Western Australia (WA), alongside Brazil, has remained at the forefront of the global seaborne traded iron ore market for over 40 years. Despite this apparent stability and strong market position, WA continues to face strong external international supply-side competition, mainly from Brazil, but also periodically from often marginal, non-traditional sources of iron ore. Additionally, WA iron ore supply has undergone significant decadal change internally, both of an evolutionary (brownfields expansion) and revolutionary nature (major new greenfields projects). Since 2006, a new generation of WA-focused iron ore explorers, developers and producers have emerged.The majors, BHP Billiton and Rio Tinto, have expanded mine production to record levels and the Roy Hill project is now approaching nameplate capacity. Fortescue Metals Group (FMG) is, however, the largest new market entrant of the last decade, delivering upon their vision of becoming the ‘new force in iron ore’. Unlike most of the other new WA market entrants, FMG’s operations are substantive. Most of the other smaller, new WA iron ore miners have struggled during the period of falling prices, though it is worth noting that collectively they have made a material supply-side impact during the price boom – typical of marginal supply. Finally there have been some contributions from new magnetite projects, however, the delivery and economics of these projects have not met expectations.In this paper, we touch briefly upon the key global market changes of the last decade, namely China-driven demand growth and the changes to the pricing mechanisms for iron ores – before reviewing the rise in WA iron ore supply in response to these markets. We finish by focusing on the most significant WA-focused supply-side development of the last decade, the rise of FMG as a major new supplier and the strategic situation that facilitated its rise. The unprecedented China-led rise in iron ore prices felled many traditional barriers to market entry into an oligopolistic industry, allowing many new market entrants (in WA and around the world). However, the downturn in iron ore prices resurrected these barriers to entry, with only FMG (thus far) breaking the entry barrier with significant scale. Difficult corporate decisions have been forced upon the smaller WA iron ore miners who, in some cases, will now struggle to further expand, or indeed continue to operate in the longer run.The changes that have taken place over the last decade of WA iron ore production hold insights for other emergent mineral commodity exports from the state. Successful market entry, even when industry barriers are high, does not always require an immediate low-cost production assumption alongside a strong balance sheet. FMG could see a new market, within an established commodity market, target an appropriate and new product at it, overcome temporarily-felled barriers to entry in infrastructure and finance, then innovate and aggressively cut costs ensuring it was behind the barriers to entry when they rose again after the price boom.CITATION:Barrere, L, Trench, A, Sykes, J P and Davies, R S, 2017. Over recent years there has been a significant increase in the number of miners in the Pilbara region of Western Australia targeting channel iron deposits (CID) located in valleys, intersected by ephemeral creeks and below the groundwater table. The falling iron ore price has triggered a drive to reduce cost and maximise yield. Creek diversions provide an opportunity to maximise the utilisation of orebodies and extend the life-of-mine.Creek diversions that are required during mining operations to access ore and provide flood protection have historically been constructed as uniform engineered channels designed primarily for flow conveyance while minimising earthworks costs; however, the design of diversions becomes more complex when they are required to function in a similar way to the existing creek system during operations and remain stable during more extreme events than would typically occur following mine closure, in accordance with current regulatory guidance. The design specifications for closure are often more rigorous than the operational phase, and could incur significant additional cost to implement retrospectively if not planned and designed upfront.The complexity of diversion design depends on site specific factors such as: the size of the creek to be diverted; hydrology; corridor restrictions; geomorphology; hydrogeology; geology; environmental and heritage values; potential impacts and the risk to operations and environment. The complex interactions of these factors must be well understood and hydraulic modelling undertaken to characterise the existing creek system, demonstrate the diversions, provide adequate flood protection during operations, and can function in a similar way to the existing system following mine closure. In Broken Hill, Northern Rhodesia, two water jacket lead furnaces have been in operation for the past three years. The furnaces were erected in war time, and only absolute essentials were procurable. The water for the jackets was obtained from wells adjacent to the works, in a dolomite formation. There being no water-softening plant, except a small one capable of treating water for the power plant only, this water was found to make a heavy scale in the jacket. During 1917 several jackets were burnt through, resulting in serious trouble and loss of output. In order to avoid this, furnaces were stopped twice a month for 8 hours and scale was removed as far as possible. In addition to the scale trouble during the summer months, a green slime grew in the supply tanks and occasionally became detached from the tank and collected in the cocks near the jackets. This caused risk to the jackets and was difficult to remove without a stoppage of the furnace. In 1918, bundles of wattle bark were placed in the hot well at the rate of one ton per month. These extracted the tannin and added from 0.5 to one part of tannin per 100,000 to the circulating water. The hot water was cooled over a brushwood cooling tower and returned to the supply tanks. The well water required to, make up the wastage was estimated at 40,000 gal per day.

