Drilling activity in California during 1939 decreased approximately 15 per cent from that of the previous year. New reserve discoveries were the lowest in many years, but extensions, development of deeper sands, and reappraisals, indicated enough new potential to more than equal 1939 withdrawals of about 223,644,000 barrels. On June 1 a new uniform method of allocation was adopted, which had the immediate effect of reducing production, so that approximately 6,000,000 bbl. of crude were withdrawn from storage during the year. Market demand averaged 628,845 bbl. per day as compared with a daily production of 612,945 barrels. The rate of drilling was slow during the first five months because of the unfavorable storage situation. Subsequent to the adoption of the new uniform method of allocation on June 1, drilling was speeded up and continued at a rapid rate throughout the remainder of the year. As a result of prospecting, four new fields were discovered and seven fields were measurably extended. All of the new discoveries were made in the San Joaquin Valley. Statistics of production and development arc given in Fig. 1 and Tables 1 to 3. New Discoveries Coalinga-Northeast.—The Amerada Petroleum Corporation discovered a second Eocene shore-line field north of the Coalinga Nose when it brought in well S.P.L. 7-17 in sec. 17-19-16, flowing 4230 bbl. of 32.4" gravity oil and 14,200,000 cu. ft. of gas at a depth of 8237 ft., from the "Gatchell" sand of Eocene age. This field, 2 miles north of the Coalinga Nose field, is considered to be a separate structure because it has a gas cap and a lower water table. The structure is a broad, gentle anticlinal nose probably separated from the southerly Coalinga Nose field by a shallow syncline. Production is sealed updip by the pinching out of oil sands. The average sand thickness is approximately 200 ft., the top 75 ft. containing mainly gas. The sand has an average permeability of 1000 millidarcys and an average porosity of 25 per cent. The productivc area of the field is estimated to be between 1200 and 1500 acres.

With oil consumption increasing more rapidly than known reserves in industrial countries, there has been a growing interest in the production of synthetic crude oil. The main starting materials for such production are coal, oil shale and tar sand, all of which occur in enormous quantities in North America. A process sequence suitable for all three of these starting materials incorporates a preliminary retorting step to produce oils for subsequent hydrotreating. For this retorting step, a technique known as the Lurgi-Ruhrgas process has proven highly efficient. The process has been commercially used for the flash carbonization of coal and has also been tested in pilot- plant experiments with oil shale and tar sand.

Many mining engineers considering in place leaching for the first time are uncertain as to how to evaluate ore bodies for potential leachability. Evidence presented in this report emphasizes the critical role of permeability in such evaluations. Whether an engineer is considering leaching "tight" formations typified by the porphyry copper deposits of the southwest or the permeable uraniferous sandstones of Texas and Wyoming, permeability measurements are the keystone of any testing program. Permeability tests range from cheap and easy to highly expensive and sophisticated operations. Constant head, variable head, and pumping tests all have application in evaluating ore bodies for in-place leaching. Costs of these tests will not unduly deflate the pocketbooks of most mining companies. The basic procedures for selecting and running these field tests--including preparing suitable wells--are reviewed for the benefit of newcomers to in-place leaching.

