Marcobre SAC (Marcobre) is developing the Mina Justa copper mine project, located in the Ica region of Peru. The Mina Justa IOCG orebody comprises of a sulfide mass overlain by an oxide cap with a sharp transitional zone between the sulfide and oxide masses. The primary target metal is copper, but there are minor amounts of gold and silver. The oxide will be treated by HPGR, crushing and vat leaching, whereas the sulfide will be treated by HPGR, milling and froth flotation. The processing selections are due to some unusual ore characteristics which have required relatively unconventional solutions.Vat leaching was chosen over heap leaching and other processes after detailed trade-off studies found it to be the most attractive, primarily due to the high acid consumption of the ore. The sulfide flotation produces a wide range of concentrate grades due to the complex nature of the mineralogy. The selection of HPGR circuits for both the oxide and sulfide ore is due to the extremely hard and competent nature of the deposit. There is much debate on the Competent Persons qualifying criteria for providing classified resource estimates for public reporting. The CRIRSCO family of codes including the JORC Code, SAMREC, PERC and NI43–101, require Competent Persons to have at least five years ‘relevant’ experience and belong to professional bodies. These codes provide further, albeit vague, guidelines to assist individuals with their personal decision to take on the mantle of ‘Competent Person’. There is a risk, however, that these qualifying criteria can result in ill-prepared Competent Persons whose actions and recommendations would undermine their own reputation and that of the organisations that employ them; the integrity of the profession and the principles based reporting systems; as well as the stability of stock markets that rely on these estimates.Based on doctoral study on the development of professional competency within the mining industry, this paper presents an evaluation of the suitability of the current qualifying criteria as well as an analysis of alternative criteria. The research included a series of interviews with industry experts and an online survey of resource geologists. Semi-structured interviews provided a sense of experts’ expectations and interpretation of the current definition of ‘Competent Person’. The comprehensive online survey included a self-assessment, a series of situational questions designed to evaluate responses to typical resource geology scenarios and a set of open-ended questions relating to factors contributing to competency development.A summary of the data analysis, interpretation of the results and a set of recommendations for revised ‘Competent Person’ qualifying criteria are presented. This paper contributes to the conversation on what makes a person suitably qualified to report classified resource estimates and provides practical targets that can be used in the professional development of resource geologists.CITATION:Coombes, J, 2014. The University of Wollongong was named University of the Year 2000, for its work in preparing students for the e-world. Computer facilitated learning is being introduced into subjects throughout the engineering course. First year mining engineering students are introduced to computers, e-communication, using the UniversityÆs web based information system, and web based subject delivery. Mining engineering students in the mid-years of the course use programming languages and numerical computation software such as MATLAB, while students in the final years use a range of commercially available professional engineering software such as TALPAC. Most of these subjects are offered as part of the UniversityÆs Learning Online program, co-ordinated by its Centre for Educational Development and Interactive Resources (CEDIR). Learning Online subjects are delivered using the Web Course Tools (WebCT) environment. WebCT allows all resources to be accessed through the web, allows email communication between lecturer and student, and allows discussion groups for the exchange of ideas. Students can submit their assignments through WebCT and receive immediate feedback. This paper describes how WebCT has been used to deliver a first year engineering computing subject, mid-year numerical computation subjects, a mining economics subject and mine planning subjects.

The Australian mining industry can expect to be working internationally competitive high quality coal mines during the twenty-first century. Cost efficient mining methods such as high productivity longwall units with heavy reliance on remote control will be standard and worked by well paid and intensively trained operators. Major changes in mine ventilation engineering can be expected in the use of computers and mine telemetry, the understanding of the mine environment and the frequency of mine disasters, the utilization of mine air contaminants for profitable purposes and the provision of a pleasant and comfortable work environment. New approaches to mine ventilation such as air recirculation will have been considered. There will be an increased need for highly trained ventilation engineers. With the present pace of technological change, quite revolutionary new approaches to mining and ventilation can be expected by the end of the twenty-first century.

Estimation of productivity is a key factor in the design of hydraulic mines and in assessing their economic feasibility. A published Russian formula for hydraulic mining monitor cutting rates overstated productivity by up to 2 tonnes per minute (251%) when applied to Solid EnergyÆs hydraulic mines. A new formula, taking into account additional productivity factors, was derived by Solid Energy and produced an acceptable correlation between predicted and actual cutting rates inNew Zealand and overseas hydraulic mines, with an average error of approximately 0.1 tonnes per minute.   Another key factor in hydraulic mine design is the transport of coal slurry via flumes. Solid Energy carried out a series of 80 full scale tests in a surface flume installation, varying the gradient and coal:water ratio. Both steel flumes and plastic-lined flumes were evaluated. A modification of the Chezy Open Channel Flow formula, including a factor for slurry density, gave a reasonable correlation between actual and predicted flows. It is believed that this Solid Energy formula is suitable for the design of flume installations for hydraulic mining.

