Anonymous.The mind of a cynic might very well conjure thoughts about ""change for the sake of change"", given the protracted saga of federal sales tax reform in Canada. The latest chapter unfolded this summer when the Commodity Tax Review Group released its important report. Whatever sales tax changes, if any, are finally adopted will have profound effects on many aspects of doing business. The capital-intensive mining industry will not escape these effects.IntroductionThe Federal Sales Tax Review Committee, established by the Minister of Finance earlier this year, has published a report that is sharply critical of the government proposals to shift the incidence of federal sales tax from the manufacturer level to the whole sale level (sales to retailers). The Report recommends a continuance of the present manufacturer's tax, for the present, but with significant changes that would increase the tax cost on certain imports, smooth the administrative machinery and make appeals and determinations more open and equitable. For the longer term, the Report recommends a shift of the tax base to the retail level.Reform of the federal sales tax system has been under consideration for several decades. "The dispersion of diesel contaminants into the mine atmosphere is a variant of general class of diffusion-dilution problems relevant to underground mining practice. The equipment operations in underground mining are characterized by different activities with different time duration s, i.e. varying duty cycles. Therefore the volume and quality of diesel emissions and consequently, instantaneous concentrations are quite variable. Design of mine ventilation systems under these conditions becomes complex. In this paper, the development and use of mathematical models of mine production system, the engine exhaust air quality and engine exhaust transport in the design of ventilation system are discussed.IntroductionThe turbulent diffusion of suspended matter in an atmosphere is not only a topic of considerable intrinsic interest to the mathematical physicist and meteorologist, but also a problem of great practical interest. Release of particulate matter into the atmosphere at large has created o ne of the acute problems of the present day. Pollution of environment by industrial and domestic smoke, fumes and grit is widespread and has necessitated extensive studies in order to determine the concentration and distribution of pollutants in various areas. Pollutants discharge from stacks, whether chemical or radioactive, give rise to similar, but more localized, problems. The laws which govern turbulent diffusion in the atmosphere are also applicable to the study of the diffusion of toxic gases and the deposition of radioactive dust from nuclear explosion.The dispersion of diesel contaminants into the mine atmosphere is but a variant of a general class of diffusion-dilution problems relevant to underground mining practice. Most of the mine air pollutants, such as respirable dust, methane, diesel exhaust, and blasting fumes are produced in the face areas and haulage ways. Understanding of their dispersion in the mine airways is important to calculate their concentrations. In this paper, the development and use of mathematical models of mine production system, the engine exhaust air quality and engine exhaust transport are discussed. The over-all objective of this research effort is to evaluate the impacts of dieselization on production and ventilation systems and to aid in mine planning and design, as shown in the flow model in Figure I."

Cemented Paste Backfill has proven to be of critical importance to the operation of a number of Canadian mines, primarily due to the rapid backfilling rate this method permits. In order to improve the efficiency of this backfill system (i.e. optimize binder contents, fill fence design, and the employment of two stage filling strategies) there is a requirement to better understand its geomechanical behaviour. In response, in-situ experiments have been conducted in long-hole stopes to quantify the evolution of total earth pressures and pore pressures at a series of instrumented points within both the core of the backfill and close to fill fences. The deflection of fill fences as a result of paste loading has been measured and additional instrumentation has also been employed to measure cement hydration, negative pore pressures, and blasting induced vibrations within fresh and cured paste backfill. Installing geotechnical instrumentation within an open long-hole stope can be an extremely complex procedure and this paper details the methods that have been successfully employed. Preliminary results are presented, and the pressures induced by backfill with differing binder contents, at a number of different in-stope locations are considered.

Fe3A1 intermetallics are potential inexpensive candidate for hot applications. In this project, torsion tests on hot-rolled and annealed Fe3A1 (Fe-15.5A1-5.8Cr-1.0Nb¬0.05C) were carried out over the ranges 750-950°C and 0.01~1s-1 . The experimental results showed that when peak stress op>90MPa (LogZ>16s-1 , Z: temperature-compensated strain rate), specimens cracked at randomly low strains. Optical microscopy exhibited original elongated grains and many grain boundary cracks associated with segregation. With op<40MPa (LogZ<16s-&apos;), specimens deformed with low random op but considerably high fracture strains; slowly propagating cracks may explain the reduced flow stress. Optical microscopy showed both elongated grains and equiaxed subgrains with some indications of geometric dynamic recrystallization (gDRX) and of static recrystallization (SRX). Compression tests gave higher stress with little effect of the preexisting cracks. The activation energy Quw of current material in satisfactory torsion and compression tests is about 10% higher than previously published. Fe3A1 has body-centered cubic structure in the experimental range, so it was compared with ferritic stainless steel 434C (Fe- 16.55Cr-0.96Mo-0.21Ni). Constitutive constants and restoration mechanism are compared between these materials. While Fe3A1 is hardly a light metal, it is considerably lighter than most steels. Furthermore, like the other body centered cubic metals (BCC) (a-Fe, ß-Ti, ß-Zr and ß-brass), it exhibits a high degree of dynamic recovery (DRV) like Al alloys, producing easier hot workability than that of austentic stainless steels.

