On Nov. 11, 1909, M. Alexandre Pourcel, of Paris, France, upon the proposal of a large number of distinguished members, and the unanimous recommendation of the Council, was elected by the Board of Directors an Honorary Member of the Institute. M. Pourcel has devoted forty-three years to the metallurgy of iron and steel ; and the work which he did between thirty and forty years ago constitutes an important part of the founda¬tion of the practice of to-day. Among his striking contribu¬tions are : (1) his perfection, in 1869, of the manufacture of high-grade ferro-manganese in a carbon-lined open-hearth furnace, instead of the costly crucibles previously used; (2) his discovery, in 1874, of the method of making solid steel cast¬ings; (3) his manufacture, in 1875, of ferro-manganese and silico-spiegel in the blast-furnace; and (4) his anticipation, in 1875, of modern American blast-furnace practice, by the pro¬duction, in a very small furnace, of Bessemer pig containing 2.5 per cent. of silicon, from a burden yielding only 46 per cent. of iron, and with a consumption, per ton of pig, of only 1,8401b. of coke, containing 15 per cent. of ash. These brilliant pioneer achievements, together with his contributions to cur¬rent technical literature, won for him the Bessemer gold medal of the Iron and Steel Institute ; the great" medal of honor," which is the highest award of the French Society of Mineral Industry, and other gold medals, as well as the distinction of honorary membership of the Comité des Forges de France, which was conferred upon him in 1891. Pourcel has been instrumental, as consulting engineer of the Société de Commentry-Fourchambault, at Decazeville, France, in an extraordinary development of the manufacture of special steels. Emphasis on publications related to coal mining subsidence and damages is appropriate at present in view of the energy crisis and increased coal production and public alertness. I have worked in Harrisburg with the state government Public Utilities Commission on energy-fuel matters and issues (Parate, 1978-80). I have participated in the communication on subsidence/ damage reviews and status with the Bureau of Mines Liasion Office (Kebblish, 1978-79). I have done research (Parate, 1965) and published papers (Parate, 1972; Parate, 1967) in Britain on coal mining subsidence and damages around Sheffield-Nottinghamshire coal fields. I have a few comments on the recent paper titled, "Pennsylvania Subsidence Control Guidelines," by C.J. Bise. 1) What is the basis of the empirical formula or guideline, LD _ (0.27 x D) ± 4.6, defining the support area? 2) The particular structure may not be damaged due to vertical uniform displacement caused by mining beneath unless the displacement is differential (King, 1964). 3) The author mentions the limited subsidence research in the US, and quite rightly so. But he fails to quote any work reference by continental investigators except the British or review work by the US. What are the reasons? 4) The author has not mentioned the importance and role of angle of draw for Pennsylvania, Kentucky, or Illinois coal fields. Is there any current research investigation on the relationship between subsidence research investigation, damage, and transference of strains to structures? There have been a number of newspaper reports on subsidence damage in Wilkesbarre and other areas in Pennsylvania. Is the author aware of such instances and traditional attitudes to such issues? Many times government agencies--due to lack of funds, technical expertise, and public policies--are unable or do not find it interesting to keep updates on these issues, as per the author's knowledge and experience with state governments. 5) What is the net effect and role of the D.E.R. Insurance Office on the monitoring, reducing, or controlling subsidence damage, particularly in Pennsylvania?