Research activities to classify the quality of iron oxides have a long history but most of such activities are for the existing processes such as blast furnace or DR plant. Therefore the newly developed process, such as the COREX process, needs new standardisation although some basic functions of the new process have similarity to the existing processes. Many researchers (Hauk, 1990; Cho et al, 1998) in the field of COREX process have conducted investigations since the early stages of the process development and activities are underway for further plant optimisation. As Agrawal and Oshnock (1995) pointed out, because coke is not included in the COREX reduction shaft the strength requirement of the feed materials in COREX process will be more demanding than that in the blast furnace. This condition is similar to Midrex DR plant but the main reduction gas of COREX plant is carbon monoxide generated from coal combustion while that of Midrex DR plant is hydrogen from natural gas.

A pilot scale laboratory investigation of manual slurry sampling methods representative of those used in the minerals industry is described. Samples were taken from slurries made up from silica particles of various sizes and in various concentrations from a stirred tank and from the discharge lip of a rectangular launder. Sampling methods from the tank included immersion flasks and several configurations of a suction probe. The launder was sampled using a conventional narrow-mouth ladle and also with a 'mouth organ' stream splitter. Samples were analysed for overall solids concentration and size distribution and showed different but always significant and often large biases relative to the known overall composition of the slurry, the nature and extent of bias being dependent on pulp concentration, particle size, sampling method and sampling location. Results clearly show the very great difficulty of obtaining representative samples by simple sampling techniques, although the data suggest that errors can be reduced by using an appropriately designed and operated suction probe. Further work will be carried out with the objective of establishing guidelines for industrial sampling practice.

For a hydrocyclone of fIXed geometry, DC, Di, DO and ? are constants, the variable parameters affecting the performance are Qi, Fi, Du and H. (See Appendix 2 for definition of symbols).The relationship between d50c, Qi, Fi, Du and H gives models which can effectively be used for performance predictions. Such models have already been established by Lynch et al and by Plitt.These models have been tried in a limited manner under continuous operating conditions for on-line cowol. For on-line control effective and accurate instrumentation is required for which a new set up is proposed. Using this set up, a new model was established. A feature in this model is that deviations from the norm of operational parameters affecting d50c were considered. It is shown that these deviations generated by the disturbance of one or more of variations in the parameters, can be monitored by a computer and suitable signals generated to control servo mechanisms for restoring the required d50c value.The logic followed in developing the computer software is described and the application of the model is indicated.

Better quality at lower cost is today's formula for remaining competitive in a world market. For an integrated steel company, high quality low cost steel production must originate before the blast furnace. In 1979, when U.S. Steel initiated a Quality Management Program throughout its steelmaking operations, efforts began at the coal, ore and flux mines. The objective was to improve the quality and reduce the variability of the critical parameters for steelmaking raw materials, to get the blast furnaces, and subsequently the melt shops, under optimum control. The general details of U.S. Steel's Quality Management Program are discussed and how it was used to promote the desired improvements in steelmaking raw materials. Some of the outstanding results obtained by the cooperative efforts between the mines and the steel plants are reported. The lessons learned by U.S. Steel were through upgrading existing operations and facilities. These principles should now be applied to new projects and the benefits of good quality management should commence from the time new projects are Commissioned.

Many of the other 11 small island nations in the region, such as Vanuatu, Pulau and the Solomons have been the subject of considerable exploration orientated towards gold in the past few years but without any deposit found with confirmed economic viability.

HISTORY Up until the late 1880's the mining industry acquired a considerable proportion of its capital needs from domestic sources. Exchanges were established wherever major new fields were opened and Ballarat, Bendigo, Charters Towers, Coolgardie, Kalgoorlie and Silverton all boasted active trading in mining shares. For much of the first half of this century there was only modest developments in the mining industry and its capital require- ments were correspondingly lower. RECENT EXPERIENCE The new mines of the sixties were, in many cases, characterised by their remote situation and their output of bulk commodities such as iron ore., coal and bauxite. Infra- structure costs were particularly high and the level of capital expenditure was of previously unheard of proportions.

An integral part of the Brisbane Suburban Railway Electrification involved the relining, refurbishment and track lowering in the Roma Street, Brunswick Street and Gloucester Street double track tunnels. The design and the construction procedures had to satisfy the Queensland Railways electrification clearance and track standards and the requirements of maintaining track services through the tunnels during work. Refurbishing of the tunnel linings was carried out to extend the life of the tunnels.

Most mining dredges are adapted from canal/harbour dredges. Their automation and control systems are generally not designed for integrated mining operations. Consequently they have a number of limitations. This paper describes a new dredge control concept which paves the way for improved efficiency and increased production.