Stream sediment geochemical analyses were collated from open-file mining company reports and assembled in the REGCHEM computerised database at the Institute of Geological and Nuclear Sciences Limited. The database operates on an IBM-compatible PC microcomputer using an application programmed in dBASE IV and termed GEOEXPL. By August 1992, data for 6383 stream sediment samples from 6335 different sites in the Coromandel Peninsula region (Hauraki Goldfield) were entered, giving a total of 29 292 separate elemental analyses. Preliminary statistical analysis using PROBPLOT on a set of data collected by AMOCO from the Mahakirau-Whangapoua area shows that these data are a complex mix of subpopulations related to mineralisation and different source rock types. Thresholds of 37 ppm copper, 31 ppm lead, 112 ppm zinc, and 2.3 ppm molybdenum, defmed by arithmetic models for the combined data set, separate the individual element sets into 'first order anomalous/lesser anomalous and background' subpopulations as follows: copper five per cent/95 per cent, lead five per cent/95 per cent, zinc one per cent/99 per cent, and molybdenum 15 per cent/85 per cent.

Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

The main factors which influence disposal of mine waste under New Zealand conditions are identified and discussed: namely, geological conditions which produce soft weather-sensitive waste, wet and cold winters which affect productivity in such waste, elevated seismicity which affects stability and the need for water rights which involve public participation. The waste disposal scheme for the Martha Hill Project is described, thereby illustrating how these factors influence the planning of a current mine strippings and tailings disposal scheme.

In 2005, Solid Energy New Zealand Limited obtained non-notified consent for the disposal of 1Mt of coal ash at the Rotowaro minesite, forming part of a coal supply agreement with the Huntly Power Station. A non-notified resource consent was sought which necessitated that environmental effects be shown to be æless than minorÆ, and resulted from robust science and a pragmatic approach to design. As part of the assessment of environmental effects, there was a need to understand the effects of boron concentrations on aquatic organisms (ie algae, plankton, plants and invertebrates) in the receiving environment. Boron is a naturally occurring element that is found in the form of borates in the oceans, sedimentary rocks, coal, shale, and in some soils but Waikato coals and ashes have particularly high boron content. Boron is an essential micronutrient for higher plants with interspecies differences in the levels required for optimum growth. As aspects of the ANZECC (2000) derived boron limits are based on toxicity of aquatic algae and plants to boron it was important to assess these components in the environment. The effects on the receiving environment of the Awaroa Stream were assessed using predicted water chemistry and comparing actual boron concentrations in a comprehensive and multifaceted reference-condition approach of catchment ecological indicators. In addition a toxicological-based assessment of boron and a re-calculation of the ANZECC trigger levels were undertaken and applied to the ecological indicators. The reference-condition approach revealed that habitat and overall water quality attributes at and between sites was more influential in determining the aquatic biotic communities than boron concentrations alone. There was no evidence of any gradient of changes in ecological indicators with changing boron concentrations, nor evidence of any residual effect of high historic boron concentrations on the aquatic biota.