The oxidation of Fe(II) with S(IV) and oxygen can be used advantageously in leaching systems requiring both Fe(III) and sulfuric acid; e.g., heap leaching of sulfide-containing ores or concentrates. The oxidation of Fe(II) with SO2/air is several orders of magnitude faster than with air alone; rates of up to ?20 g/L&apos;h were observed at 25°C. The reaction proceeds via an intermediate orange-red mixed-valence Fe(II)/Fe(III) sulfite complex, which is present at an essentially constant concentration throughout most of the oxidation process. The oxidation rate of Fe(II) is approximated by the formula -d[Fe(II)]/dt = k [S(IV)] [02]0&apos;3. The concentration of the mixed-valence complex, and thus the iron oxidation rate, decreases with increasing acidity. Certain impurities, such as SCN- and thiourea, negatively affect the rate. The oxidation reaction 2Fe2 + SO2 + 02 4 2Fe3+ + S042- is accompanied by the side reaction H20 + SO2 + 1/202 4 H2SO4. The side reaction becomes particularly important at low temperatures and whenever the oxygen mass transfer is insufficient with respect to the rate of addition of S(IV). Thus, effective oxygen mass transfer is essential for achieving high oxidation rates with minimal acid formation. The activation energy was estimated as 141 kJ/mol over the temperature range 10-35°C.

The history, geological setting and local geology of the Magnum vein system, 100 miles west of Fort Nelson in northeastern British Columbia, are described. The system comprises a number of quartz-ankerite veins, mineralized with chalcopyrite and lesser pyrite, occurring in a steep northeastly zone of deformation and subsequent dike intrusion within otherwise little-deformed Precambrian sedimentary rocks. In April of 1970, Churchill Copper Corporation began producing copper concentrates in a 750-tpd mill fed from the Magnum mine.

"The world&apos;s first zinc pressure leaching plant at Cominco&apos;s Trail operations started production in 1981. Sullivan zinc concentrate is leached at the rate of 190 tpd in a four-compartment autoclave at elevated temperatures and oxygen pressures to produce a zinc sulphate solution and elemental sulphur. Zinc extraction exceeds 98% and sulphide to elemental sulphur conversion exceeds 95%.The sulphur is recovered from the discharged slurry in the underflow of a hydrocyclone, and is upgraded as a flotation concentrate. The concentrate is dewatered, melted and filtered to produce a polished sulphur product of better than 99% purity. An alternative sulphur recovery process employs an unique sulphur separation method that recovers over 90% of the sulphur in the molten state. The remaining sulphur is recovered by flotation following flash discharge of the slurry. The product slurry containing the zinc sulphate solution and the iron-lead residue joins the existing roast-leach zinc plant for purification and zinc electrowinning.IntroductionIn 1981, Cominco Ltd. commissioned the world&apos;s first commercial zinc pressure leaching plant at their Trail operations in British Columbia. As part of a $700 million modernization and expansion program for lead and zinc started in 1977, the company installed the first o f two autoclave trains.Prior to pressure leaching, zinc production was closely tied to acid and fertilizer production. Sulphur dioxide produced from roasting the concentrates had to be converted to sulphuric acid. Thus, any expansion of zinc operations with the roast-leach technology would have required extensive modifications to the acid and fertilizer plants as well as to the roasters. Zinc pressure leaching, on the other hand, offered a one-step dissolution of zinc from the concentrates with high extraction, and production of elemental sulphur. The associated dust and sulphur dioxide generated in the roasting process are both eliminated from the working environment of the pressure leach facility. The flexibility allowed by producing elemental sulphur, and the opportunity to break the sulphuric acid link for about 25 per cent of the targeted 272,000 tonnes per year zinc production was very appealing. The process was successfully demonstrated at a pilot plant in 1977(1-6)."

