THE value of any particular ore, coke, or limestone, for iron-making, depends upon its effect, first, upon the quality or value of the resultant product; and second, upon the cost of smelting. The factors under the first head are the percentages of phosphorus, manganese, and other elements, which remain in the pig-iron ; while those under the second head are the percentages of iron, carbon, or lime, the slag-forming constituents, which must be fluxed, and any other ingredients which give rise to variations in cost of fuel and flux. The first of these criteria of value is perhaps not capable of being reduced to a general formula embracing all cases, since it must vary to a great extent with market-fluctuations. For example, Bessemer pig is worth sometimes more and sometimes less than foundry-pig ; and the premium paid for high manganese varies within wide limits. The second, or smelting-value, however, can be expressed numerically with a fair degree of accuracy; and it is with this phase of valuation that the present paper is concerned. The utility of a means of comparing numerically the relative smelting-values of different ores, cokes, and limestones, is self-evident, although it may not have importance in Northern practice, where materials are largely standardized. On the other hand, there are, especially in the South, many furnace-managers who must use a great variety of materials of widely varying grade; and it is with special reference to this district, and in connection with the efficiency-methods which I have elsewhere proposed,1 that the methods herein described were devised.

THERE are three active mines in the Chewelah-Colville district, the United Silver Copper near Chewelah, and the Old Dominion and the Chloride Queen near Colville. The Admiral near Valley is also doing development work. The Chewelah district is in the south central part of Stevens County in the Colville Valley. Chewelah, a thriving town of 1600 people, and the scene of operations of the Northwest Magnesite Co., is about the center of the district. It is situated in a farming community on the Spokane-Nelson branch of the Great Northern railway, about 65 miles north of Spokane. Only two or three of the mines in the district have been extensively developed, although many have been prospected. The general elevation of the valley, is about 1600 or 1700 ft., that of the mountain ranges on each side about 3000 to 4000 ft., with gentle slopes and rounded glaciated tops. Prospecting is often difficult because of much glacial debris.

DESPITE the confusion resulting from the depression and the beginnings of recovery, important progress in all branches of iron and steel metallurgy has been accomplished during the year 1933. Research work has been intensive and highly technical, with increasing attention paid to fundamentals. Plant application of research developments has been rapid. Highly specialized laboratory methods were used for the study of iron-ore concentration methods. More attention has been given by the blast-furnace operator to the sizing of ore and the elimination of fines from the charge by the use of sinter. Combustion in the open-hearth has been placed under better control and the insulation of open-hearth furnaces has spread rapidly, with resultant higher fuel efficiency and better control of the melting and refining operations. Control of iron oxide content in the slag and the determination of iron oxide and other inclusions in steel received great attention during the year.

THE Tri-State district, as outlined in this paper, refers to the entire mineralized area in southwestern Missouri, southeastern Kansas and northeastern Oklahoma (Fig. 1). The part of the district in Missouri and near Galena, Kans., is still sometimes referred to as the Joplin district (Fig. 2). The Picher-Miami area is that part of the Tri-State district located contiguously in Kansas and Oklahoma in the vicinity of Baxter Springs, Picher and Miami. This paper is confined almost wholly to the ore deposits of the Tri-State district and particularly to the Picher-Miami area. Our study of the ore deposits of this district dates from late in 1925 (by Fowler) and early in 1927 (by Lyden) to the present. Our work has been confined almost entirely to the search for ore for numerous companies and individuals. It was not possible for us to undertake numerous highly interesting investigations which presented themselves but which would not immediately help in finding ore. We particularly refer to the general structural geology of the Ozark uplift, the genesis of the ore, and other problems of a similar nature. The local and general structural problems of the district are being solved gradually as the work progresses. The factors that control the loci of the several orebodies are evident. This paper is based almost exclusively upon our own observations. Most of the important mines in the Picher-Miami area were studied in detail. A map (Fig. 5) is included which shows this area and the properties we have examined to date. When it was convenient we visited, studied and compared structural relations in numerous mines in states outside the district. Some of these observations are noted in this paper.

