The Early Norian Windy Craggy massive sulfide deposit is within the allochthonous Alexander terrane of the Insular tectonic belt in extreme northwestern British Columbia (Figure 1). Host rocks are the Middle Tats Volcanics, part of an informally-named volcano-sedimentary succession of mixed graphitic argillites and mafic pillowed and massive volcanic flows and sills of Upper Triassic age (Figure 2) that have suffered only lower greeschist-facies metamorphism. The volcanic rocks are light rare earth element (LREE)-enriched and display a variably developed back-arc subduction signature. Major and trace element compositions of the host argillite show that it contains an appreciable hydrothermal component, as evidenced by low high Fe and Mn contents. These sediments therefore record steady, continuous hydrothermal activity punctuated by intermittent turbidity currents sweeping into the basin. The deposit consists of at least two discrete sulfide lenses (the North and South Sulfide Bodies), as shown in Figure 3, a level plan at the elevation of the exploration workings. Published reserves at 0.5% copper cut-off are 297.4 million tonnes grading 1.38% Cu, 0.08% Co, 0.21 g/t Au and 3.9 g/t Ag (as of December 1991). However, the deposit is larger than this and further drilling is required to delineate it completely. Mineralization comprises massive sulfide, stringer/stockwork, and finely bedded to laminated sulfides and exhalites. Stockwork mineralization consists of sulfide-quartz-chlorite veins with attendant chlorite and silica alteration. Mineralization consists predominantly of massive pyrrhotite andlor pyrite with lesser chalcopyrite and magnetite. Figure 4 is an oblique section through the North Sulfide Body, the most northerly sulfide mass shown in Figure 3, which shows the distribution of the pyrite and pynhotite-rich massive mineralization and the stringer zone. The North Sulfide Body contains appreciable sphalerite, whereas the South Sulfide Body contains only trace amounts. "INTRODUCTIONThe majority of studies on the genesis of ferromanganese crusts focus on the adsorption and accumulation of metals, and therefore cations, especially those of economic interest. From these studies, a first-order electrochemical model has been proposed based on the zero point of charge of the manganese and iron oxides at typical seawater pH, which assumes that positively charged ions will bind to the negatively charged manganese oxide phase and neutral and negatively charged ions will bind to the slightly positively charged iron oxide phase (e.g. Koschinsky and Halbach,1995; Hein et al., 2013). While the theory behind this model is sound, and it has been consistent for many elements, other elements may not follow the model (Koschinsky and Hein, 2003), and thus requires additional investigation and validation. As a new approach to understanding element accumulation in ferromanganese crusts and to test the proposed electrochemical model, this study investigates the surface chemistry of the halogens, which occur as negatively charged ions in seawater and have high and consistent concentrations in seawater.ResultsBulk Halogen ConcentrationsTo determine the distribution of halogens in ferromanganese crusts, an initial dataset of 24 FeMn crusts (24 bulk and 19 layer samples) from throughout the global ocean, including the Arctic and the Southern Oceans, has been analyzed for chlorine and fluorine content using ion-selective electrode. Although both Cl and F are conservative in seawater, their content in crusts shows striking variability (Cl: 326 - 13310 ppm; F: 146 – 1048 ppm for non-phosphatized crusts) and has no obvious geographic relationship to ocean basin and no correlation with water depth, latitude, or longitude. We plan to have bromine concentration data to present at the time of this conference."

In October 2004 Placer Dome entered into an exploration farm-in agreement with Nautilus Minerals, to explore for Submarine Massive Sulphide (SMS) deposits on Nautilus? PNG exploration tenements. Placer/Nautilus currently holds approximately 15,000 km2 of tenements in PNG waters, either granted or under application, covering all reported seafloor hydrothermal vent occurrences.