Magnesium alloy AM50 is of interest to automotive cradle application because of it excellent castability and good ductility. In this work, microstructure and mechanical properties of both low pressure die cast (LPDC) and high pressure die cast (HPDC) AM50 test bars are characterized. Microstructure was examined using optical microscope, scanning electron microscope (SEM) and transmission electron microscope (TEM). Phase identifications were performed using energy dispersive x-ray spectrometer (EDS) and TEM diffraction. It has been found that LPDC produces much coarser microstructure than HPDC. At the same time, the HPDC samples are more heterogeneous in microstructure and composition close to grain boundaries. Particles with various dimensions and morphologies of two different intermetallic phases, Mg17A112 and A18Mn5, were found in all the samples. Mechanical tests were performed under conditions similar to those related to an engine cradle application. LPDC samples show lower strength but better creep resistance than HPDC mainly due to the difference in grain sizes and grain boundary microstructure between LPDC and HPDC. Creep curves are well described by the empirical Andrade equation. Tensile-compressive yield and creep asymmetries were found in AM50, i.e. better deformation resistance in tension than in compression. The average yield asymmetry ratio for all the samples is 0.87. Microstructural examinations on the samples tested in tension, compression and creep showed that the deformation mechanisms in AM50 were slip plus twining at temperatures up to 125°C. The examinations indicate the important role of twining in the asymmetry phenomenon. The creep results indicate that dynamic precipitation of the Mg17A112 phase during testing is not the mechanism directly responsible for the creep asymmetry in AM50.

The basic studies on the surface properties and flotation characteristics of ilmenite were made by electrophoretic, adsorption, contact-angle and floatability measurements. The isoelectric point of ilmenite is found to be at pH 5.6. By combining the results of electrokinetic studies and adsorption measurements, a clearer picture of the ilmenite-solution interface was observed. These findings were correlated with the floatability of ilmenite obtained by Hallimond tube tests. The general flotation characteristics of ilmenite are compared with those obtained for magnetite and rutile. It is indicated that the above three minerals, namely, ilmenite, magnetite and rutile, have very similar surface properties and flotation characteristics. Therefore, it is difficult to make an effective separation of these minerals by flotation. However, it is found that sodium orthophosphate acts as a selective depressant for magnetite in anionic flotation. Therefore, close pH control of the pulp in the presence of the phosphate ion enhances the possibility for a successful separation of these minerals.

In 2004, Rio Tinto started a major project to implement Mine Monitoring and Control (MMC) systems worldwide. A detailed selection processes was undertaken and migration to a standard system was started. Today systems are operating around the world and serve as the core of to many business processes. Implementations include highly union areas, large mines, centrally managed mines, and remote areas. Each implementation has unique challenges but all are working towards the common goal with common systems. This paper reviews two projects that Rio Tinto has deployed in diverse conditions. The projects are the Rossing Uranium upgrade from the original Wenco system to the common standard and Iron Ore of Canada?s general technology upgrade. Also discussed is the future of mining at Rio Tinto, specifically the drill automation projects, and how it is utilizing the common standard MMC systems.

X-ray Photoelectron Spectroscopy (XPS), X-ray Diffraction (XRD) and Electron Probe Micro-Analysis (EPMA) were used to characterize chemically the gold complex adsorbed on activatedcarbon from a solution containing 102mglL Au and 0.5 giL thiourea. This paper also considers the gold chloride and the gold cyanide systems. The results indicate gold is adsorbed on activated carbon from the thiourea solution as the gold (I) thiourea complex, i.e. Au [CS (NH) 2];&apos; Other gold species such as metallic gold were not detected on the carbon support. These results also suggest the elution of the gold (I) thiourea complex can be performed with high recovery.