OZ Minerals Limited owns and operates the Prominent Hill Copper-Gold Mine, located 140 km southeast of Coober Pedy in far north South Australia. The Prominent Hill mine comprises an open cut mine with an initial 10 year mine-life and an 8 Mtpa conventional grinding and flotation plant to produce high quality copper-gold-silver concentrates, which are exported by road to local customers and by rail to the port of Darwin for shipment on to Southeast Asian smelters. Mine and process operations at Prominent Hill are licensed to abstract a water supply of up to 26 ML/d, sourced from a borefield located 40 km and extending to 80 km east of the mine. The arid climate of the broader Prominent Hill region means that groundwater is important for sustaining community and pastoral industries in the region, and security of water rights for third party users is a critically important water management issue posing a significant challenge to the development of Prominent Hill. Depth to water table and the typically high salinity of groundwater in the region means there is little environmental dependence on groundwater within the immediate Project area (mine lease and wellfields). The Prominent Hill mine and associated infrastructure lies within the South Australian Far North Prescribed Wells Area (FNPWA), which was principally defined to ensure the ongoing security of the ecologically, socially and culturally significant GAB springs, of which the closest are found around 150 km northeast of Prominent Hill, and only 50 km northeast of the water supply borefield. Prescribing of the FNPWA meant that OZ Minerals was required to demonstrate to both State and Federal Government agencies that the mine's water supply is independent of that which supports GAB springs and other third party water users in the region. Recognising these potential obstacles, OZ Minerals successfully defined and developed a previously unknown industrial quality groundwater resource, separate from other important groundwater resources in the region that supply community, pastoral and environmental users, ensuring third party water user sustainability.

Consents Required for Overseas Persons Overseas Investment Regulations 1974 Foreign investment proposals must be reviewed by the Overseas Investment Commission to ensure that these are in accord with national interests. Consent must be obtained from the Commission for: 1. New investment proposals which include: a. An overseas person acquiring 25 per cent or more of any class of share in a company. b. A New Zealand company issuing shares to an overseas person where this will result in that person owning 25 per cent or more of the company. c. An overseas person acquiring business assets for consideration in excess of $100 000. d. An overseas person commencing business in New Zealand. 2. Borrowing in New Zealand: An overseas person must obtain consent to raise funds in excess of $300 000 in New Zealand. 3. Borrowing Overseas: New Zealand incorporated companies must obtain consent to borrow overseas. Current policy is borrowing will be approved where the loan is for a specified fixed term of one year or more.

A predicted increase in aluminium production and the possibility of a diminishing supply of petroleum coke for anode electrodes in alumina reduction cells makes it desirable to find alternative electrode materials. Browncoal char, with a lower ash content and with an elemental purity similar to petroleum coke, was produced by leaching in hydrochloric acid, washing with water, and charring at 1,150°C. The cost of processing is estimated tobe competitive with petroleum coke.Without further processing the bulk density and real density were undesirably low, but by briquetting the coal before charring and crushing, the bulk density was improved to 92 per cent of the petroleum coke value andthe particle density was improved to 92 per cent of the density of petroleum coke by water displacement or 75 per cent by mercury displacement.Pre-baked electrodes were prepared from the char alone, mixtures of petroleum coke and char, and from petroleum coke alone, all bonded with coal tar pitch.The electrodes were tested for the usual physical properties and were evaluated for performance in a laboratory size alumina reduction cell.Electrodes based on brown coal char alone were found to be inferior in physical properties and performance, but mixtures of the char and petroleum coke, despite poorer density, electrical resistivity, and carbon consumptionon a theoretical basis, in performance tests gave up to 17 per cent better carbon consumption per weight of aluminium produced and 21 per cent better electrical current efficiency than the electrodes based on petroleum,coke alone.It is suggested that larger scale tests are warranted.

The Porgera gold deposit is an epithermal gold base-metal deposit located in the Enga Province of Papua New Guinea. Gold-silver-sphalerite-galena-pyrite mineralisation is related to stocks and dykes of dioritic composition which have intruded a series of folded marine sediments, mainly shales and siltstones, often with calcareous and carbonaceous horizons, of middle Jurassic to middle Eocene age. The most intensely mineralised zone is at Waruwari Hill, where the mineralisation occurs predominantly as massive mixed sulphide veins, and less frequently as quartz-chlorite veins and as disseminations. Mineralisation occurs in all rock types and several phases of mineralisation have been recognised.