In the western Woodlark Basin, propagation of seafloor spreading is occurring directly into the continental crust of Papua new Guinea. The spreading is not strictly in a back-arc tectonic setting, rather it appears associated with microplate rotations related to the complex convergence of the Indo-Australian and Pacific plates in the southeastern Pacific region. Volcanic rocks along the western Woodlark spreading axis range from normal mid- ocean ridge basalts to basaltic andesites with back-arc geochemical affinities. Rare peralkaline rhyolites also occur. Hydrothermal deposits occur at a basaltic andesite volcano located on the neovolcanic zone near its westernmost propagating tip. Franklin Seamount is a 250m-high cone constructed largely of pillow lavas and talus which sits astride a 450m-high ridge of similar lavas oriented subnormal to the spreading direction. At its crest, 2150m below sea level, there is a 100m-deep caldera.

Radiometric surveys of the beach and nearshore zone of the Dutch Frisian Islands have identified sands enriched in heavy minerals. The areas of heavy mineral concentration have been mapped in detail using a state of the art towed gamma-ray detector, which gives improved sensitivity through the use of new detector materials and improved data processing techniques. The detector provides continuous measurement of sea floor radioactivity (and of a number of other parameters) and can be used simultaneously with other survey techniques, such as echo sounding, sidescan sonar and shallow seismic profiling. It enables a rapid, and cost effective, assessment of the surface distribution of heavy minerals to be made. The heavy mineral suite includes magnetite, ilmenite, garnet, rutile and zircon. These minerals contain 1-3 orders of magnitude more U and Th, in terms of their activity concentrations, than the accompanying light minerals (mainly quartz). Since the heavy mineral composition of the sands appears to be relatively constant along the Dutch Frisian Island chain, the U and Th concentrations can be used to provide a quick estimate of the heavy mineral content. The sea floor radiometric measurements allow sediment sampling for more detailed analysis to be highly targetted. The zones of heavy mineral enrichment are generally sub-parallel to the coast and are usually confined to water depths of 5-10 m. There is a close correlation with sand bars on the shoreface, the highest radioactivity typically occurring just seaward of the crest of these features. As well as being used for heavy mineral exploration, similar radiometric methods can be applied to mineral processing. Gamma-ray detection systems can be used to provide rapid analysis in the process stream enabling on-line grade control and optimisation of processing, from excavation of mineral sands to the final products.

Traditionally, mining activities have been developed in firm land, but technological advances and human needs have opened in the last year?s new opportunities in the maritime field. This has happened not only in the oil or hydrocarbons industries, but also in relation to the exploration or exploitation of other minerals, metallic and non-metallic. This has forced several countries to complement or create legal rules that make possible its own development and the International Law, through the United Nations Convention on the Law of the Sea, to regulate this activity in the space of its own, the calling area. Chile, as country with a long experience in mining and great advances in large deposits exploitation, possesses a special juridical frame that regulates this economic activity according if it is the geographical or territorial area in which is realizes, and it has been complemented lately with the international normative.