Water laws important to the mining industry are those which govern or affect the right to use water, to dispose of water after using it in mining or milling, and to discharge waste material into watercourses. They include statutes and court decisions having general applicability, as well as others that pertain specifically to mining. THE INDUSTRY'S CONTRIBUTION TO WESTERN WATER LAW Despite sharp differences of opinion, the water law the Spaniards brought to the Southwest appears to have included some form of appropriation of water. The Mormons, who settled in Utah in the mid-nineteenth century, also developed a system of appro-priative water titles. But by far the most profound impact on western water law was made by the gold-seekers who flocked to the Sierra Nevada foothills of California after the discovery of gold in 1848. Much of the gold was extracted from the ground by hydraulic or placer mining, and so the miners' rights to the use of water became fundamentally important. Since there was no organized government in the foothills and no laws other than those made by the miners, they helped themselves to the land, the gold, and the water needed to work their claims.1 They established and enforced regulations governing the acquirement and holding of mining claims and their rights to the water they needed.' In 1879 Justice Field, former Chief Justice of the California Supreme Court, spoke for the U. S. Supreme Court in saying that the miners were "emphatically the law-makers, as respects mining, upon the public lands in the State."" Rules of the California mining camps were based on two essential principles: 1) priority in discovering claims and appropriating water by diverting it from streams and putting it to use, and 2) diligence in working claims and applying water in mining. The customs so developed, which were copied in mining areas of other states and territories, were enacted into law in one western jurisdiction after another. They form the basis of what is called the arid-region doctrine of prior appropriation of water, which received the attention of Congress in legislation recognizing and protecting appropriations of water for mining, agriculture, and other purposes on the public domain.' In several western states a great number of water cases decided in the early years involved relative rights to the use of water for mining purposes or for milling connected with mining." The miner's inch, the customary unit for measuring water in the mining camps, is still used in various western communities, although its relation to the cubic foot per second varies from one area to another. Undoubtedly, the miners of a century ago made the major contribution to the appropriation doctrine as it is now recognized and applied throughout the West. What inspired the California gold-seekers to develop these principles? Thoughtful writers have pointed out that their regulations and customs were strikingly characteristic of much earlier mining enterprises in the Old World.D It is said that the right of free mining and free use of flowing water therefor —so similar to the California conditions and practices—-was a part of the customs of Germanic miners in the Middle Ages, that it spread from middle Europe to other countries and colonies, and that the doctrine of prior appropriation was widespread in the important mining regions of the world. Certainly the Forty-niners came to California from many countries. It does not tax the imagination to consider that they may have brought with them some knowledge of the old Germanic customs and applied this knowledge in their new environment. RIGHTS TO USE OF WATER IN GENERAL In the West, rights to the use of water of watercourses fall into two categories—appropriative and riparian. The doctrine of prior appropriation is recognized in each of the 17 western states. The riparian doctrine is recognized concurrently with the appropriation doctrine in some of these states but has been abrogated in the others. The riparian doctrine prevails generally throughout the East, although there is now considerable interest in developing something else. Generally speaking, the appropriation doctrine has been highly developed in the West, whereas the principles of riparian doctrine have been comprehensively established in only a few states throughout the country. The subject of water rights is a big one. Space permits no more than a brief discussion of aspects that bear upon the title of this article. RIGHTS OF PRIOR APPROPRIATION Fundamental to the doctrine of prior appropriation is the principle first in time, first in right. Although in some states there are statutory exceptions. the original and still generally prevailing rule is that the first one who initiates a right to divert and use water of a stream, and who completes his undertaking with reasonable diligence, acquires thereby the first right of appropriation of the specific quantity of water involved. Each succeeding right in point of time is junior to all earlier rights but senior to all later ones. The practical effect of this