Lithium-ion batteries (LIBs) find wide range of applications from portable electronics to electric cars and stationary storage or renewable energy. LIB electrode fabrication is done through mixing the active material (Li-ion host) with carbon (conductive component) and polyvinylidene fluoride (PVDF), which acts as a binder. These components are dissolved in N-methyl-2-pyrrolidone (NMP) to form a paste which is then doctor bladed onto the aluminum current collector. NMP is a toxic chemical and the overall fabrication process remains costly. Efforts are made of eliminating NMP by (1) replacing the binder and (2) using a new fabrication method. Of particular interest among these new methods is electrophoretic deposition (EPD). Via the application of DC potential, particles in suspension can be electrophoretically deposited on different conductive substrates in a relatively fast rate rendering EPD feasible for industrial application. A key aspect for successful application of EPD is the formulation of a stable suspension. Within the McGill HydroMET group, we explore the potential of EPD in fabricating LIB electrodes having demonstrated its effectiveness in the case of P25 nanotitania/carbon anodes. The performance of EPD fabricated TiO2/C electrodes is compared to standard PVDF-based electrodes and shown to have comparable charge capacity. This method is now being extended to other electrode materials. In this paper an introduction to the EPD method will be made and subsequently its use in fabricating LIB electrodes will be described. The performance of the fabricated batteries is evaluated via galvanostatic charging/discharging and cycling tests.

Summary During the last three years the discovery of gold in the belt of volcanic and sedimentary rocks extending eastward from the Porcupine and Kirkland Lake gold-fields has caused a great deal of excitement in mining circles. The area is heavily drift covered, and every aid to the location of veins is eagerly grasped. A knowledge of the physiographic history of the area is of the utmost importance in the application of many of these aids. Evidence is presented to show that glacial erosion has lowered the general elevation very little below the pre-glacial level, and that many glacial erratics have been carried less than three miles southward. Probably a knowledge of the general geology of a: region was never more necessary to the understanding of the distribution and continuation in depth of the mineral veins than in this area. Four distinct granites occur in the region, and gold-bearing veins are genetically associated with only one of these. Two types of quartz-feldspar porphyries have been found, only one of which has any bearing on the locus of the mineral veins. Many other examples of this complexity of associations might be cited, but everyone goes to show that in most cases the economic importance of the deposits can be realized only after the regional geology is understood. A series of sandstone, limestone and shale intruded by granite lies unconformably below the Keewatin lavas. The latter are intruded by a gneissoid granite and are overlain unconformably by the thick series of Timiskaming greywackes and silts. These are intruded by carbonated syenites and syenite porphyries which have since been rendered somewhat schistose.

"Mohawk Garnet has been operating a small pilot plant near Sudbury, Ontario for several years attempting to produce commercially viable garnet. The challenges of operating a pilot scale mining, processing, and product handling operation as a full time plant have led Mohawk Garnet to seek a better way. In co-operation with Mohawk Garnet, Outotec (USA) Inc. has taken on the technical and design challenges of increasing garnet product from twenty tonnes per day to two hundred tonnes per day.Outotec performed a comprehensive test and flowsheet development program applying Outotec’s density separators, spirals, flotation, and other technologies to design a successful process for the separation and recovery of the valuable garnet for Mohawk.This paper explores the test program, the process flowsheet development work, plant design and preliminary engineering of a new garnet processing. The various technical challenges, process technologies involved, and design concepts will be discussed.INTRODUCTIONMohawk garnet has been operating a small-scale garnet mine and process plant in Wahnapitae, Ontario near Sudbury.The current operation was intended to be a pilot plant and so only produces 20-25 tonnes of garnet concentrate per day. The garnet is bagged and sold for use as abrasive. The process is inefficient with low yields, poor material handling and very high cost per tonne. Mohawk garnet approached Outotec to help them improve their garnet process and transform themselves into a larger scale and more efficient operation."

