Arrangements have been completed in New York whereby the re- sources of The Engineering Foundation, under the auspices of the four principal national engineering societies, are placed at the disposal of the National Research Council, which was appointed by the National Academy of Sciences* at the request of President Wilson. The object of the Council is to coordinate the scientific research work of the country in order to secure efficiency in the solution of the problems of war and peace. The Council was without funds until The Engineering Foundation, established to further scientific and engineering research, offered to place its resources at the Council's disposal, including the services of its secretary, Dr. Cary T. Hutchinson, to act as-secretary of the Council. The offer was accepted and plans for immediate activities have been placed in the hands of an executive committee. In indicating how thoroughly, every branch bf science and engineering is represented, Dr. George E. Hale, Director of the Mt. Wilson Solar Observatory, and Chairman of the Council, when he was in New York attending to the details of the arrangement, called attention to the personnel of the body, saying that it is the purpose to enlist the cooperation, in the solution of our industrial and military problems of a scientific character, of every possible established agency. Medicine, for example, is represented on the Council by Dr. William H. Welch, President of the National Academy of Sciences, Brigadier General William C. Gorgas, , Surgeon Crenera.1 of the United States Army, Dr. Simon Flexner, Director of the Rockefeller Medical Institute, and Dr. Victor C. Vaughan, Past President of the American Medical Society; biological science by Dr. Edwin G. Conklin, Professor of Zoology, Princeton University; chemistry by Dr. A. A. Noyes of Massachusetts Institute of Technology and Dr. L. H. Baekeland; physics by Dr. A. A. Michelson of the University of Chicago; and electricity by Professor M. I. Pupin, of Columbia University.

The present period of depression in the iron industry, with the resultant close approximation of the cost of production to the selling-price of pig-iron, should make the discussion of this subject at this time not only interesting but profitable. It is possible that it may result in the collection of data, which when added to those set forth in this paper will clearly indicate the influence of the rate of driving a blast-furnace upon its fuel-economy. The question is not whether an excessive rate of driving (meaning a rate definitely in excess of the average rate in the United States) results in an increase in the fuel-consumption, but rather whether a rate considerably less than the average does not result in a marked decrease in the fuel-consumption. The commercial and metallurgical sides of this problem must be kept separate. With a large margin between the cost of production and the selling-price of pig-iron, and a plant already in operation, it is frequently profitable to sacrifice a couple of hundred pounds of fuel per ton of pig-iron in order to secure the greater gross profits resulting from a larger tonnage. When this margin decreases with a plant in operation, or when the determination of the size of a new furnace intended for a certain production confronts the management, a clear understanding of the effect of the rate of driving upon fuel-economy becomes necessary. If it be granted that slow driving leads to low fuel-consumption, it should be borne in mind in the design of a new plant for the production of a certain tonnage that the adoption of an economical rate of driving increases only the size of the furnace proper, whereas, due to the decrease in quantity of blast required on account of the decrease in fuel burned, the stoves, the blowing-engines, the boilers and the piping may be de-

Secretary E. H. Benjamin, of the California Miners' Association, has proposed and begun, in co-operation with the testing laboratory of the University of California, at Berkeley, a series of tests which should prove of great interest and practical use to all persons making extensive application of steel wire cables, and especially to miners who run them in deep mines. Mr. Benjamin is endeavoring to obtain pieces of cable both new, and old and worn, from every deep mine of importance on the Pacific Coast, together with all the data obtainable concerning their manufacture and particular use. Pieces from each sample will be broken ill the laboratory before mentioned: and as far as possible the effects of winding around drums or pulleys ; of sudden starting and stopping when loaded; of heavy shocks, and of the