The work covered by this report was undertaken at the request of Dr. J. A. Holmes, late Director of the Bureau of Mines, to whom the writer had been recommended by C. W. Goodale and E. P. Mathewson, of Butte and Anaconda, Mont. The director's offer was accepted for the honor it conferred and for the useful results that might be promulgated by the work in the technical field covered. The investigation was facilitated by permission to visit various works and sometimes by contributions of important definite information on a given subject. In this report considerable space has been devoted to general and theoretical principles on the ground that under modern conditions the best results in any field of activity can be attained only with the aid of an adequate knowledge of the best theories underlying the practice. The diffusion of such knowledge in the field of sampling metallic metallurgical materials appears to have been quite insufficient, and it is felt that when the principles involved are once thoroughly comprehended their universal application will be appreciated, so that it will make no difference whether pig iron or gold bullion is offered for test. It may further be noted that a discussion of the theories underlying practical methods is placed under the caption "Practical Sampling," with the idea that no one can be a practical sampler unless he is capable of analyzing his methods. No attempt has been made to advocate anyone method, but it is hoped that the analyses of all of the methods in use will show where each may be correctly and safely applied. The fact that it is possible to demonstrate the theoretical correctness of several methods indicates the invalidity of the claim that any single one of them is the standard.

"INTRODUCTION While investigating prevention of sabotage and maintenance of production of essential war minerals, engineers of the Bureau of Mines visited more than 1,400 metal and nonmetallic mines, quarries, and open pits in all parts of the United States.The need for, uniform safety practices is indicated by the fact that during 1938-1940, inclusive, the Western Safety Conference, under the sponsorship of the California Department of Industrial Relations, undertook the prepara¬tion of a set of standard safety regulations for the 15 participating political subdivisions. The membership of these political subdivisions is comprised of representation from Alaska, Arizona, British Columbia, California, Colorado, Hawaii, Idaho, Lower California, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming, For the guidance of its own engineers; the Bureau of Nines found it necessary to prepare a set of safety practices that could be used uniformly throughout the United States. These safety practices were compiled from State mining regulations, mining company safety rules, and the experience of Bureau of Mines engineers for more than 3 decades, and represent the best safety practices of the Nation's' mineral industry.The purpose of this publication is to make safety practices available for the non-coal branches of the mineral industry, with the hope that they may assist in reducing accident occurrence. The Bureau will welcome questions and suggestions regarding these practices in order that changes may be made as necessary.Where the adoption of any practice would not materially increase the safety of employees or would work undue hardship on the operator, the Bureau does not recommend such adoption."

ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

This report is the 18th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations. The previous 17 reports have covered fiscal years, but this report covers not only the fiscal year from July 1, 1952, to June 30, 1953, but also July through December 1953, to bring the report to a calendar-year basis. Most of the material in this report relates to publications issued during the reporting period, Some work is mentioned briefly on which publications have not yet been issued or on which data are riot expected to be published, for security or other reasons, and in a few instances publications issues before the reporting period but not included in the previous report are mentioned.3/ Further details on the published work described herein may be found by referring to the publications cited in the footnotes. During the reporting period, the Bureau directed its research and technologic work on coal toward developing end encouraging increased conservation and more efficient use of our mineral fuel resources through more efficient and safer mining methods and improved methods of preparing and utilizing these fuels. Some significant advances, particularly in coal-mine safety, mining methods, and development and utilization of low-rank coma have been made.

As a safeguard against excessive clinker troubles, specifications for the purchase of coal can be drawn to include the "softening" or "fusing" temperature of the ash. The value of such information has been recognized by the Bureau of Mines and has induced the bureau to investigab~ laboratory methods of determining the fUSIbility of coal ash, and the bearing of the results on clinker formation in fuel beds. The bureau realized that the fusibility of a mixture of oxides and silicates snch as is comprised in coal ash ,'aries according to the conditions under which tests are made, and that in the absence of any generally accepted method, no agreement is to be expected among tests made in differ«:-nt laboratories. Indeed, Marks a has recently called attention to differences as great as 3900 C. that were obtained with the same sample of ash by two different laboratories. Therefore if a fusion-temperature clause is to have any place in specifications for coal, a standard m('thod of t('sting should be adopted in order to insure comparable results by different laboratories and to obtain the softening or fusing temperature of the ash unde:'r conditions similar to those of a fuel bed. After a consistent method has been devised for obtaining comparable:' results at different laboratories, there will remain the correlation of these results with those from the burning of coal in furnaces before the value of fusibility tests in coal specifications can hE' finally determined.

The annual reports of the supervising engineer of the seven sections comprising the Mining Division are assembled in the following pages and form the annual report of the division. In planning activities, the aim has been to adapt the work to changing conditions and needs of the mining industries and to avoid becoming bound to any particular type of investigation when others are found to be of more pressing interest.