"A new approach to measure process conditions in flotation cells is presented. Real scale flotation cells in a Zinc circuit are imaged using Outotec LevelSense sensors based on electrical resistance tomography. The latest results from long period plant tests show that the sensors together with FrothControl analysis give new information that correlates well with other process parameters. The sensors can compensate for electrical contact contamination using an automatic calibration technique and they are basically maintenance free. The results indicate that using the LevelSense sensors and FrothControl solution, the process control and optimization can be done automatically, stabilizing and improving the metallurgical performance of the flotation process.INTRODUCTIONThe froth flotation process is widely used in mineral industry for the separation of minerals from low-grade ore slurry. Different property parameters of froth and slurry could be measured to monitor and control the flotation process: air bubble size distribution, flow dynamics, thickness of the froth bed, amount of solids in the froth, etc. Some techniques already exist that can be utilized in studying these important parameters on-line. Examples of the techniques are the high-speed video imaging, simple conductivity probes, ultrasound techniques, floats and pressure transducers (Maldonado et al., 2008). These techniques, however, often suffer from some limitations. For example, the video imaging only gives information from the surface of the froth, simple conductivity probes suffer from contamination and the floats may get stuck and therefore do not give reliable signal for process control and optimization."

"Prediction of wear on a microscale level in mineral processing equipment turns out to be a challenging undertaking. This is particularly true for cases in which the objective is to use such predictions for wear parts design. The key to obtaining such predictions has turned out to be the use of physics based models along with phenomenological constitutive equations. In this paper, two components of the HFS tool set, one for particles (DEM) and one for slurry (MPF), are used for modeling. These tools are applied to the simulation of wear of SAG/AG shell lifters/plates and wear in slurry pumps. In each case wear predictions are validated with plant measurements.INTRODUCTIONHigh Fidelity Simulation (HFS) has emerged as an important tool set for mineral processing plant equipment design and optimization (Herbst and Potapov, 2003; Herbst and Nordell, 2002; Herbst and Lichter, 2006). This tool set consists of Discrete Element Modeling (DEM) of particle motion, Multi-Phase Flow (MPF) for liquid motion, discrete grain breakage (DGB) for particle fragmentation and discrete grain liberation (DGL) for mineral liberation (Campbell, Potapov and Tsuji, 1997; Ferzinger and Peric, 1997; Potapov and Campbell, 1996; Herbst and Potapov, 2005).Three sample snapshots of basic HFS illustrating the use of each of the various types of mineral processing equipment are shown below.Figure 1 shows a snapshot of a DEM simulation of ball charge motion in a commercial scale Vertimill. DEM simulation involves simultaneous solution of Newton’s Laws of Motion for 400,000 balls."

"A Pilot Plant was installed in one of the grinding circuits of the Dome Mill, Ontario, Canada. Tests were conducted on a KCCD12 Knelson Concentrator to systematically analyze the effect of operating variables on the performance. The main objective of this test work was to explore the effect of very coarse (6 mm) feed size on GRG recovery and performance of the Knelson concentrator. Preliminary results have shown that coarse feed size is deleterious to maximizing recovery. Size-by-size GRG recoveries have shown an unusual trend in the sense that recoveries do not decrease monotonically with decreasing gold particle size. Similar trend observed in one other full-scale unit has been compared. The observed trend is probably linked to the feed size distribution and top size.INTRODUCTIONKnelson Concentrators are the most widely used semi-continues centrifuge gravity separation units for the recovery of gold and platinum group minerals (Xiao and Laplante 2004). The main advantages over the competing centrifugal gravity units are their design, operating simplicity and good separation efficiency that make them the most common choice for gravity circuit. Despite some characterization at bench scale and a limited characterization at full scale, there is a lack of a comprehensive study of impact of operating variables on efficiency that reflects realistic full scale operating practice. GRG characterization studies, at bench scale, on these units provide information about the occurrence of gold in ore samples but fail to provide adequate information about the effect of operating variables for full-scale units. It is well known fact that such work is difficult to undertake on full-scale units owing to the difficulties involved in sampling and systematic variation of operating parameters. To tackle these problems, a pilot facility consisting of a 12-in CD Knelson Concentrator, a feed screen and tailing pump was installed in one of the grinding circuits of Dome Mill. This paper describes the work carried out and the results.Porcupine Joint Venture (PJV)Porcupine Joint Venture was formed in 2002 between Placer Dome Inc. and Kinross Gold Corporation. The JV utilizes the milling capacity of the Dome Mill to process ore from Placer Dome and Kinross mines. The Dome Mill circuit has gravity concentration, cyanidation and CIP circuits to recover gold. Gravity recovery has been used at Dome Mill since inception to recover gold: first by using conventional jigs, which were eventually replaced by two Knelson Concentrators in 1993, one in each of the grinding circuits. Three more Knelsons joined the circuit in 2002 to improve gravity recovery. An Acacia Intensive Leach Reactor was also added in 2002 to process gold concentrates replacing shaking tables (Chong et al 2004)."

