When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

The mining licence for the Macraes gold mine places emphasis on the progressive rehabilitation of the land to a state compatible with the landscape and environment that existed prior to mining activities taking place. The shallow soils and hostility of the environment dictate that choices of plant species should focus on persistence rather than high productivity, choices that are made easier by observing the vegetation patterns that have developed naturally within the area, by recontouring landforms to integrate with the surrounding countryside and the use of appropriate plants and establishment techniques.

Eco-Efficient Gravity Separation Solutions in India Sustainable development and social responsibility issues are a principal aspect of mineral processing operations around the world. With the need for more environmentally effective technologies, some gravity separation systems have provided eco-efficient mineral processing solutions in places where it is not otherwise viable because of lack of fresh water or for other environmental reasons. Advanced spiral separation technologies developed in Australia offer a cost effective and environmentally viable way to process minerals. In particular, we review recent case studies of spiral plants commissioned in India where environmentally sustainable solutions to design problems included the use of spirals operated with sea water and the use of high capacity (HC) spirals to provide low consumption of energy and materials and a reduced plant footprint. This paper evaluates the performance of various spiral plants in India and how critical environmental issues which affect the overall viability of wet concentrating processes where resolved.

The exposures resulting from development work, following on the discovery of a new shoot of hIgh grade ore at the north end of the Sardine tin mine, during 1952, have provided an unusual opportunity to study the oxidation of a stannite-rich ore. Through the kindness of C. C. Morton, Chief Government Geologist of Queensland, an exactly located suite of specimens representative of the exposures was supplied by J. and W. Reddie. This was later supplemented by a number of specimens culled from a parcel ofrepresentative ore submitted to the Melbourne Ore Dressing Laboratory for testing.The Sardine tin mine, near Ewan, Queensland, has been the outstanding producer of the Kangaroo Hills Mineral Field. Since its discovery in 1918, up to 1952 it has yielded about 1,500 tons of cassiterite concentrates, and about 85 tons of stannite concentrates. The outcrop ore averaged 35% tin oxide, but the grade declined with increasing depth, and by 1930 had fallen to 7% tin oxide. In the northern section of the mine the ore shoots show a downward passage to complex primary s.ulphide ore, containing cassiterite and abundant stannite.The orebodies occur in a series of fissures in a crushed zone about 50 ft. wide in slates and quartzites that have been intruded by granite (Connah, 1952). A quartz porphyry dyke forms the footwall of the original main lode in its southern part, being traced' from the surface to' the No. 4 level (173 ft. vertical depth), and two narrow dolerite dykes were encountered in the workings north of the main...

Eh-pH measurements were taken on an industrial zinc reverse flotation process at Brunswick Mining and Smelting Corporation Limited. Laboratory zinc reverse flotation testwork on samples of the feed to the industrial process produced Eh-pH data which were similar to the data from the industrial process.Later, the Eh-pH data from the industrial process were compared with data from a pilot plant scale zinc reverse flotation process at Mount Isa Mines Limited. After comparison with the data from Brunswick Mining and Smelting Corporation, deficiencies in the pilot plant Eh-pH data could be recognised and corrective actions were taken for the pilot plant. A robust pilot plant zinc reverse flotation process was obtained with consistent performance at the expected level.The implications of these findings for a range of processes are also discussed.

The large increase in secondary industries in this country, during the war and post war periods, has caused a shortage of capacity for the production of merchant bar.To overcome this shortage, an expansion of rolling mill facilities has been undertaken by the Broken Hill Pty. Co. Ltd. A small, but modern, merchant mill has been erected at Kwinana in Western Australia and a strip and skelp mill is under construction at Newcastle. The latter mill will roll strip and skelp at present being rolled by the Newcastle 10 in. Merchant Mill, enahling this mill to concentrate on merchant bar production.The Kwinana mill was installed to supply the Western Australian market. This state has a small population (approximately 658,000) and is not at present highly industrialised. It was necessary, therefore, to design a mill which would be capable of producing a wide diversity of sections and could be expanded as the demand increased. To begin with capital expenditure had to be kept within reasonable bounds. The design work for this mill, with the exception of a few specialised items of equipment, was carried out at Newcastle.All design work for the Newcastle mill was carried out by the lVIorgan Construction Co. of America. Although initially intended for rolling flat. products, the designers were asked to make the mill as flexible as possible, so that should the market for flat products decrease, this mill with additional equipment could undertake the rolling of medium sized sections.

