The contract objective was to develop and test automatic fire control systems for large surface machinery in surface coal mines. The effort described by the report covers the period from 31 January 1977 to 11 November 1977 and accomplished the following tasks: ? Data accumulation, mainly from visits to the major manufacturers and mine sites. ? Hazard analysis of blast-hole drill, mining shovel, and dragline. ? Recommended design concepts for automatic fire control systems for each of these vehicles. ? Detail system designs for each of these vehicles. ? Procurement of prototype systems for the blast-hole drill and mining shovel. ? Installation of the prototype systems on machines at a surface mine and demonstra¬tion of performance by fire tests on the machines.

The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. This study relates to continuous face haulage systems in underground coal mines, and was performed by Joy Manufacturing Company for the U. S. Bureau of Mines under the Bureau of Mines Contract No. HO 242025. The effective starting date for this work was June 14, 1974. There were two main reasons for making this study, the first being to find a safer system to move coal away from the face than the currently predominant shuttle car system, and the second being to seek ways to advance the state-of-the-art of continuous face haulage as a means of increasing coal production.

The rapid development of transportation facilities in Japan focused the attention of this country on the possibility of converting the existing coal resources (of which there was an abundance) into liquid fuels, for which there was a constantly increasing demand. Previous work had indicated that this could be accomplished by utilizing one of two processes - the Bergius process, in which high temperatures and high pressures were employed to effect direct liquefaction of the coal, and the Fischer-Tropsch process, in which an indirect liquefaction of coal was accomplished by the production of liquid hydro-carbons from hydrogen-carbon monoxide mixtures. This report describes some investigations into the latter process, which was first developed by Fischer and his colleagues in the Coal Laboratory in Muhlheim, Germany, in 1923. By 1932, these investigators had achieved a 60-percent theoretical yield (152 ml. of liquid hydrocarbons per cubic meter of 2H2:ICO synthesis gas) by using a precipitated Co-Th02 catalyst.3/ At the same time (1932), Dr. Kita of Kyoto Imperial University and Messrs. Fujimura and Tsuneoka obtained 145 ml. of gasoline (C5+) per cubic meter of synthetic gas by using a Co-Cu-Th-U catalyst. 4/ This report is a description of the experimental results subsequently obtained at the Fuel Research Institute, Kawaguchi City, Saitama, up to 1935.

In response to increased aluminum demand, U.S. producers have begun reactivating primary aluminum capacity which was shutdown during the 1974-1975 recession. Reynolds Metals Company started up almost 80,000 tons per year of idled capacity at Listerhill, Alabama, and Jones Mills and Arkadelphia, Arkansas plants. Howmet Aluminum Corporation and Alumax announced that the operating rate at their jointly owned facility at Frederick, Maryland was being increased from 75 percent to 100 percent, equivalent to a 44,000 ton-per-year increase in output. Kaiser Aluminum and Chemical Corp. expected to restart one of the two idled potlines at its Mead, Washington facility in May raising its production rate by 27,000 tons per year. ANTHRACITE - The anthracite market for the larger sizes continues at a good level, and although the demand for industrial sizes has been weak, the current trend indicates an increased demand for industrial fines by the steel, auto, and other industries.

When a gasoline locomotive is used in a mine there is danger of the noxious gases of the exhaust vitiating the air, but if enough air is circulating in those parts of the mine in which the locomotive is used, these gases are so diluted that they are rendered harmless, and the health of the workmen is not affected. In some mines the use of gasoline locomotives is impracticable, though in the majority of mines where they have been tried they have proved to be safe and economical. To determine the limitations that should surround the use of these machines in mines so that they shall not be detrimental to health and so that their economic advantage may be retained, it is necessary to ascertain the volume and the character of the exhaust gases and the amount of these gases that may be safely allowed in the mine air, and also to determine safe conditions of operation. The problem is primarily one of ventilation and like all ventilation problems must be intelligently computed to meet the conditions of each mine. The investigation described in this bulletin was undertaken 'by the Bureau of Mines in an endeavor to obtain exact information on some of the basal questions involved in the use of gasoline locomotives in mines, this investigation being one of many that the bureau has been conducting in its efforts to increase safety and efficiency in mining.

The London Metal Exchange began its first official session of aluminum trading on Monday, October 2, LME prices based on 3-month forward contracts opened Monday at 52.4 cents per pound, fell midway through the week to 52.3 cents and ended Friday at a high of 52.7 cents. For the week, LME metal averaged 52.5 cents. Although Reynolds Metals Co. and Aluminum Co. of American continued in September to value unalloyed 99.5 percent aluminum ingot at 53 cents per pound, other producers were at higher positions of 55-57 cents. Alcan Aluminum Corp. of Alcan Aluminum, Ltd., a Canadian producer, increased prices for its U.S.-marketed ingot by 2 cents to 55 cents per pound, effective September 21. New York merchants increased ingot quotes by approximately 0.5 cents to 52.8-53.5 cents per pound.