ECONOMIC STRUCTURE OF MODERN INDUSTRIAL ECONOMIES The role of minerals in modern industrial economies may be examined in several ways. There are relationships with the various sectors of the economy: the primary, secondary, and tertiary industrial groupings and activities. Mineral supply and demand activities can be measured in terms of national accounts criteria. The economic policy objectives of the modem industrial economy are based to a considerable extent on the needs of the nation for economic supplies of miner- al materials. There is an important role for minerals relative to national security in peace and in wartime and many national policies are directed toward ensuring adequate sup- plies of minerals. Environmental control in the modem industrial economy is increasingly concerned with matters related directly to the production and use of minerals and these matters, in turn, bear importantly on conservation in mineral supply and demand. Mineral polices include specific provision for research and development activities concerned with the production and the use of minerals. In all, national policy objectives will be shaped in considerable part by the circum- stances of mineral supply and demand: the relative degree of availability from domestic and foreign sources, the state of the mineral-processing industries, and the degree of development of the mineral-using industries, and per capita and total changes in requirements. Goods made from mineral raw materials are the basis of all advanced societies and although this is taken for granted, every country is continually dealing with problems of mineral supply and demand. Considering that in the first 50 years of this century the consumption of mineral materials in a highly Industrialized country such as the United States increased by six times while the population was doubling, it becomes apparent that if a country is to enjoy rapid economic growth it must have access to huge and ever-growing supplies of mineral materials at lowest possible cost. Adequate supplies of mineral materials and wise usage of mineral resources have always been among the most important determents of a nation's survival The importance of access to adequate mineral supplies is increasing every year and this has significant international, as well as national, implications because of the unique locational characteristics of mineral resources. It is generally acknowledged that no particular type of natural resource is essential to a high level of national income or to economic progress. A country's endowment of natural resources need not exercise a determining influence on the course of its national income over time, provided it is able to trade. In the previous paper, the writer indicated that the arc welding of cast iron is practicable only when barium carbonate is used to retard the fusion of electrodes. Later, he tested the effects of 48 other elements, to discover the cause of their retarding action. Wrought-iron bars 33 cm. long and 0.53 cm. dia. were used as electrodes. Trace Phosphorus.............................................. 0.047 Sulfur................................................... 0.008 Each of the bars was wound with a twine of asbestos (1 mm. dia., weighing 0.5 g.) and then was coated with a mixture of equal quantities of graphite and carborundum and one of the compounds listed in the second column of Table 2. The method used in coating was as follows: The mixtures were reduced to paste by adding to them a solution of water glass (1:3); they were next put in a glass tube of 8 mm. inner diameter, with funnel-shaped mouth (the same tube shown in the previous paper); then the bars were passed through the tube so that the mixtures were coated on them. The glass tube was used only as a means of making the diameters of all coated bars exactly 8 millimeters. The cast iron was deposited on the steel plates by connecting the electrodes first to the positive and then to the negative pole of the generator. The figures representing the time, voltage, amperes and energy required to melt each electrode are given in Table 2. They are arranged in the order of the atomic weights of the elements contained in the coatings. LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through ' the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.

A MATERIAL contribution to the success of our Armies in the field has been the portable pipe-line system. These are the words of Brigadier General R. F. Fowler, chief of the supply division of the War Department. The portable pipe line is one of the "secret weapons" the American forces employed in their swift advances through Tunisia, Sicily, and Italy. Constructed of a light steel so flexible it can be snaked around trees, it can be laid at a rate of ten to thirty miles daily right up to the fighting fronts. It has played a major role in supplying combat troops with products varying from petroleum to water.

TOWARD the close of 1925, a British geologist, T. Landell Mills, brought to the notice of .A. Chester Beatty and selection Trust Ltd. certain mineral areas in southern Yugoslavia. Mills' data, which included rough maps and preliminary reports by' a Yugoslav engineer, Jules Draskocy, appeared interesting to Reatty, and early in 1926, I, with three British assistants, proceeded to Serbiaand commenced the investigation of several groups of ancient mine workings. They were found to be extensive and the geological conditions-schists, limestones, and andesitic intrusive-favorable for mineral deposits. At Stan Trg, on the Trepca Concession, five rniles east of Kosovska Mitrovica, an ancient filled adit was found, a shelter-hut erected, and work started in reopening this adit.

