THIS is a contribution for the proposed new discussion on the physics of steel. The former discussion on the subject started with the consideration of five papers presented at the Chicago meeting in 1893, and continued for several years. The Suggested Lines of Discussion, prepared by Doctor Howe, covered a wide field and added greatly to the success of the work. Naturally, the first step in a new discussion will be to remodel and bring up to date the old Suggested Lines of Discussion so as to embody all the important advances in the metallurgy of steel that have a bearing on the physics of steel and keep the papers and discussions within the field of work undertaken. This paper will be devoted to the practical application, in rolling steel, of the effects of carbon, phosphorus, and manganese on its tensile strength, with some suggestions on further research work. Dr. J. E. Stead, in his paper Influence of Some Elements on the Mechanical Properties of Steel,1 gave a complete review of all that had been done during the past thirty years. He gave full credit to all investigators who worked on these lines, also their results, with his views on same, and in many cases his own results. All of this data and much new valuable information were put in convenient shape for reference and study. To do this required a great deal of work, which is fully appreciated by the steel manufacturers and investigators. The variations in the values given by the different investigators for the increase of the tensile strength of steel for each 0.01 per cent. of carbon, phosphorus, and manganese were largely due to the steels they worked on, the large or small variations in the amount of the elements present, and the omission to take into consideration all the factors, from the blast furnace through to finished rolled material, that affect the character of the steel. For instance, a poorly made dirty steel requires considerably more carbon to give the same ultimate strength than a well-made clean steel with the same phosphorus and manganese content.

OF the various minerals that occur in fibrous form known as asbestos, chryso-tile is the variety most in demand for commercial uses, and, last year, over 683,000 tons of the various grades were produced in Canada and United States, exclusive of African and Russian production, which figures are uncertain. Production has not been able to keep up with the increased demand, and an acute shortage exists. Canada, Russia, and Africa are still the most important producers. However, Russia consumes most of its production at home and exports very little. The United States consumes over 60 pct of the total production and produces only about 4 pct of the total from deposits in Vermont and small quantities from Arizona. This paper will review mainly, some of the more recent developments concerned with the extraction and processing of this fibrous mineral for various industrial uses, such as textiles, insulation, building materials and brake linings. Four of the more important factors that have influenced recent developments are: 1. The lack of discovering and developing new deposits of any important size to supply the increased demand. 2. Rapid postwar expansion of industrial uses, especially in asbestos cement products, together with in-rreased manufacturing facilities. Euro-peal) countries are again back on the market with their demand. 3. The ability of manufacturers to develop their technique of blending fibers and obtaining more utility value out of each ton of fiber, together with the utilization of shorter grades of fiber to obtain equally as good products. In the past, many manufacturers were wasteful in their use of fibers. 4. The struggle for reduced operating costs, in face of increased wages and prices of supplies, together with the necessity, at some mines, to change the method of mining from open quarry to underground. Most of the recent capital invested in the asbestos mining industry has gone into more efficient extraction of the fibers from the existing ore, especially in the recovery of the shorter grades. There has been very little new plant expansion. Progress in the utilization of shorter fibers has been so far reaching that some of the mining companies are retreating present tailings as they leave the mill, and others are considering retreating of the old tailing dumps for recovery of fibers that, until recently, were not saleable and were discarded as part of the tailing. Many of these dumps contain much valuable fiber from days when milling was very inefficient. It might be appropriate to mention here that the present known asbestos reserves of proved commercial value (excluding Russia) are being depleted at an alarmingly rapid rate, about 10,000,000 tons of ore is being mined annually. No new deposits have come into production during the last 15 years, with the exception of certain deposits in Africa, which are the most promising, and minor developments in Canada, Venezuela, Cyprus, Australia, and Brazil. The African deposits are the only ones that hold promise of developing large reserves. Unless new deposits are developed, in twenty years or maybe sooner, the supply picture will not be a very bright one. Stimulated by the acute shortage, increasing fiber prices and technical developments, many new areas are being prospected in Canada, United States, New Zealand, Newfoundland, South America, Europe, Africa, and China. From information now available, it appears that no real progress has been made in duplicating this rare development of nature by producing synthetic asbestos. The most promising experiments were carried out at the University of Leipzig, but they seem far from practical. There has been marked progress in fiber glass manufacture, but so far, it has replaced asbestos only in very few instances for minor uses. Asbestos ore and the fiber it yields are different in some respect at each mine and vary usually in the following: 1. Percentage of fiber content by weight to the gangue. 