The correct sampling of ores is a subject of far greater importance than is usually conceded to it. Of the little which has been published on this subject, the recent paper by Mr. Glenn, with the accompanying discussion by Dr. Raymond (Trans., xx., 155), is the latest and best, and well worthy the careful perusal of all interested in accurate sampling, whether by hand or by machine. It is doubtless true that thorough hand-sampling gives as good average results as can be obtained; but all hand-sampling is subject to the possible incompetency, carelessness, or dishonesty of the workmen employed. It is, moreover, tedious and expensive, requires large space, and usually entails considerable delay, both in unloading and in sampling. For these and other reasons, machine-sampling is now regarded with more favor than ever before. So-called machine-sampling may be accomplished in two radically different ways: 1. Part of the stream of material is taken for the whole time. 2. The whole stream of material is taken for part of the time. Under the first case the stream, as it issrles from the deliveryspout of the crusher, is cut continuously in any given proportion, such as one-tenth, one-fourth, or one-half, by some fixed apparatus, which, as it contains no moving parts, is strictly speaking not a machine at all, but may be termed an appliance. By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." THE DEVELOPMENT OF CLASSIFICATION WHAT is the use of a classification of mineral deposits? From the days of Agricola, the founder of the science of ore deposits, successive authors on the subject have attempted classifications, none of which have attained unanimous indorsement of miners, engineers, or geologists. The miner and engineer naturally have little regard for a classification that does not help them to find ore. Mining geologists may share this feeling, and deplore the overemphasis that may be placed on classification by their academic brothers. Apparent effects of such overemphasis may be reflected by students or new graduates who have grown to think that each deposit must fit perfectly into some pigeonhole of the more or less arbitrary scheme that has been drilled into them. Diversity in mineral deposits as in other natural phenomena, however, is too great to be fully expressed in the usual tabular classification, and experience is essential for the appreciation of the value or usefulness of a classification. The succession of classifications has closely followed the growth of the science of mineral deposits and reflects that growth, as well perhaps as the limited or comprehensive viewpoint of each proponent. The earliest classifications were based on metal content, and were superseded by those based mainly on form of deposit. Source of materials also became a basis, and was followed by physical and chemical conditions and processes. In spite of this development it is interesting to note that in many of the latest reports on mining regions the authors adopt special classifications suited for their particular districts. Some of these, like the earliest classifications, are based primarily on metal content, and others are most conveniently based on form, and it may be convenient to modify these by reference to source of material or temperature of deposition. Some, including the writers, after noting these different usages, have refused to worry much over classification as an ultimate objective, but,

Tin production and export from the Far East are still a long way off from the prewar figures. The Malayan Peninsula, which had a rather good start directly after the war largely because of stock piles found in Singapore and elsewhere, has since been hampered in the rehabilitation of its tin mines and dredging operations by material shortages and, more recently and more severely, by revolts and attacks of communist elements and gangster bands. These hindrances make working in the mines dangerous and form a daily threat against the valuable and highly vulnerable dredges. Contrary to the conditions in Malaya are those on the tin islands of Billiton, Banka, and Singkep-all in the Netherlands East Indies-where the Dutch have re-established peaceful relations with the population. Dutch efforts since the fall of 1945 have been rewarded by continuously increasing production, extension of production facilities, and return of moderate prosperity, complete safety, and all-out co-operation among the population ? native and Chinese ? to the benefit of all concerned.

In the sinking of bore holes, there are but two fundamental operations —drilling and hoisting—which determine in the main the character of drilling mechanism and structures. There are endless ramifications, however, in the execution of these fundamental operations, according to the purposes for which the bore holes are drilled, their maintenance after completion, the protection and convenience of workmen, etc. The three main lines of use for bore holes are in mineral exploration, the sinking of water and salt wells, and the exploitation of pqtroleum and natural gas. This paper has to do more especially with the last. Here again there are many divergences. Wells may be drilled by either the percussive, the hydraulic, or the abrasive method. Finally, each of these methods, as applied by drillers of diverse nationalities, has followed somewhat different lines of development. The American system of cable-tool drilling has perhaps had the widest application; the hydraulic rotary is also in extensive use; but the Canadian system, the Galician system, and the Russian free-fall system all have their points of recognized merit and are preferred by operators accustomed to their use. These differences in drilling procedure, which rest ultimately on essential variations in geological conditions, are reflected in the drilling structures as well as in the drilling mechanism. The purpose of the present paper is to record those stages in the development of the application of steel to the construction of drilling mechanism and structures with which the writer has been intimately associated, and to contribute to the history of the art of drilling other data acquired in the course of his personal investigations. It is necessarily limited by reason of space to American practice, with especial reference, therefore, to the cable-tool system and the hydraulic rotary method of drilling wells for oil and gas.

