The properties of tailings that emanate from laterite nickel processing plants are significantly different to most other mine tailings. They typically comprise a mixture of fine materials that are made up of altered clays, chemical residues and salts. Neutralisation processes that are undertaken prior to tailings discharge result in a high proportion of gypsum in the tailings. The salinity of the pore fluid is commonly higher than 140 g/L of salts, dominated by magnesium sulfate. Hydraulically-placed tailings that undergo solar evaporation typically reach dry densities of less than 1 t/m3 of insoluble solids. In situ water contents after many months of drying may be as high as 80 per cent, and peak undrained shear strengths are unlikely to be greater than 20 kPa.This type of material is not conducive to upstream raising, from both a practicality and overall slope stability perspective. Even at rates of rise of less than 1 m/a, it is difficult to effect upstream raising on unaltered laterite nickel tailings. However, the authors have successfully designed and implemented upstream-raised laterite nickel tailings storage facilities. The upstream raises have been formed from both imported natural materials and air-dried and compacted tailings borrowed from the tailings beaches.Drying and associated strength gain has been achieved through various means of mechanical intervention, repeatedly exposing a zone of tailings to the atmosphere for evaporation. Field trials have been undertaken to optimise the approach, and the findings from the trials have been implemented in practice to allow stable upstream raises to be constructed. The implementation, during recent years, of the concept of distributing chilled water to improve cooling at the working faces represents a very important innovation for the mining world. In a logical extension to that concept it has been recognized that distribution of the cooling water at high pressure would provide a potential source of energy for driving water powered hydraulic machinery such as rockdrills, water jets for moving rock, and support props, in the workings. With this in mind, the Research Organization of the Chamber of Mines of South Africa is pursuing the development of such a dual system that will provide cooling in a deep mine and, at the same time, drive hydraulic machinery. A comprehensive design of such a system has been completed and has shown the concept to be entirely feasible technically using technologies currently available. A pilot system is working in a mine shaft 2000 m deep giving a pressure of 20 MPa at the bottom of the shaft and distributing the cold water into the workings at a pressure of 17 MPa. The system shows considerable potential for improving existing mining methods and will open the way for the development of new mining methods for deep mining operations.

The aim of all modelling is to replicate geological reality as closely as possible using available data. This paper is aimed at one end of the spectrum, where very limited data is combined with intuitive geological ideas to synthesise models for either target definition or for determining minimum viable mining scenarios. Interactive 3D modelling allows a satisfactory hypothetical geometry of surfaces to be assembled, and provides a fast quantitative method for generating targets. As data flows from exploration, an evolving geological model assists with the progressive evaluation of a prospect. Two case histories are described where this approach has been used successfully, the Mosquito Hill Prospect in Queensland and the Longwood Ranges Platinum Prospect in New Zealand. The possibility is also discussed of hypothetically modelling an orebody which has yet to be discovered. The proper description of an orebody is the foundation upon which all mine design and planning is undertaken. The volumetric accuracy of the model is crucial in valuing an orebody. Geologists must form a geometry which matches the conceptual view of the ore occurrence and ensure that they understand how the computer system used calculates volumes. If the underlying assumptions inherent in the method conflict in any way with the conceptual model visualised for the ore occurrence, then that method must not be used.

Draglines have found wide application in strip mining coal seams down to 60m depth. A research Project funded through NERDDC has been underway during the past two years investigating the application of large draglines loading overburden into hoppers feeding into conveyor systems or off-highway trucks. This paper presents the preliminary results of these investigations and covers overburden characteristics, bucket spotting con- trol, bucket design, conceptual hopper systems, system application at representative mine sites, and broad process comparison. The studies have initiated new concepts in the extended use of draglines at deeper strip- ping depths. Alternate arrangements for dragline bucket rigging and bucket control aspects of dragline stripping operations offer productivity improvements. Extended use of existing draglines includes, draglines dumping into hoppers which feed large trucks or conveyors, trigger dump buckets rigging arrangements, and rear dump dragline buckets with integral grizzly bars. The paper details these suggestions, and points to specific areas where the most productive applied research is anticipated. Mine planning considerations detail the factors involved in selecting dragline bench heights in association with hopper operations.