Gold and silver are important byproducts of mining volcanogenic massive sulfide (VMS) deposits. Both metals occur in VMS deposits ranging in age from the Archean to the currently forming massive sulfides found on the ocean floor. The gold- and silver-rich deposits on the modern seafloor are geographically diverse and occur in several different tectonic settings (Figure 1a,b) including seamounts (e.g. Franklin Seamount, Papua New Guinea), unsedimented mid ocean ridges (e.g. TAG and Snakepit, Mid Atlantic Ridge), sedimented mid ocean ridges (e.g. Escanaba Trough) and back-arc basins (e.g. Manus Basin, Papua New Guinea). Interestingly, the most gold- and silver-rich deposits are found in the back-arc basins of the western Pacific, commonly associated with differentiated volcanic rocks such as the dacite-rhyodacite suite at PACMANUS in the eastern Manus Basin. This suggests that different, or more efficient, mechanisms are concentrating precious metals in such back-arc settings. Such mechanisms may include leaching of volcanics enriched in gold (e.g. rifted arc crust) or silver (e.g. continental crust) and/or the introduction of gold into a hydrothermal system by a magmatic fluid. The gold content of modern seafloor precipitates varies from a few ppb up to a high of 54 ppm reported from eastern Manus Basin (1). The Jade Deposit in the Okinawa Trough has the highest silver contents with values up to 1.1% (2). Both gold and silver are preferentially concentrated in late-stage, low temperature precipitates with zinc-rich assemblages being favoured in most cases. Gold is found as relatively pure native gold and sub-microscopic inclusions in gold-rich deposits, but occurs predominantly as sub-microscopic inclusions and possibly as solid solution in the gold-poor deposits (3). Silver occurs as rare silver minerals such as acanthite and native silver in the silver rich Jade deposit (2), but more commonly in the silver-containing minerals tetrahedrite and tennantite, as is the case in the PACMANUS deposit. Tetrahedrite is also known to be an important host of silver in ancient VMS deposits (4). More abundant sulfides can contribute significantly to the silver balance. In the silver-poor deposits at 21 N East Pacific Rise, silver is contained entirely within chalcopyrite, isocubanite, pyrite, marcasite, sphalerite/wurtzite and galena. In this case silver may be present as sub-microscopic inclusions of silver minerals or in solid solution.

On the western continental shelf of southern Africa diamonds derived from onshore sources are concentrated in gravels within drowned terrestrial and marine geomorphological features. First discovered offshore in the late 1950's, they are known to exist for about 1400 km along the Namibian and South African coast in water depths of up to 200 m. Shallow water operations yielded 1.5 Mct during the decade ending 1970 when De Beers acquired a majority of the offshore leases and commenced a 15 year exploration program. Deeper water and the prevailing sea conditions required the development of new, unique, marine mining equipment. The first large scale mining production of 22 kct was achieved by De Beers in 1989 with an output of 22 kct. Annual marine output from all sources now exceeds 0.6 Mct worth some US.$ 170 M, and rising to 0.7-0.8 Mct for 1998. Exploration has also been taking place in the waters of West Africa, Australia, and Indonesia. Exploration is by means of high resolution geophysics followed by sampling using a variety of drills, airlifts and seabed-mounted machines which imitate the eventual mining process. Surveying is now probing depths of 500 m. Smaller scale mining by several junior companies has traditionally involved diving and airlift systems. Increasingly, however, they are adopting different and improved techniques which to date have been employed only by De Beers Marine as contractor to Namdeb. Marine exploration and unit mining costs are high compared to those applicable to alluvial deposits onshore. By 1996 the total development costs incurred by De Beers alone reportedly had exceeded US.$ 500 M. However, the financial rewards are commen-surate because of the higher recovered grades. The operations are not without risk for the total of nearly 10 large and medium scale production vessels deployed by various organisations. The greatest shortfalls are experienced in the estimated throughput, not the grade.

Recommendations have been drafted following an international multidisciplinary panel discussion organized at UNESCO/IOC by the Académie des Sciences d?Outre-Mer on 15 December 2010 conveyed, according to its mandate, to the French government and to an international pool of scientists and stakeholders. These take into consideration the relevant Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982, the Rio ?Earth Summit? Convention of Biological Diversity of 5 June 1992 as well as the activities and recommendations implemented for the world?s oceans and seas, in particular by the International Seabed Authority (ISA) and the recent reports and scientific works (including those implemented by the ISA Kaplan, Ifremer, COI-Unesco). The recommendations integrate, for one of the ecosystems, the conclusions of the project of the conclusions of an IOC-UNESCO / Government of Flanders project (2004-2010) implemented by Dr. V. A thorough appreciation of the origin, formation, preservation and geometry of marine sand and gravel deposits is central in demonstrating that their extraction by dredging does not affect coastal processes or marine life. Geological evaluation underpins wave, tidal and sediment transport modeling and assists in predicting the nature and extent of seabed change during and after dredging. Marine sand and gravel deposits in the English Channel, southern North Sea and parts of the Irish Sea are of predominantly periglacial fluvial origin and record long histories of valley and floodplain cut and fill associated with Quaternary climatic and sea level oscillations. In the Bristol Channel, the influence of marine transgression and tidal dominance in sorting proglacial outwash deposits is evident in the distribution of sandbanks, scoured channels and gravel lags of this region. These deposits are relict and are unrelated to coastal sediment dynamics. Their extraction leaves seabed depressions which monitoring shows remain unfilled. The resultant offshore bathymetric changes and sediment removal in over 10 m water depth are not transmitted to the coastal zone as beach drawdown, wave height increases or sediment starvation. Applications for new aggregate dredging permissions in UK waters must be accompanied by an EIA and need to make a convincing case that the dredging will not affect rare or declining species and communities of marine life. Seabed recovery rates post dredging are now investigated and understood with reference to geological setting and the uniqueness of the sediment/biological character (biotope). Investigation of the continental shelf by the Industry and others reveals the large extent of gravel-dominated biotopes relative to commercially viable deposits.