"IntroductionDuring and since• the war, it has been my privilege to work closely with those in Canada who are responsible for the vital raw materials needed in our co-operative atomic energy programme. The understanding which has developed between our two groups in this all-important enterprise has been a great source of pleasure. We in the United States are aware of the importance of the contribution made by Canada to this project, and we look forward to continuing our mutually advantageous relationship.The impact of World War II, and the decision by Canada, Great Britain, and the United States to join in a programme for the development of atomic weapons, created a sudden and immense demand for uranium minerals. Early in the raw materials programme, it was evident that sufficient raw materials to fulfill war-time atomic weapon requirements could be secured from three sources: the rich pitchblende deposits of the Eldorado , mine at Great Bear lake; the Shinkolobwe mine in the Belgian Congo; and as a by-product of the vanadium industry of the Colorado Plateau in the United States. In the early part of the programme, therefore, our joint efforts were directed toward obtaining immediate maximum production from these localities. The contribution made by Eldorado Mining and Refining (1944), Limited, both in supplying and refining raw materials, was and continues to be of vital importance.In addition, it was also obvious from the first that in this programme, as in any mining enterprise, exploration activities directed•toward the discovery and development of new sources of uranium ore were essential if production were to be maintained over an extended period of time. In order to satisfy obvious security requirements during the war, it was necessary to proceed with this exploration programme, both in Canada and the United States, as secretly as possible. With the end of the war, and the revelation that an atomic weapon had been developed, however, secrecy in exploration was no longer required. The important thing was to get on with a broadened exploration programme."

"In the past year, two very innovative gold ore processing plants have been designed, built and commissioned by Gekko Systems Pty Ltd. The first plant in Vietnam utilizes conventional crushing and ball milling followed by gravity concentration (Inline Pressure Jig (IPJ) and Falcon concentrator), flotation, intensive leaching (GFIL), the first industrial scale use of AuRIX®1001 ion exchange resin and a cyanide destruction circuit. The second plant, in Australia, uses a 3 stage crushing circuit to crush the gold ore to minus 1mm, followed by gravity concentration utilising a rougher, scavenger, cleaner circuit of IPJ’s and a Falcon concentrator. A direct smeltable gold concentrate is produced as well as a lower grade concentrate for future intensive leaching or sale. Both plants were designed and built within very tight time frames and budgetary constraints. The experience gained during the plants’ design, commissioning and operation are discussed.INTRODUCTIONGekko Systems (Gekko) is a leader in the development of innovative technology for gravity recovery and intensive cyanidation. It provides low cost and metallurgically optimal solutions for its customers. It has also led the trend away from whole ore cyanidation (CIP/CIL) towards gravity/intensive cyanidation (GIL) and gravity/flotation/intensive cyanidation (GFIL) plants. These types of plants offer low capital costs, low environmental impact and maximum return to investors (Rob J Longley et al, 2002). Key to this type of flowsheet is the application of a continuous concentrate unit, such as the InLine Pressure Jig (IPJ), which is designed to produce high gold gravity recoveries at a coarse grind (Sandy Gray, 2003). When combined with other gravity devices, and/or flotation, and intensive cyanidation, using the Gekko InLine Leach Reactor (ILR), very high overall recoveries can be achieved.In 2004, Gekko launched a new range of products called Gekko Modular Systems. The idea was to provide off the shelf, complete solutions for the separation and recovery of complex and free gold as well as the pre-concentration of diamonds. A series of modules were designed that incorporated Gekko manufactured as well as outsourced equipment. Gekko now offers modules ranging from feeding and conveying to crushing, gravity recovery, flotation, intensive cyanidation, refining and detox (see Figure 1)."

The selection of a mining plant for carrying on development work presents many problems distinct in themselves, and affected by various local factors. In this paper, the writer proposes outlining and discussing in some detail the chief factors governing the economic selection of such plants. This will be followed by an enumeration of the underground and surface plant required for carrying on several hypothetical exploratory and mining operations. Where it is impossible or not convenient to obtain hydro-electric power, and where wood for fuel is scarce, we now find oil engines being used. A 100 h.p. oil engine, such as would be required to operate a three-drill air compressor, consumes approximately five Imperial gallons of fuel-oil per hour at full load. On the basis of a 60 per cent load factor, this gives, for eight hours' operation, a probable actual consumption of twenty-four Imperial gallons.