2. Variations in proportions of long and short fibers, some deposits being predominantly long fiber and others short fiber. 3. The hardness of the rock in which the fiber occurs. 4. The nature of the fiber, as to

An overall view of the perlite industry is concisely presented. The geology, mining, milling, processing, and applications of perlite, as well as the present status of the perlite industry are treated. Perlite, in strict petrological usage, describes a specific variety of volcanic glass in which strain, incident to cooling, yielded a concentric structure of fracturing which may be visible either to the naked eye or under a microscope. In commercial usage, the term perlite includes any naturally occurring acidic glass of volcanic origin that will expand when heated to a suitable temperature. The name perlite is a derivation of perlstein which originally defined "certain glassy rocks (hyaloliparites, hyalo-rhyolites) with numerous concentric cracks, from the fancied resemblance of broken out fragments to pearls."1 While perlite has been known to geologists for many years, it was not until 1941, while investigating perlite for use in enamel, that an assayer in Superior, Ariz., noted the unusual expansion characteristics of the ore. Further investigations were delayed until following World War II when many small plants were built and experimentation in the treatment and uses of perlite began. The Perlite Inst. was organized in 1949 to promote the development of the new industry, establish commercial standards through research, and to explore new uses and markets. The Institute, located in New York, represents some 50 producers in the U.S., Canada, Australia, England, France, Germany, Greece, Japan, Mexico, and New Zealand. In 1949, 71,l002 short tons of crude perlite were produced, sold or used by U. S. producers, and this figure increased to 325,0003 short tons by 1959. Such a rate of increase indicates the rapid and continuing growth of the perlite industry. GEOLOGY Perlite ore in its crude form has been found in seven of the mountainous western states, since un-devitrified siliceous volcanic rocks are limited to this section of the U. S. Commercially operated perlite deposits are normally of Eocene and Oli-gocene age.4 These deposits are often several hundred feet thick and may extend over hundreds of acres. In 1959, 13 companies in six states produced crude perlite, although the output in New Mexico comprised 79 pct of the total domestic crude output. Other states in order of their production were: Nevada, Arizona, California, Colorado, and Utah.5 Foreign deposits of perlite which are either producing or under exploration are Australia, Canada, Greece, Hungary,6 Iceland, Ireland, Japan, Mexico, New Zealand, and Sardinia. The ore may exhibit a variety of characteristics depending partially on its water content and eruption history and may range through many shades from black to white. While these characteristics may vary slightly among deposits, perlite ore from a particular source is normally quite uniform. Available chemical analyses of perlites from a large sampling of domestic deposits were recently assembled by the Technical Committee of Perlite Institute and are presented in Table I. While the ranges given do not apply to a particular perlite, they are an indication of the chemical analysis which may be expected from any presently commercially operated deposit. The specific gravity of the perlite ore ranges between 2.2 and 2.4, and its bulk density when crushed and sized is 75 to 90 Ib per cu ft. MINING AND MILLING Perlite ore is quarried from open pits by conventional power equipment, although blasting has been occasionally employed. The rock is then stock-piled until needed. While the milling of perlite may seem a simple process compared to that required for basic metals, or even other nonmetals, the need for accurate control of particle size becomes extremely important in further processing. The first step in this operation is the primary crusher, which is normally a jaw crusher. Following crushing, the material is dried, if necessary, in a rotary dryer and conveyed to a secondary grinder which may be a rod mill, hammer-mill, or cone crusher. However, the crushing characteristics of the perlite, caused by incipient cooling fractures, requires it be removed from the grinding operation once it is reduced to the required size so as to prevent overgrinding. Following the grinding operations, various size screens are used to separate the ore according to particle sizes required for particular uses. Most plants use two or more stages of crushing with perhaps four stages of screening.

