On April 1, 1937, Burma, formerly a province of the Indian Empire, was formally separated from India and became an independent unit of the British Commonwealth. In future, therefore, statistics of oil production in India will exclude Burma and those for Burma will be separately published. The last few years have been marked by noteworthy, almost spectacular, developments in the oil fields of Burma and the Punjab. In Burma these developments have been the proving of unexpected extensions of the existing fields and not the discovery of entirely new fields. The new extensions are important not only to Burma in giving a new lease of life to her fields, but also in general as stressing some interesting geological aspects hitherto neglected. The remote location of the field, inaccessible except by river and situated 22 miles from the Chindwin 270 miles up that river from its junction with the Irrawaddy, has not encouraged active exploitation. The field is worked exclusively by the Indo-Burma Petroleum Co., Ltd. (I.B.P.), using now an automatic gas-lift system, and the company formerly refined the oil at a small refinery at Pantha on the river near by. The chief market was for kerosene in upper Burma. The refinery has now been closed. The oil is stored on the field during the low-water season

In view of the comprehensive accounts which have appeared in recent years of the oil fields of Burma, Assam and the Punjab,' this brief account will be restricted to an outline recapitulation of the position of the fields and a note on progress and developments in the last two or three years. It is actually peculiarly difficult to give an account of recent developrnents in the oil fields of the Indian Empire. The companies naturally are compelled to make a return to the Government of India of oil produced. These figures are published annually (about 10 months later) for each administrative district (which may include more than one field) where oil is produced, in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India). Some details of recent developments may be given in the Annual Report of the Geological Survey of India (also published in the Records), but otherwise the companies tend to preserve a policy of extreme secrecy. Some of the smaller companies usually publish wellhead production month by month in order to encourage their shareholders when such figures are encouraging, but the larger companies do not necessarily even give figures of production in their annual reports to shareholders. Occasionally details of new tests, new machinery, and so on, leak out through the daily or weekly press in India, but, except for generalized official statements, no details :ire available as to the number of new wells, depths, wells abandoned, or other figures which are common property in other parts of the world. In the country itself the geologists preserve the utmost secrecy, and at times quite a serious system of espionage is developed. First mining operations in the Tyrone District, located just north of the Burro Mountains in Grant County, New Mexico, commenced in the 1870's. A major operation was undertaken by Phelps Dodge Corporation in the early 1900's when a 2,000 ton per day underground mine was developed and a gravity concentrator was built east of the mine and across the Continental Divide. It was during this time that the picturesque Tyrone townsite was built and occupied. In 1921, however, the underground operation was closed because of high operating costs and low demand for copper. The area was drilled extensively during the 1950's and in October 1966 Phelps Dodge announced the pending development of the new Tyrone with a large open-pit mine, a modern concentrator, suitable support facilities, and a new townsite to be located between the mine and Silver City. Stripping for the pit and construction of shop and milling facilities began in 1967. By the spring of 1969, ore was being stockpiled near the primary crusher. Operation of the concentrator on a 3-shift per day basis commenced on July 17, 1969. The concentrator as initially built had one primary, two secondary, and five tertiary cone crushers, two grinding sections of six ball mills each, two flotation sections, four filters, and four tailing thickeners. The capacity was about 30,000 tons per day. In 1971 and 1972, the capacity was increased to 48,000 tons per day by the addition of one secondary and two tertiary crushers, one section of eight ball mills, one flotation section, two filters, and four more tailing thickeners. Centralized automatic control was built into the original and expanded facilities to the greatest extent possible, considering the state of the art at that time. Installation of additional control