priority system is that when the water supply is not enough for all, the earliest rights must be fully satisfied before any water may be taken by those later in time. Acquirement of Appropriative Rights: Each of the 17 western states has a statute under which water may be appropriated pursuant to a prescribed procedure. Generally, the first step to be taken by the intending appropriator is to file application in the office of the State Engineer for a permit to make the appropriation. AIR conditioning, or air cooling, for the improvement of ventilation in the Butte mines has come into increasing use during the past 10 years. In part, the methods practiced have been described in previous publications of the Institute, but some improvements on earlier methods have been made and a number of new features have been developed. This paper is presented as a record of progress made, and for the sake of completeness describes all general features of the work. The need for air conditioning in the ventilation of mines in the district arises from the fact that the temperature of the ground and mine water has shown a very great increase with increase in mining depth, and has now reached a maximum of slightly over 130°F. The most difficult part of the ventilation problem is the maintenance of temperature and humidity of a satisfactory standard in the working places, especially on the lower levels. Although ordinary ventilation is adequate to maintain good conditions in most of the working places it is subject to a number of limitations at great depth. Most important among these limitations is that with increase in depth the air becomes heated before it reaches the working places, both by compression from increase in atmospheric pressure and by heat transferred to it from rock at high temperature, so that its capacity for lowering temperatures is greatly reduced before it reaches the operating zone. Increasing depth of mining also increases the distance traveled by the air in its passage through the mine, and this causes a corresponding increase in resistance to air flow, so that there is greater difficulty in maintaining even the same volume in circulation. Thus, in the face of a demand that the ventilating system have a very much greater capacity to remove heat from the mine, the tendency is for that capacity to diminish. The only evident alternatives were (I) the opening of additional air shafts to increase the volume of air in circulation, (2) an extension of the existing system that would be subject to the same limitations, or (3) the adoption of an entirely different method such as air cooling. Fortunately for an economic solution of the problem, the mean annual temperature of the surface atmosphere at Butte is about 40°F., with very low relative humidity in summer, so that there is unlimited natural cooling power at a temperature range adaptable to air-conditioning methods. METHODS Two similar methods of air conditioning are used, as necessitated by service requirements and dependent upon the equipment available. In one, which is the more important and has the greater cooling capacity, water is circulated in a closed circuit, and, alternately, first absorbs heat from warm mine air and then dissipates it in the surface atmosphere by cooling at a cooling tower. Coal is the principal energy source for the American Electric Power System (AEP System), which generates and delivers more electric energy to its customers within a seven-state area than any other investor- owned electric public utility. The company expected to burn 21.5 million tons of coal in 1968 at its coal-fired, steam-electric generating stations. About 4.3 million tons, representing 20% of the firm's total annual requirement, was the expected yield of its captive coal mines; the other 17.2 million tons were to be purchased from commercial mines in Ohio, West Virginia, Virginia, Kentucky, Indiana, and Illinois. American Electric's largest captive coal mining operation is conducted by Central Ohio Coal Co., a subsidiary of Ohio Power Co., at the Muskingum mine in the Meigs Creek No. 9 coal field of southeastern Ohio. The mine was started in 1953 to produce the coal requirements of the Philo and Muskingum River generating plants of Ohio Power Co., and it has been supplying their annual requirements in the range of 2.5 to 3.5 million tons since that time. The Muskingum River plant is one of the major steam-electric generating stations on the AEP System. This plant began operation in 1953 with a 215-megawatt unit and now has five generating units with a total plant capacity of 1,495 megawatts. The addition of the 615-megawatt Unit 5 in the summer of 1968 increased the total annual coal requirement of the plant from 2.6 to 4.4 million tons. In order to produce the additional 1.8 million tons of coal for the Unit 5 addition and to exploit the remaining coal reserves at the Muskingum mine most economically, Central Ohio Coal Co. has undertaken a $41 million expansion and modernization program, involving the world's largest dragline and an electric railroad.