This Paper describes a sudden spill of rock waste used for backfilling from a waste pass at one of the underground mine in Canada thus causing a major failure/accident. The mine operator immediately launched a detailed investigation to understand the causes of this accident and develop procedures to prevent any recurrence of such events in future. The investigators from McGill University were invited to collaborate with the engineers at the mine to examine this accident. The events leading to the accident were studied and appropriate measurements were taken and samples of the waste material was collected for further test and analysis. The field visit and the interview of the witnesses allowed a detail documentation of the events. The sequences of events related to the incident together with the experimental results obtained in the course of the investigation is detailed. The waste material was characterised in the laboratory with regard to its behaviour in the presence of water. This information is then discussed and the failure mechanism involved in this accident is identified. The full recommendation as well as the immediate operational measures implemented by the mine to prevent future occurrence of such events are discussed and presented.

"When it comes to new mines being developed, there is a general industry consensus that most low-hanging fruit has been picked. Many projects currently in the mine development pipeline have been around for decades, but were held back because of technical challenges. Future development of these deposits will likely require access to the public capital markets, and in Canada that means providing scientific and technical disclosure on these deposits in compliance with NI 43-101. As many of these “challenged” projects have metallurgical issues, the companies that own the projects need to ensure their metallurgical Qualified Persons provide transparent disclosure regarding proposed solutions to those issues.This paper provides an overview of the disclosure requirements under NI 43-101 that are pertinent to metallurgists, and other Qualified Persons who prepare technical disclosure regarding the metallurgical characteristics of a mineral project. It lists the triggers for a technical report under NI 43-101 and Canadian stock exchange policies, and identifies the sections of the report that should involve input from a metallurgist or process engineer. "Variable speed mill popularity has grown during the last 10 years with almost every SAG mill fitted with a variable speed drive. In addition, many of today’s larger ball mills are running a variable speed drive for various reasons. In the past, motor suppliers, especially gearless drive suppliers, have considered mills as being an overpriced rotor. This has lead to mills demanding more torque than what a motor can generate. This paper identifies the reasoning of what has happened and how to mitigate the mismatch in the future. Technical and economical issues are discussed, allowing mill operators to make an informed decision of which path to take in deciding what motor to put on a mill.INTRODUCTIONIt has been generally accepted in the past that motor suppliers and specialists in engineering companies understand the workings of a SAG mill or a ball mill and although there is a fair knowledge within the industry, in regards to mill torque requirements, the advent of variable speed drives in ball mills has shown the writer that a complete understanding of the mill torque requirements are not fully understood.This paper will discuss two aspects of mill torque requirements, (operating torque at various charge levels and start up torque), and how it relates to specifying the proper motor torque requirements.MILL OPERATING TORQUEMill operating torque at a given charge level and density in a mill is essentially constant throughout the entire speed range. For the purpose of this paper, we will take a 38’x 22.5’, 20’ EGL, SAG mill and provide the power draw at variable speeds but fixed loading conditions.The power draw and mill torque of this mill at 8% ball charge and 28% total loading (Highlighted) is shown below as Figure 1, at variable speeds."

