Government aid, regulation, and participation in the mineral industry are not new; they date back to the time when man first adopted communal living. Even in primitive tribal life, the obtaining of arrowhead or ceramic materials, washing of gold, or mining of copper were specialized activities, under tribal sponsorship. Later, when kingdoms, dynasties, and hierarchies developed, titles to mining properties were held by the sovereign or the state, work usually being done by slaves. Title acquisition through denouncement developed in Europe in the late Middle Ages and spread to the Western Hemisphere with the Spanish and Portuguese empires. Denouncements still recognized the rights of the sovereign in the requirement to pay royalties, which practice continues in many places today. Thus, anyone who views government participation in mineral activity as "encroachment" has no historical perspective. Only in a few countries and for a few generations have private interests enjoyed the right to exploit mineral deposits without the specific consent of the sovereign or without payment-of-royalty. Governments and the mineral industry have been linked together by other factors. Governments have had special interest in metals and minerals as stores of value and for armaments. Spanish conquests in the New World were energized by the lure of gold and silver. Pursuit of gold led to the American seizure of California in the days of the Forty-niners. The strategic importance of minerals in our own times has called for special steps to stimulate production in national emergencies and to prevent the enemy from acquiring mineral supplies. Our export controls to deny certain minerals to unfriendly countries, purchases for Government stockpile, and subsidies for domestic production are examples. Production regulation by state governments of oil and gas has become a well established routine. In brief, the mineral industry has never lacked aid, regulation, and participation by governments. The entrepreneur who wishes to explore for or develop minerals must deal with governments in most areas before he can begin, because mineral rights are reserved by them. A quarter of a century of service of steel rails on our oldest railroads, many of which have changed their standard sections three or four times, has furnished, and is furnishing, excellent opportunities to study their wear and behavior in the track. Such experience is valuable for the design of new sections, now required to meet the constantly increasing severity of railroad service. Before presenting the new sections for consideration, I will briefly call attention to some features of past experience. For convenience of study, rails may be separated according to their weight and height into four groups, viz.: 1. Hails weighing per yard from 52 to 60 pounds, and 34 to 4 inches high. 2. " " " " " 60 " 72 " " 46 to 44 " " 3. " " " " " 72 " 90 ' 41/8 to 5 4. " " " " " 85 or more " " over 5 " I Experience in this country is confined mainly to sections in groups Nos. 1, 2 and 3. • During the past few years I have had the opportunity to run my car over many thousands of miles of railway laid with the principal sections in use, and to obtain diagrams showing their deflections, permanent set, and, in a great measure, their manner of wear. The First Group.—The first steel rails imported, and those manufactured here, were light sections—included in the first group—and many of them, being rolled in rolls used for rolling iron sections, have pear-shaped heads, 2 3/8 to 2 1/2 inches wide, the base being heavy and from 1/4 to 1/2 inch narrower than the height. These rails were laid upon ties of solid timber, at least 8 inches face, spaced 2 feet from center to center. The moments of inertia of these rails were low, only ranging from 8 for the lightest sections to 12 for the heaviest. "Quiet, please!" is the newest directive being thrust at industry by guardians of the environment-with good reason. In countless cases, industrial noise is literally deafening its listeners, and sooner or later the volume must be turned down. Noise control is already mandatory for many companies under a Federal regulation that went on the books when the Walsh-Healey Act was revised last May 20. The new rules impose specific noise limits on any plants supplying the Government with goods under a contract valued at more than $10,000.

The question of' providing training for miners in the United States has been answered by Public Law 95-164, which stipulates not only that the mine operator will provide training, but generally how much and what material will be covered. At an operation employing 500 miners, the eight-hour refresher training requirement will necessitate an annual investment of over two man-years in labor, a figure that does not include the time spent in training new hires and job transfers. Such an investment can and should be cost effective, while catering to miners' needs.