Biomineralisation is the process by which microorganisms mediate and catalyse inorganic reactions so as to form new mineral assemblages. The goal of biomineralisation as a remediation tool is to control microbial processes and their environment so as to sequester and immobilise specific toxic metals within exceptionally strong bonds of neo-formed mineral assemblages. In this way, the bound metals are no longer mobile within a geological time-scale. Applied biomineralisation uses microorganisms, which are isolated from a metal waste environment and are selected for their ability to rapidly catalyse neo-mineral development from dissolved or leachable metals. A typical waste environment will contain microbes that contribute to the mobilisation of metal contaminants as well as microbes that possess the potential for remineralising available metals. Selection and augmenting the correct combination of bacteria and eliminating the competing mineral degrading reactions are the key to applying biomineralisation as an in situ remediation process. Applied biomineralisation harnesses the microbesÆ ability to stabilise toxic soluble metals into non-mobile mineralassemblages. This paper will discuss and demonstrate the biomineralisation process through several case studies including the Summitville mine site in Colorado, the McCoy-Cove mine in Nevada, the Argonaut mine in California, and an historic lead site in Crooksville, Ohio.

Water is becoming an increasingly valuable commodity in Australia and the mining community is finding itself competing with pastoralists, domestic consumers and industry for access to what is an essential but finite resource. This paper will provide an overview of various legislative regimes in Australia governing water resources, and will review some of the fundamental issues which should be considered by mining companies when contracting with other parties for the supply of water. The paper will focus on mechanisms to secure access to water for mining purposes, and will deal with the following issues: Grants of water entitlements under legislation û (navigating the legislative requirements necessary to facilitate the taking and use of water for mining activities) The paper will focus on the key legislative requirements for securing access to water in Queensland, Western Australia, New South Wales, Victoria, South Australia, Tasmania and the Northern Territory, and will examine: compliance with regulatory processes for securing water entitlements through the grant of water allocations, licences and permits, etc; and dealings with water entitlements (ie statutory mechanisms for transferring water entitlements on a temporary or permanent basis). Securing access to water under water entitlements through contractual means. The paper will also review of some of the fundamental issues which should be considered by mining companies when contracting with holders of water entitlements for the supply of water from both groundwater and surface water sources. These issues include (inter alia): securing appropriate rights to take and use water in compliance with relevant legislation, the necessity to protect the validity of underlying water entitlements, ensuring the security of supply for the contract term, access rights affecting water entitlements and other important issues relating to the security of water entitlements for miners.

Conventional models, based on pulp kinetics, were regressed directly to steady-state data from a nine-stage platinum flotation plant, to provide a basis for optimisation studies. æFroth factorsÆ were used to characterise the froth in each stage and a ædepressant factorÆ was used for gangue minerals, to account for addition of depressant to the cleaners. These factors improved the fit, but differences between plant and model of up to 50 per cent were still present in a number of streams in the cleaning circuit. A new model was developed, which incorporated two rate constants for the recycle of particles from the froth. These parameters provided a workable approximation of the distribution of probabilities of particles being recycled in plant cells, depending upon where particles appeared at the surface. The feed streams were characterised by two pulp kinetic parameters and the above recycle parameters, for all minerals and all stages. The fit to the data was improved very significantly, when compared to the use of conventional pulp-based models with several pulp rate parameters. This relatively simple model did not require additional data from batch tests and it was suitable for plant simulations.Simulations of various strategies for plant operation were tested, allowing the simulator to vary the concentrate flows from all or some of the stages, in order to maximise platinum recovery. The simulator was imbedded in an automatic optimiser and constraints on chrome content or mass flow of final concentrate were used. The simulations of the existing circuits demonstrated that an improvement in recovery, (for a constant concentrate mass) of about 0.5 per cent was possible, by optimising all concentrate flows. A significant reduction in the flow of scavenger concentrate and an increase in the recycle flows in the cleaners were noted. The results of simulations of various changes to the circuit configuration are also discussed. An increase in recovery of 1.4 per cent (for constant concentrate mass) has been achieved in recent simulations, through circuit changes. However, it was necessary to keep the mass pull of concentrate, per unit area, within typical limits.

