Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

The status of remote sensing data availability in New Zealand is outlined and discussed. Currently, two multispectral remote sensing satellites are providing regular data over New Zealand; aircraft scanner services are available from Australia.; operational radar satellite services are yet to materialise. The advantages and disadvantages of the various data types are compared and contrasted. Some image processing considerations are outlined.

Ore from Henderson’s 7700 Southwest panel cave is transported between the production and truck haulage levels through a series of orepasses. A typical orepass complex consolidates dump points from four production drifts into two long bored raises feeding into a single truckloading chute. The system typically covers a vertical extent of 200 m and a lateral extent of 90 m. In the process of commissioning several initial orepass complexes, challenges with preferential draw in the long bored raises were observed. Preferential draw occurs when one long orepass mobilises much sooner and/or flows significantly faster than the other orepass. This has negative implications for orepass availability in the production drifts. As future mining at Henderson relies on the construction and use of such orepass systems, the development of appropriate design criteria and practical solutions to existing flow problems was necessary.A series of PFC3D numerical models were developed to assist in identifying the factors influencing preferential draw and possible corrective measures. The models helped to identify two primary factors that caused the preferential effect: the relative elevation of the brow at the bottom of each long bored raise, and the location of the bin used to funnel fragmented rock from both raises into the chute. This paper covers the initial design of the orepass complexes at Henderson, results of the numerical models, mitigation work done to date on existing orepass complexes, and design criteria for future construction.CITATION:Gresham, J and Turichshev, A, 2016. Solid Energy is the largest coal producing company in New Zealand, employing 500 people and more than 250 mining contract personnel. The coal produced by Solid Energy plays a significant part in the energy mix for New Zealand being supplied to the coal-fired power station at Huntly. It is also supplied to a wide range of industrial users, NZ Steel, and primary processing. It is fair to say however that the positive economic and social benefits of coal have to some extent been overshadowed by the negative environmental consequences of coal mining.   Over the past two years Solid Energy have been actively researching and addressing the impacts that they currently have on the environment and making a significant investment in environmental improvements, rehabilitation projects and environmental research to address historical and ongoing environmental issues. These investments have been driven by the companyÆs commitment to its environmental policy, which states:   æSolid EnergyÆs overall environmental objective is for the cumulative result of all the activities we undertake to have a positive net effect on the New Zealand environmentÆ.   With such significant investment it is essential that the company is able to target expenditure wisely, ie invest where there is greatest environmental gain to be had, and are also able to actively demonstrate to stakeholders the improvements that are achieved. In order to be able to demonstrate the commitment and the steps that the company is making towards this goal a number of systems have been developed. Firstly an environmental management system along the lines of ISO14001 formalising the environmental processes, responsibilities, auditing and management review. Secondly as part of the planning element of the EMS an environmental management matrix, which allows the scoring of sites against environmental management goals, has been developed. Thirdly the monitoring and measuring tools have been upgraded with GIS driven relational databases installed for management of consent related information and monitoring results.   The development of the environmental management matrix has drawn on a number of existing systems such as the Australian Institute of Mining and Minerals Code 2000. In addition to adapting the scoring regimes from these methods the Solid Energy Environmental Matrix has been further developed to ensure that it reflects the actual environmental impacts on site, as well as the management and audit systems that are in place to control them at a strategic level. The development of this matrix has included a number of steps: +        reviewing the information that stakeholders would be interested in, +        reviewing what was already available, +        development of systems to collect data and benchmark the current         operations, and +        setting up support systems to ensure that the correct information would be provided for scoring.