ONE of the phases of mining wide ore-bodies, such as are found in Broken Hill, is the laying-out and design of the sill floor gangway timber, When, in the above operation, a detail has to be repeated frequently, it is desirable in the interests of efficiency that that detail should be standardized as far as possible. Before arriving at a standard design e.g., a crosscut layout-it would seem necessary to compare its strength with some other unit of timber and see that the general design is at least as strong as the unit that has been taken for comparative purposes, In these notes no attempt is made to calculate the stresses to which timber underground is subjected, but merely to draw a comparison between the relative strengths of the various cross sections of timber in common use underground.It has been assumed for the purposes of comparison that the milling exerts pressure in a vertical plane only, and is uniformly distributed over any area. A volcanic sequence is described from the Golden Cross Mine, Waihi, New Zealand. The sequence includes seven lithostratigraphic units comprising flow and pyroclastic units of Coromandel Group andesite and dacite and overlying Whitianga Group dacite and rhyolite which is intruded by the Golden Cross dacite porphyry and rhyolite dykes. The sequence is mineralised and is unconformably overlain by two post-mineral units, the lacustrine Waitekauri beds and Omahine Subgroup andesite.   Detailed structural analysis of mine data has identified four deformational events (D 1-D4) and related these to the gold-silver mineralising events. Faulting was coeval with the mineralization and directly controlled the development, localisation, style and geometry of the ore shoots. Mineralization developed in competent lithologies where dilation occurred during faulting. The Empire Fault is the master shear which controlled fluid flow. Mineralised veining developed in response to tectonic pulses occurring at slightly different stages as represented by the underground Empire vein complex and the open pit vein array. The mineralising events culminated with the deposition of barren calcite veins. Post-mineral movement along the Western Boundary fault appears to have offset the orebody.

The layer of ore pulp between the ragging and the top-water.Top Water. The water, carrying fine material in suspension, which flOiWS over the surface of the jig bed.Hutch Water. The water added to the jig below the screen. (Except for the water discharged with the hutch concentrate, the "hutch-water" eventually becomes "top-water.")Feed Water. This paper reviews the changes in the coal industry over the past 30 years and attempts to predict the trends over the next ten years. The last 30 years have seen a steady concentration of production into fewer, larger mines, which operate on 3: more continuous basis, and a major increase in productivity per employee. Coal exports have increased from zero to almost half the country's total production. As well as major changes in exploration and mining equipment and the increasing use of computer tools, the industry now operates in a relatively new regulatory and commercial environment.   Safety legislation now requires the writing and enforcement of policies and procedures by the mining companies, rather than adherence to inflexible regulations enforced by an Inspector. Accident rates have decreased dramatically. The transition from coal mining licences to permits, requiring landowner consent and resource consents, is well under way. Environmental controls are now an essential aspect of the industry.   Equipment suppliers now offer maintenance services, production guarantees and flexible financing.  Contract miners offer mine design and restoration as part of the contract. In a similar approach, Solid Energy now offer an ash disposal service and assistance with resource consents to their customers as well as investment in technology to ensure a consistent product to demanding specifications. Solid Energy has proposals for energy centres which install and operate the coal burning appliances and simply sell energy to the customers. The next 10 years should see an intensification of these trends of bigger mines, more exports and greater technology and a 'package' approach to customer service.

Six simulations by the Mpnte Carlo method employing both classical and geostatistical techniques are presented for the determination of the probability distribution of the in situ value of a coal seam. To avoid the problem of qualitative estimation of parameter variability in the calculation of an arbitrary seam value, only data values from borehole information were used to quantify the variation in four coai seam parameters.The method which is suggested as being the most appropriate is a particular geostatistical approach that employs the best linear unbiased estimate and the error of estimation for a number of two dimensional blocks. The results indicate that the variance of the coal seam unit value may be much higher than that indicated by the classical approach because of the spatial variability that is properly incorporated in the geostatistical approach.The model used in the Monte Carlo simulation to determine the economic value of a coal seam can be extended to incorporate all those parameters which are necessary for a true estimation of the probability distribution of the coal seam value. A time value concept for discounting can also be incorporated to optimize the economic return of a coal mining project.

Alluvial gold mining in New Zealand and in particular on the West Coast underwent a renaissance during the early 1980's. This was based on two main factors: a) the sharp rise in the gold price b) the advent of the hydraulic excavator with which to mine the auriferous gravels. The scale of operations varies considerably. A small operation typically consisting of one or two people using an excavator to feed either a land based or pontoon mounted (floating) gold recovery unit, which will typically feature a rotary screen with or without a tailings stacker with the screened fines < 10 - 15 mm) fed over riflle tables. The largest screening plants of this type are operated by DML Resources in their Arahura and Mikonui mining operations where the plants have the capacity to screen up to 250 m3 of gravel per hour. These plants usually employ jigs and centrifugal concentrators for gold recovery. Unique amongst current operations is the Grey River Dredge, a bucket ladder dredge capable of processing 700 m3 per hour similar to those that operated earlier this century. Gold concentration is by a series of jigs. The number of plants operating in recent times peaked at around 130 in 1987 (coinciding with a nominal average gold price of $751) and since that time has steadily declined to 80 units in 1993 and about 45 - 50 units today. This cycle of rapid expansion and then steady decline has been repeated on the West Coast since the original gold discoveries in the mid nineteenth century.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.