This paper deals in a general way with certain of the necessary requirements of refractories for the open-hearth furnace. The refractories in common use for the different parts are discussed both as to the service they are giving and their suitability to withstand existing chemical, thermal and physical requirements. The relation between the service and allowable cost of a refractory is discussed and suggestions are requested on these points. The purpose of this paper is not to report, to the Institute, the results so far obtained in the survey, by the Bureau of Mines, of the metallurgical requirements for open-hearth refractories, but to present an outline that we hope will serve as a basis for discussion. The systematic survey that the Bureau proposes to make has not been outlined, although considerable preliminary work has been done in the way of interviewing open-hearth superintendents in several of the larger steel plants from the Chicago district eastward. At the several conferences so many of the opinions were diametrically opposite, when considering the same point, that it was thought that such an opportunity as the Institute offers in the way of a clearing house for moot metallurgical topics should not be overlooked. For this reason, the paper has been prepared as a basis for a discussion which, it is believed, will be of value in outlining the program of the Bureau. D. A. LYON, Assistant Director. THE importance of securing suitable refractories for metallurgical operations is daily becoming more universally recognized; particularly in the manufacture of open-hearth steel, where the life and earning power of the furnace depends largely on the judgment and care exercised in the selection of the correct quality of refractory for each of the parts. Any innovation that would make available to the steel manufacturers refractories with longer life or better suited to their needs than those now employed, and at a cost that would permit of their use, would be of enormous value to the industry at large. The simultaneous solution of the volumerric balance and the unsteady-state equation has been used for several years to make performance calculations for combination drive reservoirs. This method makes possible the calculation of volumetric changes of fluids in the gas cap, oil zone, and aquifer which occur as a result of withdrawals and reservoir pressure changes. It does not provide a means for the determination of reservoir fluid distribution changes corresponding to these vollrmetric changes. A knowledge of the fluid saturation distribution in the reservoir at various stages of depletion is important for the determination of the efficiency of gas and water as oil-displacement media and, therefore, for the reliable predicrion of ultimate oil recovery. To provide this knowledge, the displacement equations are solved simultaneously with the volumetric balance and unsteady-state equations. The described calculation procedure has been used satisfactorily to analyze the past performance and to predict the future behavior of combination drive reservoirs under both primary and pressure-maintenance operations. INTRODUCTION The three basic mechanisms by which oil is displaced from a reservoir are: (1) dissolved gas drive—the displacement of oil by the expansion of liberated solution gas, (2) water drive—the displacement of oil by water which enters the oil zone from the aquifer, and (3) gas cap drive—the displacement of oil by gas which ex- pands into the oil zone from the gas cap. The action of gravitational forces may be effective in increasing the efficiency of the basic drive mechanisms. Gravitational forces favor the segregation both of gas and oil and of oil and water, thus tending to shorten the transition zone between oil and displacing fluids. Most reservoirs produce under the influence of a combination of these drives and are designated "combination drive reservoirs". Fig. 1 is a cross section of a typical combination drive reservoir. A calculation procedure for analyzing the performance of combination drive reservoirs has been developed by combining the displacement equations' with the volumetric balance equation' and the unsteady-state equations. The pressure-production performance and the positions of the gas-oil and oil-water contacts are calculated for several stages of reservoir depletion by solving these equations simultaneously, thus affording a basis for: 1. Determining instantaneous and ultimate oil, gas, and water production under various operating conditions. 2. 'Establishing a maximum efficient rate of production, 3. Determining the advantages of pressure maintenance and unitization, and 4. Designing surface installations necessary for primarv and pressure-maintenance operations. A commercially available microprocessor-based system capable of monitoring 512 channels has been interfaced with monitors for radon, working level, air velocity, and fan power. The basic system utilizes both 280 and 8080 microprocessors in a desktop central processing unit (CPU). CPU hardware includes keyboard, video display (CRT), and disk drive; a printer is used to keep permanent data records. Signals from all channels are transmitted to the computer in digital form where they are processed for alarm status. Software developed for the system allows for audiovisual alarms in the event of low and high readings, rate change, change of state, or communica- tion failure. Up to six channels can be continuously displayed on the CRT for current readings. Shift reports and trend logs may be generated to help the ventilation engineer determine average working levels and ventilation effectiveness. Additional software permits the operator to program command sequences which may be used to automatically restart fans after a power outage.

Occurrrences of South African uranium have been known qualitatively for over twenty years, but no account was taken of them because of their low grade. In 1945, known uranium deposits were few, but their grades were 20 to 100 times higher than South African ores. Viewed in this light, the exploitation of South Africa's uranium is revolutionary indeed. Development of various analytical procedures capable of dealing with the needs of the project accounted for one-half of the cost and included: a) simple and automatic radiometric analytical procedures, b) sampling procedures appropriate to prevent sample contamination, c) procedures for sample and record-storing to accommodate many thousands of analyses per month, d) chemical methods giving high accuracy analyses for high grade samples not at radioactive equilibrium, and e) development of rapid procedures having moderate accuracy for low grade samples i.e., mill tailings and barren liquors. This task is continuing today with major improvements coming from time to time.

