A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

Recent, detailed mapping, (Allibone, 1986; Peden, in prep.) of north west Stewart Island, has shown that the Rakeahua Granite (Watters et al, 1968), is comprised of a wide range of granitoid bodies ranging from diorite to leucogranite. As a result of the wide variation in granitoids Allibone (1986), suggests renaming of the Rakeahua Granite to the Rakeahua Granitoid Complex. Names were also proposed for the individual granitoid bodies mapped.

In the last 30 years, human appropriation of global renewable resources has accelerated to the point where 35 per cent of the earthÆs land surface is now in managed agro-ecosystems, consumptive water use consumes between 50 per cent and 85 per cent of freshwater supply and 60 per cent of ecosystem services are utilised in an unsustainable manner. There are virtually no landscapes in which renewable resources are not already fully allocated among different economic and environmental uses. Furthermore, it is increasingly recognised that water availability issues do not exist in isolation but are linked with the related environmental issues of biodiversity preservation, the carbon cycle, soil degradation, and energy use and supply. It is against this background that the sustainable management of water in mining is increasingly developing a strategic viewpoint where water is viewed as a resource within an interconnected landscape, having economic, environmental and social value and providing a range of environmental services in the provision of public and private goods. This paper explores the issues associated with sustainable management of water in mining from a strategic viewpoint. The cumulative impacts of multiple water users, both within and outside the mining sector, is increasingly threatening the security of supply for all users. To quantitatively assess the ætrueÆ value of water it is necessary to: Better understand the science of ecosystem functioning and how human actions impact on environmental processes. Develop appropriate policy, finance and governance structures to support innovative programs that preserve ecosystem function and services (including market based instruments). Apply knowledge as interventions across landscapes in ways that maximise benefits and minimise unintended consequences taking into account differences in the value of water among sectors. A strategic viewpoint of water management relies on knowledge to guide decision making that has been acquired at a range of scales from mine site to mining region. This knowledge must be based on rigorous science, sound data and syntheses of different types of information. Strategic management of water resources will better position the industry in terms of understanding the risks posed by complex, interlinked environmental issues that are increasingly impacting on future access to land and renewable resources, including water, thereby ensuring miningÆs future social licence to operate.

Subduction zone magmatism is a direct response to tectonic and chemical processes operating at convergent margins. Changes in the tectonic configuration of plate boundaries in SE Asia during the Cenozoic had consequences for the nature and volume of magma produced. Retreat or advance of the trench hinge has probably been an important process in controlling the presence or absence of magmatism in SE Asian subduction zones. This process also provides a means of replenishing the mantle wedge and counteracting the effects of melt extraction in depleting the wedge. Changes in the nature of recycled material and lithologies of the over-riding plate also have the potential to influence the lavas that are erupted in arcs. Several locations in SE Asia have experienced magmatism bearing the geochemical signature of subduction but are remote from coeval subduction zones. Such magmatism requires an earlier period of mantle enrichment by subduction but may result from localised extension. The distribution of such magmatism may provide information of tectonic value. Some adakitic magmatism occurred in tectonic settings where there is no evidence for subduction of young oceanic crust at the time of magma genesis. Slab melting in such settings is not possible and alternative mechanisms are required to explain the occurrence of, at least some, adakitic lavas.

Forecasting, particularly when applied to meaningful issues, is known irreverently as 'futurology'. There is quite a range of opinion ext.ant in the world when mineral resources are looked at. The opinions range from the doomsday view that there will be acute shortages of all essential commodities, to the optimistic outlook that new 'discoveries will prevent any possibility of shortages. The environment is, as yet, only studied locally and quite parochially; surprisingly there is little integration when considering the spatial atmosphere, the seas in depth and the earth's crust.

Previous studies of alluvial gold in Otago and Southland placer deposits have suggested a gold-mercury association for some deposits derived from Caples Terrane schist, whereas alluvial deposits on Torlesse Terrane basement typically have no mercury. A regional study of gold from Otago Schist vein deposits from both Caples and Torlesse Terranes has revealed the presence of both Au-Ag and Au-Ag-Hg alloys in both terranes. Au-Ag alloy (3 - 4 wt per cent Ag) is typical for gold found in most Torlesse vein deposits, and Au-Ag-Hg alloy (3 - 8 wt per cent Ag, 2 - 8 wt per cent Hg) is found in many Caples vein deposits. Au-Ag-Hg alloys are not exclusive to the Caples Terrane, however, as Au-Ag-Hg alloys with up to 4 wt per cent Hg are found in vein material from the Torlesse-hosted, HydeMacraes Shear Zone. In addition, not all Caples-hosted deposits have a gold-mercury association; gold grains from the Carrick and Invincible gold fields have no detectable mercury. The present study characterises gold compositions from various hard-rock vein deposits and has potential for determining placer-source relationships.