general wear and tear of the cables, will be ascertained by these tests. The Olsen testing-machine of 200,000 pounds capacity will be used to break the cables, and the rupturing force, in different instances, will be applied slowly and also rapidly, in order to make the tests comparable as far as possible with the practical use of the cables themselves. All information and data available should be obtained for each specimen sent to the laboratory, the name of the manufacturer, the date of making, strength of cable when new and unrusted, as well as the circumstances and conditions of the practical use of the cable. Having this information before us, we shall be able to tell, approximately at least, the effects of age, rust, wear and tear, shocks, etc.; and perhaps be enabled to draw the line of limitation beyond which it would be no longer safe to use a cable of known manufacture. Moreover, by means of such tests we may, perhaps, he able to recommend worn cables for other uses, less severe in character, thereby prolonging the life of their effective usefulness. INTRODUCTION The Jim Walter Corporation is a Florida based organization with diverse interests. They have operations in many states and overseas, but the heart of the company is in the southeast. The major part of the corporation's business is home building and everything that is related to it. In 1969, the Jim Walter Corporation gained an interest in coal mining through the acquisition of the U. S. Pipe & Foundry Company which had two slope mines to supply its requirement of metallurgical coal. In the early 1970's it was decided to enlarge the coal mining activities and work was started on the Blue Creek project. This involved sinking four new deep mines (originally there were to have been five but it was later decided that the property could be satisfactorily worked by four mines). They are all located in west central Alabama between Tuscaloosa and Birmingham. They have a combined projected output of 7314 million tons of very high grade metallurgical coal per year to be reached by the mid 1980's. These new mines are all to work the Blue Creek seam which is a very gassy seam and in the area to be mined is found at between 45m (1500 ft.) and 731m (2400 ft.) below the surface. Longwall is the only practicable method of mining to produce the planned outputs in the conditions prevailing and each mine is planned to have three longwalls as the primary production system. Continuous miners will be used just to do the development work for the longwalls. No. 3 Mine is the most advanced of the mines and started the first longwall early in 1979. The second unit started in the middle of 1980 and the third is scheduled for mid 1981. The first longwall at No. 4 Mine is expected to commence production early in 1982. This paper attempts to relate some of the problems that have been encountered and the lessons that have been learned.

The accompanying tables' show that in 1936 production of crude oil in Poland decreased very slightly (Tables 1 and 5), by about 1 per cent, and that gas production increased by about 11 per cent. As in preceding years, drilling (Tables 1, 2 and 3) was devoted principally to extension of oil fields in the Jaslo district (fields 1, 5 and 7) and, in a lesser degree, of those in the Stanislaw6w district (field 27). Production of crude oil is being sustained in a large measure by the deepening of old wells; besides a total number of 183 new wells completed (Table 3) about 152 wells were deepened, and in a general way the results of deepening were better than those of new wells drilled. Reserves of "proved land" have not increased as far as crude oil is concerned, but a notable extension of gas fieldsZ was attained in Daszawa (field 25) and in the Roztoki area (field 5). In the sub-carpathian zone gas fields have been proved in the vicinity of Kalusz, Kos6wJ and in the northwestern sector of that zone, between Tarnow and Lezajsk. The gas horizons of Daszawa occur in the Upper Tortonian, those of Kos6w in the Lower Tortonian (Middle Miocene). Exploratory drilling has been performed near Kalusz, and has been commenced near Kos6w and in the Tarn6w area. The Kos6w gas approaches the "wet" type. A possible gas reserve with a volume of 4,000,000,000 cu. m. (141,000,-000,000 cu. ft.) has been calculated, for an area of about 5 sq. km. of the Daszawa field, on the basis of production obtained and of decreases in pressure and their distribution. The fields of Roztoki and Strachocina (No. 12) have not yet supplied sufficient data for a calculation of reserves, which might possibly be estimated at 2,000,000,000 cu, m. (70,000,-000,000 cu. ft.).