Applications of mathematical statistics to the field of exploration are still relatively new. There are two primary reasons why little has been published in this field. First, if one discovers an effective technique for exploration, he does not like to disclose it. Second, the geologist needs to work closely with a mathematical statistician, and the communications barrier between the disciplines is formidable. The authors, one a geologist and the other a statistician, were interested in the economic benefit which appeared to be possible in the inter-disciplinary area they call "geostatistics."

Can the mining industry in the United States accept the change and challenge of the "Now Generation" of an entirely new high-performance automated transportation system? Advanced transportation systems for the mining industry can be defined as those which lend themselves to automation and meet definite performance and cost objectives. The term automation shall mean that control of transportation system is accomplished by a closed loop electronic circuit which, when started on command, will continue to cycle as programmed until such time as an intelligent feed-back causes the system to shut down.

Higher coal quality is being recognized in potentially lowering the cost of power as measured at the bus bar. Assessment of potential coal supplies for most power plants is now going beyond buying at the lowest delivered fuel cost. It is now taking into consideration other factors, such as handling, storage, pulverization cost, boiler fouling, post combustion cleanup, and waste disposal costs. New measurements of quality are being considered now by those producing and those consuming the fuel by assessing numerous variables in the total fuel cycle to achieve the lowest possible power costs.

Industrial minerals are becoming increasingly important in Colorado's mining industry, not only in production value but also in the variety available and in their potential development for both conventional and new uses. Fluorspar, building stone, fire clay, and pegmatite minerals have been historically important but are not now extensively mined. Aggregates (sand, gravel, and crushed stone), cement materials, metallurgical limestone, and common clays currently are the highest valued commodities. Those offering the greatest future potential include diamonds, nahcolite and dawsonite associated with oil shale, alunite, potash, zeolites, and rare earths.

Availability of large-scale high field/high gradient magnetic separators during the past five years allows applications of magnetic separation to feebly paramagnetic materials which have been considered nonmagnetic in the past. Technology is now available for magnetically attracting not only feebly magnetic compounds of iron such as hematite and pyrite, but also hundreds of compounds of nonferromagnetic elements such as copper, tin, uranium, vanadium. Besides enabling novel separation of industrial minerals, metallic ores, and coal, the new technology also can be used in effluent treatment, catalyst cleanup, and purification of chemicals.

Fundamentals of cyclones are reviewed briefly, where a typical cyclone is considered. Graphical cyclone data available in the literature have been converted to mathematical equations for convenience. Preliminary selection and design procedures for both cyclones and pumps are provided, and a sample calculation for a hypothetical grinding circuit is covered in some detail. In general, cyclone and pump suppliers should be consulted for definitive design purposes. Some cyclone suppliers currently employ digital computers for definitive design to ensure greater accuracy.