In the coastal plain region of the middle Atlantic slope there are no large supplies of potable surface-waters. The great rivers by which the region is intersected are tidal estuaries, and the water of their local branches is often of bad quality. The cities situated at intervals along the western margin of the region obtain a plentiful supply of excellent water from the rivers above the tidal estuaries, but out on the coastal plain surface-waters are mainly used. A few artesian wells have been sunk which afford abundant water, but their number is at present very limited. Norfolk, Newport News, and the many smaller places use surface-waters, and all over the region there is great need for purer and more abundant supplies. During the past five years I have been engaged in a study of the geology of the coastal plain for the U. S. Geological Survey, and have given special attention to the question of subterranean waters. In this communication I shall present a brief review of the geological conditions under which such waters occur in this region, and give an account of the wells which have been bored. Unfortunately the number of well-records is small, and some of the most important questions of subterranean geology are as yet far from settled. It is hoped that this paper may lead to further borings, especially as the cost of artesian wells has been much reduced by the introduction of new machinery and methods, and is now quite within the reach of the average community. In New Jersey there are many wells, and the water-bearing horizons are so definitely determined that they may almost everywhere be predicted with certainty. In Maryland and Virginia the data are less definite, but there is excellent evidence of a wide distribution of water at moderate depths.

The microstrain characteristics of a polycrystal-line Cu 1.9 wt pet Be precipitation-hardening alloy have been determined for various conditions of aging. The friction stress remained constant for all the conditions investigated, whereas the microscopic yield stress (the stress to produce a plastic strain of 2 x 10-8 in. per in.) and the three-stage stress-strain curve in the microstrain region were sensitive to changes in dislocation and precipitate distribution. Correlations between the measurements of microplasticity and electron-nzicroscope observations of substructure are considered. ALTHOUGH the macroscopic mechanical properties of Cu 1.5 to 2.0 wt pet Be precipitation-harden ing alloys were established' in some detail, there has been no previous investigation of the nature of microyield-ing in these alloys. This paper describes a high-sensitivity extensometer determination of microplasticity in polycrystalline Cu 1.9 wt pet Be, in which the friction stress, the microscopic yield stress (the stress to produce a plastic strain of 2 x 10-6 in. per in.), and the rate of strain hardening in the micro-strain region were measured for various conditions of precipitation. The structural changes accompanying aging in this alloy were examined using transmission electron microscopy, a study which differed from previous investigations as, in order to minimize grain boundary precipitation effects,' the solution-treated alloy was cold-rolled to 40 pet reduction prior to aging. Hence the extent of recovery and recrystalliza-tion, as well as the variation of precipitate morphology and distribution, were assessed. From these results possible correlations between the microstrain characteristics and the observed precipitate and dislocation structure are considered. EXPERIMENTAL PROCEDURE The material investigated was a commercial copper beryllium alloy (Berylco 25), which had a com- position of 1.9 wt pet Be and 0.2 wt pet Co. The alloy was solution-treated at 800°C, quenched in water, and then cold-rolled to 40 pct reduction. Tensile specimens of gage length 1 in. and rectangular cross section of 0.18 by 0.06 in. were prepared from the solution-treated, cold-rolled material and aged for 15 min, 2, 24, and 100 hr at 315°C and 24 hr at 425°C to produce a range of precipitate structure. The hardness values associated with these conditions are listed in Table I. It can be seen that a maximum value is obtained after 2 hr at 315oC, which decreases with continued time at temperature to a minimum after 24 hr at 425°C. For comparison some as-solution-treated specimens were also aged for 2 hr at 315°C. The specimens heat-treated to a given condition were examined in two ways. First, the nature and distribution of the precipitate and dislocation structure was characterized using transmission electron microscopy. Thin foils were obtained from the specimens by electrolytic polishing in a 30 pet nitric acid-alcohol solution at -20oC, and were examined in an RCA EMU 3 electron microscope. Second, the mi-croplastic behavior of the specimens was measured with a Tuckerman strain gage, using the load-unload technique previously described2, 3 to determine the friction stress, the microscopic yield stress, and the variation of plastic microstrain with stress. Quarrying and crushing 500 tons of limestone plus burning some 240 tons of limestone per day are the two initial phases in the production of borax, soda ash, sodium sulfate and related chemicals at Stauffer Chemical Co.'s plant in Westend, Calif. These processing steps have been upgraded in recent years by the installation of new primary and secondary crushers, an 8 x 340-ft rotary kiln plus kiln feed, control and cooling components-all designed and manufactured by Traylor Engineering and Manufacturing Division of Fuller Co. As a result of this new equipment, a new product- quicklime-has been added to the West End product family and considerable reductions have been realized in fuel and manpower costs.

