Currently an Australian Standard for tunnel fire safety is being developed for road and rail tunnels. Other local guidance relating to tunnel fire safety that has recently become available includes publications by both the Roads and Traffic Authority and RailCorp of New South Wales. Internationally, the World Road Congress has completed its 2004 - 2007 cycle, which has resulted in a number of publications. International developments in rail guidance include a new European Standard regarding fire safety in railway tunnels that will come into effect in July 2008. In addition, the National Fire Protection Association committee NFPA 130 are in the process of revising their standard for fixed guideway transit and passenger rail systems, which is due for publication in late 2009. This paper outlines the status of these and other recently published relevant local and international fire safety guidelines and their implications for tunnel projects in Australia.

Surface subsidence caused by coal mining operations was the subject of a very successful symposium organised by the Illawarra Branch of The Australasian Institute of Mining and Metallurgy in February, 1973. This symposium dealt with the principles of subsidence and overseas experiences arising out of underground mining. Since that time the New South Wales Department of Mineral Resources and Development (formerly the Department of Mines) has incorporated in the approval for pillar extraction certain conditions related to the monitoring of surface movement. Surveys and plans are required to be kept at mines where total or partial extraction of coal takes place. This paper traces the monitoring of surface movement in the Northern Coalfields of New South Wales over the past ten years. Reference is made to the National Coal Board's Subsidence Engineers' Handbook (1975) and how the guidelines expressed therein have been beneficial. Mining engineers in Australia are able to plan underground workings where minimum subsidence is allowable and are in a position to foreshadow the surface effects where total pillar extraction is carried out. In certain cases such surface effects can be minimised by structural design in buildings or pipelines.

BHP Billiton, in collaboration with Sodern and CSIRO, has developed a downhole logging tool for measuring geochemistry in situ. The FastGradeTM 100 (alternatively, FG100), exploits pulsed fast and thermal neutron analysis (PFTNA) to analyse the rock. This method is based on the detection and measurement of characteristic gamma rays emitted from isotopes in the material that become briefly radioactive when they are bombarded with neutrons. The tool outputs raw spectra arising from three types of neutron interaction, namely, inelastic scattering, neutron capture and neutron activation, which occur in successive time-windows (Smith et al, 2015). The spectra contain peaks at specific energies that are characteristic of the different elements interacting with the neutrons, the gamma count of which is related to elemental concentration. BHP Billiton uses in-house data processing software to convert the measured spectra to elemental concentrations.Much work has been done to understand the tool response under a wide variety of environmental and operating conditions, including logging speed, borehole rugosity, the presence of cavities, water etc. Effort has also been directed at understanding and quantifying the current sources of error in our conventional assays due to sample collection, preparation, and laboratory instrumentation in order to use this information as a baseline to compare against the FastGradeTM 100 results.To date, the FastGradeTM 100 primary use has been as a verification tool (JORC, 2012). However, beyond this, it has considerable potential to improve productivity in both exploration and production environments due to its ability to provide geologists with assay results soon after a hole is drilled.This paper presents initial test work and tool performance, including accuracy and precision under various conditions. PT Nusa Halmahera Minerals (PT NHM) is an Indonesian joint venture company owned by Newcrest Mining Limited (75 per cent) and PT Aneka Tambang (Persero) (25 per cent). PT NHM operates two underground gold mines, Kencana and Toguraci at the Gosowong mine site in North Halmahera District, North Maluku Province, Indonesia.Due to several major stope overbreak events at Toguraci, the mining method and sequence was reviewed. The method was changed from a bottom up Avoca stoping approach using waste rock as fill material and leaving sill pillars, to a top down open stope method using paste fill without sill pillars.The revised mine plan originally had stoping progressing from the current level to the base of reserves followed by extraction of the sill pillars in the upper levels at the end of mine life. Geotechnical modelling was conducted on the revised mine plan and it was recommended that the sill pillars be taken early due to the risk of them overstressing and being difficult to recover if left until the end of mine life. The backfill material above the sill pillars is unconsolidated run-of-mine development waste rock or unconsolidated rock fill (URF).Due to earlier attempts to extract sill pillars under URF not being successful in the upper areas of the mine, it was stipulated that the URF above the five remaining pillars must be consolidated prior to stoping. Cost benefit analysis showed this to be justifiable due to the high-grade nature of the ore locked up in the pillars.Grout was initially planned to be injected in one pass through self-drilling anchors (SDA) in a 2.5 m pattern. Initial attempts to do this failed due to the SDA aperture and grout consistency. A modified method was employed using poly pipe installed into open holes that were drilled through the sill pillar and into the URF from below. Repeated application at each location ensured full grout consolidation. Drill holes were used to confirm grout thickness as well as add more grout. Design thickness was based on stress analysis.Despite different URF types being present due to varying quantities of fines, the process was similar for each area. The presence of paste in the URF of one target affected the quantity of grout it received.With a design thickness of 4–5 m of consolidation in the URF, depending on stope width and dip, each consolidated pillar (to date) maintained integrity during the stope operation. Some fall of material was anticipated; however, quality assurance / quality control (QA/QC) during grouting, staged stope extraction and careful blast design minimised fall of material.CITATION:Proudman, A, Isles, J, Lawolo, R and Forster, G, 2017. The use of High Rate Thickeners has gained wide acceptance in the mineral treatment industries. The design of these units is characterized by an efficient deaeration and flocculation chamber, and introduction of the flocculated feed solids into a preformed floc bed zone. By these means the settling process is accelerated and consequently High Rate Thickeners achieve a significantly higher throughput per unit area than conventional thickeners.   The object of a control system on a High Rate Thickener (HRT), as on a conventional thickener, is to obtain the required underflow density and overflow clarity at all feed conditions. The feed conditions which may vary include volumetric and mass feed rate, pulp density, particle size and particle type. A conventional thickener has a large volume and cross sectional area, and changes in performance occur slowly û the operator has time to observe and react to these changes to maintain control. On a HRT, there is a much reduced residence time and therefore control parameters need to be reset more frequently. Although manual control is possible, the use of automatic control systems is therefore desirable to avoid excessive operator attention, while optimizing control of density and clarity. Automatic control of a conventional thickener is usually achieved by an underflow density loop which regulates the rate of withdrawal of underflow. A turbidity meter is sometimes used to measure overflow clarity and regulate the addition of a coagulant or polymer flocculant. These measures are not adequate on a HRT, because they would not give optimum control and could lead to excessive flocculant use. To achieve optimum operation in a HRT, the floc bed level should be maintained above the feed inlet point in the thickener. This bed level has become the key variable around which most control systems have been designed. However, a number of problems have occurred which has resulted in poor control, or only partial control of thickener performance. We will describe some of these problems, and a solution which is simple and effective.