ThE tendency toward further oxidation of the intermediate oxides and the high volatilization rates of the higher oxides have prevented direct attainment of equilibrium data for the system tungsten-oxygen. As a result, St. Pierre et al.1 have proposed a phase diagram (to 800°C) based on thermody-namic data to 1200°C for the known tungsten oxides (WO2z, W18O49, W20O58, and WO3) and a report on a tungsten suboxide W3O.2 Recent modification of a technique previously described3 5 now permits adequate preservation of compositions of mixtures of metallic tungsten and metal oxides (e.g., of tungsten, cobalt, calcium, samarium, titanium) in order that condensed phase relations may be established to 1700 This method has been applied to study the high-temperature stability of tungsten oxides. In the method used, the desired compositions were sealed in nonreactive containers such that only a small gas volume remained. Each sample then established its own equilibrium atmosphere at temperature. This method has advantages in the study of systems of the W-0 type where knowledge of the condensed phases is desirable but for which composition and pressure of the gas phase are not readily attainable because of oxide volatility. EACH year it becomes apparent that geophysical activities in the fields of mining and engineering are increasing in the number and variety of applications. Many mining companies are including, as part of their exploration programs, geophysical surveys. The value of geophysics in highway and structural foundation investigations has been realized and is now an important part of subsurface investigations in conjunction with soil and rock borings. United States of America One of the major orebody discoveries of the year is that of the Grace mine near Morgantown in Berks County, Pa. This orebody, now under development by the Bethlehem Steel Co., was discovered by an airborne magnetometer survey carried out by the Aero Service Corp. of Philadelphia. The orebody, the geological occurrence of which is similar to those existing at Cornwall, Pa., was found at a depth of 1500 ft under a cover of Triassic sediments and is reported to have a reserve of well over 100 million tons. Shaft sinking and other construction work has started at the site. Resistivity work was carried out at proposed dam sites in New York and in connection with the search for fluorspar veins in Kentucky. Spontaneous polarization investigations were pursued in the Appalachian region at various localities from North Caro¬lina up into Virginia. This work was done in connection with the search for sulphide-bearing structures. Several indications were proven by subsequent drilling to correspond to unknown sulphide deposits, a few of these occurring in the vicinity of properties long under exploitation. Refraction seismic methods applied to bedrock depth determinations as related to water problems on the Marquette Range and the extension of the. regional gravity survey on the Menominee Range to learn the major structural features of the area have been reported by, Lloyal O. Bacon. A gravity survey has been completed in the vicinity of Tioga, Bradford County, Pa. with a gravity profile being observed from Tioga east to the Delaware basin. The Indiana Geological Survey is concerned with a state-wide gravity survey. Judson Mead, University of Indiana, reports that the bulk of the State Survey's geophysical work, however, has been "seismic refraction work in connection with drift thickness problems. The survey has made almost 1000 determinations in areas of moderately thick drift. The results of this work are of interest to both the coal mining industry and to the stone industry." In the southeastern Missouri lead belt, magnetic electrical resistivity, and electromagnetic applications for the discovery of new lead deposits have been used with success. A gravity survey of the residual-barite deposits in Washington County, Mo., was made during the summer season with preliminary computations of tonnages checking with tonnages mined. Robert M. Dryer, of the University of Kansas has had considerable success in mapping structural features in southwestern Kansas with the gravity meter and is now engaged in tracing shoestring sands in eastern Kansas by resistivity surveys. Several, foundation sites were investigated in greater St. Louis using electrical resistivity and seismic refraction methods with success. A minimum amount of drilling data was available for checking and interpreting the geophysical results (Fig. 1). It is to be noted that geophysical methods are finding a place in subsurface investigations for highway and foundation problems. Interest has been so keen in this field that the American Society for Testing Materials, at its annual meeting in June of this year, devoted one session of its symposium on surface and subsurface reconnaissance to geophysical papers involving the application of the electrical resistivity and seismic refraction methods to subsurface studies. At least three major mining companies in the United States have entered the field recently in geochemistry. The program of research and development of geochemical techniques by the U. S. Geological Survey continues. Experimental field projects were conducted over lead-silver, cobalt, copper and zinc deposits in Idaho, Oregon, California, Wisconsin and Montana. Similar experiments were carried on by M. P. Nackowski in the Illinois-Kentucky fluorspar district and in the Tri-State Zinc district by R. Maurice Tripp with favorable results. Geophysical activities of the U. S. Geological Survey for 1951 were extensive and varied. About 21,000 miles of airborne magnetic and 10,000 miles of airborne radioactivity traverse were flown in 1951 by the U. S. Geological Survey. A total of 35,000 miles of aeromagnetic traverse were compiled, 57 aeromagnetic maps were published and 14 preliminary maps were placed on open file. Airborne surveys were made in Aroostook County, in the Katahdin and Dead River areas in Maine; in northwest Washington; over the Mother Lode district in California; in northeastern and northwestern Minnesota; and in the New York-New Jersey highlands. Of special interest were the surveys in Washington, where highly magnetic Eocene lavas gave information on structures in the overlying Miocene sedimentary rocks and in northeastern Minnesota over the Duluth gabbro. The latter survey was made following the discovery of nickel-copper mineralization in the gabbro near its contact with the Virginia slate. The principal ground geophysical surveys for metalliferous deposits and related purposes were made in the Colorado Plateau region, where electrical surveys assisted in prospecting; in Aroostook County, Maine, where ground magnetic surveys, following aeromagnetic surveys, have permitted tracing

