Injury experience in the coal-mining industry was worse in 1965 as both the frequency and severity rates of injuries increased 2 and 6 percent, respectively, over comparable data for 1966 (tables 1-8). The retrogression in the safety record during; 1965 resulted frog the less favorable record at bituminous-coal mines, which more than offset the improved injury experience at anthracite mines. The 259 fatal and 11,138 nonfatal injuries occurred at a rate of 45.77 per million man-hours of exposure and resulted in a severity rate of 8,960 days lost per million man-hours. Although the number of fatalities was the second lowest annual total in the recorded history, it was 17 higher than in 1964. At anthracite operations the total of 6 fatalities in 1965 was the lowest annual figure in statistical history. The annual numbers of nonfatal injuries at ill coal mines and the resulting rates of occurrence have varied little in the past 5 years (table 1). The total days lost from all injuries rose from 2.1.3 million in 19b4 to 2.23 million in 1965 (table 5). Fatal and permanent total injuries, with a standard time charge of 6,000 days each, accounted for 1,650,000 days; Permanent partial injuries, 191,932 clays; and temporary total disabilities, 383,911 days. The severity rate for fatal injuries was 6,241, 8 percent higher than in 1964, and the nonfatal severity rate of 2,718 days lost per million man-hours was 2 percent higher than in the preceding year. The average severity of permanent partial injuries ire; 730, or 48 days fewer per injury than in 1964. The average days lost for each temporary total injury was 36 days in each year.

Automatic control of drum head continuous mining machines was investigated as a means of reducing respirable dust generated and operator variabitity. Literature survey, manufacturer interviews and mine visits were the major information sources. Technically feasible automation concepts were Identified to control sump and shear rates, cutter head elevation limits and sumping distance. These are the elements of a programmed cutting cycle which maintains peak penetrating force on the cutter, to maximize depth of cut and therefore reduce dust generation. Based on the industry surveys, successful underground hardware demonstrations must be completed in order to stimulate the market demand for these advanced control features.

Calculated equilibrium data are presented for three phases in the flue gas stream from a hypothetical open cycle MHD generator. A typical coal is "burned" with 1.0 gram-mole K2O seed per kilogram coal and with 101 percent of stoichiometric air. Tables of composition and the overt thermodynamic properties, enthalpy and entropy, are given for the temperatures 2200 (-100) 1100 kelvins, pressures 1.0 and 1.5 atmospheres, and slag rejection figures of 90 and 75 percent.

The Lake Creek gas-condensate field, Montgomery County, Tex., Was discovered early in 1941 by the Superior Oil Co. The field, shown in figure 1, is approximately 37 miles northwest of Houston, Tex., about 11 miles north of the Tomball, and 10 miles west of the Conroe oil fields. The field is on the downthrown side of a pronounced fault zone, and the general structure is anticlinal, with the long axis trending northeast and southwest. Production is obtained from multiple sandstone reservoirs in the Wilcox group of Eocene age between the approximate depths of 8,820 and 11,840 feet below the surface of the ground.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the thirteenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The description of the deposits developed is followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated and a table for each half township is given with the discussion covering that area.

The report provides a detailed analysis of 23 electrical accident countermeasures contemplated for use in the metal/non-metal mining industry. The costs and potential benefits of implementing groups of these countermeasures are estimated, and methods arc outlined by which the operator ran choose countermeasures in an effective manner. The analysis is based largely on an extensive electrical accident event tree which is developed in detail. For those countermeasures which are not currently technically feasible, several prototype devices were developed to help speed development. These included a trolley arc eliminator and a safer mine electricians multimeter.

The investigative work described in this report was undertaken by the Bureau of Mines under a cooperative agreement with the department of mining engineering of the University of Illinois and the Illinois State Geological Survey." The purpose of this agreement was to provide for a comprehensive investigation of coal-mining conditions in the State, with especial reference to the possibility of lessening waste in the mining and preparation of coal and of reducing the dangers to which miners are exposed. The Bureau of Mines paid particular attention to those phases of the investigation that were of general interest from their bearing on safety and efficiency in the coal-mining industry as a whole. Thus, it studied the occurrence of gas (methane) in the mines of the southern part of the State," tested the inflammability of the coal dust from many mines, examined the efficiency of the control of ventilating currents, and investigated the factors affecting the humidity of mine air with respect to their bearing on the occurrence of mine explosions. Following the establishment of the fact that under certain conditions dry bituminous coal dust is inflammable, there arose the problem of finding efficient methods of preventing or limiting coal-dust explosions. Experiments in the gas-and-dust gallery at the Pittsburgh testing station of the Bureau of Mines verified the fact that certain dusts that explode violently when dry are rendered inert by proper humidi- .fication of the atmosphere within the gallery, and the importance of humidity as a factor in limiting the inflammability of coal dust in a mine is demonstrated by the fact that there has never been in Illinois a dust explosion during the summer months, whereas the records show a number of dust explosions during cold weather. It is easy to see that the warm moisture-laden air that enters a mine in the summer must deposit moisture on cooling, whereas the cold and relatively dry air that enters in winter must take up moisture as it becomes heated in traveling through the mine.