Venezuela has continued during 1929 to demonstrate that it is destined for many years to come to be one of our most important sources of crude petroleum. The producing fields of the Bolivar Coastal district along the east side of Lake Maracaibo have continued their phenomenal production, and two new fields have reached the near producing stage, while the results of deep test wells have strengthened the predictions and expectations that oil will be found and produced from many other pools and from several different geological formations. The finding of these new oil pools is not going to be easy, because the surface evidences of geological structure are scanty, and the subsurface problems are difficult, but intelligent effort backed by ample resources may be counted upon to overcome these obstacles and lead to a continued increase in the number of producing fields in Venezuela. During 1929 the total production of Venezuela was approximately 135,953,000 bbl., an increase of nearly 30,000,000 bbl., or 28 per cent., as compared with the preceding year. During 1929 oil in steel storage in Venezuela decreased from 13,000,000 to about 11,000,000 barrels. Tables 1, 2 and 3 briefly summarize Venezuelan production by fields and by years, and show the trend of production since its establishment on a commercial basis. During no similar period in the development of petroleum refining technology has so much progress been made in methods and equipment for the economical utilization of heat. Drastically severe commercial and economical conditions controlling the refining industry during 1927 gave a great impetus to improved efficiency and more economical operation in all departments. I think it is fair to say, however, that more progress has been made in the department of heat utilization than in other branches. I use the word utilization advisedly in the dual sense of better primary generation and application of heat and of saving by recovery methods. It was because of this trend that the subject, "Economical Application of Heat," was made the keynote of the refinery engineering sessions just completed. No new, outstanding elemental discoveries can be claimed for the year along this line. Some of the progress made has been in the development of better furnaces and distilling equipment embodying the more modern principles of boiler practice in obtaining complete combustion of the fuel, low excess air requirements and high transfer rates through the heating surface. Transfer rates of 3000 to 6000 B. t. u. per sq. ft. per hr. were considered good some time ago in the older type of equipment. Today a transfer rate of 25,000 to 35,000 B. t. u. is an actual accomplishment in commercial installations and engineers are talking of the feasibility of 50,000, 75,000, even 100,000 R. t. u. per sq. ft. per hr. Contributing most to bringing this about have been the rational use of the velocity factor on both the oil and firing side of the heating surface, and the study and application of the principles of radiant heat in furnace design. Vapor Heat Economy The principle of heat exchange, especially against oil vapors, has been applied to a greater extent than ever before. The recovery of heat from oil vapors is not new. This was practiced 20 years ago or more in Europe,

The year 1928 has been marked by scattered but considerable wildcat drilling considering the overproduction prevalent in the oil industry. This wildcatting has resulted in the discovery of oil in one interior salt dome, several small fields producing from serpentine, Taylor marl, and Austin chalk, and two new fields producing from the Edwards limestone, one of which in the Bruner or Salt Flat area of Caldwell County promises to be of major importance if not quite as large as the Luling field. Fig. 1 shows production by fields for 1928, compared in the case of the older fields, with that for 1927. New Production From Salt Domes Boggy Creek Dome This salt dome was discovered in 1927 by core drilling and deep tests recommended on the evidence of surface geology. A large block of acreage controlled by the Humble Oil & Refining Co. covers the dome. Since the discovery of the deep-lying salt plug and oil on the flank of this dome in 1927, development has proceeded slowly. Since most of the acreage is controlled in a large block by one company there has been no intensive competitive drilling. Approximately 8 producers and 16 dry holes have been drilled. Production is from the eastern equivalent of the Woodbine and Eagleford horizons of the Mexia district, and has been found extending in a northeast-southnlest direction across the River Neches on the southeast flank of the dome. One of the best wells, the T. H. Jones No. 2, had an initial production of 90 bbl. per hr., and others have made from 100 bbl. per day to 50 bbl. per hr., but production of the better wells has either been shut in or choked down to less than 2000 bbl. per day. At the end of the year the daily average, production was about 2500 bbl. from 8 wells. Considerable gas pressure is present and one well, the Elliot Clark No. 2, drilled in 1927, was shut in with an estimated wet gas production of over 5,000,000 cubic feet.