A sidewall epithermal neutron tool has been developed to substantially reduce environmental effects that have previously complicated neutron log interpretation. Designed for operation in uncased wells, the device provides increased accuracy in both liquid-filled and empty holes. A brief discussion of neutron moderation, diffusion and capture shows that logs using epithermal neutron detection depend on a smaller number of formation-characterizing parameters than those using thermal neutron or capture gamma ray detection. Thus, they come closer to providing an unambiguorls determination of hydrogen content. In this new device a directionally sensitive epithertnal neutron detection system has been incorporated in a side-wall source-detector skid to minimize borehole effects. The effects of variations in borehole size and shape, mud type, temperature and salinity are greatly reduced. Small residual borehole effects are then computationally accounted for in the surface control panel to provide a borehole-corrected neutron log. The log presents a direct recording of neutron-derived porosity on a linear scale. With corrections for borehole effects already applied, this direct recording of porosity simplifies log interpretation. Furthermore, comparison with a linear porosity presentation of a formation density log permits sandstones, limestones and dolomites to be readily identified. Thus, in complex or variable lithology, porosity is determined with greater accuracy and reliability than heretofore. Laboratory data and field results demonstrate the improvements in neutron logging afforded by this new side-wall epithermal neutron logging device. INTRODUCTION The new Sidewall Neutron Porosity (SNP) logging system, designed for use in uncased wells, provides reliability and accuracy never before achieved with neutron logs. The effects of variations in borehole diameter and shape, fluid salinity, mud weight and temperature—parameters that have long complicated neutron log interpretation— are suppressed or corrected for by this sidewall epithermal neutron detection system. Furthermore, to simplify interpretation the SNP log presents a direct recording of computed porosity on a linear scale. The performance improvements achieved by this new system arise primarily from the combination of two im- portant design features. First. though not unique to this new tool, an epithermal neutron detection system is used,',' Epithermal neutron detection substantially reduces the perturbing influences of the thermal neutron absorption properties of rock matrices and water salinity. Second, the neutron detection system is mounted in a directionally sensitive sidewall skid to greatly minimize borehole effects. The purpose of this paper is to explain briefy the advantages offered by the detection of epithermal neutrons, to describe the SNP equipment and the log, to present calibration and correction data and to give examples of interpretation methods made especially convenient by this new system. ADVANTAGES OF EPITHERMAL NEUTRON DETECTION Epithermal neutron detection, of all the neutron methods in current commercial use, provides the simplest determination of formation hydrogen content. Advantages of epithermal neutron detectors, as compared with thermal neutron and gamma ray detectors, are probably best explained by a brief review of the life of a source-emitted neutron. A fast neutron from the source will eventually be cap-tured by the nucleus of an atom. However. before capture is likely to occur, the fast neutron (energy of 100,000 electron volts (ev) or more) will be slowed down until it is in thermal equilibrium with its surroundings. The neutron is then considered to be a "thermal" neutron (average energy of 0.025 ev at 25C). The overwhelming majority of the slowing down thus occurs in reaching epithermal energies (energies just above thermal—0.5 to several ev). After reaching thermal energy. the neutron will "diffuse" through the formation with, on the average, no further energy change until capture. Upon the capture of the thermal neutron, relatively high energy gamma rays arc usually emitted. Hydrogen plays a very important role in the process of slowing down fast neutrons. On the other hand, the absorption effects of water salinity and low concentrations of other strong thermal neutron absorbers—relatively unimportant in the moderation process-—are very important in thermal diffusion, capture and the production of gamma rays. Thus, by detecting only epithermal neutrons with the SNP, spurious effects due to these thermal neutron absorbers are greatly minimized as compared to the effects on tools using thermal neutron or gamma ray detectors. The production of petroleum in New York in 1940, totaling 4,999,000 bbl., was only slightly under the amount produced in each of the previous three years. The year 1940 started auspiciously with a posted price on Jan. I of $2.75 a barrel. Four price reductions, beginning in May, resulted in August in a low of $1.85 a barrel, after which two increases brought the year's closing price to $2.15 a barrel. The favorable crude price at the beginning of the year stimulated an increased drilling program, especially in the water-flooding districts. In the Allegany County region, which accounts for about two-thirds of the state's oil production, 886 wells, including water-intake wells, were drilled; 200 more than in the preceding Year. During the closing months of the Year there was a marked decline in the number of wells drilled. The unfavorable position in which the industry found itself before midsummer was due largely to the loss of export markets for its high-grade lubricants, constituting approximately 25 per cent of its business. As a result of