Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

This report is volume 1 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report contains a statement of the purpose and scope of work of the Grant, and provides an overview of the Master Design Simulator with a brief description of each subsystem. Also included is a discussion of several areas of application for the simulator.

The Tri-State zinc-lead catalog, compilation of which was initiated by the Bureau of Mines in August 1949, is designed to provide a continuing record of avail-able drill-hole logs and maps of mine developments in the zinc-lead district in southwestern Missouri, southeastern Kansas, and northeastern Oklahoma. The maps and data thus preserved constitute a reservoir of factual information readily available to individuals and firms interested in planning mineral explorations, to Government agencies for formulating estimates or ore reserves, and to the mining industry in the district for general uses. The areas to be included in the catalog embrace the explored and mined tracts within 760,000 acres of the more active western part of the district. The consensus among local mine operators, geologists, and mining engineers is that over 100,000 boles, costing more than $30,000,000, have been drilled in the district. Records of some of the early drilling and mine developments are destroyed or lost, but the Bureau of Mines has copies of about 47,500 drill-hole logs and is accumulating and recording on microfilm those that are currently available. As of May 1, 1954, the logs of approximately 28,000 drill holes had been microfilmed and are available for inspection at the Bureau of Mines office, Joplin, Mo.

In 1991, the USBM (U. S. Bureau of Mines) evaluated the mineral resources of the 174,550-acre Bear Creek-Poker Peak area. Located 40 air miles east from Idaho Falls, ID, the study area is in the Caribou National Forest but is mostly administered by Targhee National Forest. USBM personnel mapped and sampled mines, prospects, and mineralized sites in and near the study area. Five types of mineral occurrences were identified in the study area: phosphate, limestone and travertine, placer gold, coal and uranium (the latter contained in the coal), and oil and gas. The study area has a high potential for oil and gas; evaluation of these commodities were beyond the scope of this study.

A new analytical model for the shear stiffness at a joint of the fully-grouted resin roofbolt is developed using the Theory of Elasticity and an analogy to a beam on an elastic foundation, Gerdeen [2]. The model developed in this study treats the elastic foundation modulus of the resin as being composed of both an elastic rock and an elastic resin. All previous attempts have neglected the elasticity of the rock and treated only the resin. A three dimensional finite element model of the bolt-resin-rock system is developed also and comparisons are made between the predictions made by it and the analytical solution. It is found that the agreement between the two representations ranges between 1.2% and 10.5%, with the greater differences being observed for systems of very large or very small bolt diameters and resin annulus thicknesses. Since such configurations are not the rule in practice parameter studies are performed using the analytical solution with the finite element solution being used as a check. For a 0.75 in. bolt, a resin annulus thickness of 0.1375 in., a resin with E = 7 x 105 psi and -1) = 0.210, and a rock of modulus E = 6.8 x 106 psi and V = 0.159 the shear stiffness is found to be 1.220 x 106 lb,/in, from the analytical solution and 1.245 x 106 lb,/in, from the finite element model. Applying the finite element model to the problem of the axial stiffness of the fully-grouted resin roofbolt a value of 6.002 x 106 lb./in. is obtained which proves to be at least 50% higher than any of the now existing analytical predictions.

Recent developments in portable communication equipment for use in emergency recovery work following mine fires and explosions have wade possible a convenient and dependable means of directing rescue teams working under hazardous conditions. INTRODUCTION Mine rescue and recovery operations following; fires and explosions are frequently conducted under adverse conditions that require the use of oxygen breathing apparatus by members of a 5- or 6-man team. Conventional apparatus used for this purpose for many years was equipped with an oxygen supply adequate for at least 2 hours. The design of the apparatus is such that the nose passages are closed with a clamp, and breathing is accomplished through a mouthpiece connected to the apparatus by tubes and arranged to prevent inhaling air or gases from outside sources. The use of the mouthpiece has presented difficulties in the development of telephone communication because of the wearer's inability to speak while wearing the mouthpiece. The method of conducting operations of rescue teams requires a person to direct operations at a fresh-air base as close to the rescue team as possible. At least one standby rescue team and 2 or 3 other persons assigned to various tasks are stationed at the fresh-air base. An efficient and reliable means of communication between the director of operations and the rescue team is necessary for reasonably safe and efficient work in hazardous areas.