Historically our separate sciences came into existence as people became interested in various apparently unrelated domains of phenomena, and in this manner we acquired the sciences of physics, chemistry, astronomy, biology and geology. As various of these sciences became established, cognizance of them came to be taken by the universities and in this manner there arose the traditional departments of physics, astronomy, chemistry, biology and geology of our American universities. As there was no particular rationality in the boundaries separating the various sciences, in the university departments the jurisdiction of each has assumed quite arbitrary limits. In the domain of earth phenomena the first science to grow up was that of geology, which arose originally from the activities of the collectors of rocks, minerals and fossils. Thus geology evolved as a descriptive science dealing with directly observable terrestrial phenomena for which elementary rational explanations were offered. The traditional treatment of phenomena by the science of geology has rarely been with more than an elementary regard for the fact that these phenomena were also phenomena of physics and chemistry. Since the latter part of the nineteenth century, a new approach to terrestrial phenomena has been emerging and becoming of so great a significance that it can no longer be ignored. This approach has been made by people trained primarily in the sciences of physics and chemistry, who have investigated terrestrial phenomena as constituting phenomena of their respective sciences. In this manner we have acquired the so-called "borderland sciences" of geophysics, the physics of the earth, and of geochemistry, the chemistry of the earth. Neither of these fields is new, having arisen chiefly at the hands of European investigators during the latter part of the nineteenth century. The European universities have long since given official recognition at least to geophysics, by the establishment of departments or institutes of geophysics, which are on a par with the university departments of the other sciences.

This paper is a continuation of two earlier papers,12 and presents new data on the grindability of various ores and other materials—the results of several years of intermittent research work on the nature of grinding and interpretation of test results. It is divided into five parts: 1. The tabulated results of several hundred grindability tests on a wide variety of ores. 2. A method of correcting screen analyses and calculating from them the surface and other properties. 3. A description of a new method of measuring the "surface energy" of an ore by pendulum impact tests. 4. Test results. 5. A general discussion of the test results and their application to grinding problems. 1. GRindability of Various Ores This part is a continuation of the paper listed as reference No. 1. The method of testing is described in detail in that paper. The sample to be tested is crushed to all through 6 mesh in rolls set at 1/16-in. opening in closed circuit with a screen. Of this sample 700 C.C. is ground dry in a laboratory ball mill under constant conditions of mill speed and ball charge in closed circuit with a screen of the desired size at 250 per cent circulating load. The mill is cylindrical, 12 by 12 in., and rotates at 70 r.p.m. It contains a charge of 285 iron balls weighing 20,125 grams and ranging from 1½ to ¾ in. in diameter. Each test is continued for a sufficient number of periods to establish equilibrium at 250 per cent circulating load, or until the composition of the circulating load is constant for successive periods. Tests are conducted at the mesh size to which the ore is to be ground in practice, and the results are expressed as the net production in grams of screen undersize per revolution of the mill. This is part of a research project in the Metals Research Laboratory of Carnegie Institute of Technology, sponsored by the Carnegie-Illinois Steel Corporation. In organizing our program it became apparent that the problem of analyzing molten steel for hydrogen must be divided into two parts: (I) the correct analysis of a given sample, and (2) the correct sampling of the bath. Emphasis has been placed upon these divisions in the order named because methods of sampling cannot be evaluated until a satisfactory method of analysis is available. Vacuum fusion was selected from the list of possible analytical methods because it seemed to us to offer the best possibilities for giving rapid, accurate results on solid steel samples. A number of objections have been raised against this method as usually practiced. We have sought to meet some of these by proper design of the apparatus. Experiments will be described which show that others are not valid. In the conventional apparatus the sample is held under high vacuum for a period of several hours before it is actually analyzed and one might expect considerable hydrogen to escape during this period. We have provided a means of introducing the sample to the vacuum just before analysis. Another difficulty has been that the entire apparatus has been designed primarily for the purpose of analyzing for oxygen, which constitutes upward of go per cent of the total gases evolved from the sample The volume and pressure measurements have therefore been insensitive to the relatively small amounts of hydrogen present. This difficulty obviously can be taken into account in any apparatus designed especially for the amounts of hydrogen expected. Analysis in Vacuum-fusion Apparatus A number of experiments were carried out to determine the importance of several factors that have been stated as possible sources of error or uncertainty in vacuum-fusion analysis for hydrogen; namely, that hot graphite will absorb some of the gases, that metal vapor will cause discrepancies, and that low results may be obtained as a result of the water vapor (produced by the oxidation of the hydrogen) dissolving in the butyl phthalate of the manometer, or that the blanks obtained from the apparatus are so great as to make the method inaccurate. The experiments also checked on the accuracy and feasibility of using differential freezing as a method of gas analysis in a vacuum-fusion apparatus.