this situation, runs to refineries were curtailed as much as 30 Per cent at the middle of the Year. Improvement in market conditions toward the end of the Year found the stocks of available crude at an almost record low. Deep DRILLING with the gradual exhaustion of some of the important natural and flood-oil-produc-ing areas of the Allegany and Bradford pools, overproduction will not be a serious problem in the future. The possibility of finding new territory or deeper producing sands has been further lessened by the drilling of additional deep wells for gas in and about the present oil fields. Many of these wells drilled to the Oriskany sand-stone were over 4000 ft. deep and have tested the entire thickness of the Devonian formation, the upper 2000 ft. of which contain all the important oil-producing strata in the state. Water-flooding It is thus evident that the problem of the New york oil producers is not one of find-ing new supplies but of obtaining as much 6 oil as possible from the old developed fields that during the 60 years of their life have 1 produced I 3o,ooo,ooo bbl. of oil. Although a few floods were in operation before I9I9, when the production of oil by flooding was 1 made legal, the output for that year amounted to only 85I,000 bbl. From 1919 I on there has been an almost constant increase, which during the past four years has averaged well above 5,000,000 bbl. annually. During the last 22 years, which constitutes the period of important flooding operations, 651337,000 bbl. of oil have been produced in the state. Careful estimates indicate that between one-third and one-half of the oil fields are being flooded or are already watered out. Some of the flooded and watered-out areas include territory with unusually thick sands, which were highly productive during the early history of the fields. During- the past 10 years the annual production of petroleum in New York has averaged close to 5,000,000 bbl., the total for the period being 49,881,000 bbl. In 6 of the 10 years, the production was slightly in excess of the 5,000,000 mark. The 1944 production of 4,697,000 bbl. represents a 7 per cent decline from the previous year. Of the total 1944 output, the Allegany County district, which includes two small areas of Steuben County, contributcd 3,614,065 bbl., a decline of 5 per cent from 1943, and the contribution of Cattaraugus County, which represents the northern extension of the Bradford pool of Pennsylvania into New York was 1,082,935 bbl., a decline of more than 14 per cent. Since March 1942, the posted price of New York crude oil has remained at $3.00 per bbl. On lug. I, 1944, a Federal subsidy of 75¢ per bbl. was granted to oil producers, thus making the price actually $3.75 per bbl. Since all of the oil produced in New York comes under the designation "stripper well operations," it is entitled to the Federal subsidy. During the last few years there has been little change in the number of wells drilled annually. In the Allegany field, which accounts for three fourths of the oil produced in the state, 1240 wells, including water-intake wells, were drilled during 1944 as compared with 1223 in 1943. There was no marked increase in the number of wells drilled after granting the subsidy of 75¢ per bbl. of oil on Aug. I, the increase being but 14 wells during the last half of the year over the preceding six months. In flooding operations it is not to be expected that even a substantial increase in the price of crude oil will be reflected quickly in an increase of the number of wells drilled or in a marked increase in production of crude oil. In flooded areas, oil is obtained through a program extending over a number of years. This program involves the drilling of the water or input pressure wells, drilling of the oil wells, building up the oil flood to maximum production, and finally the watering out of the well when the amount of oil produced in proportion to the water becomes so small that pumping is no longer profitable. The various operations may extend over a period of 10 years or more, during which time the price of crude may have fluctuated greatly. Although the rate of production can be controlled to a limited extent, it is evident that a flood when once begun must be continued regardless of the price of crude. During the past seven years New York crude has had a price range from $1.68 per bbl. in 1938 to the present price of $3.75 per barrel The field pattern now in general use for wells in a flood project is the "five-spot." Under this arrangement, the lease is divided into squares with a water well at each corner and an oil well in the center. In the all-over pattern of the lease each oil well is acted upon by four water wells and each water well supplies part of the pressure to four oil wells. Spacing between the input water wells and the oil wells usually varies from zoo to 225 ft. or, on an acre basis, there is one oil well and one water well for each 2 1/2 acres. THE mechanism by which austenite forms in steels has received a great deal of attention in the literature in past years.'-'* Our present knowledge concerning this mechanism has been recently summarized quite concisely by Bain and Vilella,1 while a few years ago the literature was carefully reviewed by Roberts and Mehl.