For a number of years the production and use of super-purity aluminum (better than 99.99 pct) has been steadily increasing. High-grade lots of. such aluminum show certain outstanding characteristics not found in lower grades containing principally silicon, iron and copper as impurities. One such characteristic is the so-called "self annealing," that is, the re-crystallization of the heavily cold worked metal at room temperature.' Interest therefore is aroused as to the effects of the impurities. It is well known that the amounts of silicon and copper which occur in aluminum of better than 99.95 pct are completely soluble, at least at elevated temperatures (above 200°C). Iron, on the other hand, is known to be fairly insoluble in solid aluminum. Thus, a knowledge of the limits of this solubility would he of considerable use in studying the characteristics of the high purity metal. All investigators have agreed that iron has very low solubility in solid aluminum. Rosenhain, Archbutt and Hanson2 reported traces of an aluminum-iron phase in the "purest samples of aluminum obtainable." Gwyer and Phillips3 reported that an iron constituent was visible under the microscope in metal containing ".0088 per cent iron." Roth4 found that in the solid state the solubility of iron in high purity aluminum was 0.01, 0.01, 0.017 and 0.022 pct at 225, 320, 500 and 600°C respectively. Dix5 working with alloys containing less than 0.03 pct impurities, concluded from microscopic and chemical analyses of eutectic areas that the eutectic composition was close to 1.7 pct iron. Dix placed the eutectic temperature at 65s°C. Archer and Fink,6 using high purity aluminum-iron alloys, found that the hypoeutectic liquidus intersects the eutec-tic horizontal at 1.7 pct. This is in fair agreement with the investigation of the aluminum-iron system by Gwyer and Phillips who placed the eutectic at 1.89 pct iron with a freezing point of 653'C. Preparation and Chemical Analysis oP Alloys Electrolytically refined aluminum (99.991 pct aluminum) and a high purity alumi-num-iron alloy (11.45 Pet iron) were used in the preparation of the alloys for this investigation. To aid in controlling the iron content of the experimental alloys, an alloy of lower iron content was prepared first from these materials. The high purity aluminum was melted and heated to about 700°C in a plumbago crucible coated with alundum cement and the aluminum-iron alloy was then added. The alloy was thoroughly stirred, fluxed and skimmed and then chill-cast into notch bars. The aIlalyses of the three materials are given in Table I. The alloys for the determination of the solid solubility of iron in aluminum were prepared by melting 600 g total of the aluminum plus the required quantity of the aluminum-iron alloy (No. 92531). As political tensions in African and Asian mineral producing regions increase, the orientation of Latin America's economic development assumes importance not only in the U.S. hemispheric policy but also in our mineral-based economy. Latin America as a mineral supply source has been confronted with regional, political and economic problems which may, at best, have limited further investment and, at worst, have suggested possible repudiation of existing investments. Historically, the mining industry has provided a basis for the national economies of Bolivia, Chile and Peru, and recently the governments of these countries have sought to force increased development of the industry through new and somewhat revolutionary mineral legislation. The extent to which the mineral industries are intended to finance economic development is uncertain and the influence of this legislation on economic freedom and incentive for foreign and domestic investment is a matter for some thought. Two facts are outstanding: first, mining, at present, provides approximately 80% of the foreign exchange in Chile and Bolivia and 42% of that in Peru and, second, existing tax revenues are insufficient to finance a developing economy.

The United States Coast and Geodetic Survey has announced the completion of a new outline map of the United States on the Lambert conformal conic projection, scale 1-5,000,000. This map is intended merely as a base to which may he added any kind of special information desired. The shore line is compiled from the most recent Coast and Geodetic Survey charts, state names and boundaries, principal rivers, capitals, and the largest cities in the different states are also embodied. The value of the new outline map on the Lambert projection can best be realized when it is stated that it shows that throughout the largest and most important part of the United States, that is, between latitudes 30 ½ and 49°, the maximum scale error is only 0.5 per cent. This amount of scale error of 0.5 per cent. is frequently less than the distortion due to the method of printing and to changes from the humidity of the air. Only in southernmost Florida and Texas does this projection attain its maximum error of 233 per cent. The map measures 25 inches by 39 inches and will be sold by the Government at 25 cents.

The saying that a "prophet" is without honor in his own country does not always hold true, as is shown by the following from one of the local papers, which appeared under the above heading: "Edwin Ludlow, for more than seven-years vice-president of the Le-high Coal.& Navigation Co., with headquarters in Lansford, has resigned, to take effect July 1, when he will take up his residence in New York and engage as a consulting engineer. Mr. Ludlow, during the incumbency of his present position, has demonstrated his efficiency as an engineer and general manager in many directions, notable among which are the almost perfect methods in practice in the inside workings of the several operations under his charge and the erection of the most complete, most practical and most commodious breakers for the preparation of the mine product for market. In addition, his relations with organized labor have been cordial and his dealings with its representatives have been invariably based upon the principle of fair play."

CARNEGIE INSTITUTE OF TECHNOLOGY On May 27, twenty-five of the leading representatives of the coal mining industry of Western Pennsylvania met with President A. A. Hamerschlag, of the Carnegie Institute of Technology, with a view to bringing about closer relations between the Institute and the mining interests. It was felt that the advice of the men in the field was necessary for the proper training of young men for mining work. A resolution adopted at this conference, among other things, called for a board of mine operators and engineers to serve in an advisory capacity with the Carnegie Institute of Technology. As a result of the counsel and recommendations of the Advisory Board, the Carnegie Institute of Technology, in cooperation with the U. S. Bureau of Mines, has recast its four year course in Mining Engineering and has also established a two-year course in Coal Mining. To carry out this new program, there has been organized the "Cooperative Department of Mining Engineering" in the Division of Science and Engineering of the Carnegie Institute of Technology.