The West Coast region of the South Island is situated astride the Pacific û Australian plate boundary zone. The most significant component of this zone is the Alpine Fault. A variety of reconstructions of the pre-Alpine Fault plate tectonic configuration of the New Zealand continental area have been attempted over the past 25 years or so. Most of these have not been closely constrained by a regional compilation of field data related to the age and horizontal displacement history of the Alpine Fault. A model in which the Alpine Fault was initiated no earlier than the interval 18 - 16.5 Ma (B.P.) is proposed, a significantly younger age of inception than has been widely accepted as the onset of dextral displacement along the plate boundary through the South Island. A subsequent history of displacement is presented consistent with the West Coast basin stratigraphy. The alluvial gold content of some parts of the Miocene to Pleistocene conglomerate sequences is also discussed.

A model has been developed for drum scrubbing which allows selection of geometry and power input. Specific aspects considered are: Calculation of total static and operating volumes. Total residence time based on total operating volume. Solids residence time based on solids operating volume. Selection of the aspect ratio. Alteration of operating fill to allow for smaller or larger feed openings. Selection of proportion of critical speed. Calculation of shell and motor power requirements. The model uses either solids or total residence time to calculate the required operating volume. The solids residence time is based on the proportion of coarse solids in the feed. Material finer than the reject size is considered as part of the slurry. The solids operating volume is the static volume plus the surcharge on the discharge weir required for flow of the solids from the unit. The total operating volume is the static volume plus the surcharge on the discharge weir for the total flow to exit the scrubber. The burden density is calculated from the coarse solids bulk density and the slurry density that includes all the fine solids. Power is calculated using the Liddell and Moys correlations for burden position and shape, and the operating rotational speed. Results from the model (especially power) have been verified from industrial installations of significant size. Predicted and observed power draws are within two per cent. A check against the JKMRC mill model shows power draw prediction agreement to within four per cent.

A summary of a proposal to develop a 20 000 tpa underground gold operation in a Forest Park. The environmental constraints are severe and affected the mine development planning and choice of mining method. The mine will use trackless methods to access the narrow 1.5 m ore shoots, and to mine ore by cut and fill methods. The use of Microscoop and CT 1700 HE electric LHDs for mucking, together with special drilling attachments for drilling, is central to efficiency and small Kubota diesel haulers will be used for carrying ore to surface.

The GPS and information technology industries are now applying considerable development effort to what is being termed machine control and machine information systems, in particular focusing on the industries the of mining construction and agriculture. GPS based systems are demonstrably finding common acceptance and adding commercial value to many machine applications in industry. This has been the first step in the evolution of the information age that is now reforming mining practices. Adding the technologies of wireless data communication, modem computer databases, and networked PC's mining is on the verge of a new era in overall process management. This paper is a general discussion of what the information age means to miners and a general description of new mining operation technologies available to day from the Caterpillar technology alliance.

A model has been developed as part of the AMIRA P420 Gold Processing Technology Project to simulate the recovery of gold by centrifugal gravity devices. The model (which is available online) uses the simulation methodology developed by Laplante et al (1995) to predict gravity recoverable gold (GRG) recovery under varying operating conditions and circuit configurations. In addition to predicting GRG recovery, the model also predicts the GRG content and size distribution of the cyclone overflow and underflow. The predicted overflow GRG content and size distribution can be used as inputs for a leaching model in which size dependent leaching rates are applied for each size class of GRG and non-gravity recoverable gold (non-GRG) in the cyclone overflow, allowing size-by-size leach recoveries to be determined for GRG and non-GRG. The application of the gravity model and leaching model are demonstrated using a case study. The simulated gravity recovery and leaching performance showed excellent agreement with the measured values. The developed models can be used to assess the sensitivity of gravity gold and leach recoveries to varying feed GRG content, GRG size distribution, gravity circuit feed rate, classifier performance and leach residence time. The described methods can be used to optimise new and existing gravity and leaching circuits.