² The consensus is that any ferrite-carbide interface is a potential site for the nucleation of austenite during heating above the Acl temperature, and that the new austenite generally grows freely to produce approximately equiaxed grains, whether the carbides are initially present in the lamellar or the spheroidal form. In the case of eutectoid steels, growth of the new grains of austenite continues until contact is established with other grains. Then growth stops and an initial austenite grain size is established which does not change until the heating is continued to some high temperature at which grain coarsening begins. In the case of pearlitic steels which are not of eutectoid composition, the proeutectoid ferrite or carbide may interfere with the growth of the austenite if the temperature is not above that designated the A63 or the Acm, respectively. Although a large amount of work has been done to establish the mechanism of austenite formation in steels, it became clear to the present author while he was studying the transformation characteristics of a new 0.25 C Mn-Si-Ni-Mo hypoeutectoid steel" that the manner in which austenite grows in steels depends upon some factor, or factors, not previously considered. This was indicated by the fact that when this steel in the spheroidized condition was heated above the Ae1 temperature the new austenite which was formed did not envelop the carbides and grow in an equiaxed manner as described by Bain³ or spheroidized steels. Instead, in this steel, the austenite was observed to grow much more readily in certain directions than in others with the result that at temperatures within the Ac1-Ac³ ransformation range the austenite grains were acicular in shape. The excess ferrite was also found to be acicular with the distribution of these phases being such that a lamellar pattern was developed. This unusual directional growth of austenite in this new steel initially in the spheroidized condition is illustrated by fig. 1. A search of the literature revealed that this type of growth was not necessarily peculiar to this steel for similar microstructures had been observed by other investigators.4-8 However, the full significance of these microstructures does not appear to have been appreciated, and no work has been done to determine the conditions responsible for this directional growth of austenite or to arrive at an understanding of it. It was for this purpose that the work described in the present paper was carried out. Material: During the course of this investigation a total of 15 steels was studied. They consisted of hypoeutectoid, eutectoid and hypereutectoid carbon steels, and hypoeutectoid and hypereutectoid alloy steels, all of which were obtained in the annealed condition from commercial warehouse stock. As received, the carbon and alloy hypereutectoid steels had microstructures which consisted of spheroidal carbides in ferrite, whereas the eutectoid steel and the hypoeutectoid steels were pearlitic. Although 1930 has been a year of stagnation, proration and curtailment, the Gulf Coast has measured up to its tradition in the matter of interesting and significant discoveries. Only 2 domes and 7 new structural areas were brought into the producing column in 1930, whereas, in 1929, 13 domes and one structure were added to this list, yet a total of 14 new producing horizons were proved on various domes and structures. On 5 domes new flanks were successfully tested for commercial production. The year 1930 has shown at Barber's Hill that oil in commercial quantities may exist below salt or cap. Numerous wells have been drilled through cap, or even salt itself, into good producing sands. The past year has been particularly notable in the interest and in the number of deep holes drilled. Two wells have gone below 8000 ft. in each of the states of Texas and Louisiana, and in the two states together 14 wells have gone below 7000 ft At the beginning of the year only one well was producing below 6000 ft. in coastal Texas, while at its end, 19 wells were producing or had produced. Geophysical discoveries and activity on the Coast have waned and this type of work has moved further inland. The peaks of production at Pettus, Barber's Hill, Raccoon Bend, Refugio, Orchard and at Humble, in Texas; and at Lake Barre, Port Barre, Black Bayou, White Castle and Vinton in Louisiana, were seen this year. These were new peaks for Humble and Vinton, of course, these fields having previously gone through periods of peak flank production. In Table 1 the completions listed are for the entire month of December in both years. It is remarkable that in 1930, a year of overproduction and proration, there were actually more wildcat operations at its end than at the end of 1929; but it is gratifying that the operations in the proven fields were exactly one-half what they had been at the end of 1929. The price of A grade coastal crude, or oil below 25" Bé., has been cut from $1.30 at the beginning of the year to $1.00 at its close; and B grade, or oil above 25o Bé., has been reduced from a price range of $1.15 to $1.63 down to a range of from $0.75 to $1.22. Position of the Porphyries in US Copper Supply The United States continues to be the largest producer and consumer of copper in the world. [Table 1] shows several production statistics for 1974, the most recent year that the non-communist world copper industry might consider a good year, and for 1976 and 1977. In 1974 an estimated 24% of the non-communist world's newly mined copper was mined in the US, and 87.89% of that was from the western porphyry coppers. In 1976 US new mine production was down to 22% of the non-communist world's newly mined copper, and the percentage of US new mine production supplied by the porphyry coppers had risen to 89-91%. In 1977 the statistics remained the same as in 1976. US porphyry copper production represented about 65% of US refined copper consumption in 1974, rose to 75% in 1976, and dropped back to 61% in 1977 as imports of foreign copper into the US began to swell. The financial situation of the porphyry copper mining industry continues to be very unhealthy. To see why; we can take a quick look at costs and prices.