Analytical procedures are described for the quantitative determination of 16 elements (As, Ba, Be, Cd, Co, Cr, Cu, Fe, Mn, Mo, Ni, Pb, Sb, Se, TI, and Zn) and 7 ionic species (NH4, C032-, CI-, F-, NO3-, P043-, SO42-), identification of major and minor mineral components, and measurement of physical properties associated with manganese nodules and nodule processing reject waste materials. Compound identification methods discussed include X-ray diffraction, infrared spectroscopy, scanning and transmission electron microscopy, selective area electron diffraction, and optical and reflected light microscopy. Methods for elemental analysis include atomic absorption spectrophotometry, inductively coupled plasma emission spectroscopy, neutron activation analysis, fluorescent X-ray spectrography, and ion chromatography. Thermal gravimetric analysis, ultraviolet-visible spectrophotometry, ion specific electrodes, and standard wet chemical procedures are briefly discussed. Physical properties determined in manganese nodule materials include grain size distribution, specific gravity, triaxial shear, permeability, maximum density, Atterberg limits, and slurry density. The results of a round-robin analysis of an ammonia process waste material and manganese nodule standards demonstrate the applicability of the discussed methods. Tests discussed for the evaluation of the waste materials for disposal options include the Environmental Protection Agency (EPA) EP toxicity test, the ASTM shake extraction test, and the U.S. Army Corps of Engineers EPA seawater elutriant test.

Previous work.-The general plan of work outlined for the Government fuel-testing plant erected at the Louisiana Purchase Exposition, at St. Louis, Mo., in 1904, included investigations relative to the briquetting of coals found in the United States. These investigations embraced the possibility of making satisfactory commercial fuels from lignite or low-grade coals which do not stand shipment well; of benefiting culm or slack coals that are wasted or sold at unremunerative prices; and of improving the furnace efficiency or ability to withstand transportation of good coals. This work was begun in 1904 and was continued in 1905, 1906, and 1907 as an essential part of investigations looking to the determination of methods for reducing waste and increasing efficiency in the utilization of the fuel resources in the United States. The initial briquetting tests at St. Louis, which included examination into the behavior of different coals or mixtures of coals in the briquetting press, experimental study of the merits of various substances used as binders, and consideration of the physical properties and resistance to weather and abrasion of the briquets, have been described.a They demonstrated that satisfactory briquets could be made from most coals, and that by briquetting the commercial value of many low-grade coals and lignites could be raised enough to more than cover the cost of manufacture. Norfolk plant.-The briquetting plant of the Geological Survey was moved from St. Louis, Mo., to Norfolk, Va., in 1907, along with the steam boiler and producer-gas equipment of the fuel-testing plant, as the closing out of the affairs of the Louisiana Purchase Exposition and the consequent removal of the buildings from Forest Park made a change of location necessary. Norfolk was selected largely with a view to the testing of coals for naval purposes, and because of facilities in the way of buildings and materials offered by the Jamestown Exposition Company. The work at Norfolk was chiefly devoted to making steaming and briquet tests of coals which reach the Atlantic seaboard at Norfolk and Newport News and are used by the navy and merchant marine. Two briquet machines were installed at the Norfolk plant, one being the English machine used in briquetting tests by the Geological Survey at St. Louis in 1905 and 1906, and the other an American machine. The briquets made at this plant were tested on locomotives of several railroads entering Norfolk and on the United States torpedo boat Buldle in comparison with the run-of-mine coal used in making them. Some of the tests were conducted by the railroads on their own locomotives, but those on the Biddle and on the locomotive of the Seaboard Air Line Railway were carried on by W. T. Ray and Henry Kreisinger, of the United States Geological Survey. Personnel.-Charles T. Malcolmson continued in general charge of the briquetting section after the removal to Norfolk until January 1, 1908. Walter J. Chapman continued in charge of operation of the briquet machines and of the observations reported under the heading "Details of manufacture." Charles L. Wright supervised the installation of the English briquet machine and later in the year continued the physical tests of briquets and the analyses in the chemical laboratory of the section until January 1, 1908, on which date he was placed in general charge of the work of the section. G. E. Ryder and Ralph Galt also continued with the staff, but the former was obliged to resign soon after the plant was in operation on account of ill health; the latter continued with the section as computer until the close of work on December 1, 1908.

Wyoming County had for many years supplied large quantities of coking coals to coke plants throughout the eastern United States and Canada. Up to the present most of the coal has been produced from relatively few beds, but in the future the coal will be produced from beds not previously mined in quantity. This trend is shown in the entire Winding Gulf field, of which Wyoming County is a part. This publication is one of a series of Bureau of mines reports appraising the Nation's coking coal, which y be used to determine the practicability of upgrading marginal deposits to metallurgical standards. This investigation of the preparation characteristics of Wyoming County coals is the third of the series undertaken in West Virginia.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Com¬mittee of the Coordinating Research Council (CFC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further re¬ports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of l941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. The present report presents analytical data for 3,011 samples, representing the products of 113 companies. Most of the samples represented in this report were obtained during July and August 1946. As in previous surveys the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows: Regular-price, 1,585 samples, 311 items, and 99 -brands; premium-price, 1,422 samples, 280 items, and 94 brands; third-grade, 4 samples, 4 items, and 4 brands. This paper describes operations of the Chief Consolidated Mining Co. at the Chief mine in the Tintic district, Juab County, Utah, where the outstanding problem is water control; the unique pumping methods employed are featured in this report. The ore bodies in this district occur as long, narrow shoots along fault fissures, usually in the Bluebell dolomite of Ordovician age. Oxide ores predominate above the 1800 level, which is also the natural water level. Sulfide ores containing lead, zinc, silver, and gold extend below the 1800 level. The mine is developed by vertical shafts and winzes, from which drifts are driven to the ore bodies. In the lower levels of the mine these drifts extend long distances from the shafts or winzes because of the relatively low dip of the ore shoots. The mine has been worked to the 2800 level and the 18-411 winze extends to the 3080 level.