1. Introduction.-The first part of this papers treats of the causes and the restraining of piping in steel ingots; the second& considers the causes and the restraining of -segregation; and the third proposes certain precautions in engineering specifications concerning these two defects. Into their causes I have looked carefully, with the purpose of arriving at rational methods of restraining them, and at efficient ways of detecting. and measuring the harm which they cause, so as to benefit the public by reducing this harm at once effectively and with the least expense to the manufacturer, and therefore in the end with the least expense to the consumer. In Part I., I infer that the pipe is chiefly due to what I, call the virtual expansion of the outer walls of the ingot in the early part of the freezing. I find that the upper and smooth-faced part of the pipe probably forms while the interior is still molten, but that the lower, steep, and crystal-faced part probably forms in metal which is already firm. Of the five causes which may co-operate to limit the depth of the pipe, I find that three-blow-holes, sagging, and the progress of freezing from below upwards-are usually effective. I find that the pipe may be lessened by casting (1) in wide ingots,; (2) in sand molds, especially if these are pre-heated (this is rarely expedient); (3) at the tops instead of at the bottom; (4) slowly; (5) and with the large end up; (6) by the use of a sinking-head or other means of retarding the cooling of the top; (7) by permitting blow-holes to form; and (8) by liquid compression.) Most of these I consider in some detail, and in particular I dwell on the advantages of casting with the large end up, and I propose certain administrative arrangements to permit this.

THE Federated American Engineering Societies through its Executive Board has endorsed House Bill 5230, introduced April 26, 1921, which provides for- the completion of the topographical survey of the United States. Before this bill can be reported out it will be necessary for the House Committee on -interstate and foreign commerce to hold hearings. This will not be done unless the engineers of the country show interest -and demand action which should be taken immediately after the recess ends and Congress reconvenes this fall. Surveys and maps have been made in this country ever since Captain John Smith mapped Chesapeake Bay about. 300 years ago, but it is only in comparatively recent years that the need for accurate maps has been keenly felt by those engaged in the industrial' and commercial development of the country.

THE West Edmond oil field, which covers parts of Oklahoma, Canadian, Kingfisher, and Logan Counties in the State of Oklahoma, is in geographical extent the largest single oil field found in the state. At the present time, its area of 26,800 acres is almost twice as large as the Oklahoma City field, which hitherto was the state's largest field. Many authorities believe that the West Edmond field is the most important oil pool found in the United States since Pearl Harbor. The discovery of the field without the help of geological, geophysical, or other recognized technical information, the fact that the oil and gas accumulated in a stratigraphic or wedge-type trap, and the rapid development of the productive area under wartime conditions are some of the interesting features of the field. The West Edmond field lies west of the Oklahoma City, Britton, and Edmond fields. The field is in an area that has been considered on the west flank of the Granite Ridge line of folding, on which a number of Central Oklahoma's most important oil fields are located. Over a period of years, especially since the discovery of the new pools such as Oklahoma City, Edmond, Britton, and Crescent, the general area of the West Edmond field has been explored intensively by geological and geophysical methods. This led at times to the drilling of a few dry Wilcox sand tests.

EVEN though most of the program of the joint meeting at Easton, Pa., on Oct. 30 to Nov. 1. was devoted to the interests of combustion engineers rather than to coal-mining engineers, nevertheless the A.I.M.E. Coal Division was well represented, with 83, or close to one third of those in attendance giving this as their affiliation. The fuels division of the American Society of Mechanical Engineers had 108 representatives, and an equal number reported no society affiliation. Added to the men's total registration was that of some twenty ladies so the total attendance was in the neighborhood of 325, exceeding that of the last two joint meetings, at Birmingham and Columbus, and equaling the 1938 crowd at Chicago.