ANGANESE today overshadows all strategic materials in our planning for national se-curity," according to a report issued recently by the American Manganese Producers Association. By far the greater part of the manganese ore used in the United States is imported. "We have enough manganese ore in the United States to last from one hundred to three hundred years and longer, but most of the deposits are undeveloped. THE vapor phase deposition of molybdenum and tungsten from the hexacarbonyls has been thoroughly investigated by Lander and Germer1 and shown to yield well-bonded coatings on a variety of hot metallic surfaces. They also demonstrated that chromium coatings2.3 could be similarly deposited, but did not investigate this metal extensively. Recently,4 conditions have been described by which this compound can be prepared in quantities sufficient for laboratory scale plating experiments, and it is the purpose of the present communication to outline the results of preliminary experiments upon the plating of chromium from its carbonyl. APPARATUS AND TECHNIQUE The apparatus used in these experiments is shown in Fig I. At one end, connected by a short length of rubber tubing, is a Cenco Hypervac 20 pumping continuously. At the opposite end is a needle valve which allows a small stream of purified hydrogen to flow through the apparatus. Connected in series are a trap T1, maintained at the temperature of dry ice and acetone, the plating chamber, and two traps T2 and T3 containing crystals of the carbonyl. T2 is kept in a constant temperature bath (not shown), while T3 is at room temperature. Stopcock S6 allows the hydrogen flow to by-pass the carbonyl traps. A McLeod gauge is connected so that it can measure the pressure at the pump through Ss, or the pressure at the plating chamber through S9 and S6. The standard (12 liter) volume connected by S5 is used to determine the volume included by S4, S6, Se, S10, the needle valve and the McLeod gauge. Knowledge of this volume allows calibration of the flow of hydrogen. The apparatus* is built entirely of pyrex, except for the needle valve, the rubber connection to the Hypervac, and the cover of the plating chamber. The plating chamber is water-jacketed, with a large brass top allowing insertion of the specimen to be plated. Set into the brass top is a ground glass stopper through which thermocouple leads are sealed. The thermocouple wires (pure Pt, and 87 pct Pt-13 pct Rh) serve the double purpose of measuring the specimen temperature and suspending it in the chamber. Surrounding the chamber is the coil of an induction heater, H. Some years ago the writer was struck by what might be called the remarkable vitality of the Virginia furnaces during the panic of 1893; and attention was called to the fact in the American Manufacturer of February 8,1895. From the second half of 1892, which was a period of maximum output, to the second half of 1893, when the full effects of the depression had been reached, the output of pig-iron had fallen off in Illinois 85; in New York, 66; in Ohio, 51; in Tennessee, 44; in Pennsylvania, 28; and in Virginia only 15 per cent. It seemed a reasonable inference that the State which had thus shown its marked ability to meet hard times could make and market its product with a larger margin of profit than any of the other States. This was true at that time, and to a certain extent the reasoning still holds good; but my mistake was in not fully realizing the marked effect of the Mesabi development, combined with reduced economies in transportation, and the consequent advantage to those furnaces which were so situated as to utilize these new commercial factors. The effect of these factors is seen in comparing the second half of 1894 with the second half of 1892. New York had dropped off 44, Alabama 23, Tennessee 21, Illinois 19, and Virginia 16 per cent., while Pennsylvania had increased 5 and Ohio 10 per cent. While there is no question of the great economy which has been made possible for certain interests which are peculiarly situated with reference to the ores of the Northwest, it is yet too early to say what furnaces not so fortunate will have to pay for their raw material. Already an increase of twenty cents per ton of ore has been announced, based upon increased cost of production.