A three-dimensional, multilayer, mathematical model has been developed for predicting performance by mis-c.ible displacement. Areal and vertical coverage, total gas-oil ratio, propane-oil ratio and oil-recovery factor for the multilayer system are computed as functions of hydrocarbon pore volumes of solvent injected. The technique has been programed for use on the IBM-7090 digital computer and was used in calculating perfortnance for continuous miscible displacement of a five-spot, 50-layer .system. Results reported are based on the use of published laboratory data for a single, uniform five-spot layer. However, the technique is sufficiently generalized to calculate performance of any system of layers of any pattern configuration and mobility ratio, provided data are available to describe perfortilance of a single layer. The technique has also been adapted for predicting oil recovery resulting from various gas-driven slug sizes. The results presented for both continuous and slug-type injection show, that permeability variation has 0 significant effect on oil recovery but that solvent composition, within the range studied, has a lesser effect on oil recovery. INTRODUCTION Experience from many of the miscible-phase displacement projects currently in operation indicates that the injected solvent flows preferentially through the more permeable zones in the reservoir. This preferential solvent flow in the high-permeability streaks results in a reduction of vertical coverage (C,) and an attendant decrease in oil recovery. The multilayer technique presented in this paper uses areal coverage (C.,) data for a single layer from the literature and from laboratory measurements of displacement efficiency (herein referred to as microscopic coverage, C,,) to calculate areal coverage (C,) and vertical coverage (C,) for the multilayer system. Oil recovery for the multilayer system is obtained as the product of (Ca) (Cm) (Cv). It is assumed that C, in a single layer is 100 per cent; therefore, (C,) (Cm) is a measure of oil recovery from that layer. Data presented in the literature for a single layer generally deal only with areal coverage and/or microscopic coverage —but seldom specifically with oil recovery. Nevertheless, this technique is flexible in that either Ca and C,, of an individual layer or a direct measurement of oil recovery for the layer may be used. In developing this technique, the problem arose concerning a method of determining the relative amounts of solvent that will enter each layer during any increment of solvent injected. To solve the problem, a dimensionless equation was derived for expressing solvent injected into each layer as a fraction of total injection. A finite-difference method was applied in integrating the equation to determine oil recovery for the system of layers as a function of pore volumes injected. The technique subsequently was programed for solution on a digital computer. The method was applied to predict performance of a deep California reservoir under continuous miscible displacement and has been extended for calculating oil recovery as a function of slug size for gas-driven slug injection. The technique may be applied to any petroleum reservoir that can be adequately represented as a layered system, by considering permeability variation,1-3 permeability range and average permeability. Each layer is then assigned its appropriate permeability, porosity and hydrocarbon saturation. RESERVOIR VOLUME CONTACTED BY SOLVENT It has been recognized for some time that high microscopic coverage (C,) can be obtained by injecting a miscible agent, such as propane, into an oil reservoir. These high values of C,,, have been demonstrated in the laboratory and are normally between 80 and 100 per cent, depending on solvent and reservoir oil composition as well as on reservoir temperature and pressure. In miscible-phase displacement, because there is no interface between solvent and oil, effective permeability to solvent is the same as that to oil. (This assumes that oil saturation has not changed and that water is immobile.) Consequently, mobility ratio (M) simply reduces to that of viscosity ratio . A KNOWLEDGE of the fundamental principles of locating, sampling, testing and evaluating materials is essential in prospecting for mineral aggregates. In this discussion, mineral aggregates will be considered sand, gravel, crushed stone and slag that are used as materials of construction. The quantity of mineral aggregates produced in the United States during the year 1935 for such purposes was roughly 165,000,000 tons, about 60 per cent of which was sand and gravel, 37 per cent crushed stone and 3 per cent crushed slag. The total value of this material was approximately $100,000,000. It is apparent therefore that the prospecting for suitable mineral aggregates is of considerable economic importance. In prospecting for mineral aggregates, the methods employed are the same whether the organization is large or small. In the large organization there may be available geologists for locating sources of supply, a land acquisition department to arrange for the necessary options or permits, engineers to do the sampling, a laboratory for testing, and a board of consulting materials engineers to make the final selection. Even small organizations must follow the same general procedure, though the responsibility for the selection of aggregates may rest with one man, who may or may not be an engineer, but who must depend entirely upon his own judgment. LOCATING THE SUPPLY The initial step in prospecting for mineral aggregates is the locating of suitable, adequate and economic sources of supply for the project in mind. Commercial plants in the vicinity should be investigated and a survey made of the existing structures