A unique sluicing process for recovering tailing impounded in a valley was developed by Electrolytic Zinc Company of Australasia Ltd., West Coast Mines, Rosebery, Tasmania.Earthmoving equipment could not be used as most of the material to be recovered was semi-fluid. A conventional sluking method was also impracticable as there was no suitable working face from which the process could be commenced.Operations started from a flat surface, using special techniques for sinking through the tailing and establishing producing working faces as the sinking process continued.After about 2 years the bottom of the dam was reached and conventional sluicing methods could be used.

Since mining-induced seismicity first became apparent at the Beaconsfield Gold Mine in 2002, there has been an ongoing program of geotechnical investigations to understand the phenomenon and allow for the development of strategies to manage the risks it posed to personnel, the business and the community at large. Studies resulting from a seismically induced rockfall on Anzac Day 2006 have been extensive, and have advanced the understanding and management of seismicity at the mine. Enhancement of the mineÆs seismic array, implementation of extensive monitoring of ground behaviour, improved ground support and reinforcement design, and ongoing numerical modelling provide a technical framework for the management of seismicity. In addition, extensive involvement of the workforce in risk assessment and the development of standard work procedures (SWPs), has contributed to a æbest practiceÆ approach to manage seismic hazards at the mine.

Fluor, together with our clients, has yielded significant reductions in the total cost of mining projects by employing a systematic and methodical process of cost reduction. This paper outlines this structured approach to reducing the total cost of projects through the gathering of information, the evaluation of the zero base design, and the development of the execution strategy for the project in the study phase.Over the recent iron ore boom the cost of growth projects escalated rapidly due to a variety of factors including the engineering cost of re-designing facilities, construction in remote areas and an increase in the ‘perceived’ capital requirements for maintainable and operable facilities.Fluor has made strategic steps towards safely reducing the capital intensity of projects, by working with clients to develop zero base designs which utilise the minimum technical requirements in order to meet the function of the plant and then add cost for safety, maintenance and operability only where clearly justified.This paper has set forth a structured three phased approach to focus the team on reducing capital cost while maintaining a low increase in engineering effort.The initial ‘gather’ phase focuses the team on acquiring information and identifying decisions that will need to be made so that the team can prioritise and focus the attention on areas that will provide the greatest benefit. Within this phase the identification of zero base design requirements, review of lessons learnt and analysis of capital cost levers, allows the team to identify the key decisions on the project that will affect the capital cost.In the subsequent ‘evaluation’ phase the team established the zero base design, using the hierarchy of cost reduction as a guide to focusing the team’s attention on high yielding cost saving opportunities.In the final phase the team develops the execution strategy which will yield the least cost using strategies and tools such as modularisation, standardisation, replication, strategic sourcing and 3D design.CITATION:Merrells, J, 2017. he Wyalong goldfields were discovered in September, 1893, Messrs. Neeld and Sons, owners of the principal mine, being the pioneer prospectors. During the earliest days of the field the ore was sent to Barmedman, a distance of eighteen miles, for treatment at a battery there. The field rapidly increased in importance, and it was not long before a public battery was established on the spot. After some considerable quantity of ore was treated by this process, it became apparent that battery treatment was quite unsuitable for the richer ores, involving, as it did, considerable loss in the tailings. Recognition of this fact led to the erection, in 1895, of plants by the Wyalong Chlorination and Cyanide Works, owned by Mr. Walter Sully, for treatment by their processes; followed, at a later date, by Messrs. Neeld and Sons Chlorination Works. The Wyalong Chlorination and Cyanide Works, after a delay of twelve months in the erection of their plants, have since catered continuously up to the present time for the requirements of the field.Their plant consists of a No. 3 Gates' rock·breaker, a revolving dryer, a No. 5 Krupp mill, revolving roasting furnace with finishing hearth, two chlorination vats of 20 tons capacity each, "nine cyanide vats of 30 to 100 tons capacity, two Wheeler pans and three chlorine generators. The ores are purchased outright on assay at a fixed scale of charges, and treated by the owner of the works on his own account.

An elongate belt containing granodiorite stocks with associated stockwork molybdenum mineralisation in west Nelson is correlated with the I-type Separation Point Suite of mid Cretaceous age. Trace element characteristics of the 'Mo-granites', and the Separation Point Batholith strongly suggest a primitive, subcrustal origin for these granitoids, by partial melting of oceanic basaltic crust or upper mantle material in a subduction zone. They were emplaced in the upper crust without undergoing significant differentiation or contamination by sialic crust. Molybdenum, which is at levels of approximately 5 ppm in unaltered granite, is not significantly reduced in altered (but unmineralised) granite. This suggests the metallisation has a magmatic, subcrustal source and is not derived by hydrothermal leaching of upper crustal rocks or the granitic host rocks. Geochemistry of the 'Mo-granite' belt, in particular low K2O, calc-alkali to calcic Peacock Index, high Sr and TiO2, and low Rb, Nb and F, suggest classification as calcic granitoids similar to those which host porphyry copper deposits, indicating grades of mineralisation are likely to be low.