The Otago and Southland lignite deposits represent by far the largest known fossil energy resources in New Zealand. Despite their size they have remained virtually untouched since exploration in the 1970s and 1980s defined their extent. In total there is an estimated 10.9 billion tonnes of lignite in 13 defined fields in Otago and Southland. Much of the exploration work only targeted seams at shallow depth and it is highly probable that there are further resources at depth in the fields that have been explored to date.   L&M Lignite Limited (L&M) holds exploration permits over a number of lignite deposits and is currently engaged in pre-feasibility studies to investigate the potential of the lignites for gasification. L&M is focussing its studies on the Hawkdun and Ashers-Waituna deposits. Coal quality in these deposits, particularly Ashers-Waituna, is highly suitable for gasification. In total the two deposits contain 1647 Mt of potentially recoverable lignite. L&M has engaged a variety of consultants to progress this project. The Hawkdun and Ashers-Waituna deposit databases have been re-evaluated and the resources remodelled. Further drilling has been carried out and the coal quality database has been expanded. The baseline project is to develop a mine to feed a plant that will produce liquids, specifically low-sulphur diesel and naptha, using the Fischer-Tropsch process. The project anticipates a staged development of 10 000 barrel per day units, each requiring mining at the rate of 12 700 tonnes of lignite per day. The production of other products including ammonia-urea, methanol, hydrogen and electric power is also under study.

It has been thought in the past that New Zealand had ample coal reserves, able to provide fossil fuel supplies well into the future. Such is not the case and every effort must be made to achieve the highest possible extraction rate in all new coal mining ventures. While the relative cost and availability of completion or fuels has been largely responsible for the slow growth of coal production in the past, a world shortage of fuels has given coal a new importance and required better utilisation of coal reserves. New mining ventures in thick-seam coal deposits cannot be planned and designed without geotechnical investigations designed to provide information required by the mining engineer and analyst. Finite element analysis of mine workings may provide essential information on the optimisation of mining techniques and the design of underground support and roadway shapes.

Active geothermal fields show many of the characteristics seen in hydrothermal ore deposits but there are important differences as well. There are, for example, many differences in geology and chemistry between individual geothermal fields, even some nearby, and these include variations in host rock types (volcanic, sedimentary, plutonic and metamorphic), structures controlling fluid flow (normal, lateral, and, rarely, reverse faulting occur) and hydrological setting (valleys to elevated terrain).

The Johnny Mercer lyrics 'You've got to accentuate the positive, Eliminate the negative, Latch on to the affirmative à' would best sum up the traditional approach to community relations in the mining industry. This '90s 'Public Relations spin' approach, usually backed up by scientific data, technical reports and graphs outlining risk probability and the impact potential on people and communities, is being challenged. Challenged by communities who have greater access to information, demand greater levels of transparency and corporate responsibility of large corporate operations and possess greater awareness of the communities they live in.   The growth of the environmental movement, of anti-globalisation, anti corporatism, apprehension of a large corporate's ability to deal with community issues, and a lack of faith in the abilities of regulators to regulate corporate activities, means our industry faces challenges on multiple fronts. It must now be able to address these from a personal/community perspective if it is to remain relevant within communities.   One of the keys to this is linking the internal activities and responsibilities to the externals concerns and demands for higher levels of operation and care.   This presentation draws on Corporate Public Affairs trends, functions and approaches and the application to External Affairs activities within Newmont Waihi Gold's operations in Waihi and regional exploration activities throughout the Hauraki Goldfields.   The approach presented works on the philosophy that communities don't necessarily have to like what we do, but should be able to identify and recognise the way in which we involve them in decision making, communicate our intentions and respond to issues.

