Widely diverse mechanisms exist for the action of a range of selective sulphide flotation depressants. Collector desorp- tion, leaching, competitive adsorption, formation of hydrophilic reaction-product coatings, action as reducing agents, and action as lattice-oxidizing agents are discussed. Detailed attention is focused on the latter two mechanisms. Recent works on copper depressants particularly for copper-molybdenum separations, and oxidizing agents enabling arsenopyrite- pyrite separations, are presented and discussed.

In contrast with mining in areas close to the main centres, mining in remote areas is characterised by comparatively high initial investment and relatively high running cost for the life of the mine. This is because of:the real cost of establishing and running the operation at a location distant from the necessary infrastructure; and the perceived risks priced into their costs by the multitude of suppliers involved in the project. Optimal co-operation between the mine and the supplier in developing the right rela tionship and the correct technical solution permit both cost elements to be reduced. This re duction may well mean the difference between success and failure. This paper examines the possibilities for optimising the contribution of the equipment supplier to the overall success of the process. Issues covered include the necessity to provide more than merely equipment fit for the purpose , but also the need to maximise the benefits of equipment ownership over the life of the mine. A simple method of determining the optimum timing for equipment replacement or rebuilding is proposed . Furthermore the maintenance contract (or performance agreement) is suggested as a means of leveraging the supplierÆs commitment to the mining operation. The specific examples are based on experience with mobile equipment but the methodology has relevance to other equipment and supplies.

The subject of government involvement in industry is, to say the least, a touchy one. For many it conjures up thoughts of socialisation or nationalisation. For others it is a desirable objective and is seen as a means of social reform by giving government a greater say in the control and distribution of human, financial and natural resources for the betterment of the community. Whatever your point of view, it is difficult to deny that government involvement exists to lesser or greater degrees in all industries. The mining industry is no exception and the degree of government involvement is probably greater than it is in other industries. I think it is important to remember when talking about government involvement in industry to recognise that there are different types of involvement and that all governments have a right, if they so desire, to become involved in whatever way they choose. The decision of a government to increase its direct or indirect involvement must, of course, be taken in the national interest. Governments, if we are still old fashioned enough to believe in ministerial and electoral responsibility, must make up their own minds about whether their actions are in the national interest and they must be prepared to accept the consequences of that action, good or bad. Dartbrook (Hunter Valley and South Bulli (Southern Coalfield) Collieries provide contrasting settings for gas sorption studies. Gas compositions at Dartbrook are dominated by carbon dioxide, with minor methane, while those at South Bulli are dominated by methane with minor carbon dioxide. Total gas contents at Dartbrook are also significantly greater than those at South Bulli. The two collieries are also contrasted in terms of coal composition and mining environment. Dartbrook Colliery mines a relatively small sectionb(4m) of very thick seam (up to mapproximately25m); the coal is vitrinite-rich, high volatile bituminous. South Bulli mines most of the seam thickness, with coal being an intertinite-rich, medium volatile bituminous coal.Coal samples have been collected from in-seam gas drainage holes for evaluation of relative gas desorption rate (methane versus carbon dioxide). Following adsorption isotherms, petrography, chemistry (proximate and ultimate analysis) and pore structure analysis (carbon dioxide surface area, mercury porosimetry). Bomb desorption studies indicate different behaviours for methane desorption at these two collieries desorbed gas compositions at South Bulli show a small enrichment in methane content. The opposite is observed at Dartbrook. Both collieries show enrichment in CO2 in the residual content. Adsorption studies show marked variation in adsorbed gas contents for methane and carbon dioxide at each colliery and between collieries. These variations are related to differences in coal pore structure, chemistry and Petrology.

The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) was formed in 1994 to promote development and adoption of international standards for estimation and reporting of exploration results, mineral resources and mineral reserves. The CRIRSCO standards have been accepted by most mining companies and professional societies worldwide. Market regulators from Australia, South Africa and Canada require that these standards be followed when releasing public information. Among these requirements is the use of specific definitions for what constitutes exploration results, mineral resources and mineral reserves. If such information is publicly disclosed in must be estimated by a Competent or Qualified Person. In the United States of America, public disclosures are regulated by the US Securities and Exchange Commission. The SEC does not recognise the CRIRSCO guidelines, and some of the SEC requirements for public release of information are materially different from those applicable in other countries. The CRIRSCO definitions and the Competent Person requirements are reviewed and compared with those of the SEC. The organisation of the SEC and its rule making process are briefly discussed. Ongoing efforts to bring the US regulatory requirements closer to those applicable in other countries are presented, as well as other activities that CRIRSCO is entertaining with the United Nations, the International Accounting Standard Board and other international organisations to reach the objective of worldwide standardisation of reporting procedures.