An unusual combination of ten new, deep (-100 m) coreholes and an extensive high-resolution seismic reflection network enables us to produce a detailed study of the phosphorite resources in the Tertiary strata of the Georgia continental shelf. These strata are mixtures of a terrigenous facies, notably quartz and clay along with minor amounts of other aluminosilicate minerals, and of a marine facies, notably phosphorite and carbonate. Phosphatic sediments occur throughout the cores, however the richest phosphorite beds are in the middle Miocene (Serravallian) sediment, where they constitute up to 70 percent of the sediment mass. Major zones of phosphate enrichment occur chiefly at major unconformity boundaries (tops of Oligocene, lower and middle Miocene, upper Miocene, and lower and upper Pliocene) and at prominent intrastratal reflectors representing minor unconformities within units. Phosphorite co-occurs with the clay minerals, especially palygorskite, but correlates inversely with carbonate and detrital quartz, indicating a low-energy depositional environment. The clay minerals present in these strata, which have an environmental consequence on recovery of the phosphorite, are varying concentrations of smectite, kaolinite, mica, palygorskite, and sepiolite. Phosphatic resources have been determined within only the Miocene strata. Sediment volume for this unit to the 100 m isobath on the continental shelf has been established using the high-resolution seismic reflection network that has been calibrated using the deep coreholes. Phosphorite grains larger than 0.1 mm average about 40% of the sediment. In turn, most of the remainder of the sediment in this size range is quartz, which is separable from phosphate grains using conventional flotation techniques. Our estimate is that 300 Gt of phosphorite lie within the Miocene strata of the Georgia continental shelf.

Many of the Pb-Zn massive sulfide deposits of the Bathurst area in northern New Brunswick, Canada, are intimately associated with laterally continuous iron formation (IF) (Figure 1). This IF is a fossil laminated, exhalative, chemical sediment. Together, the IF and the Brunswick #12, Brunswick #6, and Austin Brook deposits (rightmost discontinuous horizon on Figure 1) are collectively referred to as the "Brunswick Belt". To date we have only studied the Brunswick Belt and have not examined the horizon along which the QSR, CNE and Flat Landing Brook deposits lie. The Bathurst area is underlain by the Tetagouche Group (Figure 2), a Cambro(?)-Ordovician sequence of metasedimentary and bimodal metavolcanic rocks that was intruded by mafic to felsic plutons and subsequently deformed during the Taconic Orogeny. The stratigraphic sequence consists of shales and greywackes that are overlain by carbonaceous shales and felsic volcanic and volcaniclastic rocks; these are in turn overlain by mafic volcanic and sedimentary rocks. The massive sulfide deposits and IF occur within the upper portions of the felsic volcanic rocks in close association with carbnaceous metasedimentary footwall rocks (Figure 2).