Determining ventilation system model inputs from the field test work has been produced in the working oil shale mine which has been in production since the early 1970s. At this mine room-and-pillar with drill-and-blast methods are used. The mine has a complicated ventilation system to supply fresh air for the eight mining production areas on the radius of about 12 km. The main purpose of the experimental test works was to obtain data for estimation of an optimum cross-section area for a new ventilation shaft. Experimental test works included measurements of air volume and fan pressure using five different modes of intake air through the ventilation shafts system. Measurements of airway friction factors were obtained during the ventilation surveys to determine characteristic friction factors for the intake airway. The results of the measurements will be used for further air flow simulation processes required for design of new additional ventilation shafts in the oil shale mine. Results of the study can be useful in estimation of frictional pressure drop in oil shale mine conditions.CITATION:Sabanov, S, 2017. The Government of Canada recently passed a new regulation to control the liquid discharges from metal mines in Canada. The Metal Mining Effluent Regulation of the Federal Fisheries Act will come into force within the next six months. As a result the Ontario Regional Office of Environment Canada has developed a compliance promotion program to accompany the new regulation. How the mines implement the regulation will be key to its success. This paper will briefly outline the components of this regulation, including the reporting structure, the discharge parameters and limits, as well as the requirement for the mines to conduct long-term environmental effects monitoring on their effluent discharge. The presentation will give a brief account of the compliance promotion program, and then focus on the spill trends from Ontario mining operations. The province of Ontario has the largest concentration of metal mining operations in the country with approximately 40 active mines.

The gold province of Otago occupies an area of upwarped basement, the Otago Schist, comprising predominantly quartzofeldspathic and volcanogenic metasediments. This assemblage is the product of collisional tectonic deformation and associated metamorphism, mainly to lower greenschist facies, during the Rangitata Orogeny (200-100 Ma). Historically this region has produced 240 tonnes of gold, 4% (10 t.) of which was from the mining of Cretaceous goldquartz mineralised vein systems. Auriferous vein systems in the Otago Schist are mainly hosted within NW trending normal fault-fracture arrays, however NW trending reverse fault-hosted vein systems also occur. We propose that the Late Cretaceous-mid Tertiary Otago Schist structure represents a regional anticlinorium containing flexural folds of at least two wavelengths. The anticlinorium structure has been quantified by determining variations in angular discordance between schistosity and the Otago Peneplain, a Late Cretaceous-mid Tertiary erosion surface covering most of the Otago district. A structural model for the evolution of the post-collisional anticlinorium requires the cooling surficial zone (carapace) of a retrograding metamorphic belt to behave as an elastic lid. Erosion of topographic load on the carapace drove isostatic uplift, which was greatest in the tectonically thickened core of the orogen. In this way differential uplift produced flexural deformation in the elastic carapace, expressed as a large scale arching of the orogenic belt. Flexure created tangential longitudinal strains in the outer-arc, leading to extension and the formation of mineralised normal faults. These structures are separated by a neutral surface from shortening and associated mineralised reverse faults in the inner-arc. Our structural model predicts that the distribution of auriferous lodes should be localised about zones of maximum flexural curvature, where the tangential longitudinal strains are highest. As a result, NW-SE hinge regions separating schistosity dip domains in the Otago gold province may have new found significance as potential exploration targets.

Picking up abandoned mining tenements and looking to recover remnant resources around old operations is an opportunity that comes with its own challenges and risks. Reliance on information released to government departments (such as the Department of Mines and Petroleum (DMP) in Western Australia) by the previous owners, can compound the risk.This paper explores Alto Metals Ltd’s Lord Nelson and Lord Henry deposits and surrounds near the town of Sandstone in Western Australia. The Lord Nelson and Lord Henry open pits produced around 2 Mt of ore for over 250 koz of gold during production between 1999 and 2010. There has been no further work carried out in the area between 2010 and 2016. The deposits are open at depth and along strike.Alto Metals picked up the tenements in 2016 and has subsequently re-estimated remnant resources around Lord Nelson and Lord Henry, and publicly reported updated Mineral Resources in accordance with the JORC Code 2012.All of the information was manually compiled from data released to the DMP and annual reports. This paper highlights the challenges and risks arising from this data compilation, geological interpretation, re-estimation and classification process, together with future opportunities and challenges for further developing the area.CITATION:Olssen, L M, Graindorge, J and Jia, C, 2017. Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.  The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.  Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.  The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).

Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.