The mining industry is a relatively minor user of water, which has historically been largely soured from private schemes. Frequently mines are often located in areas with limited available water resources. Water reform is increasingly affecting access to water for new mining projects and mining companies are being required to consider the value of water and the implications of reliability in their planning. This paper seeks to briefly review the water reform process in Australia and how it is affecting the mining industry with reference to some recent project experience.

The Australian Magnesium Corporation Limited (AMC) is constructing the worldÆs largest magnesium metal plant at Stanwell, 24 km west of Rockhampton in Central Queensland. The $1.3 billion, 97 000 tonne per year plant is scheduled to commence production in mid-2004. It will produce magnesium from magnesite using the innovative, locally developed AM Process Technology which enables magnesium to be produced at internationally competitive costs. The technology will enable the plant to have the lowest environmental impact of all the available magnesium production processes. The project will meet current world-best-practice environmental and emission standards while on a life cycle analysis, magnesium produced by the Stanwell plant will result in net reduction in global greenhouse gas emissions. Magnesium is the lightest of the structural metals. Its high strength to weight ratio and ease of casting and machinability makes it particularly suitable for the manufacture of light weight automotive components. Reducing the weight of motor vehicles through the use of light weight materials such as magnesium is the current primary means adopted by the automobile manufacturing industry to improve motor vehicle fuel efficiency and the lowering of emissions of greenhouse gases. The Australian Magnesium or AM process has been developed over the past decade by AMC in conjunction with the CSIRO to produce magnesium from magnesite mined at AMCÆs Kunwarara deposit. Over $200 million has been spent developing the AM process, designing, building and operating a demonstration plant at Gladstone and to complete an environmental impact statement and receive environmental approvals as well as funding for the commercial Stanwell Project. The paper outlines the development of the AM process technology, the operations of the Gladstone demonstration plant confirming the process technology, its operating costs and environmental performance. The paper covers the particular attention that was given to minimising the production of CHCÆs, the development of new cover gases for molten magnesium, the minimising of emissions of greenhouse gases and the life cycle analysis of magnesium as a replacement for steel and heavier metals in motor vehicles which confirmed its use resulted in a net reduction in global greenhouse gas emissions. The project received both Commonwealth and Queensland Government environmental approvals by August 2000.

As modern techniques of Petroleum Exploration and Development are rela-tively new in Australia,2 the alien terms "Mud Logging" and "Core Analysis" will bear explanation. Mud Logging and Core Analysis are two of the Petroleum. Industryts most useful "tools" in the successful search for, and development of, commercial oil and gas deposits. Modern Mud Logging could be more accu-xately termed "Drill Cuttings and Mud Gas Analysis". Presently, mud-logging has its greatest application in exploratory wells where subsurface geologic control is at a-minimum.