An experimental study of the soil mechanics of brown coal showed that brown coal consolidates in the same manner as does a clay and that the theory of consolidation for soils may be applied to brown coals. Moisture content is a function of the coal type, the existing effective stress, and the stress history of the coal.The effective stress in a brown coal seam is a function of the overburden pressure, the pore stress and tectonic stresses. Stress history may be deduced from geological evidence and determined by consolidation tests. Application of these principles to the brown coal seams of the Latrobe Valley shows that the distributions of natural moisture contents are consistent with consolidation.INTRODUCTIONThe nature and geology of the brown coals of Victoria, particularly of the Latrobe Valley, were discussed in some detail by Edwards (1945, 1948), Thomas and Baragwanath (1949) and Gloe (1960). A salient feature of these studies was the distribution of moisture contents in the brown coal seams. Recent experimental work, part of a soil mechanics study of the structure and strength of brown coal, showed that moisture content variation is a reflection of consolidation phenomena in brown coal and application of the results to .field condItions verified and modified the conclusions of Edwards in his pioneer work. A review is presented of developments in mill liners to improve performance in terms of wear, impact, as well as mill grind and throughput. These developments are in response to the growth in size of SAG mills and the use of larger ball loadings and ball sizes in modern SAG milling practice. Shell liner developments include specific mechanical design features such as special bolting, directed metal flow to prolong liner life and a focus on the process aspects of the mills to provide more effective grinding motion with reduced wasteful ball-on-liner impacts. Grate design developments aim to provide high throughput of material, especially in the larger size fractions, while providing good impact and wear life. Curved pulp lifters are designed to ensure, at high mill speeds, complete discharge of coarse solids from the mill.

The Canadian Cordillera contains numerous classic porphyry deposits and several unusual subtypes, including the alkaline suite of porphyry Cu-Au deposits and the Tombstone magmatic suite and associated Au¦W deposits. The alkaline suite formed in collisional settings in island arcs whereas the Tombstone suite was emplaced in an active fold and thrust belt in a continental arc. In addition to different regional settings, these suites differ in the type of underlying basement, metallogeny, and the styles of mineralization. Both magmatic suites were emplaced over short intervals, probably in response to specific tectonic events. In the case of the alkaline suite, the tectonic event promoted magmatic processes suitable for the formation of porphyry Cu-Au deposits. The tectonic environment is less well constrained for the Tombstone suite, but the result was the formation of distinctive porphyry and intrusion-related Au¦W deposits.

The mesothermal quartz-scheelite lodes of the Wakamarina valley are one of twelve known mined or prospected gold-bearing areas in the Marlborough Schist. Recorded production was 556 kg gold, a little silver, and c. 390 t scheelite. 134 m of the 1800 m long Golden Bar reef are accessible in the No 2 level of the Golden Bar mine. The reef is a typical multi-banded mesothermal vein, mostly c. 1.75 m wide, enclosing narrow horses of schist country rock. Scheelite is sparsely distributed, and is more common in small veinlets in the hanging wall schist. The country rocks are textural zone I-1m schists of prehnite-pumpellyite to pumpellyite-actinolite metamorphic facies. Their geochemistry suggests they are part of the Caples Terrane, and of calc-alkaline volcanogenic arc origin. The associated Wakamarina Quartzite is strongly recumbent folded, and of the same metamorphic grade, with abundant pumpellyite, stilpnomelane, and garnet, presumably spessartine. Although it has geochemical signatures of a deep sea sediment, it is depleted in Cr and Cu, and greatly enhanced in K and Ti, when compared with a standard chert. It also has trace element characteristics of a calc-alkaline arc-related sediment. However, associated greenschist has MORB-like incompatible element chemistry. The Golden Bar reef lies within a steeply dipping, normal to transtensional dip-slip fault adjacent to a shallow-dipping mylonite shear zone, which, at least on the footwall side, is 040 m wide. The shear foliation has been severely dragged down to nearly parallel the Golden Bar reef within 1 m of the quartz lode. Preliminary structural analysis suggests that the shear zone is extensional. X-ray diffraction analyses of the wall rocks show a progressive depletion of amphibole, stilpnomelane, and pumpellyite towards the reef, and enhanced illite/muscovite and Kfeldspar adjacent to the lode, along with possible graphitic carbon within 10m. Two zones of intense quartz veining occur, one adjacent to the hanging wall for 12 m and one from 40 m outwards. Quartz vein systems in the country rock are complex and span from pre-schistosity to post-mylonite. They include multiple generations of quartz, actinolite, stilpnomelane, pumpellyite, albite, adularia, chlorites, illite/muscovite, calcite, and scheelite. Metal analyses across the Golden Bar reef showed gold values of 0.13.1 ppm, and low tungsten values, consistent with the observed sporadic scheelite occurrences. As and Sb are at background levels, but enhanced Cr (150 - 430 ppm) relative to the schists (30 - 41 ppm) suggests that the source hydrothermal fluids passed through and leached mafic to ultramafic rocks.