A need for new supplies of fresh water exists today and in many specific areas that need is urgent. One solution lies in saline water conversion, a problem complicated by cost factors. The principles involved in saline water conversion, the status of development, and the estimated costs (present and future) of several processes are presented. Among the methods discussed are distillation, electrodialysis, and freezing. In general, the costs presented are based on a standardized procedure for estimating conversion costs, permitting a valid comparison among the various processes. The need for new supplies of fresh water and the potential benefits to be derived from an abundant supply of converted water are recognized by practically everyone concerned with water problems. The water supply problem exists today; it is urgent in many specific areas in this country and also in the world, and it will become more acute in the future. One answer to the growing problem of adequate water supplies is the development of new sources. Very significant quantities of brackish underground and surface waters exist in certain areas and an inexhaustible supply of ocean water is available. Thus in many areas water resources can be extended through saline water conversion. Congress recognized the need for new sources of fresh water in 1952 and passed the Saline Water Act, Public Law 448, amended it in 1955, and in September 1958, enacted Public Law 85-883, calling for the construction of at least five demonstration plants. The program is administered by the Dept. of Interior through the Office of Saline Water, and its primary objective is to reduce the cost of converted water produced, whether it be by development of new processes or improvement of known processes. This is a most difficult problem and one that will require several years of prodigious effort. It is difficult—not because of any intricate or new chemistry, engineering, or physics involved—but because of the difficulty in converting water at low cost. Whatever the sources of the saline water, the salts which are held tenaciously in solution must be removed before the water becomes suitable for industrial or domestic uses. Saline water is a relatively simple system of salts dissolved in water. It has certain chemical and physical properties that determine the various methods by which the salts may be separated from the water. The system, although not complex, in most instances, has had countless years in which to reach equilibrium and is, therefore, comparatively stable. Because of its stability, separation of saline solutions requires relatively large quantities of energy. The unique properties of water depend on the fact that its molecules are chemically active. The chemical and physical properties of water are associated with the type of bonding involved in the water molecule. Chemical changes such as hydrolysis, or rusting of iron, involve the breaking of chemical bonds between the hydrogen and oxygen atoms. Physical changes, such as evaporation in a boiler, the melting of ice, or the viscous resistance to flow in a pipe, involve breaking of the hydrogen bonds. (The hydrogen nucleus is so small that it can attract two negative atoms.) Thus water molecules not only combine with molecules of other compounds but even with one another; e.g., each molecule may be bounded to four other molecules. Water molecules cling to the ions of dissolved salt to form water-encumbered hydrated ions and they cling to one another to form entangling networks through which hydrated ions can be propelled only by tearing the networks apart. That is one reason why considerable energy still needs to be expended in our simplest procedures for purifying water. If water molecules did not have this habit of clinging so tenaciously to other molecules, and to one another, it would be easy to push salt ions past the water molecule and get a separation. But the water would not then dissolve salt, so the problem would not exist.' Water when heated evaporates very slowly, relative to other liquids having simple molecules. Vaporization involves the separation of molecules from the liquid, and this means overcoming the attraction between molecules which is due to the hydrogen bonding. The heat of vaporization for water is high; consequently, the boiling point of water is also high. Water boils at 100" C; hydrogen sulfide (H2S) at -60" C; oxygen (02) at -183" C; nitrogen (N2) at -196" C; and methane (CH4) at-161°C, even though the latter has about the same molecular weight as water. Because of these peculiar properties of water, it exists as a liquid on earth instead of a gas such as hydrogen sulfide or nitrogen and oxygen.