The minerals industry has been given an opportunity to grow and continue to advance again in an environment where there is the potential to reap big rewards for efficiency improvements due to buoyant metal prices and the growing demand of markets in Asia. Improving efficiency may also provide a better return compared to risks of expansions and bringing new projects online due to limited human and financial capital.An opportunity for improvement presents itself in the area of mine-mill reconciliation, which entails the quantification of the variance between measurement points along the mining value chain. Reconciliation factors are calculated from the variance between respective sections within the mining sequence. These factors are commonly used as key performance indicators to provide a check on the performance of the operations. Over parts of the mining value chain, there is a fair understanding of the reconciliation between the Resource and Reserve estimates and the measured metallurgical plant inputs and product outputs through understanding of the mine-mill interface. The quality of reconciliation data gathered across the mine and plant is generally not well established due to practices employed in generating the data. The reconciliation variances are often a function of data accuracy and quality used in the comparison. In general, the sources and magnitude of measurement and sampling errors and their impact on reconciliation are not that well understood. Examples of the current practices of mass measurement, sampling, sample preparation, chemical analysis and quality assurance for broken ore and across the metallurgical process stream are considered. Guidelines are given for those reconciliation elements that are identified as requiring a high degree of confidence for Mineral Resource/Reserve and metal accounting reporting. In this report,the results of the large diameter drilling tests in coal seams assisted with water jet are described. The stress relief in coal seams by this new method is as effective as by the conventional method and the penetration speed by this method is 1.5 times as fast as by the other method. 1 Introduction The average mining depth of Japanese coal mines has already attained about 700m from the surface. Almost all coal mines are suffered from occurrence of coal and gas outbursts. To prevent outbursts, some countermeasures are taken generally. In particular, large diameter stress relief borings have been carried out quite often at Akabira coal mine located in the northern part of the Ishikari coal field in Hokkaido,JAPAN. The paper briefly summarises the work of the Titanium Research Section in the Metallurgy Department of the University of Melbourne and mentions the development of a new electrolytic process for titanium production. This process utilises the "hot-spot" cathode technique and titanium carbide anodes. An introduction is given to three further papers on titanium metallurgy to be presented to the Institute.INTRODUCTIONThe unique combination of strength, lightness and corrosion resistance possessed :by titanium and its, alloy has made them of great interest to engineers. However, high cost, difficulties of production and limited knowledge of techniques of application restrict their usage at present almost exclusively to high priority armaments.The cost of the metal is divided between extraction and processing and much research has been carried out to devise new and cheaper methods for winning the metal from its ores. Processing costs will be reduced when production volume increases.Extraction research is proceeding rapidly overseas and Kellogg (1955, p. 72) reports that 'at least seventeen companies in the U.S.A. are interested in titanium production. Of these, two are producing the metal by a modified Kroll process, three are building Kroll plants and the remainder are in various stages of research activity. The Horizons Corporation alone is contemplating electrolytic extraction and is building a pilot plant. Steinberg et aI. (1955, p. 252, p. 332) have reported the early work done by the HorizonsCorporation on electrolysis of potassium fluotitanate and titanium monoxide in fused salt electrolytes. Of these two, the former appears to be the more attractive process.

Carboxymethyl cellulose, CMC, is widely used in mineral processing as a flotation depressant, mainly for the depression of carbonate and talcaceous gangue in the flotation of Cu-Ni sulfide and PGM ores. Although CMC is a common depressant that can be used in the flotation of different ores, understanding of the interaction mechanisms between CMC and mineral particles in different flotation circuits and different pulp conditions is still limited. Electrokinetic measurements, microflotation and laboratory-scale flotation tests were carried out to optimise the action of CMC depressants in the flotation of a PGM ore. Standard and new CMC brands produced and characterised by Noviant were used in the study. Pure talc and chlorite minerals and a low-grade PGM ore composite were used as test materials. A laboratory flotation test evaluation was performed using the recovery-grade relationship and double value index (DVI) calculation to estimate the effects of both valuable and harmful components on the product value. Solution conditions play an important role in the depression of gangue minerals such as talc. The most favourable conditions for MgO depression were found to be mildly acidic in which conditions the electrostatic repulsion between the CMC molecule and talc is minimised. Similar effects were obtained with electrolytes that affect the conformation of the CMC molecule and the mineral surfaces. In addition to the control of chemical conditions in the pulp, CMC molecules were modified to optimise structural variables. The new CMC brands developed in this work showed significant potential to improve flotation performance, particularly when pulp conditions are controlled.