1. Domestic Production and Use: In 1979, 12 companies operated 32 primary aluminum reduction plants, with 3 firms accounting for 64% of production. Washington, Oregon and Montana accounted for 32% of the total production; Gulf Coast States 20%; other Northern States 32%; and other Southern States 16%. Based on published producer prices output of primary metal in 1979 was valued at over $6 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1979, building accounted for about 24%; packaging 23%; transportation 22%; electrical 11%; consumer durables 8%; and other uses, 12%.

The number of railroad coal cars (open top hoppers), dominated rail car orders and deliveries in 1975 according to announcements made February 11, by the Association of American Railroads and the American Railway Car Institute. Acting to keep ahead of increased coal production, the railroads installed 21,748 new coal cars in 1975, the most since 1957. The 1975 installation resulted in a net increase of 6,560 coal cars and an overall gain of 4.5 percent in the total capacity of the hopper car fleet. With most of the new coal cars going into unit train service --where car utilization is greatest --the railroads actual coal-carrying capacity was increased far more than 4.5 percent. The AAR estimated that unit train operations now move 50 percent of all rail-hauled coal compared to only 42 percent 2 years ago. COBALT - The Societe Miniere de Tenke Fungurume (SMTF) copper-cobalt project in Zaire reportedly was suspended in January for an indefenite length of time. According to officials, the deferment resulted from a number of adverse factors, one of which was exceptional increases in capital costs. The project was scheduled for completion in early 1978, with an eventual production of 14.3 million pounds of cobalt per year. Reserves of cobalt were reported to be 505 million pounds. SMTF is a consortium and includes American, British, French, Japanese, and Zairian interests.

Norton Co., a manufacturer of abrasive products and diamond drilling and coring bits for oil and gas exploration, is building a $19.1 million addition, scheduled for completion in late 1980, to the Huntsville, AL. The plant makes alumina-zirconia abrasive grains used in grinding wheels and coated abrasives. ALUMINUM Martin Marietta Aluminum Inc. announced plans to expand production capacity of its 112,000-ton-per-year primary aluminum smelter at Goldendale, WA to 177,000 tons per year. The $125 million expansion was scheduled to come onstream in 1981. The Aluminum Company of America announced plans to restart a fourth potline during October at its 185,000-ton-per-year Point Comfort, TX primary aluminum smelter.

The major purpose of this bulletin, as indicated in the preface by Dr. John W. Finch, Director of the Bureau of Mines, is to give a critical review of the coal-mining methods used in the principal producing countries of Europe, to describe the reasons underlying the adoption of these methods, and to contrast them with coal-mining methods employed in the United States. The report includes discussions of various subjects intimately related to coal mining, such as geology of the principal coal fields; production and resources of the several countries; mine safety and health research; Government mining regulations; mine inspection and rescue procedure; safety lamps; fixed lighting methods under-ground; testing electric motors, mining machines, and mining explosives for permissibility; and special mining hazards, such as explosions of gas and coal dust, mine fires, instantaneous gas outbursts, ground movement and surface subsidence, and bumps. Commercial, economic, and labor problems of European coal mining, including miners' output, wages, and social-insurance schemes, as well as cost of mining, prices of coal, etc., are briefly described. It will be noted that data on most subjects are not given for Russia, which has become an important coal-producing country, owing to the lack of reliable published information concerning Russian coal mining.

"INTRODUCTION During the first phases of the war emergency the shortage of aluminum prompoted the Bureau of Mines to investigate methods for using low-grade bauxites of high silica content and also clays as raw-material sources of this strategic metal. The Bayer process treats low-silica bauxites to provide the industry with a major portion of the purified alumina, which contains very low percentages of silica and other impurities. One of the methods investigated in the laboratories of the Bureau of Mines for low-grade materials is the lime-soda sinter process, which was studied on a pilot-plant scale. In this process, the alumina content of the alumina-bearing minerals Bs made water-soluble by sintering the raw material with limestone and soda. Simultaneously, the siliceous material is rendered insoluble. The sinter is extracted with an alkaline liquor, and the resulting extract liquor is treated as follows to recover the alumina: (1) Autoclaving with lime to remove silica as a zeolitic complex and (2) treatment with CO2 to precipitate alumina as the trihydrate (A1203.3H20). Figure 1 is schematic flow sheet of this process.As the process is cyclic, it is necessary that nearly all of the soda and alumina remaining in the plant liquors after carbonation be recovered. Upon passing through one cycle, these liquors contain 14 to 15 percent NaCO3 2 to 5 percent NaOH, 1 to 3 percent A1203, minor amounts of silica, and, with certain materials such as Pennsylvania diasporic clays, 0.5 to 1.0 percent Na2S04. Approximately 50 percent of the Na20 in these liquors must be returned, as soda ash, to the dry-grinding and raw-materials blending operations. Previous work (6)5/ on sulfate-free solutions demonstrated that two methods for recovering Na20 were feasible, namely: (1) Salting out Na2C03.H20 by evaporation of the carbonated solutions and (2) crystallizing Na2C03.10H20 by cooling the concentrated carbonated solutions."