A long the mighty Andean Cordillera, there is splendor beyond imagination-in the natural beauty of the mountains and in daring engineering and lavish investment in the mines. This is the story of the great copper mines of Chile and Peru. Each mine has a special quality which has tested the physical and spiritual resources of the founder. In the early days of the older mines, the mining engineer of song and story was more the rule than the exception. He was physically tough, ingenious and a leader of men. In the current political and social environment of Chile and Peru, the foreign contract mining engineer is still needed; but he must be a different type of man. To John J. Selters at Cerro's Rio Blanco, the principal ingredient is still "toughness," but it is "toughness of mind" that is needed. "He probably should be a teacher." The copper mines are not new. They were, almost without exception, worked by Indians (La Exotica might prove the rule), and later by the intrepid Spaniards. Modern mining began after the turn of the century. In Chile, the first of the big ones was the Braden Copper Co. founded on the El Teniente deposit. This development was followed by Chile Exploration Co. at Chuquicamata and Andes Copper at Potrerillos. These properties have been developed over the years by vast expenditures of money and a monumental amount of labor. None was free of technical problems-metallurgy at Chuqui, marginal grade of the old mine at Andes, avalanches and the great fire at El Teniente. The evolution which has brought the established mines of Chile, and the new ones coming on stream, to their present state of development is in reality the work of wonders of input-money, engineering and responsible management in an atmosphere of political stability. Without any one of these, the result would have been failure.

The Institute has established this lectureship to honor the memory of a great American metallurgist, one whose fame has continued long after his passing. As one scientist recently stated it, "All metallurgical texts gradually become outdated and outmoded, except those of the great Henry Marion Howe." It seems fitting, then, that, once every year, we shouId review, in his honor, some aspects of the science in which he was such a distinguished leader, and also discuss any new data that may help to clarify our concepts. It is my privilege, for which indeed I express the deepest appreciation to this Institute, to offer for consideration a few thoughts on the toughness and fracture of hardened steels. Before proceeding to the data, I wish to express my great indebtedness to many associates whose stimulating discussions, generous contributions of data and cooperation in experiments are gratefully acknowledged. (But I wish to absolve them of any blame that may arise from the way in which their discussions and data have been used!) First, Dr. Edgar C. This paper .reviews some of the key developments which have been made in the synthesis of the III-V compound semiconductors and the associated progress in obtaining high-quality material for device development. The history of the investigation of the semi-conducting properties of these materials has indicated the need for synthesis techniques capable of producing rnaterial of high chemical purity and physical perfection. The progress in the area is described, and the present status of quality of several compounds is discussed. In addition, recent studies of localized epitaxial deposition of GaAs into semi-insulating GaAs substvates for the development of arrays of devices ave reviewed. In conclusion, some important areas for future research and developrnent are discussed. INTEREST in III-V compounds as semiconductors dates back to the period 1950 to 1952, when Goryunova, Ioffe, and, in particular, Welker determined that 111-V compounds were structural analogs of the group IV elements carbon, silicon, germanium, and tin and that they were also semiconductors.'-3 Since that time interest in the properties of these materials has ex- panded rapidly. During 1953 and 1954, the first reports of rectification, photoconductivity, and optical absorption in these materials came from several investigators. In 1955, recombination radiation from samples of GaAs, InP, and GaSb was reported by ~raunstein .' This radiation was produced by injected minority carriers from point and large-area contacts. From 1955 to 1960, efforts increased on preparing large, pure specimens of these materials for the study of basic physical phenomena and device exploration. By 1960, materials preparation and the understanding of the physics of some of the materials had advanced to where some very interesting and potentially useful phenomena came under study. The first observation of electric-field-induced changes in the optical absorption edge (Franz -Keldysh effect) of 111-V compounds was reported for GaAs by Moss in 1961.' In 1962 the study of recombination radiation advanced rapidly. Keyes and Quist6 and Pankove and Berkey-heiser7 reported high radiative efficientices obtained from recombination, and then the first injection electroluminescent lasers in GaAs were announced by Hall ef al.,' by Nathan et al.,O and by Quist ef al.,'O and in Ga(As, P) alloys by Holonyak and Bevacqua." The titaniferous magnetite deposit at Iron Mountain, Wyoming, is in Precambrian anorthosite. Individual ore bodies are lenses, commonly arranged en echelon, conformable to the platy crystal structure and compositional layering of the anorthosite; a few transect these features at various angles. The ore bodies are on the east flank of the principal anticline in the anorthosite mass. Magnetite and ilmenite, accompanied by spine!, are the ore minerals. The principal gangue minerals are olivine, which was introduced with the ore, and plagioclase, the chief constituent of the anorthosite. The anticlinal region appears to have been a structurally weak zone, and westward-bowing curves of the axis were especially favorable sites for localization of the two largest massive ore bodies. These bodies are synclinal and plunge southeast. The proportion of magnetite-ilmenite to olivine and to anorthosite appears to be related to structural features. Where magnetite-ilmenite is present with olivine, the magnetite-ilmenite is encountered along the most pronounced parts of a fold where anorthite content is highest, whereas olivine is associated principally with more gently folded portions. During granulation and recrystallization of the anorthosite mass, temperature and pressure changes furnished the energy required to release and mobilize iron and other elements that migrated to areas of low pressure, the ore zone. Some iron and magnesium may have combined with silica from partly dissociated plagioclase to form olivine. The ore formed by replacement of anorthosite as indicated by: (1) the marked changes in mineralogy along strike, dip, and plunge of an ore body; (2) the concentration of massive ore in folds and olivine on limbs; ( 3) the halo of low-grade mineralized rock that transects the structure of the anorthosite in the hanging wall; and ( 4) the layering in the large southern ore body, that strikes more easterly than the trend of the body.