"Xstrata Nickel’s Raglan operation, northern Québec, achieved paymetal recovery gains in 2007 by switching the collector from potassium amyl xanthate to sodium isobutyl xanthate. To follow on from that position, Xstrata Process Support (XPS) and A. Di Feo of Raglan proposed that a mixed xanthate system be formulated and tested towards further performance gains. This work selected ethyl and isobutyl xanthates as the candidates. An optimized ratio of these was to be determined by a designed experiment. This suggestion was based on an abundance of published literature that reported mixed collector systems outperformed single ones. A partial factorial design was used to configure four test conditions and a mid-square for the flotation work. The testwork was conducted using High Confidence Flotation Testing. The raw data were analyzed and modelled by Design-Expert software. An optimum ratio of 1.6:1.0 by mass (1.32:1.0 in molar terms) of isobutyl:ethyl xanthate was determined. Without this modelling, the optimum ratio would have been missed. Results obtained with the new baseline flotation test using this optimized mixture showed a 3.3% Ni recovery gain in the bypass concentrate and more than 1% recovery gain for PGM over the single PIBX system. This system has been proposed for and accepted as a plant scale trial in the first half of 2010.INTRODUCTIONConcentrator OperationsMilling and flotation of sulphide ores ahead of smelting and refining is a common practice. "Kinross’ Paracatu Mine has 20 years of operational success as one of the lowest grade milloperated gold mines in the world. At year end 2005, Paracatu’s Proven and Probable Reserves were 1.18 billion tonnes at a grade of 0.40 g/t Au, containing a total of 15.2 million ounces of gold.In 2005, the plant processed 17 Mt of ore and produced 180,519 ounces of gold at a cash cost of US$274/oz. An investment of US$470 million has been approved to expand production to 61 Mtpa in 2009 which will extend mine life to 2036. During the period from 2009 to 2013 the project is expected to produce an average annual output of approximately 557,000 ounces of gold at an average cost of sales of approximately $230 per ounce.The soft, friable ore containing readily leachable gold associated with sulphides lends itself to simple processing. The process flowsheet consists of crushing, grinding, gravity recovery, flotation, concentrate leach and carbon adsorption to produce bullion bars. This paper describes the current operation, the deposit’s unique metallurgical features and the future expansion plant that has been designed to optimise recovery of gold.INTRODUCTIONRio Paracatu Mineração (RPM), a wholly owned subsidiary of Kinross Gold Corporation, operates the Paracatu mine. "This paper examines test results and grinding mill design for the recent Fortune Minerals’ NICO Project, located in the Northwest Territories. SAG milling and rod milling options are compared. Rod milling is clearly shown to be the best option because of the ore’s extreme resistance to breakage in a SAG mill environment.Surprisingly, the Bond Ball Mill Wi was 13 kWh/t for this ore. The Bond Rod Mill Wi was 20 kWh/t, whereas the SAG pinion energy to grind the ore to T80 1.7 mm was 30 kWh/t. The existence of ore with this ratio of SAG hardness to Bond BM Wi has not been previously observed. If not considered, this critical relationship may adversely impact the accuracy of mill design. This paper substantiates the significance of these findings to achieve successful grinding design on ore that is macro-competent during primary size reduction, but relatively normal during secondary grinding.INTRODUCTIONThe NICO Cobalt-Gold-Bismuth-Copper deposit is located 160 km northwest of the City of Yellowknife, Northwest Territories. It is the largest IOCG-type deposit (aka Olympic Dam-type) currently recognized in Canada with Mineral Reserves of 21.8 million tonnes contained within a larger 57 million tonne, lower-grade Mineral Resource. The project, owned 100% by Fortune Minerals Limited, has been assessed in a positive definitive feasibility study, subject to underground test mining and pilot plant testing, and is now in the permitting stage to develop a combined open pit and underground mine and process plant. An updated process flow sheet incorporates conventional crushing, grinding and bulk flotation, followed by filtration for shipment of a concentrate to a purpose-built refinery proposed to be built near Saskatoon, Saskatchewan. At the refinery, separate bismuth and cobalt concentrates will be produced following regrinding. The hydrometallurgical process methods include: pressure acid leach, precipitation, ion exchange, and electro-winning for recovery of cobalt as 99.8% cathode; solvent extraction and electro-winning of by-product copper cathode; ferric chloride leach and electro-winning for recovery of bismuth as 99.5% cathode; and cyanidation of the leach residues for recovery of gold as doré."

"Dust control is an increasingly important consideration for all mining operations from a health, safety, environmental and maintenance perspective. Modern mining operations incorporate a variety of mechanical dust control techniques into design however in many cases these engineered systems are unable to meet desired fugitive dust level targets. In these cases a variety of chemical dust suppression options are available to operators to assist in meeting their targets. This paper provides an overview of available chemistries, discussion of application techniques and equipment requirements and available performance monitoring technologies. This paper will also include a number of case histories discussing the treatment approach chosen, challenges encountered, chemical feed, storage and application equipment, monitoring techniques employed and results achieved.INTRODUCTIONDust FundamentalsFugitive dust by definition is an aerosol consisting of particulate matter suspended in a gaseous medium. Aerosols can include suspensions of particulate (solids) or sprays (liquids) or a mixture of both. Of particular concern from an occupational health and safety perspective are aerosols of particulate matter due to their involvement in classical occupations lung diseases such as silicosis, poisoning through chronic exposure to compounds such as lead and beryllium and expected involvement in more modern identified conditions such as cancer, asthma, and a host of other respiratory and non-respiratory conditions which may be caused or influenced through exposure to dust.According to the ""Glossary of Atmospheric Chemistry Terms"" (IUPAC, 1990), ""Dust: Small, dry, solid particles projected into the air by natural forces, such as wind, volcanic eruption, and by mechanical or man-made processes such as crushing, grinding, milling, drilling, demolition, shoveling, conveying, screening, bagging, and sweeping. Dust particles are usually in the size range from about 1 to 100 µm in diameter, and they settle slowly under the influence of gravity."" It should be noted that the behavior of particulates with respect to settling rate in air is a function of particle mass and shape and therefore the geometric size of the particle can be misleading. Occupational hygienists utilize the concept of particle aerodynamic diameter as a more representative reflection of particle size. Particle aerodynamic diameter, is defined as ""the diameter of a hypothetical sphere of density 1 g/cm3 having the same terminal settling velocity in calm air as the particle in question, regardless of its geometric size, shape and true density."" The expression of particle size as aerodynamic diameter allows for a more consistent understanding of particle behavior both from a settling perspective as well as from the perspective of how dust particles will behave in the respiratory tract. Figure 1 illustrates settling rates for particles of various aerodynamic diameters. The relationship between particle size and settling rate is important for understanding what size of particles must be addressed by dust control strategies as well as what particle sizes represent the most danger from an exposure and occupational health perspective."