This paper, describing the milling operations of the St. Joseph Lead Co. at Balmat, N. Y., is one of a series of similar papers being prepared by the United States Bureau of Mines on practice at various mills in the United States, Canada, and Mexico. The company also operates a mine end mill at Edwards, 12 miles northeast of Balmat. Mining practice in the district, as exemplified at the Edwards mine, is described in another information circular of the Bureau of Mines.3 The writer gratefully acknowledges the generous cooperation of the company officials which made this investigation possible, and wishes to thank R. The Bureau of Mines investigated a hydrometallurgical procedure to recover gold, silver, and byproduct lead from a complex lead-zinc sulfide ore. A ferric chloride (FeCI3) preleach, at 40° C in 6 h, extracted about 50 pct of the zinc and formed insoluble silver and lead chlorides. Subsequent acid thiourea leaching, for 1 to 3 h at 40° C, extracted about 85 pct of the gold and silver. Lead chloride was solubilized from the remaining residue with NaCI brine solution at 55° C in 1 h. Lead metal was recovered from the brine solution in an electrolytic cell with an anion perms elective membrane at a current efficiency of 95 pct and current density of 100 A/m2. Spent FeCl3 leach solution was reoxidized in the anode compartment at a current efficiency between 75 and 95 pct.

This Bureau of Mines publication identifies areas having sufficient coal reserves to support synthetic natural gas (SNG) development and summarizes those areas having the highest potential. Capital requirements, mining and coal cost factors, water availability, and coal-quality data pertinent to SNG production are presented. Evaluation of individual coal reserve blocks was based upon coal and water requirements of the Bureau of Mines Synthane coal gasification process.

The Bureau of Mines studied the effects of air oxidation on the recovery of float coal. Both batch-and continuous-type tests were made on six bituminous coals, representing the range in rank of coals now commercially used for carbonization, and on one anthracite coal. The effects on flotation recovery of oxidation at 1000 C for periods up to 50 days were investigated using an alcohol-type frother and a kerosine-pine oil reagent. Two series of release analysis tests were made, using one medium-volatile bituminous coal. Float coal recovery was adversely affected by oxidation in all tests where the alcohol-type frother was used. Conversely, a small degree of oxidation improved recovery with kerosine-pine oil frother for some of the coals in continuous tests. Prolonged oxidation (beyond about 14 days) adversely affected float coal recovery for all coals, the effect being more pronounced for batch-type tests and for tests using alcohol-type frother. Reagent selectivity for the rejection of both ash forming and sulfur bearing minerals was reduced by oxidation. Severe reduction of reagent selectivity required only about 3 days' oxidation for alcohol-type frother but more than 10 days' oxidation when the kerosene-pine oil reagent was used.

In recent years the issue of human stress response in emergency workers has begun to receive attention. This paper presents a rationale for considering human stress as a significant factor in the management of emergencies. It discusses the concept of stress, Critical Incident Stress in emergency responders, and introduces the Critical Incident Stress Debriefing (CISD) process. It is suggested that, in a disaster, the CISD process can improve the effectiveness of response teams on site, their turnaround time on site, and post disaster time off the job. This paper, prepared by a US Bureau of Mines research psychologist, offers some ideas to the mining industry in general, mine rescue trainers, and more universally, to those responsible for developing emergency management plans.

During the interval 1929-41, geophysical exploration in Russia made considerable progress, as reflected in publications. The greater part of these publications was available during the preparation of Geophysical Abstracts and Ms been abstracted in them. The rest was not received and remained unaccounted for. A considerable portion of these lading publications are now listed in bibliographic form, in view of their interest to geophysicists. All publications entered in the bibliography are in Russian. 1. Stress-relief techniques and instrumentation have been developed through many years of research in the Bureau of Mines and successfully used to determine the in situ state of stress in rock. This report describes the Bureau's three-component borehole deformation gauge and the drilling equipment and accessories used with it. Operation and calibration procedures for the deformation gauge are discussed in detail, along with site selection and overcoring procedures. Information and references included in this publication provide a guide to the Bureau's cover-coring method for determining rock stress.