SUPPLEMENTING surveys of the engineering profession regarding salaries and advancement, based upon data from individual engineers, a survey through a questionnaire to employers of engineers has recently been made by a subcommittee of the Engineers Joint Council's Committee on the Economic Status of the Engineer. Its object was to learn directly from employers their attitudes and policies pertaining to the selection, training, placement, advancement, guidance, and professional activities of engineering graduate employes. The questionnaire was sent in May 1946 to 174 employers of engineers, including colleges. Replies were received from 104 employers in nineteen fields of industry, who employ about 2,000,000 persons, about 40,000 of whom are engineers. The following general observations are based on the questionnaires returned. Who Are Hired? Of the co-operators 96 per cent employ cadet engineers directly upon graduation from engineering schools, but only 4 per cent recruit their engineering staffs exclusively from the new graduates. About 43 per cent hire more than half of their new engineer employes after one or more years' experience with other employers. This is evidently a matter of necessity or expediency rather than preference, because more than sixty per cent of those reporting indicate that they prefer to hire the new graduate.

A Discussion of the Paper of Prof. Howe. (Bi-Monthly Bulletin, No. 14, March, 1907, pp. 169 to 274.) P. H. DUDLEY, New York, N. Y. (communication to the Secretary*) :-The characteristics of Prof. Howe's metallurgical papers are, that he is able, from the mass of confusing evidence on the subject, to make an analysis and present hypothetical and essential principles in concrete form for consideration and discussion. I can appreciate, from the practical side of the subject, the arduous labor of collecting and investigating the data that is essential to prepare the paper. Much of the data necessarily came from material of preceding years. of manufacture in which there was allowed time for chemical reactions of the recarburizer, and for the elimination of the oxidation-products before teeming the ingots. This condition gave a favorable tinge-element to free the metal from slag- and other impurities, but, in allowing the. ingot to cool before charging in the furnace, the time-element entered as a detrimental factor in the development of the pipe or shrinkage-cavities, which gave an ingot-structure deficient in soundness. The interpretations from such material must be made with due allowances for the methods of manufacture, and must be given proper weight, as general facts, in subsequent arguments. The difficulties under which investigators labor are not easily surmounted in differentiating between reliable and unreliable data incident to variables of methods of manufacture, chemical composition of the alloys of steel, mediocre practice and that of the highest state of the art. It is almost exactly seven years since the last previous meeting of the Institute in this city. In a paper on " Pittsburgh, its Resources and Sorroundings," read at that meeting, I showed that Allegheny County had produced in 1878, " one-twelfth of all the pig-iron,.... two-ninths of all the rolled iron (except rails), over one-eighth of all the Bessemer and open-hearth steel, two-thirds of all the crucible blister and puddled steel, one-fourth of all the glass, one-eighth of all the coal, and one-sixth of all the pig-lead produced in the United States;" and the object of this paper is to show that, great as the record then was, it has been greatly surpassed since.* Population. In my former paper I expressed the opinion that the census of 1880 would show the population of Allegheny County to be in excess of 300,000. The census report made it 355,869. At the present time, when lixiviation versus amalgamation is being so thoroughly discussed by practical men, and published information is so meagre, the following tests, made by students in the mining laboratory of the Massachusetts Institute of Technology, may be of interest to others. The ore experimented upon was obtained from the Sombrerete mines near Zacatecas, Mexico. A careful analysis of the dried sample resulted as follows : Per cent. The one hundred and twentieth meeting of the Institute was held at Chicago, Sept. 22 to 26, inclusive, and was in every way success although the steel strike against the United States Steel Corpn. prevented many engineers from attending the steel session and made necessary the annulment of the trip to the steel works at Gary on Tuesday. All of the meetings were held at the Congress Hotel, with the excep-tion of the session on Non-ferrous Metallurgy which was held at the Coliseum where the Fifth National Exposition of Chemical Industries was in progress. This session was a joint one with the American Electro-chemical Society. The total attendance, as shown by the registration, was 850.