The Queensland Department of Mines believes it is in the best interests of the gold mining industry to reduce and control the environmental impacts from gold mining since that is the community expectation.The Department of Mines has set as a special condition of many recently granted Mining Leases the requirement to submit a "Description of Operations" for the approval of the Minister, prior to commencing initial mining operations. In order to facilitate compliance by lessees with this condition an explanation is given of the reasons for this condition and how it is intended to achieve the objective of environmental protection.Environmental impact is operations dependent. Impact on a lease will vary quite significantly with the scale and methods employed. Before a lease can be granted and mined it is therefore necessary to have this information. The parameters of operations most critical both in terms of environment impact and economic viability are worked out and agreed with the lessee before the lease is granted. An approved description of operations which is required now, prior to the start of mining, provides the details of that agreement for the security and benefit of the lessee and the inspectors. It also provides the details of operations and environmental controls which were not required prior to the grant of the lease but are nevertheless required and necessary for compliance with the environmental standards.

The Ranger uranium mine has operated in the Kakadu region of the Northern Territory since 1979. The mine's water management system was designed to cater for the wet-dry monsoonal climate and to satisfy the recommendations of the Ranger Uranium Environmental Inquiry - Second Report, 1977 (The Fox Report) with respect to environment protection. The Fox Report advised that the aquatic ecosystem of the region must be protected and that the mine should collect all runoff from disturbed areas. Furthermore, the mine was to operate as a no-release system until release standards, based on the experience of several years of operation and on the results obtained from monitoring and scientific investigations, could be established. Monitoring and research data have now been collected for a decade. it is evident that lower-than-expected concentrations of chemical constituents are present in the runoff waters which are retained on site. Standards have been established for the release of these waters to the streams when in flood during the wet season. Mine water quality data and release standards are presented. It can be confidently concluded that controlled release will not cause detriment to the aquatic ecosystems of the Kakadu region. The Ranger operation has demonstrated that environmentally responsible management of mine waters is feasible for future mining ventures in the Kakadu region.

The Deep Mill Level Zone (DMLZ) skarn Cu-Au deposit is the deepest explored part of the Ertsberg East Skarn System extending from the surface at 4200 m elevation to the DMLZ at 2900 to 2600 m. The DMLZ is hosted in an upper Cretaceous to lower Tertiary siliciclastic and carbonate succession adjacent to the 3 Ma Ertsberg pluton. Much of the DMLZ ore is hosted by mixed assemblages of siliciclastic and dolomitised carbonate strata that have been altered to Mg-rich skarn assemblages. Unaltered equivalent strata from a 300 m cored interval in the Yellow Valley Syncline were characterised petrographically and representative samples were analysed for major element compositions. These stratigraphic and chemical units are interpreted to be responsible for the varying skarn lithologies within the DMLZ. The dominant prograde skarn assemblages are controlled by protolith composition, notably the relative abundance of quartz, dolomite, and calcite within the protolith. Models based on isochemical metamorphism of mixed assemblages of quartz and dolomite suggest that the formation of the forsterite-diopside dominant skarn assemblages resulted in the greatest amount of pore space increase. DMLZ Cu-Au concentrations were locally controlled by host lithology, with structural features providing fluid pathways that focused the mineralising fluids. Flow maldistribution in the iron blast furnace has been studied analytically by the use of the vectorial form of the Ergun equation and experimentally via packed columns and a cold model of a blast furnace. Experimental results are presented showing the effect on fluid flow patterns of the following types of nonuniformities in a packed bed: the increased voidage at the wall ("wall effect"), the decreased voidage at the interface between layers of materials with different sizes and shapes, and the differences in resistance to flow of bulk regions of a column with different sizes and shapes. The proposed theory is applied to the calculation of fluid flow patterns for these nonuniformities. Velocity profiles, as calculated from these flow patterns, were found to agree reasonably well with experimental measurements obtained via hot wire anemometry techniques for laboratory scale packed columns. Calculated fluid flow patterns are presented for blast furnace burdens which show how flow patterns are affected by (a) coke segregation and (b) the relative differences in resistance to flow between coke and oxide pellet layers. For the cold model study, calculated flow patterns are presented based on photographs of a given burden distribution. The velocity profiles calculated from these flow patterns were found to agree reasonably well with the velocity profiles measured from the cold Model.