that have been built of aggregates from these sources. If the structures are rather old and show no signs of deterioration, it is fairly good evidence that the aggregate is satisfactory. Recent studies on the determination of hydrogen in steel have shown that the hot-extraction method for removing hydrogen from a solid sample is preferable to its removal from a molten sample by vacuum fusion or by fusion in vacuum with tin. A number of techniques are available, however, for determining the hydrogen so extracted. They include: thermal conductivity, gas chromatography, pressure measurement before and after catalytic oxidation of the hydrogen to water and removal of the water, and pressure measurement before and after diffusion of the hydrogen through a palladium membrane. These techniques have been evaluated on the basis of initial cost, maintenance, speed and accuracy of analysis, and applicable concentration range. The results of this study showed that the palladium-membrane technique is best suited for routine use. FOR some time investigators have been concerned with the origin, form, and effect of hydrogen in steel. In such stdies', the analysis for hydrogen constitutes one of the most important phases. It is quite apparent that the results for hydrogen concentrations in a given steel are dependent on the method of obtaining the sample, storage of the sample until analysis, preparation of the sample, and analysis of the sample, including all the facets inherent in the calibration and operation of an apparatus for gas analysis. There are a number of means available for determining hydrogen. This is a critical study of some of the more common techniques in use today. In most conventional melting and casting methods, hydrogen concentrations of 4 to 6 parts per million (ppm) in steel are quite common. Because of the undesirable effects of hydrogen on steel there has been increased use of techniques such as vacuum melting,' vacuum casting, and ladle-to-ladle stream degassing, which lower the hydrogen content to levels on the order of 1 to 2 ppm. Therefore, the method used for determining hydrogen in steel must be sensitive and precise. In any analytical procedure for gases in metals there are two distinct operations—the extraction of the gas from the metal and the analysis of the extracted gas. To extract the gas from the steel, three methods have been employed: 1) fusion of the sample with graphite at high temperature; 2) fusion with a flux, such as tin, at a lower temperature; and 3) extraction of the hydrogen from the solid sample at a temperature below the melting point of the steel. Fusion with graphite is the least-acceptable method. The blank in this method is higher and more variable than in either of the other two methods. The hydrogen fraction of the total gas composition usually is between 10 and 50 pct; thus, a larger analytical error is possible. The vacuum-tin fusion4 extraction of hydrogen is probably the most rapid method in use today; the extraction time is usually about 10 min. However, with this system a bake-out of the freshly charged tin for 2 hr is necessary and a change of crucible and a charge of fresh tin are required after each day of operation whether one or thirty samples have been analyzed. In addition, frequent checks of blank rates are required since CO and Na are continually being given up by the steel samples dissolved in the tin bath. The composition of the gas in this method lends itself readily to analysis; although the hydroge concentration may fall to as low as 50 pct, more often it is above 90 pct, thus allowing a more precise analysis (because of less interference from other gases). In 1940 ewell' published the hot-extraction method for extracting hydrogen from the solid sample, comparing analysis for hydrogen extracted at 600°C with similar analysis for the gas extracted at 1700°C by fusion with graphite. Good agreement for hydrogen was obtained between these two methods, provided sufficient time was allowed for extraction at the lower temperature. carsone obtained good results in his comparison of this hot-extraction method with vacuum-tin fusion. Subsequent work by Geller and sun7 and Hill and ohnson' has shown that steel samples should be heated to at least 800°C to effect the release not only of the diffusible hydrogen but also of the "residual" hydrogen that may be present as methane. Since the rate of evolution of hydrogene9l0 depends on such factors as sample size and composition, thermal history, and extent of cold work, a fixed extraction time is not possible. A method based on an approach by Hurst' is developed for calculating water influx behavior. Using this method, superposition calculations may be eliminated. The principal diflerence between this method and that of Hurst is that, over finite intervals of time, constant oil-productton rates are assumed by Hurst whereas constant water influx rates are assumed in the presently described method. By adopting the assumption of constant water influx rate for finite time periods, a method is developed for calculating water influx behavior which lends itself to convenient combination with the material balance equation in the Schilthuis form. Above the bubble point, an equation is given for the explicit step-wise calculation of pressure history for a prescribed oil-production history. Use of this method of calculating water influx behavior should result in a considerable saving of time as compared to superposition calculations when the calculations must be made without using a digital computer. The connection is shown between the method described herein and the method developed by van Ever-dingen and Hursr2 (which requires superposition cal-culations). Also, results obtained using the two methods are compared.

