on the Minnehaha Mine highwall near Sullivan, IN, for testing to failure. Four 17-to 51-cm-diameter welded steel pipes and one 22-cm PVC pipe were monitored for vibration, strain, and pressure for a period of 6 months while production blasting advanced up to the test pipeline field. In contrast to previous studies of small-scale, close-in blasting for construction, these tests involved overburden blasts of up to 950 kg per delay in 31-cm blastholes. Analyses found low pipe responses, strains, and calculated stresses from even large blasts. Ground vibrations of 120 to 250 mm/s produced worst case strains that were about 25 pct of the strains resulting from normal pipeline operations and calculated stresses of only about 10 to 18 pct of the ultimate tensile strength. No pressurization failures or permanent strains occurred even at vibration amplitudes of 600 mm/s.

This Bureau of Mines investigation was initiated to study and establish some of the chemical and physical characteristics of the condensed Mno-Si02 system. To prevent oxidation of the manganous ion, I atmosphere of purified helium was used in the furnaces. Solidus-liquidus curves and invariant points were established from melting-point determinations and were supplemented from data obtained by the static-quenching method. Experimental findings and data are for the intermediate compounds of tephroite and rhodonite with their respective eutectics represented at 25.5 and 37.2 weight-percent silica. Tephroite melts congruently at 1,347° C., and rhodonite melts incongruently at 1,286° 8.. A metastable transformation was determined to exist at the 1,347° C. isotherm, the congruent melting point of tephroite. A composite X-ray-diffraction pattern was formulated for synthetic rhodonite. This investigation contributes fundamental data leading toward a better understanding of the more complex slag systems.

The Haines-Klukwan-Porcupine subarea of the Juneau Mining District (JMD) is located in the northern portion of the JMD and consists of the land between the Alaska-British Columbia boundary, the Chilkoot Valley, Glacier Bay National Park boundary, and extending south to the Davidson Glacier and the Chilkat Peninsula and Islands (fig A-I). This area was studied as part of the larger JMD study in a cooperative effort between the Alaska Division of Geological and Geophysical Surveys (ADGGS) and the Bureau during 1985 to 1988. Prior to this, during 1984, the ADGGS and the Bureau cooperated in a study of the Porcupine mining area and during 1981 to 1983 conducted separate studies in the area. Field work was conducted by foot, boat, truck, and helicopter. Figure A-I shows the Haines-Klukwan-Porcupine sub-area and shows the areas covered by previous Bureau and ADGGS studies. PHYSIOGRAPHY AND CLIMATE The physiography of the subarea ranges from gentle to rugged. Glaciers formed the major features in the sub-area and left "U" shaped steep walled valleys and rugged mountains. The Chilkat, Chilkoot, Klehini, Tsirku, and Takhin are the major rivers in the subarea. The higher mountains are glacier clad and some valleys still harbor glaciers that reach the valley floors. Lush forests and dense brush predominate up to timberline at about the 2,000-foot elevation. Low point in the subarea is at sea level in the area around Haines while the high point is 7,434 feet at: Mount Henry Clay in the Porcupine mining area.

Auger operations produced 14 million tons of coal in 1974, or approximately 5% of all surface mined coal. It was the most efficient of all coal mining methods, producing 40.0 tons per man-day. Exhibit 1.1 gives a breakdown of productivity of all coal mining methods. However, compared to other methods, the coal recovery rate is relatively low. For example, a triple-headed auger in a 35-inch seam would recover approximately 50% of the coal in the seam as compared to a 90 to 95% recovery rate for strip mining and a 55 to 65% recovery rate for deep-mining. The low auger recovery rate is due to the circular cuts and pillars left in the seam.