(communication to the Secretary *):—At the meetings of English technical societies it not infrequently happens that, during the discussion of a paper, someone will arise to say that although he highly appreciated the material presented, nevertheless he believed it would have been better if some other phase of the question had been more highly emphasized. Assuming that this form of discussion is permissible in the Institute, I should like to reiterate the point made by Prof. A. J. Moses that conclusive proof of the identity of the minerals in question is an essential feature of the study of ores in this way. This is also expressed by Paul Krusch in his recent valuable paper on the sulphide ores (in which he arrives at conclusions diametrically opposed to those of Mr. Graton), as follows: "The diagnostic properties of the various ore minerals are known to but a limited circle of investigators." Many earlier investigators began the study of ores beneath the microscope by reflected light, but discontinued their work, in most cases, because they were unwilling to undertake the great amount of preliminary work necessary to securely establish a basis for their inferences. It is evident that Messrs. Graton and Murdoch realize that the promised later paper on diagnostic characters will be the more important of the two, but the point should be emphasized to forestall a flood of literature from other investigators who may gain the impression that the brief survey of polished specimens is a vade mecum to incontrovertible conclusions as to any given ore deposit.

It is now generally admitted by experts that at least so far as rapid progress is concerned the Alpine system of tunnel-driving is superior to any other. This is perhaps natural in view of the record of experience in driving tunnels through the Alps. These great mountain-chains cannot be treated in the ordinary way by shaft-sinking and driving headings, thus multiplying the points of attack. The work must be done from the ends only, hence speed in driving is of the utmost importance ; and, as necessity is the mother of invention, the concentration of effort to make progress has resulted in an organization and in mechanical appliances that have produced results so much in excess of the usual practice, even in America, that a discussion of the subject in detail should be of much value to the engineer and contractor. The first Alpine tunnel mas the Mont Cenis, length 7.5 miles, driven with a progress that averaged about 7.75 ft. per day. Next came the Saint Gothard, 9.5 niiles long, 18 ft. per day; Arlberg, 6.5 miles long, 27.25 ft. per day; Simplon, 12.25 miles long, 36 ft. per day. The figures represent progress when driving from two headings, so that by dividing them in two we get the daily single-heading progress. The latest of the Alpine tunnels is the Loetschberg, now being driven. In this work the world's record has been beaten by a single day's record in one heading of 36 ft. and by an average daily record in one heading of 29.5 feet. The Alpine range forms a natural barrier between a large section of northern and southern Europe. This range extends from the southeast of Prance to the frontier of Hungary, betveen Italy and the plains of sonthern Germany. The contour

THE Fletcherville Furnace was built in 1864 and 1865, making its first blast from August until October of the latter year, when it was blown out to prevent its "bunging-up." Repairs were made in time to enable it to be blown in again December 12th, 1865, the blast ending October 7th, 1866. Total product 1921.15 tons iron, an average of 6.8.2.5 tons per day, from ores yielding 44.8 per cent. Consumption of charcoal 223.2 bushels per ton of iron. The furnace journal up to this time shows no record of furnace dimen¬sions, or temperature of the blast, but as near as can be ascertained, they were as follows, viz. Height of stack, 42 feet. Diameter of bosh, 11 feet. Angle of bosh, 7 1/2 inches to 12 inches rise, about 58°. Diameter of open tunnel head, 42 inches. Number of tuyeres 3; each 3 inches in diameter. Dam 15 inches high. Tuyeres 24 inches high. Tymp 22 1/2 inches high. Diameter of steam cylinder, 20 1/4 inches. Stroke 5 feet. Diameter of blast cylinder, 64 inches. The engine is direct-acting horizontal non-condensing. December 26th, 1.866, the furnace was again put in blast, having been considerably altered in the crucible; the height of stack, bosh, and tunnel head remaining as before. Six tuyeres were put in, three in each of the side arches. The hearth or crucible was rectangular in form, 3 feet wide x 32 feet long x 62 feet high. Inclination of bosh 58°. Height of tuyeres 26 inches ; nozzles 2 1/4 inches diameter. Temperature of blast estimated to be about 500°.

An analytical solution of the integro-differential equation of batch grinding is proposed as a first appoximation to the xYt surface. The size distribution equation (xY plane) is a three parameter equation previously suggested. Possible refinements are outlined. Comminution kinetics research is presently following several related courses. Some are equivalent, in that they represent different ways of viewing the same facet of the problem, though the entire endeavor cannot be described as being completely integrated. The purpose of this note is to propose and discuss a framework into which the various approaches might be fitted. This must clearly be founded upon an analysis of the xYt surface.' (See also Fig. 1 of Reference 26.) The investigations referred to above comprise mainly researches into the following: (1) The kinetics of the creation of the finer sizes during relatively small grinding times. This is the Fahrenwald-Arbiter-Bhrany 2-3 approach which leads to equations equivalent to a special case of the charles4 relationship. It emerges that initial production of fines follow essentially zero order* kinetics. (2) Disappearance kinetics of the coarser fractions. This appears to be a first order relationship.5-6 (3) Prediction of the xYt surface via the selection and breakage functions utilizing computer-programmed or approximate solutions of the integro-differential equation of batch grinding.5,8-17 A recent discussion by Mika et al.5 references the relevant literature up to about 1966. In addition to these main-stream researches there is some work on the minor topic of extremely long grinding time considered as a limiting case.18-19 The field is supported by investigations into the size distribution of fragments produced by breakage processes, some of this work being most valuably statistical-mechanical in nature.20-25 Better fitting equations, however, are obtained by statistical and curve-fitting methods.26 This