Two major grounding topics are covered: mine ground systems and ground-check monitors. Performance characteristics of ground-check monitors for high-voltage surface mine distribution cables and low-voltage underground mine trailing cables are evaluated. Over 20 commercially available monitors are studied to determine their utility. Several monitoring concepts are incorporated into an unusual monitor design, the prototype of which is described in detail. A comparative study of the effectiveness of several alternate methods of grounding surface mine equipment supports the system currently proposed by MSHA. An instrument design to measure earth voltage gradients is described, as well as an instrument design for measuring the effectiveness of dc haulage current return systems. An extreme analysis is made of techniques for measuring earth resistivity and resistance of safety ground beds. Electrolytic corrosion studies of earth electrodes are reported extensively also.

THIRTY-FOUR analyses of crude oils from the fields of the Four Corners Area of Arizona, Colorado, New Mexico, and Utah are presented and compared. The samples, taken from formations in four geological time periods, have high gravity and low-sulfur, -nitrogen, and -asphalt content. Generally, the oils are paraffinic in the low-boiling fractions, with increasing naphthenicity in the higher-boiling fractions. Oils from Cretaceous formations resemble other Cretaceous oils in the Rocky Mountains, but oils from Permian and Pennsylvania formations are unlike other oils of these ages in the Rooky Mountains. The differences in the oils are minor and cannot be used to distinguish between fields or between producing formations. With minimum special processing, the oils should yield large amounts of good-quality motor fuels. INTRODUCTION The only place in the United States where four States have a common junction is known as the Four Corners Area. This area (fig. 1) includes the northeast corner of Arizona, the southwest corner of Colorado, the northwest corner of New Mexico, and the southeast corner of Utah. It includes three major geological basins: The Black Mesa, the San Juan, and the Paradox. Major oil developments have occurred in both the San Juan and Paradox basins, but no discovery of commercial importance has been made in the Black Mesa basin.

The primary objective of this study is to "evaluate the influences of different equipment systems on prime farmland subsoil compaction due to surface mining in the Midwest." The study is centered on four mine sites each utilizing a different combination of equipment for soil removal and replacement. Subsoil compaction is the primary focus of this research effort. Primarily owing to physical location, it is difficult to alleviate the increased compaction directly below the topsoil in reclaimed soils. Different equipment combinations cause varied effects when soils are replaced during surface mining activities. By collecting field data within a statistical framework, the effects of different equipment combinations on subsoil compaction can be evaluated and conclusions drawn. This research effort evaluates a comparison of natural and replaced soils by moist bulk density data. This comparison centers on changes in bulk density and texture to a depth of 48 inches. For each study site a complete case study is provided for use in data correlation and interpretation. Basis for this research effort centers on four (4) major experiment designs: o Comparison of soil bulk density values for three distinct equipment systems evaluated on the same general soil types (i.e. scrapers, bucket-wheel excavators and end-dump haulback); o Evaluation of the effects of soil replacement in repeated lifts using scrapers; o Presentation of bulk density values representing soil compaction for four (4) equipment systems (i.e. bucket-wheel excavators, draglines, scrapers and end-dump haul back) on four separate mine sites in the midwest; o A prediction analysis model is developed for subsoil bulk density following reclamation based on equipment characteristics and a statistical evaluation of texture. The soil data base of information includes data from the 1982 Bureau of Mines study entitled, "Impact of Surface Mining on Soil Compaction in the Midwest" as well as data from this research project. The final report is synthesized through an analysis of field data, statistical analysis and literature review. The final report focuses on the interpretation of results for practical application by government and industry.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to mineral industries' mines, quarries, and plants that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove that efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

Twenty-eight tables for each year are presented in which disabling work injuries are summarized by department, source of injury, extent of disability, part of body injured, and nature of injury. Correlative information on employment, worktime, and operating activity is also presented.

The Bureau of Mines determined demonstrated tin resources and costs associated with tin production in order to evaluate the potential for tin production from 18 market economy countries (MEC's). Data were collected from tin producers, in most cases during on-site visits. The analyses evaluated the relative economic and resource position of 146 mines, deposits, or regions in January 1984 dollars. The demonstrated resource of recoverable tin within the nations studied is approximately 2.8 million metric tons (mt). Of this total, over 73 pct is recoverable from the Southeast Asian countries of Malaysia, Thailand, and Indonesia, which in 1983 accounted for almost 60 pct of the world's tin production. Brazil has joined the Southeast Asian countries as a major low-cost, high-volume supplier of tin and is likely to continue to expand its production. Given the 1984 market structure, over 60 pct of the tin in demonstrated resources was economically recoverable. Historically, the International Tin Council (ITC) has helped maintain relatively stable tin prices through a buffer stock and sales quotas. In late 1985, exhaustion of buffer stock funds led to suspension of tin trading on the world's major tin metal exchanges.