The possibility of applying a neutron activation technique for silver exploration is considered. A mobile positive-ion accelerator type neutron source is used to irradiate a small area of rock or soil in situ. By using a short period of irradiation and gamma ray spectral analysis, a technique is shown for silver exploration. Two different mobile units are described. Laboratory and preliminary field tests both indicate that a sensitivity of less than 1 oz of silver per ton of ore can be achieved. The increasing consumption of silver for industrial uses and also for coinage has caused a serious shortage of silver in this country. The silver shortage has been reviewed and analyzed by kiilsgaard1 who concludes that, "The best hope for meeting future demands for silver is through accelerated exploration for precious ores." As almost all the exposed "bonanza" type silver deposits evidently have been found, it is urgent that some sensitive geophysical technique be found to detect large, extended, but generally low-grade, secondary ores, as well as hidden vein deposits. Silver is easily made radioactive by exposure to slow neutrons; hence a neutron activation method appears promising for locating silver deposits. The principles of mineral beneficiation using neutron activation techniques were discussed some years ago.2-4 Using the same approach, a preliminary description5 has been published of neutron activation as a mineral exploration tool. An exploration technique is described in which silver is made radioactive in situ and detected with a gamma radiation counter. The technique is similar to the well-known method used for uranium exploration. THEORETICAL CONSIDERATIONS Elemental silver consists of two isotopes, Ag107 and Ag109, having naturally occurring isotopic abundances of 51.4% and 48.6%, respectively. For short periods of irradiation of silver by thermal neutrons, the long-lived 250 day, half-life isotope, Ag110m, is not produced in significant quantities. However, significant quantities of 2.3 min half-life Ag108 and 24.5 sec half-life Agl10 are formed by the following reactions. Ag108 and Agl10 emit a 0.44 Mev (million electron volts) and a 0.66 Mev gamma ray, respectively. Ag107 + n + Ag108 (2.3 min) Ag109 + n + Ag110 (24.5 sec). Because of the large capture cross section (110 barns) of Ag109, and short half-life of Ag110 (24.5 sec), the 0.66-Mev gamma ray is the most prominent emission from silver for neutron activation periods of about a minute's duration.* The 0.44-Mev gamma ray from Ag108 will also be present, but will be one or two orders of magnitude lower in intensity. The decay scheme of Ag110 is shown in Fig. 1. If the neutron irradiation time is limited to about 100 sec, the Ag110 activity will essentially reach saturation and can be used to detect the presence of silver. In a neutron flux of 10 8 neutrons/cm2/set, the induced 0.66-Mev activity in 1 g of silver will be about 2 x 107 disintegrations per sec. This is about 1000 times the measurable gamma activity of 1 g of uranium in equilibrium with all its decay products; hence there is ample activity for detection. Under the same conditions of activation, most of the other elements do not reach this relatively high disintegration rate. Although this is in favor of the proposed technique, other problems must be considered. For mobile operation, it is desirable to obtain the largest neutron flux to weight ratio. Hence we have used a small 150-kev accelerator-type neutron source rather than an isotopic source such as an americium-beryllium neutron source. By use of remote control system, an accelerator-type neutron source can be safely used without the massive shield required for an isotopic source. Moreover, an accelerator-type source is more versatile in that it allows one to use a flux of either 14-Mev or 3-Mev neutrons, depending on whether a tritium or a deuterium target is used. With a 14-Mev generator, one can obtain a flux of 10 9 neutrons/cm 2/sec, and with a 3-Mev generator, the flux is generally two orders of magnitude less. GROSSMANN'S method1 for calculating the hardenability of steel from the composition and grain size has gained wide acceptance, and when properly used, has been well proved in practical application, both for estimating the hardenability of known compositions and for selecting compositions to meet known hardenability requirements. The Grossmann method uses as the criterion of hardenability the "ideal critical diameter," DI, which is the size round that will just harden to a structure of 50 per cent martensite at the center when given the theoretically fastest quench, or "ideal quench." The DI can be related to actual quenching practice if the severity of quench is known; or the DI can be correlated with hardenability as determined by the Jominy end-quench method.2 The effect on hardenability of each element present in a steel can be represented by a multiplying factor, the value of which depends on the amount of the element present and the degree of effectiveness of the particular element. (The value of the factor for a given carbon content varies with the grain size.) When the factors for all elements present in a steel have been determined from charts, they are multiplied, and the resultant product is the D, of the steel. The validity of Grossmann's scheme of multiplying factors has been confirmed in a number of other investigations.3 -6 It can be appreciated that a certain desired level of hardenability can be obtained by adding chromium, molybdenum, nickel and vanadium to a base composition containing carbon, manganese, silicon and the usual impurities. Many of the ranges of hardenability used commercially can be obtained by any of the foregoing alloying elements used singly in the base composition. The same hardenability levels also can be obtained through use of any of a great number of multiple element combinations of these alloying elements. In this report a method will be presented for determining what one combination is the most efficient (based on hardenability and cost of added alloy) for a given level of hardenability. It should not be assumed from the emphasis given to hardenability, that hardenability is the only criterion for the selection of an alloy composition. Such properties as the hot-working characteristics, machinability, carburizing characteristics, amount of distortion during quenching and the retention of austenite may be considerations of importance in many applications. However, hardenability is one of the most important properties of an alloy steel and one that must be considered in almost all cases involving heat-treatment by quenching. Therefore, a method for determining the lowest-cost alloy combination should be of considerable value. With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