THE known phenomenon that a test-piece of ferro-magnetic steel is magnetic after it has been broken in tension indicates that, while it is being loaded, the steel acquires magnetic properties. In the present investigation of the influence of the stress on the magnetic flux, repeated pulsating stresses of increasing amplitude, varying from zero to the maximum tensile value, i.e., pull-pull loading, were employed. The specimens were prepared from two types of carbon steel and two of alloy steel. The magnitude of the magnetic flux was determined indirectly. The voltage and mode of variation of the electromotive force induced in a coil surrounding the stressed steel specimen were measured as an indication of the varying magnetic flux within the specimen. Curves representing the electromotive force induced by the varying magnetic flux show that as the tensile load increased so also the magnetic flux increased, with a corresponding increase in measured e.m.f. At a certain stress there is a sharp bend in the voltage curve (point Win the diagram, Figure 5); this critical stress corresponds very closely with the yield stress (0.2 per cent permanent strain). Beyond this point, slight increases in the stress produce large increases in the voltage. The wave form of the e.m.f. was registered on an oscillograph. Analysis of the curves so obtained demonstrated the necessity of continuing these experiments, in order to determine the type of induced wave form associated with various types and amplitudes of stresses. In these experiments, the shape of the stress wave was sinusoidal, although the shape of the induced e.m.f. was sinusoidal only up to a certain load and became more and more complex above this load.

"This paper looks at how Syncrude Canada Ltd. is utilizing the Conveyor Belt Monitoring technology developed and patented by the Australian CSIRO and licensed to Syncrude by Conveyor Belt Monitoring of North America, Inc. The technology involves magnetizing the steel cables in the conveyor belts and detecting the fields produced by breaks, gaps or cable ends using special sensors which feed the signals into a multi- channel recorder to provide permanent traces of the various events taking place in the steel cable belts.The data is analyzed and combined with existing belt audit programs, to assist in predicting belt life, change-out criteria and belt design, belt loading and construction. All of these applications of the CBM technology leads to better utilization of resources and forms an integral part of the conveying system reliability program."

"Like other operating mine sites, Placer Dome Inc. - Campbell Mine has taken important steps over the last few years to address environmental issues.This paper will provide specific insights into the implementation of an environmental management system at Campbell. In particular, it will focus on how Campbell developed its plan of action; the lessons that have been learned; the over-all steps that are being taken to enhance environmental stewardship and effectively manage relationships with key stakeholders.IntroductionThe development of an Environmental Management System at Campbell Mine has been part of a general development in management practices which has taken place at the mine during 1990. This paper will discuss the components of the management system in the topic areas of: direction setting; environmental organization; issue assessment; emergency response plan; training ; monitoring/verification; reporting and data management; and relationship management.Although this paper focuses on environmental management systems, the development of this system has partly been a function of responses to other issues which have been addressed concurrently with environmental concerns. These other issues include development of operations management, human resources practices, and safety management practices at the mine. As the Environmental Management System developed, various stakeholders associated with local environmental concerns were identified. This group of stakeholders include the local community; municipal, provincial and federal governments; government agencies; Campbell employees; and the Placer Dome Inc. Corporation."

"Quartz Hill is a large, low- to moderate-grade quartz vein stockwork porphyry molybdenum deposit, discovered in 1974 during a regional stream sediment geochemical reconnaissance survey of southeast Alaska conducted by United States Borax and Chemical Corporation. Mineralization is localized in the upper parts of an Upper Oligocene (30 Ma) composite quartz monzonite stock which is emplaced discordantly into older Cretaceous to Early Tertiary terrain of the Coast Range igneous metamorphic complex of the northwest North American Cordillera. Subsequent fault-controlled, complex multi-stage intrusion, concentrated in the core of the Quartz Hill stock, produced successive pulses of hydrothermal alteration and molybdenum mineralization at about 27 Ma. Overall, the deposit is tabular and flat-lying and well suited to open pit mining. The 0.05% MoS2 grade limit covers an area of approximately 1500 m by 2750 m and extends to a maximum depth of 520 m below surface. Details of grade distribution show two separate lobes of higher grade material within the larger low-grade deposit.A ten year program of exploration drilling, underground development, sampling and metallurgical testwork led to a 1983 feasibility study based on a resource of 1600 million tonnes grading 0.127% MoS2 at a 0.08% MoS2 cutoff The large size of the deposit and its homogeneous grade distribution, typically showing gradual outward decrease of grade, makes in pit grade selection practical at several cutoff levels. Cominco Ltd. now reports a Probable Resource of 210 million tonnes averaging 0.22% MoS2 with a further Possible Resource of 1100 million tonnes averaging 0.12% MoS:z. At low molybdenum metal prices which have persisted for 10 years since the molybdenum price spike of the late 1970s and early 1980s, the Quartz Hill deposit is sub-economic."