This computer program determines the price per ton of coal needed to obtain a profit of 12 percent discounted cash flow. From a predetermined equipment and manning list, the program calculates all costs and prints seven tables, Including the equipment and manning tables and the discount cash flow table. Forty-four of the input variables may be readily changed to study their effects upon the final price per ton of coal or upon individual cost items. The method is adaptable for any type of mining and with additions, for beneficiation processes. This program was written in Fortran IV for use on the IBM 11302 and with few modifications can be used on other computers.

A major highlight of Fiscal Year 1993 is the completion of a new research facility dedicated to the advancement of robotics research and development. This new facility brings to the U.S. Bureau of Mines one of the largest and most unique facilities of its kind in the world. Located at the Bureau's Pittsburgh Research Center, the facility consolidates under one roof, all of the resource requirements of a first class automation and robotics research program. The Mining Robotics Development Center (MRDC) is the result of a major renovation of a large under-utilized warehouse-type structure and brings together the laboratories and offices previously housed in five separate buildings scattered throughout the Pittsburgh Research Center's 238-acre site. This new facility will support the computer-assisted mining research program, a high priority, multi-million dollar program that is expected to have a high impact on the health and safety of miners and coal productivity.

"INTRODUCTION AND SUMMARYDuring the latter part of 1943 a magnetometric survey was conducted by the Geophysical Division of the Bureau of Mines at the mine, Putnam County, N. Y., in an endeavor to locate a segment of the body that reports state was cut off by a fault. The Mahepac mine was abandoned about 1895 after producing nearly 1,000,000 tons of high-grade magetite iron ore. The results of the investigation indicate the termination of the ore body by ""pinching"" or a displacement of such magnitude as to place any extension at a considerable distance the original ore body. This report describes the work done on the project and presents the data obtained. ACKNOWLEDGMENTSThe Bureau of Mines has been investigating deposits of critical and essential minerals in the United States and Alaska since 1939. The Mahopac mine was visited by W.T. Millar, an engineer of the Bureau of Mines, on June 5, 1943, accompanied by Dr. William Agar of the Federal Survey, and again on July 29, 1943, accompanied by Dr. A. F. Buddington and H.F. Hawkes, both of the Geological Survey.The mineral investigation was under the general supervision of Paul M. Tyler, formerly regional engineer, Eastern Region; J. D. Fractional distillation is the most important process in the commercial refining of petroleum. The same procedure, conducted on a small scale, is the basis of a number of analytical methods of wide application in the petroleum laboratory. The Bureau of Mines has studied apparatus and procedure for the distillation analysis of petroleum, and this report is presented as a record of developments up to the present time. The work is incomplete, but the extensive information that has been obtained to date is made available as a guide in handling laboratory distillation problems. The analytical distillation of petroleum is commonly made to determine range of boiling points or to separate the oil. into fractions for detailed examination, or both. When only one of these two ends is sought the procedure involved is notably simpler than when, as is more common, information is required regarding both boiling range and properties of fractions. Moreover the degree of minuteness of measurement and the accuracy of the data required from analytical distillations differ considerably. Often the simplest sort of comparative figures are satisfactory; other tests require complicated and highly tedious procedure. No one distillation method is universally applicable, and it is impossible for anyone group of investigators to foresee all the different kinds of requirements that may occur in the industry.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. It can not be said that the term "minerals" includes only such substances as are procured by tunnelling and shafting, as much gold is procured by placer mining and rich deposits of manganese and other like ores are found upon the surface of the earth and are some- times obtained without either quarrying or mining. The public interest in the Alaskan situation is such that, with the consent of the President, I have concluded, at the request of the American Mining Congress, to make at this time a candid, if somewhat informal, expression of the views I have formed as Secretary of the Interior, under whose official supervision much of the administration of the Territory is now placed. Pressure of other matters imperatively requiring attention has prevented their presentation in as precise and comprehensive a form as I had hoped. The absence of the President from Washington has also prevented the submission to him of what I have prepared. I wish to say, however, that no one is more earnest than he in the desire to see a policy of prompt and wise development inaugurated in Alaska, and that the general policy contained in this address has been discussed with him, meets his approval, and will have his support. I have recently returned from an altogether too brief but nevertheless a most interesting and profitable visit to those portions of Alaska that are more immediately involved in the questions now under public consideration. Favored by extraordinary weather and the cooperation of steamship and railroad lines and the assistance of all of the governmental agencies, including the Revenue-Cutter Service, I visited every port in Alaska that seems likely in the near future to become an important entrance to the country. I examined all of the harbor and town sites which for this purpose have attracted any considerable public attention. I traversed the entire length of each of the three railroads that have been constructed in the Terri.tory and made a short trip from White Horse down the upper Yukon. Both before and during the journey I examined a mass of books, records,' and papers relating to the country and its resources. I had conferences with official committees representing the principal communities I visited and with numerous individuals, residents both of the coast and of the interi.or, and conferred with engineers, miners, prospectors, railroad officials, business and professional men.