In southwestern Pennsylvania 151 wells1 were completed during 1938, a total of 61 less than the preceding year. Of this number 81 were gas wells and 28 oil wells, which shows a considerable decline from 1937, when 108 gas wells and 64 oil wells were completed. However, 42 dry holes were drilled during 1938, which is two more than the previous year. Shallow Development—Gas No new extensions to old pools, or new wells that would indicate any substantial reserves, mere found during the year. However, a number of commercial wells and many dry holes were drilled to the Big Injun sand in Menallen township, Fayette County. One well had an initial open flow of 6 million cu. ft. In Rich Hill township, Greene County, one well producing, from the Big Injun sand, 2 million cu. ft. was brought in. Several other gas wells were completed in Shaler township, Alleghany County and Center township, Greene County, both of which had initial open flows of 1 million cu. ft. from the 30-ft. sand. Another well, in Aleppo township, Greene County, had an equal volume from the Gordon Stray sand. Oil Development has proceeded at a retarded rate because of the low price of Pennsylvania-grade crude. A total initial of only 205 bbl., an average of 7.3 bbl. per well, was developed. This is 1785 bbl. less than during 1937 and no new repressuring operations have been contemplated to prevent the declining production. The average price received for oil was $1.56 per barrel, with a high of $1.88 and a low of $1.34. This oil costs $1.94 per barrel2 to produce. The average price paid for Bradford

There was a decline in the Italian oil production in 1933 and also in the footage drilled. A total of about 194,500 bbl. of crude oil was produced in the Emilia district of northern Italy from the same fields in production as in 1932. New drilling to the extent of 80,700 ft. failed to find new production to compensate for the decline in old wells, and no new fields were discovered in spite of an active exploration campaign by the government-owned company A.G.I.P., which has just completed the first year of a five-year exploration program. This company drilled a total of about 33,000 ft. The majority of its tests were drilled in the Po Valley upon locations selected by geophysical methods. This company is changing over to the rotary system for all future wells. It produced about 16,600 bbl. of oil from wells near Salsomaggiore and in the Po Valley. The Petroli d'Italia, which operates the old fields of Montechino, Valleja and Gratera south of Piacenza, has been doing normal development drilling in the endeavor to extend its present fields. Also it was drilling two exploration wells in the Torino district. It drilled a total of about 13,930 ft. and produced approximately 12,645 bbl. of very high-grade oil (specific gravity about 0.765). The Societa Petrolifera Italiana was occupied chiefly in exploratory drilling in the endeavor to extend its producing fields at Salsomaggiore and at Vallezza, south of Parma. It was also drilling one exploration well at Rile dell7Olio near Voghera on the line Milan-Genoa. It drilled a total of 33,849 ft. and obtained a production from its two fields of 165,273 bbl. It also produced 123,220 gal. of casinghead gasoline from Vallezza field absorption plant.

(communication to the Secretary*). -Mr. Cunningham's paper, written from the standpoint of a stamp advocate, while commenting more or less favorably upon the installation of ball mills in the Vipond plant, does not, in my opinion, give as much emphasis to the comparatively new departure as the installation of ball mills in the place of stamps justifies. This discussion is based upon my personal and intimate practical work for several years with stamp mills, and for the past three years with Hardinge ball and pebble mills. The fact that the Vipond mine contains about equal quantities of the A and B classes of ore mentioned by Air. Cunningham, and the further fact that I have had a most intimate knowledge of the working of both classes of ore in the Porcupine district in stamp mills and ball mills, justifies upholding my final decision to use ball mills in the place of stamps, and defends my present further action in now increasing the present Vipond capacity by the addition of another 6-ft. Hardinge ball mill, in which action the directors of my company concur. This is one of the strongest evidences I can possibly offer in substantiation of my opinion that the ball mill exceeds the efficiency of the stamp, both in metallurgical and mechanical economy. It is hardly fair to compare a 100-ton per clay plant with a mill handling several times this amount, yet it is my belief that the cost per ton. of grinding in the ball mill is far less than that of any stamp mill in the district, where capacities run up to 400 tons per clay.