THE object that the writer has mainly in view in presenting this paper is to draw the attention of those connected with the technical side of the industry to the unsatisfactory and by no means up-to-date methods employed in estimating the tin contents of an ore. At the same time, what is regarded, from the writer's personal experience, as a satisfactory and reliable method is explained in detail. It is a curious fact that for the last 25 years tin·assay methods have made little or no advance, while those now in general use ill connection with copper and lead ores can scarcely be compared with those then obtaining, so greatly have they been improved upon. Though it. is not altogether expected that the method herein advocated will at once meet with general approval, the writer hopes the resultant discussion may bring out points that have hitherto escaped detection.FIRE METHODSThe old Cornish method of smelting with anthracite is now obsolete. The cyanide assay, although unreliable, is still much used because of its simplicity. New methods of analysing and modelling flotation circuits have been developed as part of the AMIRA P9 mineral processing research project. A study using these techniques was conducted on the Olympic Dam copper flotation circuit to provide the following outcomes: an estimate of the flotation cell hydrodynamic properties and froth performance characteristics, and identification of potential areas for improvement; an estimate of the feed floatability parameters for basic model development; and identification of potential flotation circuit improvement opportunities. A flotation circuit model of the Olympic Dam copper concentrator was developed using the data collected from mass balanced site surveys, along with hydrodynamic data, froth performance data and numerous laboratory batch flotation tests. The simulator that has been developed from the model has the ability to estimate the influence of selected changes (such as circuit changes) on flotation circuit performance. Several stream destination simulations were conducted to provide guidance for further testwork and possible circuit improvements. The results from these simulations are presented.

ZINIFEX Century Mine is a zinc, lead and silver concentrate producer. Flotation is the primary method of minerals separation in this circuit. The flotation circuit is quite large with 79 flotation cells. The levels in each of these interconnected cells are controlled at more than 45 level control stations. Due to the multivariable interaction throughout the circuit, good level control was found to be difficult to achieve by just using normal Proportional-Integral-Derivative (PID) control. As a first step in advanced process control, the FloatStar Level Stabiliser, a multivariable controller developed specifically for flotation circuits, has been commissioned at Century mine to solve the level control problems. The first section of this paper therefore discusses and shows the results and improvements obtained by using the FloatStar level stabiliser. The results and benefits of the FloatStar Flow Optimiser are discussed in the second section of this paper.

The Halmahera Contract of Work is a sixth generation contract held 82.5 per cent by Newcrest Mining Limited and 17.5 per cent by PT Aneka Tambang and takes in the Gosowong Project area. In 1991 Newcrest Mining Limited established a small exploration office in Jakarta and proceeded to seek exploration opportunities. The Halmahera area was identified as a substantial prospective ground position in a relatively unexplored area. In late-1991 Newcrest Mining Limited and PT Aneka Tambang agreed to explore in Halmahera. Initial field work commenced in July 1992. A vigorous ground reconnaissance programme led to the discovery of the Gosowong deposit a little over 12 months later in September 1993. In April 1997 the Contract of Work was approved covering much of the island of Halmahera. Between September 1997 and November 1998 activities were directed principally towards obtaining the necessary permits required to commence construction activities. Some particularly ambitious targets were set for achieving this outcome. An aggressive construction programme commenced in late-1998. Construction took place during a period of unseasonally high rainfall, which in itself presented additional challenges to the construction team. A key milestone for the project was achieved on 1 July 1999 when wet commissioning of the process plant commenced. Construction of the Gosowong Mine was achieved on time and within budget. A period of some six years elapsed from the initial discovery of the Gosowong deposit to the time of the first gold pour. Much of the permitting, construction and commissioning activity took place between September 1997 and July 1999. This coincided with a period of significant social, economic and political upheaval in Indonesia. During the construction period a high level of importance was placed on the structured recruitment and training of local people, as well as fostering appropriate community and local business development programmes in the communities nearby the project. Emphasis was also placed on environmental management with detailed long-term planning and progressive rehabilitation commencing during the construction phase. The permitting and subsequent development of the Gosowong Project has demonstrated that even during the difficult times, with commitment, it is possible for mining and exploration companies to conduct business in Indonesia.