This is the seventh major symposium organised by Illawarra Branch over the past five years and the fifth dealing with various aspects of coal. It is clear that all of you here need no convincing that black is beautiful! This symposium is on a broader canvas, covering the overall field of occurrence, preparation and utilization of black coal throughout Australia. It is thus the most comprehensive treatment of the subject by the Institute since the symposium organized in 1950 by the Sydney Branch with the co-operation of the then newly formed branches in Newcastle, Illawarra, Central Western N.S.W. and Southern Queensland, all of which shared coal as a major interest. The 1950 symposium was adopted as a volume in the series of seven published by the Fifth Empire Mining and Metallurgical Congress in 1953. This historical reminiscence brings to our minds the circumstances in which these new Institute branches were formed. This happened in the year of the presidency of the late Frank Hockey, and at the time the Australian black coal industry was in many ways at a very low ebb. It was the time of extreme shortage of coal following World War II, and the industry was beset by industrial unrest on such a scale that daily bulletins were posted listing the number of idle pits, of idle miners and of tons of lost production. There could not, of course, be any thought of export marketing. Some of the more picturesque bulletins recorded the number of pits at which the ceremonial emptying of billies took place, and the number of pits at which the aroma of the horses' breath was insupportable. At an Institute conference at the time it is on record that the late lamented Austin Edwards, that tireless mineral researcher, author and editor, in his gentle way chided the personnel of the industry and the members of the Institute for having allowed a situation to develop in which a whole generation of Australian children could grow up without ever having seen coal or knowing what it was. It is sad that most children and most Australians have still never seen coal, and think of it as something dirty and uninteresting. The desperate situation of the black coal industry inspired moves by people in industry and in governments, whose plans and efforts have been recorded elsewhere, to modernize coal mining methods, to introduce coal preparation, and generally to restore the mines and the mining communities and to re-cast the steel industry and electricity generation. Amelioration of the traditionally troubled industrial relations was an integral part of this overall programme, and whilst one would wish this aspect had progressed further the situation has, in fact, improved immensely. New investment in exploration, mining, preparation, transport and utilization both by the existing coal mining groups and by new entrants, Australian and overseas, have played a large part in bringing about the transformation of the industry to such a point that Australian needs are being fully met and a large export market is being supplied - a situation that few would have dared to hope for in those dark post-war days. Forecasts of exports from New South Wales and Queensland show coal becoming a dominant foreign exchange earner for an indefinite term. Old King Cole may have vanished from our children's nursery rhymes but King Coal is here to stay, providingthat costs in the industry can be kept within competitive limits. It is all too easy for an industry to price itself out of the export market by inflation, by increased costs for a variety of reasons, and through currency readjustments. A second proviso is that we must continue to encourage a balanced attitude to environmental matters.

The causes and impact of stability problems associated with longhole open stoping (LHOS) at The Zinc Corporation, Limited (ZC) and New Broken Hill Consolidated Limited (NBHC) are discussed and LHOS stability objectives presented. The development of appropriate rock mechanics techniques is discussed and the reasons for using contract research are explained. Reference is made to the rock mechanics techniques developed and in use. The requirements to effectively use these techniques are discussed. Features of the staffing policy which has been adopted to develop and apply the LHOS stability assessment and control techniques are Outlined.

Legislation for control of ventilation in New South Wales coal mines is contained in the Coal Mines Regulation Act, 1912, as amended. The standards set down in that Act were based on the needs of the industry at the turn of the century. Changes and additions to the original standards have been made to cater for mechaniz- ation of the industry and the introduction of modern developments such as the use of diesel equipment. Technological progress has been recognized by the requirement for monitoring of machines and return airways. The passing of the Coal Mines Regulation Act 1982 has ensured that there will be a revision and modernization of the regulations affecting day to day operations of the industry.

Potential waste rock products from the mining of epithermal deposits in the Hauraki Goldfield are characterised to facilitate their management. Hydrothermally altered andesites and their weathered near surface equivalents have been examined from the Golden Cross, Karangahake and Monawai gold deposits. These materials vary in both their clay content (smectite, illite, kaolinite and chlorite) and the degree of silicification resulting from alteration and weathering. The simulated degradation (slaking tests) of waste materials cannot be explained purely by consideration of clay content, siliciflcation, or the resultant variations in porosity.   Microstructure is considered to be essential in predicting the physical degradation of waste rock. The scanning electron microscope is an effective tool in such an investigation. Increasing alteration results in clay particles becoming more randomly orientated (matrix microstructure); this causes a reduction in the surface area of contacts between components resulting in increased potential for degradation. The extent of skeletal microstructure (commonly characteristic of weathering) is an important control on effective porosity and the long term potential for degradation. Management requirements for these materials include the minimisation of moisture content variations (with the prevention of initial drying being of primary importance) and the containment of sediments produced.