The value of industrial rocks and minerals produced in New Mexico in 1978 exceeded $227 million. The state ranked first in the nation in production of potash and perlite and was a leader in pumice production. Other commodities with sizable production in New Mexico include barite, caliche, clay, dimension stone, fuorspar, gypsum, humate, limestone, mica, salt, sand and gravel, scoria, and silica sand. Non-metallic resources are distributed throughout the state, but development and exploitation is concentrated in western and southeastern New Mexico. The value of industrial rocks and minerals within the state grew about 9% to more than $227 million in 1978. Continued growth, however, depends on continued demand, exploration, and development.

There was considerable prospecting for new supplies of oil in Arkansas during the past year, regardless of the overproduction affecting the industry throughout the country. Justification for this new work was not lacking, as the local markets more than threatened to absorb a declining production. There were, however, no important new discoveries in the state during 1929. The McDonald area in sec. 2515, S.-18 W., threatened to expand into a major producing area. Oil showings had been encountered here in wells drilled by the McDonald Oil Corpn. as early as the fall of 1928. In July, 1929, an initial production of 1000 bbl. of 32" oil was obtained in McDonald Bros. B-3 Wilson, from a sand at 2780 to 2786 ft., which is about 80 ft. higher than the sand previously tested in the neighboring wells. This production declined rapidly. At the end of the year there were six producers making about 200 bbl. per day total. Seven dry holes have temporarily stopped development in that area. The showing of B-3 was sufficient to cause considerable leasing activity. The area lies several miles west of the Louann portion of the Smackover field. The discovery well went to 2873 ft. and found Glen Rose lime in bottom. The age of the producing sand is in doubt; it seems closely related to the Tokio sand. During 1929, several paying wells were brought in, as a northeastern extension to the Smackover Heavy area, in sec. 34 and 35-15-15, from the Nacatoch sand. Over 20 new wells were drilled and resulted in at least 1500 bbl. production. The down-dip or off-structure territory contiguous to the Smackover uplift was further tested at various locations with the usual results; that is, a showing of "salt water gas," which soon blew off and in some cases a slight showing of oil. These gas showings, found further down the dip than oil, are the results of the ability of water to take gas into solution at the rate of about 3 per cent. by volume at atmospheric pressure and proportionally larger quantities, if available, at higher pressures (measured on the absolute scale). During the year no off-structure wrinkles sufficient to trap conlmercial quantities of oil have been found outside of the other known fields of

As this issue was being sent to press the $5 million industry- business phase of the fund campaign had passed the half- way mark toward its goal. Target date for the building program is 1960.

The testing of a new method for measuring pellet-bed temperatures in the traveling-grate or shaft furnace is presented in this paper. This method, using silver-palladium alloy wires as indicators, overcomes disadvantages existing in the methods based on the use of thermocouples which are costly and time-consuming. The authors have developed and tested a new method for measuring pellet-bed temperatures in the traveling-grate or shaft turnace through the use of silver-palladium alloy wires as indicators. This method overcomes the disadvantages of existing methods, which, based on the use of thermocouples, are generally costly and time-consuming. For example, in the case of the traveling-grate furnace, the installation of an instrumented pellet, together with its attached thermocouples, requires stopping the furnace, with resulting loss of production time. As for temperature measurement in the shaft furnace by the existing method, the movement of the shuttle-car feeder seriously interferes with both the actual insertion and the resulting distribution of continuously fed thermocouples. The authors have overcome these difficulties by using, as temperature indicators, a range of silver-palladium alloy wires that can be easily recovered, after firing at any desired location in a pellet furnace. Silver-palladium wires having specific melting points from 2000°F to 2500°F are enclosed in ceramic capsules. Each capsule is placed in a ni-chrome wire basket filled with a sample of green pellets, the baskets being the means for recovering the capsule after firing. After the encapsulated wires have been exposed to the firing cycle, the alloy wires are examined to determine the maximum temperatures attained by the pellet sample. This method gives accurate, rapid determinations of maximum temperatures attained during pellet induration in either the traveling-grate or shaft furnace The new method has the following advantages over existing methods: 1) it is less expensive; 2) no furnace downtime is required; 3) the testing units can, be made in quantity in advance; 4) measurements can be made in rapid succession at all desired locations; 5) measurements of maximum firing temperatures are more accurate; 6) on the basis of points 4 and 5, the new method gives a more reliable picture of the correlation of pellet quality, petrographic textures and maximum temperatures, thus providing a more effective quality-control tool. A disadvantage of the method is, of course, that the measurements are not continuous and only maximum temperatures are determined. TEST PROGRAM Preparation of Materials: CALIBRATION OF ALLOYS - In the following discussion the term "bead point" (see Fig. 1) refers to the temperature at which each alloy begins to melt and form a bead. Fig. 2 gives the bead point curve for silver-palladium alloys. Encouraged by increased demand and higher prices for such metals as copper, lead, zinc, silver and tin, search was pressed in 1964 for mineral raw materials, especially in parts of the world that are relatively more stable politically and economically. New discoveries of metallic ores continued to be made, discoveries based on extensive geologic and geophysical work but nonetheless made in part because of good fortune.