The accompanying supply/demand flow diagrams and 10-year tables for mineral and fuel commodities present essential data required by government, industry, and others to formulate policies and programs that can help assure an adequate and continuing supply of mineral raw materials. The 10-year data base terminates with 1975 figures because adequate world information was not available beyond that date. The selected mineral supply/demand tables and flow diagrams comprise but one "output" from the massive body of information and data collected and compiled by the Bureau of Mines on a continuing basis covering mineral production, consumption, prices, shipments, imports, exports, and stocks, as well as industry activities in all States and abroad.

This report records a chapter in the history of the development of an electrolytic manganese industry in the United States. Nearly all the manganese requirements of the United States have been imported. Although there are large quantities of manganese ore in the United States, most of it is low-grade and cannot be used for the production of ferromanganese. Since the electrolytic production of manganese carried out by a process developed in the laboratories of the Bureau of Mines offers a method whereby the extensive low-grade deposits may be utilized and since commercial development had proceeded slowly, the Bureau constructed a new and larger pilot plant at Boulder City, Nev., where abundant electric power was available. An authorization in November 1940 covered a plant of only several hundred pounds daily capacity. Additions to some sections author¬ized by subsequent appropriations have enabled the plant to produce over 2,000 pounds a day for extended periods.

The process of drilling and bolting the roof is currently one of the most dangerous jobs in underground mining, resulting in about 1,000 accidents with injuries each year in the United States. To increase the safety of underground miners, researchers froth the Spokane Research Laboratory of- the National Institute for Occupational Safety and Health are applying neural network technology to rite classification of mine roof strata in terms of relative strength. In this project, the feasibility of using a monitoring system on a roof drill to assess the integrity of a mine roof and warn a roof drill operator when a weak layer is encountered is being studied. Using measurements taken while a layer is being drilled, one can convert the data to suitably scaled features and classify the strength of the layer with a neural network. The feasibility of using a drill monitoring system to estimate the strength of successive layers of rock was demonstrated in the laboratory.

Protective canopies for conventional electric face equipment, including shuttle cars, operating in low coal (less than 48 inches) were designed, fabricated, installed and evaluated on in-mine machines engaged in regular coal mining operations. This work was performed under contract to the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center. The canopies will support a vertical load of 18,000 pounds and provide protection against both roof falls and contact with the mine rib. Canopy configurations were established based on human engineering studies, full scale canopy mockups, and in-mine observation and consultation with mine and equipment manufacturing personnel. Overall height of each canopy is hydraulically adjustable between a minimum of 32 inches and a maximum of 40 inches. Canopy tops are open framework, welded structures, covered with expanded metal mesh. Structural members are 1 3/4-inch or 2-inch square tubing of AISI 413ON and ASTM A500 material, respectively. The canopy tops are typically supported by an understructure and upright post arrangement that is either integrated into the current operator platform or attached to the machine frame. The four upright corner posts house the hydraulic actuators. Canopy tops are elevated horizontally. Canopies are welded or bolted to the existing machines. Installation is accomplished with a minimal amount of interface modifications. No major machine design changes are required. Canopies were trial installed and load tested at the manufacturer's facility prior to installation on the in-mine machines. Canopies were installed on a Joy 14BU10 Loader, 16RB-3AH Cutter, and two 21SC Shuttle Cars, and a Galis 300 Roof Drill and 460-S Face Drill. Canopy installations were evaluated in the Jewell Ridge Coal Company No. 12 and Big Creek Tiller Mines. Operational time accumulated on the installations during evaluation ranged from 1 week to 14 weeks of two-shift operation. All five canopy designs, manufacture, and test were successfully accomplished. The five canopies met all safety requirements. Three of the five canopies were deemed to be completely successful from an operator's point of view. That is, mine management as well as the machine operator found that the canopies did not impede the operation of the machines to function with the same efficiency as before the installation of the canopies. The loader canopy, in fact, appeared to have provided a mole efficient operation of the loader by providing added safety to the operator from rib contact thus allowing him to concentrate more fully on the loading function. Operational problems were encountered with the shuttle car and the roof drill. The shuttle car canopy obstructed visibility to an objectionable amount and the roof drill canopy impeded maneuverability of the machine, more than doubling the roof bolting time.

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . Present information indicates that a copper deposit can be safely fractured with a nuclear explosive and the copper successfully recovered by the in-situ leaching method. The process is not yet at the stage where it can be presented t ) the mining industry as a technique proven in all its aspects, but it is a method with high success potential. Unknown factors must be evaluated by a full-scale test before the economics or the extent of the use of the method by the mining industry can be predicted. Preliminary calculations indicate that the cost of fracturing a copper deposit nuclear explosives may range from l.8 to 55.2 cents per ton or in some case: less than a cent per pound of recoverable copper. Copper may be recovered at less cost than by conventional methods. Deposits with 4 pounds of recoverable copper may be economic and production from a deposit may begin in less than half the time required for conventional methods.