"The Upper Mannville unit commonly consists of interbedded marine and non-marine sands and shales, but in northwestern Alberta the unit consists of marine shales of the Spirit River Formation. A thick tongue of marine shale (Clearwater Formation) ex-tends eastward into the Athabasca area below sandy Grand Rapids beds. Correlation of Upper Mannville rocks to the southeast is difficult, but in the Cold Lake area a thick sandy depositional cycle (Mannville ""C"" of this paper) appears to be approximately correlative with the Clearwater Formation. In the Lloyd-minster region, tongues of marine sedimentary rock occur in the lower part of the Upper Mannville unit. Most of the Upper Mannville oil occurs in the Grand Rapids Formation at Wabasca, in the thick ""C"" unit and younger Mannville sands at Cold Lake, and in the Sparky and General Petroleums sands of the Lloydminster region (Figure 2).The Lower Mannville unit was deposited on an erosional surface of considerable relief that truncated the Jurassic and older strata of the Western Canada basin. Continental, probably fluviatile, sedimentation persisted over much of the Western Canada basin during deposition of the Lower Mannville unit, but an Arctic or Boreal sea lay over part of northern Alberta. At the end of the depositional episode, the sea transgressed southward and eastward (Figure 3) and re-worked the Bullhead and McMurray sands of northern Alberta into the glauconitic Bluesky and Wabiskaw sands. Topography on the sub-Cretaceous erosion-al surface had a considerable effect on the deposition of the Lower Mannville (Rudkin, 1965), and the highest hills on this surface were not completely on-lapped by Lower Mannville sediments (Figure 3). The coarser elastic material was derived both from a western Cordilleran region and from an eastern Canadian Shield region (Glaister, 1959, p. 620; Mellon, 1956)."

Fracture mechanics based techniques are used to gain insight into the phenomenon of stress corrosion cracking (SCC) and to develop guidance for avoiding or controlling SCC. From constant extension rate experiments under rising load or rising displacement conditions the susceptibility of high strength steels, aluminum, magnesium and titanium alloys to SCC and hydrogen embrittlement can be assessed. Such tests on pre-cracked specimens are also well suited for studying the mechanisms leading to SCC by employing appropriate models for the degradation of metallic materials which take into account the uptake of atomic hydrogen from the corrosive environment. Measurements of crack growth resistance curves using the crack tip opening displacement as fracture parameter can be compared with simulated R-curves obtained from modeling of the mechanism of hydrogen embrittlement. The materials investigated are a high strength steel and a magnesium alloy both exposed to environmental conditions which fostered the uptake of hydrogen.

A chemical process, based on laboratory investigations, is proposed for the production of high-purity niobium oxide from a pyrochlore-perovsk1te flotation concentrate produced from ore obtained at the Oka, Quebec property of Columbium Mining Products Limited. The method developed included the decomposition and dissolution of the flotation concentrate with hot, concentrated sulphuric acid. The dissolved niobium was purified and concentrated by a solvent extraction step, using methyl isobutyl ketone as the extractant. The niobium was recovered from the extractant with ammonium fluoride solution from which niobium oxide was precipitated with ammonia. Finally, the filtered and washed precipitate was calcined. Ninety-six per cent of the niobium was recovered in a product analysing 99.9 per cent Nzo.. The reagent cost was in the range of $1.00 to $1.25 per pound of niobium recovered. Introduction OVER the past few years, Columbium Mining Products Limited has been engaged in the development of a niobium-bearing mineral deposit in the vicinity of Oka, Quebec. "The Madsen mine is in the southeastern part of Baird township, in Red Lake area, Ontario. It lies about 6 miles southwest of the town of Red Lake, with which it is connected by an all-weather road.The Madsen Red Lake Gold Mines Company was formed in March, 1935, to take over the holdings of the Falcon Gold and Jomac Gold syndicates. During 1935 an4 the early part of 1936 No. 1 shaft was sunk and drifts driven on four levels, all on a narrow quartz vein in a granite dyke.In July, 1936, the Austin zone was discovered about half a mile north of No. 1 shaft by Austin McVeigh, a prospector employed by the Company. Diamond drilling showed that the zone included an orebody worth development, and in 1937 No. 2 shaft was sunk, three levels opened up and sufficient ore outlined to justify the installation of a mill. Milling commenced in August, 1938, at the rate of 300 tons a day, which was later increased to 400 tons a day.The total production from 1938 to 1946 was 1,116,307 tons from which gold and silver having a value of $9,949,010 were recovered. The gold produced ranged from a minimum of 0.1910 oz. a ton in 1939 to a maximum of 0.2827 oz. in 1944. The average grade in 1946 was 0.2345 oz. to the ton."