A water/air model was developed to simulate the refining of molten aluminium by the sparging of gas through an impeller. The optimal gas dispersion depends upon selecting the correct gas rate for a given impeller rotational velocity to prevent flooding or channelling. Correlations illustrating this flooding behaviour exist for standard impellers within standard tank geometries. However the validity of these correlations has not been substantiated for gas dispersion in high temperature molten metals with non-standard tank and impeller dimensions. Metal refining is most efficient when fine bubbles are generated and uniformly distributed within the treatment tank. The application of some measuring technique able to detect this distribution within a non transparent operating treatment tank would be invaluable, enabling the optimisation of gas flow and impeller speed.   A technique has been developed to measure the pressure fluctuation levels at specific points in the water model. Comparison of these pressure fluctuation data with photographic evidence obtained in the water model suggests that the flow regime in the metal treatment unit may be determined using this technique.

At Sams Creek a gold-bearing, peralkaline granite pophyry dike intrudes Ordovician-Silurian metapelite and quartzite. These metasedimentary rocks have undergone three phases of folding: a first phase of recumbent folds (F1), a second phase (F2) of northerly-trending inclined folds with a prominent crenulation cleavage, and a third phase (F3) of steeply plunging folds. The granite porphyry dike has a thickness of up to 40 m and intrudes thin lamprophyre dikes along its contacts. Deflection of the crenulation cleavage around the granite dike, shearing within the dike and its sinuous outcrop pattern indicate that the granite dike has been deformed during F2 and F3. The granite has been hydrothermally altered, with a first stage of magnetite-ankerite alteration. This first stage is cut by a second stage of quartz-pyrite veins and a third stage of sulphide, quartz and ankerite veins, accompanied by pervasive silicification represented by quartz-perthite-albite-rutile¦pyrite-ankerite-sericite assemblages. Lamprophyre is altered to an ankerite-chlorite-sericite assemblage. The sulphide veins are composed of arsenopyrite + pyrite ¦ gold ¦ galena ¦ sphalerite ¦ chalcopyrite ¦ pyrrhotite. The altered granite and the veins have been deformed and recrystallised. The competent sulphide minerals pyrite and arsenopyrite are fractured and brecciated, with fractures locally filled by galena, a ductile sulphide mineral. Vein quartz shows local cataclastic and mortar textures and develops pressure shadows around arsenopyrite. Alteration and mineralisation are confined to the granite porphyry and adjacent lamprophyre. These features together with the style of veining and the sulphide mineralogy indicate that the mineralisation was formed from a magmatichydrothermal fluid that was sourced from the granite. Oxygen, carbon and sulphur isotope values of the vein minerals (quartz, ankerite and sulphides) are also consistent with a magmatic source.