While I contemplate the formidable catalogue of bodies and organisations participating in this Conference and the impressive array of qualifications chalked up after the names of the representatives I am indeed honoured to be invited to address you. When I consider the theme you have chosen for your conference I am also somewhat daunted: "The Twenty First Century - Mining for Mankind". It is indeed dramatic, challenging. But what, I ask myself, can a mere KCMG say to all you professional fellows and doctors and academicians? It is not for me to stray on to the more esoteric areas that you will be covering, thereby running the risk of teaching my grandmother how to suck manganese nodules. On the other hand it seems to me that you deserve more than the courtesies, not to say banalities, that are sometimes - sadly, and unjustly - regarded as the stock in trade of diplomats.

It is argued, that plate convergence, i.e. subduction, at other than right angles under a continental margin may lead to compensa-tional transcurrent faulting in the sialic environment. In this pro-cess the introduction of ultrabasic slivers, derived from the down-going oceanic crusial plate, along this fault may occur. This regi-me, both compressive overall and tensional along the transcurrent fault, will contain numerous indications for ongoing igneous and tectonic processes (such as volcanism, hot springs and frequent earthquakes).Examples for this scenario are California, the hinge between the Alpine- and Appennine orogens and the island of Sumatra.Igneous manifestations of subduction will be present both as inter-mediate intrusions and/or andesitic piles. The intermediate volca-nics may be intensely altered (chloritic, propylitic, argillic). Silice-ous breccias and banded chalcedonic sinters may be commonly found. This entire scenario is indicative for epithermal gold mine-ralisation.

The development of computers is examined in the context of the mining industry. The risk element is given as a reason for the slow introduction of the computer into mining. Dealing with mining's uncertainty is seen as a major role for computers. The use of computers is traced from early accounting applications to current involvement with all aspects of mining. The problems associated with increasing use of computers and their impact on management is discussed in depth. Disenchantment of management is thought to arise from unfulfilled expectations. Contributory causes are given as overselling of computers, reaction against change, speed and growth of computer technology. The solution is seen to lie in a more dominant role for user management in the development of computer systems and greater emphasis on education. The computer of the future will then become integral to the mining process as an extension of management's planning and control function.

Mathematically sophisticated methods are now in common use for metal balancing of complex separation flow sheets at many concentrators. These balances usually entail minimisation of the sum of weighted squares of data adjustments subject to flow sheet constraints. The adjusted data provides numerical consistency across the complete flow sheet to facilitate performance calculations. A mine with multiple ore sources can be considered as a flow sheet with the end node comprising the concentrator and its products concentrate(s) and tailings. If the mass transfer and grade estimates for each ore source are sufficiently reliable, a similar metal balancing approach can be used for combined mine and concentrator data. Comparison of balanced and measured assays and mass movements provides useful guidance to security of marginal grade ore and possible dilution problems. This paper includes a summary of results from a case study based on a mine with multiple ore sources.

Record quantities of slag were produced in 1974. Slag usage in this year amounted to 8.5 mega tonnes for granulated blast furnace slag and 7.7 mega tonnes for crushed blast furnace and L.D. slags. Granulated blast furnace slag is mainly used as a hydraulic bonding material in the manufacture of cement and in road construction. These applications give a fuel saving and reduce processing costs. Crushed blast furnace and L.D. slags find application as a substitute for natural aggregates in road construction and in the production of concrete. There is no doubt of ttie interest to utilise to the maximum all the slag produced by the steelmaking industry, thus preventing the build up of slag heaps detrimental to the environment and favouring the disposal of the heaps formed in the past. World wide efforts are being made to achieve this objective.