The increasing number of problems of the modem mine manager has led the author to discuss the art of management. He lists the principles concerning selection of personnel, exploitation and development, new equipment, process improvements, new processes, maintenance, operating cost data and public relations. Application of the principles to problems of mine startup, operation and rehabilitation are described. Since D. C. Jackling was famous for his adeptness at organizing and training teams of operating personnel, the subject of mine management is particularly appropriate for a Jackling Lecture. In fact, it is doubly appropriate because in very basic ways Jackling's career changed the nature of the tasks and challenges facing a mine manager. Management of mines, of course, is the art of finding and winning minerals economically from the earth's crust, and it involves the use of all the engineering sciences. But also of prime importance is a skill which is not yet a science - the area of management often referred to as human engineering. Since expenditures on staff and labor may well involve more than 50% of the direct costs of operating a mine, ability at human engineering is just as important as the ability to plan and put into effect the most efficient operating procedures. In addition to his ability to select and train operating personnel, Jackling possessed, to a degree unmatched by many of his contemporaries, broad, analytical powers covering both the economics and operating phases of large scale mineral extraction. His breadth of vision found its greatest expression at the time he analyzed the Utah copper deposit. Fortunately, Messrs. Penrose and Gemmell had enough faith in his analyses to furnish the capital needed to begin operations. The result, as is well known to all of you, was Kennecott's lucrative Utah copper mine — and the beginning of the open pit porphyry copper era. The Utah copper mine, and Jackling's subsequent similar successes in Arizona, New Mexico and Nevada, had one thing in common —all of these large porphyry deposits were worthless until open pit, large daily tonnage schemes were developed for their exploitation. The successful development of such schemes made vast new mineral resources available for economic exploitation. But at the same time, the trend away from smaller high grade operations in favor of the far more complicated operations required to handle large deposits of low grade ore have greatly altered a mine manager's problems. We are all familiar with the saying "mines make managers." There is still some truth in this statement, but far less than there used to be in the days when high grade properties were the rule rather than the exception. FOREIGN WAR RELIEF COMMITTEE Chairman, MRS. JESSE SCOBEY The task of the committee since Oct. 17, 1918, has been to stimulate and foster interest in the work of the Dispensary in France, to aid and further the work, and to that end has centered on the inauguration of an "Engineers' " day, once a week, at the headquarters of the American Fund for French Wounded, where members of the Auxiliary might join in sewing for this "Dispensary of the New York Section of the Woman's Auxiliary to the A. I. M. E.," recently established at Briey, France. Letters and pledge forms asking for workers were sent to all members of the Auxiliary in New York City and vicinity, and a most gratifying response has assured the success of the undertaking. The meetings in December, pending the completion of better working facilities at Fund headquarters, were held at the home of Miss Madeline P. Stone, to whom the committee extends its grateful thanks for her hospitality large, well-equipped room at Fund headquarters has now been assigned to the committee for Tuesday of each week, from 10 a. m. to 5 p. m., with Mrs. Percy E. Barbour of the committee as director of work room. All members of the Auxiliary and others whose interests are with the mining profession will be welcome on "Engineers'" day-Tuesdays-at 73 Park Ave.