Pyrite Bioleaching and Slag Neutralisation - Two Treatments in a Single Process for Recovering Valuable Metals from Both Materials Very often the production of copper sulfide concentrate yields pyrite concentrate as a by-product. This is the case at the Knre mine in northern Turkey. This kind of concentrate may contain low grades of valuable non-ferrous metals. Bioleaching of such pyrite concentrates is a processing technique to solubilise metals like copper, zinc or cobalt in a sulfuric acid pregnant solution. The pyrometallurgical processing of copper sulfide concentrate produces slag that still contains valuable metals in varying concentrations. Slag is used in many ways: as aggregates, ballast, pavement material, in cement production and glass making. Due to its relatively alkaline nature, it can also be used to neutralise acidic solutions. A preliminary study of the bioleaching of the pyrite concentrate (Co 0.28 per cent, Cu 0.56 per cent and sulfur as sulfide 42.6 per cent) produced at Knre has been undertaken with the assessment of the neutralisation of the acidic bioleach solution by using old slag (Co 0.29 per cent, Cu 1.70 per cent and sulfur as sulfide 0.89 per cent) stockpiled on the site. The main conclusions of the study were as follows: Knre pyrite was amenable to bioleaching at 40¦C. Cobalt solubilisation directly related to pyrite degradation reached a maximum yield above 90 per cent. Final copper recovery was limited to approximately 66 per cent not directly related to bacterial growth and pyrite oxidation. Slag could be used as a substitute for limestone as a neutralising agent in the bioleaching tanks. Cobalt and copper could be recovered from pyrite concentrate and slag simultaneously from both materials. A pre-feasibility study is underway to carry out a preliminary cost estimate of an installation for cobalt and copper production from these two materials processed in a single operation.

For the past 120 years, Portland cement manufacture has been undertaken on the shores of the Whangarei Harbour in northern New Zealand. Through a serendipitous conjunction of geo-chemistry, the argillaceous marl found on Limestone Island in the harbour and Tikorangi Hill provides a perfect mix of the various elements required for strong and durable cement. Golden Bay Cement, and its predecessors, have been the guardians and managers of the use of these minerals. As the demands of the concrete industry have increased, so have the needs of the manufacturing process. Careful mapping of the resource at both Portland and Wilsonville Quarries has been undertaken. This has allowed the Company to change the Quarry operation from a purely volume basis to one of selection and blending of constituent minerals. Within the manufacturing process, change has also been introduced. Analytical techniques, using x-ray fluorescence spectrometry, microscopy and the application of modem data collation, has allowed fine tuning of the process. The Company now produces an increasing diverse range of products for both the domestic New Zealand market and exports to various South Pacific countries. This paper discusses the processing of limestone and æcement rockÆ into cement clinker, an intermediate synthetic mineral ground into cement. It examines control and blending regimes, and some methods used in determining process efficiency. An important technique ærediscoveredÆ has been the application of microscopy to clinker.  Examination of the major silicate minerals enables interpretation of the kiln processing and feedback to process operators. It also enables a prediction of indicated performance when ground into cement. Examples this paper give an insight into the use of minerals from Northland in some of the more important construction projects in modem New Zealand.

With a price slowly rising above US$35 per ounce gold became a mineral worthy of prospecting and mining endeavour in the early to mid 1970s. Fortune therefore appeared to smile onNew Zealand with its favourable geological environment for gold and past record of major gold production from both hard rock and placer deposits. This was a particularly welcome development as the post war years, including both the base metal exploration boom of 1967/1971 (which produced major nickel, iron and bauxite mines in Australia) and the earlier period of uranium exploration failed to produce any mines in New Zealand with the exception of the small Tui Mine and iron sand mining. Whilst hard rock mining now appears imminent it is 15 years further along the track since the 1967/1971 exploration boom and eight years since the upsurge in prospecting for gold in 1978. New Zealand still has no hard rock base or precious metal mining. This is not for want of proven or potential gold mining situations for these clearly exist at Waihi, Monowai Reef, Golden Cross, MacRaes Flat and elsewhere.

The importance of the minerals industry to any economy is clearly demonstrable. Its raw materials and products are the foundation of modem society and they have shaped the history of mankind from prehistoric times to the space age of today. However, those in the minerals industry have clearly failed to impress this fact on the consciousness of the public, bureaucrats and politicians. They have also failed to engage their dedicated opponents in a constructive debate. This is mainly because the minerals industry has been unwilling (until recently) to deal with the "soft" issues of civil society, nor understand and operate on a more emotional level. Technical professionals (as well as managers) in the future must be as comfortable in handling community concerns over social, environmental or landowner issues, as they are with logging complex drill core, designing blast patterns and separating one mineral from another. They must become caring, effective communicators and mediators. These are the new skills of a professional in the Third Millennium. These issues are outlined and discussed with some Australian data used to illustrate the point. If there is to be a future for all, then the policy makers within all levels of government (national, regional or local) must not drive essential mineral development offshore. They must address ways to support wealth creation mechanisms, particularly innovation. The minerals industry is a powerful wealth creator for ordinary citizens and an innovator. Politicians and their advisers must not .be allowed to forget this fact. If the ANZAC minerals industries do not win the emotional debate and successfully deal with the "soft" issues as well as they deal with the technical issues, there can be only a dim future ahead.

Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.

Mineral exploration and mining in New Zealand has had almost five years of new legislation. The requirement for different consents is a challenging, time consuming, expensive exercise but in most cases the new procedure is working, although the matter of obtaining access to land is still a major issue. Priority is critical. After lodgment of an application for a minerals permit there are many other matters to address such as identifying land owners, occupiers and administrators, preparation of access applications, consultation and preparation of various resource consent applications.