The development of marine mining in the offshore areas adjacent to most of the insular and continental European States is limited by the complex and evolving nature of its legal regime on the basis of the relevant applicable international, European and domestic rules. As the development of marine mining requires investments in capital-intensive technologies, the bankable feasibility of marine mining projects is very much dependent on the legal security of mining rights, assets and operations in offshore areas. This is quite difficult to assess due to the constant accumulation of applicable and potentially conflicting international and domestic laws in these areas, in particular the coastal zone, the territorial sea, and the Exclusive Economic Zone (EEZ). The often conflicting interaction of international treaties, laws and regulations in offshore areas raises specific and major issues in terms of permitting processes, access rights, ownership rights over the mineral resources explored and mined, flag vs. coastal State jurisdiction over mining vessels and marine mining equipment, international environmental liabilities, and unitisation and multi-forum disputes. In addition, the determination of jurisdiction and the legal regime under which marine mining could take place is becoming even more complex with the development of EU Law and the recent revision of the International Law of the Sea, particularly the new extension regime of the EEZ and jurisdiction over the continental shelf.

Since the Industrial Revolution, the land resources have been decreased rapidly as the industrialization. And this phenomenon brings to our mind an interest in deep-sea resource(manganese nodule). Hence, Korea has been participated in the development project of exploiting manganese nodule since 1983. Hwang and cho(1998) studied the economic efficiency evaluation of manganese nodule carrier. But they used the TAMU(Texas A&M University) model, and assumed deadweight and velocity of bulk-carrier. If we use some optimization technique, more economic manganese nodule carrier can be selected and evaluated without limited assumption. In this study, we evaluated the economic efficiency of manganese nodule carrier using genetic algorithms(GAs).

Six active Kermadec Arc submarine volcanoes located between 34°S and 36°30?S were mapped and sampled by an interdisciplinary inter-institutional research team between April and July 2005 using submersibles Pisces V and Pisces IV aboard the mother ship the RV Kai?mikai-O-Kanaloa. The purpose of the expedition was to study the relationship between hydrothermal activity, formation of hydrothermal mineral deposits and the biodiversity of life associated with the hydrothermal vents. Of the volcanoes examined, all showed evidence of hydrothermal activity, plume production and helium anomalies. Only two of the volcanoes, namely Brothers and Clark, showed chimneys and surficial poly-metallic sulphide deposition. Hydrothermal venting at a water depth of 1700 meters within the base of the northern wall of the summit caldera of Brothers Volcano has produced a field of chimneys, some of them 5 metres high with black smokers venting. Temperatures of 300°C were measured within the active vents. Clark Volcano has a double cone summit at a water depth of 875 metres. The shallowest cone has a near-summit hydrothermal vent field with 5-meter high venting chimneys and smaller structures around the periphery. Water temperatures of 200°C. Geochemical and petrological analysis of the massive poly-metallic sulphide samples taken from Brothers and Clark show a diversity of mineralogy. This diversity is clearly a function of hydrothermal water temperature. Chimneys sampled from Brothers are pyrite and sphalerite dominant with lesser chalcopyrite. Sulphides from Clark Volcano tend to be barite rich with lesser sphalerite and pyrite. Sulphides from Brothers Volcano have a range in gold composition of 4 to 58 ppb with silver composition of up to 38 ppb. A mineral formation model for the volcanoes suggests hydrothermal fluid boiling within the volcanic edifice for those volcanoes with shallow summits and massive sulphide deposition with the edifice as well. Surficial deposits include native sulphur and lower temperature oxides. Only the deeper water Brothers Volcano shows massive sulphide deposition along the marginal faults of the caldera floor.

Two principal types of the hydrothermal fields in Atlantic - axial and off-axis - could be established based on their structural setting in the rift zone of the Mid-Atlantic Ridge (MAR) (Figure1). The first (axial) type is represented by five high- and three low-temperature hydrothermal sites (Table 1). All of these fields are connected with young axial effusive volcanism and related to large linear volcanic ridges or central volcanoes at the inner floor of the rift valley. The hydrothermal activity here is controlled by the intersection between longitudinal magma feeding faults and transverse weakened zones characterized by high permeability. [ ] The hydrothermal sites of the second (off-axis) type (such as Rainbow, TAG, 24°30?N, Logatchev, newly discovered 13°N (Figure 2) and possibly 16°48?N sites) are related to large tectonic dislocations forming marginal scarps of the rift valley as well as transverse discontinuities.