INTRODUCTION Methods of linking boundary integral (BI) solutions with finite element (FE) solutions have been well described theoretically in other publications (e.g., Zienkiewicz, et al., 1977). The purpose of this paper is to point out some practical aspects of implementing these linkage algorithms for rock mechanics applications and to describe an alternative linkage algorithm. A not so obvious motivation for using FE-BI linkages is illustrated in Figure 1. The cost of modeling the excavation of the crusher station by the BI method can equal or exceed the cost of an equivalent FE model. This is due to the large surface area which must be modeled by the BI method. In such cases, a more economical approach might be to model the region immediately adjacent to the crusher station by finite elements and link the solution at the periphery of the FE model with a solution for the exterior region. Further economies can be realized if some flexibility in the type of exterior solution is possible. For example, it would be desirable to use a coarse discretization of the FE-BI interface for a BI solution, which would be less demanding of computer storage and time, or to use an analytical solution for the exterior region. The alternative linkage algorithm to be discussed allows such flexibility. BOUNDARY INTEGRAL METHODS There are basically two formulations of BI methods: the direct and the indirect. FE-BI linkage algorithms depend on which formulation is used. The purpose of this section is to briefly describe each method.

INVESTIGATORS in the areas of plasticity, crystal growth, and stress analysis have a need for crys-tallographic data such as the interplanar angles. This information is utilized in the form of a stereo-graphic projection from which orientation determinations can be made. Calculations of mechanical properties, such as the critical resolved shear stress, require values for the angles between directions as well as the interplanar angles. Only a limited amount of this data is available for tetragonal crystals. The equations for these angles are relatively simple but because of the large numbers of angles involved and the infinite number of structures that could be investigated, it was decided to program these calculations on a high speed digital computer. A full-scale operational test was conducted on the Coaltek preheating and pipeline charging system at the Semet-Solvay Div. of Allied Chemical at Ironton, Ohio, for the purpose of determining whether a high-quality blast furnace coke could be made from blends containing at least 75% Illinois No. 6 Coal and at the same time reduce air pollution during the charging of the ovens. The coke produced had similar physical characteristics as compared to our conventional wet-charged coke, with the exception of smaller size for the preheat coke. Air pollution during charging was con- trolled and there were no serious operating problems. The coking time was reduced 25% from our normal 17 hr for wet charging to 12.8 hr for preheated charges. The blast furnace performance with preheat coke was satisfactory.

THE increased moisture due to water¬spraying for coal dust control is of interest even for mines from which the coal is to be wet-washed before screening, because in many cases wet coal dust materially decreases the loading efficiency of men an equipment at the faces. It also causes serious increase in the normal wear and deterioration of all equipment with which it comes in contact. It is important to the consumer if it increases his as-receive moisture. No attempt will be made in this paper t cover the entire subject of water-spraying of coal for dust control. It will be confine to discussion and data on (r) percentages c dust in bituminous coals, (2) moisture increases due to spraying for dust control in mines or plants by methods which have proven satisfactory for periods of one to five or more years, and (3) a few suggestions for research. SIZE AND PERCENTAGE OF COAL DUST The U. S. Bureau of Mines1 classifies a coal dust all bituminous coal passing 20-mesh sieve (0.0328 in. square opening; The percentage of such dust to be found is ROM coal, of course, varies widely wit. the characteristics of the seam, and with the methods used in the mining and in the preparation of the coal. ROM screen analyses of 12 U. S. coals selected at random from personal files given in Table I show: A few other screen analyses examined indicating 40 pct or more of 2o-mesh X o dust in 3/8 in. X o-sizes were not included because of uncertainty that they were representative. The number of results in Table I is not sufficient to give a reliable estimate of the average, or of the range to be expected, but it indicates that in every case the coal dust is a relatively large percentage of the total ROM coal, and, of course, a progressively larger percentage of resultants as the larger sizes are separated for marketing.