Equipment maintenance is 30 - 50 per cent of the operating costs for a typical mining company. While this is substantial, its importance is beyond its significance as a cost heading. Modern mining requires large amounts of investment in capital infrastructure and equipment to produce a product sold at a low unit cost. To stay competitive, such a business has to focus on full realisation of its capital investment, ie sustained production at high levels. Maintenance plays an essential role in achieving this goal. Mining companies typically use a mix of breakdown or corrective maintenance, planned maintenance, and some condition-based maintenance. The share of breakdown maintenance has been coming down through more effective planned maintenance and better condition monitoring tools. Planned or preventive maintenance (PM) is playing an increasingly important role in todayÆs mining maintenance. This is the suite of inspection and repair/replacement actions performed at scheduled time intervals as part of a preplanned activity. The activities are scheduled well in advance and, usually, the current wear-state of the machine is irrelevant. For example, the replacement of a major gear may have been planned 18 months in advance; replacement is carried out when the time comes regardless of the actual condition of the gear. The PM costs are significant and include direct cost of parts and labour as well as the opportunity cost of lost production while the machine is under maintenance. It is important to identify the optimum PM effort because over-maintenance should be avoided as much as under-maintenance. A new concept called severity-based maintenance is introduced in this paper. We have seen that measuring equipment ageing in mining merely by counting the engine hours is a very imprecise way of planning and scheduling maintenance because the damage accumulated in one hour varies enormously from operator to operator and with changing pit conditions. We recommend continuous monitoring of duty on all major equipment. This is feasible without having to fit out the machine with an army of sensors because most of the physical sensors required by dutymeters are already installed and maintained as part of the existing performance monitors. While the investment is modest, the potential benefits are huge and can be grouped under three headings:Immediate benefits will come from providing operators with direct feedback on the effect of their behaviour on machine health and training them to use this feedback to correct their operating style. The equipment can operate closer to the limits of capacity, producing more without unduly sacrificing the availability by monitoring and controlling the severity of the operation, ie the duty on the machine. Longer term benefits accrue from establishing correlations between actual time to failure data and measured equipment duty and using these correlations to optimise maintenance effort as well as planning new equipment purchases and warranty conditions.

According to the temporal and spatial distribution of regional metallogenesis, thePacific Rim can be divided into four global metallogenetic systems. The Asia-Australia W-Sn metallogenetic belt is the typical representative of intracontinental metallogenetic systems. This belt resulted from Mesozoic and partly pre-Mesozoic tectonic magmatism, mainly related to S-type granite of crustal source that was generated by collisional orogeny combined with oceanic subduction in intracontinental and continental margin settings. Based on the concept of metallogenetic series, there is a group of mineralised ore types showing a definite spatial and temporal distribution from endogenetic to exogenetic. These metallogenetic series are widely distributed in the Asia-Australia W-Sn metallogenetic belt, and are well developed in Southeast China. Five metallogenetic series and two petro-minerogenesis evolution models have been established according to their tectonic settings, various types of granitoids and metallogenetic evolution.