To detenmine the origin of the sharp fatigue limit in many ferrous metals, S-N curvces were determined in push-pull fatigue at 18.6 kc per sec at room temperature and - 67°C for various kinds of iron. These differed in carbon and nitrogen content and grain size (25 and 2500 grains per sq mm). Sharp knees appeared in the S-N curves of fine-grained specimens with high interstitial content at both temperatures. In coarse-gruined specimens, knees were not sharp .regardless of the interstitial content and the testing temperature. It is concluded from these results that the controlling factov for the appeavance of the sharp fatigue limit is not strain aging but grain size. It has already been mentioned that iron and some iron alloys show fatigue curves characterized by a more or less sharp knee and a fatigue limit.' Explanations of the origin of this characteristic behavior of fatigue in iron appear to fall into two broad classes. One is concerned with interstitial impurities through the aging or locking effect and the other is based on intrinsic plastic properties of iron. Levy and sinclair2 and Lipsit and Horne3 have suggested that the fatigue limit observed generally in iron and steel is due to interstitial solute aging during the course of fatigue. On the other hand, Thompson and wadsworthl have suggested that the fatigue limit may be analogous to the sharp yield point, in the sense that alternating stresses above the fatigue limit are necessary to break down the dislocation locking. However, there are some experimental results which cast doubt on the general validity of these suppositions.4-8 Ferro and Montalenti' have recently suggested that the typical form of the fatigue curve of iron seems to come from an intrinsic plastic characteristic of the iron structure. This suggestion is based on the experimental result that pure iron containing an insufficient amount of interstitial solute to alldw appreciable strain-aging effects still showed a fatigue limit at room temperature. Although systematic investigations on the effect of grain size are scarce, it is thought that this effect is important in relation to the sharp fatigue limit. In fact, sensible differences were observed by Oates and Wilson4 in fatigue behaviors of a low-carbon steel depending on grain size. Ideally, the fatigue limit will be defined as the upper limit of stress amplitudes at which the life is infinite. This ideal fatigue limit can never be determined because of the limited time available for experiments, and moreover scattered data points often leave the construction of S-N curves somewhat arbitrary. And, it is usually stated that a material has a fatigue limit when its statistical S-N curve becomes apparently parallel to the N axis with a more or less sharp knee. The meaning of the fatigue limit and the sharp knee will be discussed in detail in relation to the construction of S-N curves. The origin of this sharp knee was investigated by determining S-N curves of iron for various interstitial contents, testing temperatures, and grain sizes. EXPERTMENTAL PROCEDURE The material as received was a commercial-grade low-carbon steel in the form of 4-mm-diameter rods with the following composition in weight percent: C, 0.09; Si, 0.017; Mn, 0.43; P, 0.006; S, 0.012; Cu, 0.11. Five different groups of specimens were tested. The grain sizes and interstitial contents in each group are given in Table I. The specimens of group C-02 were decarburized by annealing for 100 hr at 700°C, followed by an additional 100 hr at 850°C in wet hydrogen. The boundaries of the oil region in Pennsylvania and New York, as determined by the drill, embrace a much larger extent of territory than is generally supposed, being nearly 200 miles in length from north to south, with an average width of 25 miles, covering an area, within somewhat irregular lines, of about 4250 square miles. After twenty years of development we find these lines practically the same as those laid down by McClure in his geological map of the United States, published in 1817, and denominated and colored by him as the "line of salt," which was found in quantity long before petroleum. The eastern line of the entire oil region lies in a northeast and southwest direction, parallel to and some distance west of the Allegheny Mountains; the south line is substantially one drawn between the western boundary of Butler County and the town of Kittanning in Armstrong County; the west line passes just outside of Butler County, cutting off a small corner of Mercer, west of the towns of Franklin, Titusville, and Warren, into New York State, where it rounds off the end of this long strip in the counties of Allegheny and Cattarangus, and joins the eastern line, near Olean, New York, north of the city of Bradford. The eastern line, starting from Kittanning, passes through the northeast corner of Clarion County, the southeast corner of Warren, cutting Forest County through the centre, and reaching the beforementioned extreme northeastern developments near Olean. Y.