"INTRODUCTION This report describes a method of horizontal drilling in an oil-producing formation underlying a 400-acre, approximately square plot of land in the Franklin Heavy oil field in Sugar Creek Township, Venango County, Pa. The method, which was developed on two previous projects in Ohio, 3/ consists of sinking a shaft to the bottom of a shallow oil sand and drilling holes in a general horizontal plane outward from the chamber in a pattern similar to that of the spokes of a wheel. The project was undertaken by the Venango Development Corporation in an attempt to find an efficient method of recovering oil from partly depleted sand formations.The Venango Development Corporation is composed of the following oil-producing and oil-refining companies and individuals: South Penn Oil Co., Forest Oil Corporation, Kendall Refining Co., Minard Run Oil Co., Quaker State Oil Refining Co., The Pennzoil Co., Alliance Oil Corpo¬ration, United Refining Co., Franklin Creek Refining Corporation, Canfield Oil Co., Pennsylvania Refining Co., Page Oil Co., Freedom Oil Co., D. W. and D. S. Grant, and J. P. Herrick, C. M. Davison and N. V. V. Franchot. Engineering features of the project were supervised by a committee off three engineers A. J. Saxe, chairman, W. M. Shoemaker, and C. N. Pfohl, who supervised the excavation of the shaft and the drilling of the first two holes by alternately spending a week at a. time at the project. The drilling method was under patent license from Leo Ranney, who served as technical advisor to the Venango Development Corporation; in addition, he furnished the design for the shaft and work chamber."

The purpose of this investigation was to extend the analytical services which are required for Bureau of Mines programs in developing and evaluating high-purity materials. Determination of trace elements in minerals and ores as an aid in geochemical evaluation and prospecting was considered. Serious consideration should be given to the merits of using the avail- able fluorescent X-ray spectrographic instrumentation and techniques for determining trace elements. Limits of detectability for trace elements in metal, oxide, solution or mineral samples range from 0.1 to 100 p.p.m, depending on the element being determined, overall sample composition, and the complexity of the X-ray spectra; limits of detectability range from 0.01 to 1 microgram for elements that have been preconcentrated by a chemical or physical process, for example, by ion-exchange membrane.

In two decades Turkey has emerged from the debacle of the Ottoman Empire to become one of the most modern nations in the Middle East. The numerous achievements of this period were remarkable in that they affected human and social, as well as economic, fields. Most of this progress was achieved by Turkey's unaided efforts and the utilization of domestic resources; however, since 1948 various United States aid programs3/ have made significant contributions to increased agricultural and industrial output. Turkey's singleness of purpose in favor of a strong, independent, and prosperous republic has evoked universal admiration and encouraged the hope of stability in the Middle East. Much of the development of the Turkish economy to date has been fostered by the State; however, with growing strength the leaders in 1950 considered the time appro¬priate to relax the nationalistic economic policy and permit private enterprise to play a larger role in increasing domestic output and raising the tempo of industrialization. In pursuance! Of this policy, laws encouraging investment of foreign capital in Turkey and others stimulating development of mining and petroleum enterprises were enacted in 1954. This new legislation, plus the cooperative attitude of the Turkish Government, have encouraged wide interest in the mineral resources of the country.