The treatment plant at The Great Boulder Proprietary Gold Mines Limited was designed and erected by Chas. Ruwolt Proprietary Limited in 1934 to mill 12,000 short tons per month. The flow sheet called for fine grinding, straking, flotation, roasting of the flotation concentrates and cyanidation of the resulting calcine.In 1937 considerable alterations and additions were made to the plant. The grindin,g section was duplicated with addition of two 8 ft. x 6 ft. Abco Ball Mills to increase the throughput to 28,000 tons per month, and the flow sheet was changed from "straight flotation" to "precyanidation and flotation" neeessitating the addition of thickeners, agitators, Oliver filters and Edwards roasters.A further change to the flow sheet was made in 1942 with the introduction of sulphur dioxide conditioning ahead of the flotation section, to permit the treatment of 500,000 tons of oxidised ore. Since that date no major alterations were made to the flow sheet or equipment until 1950, when the modifications set out in this paper were commenced with the object of reducing costs and increasing plant efficiency.These modifications are dealt with under the section headings and are therefore not necessarily in chronological order.CRUSHING SECTIONThere has been no material alteration in this section although at the time of writing a 650 ton capacity ore bin is being erected ahead of the primary Jaques crusher. Underground production from the low grade copper orebodies at Mount Lyell in recent years has involved surface subsidence of open cut areas. Relevant structural and lithological features of the geological environment are described. The highly mechanised underground mining system involves sublevel caving and sublevel open stoping with associated hanging wall cave. Monitoring of subsidence and caving has been made by regular visual inspection and measurement of crack development, and by surface profile surveys. These simple techniques have proved adequate in assuring management that ground movement is proceeding normally and safely.

A procedure was required for the rapid determination of silicon in low-alloy irons and a suitable method used the formation and reduction of silicomolybdic acid at 50°C. The procedure gives results for elemental silicon and this enables the correct computation of oxidation requirements in basic oxygen steelmaking. The method could be useful in iron foundries which have not installed direct reading spectrometers.INTRODUCTIONOxygen steelmaking experiments required rapid determinations of 0,5-1,6 per cent silicon in iron (3-4 per cent C) within 10 min of sampling; a reproducibility better than ±0.03 per cent Si was desired. Only elemental silicon (Si°) is of interest as a fuel in basic oxygen steelmaking technology, and the proposed procedure determines exclusively this form of silicon. The method is described as it may prove useful to other workers although the interference study would be incomplete for some applications.The analysis of silicon in iron is frequently obtained using direct reading spectrometers, but for the proposed experiments the spectrometers could not be used because of the prohibitive distance from the furnace. It should be noted that spectrometers determine both the elemental silicon and that present as silicon dioxide in occluded slag and inclusions.The silicon content of iron and steel is determined in this laboratory by spectrophotometric measurement of a "molybdenum blue" colour. The Late Miocene gold-silver bearing epithermal system at Waihi has some close similarities in its paleo-thermal and geochemical structure with modern, volcanic-hosted geothermal systems such as Ohaaki-Broadlands. At Waihi an extensive braided quartz vein system is enveloped by hydrothermally altered andesites with minor tuff breccias and tuffs. A main stage of vein filling consists of multiple phases of chalcedonic quartz and fine to medium grained quartz, which are accompanied by pyrite, sphalerite, galena, chalcopyrite and acanthite below the base of oxidation. Platy calcite is present locally. Fluid inclusion studies indicate that the main stage quartz was deposited at temperatures of 189¦-273¦C from dilute (Tm of -0.1 to -1.0¦C) fluids that were locally boiling. Homogenisation temperature Th versus Tm data points lie within the field enveloped by dilution and boiling/gas loss paths determined for the Ohaaki geothermal field, and indicates that the parent hydrothermal fluid for the Waihi epithermal system had a similar composition to that at Ohaaki, ie 0.2 wt% equiv NaCl and 3.3 wt% equiv CO2. The hydrothermal alteration mineralogy and the isotopic composition of vein calcite indicate that the hydrothermal fluid contained relatively high concentrations of CO2 , as at Ohaaki. Oxygen isotope analyses of main stage quartz range from 6.1 to 11.6 %0 and of vein calcite from 2.29 to 9.4%0. Calculated d18Owater values for the hydrothermal fluid that deposited the main stage quartz range from 2.0 to -5.7%0, with a trend to less negative values with depth. They are similar to those in the deep chloride fluid in active geothermal systems with a substantial fluid throughput. A high fluid throughput at Waihi system is also evident from the extensive high intensity hydrothermal alteration and large volume of quartz deposited in the vein system.