-Mr. Tillson's paper on hammer drills is of much interest to me. Early in 1909 I was invited to make tests of our drills at the Franklin mine of the New Jersey Zinc Co. The first drill that we tested gave very poor results. This was a drill having a hammer piston 1¾ in. in diameter and 3 ¼ -in. stroke, the hammer piston weighing about 6 1b., the 1 ¾ in. diameter being exposed to pressure at either end. Although this drill has given excellent results as a sinking drill, its performance as a stoping drill was poor. This was one of the surprises of the limestone as spoken of by Mr. Tillson. This led me to further investigation, and a second drill was developed, with a much lighter piston and a somewhat longer stroke, that gave better results. In the design of this drill, no attention was paid to the cost of construction, our whole attention being given to the increase in drilling speed and reduction of the quantity of air used. The first drill of this type had a piston weighing about 2 ½ lb. and a stroke of 3 ¼ in. The piston was made with a hammer-bar extension, and the cylinder was made with two diameters of the bore, one in which the hammer-bar extension moved and the larger one in which the piston head moved. Outline of the Process THE Mines Operating Co.'s plant at Park City, Utah, was designed to treat the low-grade fillings in the old stopes of the Ontario mine. These fillings carry 6 to 14 oz. of silver, 1 to 2 lb. copper, 0.01 to 0.015 oz. of gold, and a small percentage of lead and zinc. The treatment consists in mixing the crushed ore with coal dust and salt and then roasting in a new type of furnace y combustion of the contained fuel. The roasted ore is leached with an acid salt solution to dissolve the silver, gold, copper, and lead. At present these metals are precipitated together on scrap iron and the product sold to a refinery. The only new feature of importance in this scheme of treatment is the roasting process, which makes possible the chloridizing of ores without any loss of the valuable metals, and at a very low cost. History of the Development of the Process The roasting process had its beginning in connection with research work at the Utah State School of Mines. N. C. Christensen, Jr., who held one of the School of Mines' fellowships, was engaged in some experimental work on blast roasting. At the same time I was doing some work on the insoluble gold in Mercur base ores. Mr. Christensen roasted some of this base gold ore in his pot furnace, and found that when he mixed a sufficiently low percentage of fuel with the ore, it did not sinter but roasted to a leachable product. We considered this a new application of blast roasting, and proceeded to test out a large number of ores in several different types of small roasters which we constructed. This experimental work continued well into the summer of 1911.

This paper deals with recent geologic studies in the slate belt of Northampton, Lehigh and Berks counties, Pennsylvania. The work was conducted under the auspices of the Pennsylvania Topographic and Geologic Survey. Three years have now been spent in detailed consideration of the economic geology of this region. In the field, particular attention was paid to the bearing of geology on quarry development and property valuation and the object of this paper is to summarize the results from that viewpoint. Excellent studies of a somewhat similar nature have already been carried out by Bowles,' but with the emphasis upon the details of quarrying and fabricating methods, rather than upon the geologic relations. The Northampton-Lehigh-BeRks District Location The region here discussed lies in east-central Pennsylvania and extends southwestward from Delaware River, on the New Jersey line, to the Schuylkill in north-central Berks County. It is an elongated belt occupying the northern sections of the three counties mentioned and lying along the southern edge of Blue Mountain. Its length is about 50 miles and its average width five or six, though in places it attains a maximum of 10 miles. There are no large cities in the region, but about 10 miles south are Reading, Allentown, Bethlehem and Easton. Railroads serving the slate belt are the Delaware, Lackawanna and Western, and the Pennsylvania along the Delaware River, the Lehigh Valley and Central of New Jersey along the Lehigh, and the Pennsylvania and Philadelphia and Reading on the Schuylkill. In addition, two railroads—the Philadelphia and Reading and the Lehigh and New England—cut obliquely through the slate region to reach the more isolated communities. Transportation facilities are thus excellent. The slate deposits of these three counties are conspicuously unified, both economically and geologically. In general type of marketable