IT has been shown that the isothermal transformation of austenite in a special steel can be modified by isothermal holding in the high subcritical transformation range.' Since this treatment potentially leads to increased hardenability, limited testing has been completed to determine if the stabilization effects observed with this treatment can be used to advantage in the heat-treating of 4340 steel. As an index of the effects of the several austenitizing treatments on the hardenability of the steel, Jominy-type hardenability tests were completed for specimens 2.5 in. in diameter and 8 in. long. Since the steel studied is to be used at strength levels where notch sensitivity is of major concern, notch sensitivity after selected austenitizing treatments has been evaluated by notch tensile tests for several specimen sizes. The steel composition and the austenitizing treatments are given in Table I. The test specimens are presented in Fig. 1. The hardenability data are given in Fig. 2 and the notch tensile properties are presented in Fig. 3. The hardenability of the steel investigated when determined by use of the standard Jominy test specimen2 as high and remained essentially unchanged for the different austenitizing treatments. For the larger test specimen, as has been shown by other investigations," the characteristic hardenability indexes are changed and it becomes possible to isolate austenitizing treatments which promote maximum hardenability. The stepped austenitizing treatment promotes higher hardenability as is indicated in Fig. 2. The evaluation of notch sensitivity for very high strength steels is best accomplished by means of the notch tensile test. The experimental conditions of the test, however, modify the notch strengths measured, and in the present experimentation an effort was made to achieve a limiting notch condition by fixing the notch root radius at 0.001 in. while the specimen diameter was allowed to increase from 0.3 to 1.1 in.* For this root radius the notch strength, 0.3-in.-diam specimen, and this trend differs from that for the larger specimens. At the highest tempering temperatures the 1.1-ip.-diam specimens yield comparable results for the austenitizing treatments compared. Since the year 1643, when the first blast furnace in America for treating iron ore was built at Saugus, Mass., out of mica schist quarried in the neighboring district, the procurement of a suitable refractory for furnace lining has been a problem of concern to the operators of furnaces. The stacks built of mica schist continued to smelt iron ore until about 1836, when, according to F. H. Norton, the first firebrick were produced1, at Queens Run, Pa. Other writers speak of brick having been molded and burned in Massachusetts about the year 1834. In 1841, Andrew Russell began to produce medium refractory plastic clay brick near East Liverpool, Ohio, that were used for lining blast furnaces1. The well-known Kentucky clay-producing district was not opened up until the year 1871, but since then it has produced a large percentage of the linings for iron blast furnaces. While some strides have been made by the refractories industry during the 100 years that have passed since the first firebrick were produced, it has been only during the last two decades that any real progress has been made towards bettering the product, even though the method of production had improved. Perhaps the fault lies with the user of the brick rather than with the producer, for not sooner demanding a supe¬rior product. During the past 15 years the tonnage produced per lining has increased from 500,000 gross tons to 1,000,000 gross tons, and now some furnaces are producing 1,600,000 gross tons and better on a single lining. It is true that enlarged capacity of furnaces and improved practice have accounted for some of this increase in tonnage, nevertheless better quality in firebrick must be given credit for its share. However, we are not yet ready to say that we have reached a maximum life of furnace lining. We believe that a better product can be produced and that the refractories industries of America will, through their extensive research depart-

At a time when mill availability is at a premium, production costs are rising, and lead time for mill liner casting is a year or more, mill liner design is an important factor in ore grinding. Testing and selection of the optimum liner profile for a given set of mill operating conditions can improve mill capacity, reduce liner wear rate, and lengthen liner life. The mill liner that grinds best, lasts the longest, and costs the least is a necessity for economic mill operation. After testing four mill liner profiles for 3.96 X 3.65-m (13 x 12-ft) overflow ball mills, Climax Molybdenum Co. found that an improved design increased mill tonnage by 2.72 t/h (3 stph) while reducing finish grind by 1.7% minus 100-mesh, reduced liner wear rate, and almost doubled liner life.

