T HE chairman of the Mines Committee of the A. 1: E. E. for 1920-21 has had the honor of being also the chairman of a similar committee, the Mine Equipment Committee, of the A. I. M. E. It has been the endeavor during the past year to have the two committees work together since the object of these committees is very much the same. A meeting of the committees was held in Chicago in November of 1920, at which time it was decided that one of the best ways to work together would be to foster joint meetings of the local sections of the A. I. E. E. and A. I. M. E. By these meetings, it was hoped that various engineers in the local sections interested in mining subjects could be brought together and not only become better acquainted but be greatly benefited by the interchange of ideas and by the discussion of papers presented on mining subjects.

Present-day interest in the question of "dirty steel" has arisen primarily from the increasingly rigid specifications on various grades of steel and from the growing conviction that non-metallic inclusions are the source of many of the difficulties in meeting these specifications. The importance of inclusions has unquestionably been over-emphasized in many cases, but on the other hand many unpublished instances could be recorded where all evidence pointed to inclusions as the primary cause for the failure of steel in rolling or in service. The solution of the problem of dirty steel is not a matter of a few years. There are almost numberless types of inclusions. They segregate in steel ingots in an entirely different manner from other impurities, and, at best, only a start has been made in developing correct analytical methods for their determination. Most of the writers in the field have expressed opinions rather than given facts, and so many variables enter into the manufacture of steel that a study of plant conditions is difficult unless definite facts on certain phases of the inclusion problem are available. This statement is not intended to convey the idea that little work has been done on this problem. On the other hand, the number of investigations has been large, but in most cases too many variables have been present to allow definite conclusions to be drawn. In the body of the text, reference to previous investigations is made at suitable points. Rather than burden the reader with a lengthy review of the literature on the general subject of inclusions, reference to the particular works pertinent to the subject matter of the bulletin has been discussed. Prior tests by Dorn, where the strain rate in a tensile test was suddenly changed, have shown a small, but definite rate-history effect to exist. If this effect is neglected in the calculation of creep behavior from tensile results, an error should occur. This paper shows that this error is smaller than experimental scattering, and may be neglected. DORN1 has found a small but definite rate-history effect in the aluminum alloy 250 at liquid-nitrogen temperature using tensile tests with an abrupt rate change. The classes of ore deposits in the mountain province of Colorado that have been the most productive in the past and that offer the greatest promise for the future are: (1) disseminated or stockwork molybdenum deposits associated with Tertiary stocks; (2) combination precious- and base-metal veins in Tertiary volcanic rocks; and (3) base-metal replacement deposits and veins in Paleozoic sedimentary rocks. Veins in Precambrian rocks, including precious metal-bearing sulfide veins, gold-silver telluride veins, and tungsten veins, have been mined extensively in the past, but their aggregate output has been far subordinate to that of the groups named above, and the outlook for major output from them in the future is poor. Principal ore deposits of south-central Wyoming are sedimentary iron ores of Precambrian age and uranium deposits in Tertiary sedimentary rocks. Precambrian deposits of several kinds are scattered through the mountains of both states. The most promising of these, based on present indications, are vanadiferous titaniferous magnetite in southern Wyoming and southwestern Colorado and thorium-niobium rare-earth deposits associated with alkalic intrusive complexes in Colorado. Most of the mining districts of Colorado are in the Colorado mineral belt, a generally narrow but somewhat irregular belt that extends northeastward across the north-trending mountain ranges and the north-northwest trending geologic grain of the state. The belt is characterized by intrusive rocks of Laramide and younger age and by ore deposits, and it occupies environments ranging from Precambrian crystalline rocks through Paleozoic and Mesozoic sedimentary rocks to Tertiary volcanic rocks. Two ages of intrusion and ore deposition recently have been recognized in the mineral belt. One is Laramide (late Cretaceous and early Tertiary), and the other is Oligocene. As interpreted herein, the major replacement deposits and most of the sulfide vein deposits in Precambrian and sedimentary rocks are Laramide in age, and the molybdenum deposits, the tungsten and the gold telluride veins in Precambrian rocks, and the precious- and base-metal veins in volcanic rocks are Oligocene in age. In general, the Laramide deposits are mesothermal in aspect, and the Oligocene deposits are principally epithermal. The existence of two mineralization stages, in considerable part characterized by different suites of metals, has many applications in exploration.