During fiscal years 1967-68, the Bureau of Mines produced 185 technical papers and reports about petroleum and oil-shale research, which were published either by the Bureau or by others as referable scientific literature. Numerous other reports were prepared for Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau. Research performed during the reporting period by the Bureau on petroleum, natural gas, and oil shale was classified by 71 active projects. A basic appropriation of $3,575,000 was supplemented by $1,300,000 in fiscal year 1967, and that of $4,043,000 by $1,402,000 in fiscal year 1968, making the appropriated-to-supplemental fund ratios about 2.8 to 1 for fiscal year 1967 and 2.9 to 1 for fiscal year 1968. In fulfillment of the mission of the Bureau, through planned research programs, methods for producing and utilizing petroleum were improved. The continued conservation of this natural resource of petroleum, including crude oil, natural gas, and oil shale, was pursued through research performed by some 350 personnel at two petroleum research centers and two petroleum research laboratories supervised and supported by administrative personnel of the Bureau and the Department of the Interior.

Oil shale, a potential source of products presently obtained from petroleum, is found in many countries. The most extensive known deposits from the standpoint of potential shale oil in place are those in Brazil and the United States of America. Mining methods used for oil shale range from open-pit operations for shallow deposits to room-and-pillar and longwall techniques for deposits with thick overburdens. Oil shales from different sources vary greatly in the amounts and types of organic and inorganic constituents. By retorting, the organic material is converted to oil, gas, and coke. The largest percentages of oil are obtained from materials having the highest hydrogen content. Over 2,000 retorting systems have been patented, but only a few have been used industrially, and no single process seems best for all types of shales or economic conditions. Shale oils have different characteristics, depending on the source rock and method of retorting. They contain large quantities of olefinic hydrocarbons and more oxygen, nitrogen, and sulfur derivatives of hydrocarbons than most petroleums. Consequently, petroleum refining methods usually must be modified for shale oil. This is particularly true in catalytic processing. Hydrogenation, even under mild conditions, improves shale-oil refinability. Several byproducts may be obtained from both the retorting and refining steps,

Following the gold discoveries of the late 1800's much was written regarding the vast mineral resources of Alaska, and much interest was aroused, and yet over the years little has been done to exploit those resources. Between 1906 and 1935 the Kennecott copper mines of the Copper River region were the keystone of the mineral economy (fig, 1). After the depletion of the Kennecott ore reserves and aided by the statutory rise in the price of gold, the yellow metal became the major mineral commodity. In recent years it has shared the honors with coal and sand and gravel. Although this trend should indicate the development of a stable, diversified mineral industry, yet the trend of production is downward. This report results from a study by the Federal Bureau of Mines to delineate the problems and to forecast the growth of the mineral industries in Alaska. The need for such a blueprint for the future was enhanced by the population explosion in the United States and the consequent eventual need for additional living space, as well as the current interest in new areas, and the necessity to develop reserves of strategic minerals.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

Coal mines and mining-, as well as metal and nonmetallic mines and min¬ing, are not inherently unsafe, although mining people think they are and would like to have everyone else think so. It is now being demonstrated that mines can be operated with essentially as much safety as any other major industrial enterprise; but most mining people, including workers as well as officials, have been slow to realize or admit this. In the past, and with most people even at present, the idea has prevailed that it is utterly impossible to operate a mine without accidents. Although, as in all other kinds of industrial activity, it is true that some injury is likely on occasion to occur to some workers and an extraordinary accident may occur to one or more persons under exceptional conditions, mines can be operated with few if any accidents if a reasonable amount of the right kind of precautionary effort is exerted and kept in effect.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. The Bureau of Mines is conducting a series of investigations with the common aim of minimizing the losses that occur in the mining and treatment of mineral substances. The results of the investi- gations are being published in reports of the bureau. This report treats of a method of preventing some of the waste of the natural gas incidental to oil mining. This method, the condensation of gasoline from natural gas, offers to the oil operator and others a profitable means of utilizing some of the oil-well gas now being wasted. The most desired constituent of crude oil is obtained, the production of oil is not hindered, and the gas, after the extraction of gasoline, can be returned to the leased area to drive pumps or into pipe lines for uses to which natural gas is ordinarily put, usually with its fuel value lessened only in slight degree. Publications already issued briefly discuss the subject. In this report the work is treated in greater detail, and the results of many additional tests are shown.

Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country&apos;s major challenges during the 1970&apos;s. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

The investigations carried on at the fuel-testing plant of the United States Geological Survey at St. Louis in 1904-1907 included tests of the steaming and gas-producing qualities of many coals and of the possibilif3 of their improvement by briquetting, together with washing and coking tests and tests of some of the resulting coke in the cupola. These tests were part of a general inquiry into the manner of utilizing most efficiently each of the coals under investigation. The equipment used in the cupola tests of coke, the manner of conducting the tests, and the essential results have been described in publications of the Geological Survey," and only the more important conclusions to be drawn from the tests are mentioned in the following pages. The tests were made to show the fitness of the cokes for foundry purposes, but an incidentlll result was to show foundry men and the coke producers the advisability of studying the conditions of foundry practice. The present bulletin, published by the Bureau of Mines because the analyzing and testing of fuels have been transferred from the Gilological Survey to the Bureau of Mines, briefly reviews the status of the coke industry, some features of practice in the use of coke in the foundry, the probable happenings of a cupola heat, and the reasons for modifying charging practice so that a particular coke can be used to best advantage.

The trend toward encouragement of worker participation in accident prevention in the coal mines of the United States is not new; however, it has been given added impetus in recent years and is now definitely progressing. It has been found by experience that, although there are many approaches to a mine-safety program that will include the workers themselves as well as their supervisors, no one way is suitable under all circumstances. It requires the concerted efforts of many agencies working along parallel lines toward a common goal. The following seven principal agencies, using somewhat different methods, are listed to illustrate how this problem is approached throughout the coal-mining industry 1. Federal Bureau of Mines. 2. State mining departments (in individual States where coal is produced). 3. Programs conducted by individual mine operators. 4. Programs conducted by mine workers&apos; organizations (unions). 5. Institutes, societies, and other educational organizations. 6. Coal operators&apos; associations (regional and national). 7. Universities, college, and high schools. Each of the seven approaches to safety are discussed briefly, and their methods end contributions, such as publications and other activities, are listed.

In June 1929 the Bureau of Mines issued a 13-page information circular entitled "Mineral Wool," which was one of the first publications to present to the public Rome technical aspects of the mineral-wool industry. Since then several articles on the subject have appeared in the technical press as well as in publications of State organizations. Inquiries for information on mineral wool have continued to be received by the Bureau of Mines in large number, and in 1935 it was decided to make a field survey of the plants then producing and to collect therefrom technical data to be compiled in a paper for nubile distribution. With the cooperation of the industry, this survey was made, and Information Circular 6984, Mineral Wool, was published in January 1930. The issue was exhausted after a few months, and requests for copies continued to come to the Bureau. As opportunity arose, further field studies were made in American as well as Canadian plants. The present circular contains the essential information in Information Circular 6994 together with date from later field studies.

This report contains a summary of designs, specifications, costs, and schedules developed for a prototype oil-shale demonstration mining program to be undertaken at the Horse Draw site in the Piceance Creek Basin, Rio Blanco County, Colorado. The objective of the demonstration program is to assess the feasibility of extracting oil shale and associated saline minerals from deep, rich oil shale zones which occur within the central portion of the Basin. Four mining systems were specified for demonstration. These include (1) chamber and pillar mining with backfill; (2) sublevel stoping with backfill; (3) sublevel stoping with full subsidence; and (4) block caving. Commercial-scale designs for each system were modified and scaled down as required to achieve program objectives. The demonstration mine layout and design includes specifications for ore handling, backfilling, ventilation, dewatering, maintenance, and supply systems. A feature of particular interest in the design is the combination of block caving and sublevel stoping methods into a single unit for demonstration of subsidence mining systems in deep oil shale deposits. The report also contains a detailed breakdown of projected capital and operating costs for the demonstration mining program.