The Coke Ovens Laboratory at Australian Iron & Steel, Port Kembla has been involved in the analysis of seam gases and mine airs for approximately twenty (20) years. This period has seen many developments and changes in the techniques used to the point when the current techniques are equal to other labora- tories involved in similar analyses. The laboratory has NATA registration for the analysis of mine airs and gases. Apart from routine testing of seam gases, ventilation airs and gases emmitted from coal bore cores a number of projects have been undertaken. These have served a twofold purpose, one to provide information to the customer, generally Collieries Research and Technology and secondly in developing the skills and capabilities of the Coke Ovens Laboratory. This paper discusses the development and services available at the Coke Ovens Laboratory for the analysis of gases and airs from collieries.

In Australia, coal mines have generally not adopted filling to increase mining recovery. The aim of this project, entitled æImproved recovery in highwall mining using backfillÆ, was to examine the feasibility of using fill to improve recovery in highwall mining. Current fill practice was reviewed for metalliferous as well as coal mining, both here in Australia and overseas, for its applicability to highwall mining. Studies were then made at a conceptual level to determine whether fill could be economically used, to determine appropriate sources for fill and to trial key aspects of fill behaviour. A review of filling methods led to conceptual studies being undertaken on seven filling methods and these studies demonstrated that fill could be used to improve recovery. These studies were then further refined. Selected filling materials have been reviewed and laboratory tests have been made on these to assess their suitability.

Declining from surface provides access, haulageway, ventilation and provision for ser- vices for stoping and development. Three boom jumbos and 3.8 m3 capacity diesel loaders are used in decline development, the majority of which is driven at a gradient of 1 in 9. Primary ventilation is drawn from the mine through raisebored airways and high pressure contra rotating fans provide secondary ventil- ation. To meet schedules a special decline crew was formed on similar lines to a mining con- tractor. The basis of payment for the mining party was changed and the net effect was to accelerate development. Ground conditions demand constant support and this is achieved with chemical anchor rock bolts, multistrand grouted bolts and shotcrete. Major local shear zones are encountered and when they are to be driven through, a combina- tion of the above methods, involving a spiling technique, is used.

This paper describes the ENVIB software system, which has been developed in a menu-driven form to aid in the monitoring and assess- ment of vibration caused by routine blasting operations and for research and development projects. The paper gives an outline of the capabilities of the system by means of screen-dumps and a general descriptive commentary. Technical notes have been added where appropriate to further describe the system. The ENVIB system covers: I . Analysis of blast vibration results, and preparation of graphs and tables for control and estimation purposes. 2. Effects of atmospheric conditions and air vibration propagation. 3. Real-time acquisition and analysis of analogue blast vibration sig- nals directly from transducer equipment or from FM tapes. 4. Analysis of digital files on floppy disc or transferred via the serial port from blast monitoring equipment. 5. Transfer function calculation for structure response studies.

Bougainville's copper mine is located on the west slope of the Crown Prince Range on Bougainville. A high grade copper concentrate is produced for sale to overseas customers. Production planning which was originally based on pilot plant data has developed progressively since commissioning of the concentrator in 1972. Pilot plant data and mine sampling have been supplanted by the correlation of concentrator performance with ore sources, as the basis for short term planning. The influence of accurate sampling is reflected in 1. hourly shift control, 2. the daily milling statement, 3. the prediction of the characteristics of ore from various mine locations, 4. production reconciliation, and 5. the control of copper losses. The mechanical and electrical failures of the original sampling system emphasized the need for a reliable, automatic sampling facility. The development of a pneumatic drive mechanism, which has now been fully field tested, was undertaken.

A process has been developed to recover at least 75% of the 2-naphthol contained in cobalt precipitate produced during the removal of cobalt from electrolytic zinc plant solution. The recovered material is in a form suitable for recycling to precipitate further cobalt from solution. The process consists essentially of two steps. The first involves leaching of cobalt precipitate in 400 g/l sodium hydroxide solution at 95¦C in the presence of an additive. The second step involves treating the filtrate from the leaching stage with sodium sulphide to precipitate cobalt as the sulphide thereby re- generating the sodium hydroxide for recycling. The process is only marginally profitable at present 2-naphthol prices, giving a net return of 20% on a capital investment of $1 200 000. A reaction mechanism is proposed which accounts for the 25% loss of the 2-naphthol in the recovery process.