Much of the aggregate that is being exploited at present from these areas is a ?relic? deposit. It was originally eroded from primary source rocks and transported to a depositional centre by processes that are now either greatly reduced in effectiveness or are largely absent at the present time. Following the retreat of the Devensian ice sheet, the subsequent rise of sealevel and the drowning of large areas of the continental shelf along with the lower reaches of many rivers, a fresh sequence of sediment sources, pathways and sinks now exist. Sediment is being eroded from several, pre-existing source areas and transported along different, well - defined pathways to a number of new depositional sinks. Some of the present, licenced, aggregate dredging areas lie close to these sources, pathways and sinks with the consequent dredging activity being perceived by some as interfering with the ?natural process? that links the offshore and the coastal / littoral zones. With this perception in mind, the principal, sources, pathways and sinks between Flamborough Head and Beachy Head will be highlighted and the relationship of dredging activity upon them, evaluated. It will be demonstrated that offshore dredging activity has no effect upon supplies of sediment to coastal beaches.

India?s interest in the resources of the deep seabed particularly the manganese nodules in the Indian Ocean can be traced back to the Indian Ocean Expedition of 1960 ? 65. The collection of Manganese Nodule samples from the Indian Ocean in January 1981 aroused considerable interest within the scientific community. Following several surveying expeditions, the Central Indian Ocean was identified as the most promising area for exploitation. India was accorded ?Pioneer Investor? status and further research and development programs were launched to establish the techno-economic viability of deep seabed mining. India has also shown considerable progress in the field of development and testing of methods for processing the nodules. The Department of Ocean Development manages the program.

Mineral exploration problems in the S.W. Pacific are not unique to that region, but a combination of favourable circumstances render it an ideal area to attempt to solve such problems. The land area of the S.W. Pacific island nations is only a fraction of the total sea area they can claim under current International Law. Hence, they have a great need to explore and evaluate their offshore areas. For the past ten years the focus of this work has been CCOP/SOPAC which has individually and jointly with other groups initiated and maintained far reaching marine mineral exploration programmes. In association with CCOP/SOPAC the writer has obtained and analysed approximately 650 sediment samples from the S.W. Pacific region for seventeen elements. Multivariate statistical techniques have been applied to the data set. The aim has been to identify chemically anomalous sediments reflecting either sea floor mineralisation and/or mineralisation on adjacent land areas.

Meaningful and real time environmental monitoring of marine tailings placement is a clear sign of deeper commitment to the people of PNG in regard to impacts of mining on coastal environment and marine life. Today daily mine wastes and tailings are increasingly being delivered to the seabed offshore of project sites in Misima and Lihir islands. Ramu and Simberi mining projects also plan to dispose tailings out at deep sea. As tailings leave the tailings pipe and come out into the seabed, concentrations of the cations and other potential harmful particles in the tailings stream need to be quantifiably monitored each day during the life of the refinery. For continuous monitoring of the tailing?s true chemical characteristics submarine cables connected with ocean floor observation systems consisting of deep-sea underwater video, and cation sensors and electrodes will be laid. Power transport to the tailings site and data transfer from the tailings site will be via opto-electric cables. Various data center instruments will record and manage the collected data. Observation data will be transferred in real time to stake holder?s data centers via a dedicated line from on-land stations, and then distributed to company offices and government establishments. Japan Marine Science and Technology Center, Telikom PNG, and Australian Institute of Marine Sciences will be the key advisers in this project. The main role of the observatories is to monitor and collect background seabed geochemical data prior to start of tailings disposal, during tailings disposal period, and after the life of the refinery.