The Bureau of Mines conducted an investigation to more exactly define the influence of some end conditions on the laboratory-determined uniaxial compressive strength of rock samples. Limestone, marble, sandstone, and granite were used to provide a range of specimen modulus of elasticity from 2.7 X 106 psi to 10 x 106 psi. Four variables were studied: Nonparallelism and surface texture of specimen ends were the specimen variables investigated; the end platen size and the adjustable or spherical head friction were the machine variables studied. It was concluded that the loading ends of small laboratory models and samples should be prepared with surface irregularities that do not vary from a plane surface by more than 0.001 inch. It was also concluded that nonparallelism of the specimen ends should not exceed 8 minutes for a rigid head load or 15 minutes for an adjusting head load. The measured compressive strength of specimens prepared with these tolerances will be statistically the same with any diameter or thickness of platen and any degree of head friction if initial alinement of the specimen is assured.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. Microseismic monitoring and evaluation is one aspect of the National Institute for Occupational Safety and Health (NIOSH) research program. Roof falls are often preceded by a period of elevated microseismic activity, but not all periods of elevated activity result in a roof fall, nor do all roof falls occur after some amount of elevated activity. The objective of this study is to review periods of elevated microseismic activity and determine whether fracture activity rate can be used to anticipate the initiation of roof falls. The study was carried out at an underground limestone mine where major roof falls are associated with excessive horizontal stress. The progression of roof falls was detected by the microseismic signature produced by the rock falling from the mine roof onto the mine floor, which is termed a roof fall impact event. A total of nine elevated fracture activity periods that resulted in seven major roof falls were examined. It was observed that elevated fracture activity preceded the initial roof fall impact event in three out of four major roof falls. The initial impact event was not identified for the remaining three roof falls. Fracture event rates were analyzed and a roof fall alarm trigger of five fracture events in a ten minute time period was established for this test case. The fall alarm trigger was tested against six of the elevated activity periods. Four roof falls occurred in the six periods of elevated activity, and two would have triggered the alarm before the roof fall occurred, while two false alarms were generated. The results show that limited success would have been achieved by the microseismic system as a roof fall alarm trigger. However, the trigger would have been successful at warning of the onset of elevated activity, allowing mine employees to respond appropriately. The study highlighted some issues with implementing such a system in an operating mine, including the need for real time identification of fracture related microseismic signals among mining induced signals, and accurate location and identification of fracture clustering.

As recently as 1915, helium was available only in very small quantities at a cost equivalent to $2,500 per cubic foot. It was a laboratory curiocity, and its properties were of interest to a limited number of scientists (11).3/ During the past 30 years, however, helium has grown from a plaything of scientists to a factor of importance in the prosecution of the recent war. Navy blimps filled with nonflammable helium proved to be more than a match for German submarines operating in the Atlantic. American bombers were able to fly unheard-of distances to drop bombs on Tokyo, Nagoya, Yokahama, and other Japanese cities because they had been made lighter with magnesium, arc-welded in a helium atmosphere. The Army utilized helium-filled radio-sonde balloons to obtain vital information concerning weather conditions affecting D-day invasions and other military maneuvers.

Because the cutting and polishing of stones are parts of the work of the Bureau of Mines in its study of rocks and minerals and in the determination of specimens sent in for identification, it was decided that a circular covering the subject in a general way would be of practical interest. As several books and periodicals give details of the problems in cutting and polishing, this report will not duplicate their information more than necessary. The U.S. Bureau of Mimes evaluated the effects of two iron-based fuel additives on diesel particulate matter (DPM) emissions. The 5.6-L, six-cylinder test engine is typical of engines used in underground mines. One additive, ferrous picrate, did not measurably affect exhaust emissions. This report is mainly about a ferrocene-based additive that reduced DPM between 4 and 45 pct, depending on engine operating conditions. The report concludes that the DPM reductions were caused by the catalytic oxidation properties of a ferric oxide coating that developed inside the engine's combustion chamber. The ferric oxide coating also decreased gas-phase hydrocarbons and O, but it increased CO, and NO,. The increase in NO,, of about 12 pct, is considered the only adverse effect of the ferrocene-based fuel additive. The results suggest that the effectiveness of ferrocene was partially offset by increased sulfates because of the high-sulfur fuel used. Recommendations for continuing fuel additive research are presented.

In 1939, the author made a survey of relative gravity in the Mediterranean-basin, 41° 35,5' to 41° 56.3' northern latitude and 0° 10,3' to 0° 28' longitude, referred to Mt. Mario. Ten stations were covered; 25 other stations had been occupied in the vicinity of Rome and in Albanian mountains during previous years. The new measurements revealed gravity anomalies ranging within the following limits: (1) With a free-air reduction, between + 29 and + 120 mgl., average + 60 mgl.; and (2) with a Bouguer reduction, between + 22 and + 87 mgl., average + 41.5 mgl. - V.