APPROXIMATELY 2 1/2 million tons of silica sand and ground silica with a value of $7.25 million is produced annually from the Ottawa, Illinois, district. These silica products come from the well known St. Peter sandstone formation which covers part of the Mississippi Basin extending from St. Paul on the north to the central part of Arkansas on the south and from Muncie, Ind., on the east to Kansas City on the west. Practically the whole state of Illinois is underlain by this formation except where removed by erosion. Sand produced from the St. Peter sandstone in the Ottawa district is noted for its purity, uniformity, and quality. In addition to various screened grades for industry about 10 pct of the total production of the Ottawa district is ground into silica flour for use in glass, abrasives, enamel, porcelain, tile, for foundry and filter sand, and other uses.

A surprising development during the year was the continued high demand for petroleum products and the high level of crude oil charges to the stills. Generally speaking, the petroleum industry during 1946 succeeded in producing a greater quantity of crude oil and petroleum products than in any of the war years, and considerably exceeded the production of any prewar year. Daily crude still charges averaged between 4,700,000 and 4,800,000 bbl per day for 1946 and about equaled the 1945 record, although most pessimistic 1945 guesses, predictions, or fears ranged, for 1946, from only 3,900,000 to 4,400,000 bbl per day. In spite of the high crude charge to the stills, total stock of crude oil was higher at the end of the year by some 7,000,000 to 8,000,000 bbl. A similar story holds regarding stocks of the principal refined products. Gasoline on hand at year's end was two to three million barrels lower, and was considered low for the expected demand during the coming high consuming season, while stocks of light and heavy fuel oils, although some higher than a year previous, hardly reached a comfortable level. The trend in gasoline of high octane number, which has resulted in a marked rise in. the antiknock quality by the end of 1945 (five or six numbers higher than during the war and one number higher than the prewar quality of civilian motor gasoline of 1941) was abruptly arrested by an acute shortage of metallic lead for manufacturing tetraethyl lead. Government action in the form of lead price control, rationing, and the setting of octane ceiling specifications to conform to the reduced ethyl lead compound available were enforced until abrogated at the end of the year. It will be interesting to see how rapidly the octane levels will resume the rising trend, as more metallic lead slowly becomes available for making greater quantities of ethyl lead compound. As octane quality rises over present levels the disadvantage of the refiner without catalytic cracking equipment will increase. Gasoline made by catalytic cracking, without addition of ethyl lead, approximates 77 octane by the official ASTM Motor Method test, compared with 66 for gasoline generally similar in volatility made by the older thermal cracking operation. Catalytic gasoline shows an even greater improvement in the Research octane number, the comparison being roughly 86 Research versus 71 Research octane for the thermal cracked product. This higher differential in Research octane is credited by many, although not universally so, as contributing to better road performance, and consequently resulting in a more desirable product marketwise. In some parts of the country a premium of roughly one fourth cent per gallon is now being paid for gasoline with higher Research octane made possible by including catalytic cracked product in the final blends. Rock response to heating depends on properties of rock material and varies widely between different rock types. By dissipating energy, surface melting limits rapid heating and fragmentation of rocks achieved by surface heating methods. This study advances a concept of rock fragmentation by rapid internal heating of a localized inner volume of rock. The working of the method to achieve fragmentation of rocks (Charcoal granite and Dresser basalt) having poor response to surface heating is analyzed. Experimental data on elevated temperature rock properties required for the study are presented. Based on the properties of test rocks, a high frequency (50 MHz) dielectric heating method of generating localized internal heating was selected for experimental study. The test rocks were fragmented without melting under localized heating below 600ºC. The heated volume required for fragmentation was observed to be less than 2 percent of the test block volume. A practical application of the method for in situ fragmentation of rocks is suggested.

The procedure for scaling breakage parameters determined in a laboratory mill to values for a full-scale mill is briefly presented. A simulation model of a closed circuit mill also requires a model of residence time distribution, a mass transfer law to predict over-filling as a function of flow rate through the mill, and a model to describe classification action. For fine dry grinding, or viscous slurry grinding, it is necessary to allow for slowing-down of breakage rates for a fine mill charge. Four examples of comparing simulation models to actual plant data are presented. The first is wet grinding of copper ore in normal closed circuit at 50 tph (metric) production, under conditions where the mill does not overfill. The second is the wet grinding of copper ore in reversed closed circuit at production of 87, 102 and 108 tph, with flow through the mill of approximately 150, 200 and 300 tph. The third is dry grinding of coal with a hot air sweeping stream to remove all of the coal as air-borne material, in open and normal closed circuit. The fourth is grinding of cement clinker in a two-compartment, air-swept tube mill in normal closed circuit with two different classifiers, producing 120 tph of 3250 Blaine cement. In all cases the simulated capacities and product size distributions were in reasonable agreement with actual plant performance.