A positive mill reconciliation at a mine is a double-edged-sword. Much back slapping happens. The bank and the board can’t get enough until the downside becomes apparent. Over a prolonged period, there becomes an issue with market perception and the potential for shareholders to be misinformed regarding the potential value of the project. In addition, there are impacts on mine scheduling, waste allocation (or lack thereof), government expectations, and the potential for misguided external assumptions regarding the ‘unexpected’ results. The PT Agincourt Resources Martabe Gold Mine has shown a significant under-call, in the order of 20% total gold metal, between the Mineral Resource (MR) estimates and Grade Control (GC) estimates since production commenced in 2012. Recently, the under-call has been reduced by incorporating the use of grade control drilling in the MR grade estimates. Despite recent improvements in reconciliation, drilling in 2017 at both Purnama and Barani open pits shows that infill reverse circulation (RC) drill holes often produce significantly higher grades than those predicted in the MR block model. The Australian economy has been adversely affected by the hesitation in developing countries to commit to the construction of .new coal-fired power stations. World coal trade which was expected to grow at an appreciable rate has stagnated, world export coal prices have plummetted, and facilities in place in Australia for the production and export of coal are being underutilized. While in some countries this hesitation has been caused by a reduction in electricity load growth, another cause has been the unduly long lead-time imposed on developing countries by the conventional "Banker's Approach" to the planning and initiation of commitments to finance and construct coal-fired power plants. In some countries electricity growth has been met by increased usage of indigenous energy resources, even though this involves costs in excess of imported coal-fired power generation. The avoidance of foreign exchange commitments in these cases can however be desirable. In many other developing countries however, fuel oil continues to be used for power generation at a cost in foreign exchange of up to 50% above the total cost of coal fuel plus capital to construct a new coal-fired power station. The conventional "Bankers Approach" to new power station planning imposes the need for successive feasibility studies to satisfy the normal processes of international development lending agencies. No feasibility study can however, show how keen vendor countries may be to win major power plant contracts; and no feasibility study can determine whether the power station eventually procured will be one of the more reliable, at better than 80% availability, or one of the more unreliable at worse than 60% Availability.

This paper discusses considerations to be made for the selection of rock tunnelling machines, as opposed to drilling and blasting. A systematic approach is presented in terms of utilizing data frcm site investigations to accurately forecast machine performance for estimating and planning purposes and to help minimise associated risks. Useful rock index properties are identified, and correlations for predicting advance rates for roadheader and full face machines are presented together with a simple method of characteristing rock mass conditions for estimating machine utilization and the savings to be gained in support costs. Finally considerations for tunnelling in adverse ground, for advance probing and for large sized tunnels are outlined.

Detailed observations were made for two existing continuous miner and shuttlecar systems. A simple model for the shift average cycle consisted of three time components - delays, mining and transport. Cycle improvement and productivity improvement factors are derived and used to predict the theoretical improvement which the observed cycles could achieve. Various strategies of action ranging from short-term optimisation through to long-term planning for continuous haulage systems are evaluated. High potential for improvement is shown for a wide range of operating conditions. An overview is presented for systems, currently available or under active development, which can accept coal directly from continuous miners and offer continuous haulage to the surface. Systems are broadly classified as mechanical-roof mounted, mechanical-floor mounted and hydraulic transportation.

A small modification to current industrial practice should lead to better nickel powders for use in alloying, electroplating, and powder metallurgy. Nickel powder compacts sold for alloying are not always suitable for electroplating applications, since some presently used commercial powders will expand on sintering. Further, such nickel powders are unsuitable for use in the production of powder metal parts, because of expansion during heating of the near-net-shape preforms. Research in these laboratories has enabled the elimination of expansion, and led to techniques for the production of compacts suitable, in particular, for commercial use in both alloying and electroplating. The techniques include: powder pretreatment, cold pressing and sintering, hot pressing, and hot pressing and sintering. In this way compacts are readily prepared with densities of at least 93 per cent of solid nickel, and these, when used as anodes in Watts general purpose and bright baths, give both cathode current and plating efficiencies of 90-98 per cent.

It's my privilege to welcome you here this afternoon on behalf of the Sydney Branch of the Australasian Institute of Mining and Metallurgy. This is a most important gathering. You, the delegates, represent what is probably the most influential cross-section of the mining investment community and the oil and gas investment community to meet as a group during the last decade. We are meeting today and tomorrow to review two related issues that will have far reaching implications for the effective use of capital by the natural resources sector in the 1990's. The views which will emerge over the two days will almost certainly 'influence the availability of new capital to the companies in the natural resources sector for the decade ahead. The two principal themes of Minval '89 are, first, the valuation of mining and oil and gas assets and securities, and second, disclosure and reporting requirements in the capital markets which relate specifically to natural resources companies. This conference is taking place at a time when further consolidation and rationalisation appears likely within the mining industry. Although the base metals and other sectors of the industry are enjoying profitability not seen since the early 1980's there is caution about committing to new capacity which could bring about a return to the low prices and excess supply which prevailed during much of the last ten years. These conditions have led to increased takeover activity within the mining industry overseas, and similar trends are as evident here in Australia as they are elsewhere. Recognition of value is therefore likely to become more important than ever before in preserving shareholder wealth, for creating new wealth and for preserving the financial health of the resources industry in the future. Valuation therefore is the first theme of the conference.