TOMBSTONE, a name not exactly full of cheerful suggestion, has a great record as a mineral producer and a colorful history as a frontier mining camp. The only practical route to Tombstone in the early 80's was by way of San Francisco and Los Angeles. The Southern Pacific was building across Arizona, and a sleeper was attached to a construction and freight train at Los Angeles, and was trailed slowly across the Colorado Desert to Benson in the San Pedro Valley. Thence one staged 26 miles to Tombstone, which is located near the foot of a range of hills at an altitude of about 4500 ft.

The Board of Directors, at its meeting on March 22, 1918, extended an invitation to the American .Institute of Metals to become the Institute of Metals Division of-the American Institute of Mining Engineers in accordance with the terms of By-Law VII. This invitation was presented to the membership of the American Institute of Metals for letter ballot, and, at the meeting of the Board of Directors of the American Institute of Mining Engineers on April 26 191 ,it-was reported that the replies had been in favor of accepting the invitation. The Cordero mine is located in the Nevada portion of the Opalite Mining district that straddles the Oregon-Nevada state boundary. The mercury deposits of the district occur along the margins of the broad east-west graben valley of McDermitt Creek. The only other major producers, the Opalite and Bretz mines, on the northern margin of the graben have thus far exploited only shallow deposits within 100 feet of the surface. Through December 1965, Cordero has produced 94,680 flasks of mercury, the most of which came from the large underground cinnabar deposit. Nearly all of the mercury ore deposits in this district have been found in Miocene rhyolitic intrusives, flows, tuffs, and lake beds. These rhyolites have been argillically altered at depth and extensively silicified at or near the surface. These silicified areas or "opalite" masses were the original cinnabar-bearing outcrops.

THE Institute of Metals Division of this Institute held a joint meeting with the American Foundry- men's Association on Oct. 5-9, at Syracuse, N. Y. The registration at this meeting was about 150. There were four meetings in all, three of which were in con- junction with the American Foundrymen's Association. This combination works out very nicely and gives the I Division a number of practical foundry papers that it would not get otherwise. The sessions were well attended and the discussion was active. The session on Monday morning was of a general nature and consisted of the following subjects : " Refractory Problems in the Non-ferrous Electric Furnace Casting Shop, " "Temperature Control of Non-ferrous Alloys," "Atomized Coal System of Non-ferrous Melting," "Material Handling in a Brass Foundry." On Tuesday morning, the session was on "Aluminum and Its Alloys." The paper on permanent mold castings created a large amount of discussion, in fact so much that it had to be renewed after the close of the regular program. Aluminum is assuming a more important place every year and adds greatly to the program as a whole. One of the most remarkable meetings that this Division has ever had was held on Tuesday at noon in the form of a Round Table discussion, headed by G. K. Elliott, chairman of the Division, Cincinnati, Ohio. Mr. Elliott divided the members present, numbering about 80, into groups as they were seated at the tables. Each of these groups suggested a topic for discussion. They were as follows : "Fluxes on Market ;" "Simplification of Alloys;" "Pyrometric Control;" "Effect of Gas- sing Metal and Control;" "Barium Sulfate Added to Electric Furnace to Create Slight Oxidation to Remove Aluminum and Silicon;" and" Nickel in Brass."

CLOSE to 300 members and guests were registered at the Regional Meeting of the Institute in San Francisco. Oct. 3-6, and many other mining men were present at some of the sessions, but failed to register. Headquarters were at the Palace Hotel. Technical papers for the Metals Session were sponsored by the San Francisco Section, whereas the program for the Industrial Minerals Session was arranged by the Southern California Section. Walter W. Bradley, Chairman of the San Francisco Section, opened the General and Metals Session, introducing President Buehler, who gave a hearty welcome to those present. Clyde M. Eye, of the.