AMONG the curious results of the recent advance of prices in the iron trade of the United States, one of them at least is to be regarded as of great importance. I allude to the utilization of mill cinder as a cheap and almost costless substitute for high-priced iron ores in many blast furnaces, situated within easy reach of such raw material. It has been, with but few exceptions, the practice in this country, based upon tradition rather than upon authority or European precedents, to waste this material on 'account of its high proportion of silicic and phosphoric acids, although known to contain more iron than most ores, and although also known to be sometimes applied to the blast furnace in greater or less quantities without serious detriment to the iron for specific purposes. While in use to a limited extent in the Hocking Valley and Hanging Rock iron regions of Ohio for several years, its use in Western Pennsylvania has only become general of late, under the exigencies of high prices and a short supply of ore. Especially has mill cinder largely entered into the stock of furnaces attached to rolling mills in and about Pittsburgh. Under such circumstances the cinder pig has been paddled on the premises, and the malleable iron produced has been unexpectedly good. Cautiously as at first mill cinder has been applied, it is evident that the temptation to use it freely is a strong one whenever the commercial rates for high-class ores are out of proportion to the general conditions of the iron trade, as sometimes happens in this country, especially as the free use of it is apparently justified by the quality of the iron produced from this cheap and abundant material. Indeed the consumption of cinder pig has., not been wholly confined to mills using up the production of furnaces belonging to the same plant. One furnace at least on the Ohio, at Covington, for several' months has been making foundry pig from "all cinder." The iron has gone into the general trade. I. HISTORICAL. BARITE has been mined for many years in various parts of Virginia, probably the earliest mining-operations being in Prince William county, within 600 ft. of the Fauquier county line, about 4 miles south of east from Catlett, a station on the Southern Railway. It is claimed that the mineral was mined here as early as 1845. Mining-operations in Campbell and Pittsylvania counties in the Piedmont region, and near Marion in Smyth county, in the southwest Virginia Valley region, were begun about 30 years ago. The mining and milling of barite on a commercial scale in Tazewell and Russell counties are more recent, and commenced about 15 years ago. II. GEOGRAPHICAL AND GEOLOGICAL DISTRIBUTION. Barite occurs in many counties in the State, as shown in Fig. 1, but the industry has been confined to only a few of them. Its occurrence is noted in two of the three major divisions of the State-namely, the Piedmont region east of the Blue Ridge, and the Paleozoic area west of the Blue Ridge. In the Piedmont region the mineral has been mined in the following counties:, Bedford, Campbell, Louisa, Prince William, and Pittsylvania. In the region west of the Blue Ridge, composed of Paleozoic sediments, barite has been mined in Montgomery, Russell, Smyth, and Tazewell counties. Of the counties mentioned, Bedford, Campbell, and Pittsylvania of the Piedmont region, and Russell, Smyth, and Tazewell of the Valley region, have been the principal producers. In 1906, operations were confined to five counties-Bedford, Louisa, Pittsylvania, Russell, and Tazewell-but in the first two counties named there was no production, the work being solely development.

THE mineral industries in this country have now had about a year of national planning. Al. though the period is short, the volume of activity and legislation designed to make that planning effective has been nothing short of enormous. Those who have been privileged to see and study a few of the codes to regulate our mineral industry, such as those for oil, coal, steel, and copper, are driven to the conclusion that nothing was really known about the proper way to conduct those industries in this country prior to June, 1933; or if anything was known, nobody in actual practice made use of that knowledge. And yet those industries, in days gone by, helped to make this country the most prosperous in the world, and to maintain a standard of living even today higher than that of any other country. Without wishing to assume any first-hand knowledge of the Russian standard of living, I must confess that the evidence seems to indicate that even with dictatorial authority, national planning encounters unexpected difficulties. The correlation of property changes during precipitation with structure has progressed, sometimes rapidly but other times more slowly, since the fundamental discovery of Merica, waltenberg and Scott.1 The predominent factor that hampered the progress has been limitations imposed by the various detection methods. Refiments in x ray diffraction tech-niques and in metallographic methods, which have been extended by the electron microscope, have contributed new information within the last few years. These permit an extension of the theory as proposed by Mehl and Jetter in 1940'2 Now that a sufficient number of alloys has been investigated to establish a general mechanism of the precipitation process, a correlation of the facts into a generally applicable theory of age-hardening is both warranted and desirable. The purpose of the paper is to provide an orderly correlation of the phenomenological facts of precipitation hardening. Speculation 011 mechanism of hardening will be confined to that consistent with existing theories of hardening, Age-hardening accompanies the formation of a new structure, the precipitate, as provided by a11 alloy system ill which solid solubility decreases with decreasing temperature. Upon this premise alone all such systems would be expected to include age-hardenable alloys. Alas, this is not always the case. Few attempts have been made to explain the variable degree of age-hardening among different alloys or to explain the influence of small alloying additions upon the hardening. JAMES DOUGLAS Dr. James Douglas, twice President of the American Institute of Mining Engineers, and one of its principal benefactors, died in New York on June 25, 1918, at the age of 81 years. After a life of extraordinary activity, failure of his health compelled him to retire about 2 or 3 years ago, and in view of his advanced years his death was not unexpected. His funeral was held at the Church of the Mediator, on June 26, and was attended by representatives of the American Institute of Mining Engineers and of the Canadian Mining Institute. His body was then taken to Quebec for burial in the family plot. An extended notice of Dr. Douglas, prepared by Dr. R. W. Raymond, will be presented in the September issue of the Bulletin. LEWIS NEWTON BAILEY Lewis Newton Bailey died of pneumonia at Camp Merritt, N. J., April 30, 1918, at. the age of 34 years. He was Master Engineer, .Senior Grade, in the Fourth Regiment, U. S. Engineers; and although he was offered a commission as First Lieutenant shortly after enlisting, he preferred not to accept it until he had reached France. By those who knew him well, this lack of eagerness for promotion will be recognized as consistent with his whole character.