"This paper describes the objectives and design parameters for the operation of a computerized In-The-Hole (I. T.H.) Drill. The principal objective is to add computer control to an Inco 00-60 I. T.H. (CMS-CD-90) drill in order to drill holes with greater accuracy. The computer provides control of the angle of the hole by maintaining the orientation of the drill head, and optimizes the straightness of the hole by maintaining a constant force on the drill bit.The second objective is to provide the greatest degree of operational automation, so the objective outlined above can be accomplished with a minimum of operator intervention.In order to provide full operational automation it was necessary to also provide the capability for the computer to add and remove drill rods. To accomplish this, a rod-handling mechanism consisting of a rod storage rack and rod manipulator arms was used.IntroductionMining machinery that lacks automatic control has been found to show a high degree of variation in work output and performance quality when operated by different personnel. Differences in operator attitude, judgment, and skill are reflected directly by production statistics. The addition of automated control has the potential for considerable improvement in machine life and performance. Even with a more acceptable mine environment and much safer conditions than ever before, situations still exist where it is preferable to remove personnel for reasons of safety as well as productivity. Typical advantages of such situations are automated skip loading and hoisting, and the use of remote control load-haul-dump units exposed to open stopes.Other cases arise where heavy work is required under conditions where lighting is poor, floors are slippery, noise levels are high and dust and oil mist exist in the atmosphere. I.T.H. drilling is carried out under such conditions and is one operation where automation can easily be justified."

"Best practice in the economic evaluation of mining projects and operations is based on the integration of geological, mining, metallurgical, environmental, marketing, economic and corporate information and strategies. Fundamentally, the economic evaluation takes into account mining, blending, stockpiling, processing, smelting, refining and marketing ore resources with grades estimated by geostatistical methodologies.Nevertheless, a realistic economic evaluation consists of a concurrent and integrated optimization process that maximizes the concentrates or products of liberated and selected ore minerals from mineral deposits. The optimum solution is obtained through a trade-off among mining, blending, stockpiling and processing ore reserves with distinct mineralogy and texture characteristics. The concurrent optimization determines both the practical mining sequence of ore reserves and the dynamic and robust mineral processing flowsheet design over the expected life of mining projects and operations.A combined risk-adverse and concurrent optimization process takes into account the spatial uncertainty of the mineralogy and texture characteristics of ore reserves. Additionally, a variety of mineral processing linear, non-linear, additive and non-additive parameters modeled spatially. The spatial uncertainty of these ore reserves characteristics and parameters has a direct impact in the expected mining sequence, mineral processing flowsheet design, concentrates or products quantity and quality, and economic value of mining projects and operations.Geometallurgical domain constrained stochastic geostatistical methodologies and multivariate mathematical models are applied for spatial uncertainty modeling of ore reserves characteristics and parameters. These mathematical models correlate the mineral processing liberation and selectivity responses of the mineralogy and textures within each geometallurgical domain. These models, in turn, are defined based on results of mineral processing and environmental testwork of unbiased and representative samples chosen for their variability. These samples are selected within mutually exclusive spatial geometallurgical uncertainty domains with similar mineralogical and textural characteristics in mineral deposits.Geometallurgical domains are defined by applying and combining multivariate statistical analysis and implicit modeling methodologies. These involve determining and constraining mineral processing liberation and selectivity properties explicitly contained in the extensive and integrated exploration drillhole database."

"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest.
